GOENKARACHO EKVOT, DELHI CELEBRATES ITS SECOND ANNIVERSARY

Members of the Goenkarancho Ekvot, Delhi together with their families and friends got 
together to celebrate the association's second anniversary on Sunday, 8th February 
2003 at Lodi Gardens.  These gardens, with a sprinkling of Lodi tombs, well manicured 
lawns, walking tracks and many winter morning revelers, are the ideal spot for a 
picnic. After a harsh winter we were really happy to be basking in the sunshine, 
gossiping and cracking PJs in the true Goan style.  There were games for children and 
adults and of course a couple of rounds of the ever popular Tambola.  Everyone gorged 
on the appetising lunch that was served hot for a change and then as can be expected 
rolled on the dhurries or benches whatever was available for a quick snooze.  The 
celebration cake was cut by Mrs. Suman Kurade who tirelessly campaigned for more Goans 
to unite and push for the Goan cause in Delhi as well as back home.

hi to all of u

i m suzane currently living in bahrain, its not for quite some time i have been here but then it seems tht m missing the goa environment for almost decades now. when i was in goa i was not aware of its prestigeous values, but then as i m here now i realise tht there can b no place like goa anywhere in the world coz its value is so very rare.

and coming to know about the Goanet , i m so lucky coz with its updated news regarding the happnening and events taking palce in goa i m not missing anything about that wonderful place, .

i want to thank all the gaonetters for keeping me informed about the news of goa n want to say plz keep me informed as u do now coz it's coz of this i feel tht m close to goa yet being miles n miles away from tht beautiful place

SOME DETAILS:

Everything that exists according to many old knowledge systems is a
composition of the elements: earth, water, fire, air and space. In this
course you will explore the way in which you are grounded, how fluid and
flexible you are, how much fire is in you and how lightly you take life
through the medium of 'Creative Dance'.  

Keywords for dance expression are: Imagination, Expression, Creativity,
Body-Mind Connection and Process. However as in all experiential endeavors
the soul of the matter cannot be evoked by words alone and must be felt in
person to be understood. Creative dance is different from classical or
modern ballet or any kind of American/ European modern dance. It is not
based on a special technique, nor does it prescribe steps or movements.
Creative dance lessons often start with a theme such as WATER which  then
evokes  images, like 'still lake', 'rough sea', 'quiet river'… and the
participants  express these images in movement. In this, creativity - and
daring! - are involved, because they have to find their own movements.
Moreover there is an exchange  between imagination and movement, so the
inner and the outer go together and body and mind (thinking and feeling)
are connected. This dance-form also implies a process, in which both
children and adult participants learn about a theme, about themselves and
about others they interact with. So in Creative Dance outer exploration,
inner discovery and social interaction go hand-in-hand.This process is
also reflected in the method which is characterized by three phases:
exploration, improvisation and composition. 


ABOUT JAAP VAN MANEN:  

Jaap has taught  Dance Expression at Theatre School in Holland; in
Children's Theatre, Jojo, Amsterdam and   at De Santenkraam. In 1996 he
started his own dance company called 'Mobile'.In 1998 he founded and was  
Co-director  of VODD, a private postgraduate school for  training teachers
in dance-expression.

In accordance with the mechanism evolved by the oil companies to review prices every 
fortnight after dismantling of APM, the public sector oil marketing companies reviewed 
the prices of Petrol (Motor Spirit) and Diesel (High Speed Diesel) and have decided to 
increase the retail selling prices of the same for the fortnight commencing from 
September 16, 2002. 

In four major cities of Goa, Panaji, Mapusa, Margao and Vasco, the revised retail 
selling rate of petrol per liter will be Rs.29.54, Rs.29.52, Rs.29.42 and Rs.29.41 as 
against the current price of Rs.29.08, Rs.29.04, Rs.28.96 and 28.95 respectively. 
Comparing to the current retail selling price of petrol there is an increase of 
Rs.0.46, Rs.0.48, Rs.0.46 and Rs.0.46 respectively. 


Similarly, the revised retail selling price of diesel per liter in the four major 
cities would be Rs.19.53, Rs.19.51, Rs.19.41 and Rs.19.40 when comparing to the 
present prices of Rs.19.18, Rs.19.14, Rs. 19.06 and Rs.19.05 respectively, so there 
was an increase of Rs.0.35, Rs.0.37, Rs.0.35 and Rs.0.35 per liter respectively when 
compared to the current prices. 


Shri Ullhas M. Kamath, State Level Coordinator, Goa from Indian Oil Corporation, Ltd., 
has conveyed this in a press release.

Slum Children Celebrate Literacy cum Teachers Day

Jan Ugahi celebrated the movement from illiteracy to
literacy and empowerment of children and women from
migrant slum settlements in Margao with a ‘Literacy
cum Teachers Day’ Cultural Programme at Carmelite
Monastery Hall, Margao, on Sept. 5th 2002.  Around 250
participants, along with the Chief Guest Shri. Deepak
Desai, Mamlatdar of Salcete, gave a standing ovation
to the underpriviledged children and women who
presented in all 20 items of songs, dances, social
ads, skits, street plays, a debate on “Should children
from economically backward communities give up school
and get into child labour”.  The themes depicted in
the items represented the yearnings and concerns of
marginalised groups and the preferential work options
of Jan Ugahi -  children’s and womens rights to
education, equality, empowerment, protection from
discrimination, harm and abuse, and so on.

Jan Ugahi's team members, many of whom have risen
through the literacy route to become teachers,
community workers, Aids peer educators and vocational
skill trainers, motivate the slum children and women
to brave the odds and take up the challenge to stand
on their own feet and live a dignified life.  The
organisation organises support programs to enable them
to reach these goals.

Miss. Ranjana compered the programme while Miss. Banu
Shaikh welcomed the participants and Mr. Abdul Kadar
proposed the vote of thanks.

 I paced the coridoors of the Mapuca Police Station some months ago 
waiting for the PI to return. He, I was told, had left on a mission. I then 
sighted a women pacing about in the courtyard like a man outside a delivery 
room waiting for the results. As I was free, I approached her and asked her 
what the matter was. I like to listen to the stories these foreigners have to 
tell when I meet them at the Police Station. On arriving in Goa, one told me 
that his luggage was missing. One had his passport and the other had lost 
his. This is a common tale which rarely has a happy ending as the loot, as I 
call it, is rarely traced as there are no clues and the problems of summoning 
the bus drivers and assistants is too laborious. Goa, is a hot place as far 
as the weather goes and the incentive to solve mysteries does not exist. A 
few competent police officers succeed in solving crimes like Insp. Clouseau 
or Sherlock Holmes, but this cuts into the booty of the criminals and the 
lickbacks of corrupt police officers. The result - transferred to a remote 
corner where one rarely hears of this valiant Police Officer. This stops his 
promotion and dampens his incentive.

 This time, the women (a French women) pacing in the courtyard tells 
me that her friend has been arrested for possession of drugs and she is 
waiting for the police to release him as the Judge has heard his plea and 
ordered him to be released on bail. His passport is impounded.

 After some time, he comes out and I speak with him in French and 
recognise that he is from Quebec. My French is a mixture of French from 
France and Quebec. It helps to communicate with people all over. I know 
Quebec and have a good knowledge of their politics. I have spoken with past 
politicians like Guy Tardiff, Claude Charon and Rene Levesque. I have 
preferred the cultured manners of the only cultured North Americans (Quebec) 
to the Anglos. 

The released man tells me that his name is Yannick McGuire (a mixture 
of Irish and French blood) and I remember Yannick Noah who was a tennis 
champion of Cameroonian and French blood. He is surprised by my typical 
Quebec expletives. He is friendly. Yannick had left his heating and 
ventillation enterprise and had travelled to Goa. He admitted that he liked 
to smoke a joint of flagrant weed (marijuana) and had rented a room in 
Vagator. The owner had a duplicate key as most do. He is surprised when a 
policeman comes to his place and without a warrant (no one has rights in a 
Democratic India as no one is Democratic) and searches his place. They find a 
small quantity of hashish at first which he admits is his and then come upon 
another bigger amount which Yannick swears has been planted in his room and 
he suspects is the work of the owner of the house who also has the key to his 
room. Three months have passed and he is unable to leave to return to Canada. 
His enterprise he told me when I met him lately was defunct, his passport 
being in the possession of the police. He has offered to place a bond of 2 
lakhs (money his family can raise and send to him) as surety, promising to 
return for the final judgement. They have refused and he wonders when he will 
gain his freedom. I offer him my house in Salvador do Mundo to stay. He comes 
to see it but finds it far from the haunts he prefers in Vagator and the sea.

   Poor Yannick, he is stuck in a place he does not want to. He 
cannot afford to live in Goa and he does not know how long he will be at the 
mercy of the Indian Penal Court. Justice delayed in Goa is justice denied and 
the owner of the house has scored points with the police who he has 
maliciously assisted to prove to the authorities that they are doing their 
job of arresting drug adicts.

Salcete Taluka Workshop on Children's Issues

The Taluka level workshop on children's  issues was
held on the 10th of August, 2002 at the Village
Panchayat Hall, Davorlim.

The CDPO Mrs. Martha Mascarenhas, members of the
village panchayats, representatives of NGOs  schools,
other social workers and concerned citizens
participated in the workshop. The workshop was
organised by the Govt. of Goa, Department of Women and
Child Development, ICDS-Salcete, in collaboration with
Jan Ugahi and Programme for Children's Rights.

Mrs. Martha Mascarenhas welcomed the gathering and
explained the aims of the workshop. Mrs. Inez Cota
Carvalho of Programme for Children’s Rights,
introduced the Workshop. 

Mr. Gregory D'Costa, of Jan Ugahi, emphasised
Trafficking as an international and inter-state
problem and opined that in Goa trafficking was mainly
for paedophilia, prostitution and labour.  He also
spoke  about the causes of  Child Labour and the
approaches to counteract Child Labour.

Ms. Bernardette D'Souza, of Jan Ugahi, outlined the
problems faced by the street children and drug and
substance abuse among street and other children. She
recommended open shelters and other support measures
for them.

Ms. Melita Noronha of Jan Ugahi, threw light on the
modus operandi of tourist paedophilies and appealed
for alertness and support from the community.
The above speakers pointed out that the Goan mind-set
must change, a mind-set that a) looks down upon the
migrant children as if the problem affected only the
outsiders and not the Goan children and b) overlooks
the sexual exploitation of children by foreign
tourists because they patronise their services.

Mr. Arun Pandey co-founder of Arz strongly urged for
legislation to stop the religious dedication of
children for prostitution and appealed for a
commitment on the part of the state, both Govt. and
people, to take measures to stop  the evil and punish
the perpetrators.  

Mrs. Deanna Rodrigues, retired Principal, stressed
that the  ground realities at the pre-primary, primary
and secondary school levels were far from  encouraging
with weak foundations and quantitative education as
against qualitative, unhygenic and inconducive
conditions at schools, high drop out rate.  She also
presented an improvement model for quality education.

Ms. Gracy Andrew of Sangath highlighted the need for
awareness and support programs for prevention of
disabilities as well as coping with and enhancing
performance of mentally challenged children.

Mr. Roger Rebello of Salgaonkar Law College pointed
out the need for enforcing Women and Children
Institution (Licensing) Act, 1956, and recommended
legal and practical child friendly measures for the
Homes.
 
Ms. Auda Viegas of Bailancho Ekvot spoke of the
widespread  discrimination and injustices  to the girl
child right from conception. The patriachal system
unleashes a systematic programme of subjugation and
oppression on women.

Ms. Albertina Almeida  Ms. Bianca Gracias addressed
the legal issues related to children and the
violations of their rights.  While Ms. Bianca stressed
the need for setting up child victims units and the
need for enforcing mandatory procedures with regard to
foreign tourists, Ms. Albertina pointed out  a number
of socially recognised child abusive and offensive
areas which do not have legal status.  She also
suggested remedies and child friendly procedures.  She
proposed Institution monitoring mechanisms like
Children's Code and State Commission  for children.
The methodology of the workshop included inputs by
resource persons and interaction by the participants. 
In addition, two sessions were slotted for group
discussions wherein the participants highlighted the
problems affecting children in their areas and
recommended remedies to solve them.

The workshop, moderated by Mr. Gregory D'Costa,
concluded with a vote of thanks by Mrs. Esperanca
Costa, Sarpanch of Village Panchayat Davorlim and the
CDPO Mrs. Martha Mascarenhas.

Dear Friend

The inaugural performance of the Goa State String Orchestra, which took
place at the Kala Academy, Panaji, on 13th August 2002 was a resounding
success. 

More concerts have been booked for the coming months, September, October,
November and December. The December concert is to take place in 
Bombay. This has given the GSSO a wonderful kick-start and it is hoped
more concert bookings will follow for the New Year. 

It is these concert bookings and private donations which make the GSSO
truly independent, free from any interference and will guarantee its
future survival.

In the near future, 'Friends of the Orchestra' will be hosting its own
classical music programme on 105.4, the FM stereo service of All India
Radio Panaji at 8.00pm. 

This is to publicise forthcoming performances of the GSSO as well as to
generally promote awareness of quality classical music. 

Currently western classical music broadcasts do take place on medium wave
with a minimum amount of time given to classical music on
FM. 

Depending on future sponsorship raised, this 'Friends of the
Orchestra' special programme could well become a regular monthly
feature. It will help highlight young talented performers and promote the
cause of classical music. 

A brochure, too, has been designed to promote the orchestra; this will be
available shortly and be forwarded to all 'Friends of the Orchestra'. 

So far so good, but we cannot sit back and rest on our laurels. This is
only the beginning of the classical music renaissance currently taking
place in Goa and spearheaded by the GSSO. We will keep all friends
updated regularly by email. 

Thank you for your help, support and encouragement to date.

It never ends, here I am again, just to let you know, all or your in India 
commiserations, neighbours in Pakistan lost 7-1 to New Zealand in the field 
hockey game just ended.  On the other hand you may joyous two outstanding 
players - Patel and Hari I am sure were ethnic Indians!!

Congratulations on the Indian ladies making it to the finals in the hockey!!

FULRANI telecast on Fridays

The Panaji Kendra of Doordarshan has begun telecasting a programme on 
environment at about 7.15 p.m.ie. afte Marathi news. Christened as 
FULRANI, the programme has been conceived, and is anchored by, Amita 
Salatry. She has won awards for TV acting for the telefilm Tyag.
 
Each episode is designed for a 15 minute slot that will include an 
interview, a demonstration, some gardening tips and a surprise plant. 

Episodes have been shot with Rozendo Mendonsa (Mr. Farmer)  Ashok
Dande  (Dande's), Sudanshu Saigal (Creative Inspiration) and Miguel
Braganza (Farms and Gardens) to kick off the programme. Other
agricultural and environmental personalities of Goa will also feature
in the subsequent episodes. The programme is in  Konkani but the
visuals are such that fluency in the language is not required of the
viewer.

Just a short note to say hello from New York.

Been to the Goan event at the Maharaja Restaurant.

It was an absolute plasure to meet all the fine
people. These events help to put a FACE to the
e-addresses.

After 30+ years...it was good to see, among others, 
Maureen Sequeira and finally ... George Pinto, Tony
Barros, Venantius Pinto, Eric Pinto, Basilo Martins
and Allan Deguerra

Victor Rangel-Ribeiro was temporarily indisposed and
couldn't make it

Took some pics.will load them only when we reach
home base.

We were hoping to meet Wilma  Bambino Martins but
have a family function to attend tomorrow... so we
will have to leave the peer review for another time!

It was a good Goan function. Everybody appeared to
enjoy themselves.

Congratulations to the organisers.

KARACHI: Catholics are hailing the appointment of two Protestant teachers of Greek and 
Hebrew at their main theological center as a landmark move towards ecumenism. Arne 
Rudovin, a retired bishop of the Church of Pakistan who has taught Greek, and Hebrew 
language expert Gerald Mall are to lecture the students of the National Catholic 
Institute of Theology this summer.Mall is the vice-principal of St Thomas Theological 
College, located on the premises of the Holy Trinity Cathedral.

This is the first time that NCIT has introduced Greek and Hebrew language courses for 
its pupils. 

The dean of NCIT, Fr Robert McCullough, made the announcement during the release of 
the institute's annual report.Fr McCullough was quoted by NCIT students last week as 
saying that the latest staff recruitment was an important step on the less travelled 
path to ecumenism in Pakistan. Ecumenism, which is a part of the current academic 
session at NCIT, has become a popular goal for the two denominations in recent years 
in the face of mounting persecution.

KARACHI: There are believed to be some 200 names for Jesus Christ in the Old and New 
Testaments of the Bible, a Christian scholar said here. Paul Herson, a leading 
theologist and pastor of the Central Baptist Church on Tariq Road, said that knowledge 
of those names would enrich the lives of all Christians. Some of the names reeled off 
by Herson are attributes of Christ.

Centenary of devotions observed in Karachi diocese

KARACHI: Euphoric scenes were witnessed in Catholic churches here on Thursday as the 
diocese of Karachi marked a centenary of devotions and novenas to Mother Mary and the 
pantheon of Christian saints.Thousands of Catholics attended the day's devotions, 
which were offered to the Blessed Virgin Mary and St Anthony of Padua,one of the most 
revered saints in Pakistan. On Thursday Catholic priests described the two personages 
as powerful mediators who plead on behalf of all humanity. 

Recognised by Catholic clergymen as symbols of popular piety, the devotions have 
attracted record numbers of people--even those segments of Christian population that 
would earlier confuse idolatry with the Catholic tradition of praying before a statue. 
A hundred or so years ago, the Christian settlers in Karachi, Chittagong, Quetta and 
Lahore, many of them from South and East India, were introduced to novenas and other 
forms of devotions. It is likely that some of them, if not all, were already familiar 
with these forms of devotion but no record is available to suggest that they had begun 
offering novenas without pastoral ministrations, according to a church worker.

Fr Archie deSousa, a one-time vicar-general of the diocese,recalled on Thursday that 
in spite of the wide acceptance of novenas by the settlers, or English-speaking 
members of the community, he could not until 15 years ago himself see the same 
enthusiasm in the indigenous Urdu- and Punjabi-speaking Christians for these 
devotions. When a parishioner at the Mauripur church... a woman of Tamil 
origin...asked for permission to place a statue of St Anthony in the church, I could 
have hardly guessed the kind of response it evoked in the parish, where nearly every 
family was Urdu or Punjabi speaking. They came in droves to offer novena prayers at 
the church and elsewhere, too, I learnt the devotions do pull in the crowds, said Fr 
deSouza, explaining how the devotions came to be popular in the indigenous communities.

In a public discourse on these forms of devotions,Fr deSouza drew attention to the 
importance of mediators in communication with God. Such intercession is vital for 
humans, he said. Both Mother Mary and St Anthony are mediators--as are the 
saints--but we must remember Christ's words if we are to obtain favours and miracles 
from God. Jesus tells us to first reconcile with our estranged brother, almost 
immediately after leaving burnt offerings to the Lord or praying. So the mediation is 
not just with God but also with our fellow man, he added.

Gamble that failed

The reckless and ill-conceived decision of Goa Chief Minister Manohar
Parrikar to dissolve the Assembly in February in order to seek a clear
mandate for the continuation of the BJP government has come unstuck with
the recent poll results. Though an improvement on the ten seats it won in
the last election, the 17 it won this time fall short of the figure of 21
required to form a government in a House of 40. This has pushed the
smallest State in the Indian Union into a situation of greater
uncertainty with the Congress Party also failing to live up to
expectations. Mr Parrikar may heap encomiums over the party's
improved performance, but the results clearly show that it has failed to
stem the apprehensions of the minority communities, still under the
pervasive and dark shadow of the aftermath of the communal carnage in
Gujarat. The BJP failed to make its presence felt in the Catholic bastion
of Salcette in  South Goa, proving yet again that its saffron agenda has
no place for the interests of the minority communities. The devious
effort of the party to polarise the vote on communal lines has reached
its outer limit with the 17 seats the party won. It cannot overcome its
own barrier which the party has imposed on itself by its narrow,
sectarian policies.

The instability in the State has now reached a critical point. Defections
and cynical horse-trading, a dismaying occurrence in the political
history of Goa, are now set to become a permanent aberration, a revolving
door through which will pass faces mostly stale and familiar. The Goan
voters may well feel a sinking sense of deja vu as they watch their
political masters play out their compulsive charades. Mr Parrikar, by
wilfully imposing a costly, enervating and in the end, fruitless election
on the people of Goa, has only shown up the myopic, short-term hankering
for power by his party. The coalition he has cobbled together to form the
latest government, with disparate elements and contrary to the ideology
of the BJP, only amounts to a mechanical and facile adding up of numbers.
The teetering chair may well topple over again. Goa has seen a veritable
parade of 14 chief ministers in 12 years. If it were not for the serious
concern over the denigration of the wishes of the people, this parade may
to outsiders seem Carnavalesque.

Keen to gain the acceptance of the minority vote, senior BJP leaders from 
Delhi have grown worried over the influence the Catholic Church could exert 
at this crucial stage of the Goa election. Voting is just four days away.

Catholics make for 30 per cent of the electorate here, with another five 
per cent represented by Muslims.

A BJP central minister told this correspondent that the feedback had not

The church gave us to understand that they were unhappy with the Congress 
for renominating defectors. But they are far more disturbed about Gujarat, 
he said.

How deep runs the mistrust after Gujarat, is apparent from the views of the 
spokesman of the Church Fr Carmo Martins. The BJP has failed to make it 
clear by its actions that it is any different in Goa, he told this 
newspaper today.

He said the church had been disappointed by BJP Chief Minister Manohar 
Parrikar's complete silence on the killing of minorities in Gujarat. He 
did not even condemn it, and what's worse, is that the prime minister tried 
to justify it as a natural outcome of Godhra.

The Goa church had earlier issued a circular asking voters to reject 
corrupt candidates, defectors and those with a communal bias.

It has changed its stance since and is asking voters here to reject 
outright those responsible for the Gujarat carnage.

Our appeal to the voter today is to choose between the lesser of the two 
evils. And corruption is certainly less dangerous than communalism, said 
Fr Martins.

We can never support those who want to force religious minorities to live 
in fear, he added.
Unfazed by criticism for its vocal stance in this election, the church said 
politics was part of the life of the Church and it would continue to play 
a role in it

The Forum for Communal Harmony is deeply distressed at the news of police
seizure of a video cassette, Hey Ram, directed by Gopal Menon, which was
being screened in Velim on 21 May 2002.

The Forum has viewed the video cassette, Hey Ram, and is convinced that
it is a very human document. It has very consciously placed the carnage
in Gujarat in the perspective of Gandhiji^=D2s philosophy of communal
harmony and calls for Hindu-Muslim unity. It raises human issues. It is
based mainly on interviews of victims of violence in Gujarat. The brunt
of the criticism of those interviewed is not against any particular
community. Their appeal is to humanity. Their anger is against the
police, whom they accuse of direct complicity in acts of violence and
refusal to take action against perpetrators of violence. There is
acknowledgement of an instance of a Muslim family finding refuge in a
Hindu household. The victims themselves speak of communal brotherhood and
their determination to live in the land of their birth. There are shots
of peace marches for communal harmony and an end to violence. The entire
approach is to rouse human compassion, stress national unity, and point
out that such acts of violence amount to genocide and are acts fascism,
which need to be resisted for our very survival as a nation of multiple
hues.

India is a signatory to the UN Convention on the Prevention and
Punishment of the Crime of Genocide. This Convention defines genocide as
follows:
In the present convention, genocide means any of the following acts
committed with intent to destroy, in whole or in part, a national,
ethnic, racial or religious group, such as:

a) Killing members of the group;

b) Causing serious bodily or mental harm to members of the group^=C5

What has happened in Gujarat are acts of planned genocide and the people
of India have a right to know the truth. The police have claimed that
exhibition of the video cassette has resulted in offence under Sections
153-A and 153-B of the Indian Penal Code. These two Sections relate to
promoting enmity between different groups on grounds of religion, race,
place of birth or residence, language etc., and doing acts prejudicial to
National Integration. The actions of the police are patently illegal and
high-handed.

This is a matter of serious concern, because it is part of a series of
actions against BJP-led governments, at the Centre and the State, against
freedom of expression. One of the most dramatic examples is the Tehelka
exposure episode. Those who exposed the very vital issue of the
corruption in our defence system and the threat to our national security
are being harassed in different ways, while the perpetrators of the crime
are being shielded. These are actions against the freedom of expression,
a fundamental right under the Indian constitution.

The recent communal violence in Gujarat is qualitatively different in
character from all previous ones since Independence. As Arundhati Roy
writes in her article in Outlook, of 6th May 2002, with reference to the
responsibility of Congress-ruled Governments in the Centre and States,
when they were in power:

It is true that the Congress party has sinned, and grievously, and for
decades together. But it has done by night what the BJP does by day. It
has done covertly, stealthily, hypocritically and shamefacedly, what the
BJP does with pride. And this is an important difference.

The Forum for Communal Harmony believes that, without freedom of
expression, there can be no communal harmony, no end to violence, no
democracy. We are deeply concerned, because the illegal seizure of the
video cassette Hey Ram, by the police, under the present political
environment in the country, augurs ill for Goa, which has been free from
such inhumanity as we have witnessed in Gujarat.

Pakistan Blasphemy Laws: State Willing, Political Flesh Weak

Marginalised communities are often disappointed by the inadequate legislative 
protection given to them by governments. Their lobbying attempts to enlarge the legal 
umbrella that barely covers their heads are doomed from the start. The State is 
willing but the political flesh is weak. Perhaps in no place is that more apparent 
than in Pakistan where the majority of Muslims do recognise the need to protect 
Christians and other religious minorities from discriminatory laws.

But the Government is paralysed by fear of what it has identified as far-right 
extremists. A small illustration of their grip on the power levers came in May 2000 
when no less a person than military ruler, General Pervez Musharraf, announced the 
withdrawal of a proposed amendment to the blasphemy law. (Musharraf had earlier 
offered to revise clause 295-C of the penal code which deals with blasphemy).

Christians in Pakistan, as a matter of principle, are not opposed to the original 1860 
penal code clauses of 295 and 298, both of which are intended to prevent religiously 
motivated violence and hate crimes. Nor do they dispute the efficacy of the 1927 
amendment to clause 295 incorporated as 295-A which reads: Whoever, with deliberate 
and malicious intention of outraging the religious feelings of any class of 
citizens...by words, either spoken or written, or by visible representations, insults 
the religion or the religious beliefs of that class, shall be punished with 
imprisonment...for a term which may extend to two years, or with fine, or with both.

Their grouse lies mainly with the legal insertions made by the late military ruler 
Zia-ul-Haq in the 1980s. These amendments, introduced as 298-A, 295-B and 295-C, for 
one, do not mention malicious intent to rake up religious sensitivities as a condition 
for an action amounting to criminal offence. They also prescribe stiffer penalties for 
blasphemy and focus almost exclusively on the religious sentiments of Muslims, instead 
of any class of people.

In 1990, the Federal Shariat Court upheld the punishment recommended for blasphemy 
under clause 295-C. It ruled that the only punishment available for anyone convicted 
of blasphemy is death.

Christians have argued in vain on two counts. They say that no member of their 
community would ever willfully insult or defile the name of Prophet Muhammad or any of 
his companions. Nor would they ever malign Islam or rebuke adherents of the Muslim 
faith. Their community leaders say they merely want the Government to prevent people 
from lodging false blasphemy cases against non-Muslims.

Lawyers say the country's blasphemy laws have all too often been invoked for the 
purpose of grabbing prized land, settling personal scores and eliminating competition 
for lucrative posts. The human rights watchdog, Amnesty International, lists yet 
another cause: Charges against Ahmadis (an Islamic sect) and Christians appear to 
have been brought solely because of their membership in these minority groups. While 
this is undeniable in several cases, one must differentiate between the obscurantists 
and the moderates, and the literate and the uneducated - a distinction that was first 
made by senior administration officials following last September's terror attacks on 
the United States.

The intolerance for which the Muslims of Pakistan are blamed stems from a fringe 
fundamentalist element. So the State or Government, instead of its powerless masses, 
is obliged to tame the obscurantists and take concrete measures to protect religious 
minorities.

Apart from throwing into prison dozens of people, the controversial amendments in the 
penal code have claimed an important life. Bishop John Joseph, the first native 
Punjabi bishop, committed suicide in May 1998 to protest against the death penalty 
awarded to a Christian youth for blasphemy.

One of the noticeable trends emerging from the misuse of blasphemy laws is the fact 
that the average victim - in the case of Christians especially - is disadvantaged, 
barely literate and resident of a rural town in Punjab or Sindh. This is again proof 
that discriminatory laws are far more menacing to the poor.

Thus it falls upon the Government to create legal structures to protect the poor and 
the defenceless. Human-rights activists believe the charge of blasphemy ought to be 
thoroughly examined before criminal prosecution can get underway. In most of the cases 
documented by human rights organisations, the complainant himself is the sole witness 
to the act of blasphemy that could include desecration of the Koran and insulting or 
defiling the name of the prophet Muhammad. The verbal testimony thereof is rarely

Violence continues in Gujarat even two months after it started and 
the Sangh Parivar campaign to spread communal hatred gains 
strength by the day, seemingly aided by governmental apathy and 
worse.

* After unleashing mayhem in Gujarat, the Vishwa Hindu Parishad is 
now cashing in on its campaign of hate. A fund-raising pamphlet 
published by the VHP's State treasurer, Chinubhai Patel, exhorts 
the people to save our country by boycotting Muslims economically 
and socially. The pamphlet, being circulated in Ahmedabad's 
middle class colonies, elaborates: Those who talk of Hindu-Muslim 
unity are only maligning their own religion. There can be no 
equality between Hindus and Muslims. Playing on the fear and 
insecurity that the VHP has created through engineered violence 
over the past two months, the pamphlet goes on: What is your 
security even in the most decent and secure locality in spite of 
having security guards? Traitors and terrorists are coming by the 
truckloads. They will kill your security guards and enter your 
bungalows. They will murder you in your drawing rooms and 
bedrooms. Finally, after raising the level of hysteria 
sufficiently, the VHP's pamphlet gets to the bottom line - the 
moolah. We must organise ourselves, join Hindu organisations and 
make financial contributions... After Godhra, cases against 
several VHP members and Hindus have been registered and many of 
them are in prison now... It is our duty to protect their families 
and keep them from starving... You will only be following your 
dharma by doing so... Contribute to the VHP and avail of 50 per 
cent tax saving.

* During the recent senior secondary and higher secondary school 
examinations held on April 21, the Gujarat government did not miss 
a chance to sow the seeds of hatred in thousands of young minds. A 
question in the English examination paper asked students to join 
the following sentences to make them one: There are two 
solutions. One of them is the Nazi solution. If you don't like 
people, kill them, segregate them. Then strut up and down. 
Proclaim that you are the salt of the earth.

CONSIDERING the extent to which the VHP and the Bajrang Dal have 
been given free rein to kill, burn and terrorise people, it is no 
surprise that there is no end to the violence. The past two months 
have seen over 850 deaths, more than 2,000 persons injured and 
upwards of 24,000 homes and shops destroyed - by official 
estimates. More than 1,000 people are missing. Unofficial 
estimates place the death roll at 2,000. Refugees in relief camps 
and those who have not yet fled their homes in Ahmedabad's 
ghettoes within the walled city, remain under siege. The 
perpetrators roam the streets with impunity, stemming hopes that 
the State's 1.5 lakh-plus refugees will be able to return to their 
homes anytime soon. The fascist BJP government has no interest in 
stopping the carnage in the State which the BJP calls its 
'Hindutva laboratory', the only State where its party has a 
majority government. Its interest lies in keeping the flames 
burning, in order to ensure that its hate campaign generates 
enough terror and insecurity to translate the fear of minority 
retaliation into votes. The pogrom against Muslims has the silent 
approval of Narendra Modi; and some of his Ministers are involved 
too.


Firefighters on the job in the Juhapura area of Ahmedabad on April 
26.

The most aggressive of them has been Food and Civil Supplies 
Minister Bharat Barot. For the past two months, he has been 
targeting the Dariya Khan Ghummat camp at Shahibaug in his 
constituency, which shelters 6,520 refugees. Barot wrote to Home 
Minister Gordhan Zadaphia asking him to shift the camp since his 
Hindu voters felt insecure with the refugees living close by. The 
local police, supported by Barot, raided the camp on the afternoon 
of April 23, claiming that it housed rioters and terrorists. The 
police lobbed teargas shells into the municipal school where the 
camp is located. An elderly woman died of shock, a camp organiser 
was injured and three young refugees were arrested. The police 
filed a case against 16 members of the camp, including the 
organisers, accusing them of instigating Hindu mobs to burn Muslim 
shops (those who actually burned them were not named in the first 
information report). Realising the dubious nature of the 
complaint, senior police officers transferred the case to another 
inspector. Mohammed Sadiq, one of the refugees who was arrested, 
said he was on the top floor of the school, calming down women 
refugees, when the police dragged him and his friends to the 
police station and beat them. They kept asking us 'How many 
people in the camp are terrorists from Godhra? How many people 
have weapons?' Finally, they released us at midnight. Not only

RAVI NAIK'S EXIT WILL BOOST BJP=92S NON-CORRUPT IMAGE: PARRIKAR

The exit of Mr Ravi Naik will add credibility to the BJP's clean image
and its drive against corruption. This was stated by the Chief Minister,
Mr Manohar Parrikar at a press conference today.

Brushing aside a question whether the departure would harm the party=92s
prospects in the coming elections, Mr Parrikar said that the party had
known for some time that Mr Naik was not fully with the BJP. He had been
delaying the filing of his nomination from Ponda. The party did not want
to take the first step and had been waiting for Mr Naik=92s response, he
said. Mr Parrikar added that the voters knew very well people like Mr Naik
and that such leaders should not be under the impression that they can
take the voters for granted. Mr Parrikar said the performance of Mr Ravi
Naik could have been much better, considering that he had given the PWD Rs
300 crore for development work.

The Chief Minister said that those people who do not feel comfortable
with the party=92s stand against corruption, for cleanliness and
transparency in public life, are bound to leave. He expressed satisfaction
that the BJP had taken such a clear stand against corruption, and added
that the people fully endorsed this stand.

When asked how he had in the first place accepted such people in the
party, Mr Parrikar said he was not fully comfortable with such people in
the party, but that he had to take a decision in those circumstances
regarding government formation. Mr. Parrikar added that the BJP wished to
demonstrate to the people of Goa what good governance was and therefore
seized the opportunity that existed at that time. Mr. Parrikar said that
despite having no experience in governance the BJP still provided the
State with a better and cleaner government than their predecessors. The
situation was such that the party had to accept people like Mr Ravi Naik,
he said. He disclosed that thrice earlier Mr Naik had approached him to jo
in the BJP but that he had fobbed him off.

The Chief Minister said that the dissatisfaction over the situation (of
having to admit MLAs who were not competent or not fitting the BJP
criterion of cleanliness and transparency) was one reason why he went in
for dissolution. The BJP has returned to the people for a fresh mandate
because of this dissatisfaction, he emphasized.

Commenting on the recent exit of other leaders from the BJP, Mr Parrikar
remarked that ``birds of the same feather flock together.=92=92 He added th=
at
the Congress was full of corrupt people.

He said the exit of people like Mr Naik and others had brought about a
clear polarization as far as voter choice was concerned. The choice is now
between a clean, non-corrupt government or a government full of corrupt
people, he remarked. Mr Parrikar said that the people had to decide
whether they want a clean government such as the one the BJP had provided
over the last 18 months or a government that existed in 1999 and before.

KONKANI SHOW BY MANGALOREANS.

Kuwait Canara Welfare Association is a well – known Manglorean Association 
in Kuwait and this association is doing yeomen services for the cause of 
their community members in Mangalore, in Kuwait and also for Konkani.  They 
are the people who forcefully display their love for their mother tongue.  
Among Indian Associations KCWA association is doing excellent work for the 
upliftment and betterment of their needy brothers and sisters back in 
Mangalore.  When Lawry Pinto was its president a few years back, I wrote an 
article in this forum highlighting their contribution in the field of 
education to the needy and handicapped in Mangalore.  That particular 
article was read all around the world and in response to it I received a 
reply from an official of World Bank asking more details of this association 
and also appreciating KCWA’s efforts in this field. I passed that message to 
Lawry and even to others.  KCWA’s contribution for the welfare of human 
beings is top most. They have especial fund for education and the 
beneficiaries of this fund are mainly the poor children.  They have 
especially raised one school at a cost of rupees 31 lakhs for the physically 
deformed children in Mangalore besides helping plenty of their poor children 
in Kuwait to acquire education.  For Gujarat Earthquake victims recently 
they donated almost 2 lakhs. Likewise they have innumerable incidents to 
cite as far as their charitable work is concerned.

KCWA is on forefront to spread the gospel of Konkani by organising 
cultural/traditional and other theatrical items.  On 26th of last month they 
organized a Konkani Comedy Show at Funaitees Indian Arts Circle Auditorium, 
at 7.15 attended by a good number of people mainly Mangaloreans. Normally 
what I noticed among Konkani people here is this when Goans organize their 
Konkani shows lot of Mangaloreans flock to witness these shows but when 
Mangaloreans organize their shows only me and few like me attend these 
shows.  Some ways have to be devised to create more awareness among Goans to 
attend Mangalorean shows which many times I find rich in literature and in 
comedy always superb.  Goans can learn a lot from these plays. No doubt very 
many Goans find it rather difficult to digest Mangalorean Konkani and accent 
yet ways can be found out to make it more accessible for both the 
communities.  After all Managalorean Konkani people and Goans are come from 
the same roots.  Our beginning is same but due to geographical barriers and 
due to historical mishaps we are separated from each other.  We can easily 
integrate with each other for the good of humanity and for the cause of 
Konkani, our culture, tradition and history. Goan find Mangalorean Konkani 
more sanskritik, more Hindik and more local, because of these factors Goans 
find Mangalorean Konkani rather difficult to understand and absorb.

The Konkani Comedy show I mentioned above was “Dothor Damiyaon” directed by 
Lancy Rodrigues and translated by George Pinto. The whole play was 
sourrounded around beautiful and very intellectual comedy role played by 
Konkani activist, writer and Konkani promoter Johny Suratkal whose role of a 
drunkard was excellent.  Even in earlier shows I noticed greatness in Johny 
Suratkal in playing such roles, he has acquired specialty in performing the 
roles of drunkard. Others too contributed their mite namely Valerian 
Desouza, Rinna Desouza, Anil Menezes, Renny Menezes and Rudolph Desouza.  In 
singing as usual the husband and wife couple Roney and Jasmine stole the 
show.  But the best song “Dhaum Bhoinnim” was rendered by Kavita and Namitha 
Desouza beautifully sung which was very pleasing to the listeners ears.  
They have lived up to the reputation of their parents Mr.  Mrs. Francis who 
are well known singers in the Church activities as conductors of Konkani 
Choir.  Both these young daughters of Francis should be given more and more 
exposures to delight the listeners. The stage setting was good. Musical 
score single-handedly was provided by maestro Adrian Gomes simultaneously 
playing  Trumpet and Organ.  Adrian is showing lot of enthusiasm in 
performing for Konkani musical shows.  He has great love for Konkani and 
Konkani musical shows. Recently he released his Audio Cassette and CD on 
Konkani Instrumental and the entire musical score was provided by him only 
and in fact the music was very rich.

In his inaugural address the President of KCWA Mr. Mxim D’Mello welcome the 
gathering and highlighted on the donations and other charities KCWA has 
done, these are in lakhs of ruppes.  Ms Ida D’Silva while proposing the vote 
of thanks detailed the contribution of  everyone to make this show a big 
success.  It was very interesting and encouraging to have such an energetic 
woman amongst Konkani people to speak so gracefully and beautifully thereby 
bringing elegance to the whole function.  Her talent should be utilized by 
other Konkani

Dr Tanaji Halarnakar, the new president of the All
India Konkani Parishad 
is a well-known figure in the Konkani movement. He has
edited three of the 
four volumes of the Konkani Encyclopaedia published by
the Goa University. 

He talks to DAMODAR GHANEKAR after the recent session
of the AIKP held at 
Mangalore.
Q. How successful was the Mangalore session of the All
India Konkani Parishad?
A. Considering the deliberations and discussions, it
was quite successful. 
All the four seminars were well attended. There was
live participation by 
the speakers as well as the delegates. There was
exchange of views and 
thoughts.
Q. Among the resolutions passed, the main one was the
oft-repeated one 
about Official Language implementation. How
differently have you decided 
your strategy this time?
A. Within the limits of the AIKP which is a statutory
body, and within its 
constitutional frame of action, we will try to do our
best. The resolutions 
have to be followed up. The AIKP works in a particular
style. We are going 
to have our general body meeting on May nine at which
the new executive 
will be formed. We are getting the resolutions
published in booklet form 
and we will circulate them to all AIKP members,
government and 
non-government agencies.
Q. Why non-government agencies?
A. For example, we have the resolution on the medium
of instruction in 
Konkani upto standard tenth. The Vishwa Konkani Bhavan
that is being built 
in Mangalore needs individual help also. We will form
sub-groups in all the 
four states of Goa, Maharashtra, Karnataka and Kerala
and individual 
resolutions will be forwarded and followed.
Q. Suppose if the government does not act on the
resolution about making 
Konkani compulsory from std Ist to Xth.
A. The rule of having 15 students as the minimum
number for std I should 
not apply to Konkani as it is the official language of
this state. But the 
government has till now insisted on this criterion to
set up a school in 
Konkani medium. Some of the delegates in all the four
coastal states where 
Konkani is spoken have informed the Parishad that the
official language of 
the state is 'unavoidable' there for passing the board
examination. We will 
once again check the situation and become familiar
with it so as to 
implement it here.
Q. There could be friction if the government of the
day is not amenable to 
the idea. Can Konkani people face the situation with
the required grit?
A. We will try to handle the situation as they have
done in other states. I 
do not think there is any cause for friction. There
are hopes that the 
government will implement the rule. We'll try our
level best.
Q. But what about some people who are favouring
Marathi?
A. I was about to say that. We did not say we are
against any student 
wanting to take Marathi. We cannot stop anyone from
taking Marathi or any 
other language but we want Konkani to be an
'unavoidable' subject upto std 
tenth. It will be profitable to Goa, to the people and
even to the 
government. Let there be an open debate on this.
Q. Does Konkani literature reflect the socio-economic
situation?
A. Certainly. Our short stories, novels and even our
dramas reflect the 
prevailing socio-economic and also the political
situation. There are short 
stories of the bhatkar-mundkar type. They are
socio-economic in nature. 
Take Achchev, Bhogdand, Carmeline, Kali Ganga for
example. All these 
fictional pieces reflect a socio-economic-political
aspect. It is quite 
natural; one cannot escape or avoid it. It comes
automatically as it is the 
reflection of social life.
Q. Does work in the field conform with the ground
reality?
A. Yes. There has always been reaction as the
situation has demanded. In 
the Konkani movement there should be reaction and it
has been there since 
long. Take the issue of Goa's merger. We had to react
then. Whether it was 
the agitation for the attainment of the official
language cum statehood cum 
inclusion of Konkani in the eighth schedule or the
Opinion Poll, Konkani 
people reacted. Had the situations not existed, we
would have remained 
inactive. It was because of the hurdles that we were
fired to react. We 
have a long history of agitations to say the least.
Q. How sincere is the younger generation to work with
regards to Konkani?
A. No doubt about this. Youngsters are very sincere
and dedicated to their 
work but their style of working and mode of action is
rather different. 
That's the reason they have successfully organised
youth festivals, 
literary conferences, and so on. The Hitrakhan Manch
is led by youth. They 
are seriously and sincerely working to keep the flag
of Konkani flying. 
They do not meddle in the affairs of elders when not
concerned.
Q. Do you think there is a struggle for survival?
A. Yeah. Struggle is a natural process. The new
millennium demands from us 
that we learn to combine the technological language
with fiction. No Indian
