GOA A SAFE DESTINATION: Even as Thailand and Sri Lanka reel under the
enormity of the tragedy that has befallen them, European travel companies,
having already committed to clients, are desperate to recover from the
disaster with as little losses as possible. The answer, they feel, lies in
Goa because it offers sunny, palm-fringed beaches and atmosphere, which is
on par both Thailand and Sri Lanka. Moreover, Goa escaped the disastrous
effects of the Tsumani and is considered a safe destination. However, the
State is unable to absorb the few thousand tourists who would be diverted to
Goa if the operators had their way. As Travel and Tourism Association of Goa
president Charles Bonifacio put it, We do not have the capacity to handle
the existing in-flows. We have been receiving, 3,000 more passengers per
week as compared to the last season but there hasn't been a proportionate
increase in rooms. (GT)

ARMY MOUNTS BIGGEST PEACE-TIME OPERATION: The country's armed forces have
mounted their biggest operation in peace-time to provide succour to people
in the country's tsunami-hit areas, with 4,000 troops and scores of ships
and aircraft joining the effort, the Defence Minister, Mr Pranab Mukherjee

SCRAP THE FILM: Though Chief Minister Manohar Parrikar has said that the
government would be amenable to any changes to the VCD on Goa's Freedom
Struggle, the Congress Party's Vichar Vibhag has stated that the film was
beyond repair and should be scrapped to pre-empt any misuse now or in
future. Speaking to reporters yesterday, Vichar Vibhag chairman Uday Bhembre
said the government's motive in producing the documentary is a deliberate
and malicious attempt to pursue the communal agenda of the Sang Parivar
under the pretext of presenting the history of Goa's freedom struggle. (GT)

SECOND GOMANT VISHWA SAMMELAN: About 500 delegates, including 100 NRIs, are
expected to participate in the 3-day second Gomant Vishwa Sammelan,
organised by the NRI Facilitation Centre, and set to begin at the Kala
Academy complex, Panaji, on January 3, 2005. This second conclave of world
wide Goans will focus on two issues - healthcare and agriculture. The
conclave will also bring out a report card on what action has been taken
on the recommendations of the last conclave which had deliberated on five

 issue is one of free trade not minutiae like
 outsourcing and insourcing.  How does it make a
 difference to the jobs created why a company places a
 plant or business in another country?

The difference here is that the plant being set up in, say China, does not mean 
that
the US worker(s) will concentrate on other aspects of the business process, to
either improve or expand revenue. Rather, the US worker is simply being 
dismissed
and his job is being given to the lowest bidder.



 
 In any case, your argumentative posts in favor of a
 posted question addressed to someone else are once
 again irrelevent because the US free enterprise system
 places no restrictions on US companies and how they
 and where they do business.

Your comments above are quite untrue. There are notable restrictions placed on 
US
business. In a true free-market society, movement of labor should be allowed as
well. Yet, we see restrictions on importation of labor. Therefore, to work 
around
this restriction, big businesses lobby to arrange free trade agreements. The 
sole
purpose of these deals are not to allow US products in those countries, that is
presented as a smokescreen. Rather to allow US companies to set up factories and
offices in those countries that allows duty free import of that product in the 
US.

[Goanet]CAUTION - Tsunaimi Victims Relief Fund- Donors

The moves to assist the victim of natural catastrophe
is well recieved .  Such moves given the colossal
magnitude of the damage to life and property  will
definitely receive the support it deserves.

This writer has been discussing this issue of
assistance for the past couple of days with several
good samaritans and they believe firmly that their
mite in cash or kind should go directly to those whom
such assistance is intended. 

Many also do not suscribe to the idea of compulsory
deductions of a certain amount from their salaries or
a days wages as they argue that in their individual
capacities as members of other organisations too
collectively they may end up contributing more then
they intend. 

Further in the  opinion of several persons that this
writer has interacted with they state that the Gujarat
Earthquake relief fund collected from donors almost
for a whole year round by the previous Government at
the Centre and the State Government was distributed
according to political, caste, affiliations and
economic profile of the victims.  

Far worse the amount collected from caste /community
based institutions were demanded to be given only to
like caste/community and none other.

This was the human irony even in  such natural 
tragedies.

These were bitter experiences of those that
contributed in cash or kind in the fervent hope that
the poor amongst the poorest or the truly needy who
have lost kith kin or were orphaned or their roof or
economic holdings lost and in despair should deserve
priority.

Take yet another   case of Latur (in Maharashtra)
earthquake, they say  it was the same formula and to
prove the point there was an  instance  where this
writer himself learnt of a   Headmaster of a prominent
school in South Goa hailing from Latur (the
Constituency of the present Union Home Minister Mr
Shivraj Patil of the Indian National Congress Party )
who while in Goa recieved large donations as an
earthquake victim  enough to rebuild a bungalow. 

Unfortunately he too faded away a year after occupying
the same post retirement.

Yet another shocking instance was in Orissa floods
where the non Brahmins were made to atone for their
sins by offering prayers to the Brahmins (who in India
have others believe that they are incarnates of  God
Almighty on Earth and other lower castes must pay
obeisance to them and succumb to their dicatates right
or wrong ) as the Brahmins held their sins responsible
for Gods wrath (cyclone and floods) on humankind. How
can one expect the donations to reach such persons if
they are blamed for the tragedy.  There have been
instances where the district administration has been
lethargic when it comes to people of a certain low
caste being affected.  Unlike Goa where the Primeiro
Bairro around the Churches or Baixo areas near the
coastline are invariably are inhabited by the upper
and lower caste, in places elsewhere in India this
caste and religion based community wise habitation is
predominant and water tight. For a low caste to drink
from a well of the upercaste is a mortal sin. Or the
shadow of the lower caste following on an upper caste
is still practiced in several states in India . Little
wonder then how these donations suffer.

And in such a situation where caste and communal
configurations are predominant in the Indian psyche
and where merit is by birth rather than ones worth,
and the Dravidian states follow this in letter and
spirit there is a demand that this time there  should
be caution excercised in both the collection and
distribution of donations.

They also state that the numbers of dead or missing or
the damage to property are inflated by respective
governments in power only to extract their pound of
flesh (money ) from the Centre in the name of natural
calamity and siphon it either to party coffers or for
political or individual purposes.

Unfortunately due to rapid decompositon of bodies the
mass cremations and burials necessitated to avoid an
epidemic there is  no recorded evidence of the persons
actually killed and it may take some time for
realisation to dawn on the near accurate figure of
those dead or missing.

The unrecorded deaths and missing persons could throw
up a legal fiction depriving the needy of funds.


Therefore rather than leave the Government and the
bureaucracy to distribute the funds they suggest a s
safe way out.

Let the list of those dead missing and their
dependants besides personal property both  immovable
and movable for each ward down in a Village Panachayat
Municipality or Corporation be put up by the
Government authorities.  

The  Circle Inspectors the Aval Karkums and Mamlatdar
are competent to make out these lists ward and Saza
wise .

Once this data is ratified by the local District
Magistrate/Collector then the donors could be given
the lists of each ward in a Village Panchayat 
Municipality or Municipal Corporation consisting of 
and the donors could directly distribute the amount to
the donee by opening  savings or  bank

around, but part of the double standard is from the
UN.  The US vetoes all UN resolutions against Israel
because the resolutions never include the hostile

the early attempts by the Arabs to wipe it out, losing
territory each time, the subsequent acceptance of

With reference to the education dept's CD on the
freedom struggle my logic does imply that the
atrocities committed by Hindus on Muslims in Gujrat
should not be the subject of a film because tender
muslim minds might begin to harbour a hatred of
Hindus.  
Check this for better effect: If a CD on the Gujarat
atrocities is shown in graphic detail to young
children all over India it will only further
antagonise the muslims against the Hindus. Let the
informed inform me how that exercise will benefit
anybody positively. 
Perhaps a Muslim political party could win muslim
votes enmasse by making a true-to-facts Gujarat
atrocities CD.

I think Gabe misses the point that I am making and that is why he says: 
Please give us guidance on what you expect Christian Goans to do - just

brought to accept the yoke or taken to the slaughter house? Nowhere in my 
message have I even given a hint that I want to take the Christian Goans to 
be taken to slaughter house.

The editorial in Goa is titled: A Civilized Society Does Not Reopen 
Wounds. The issue is whether a civilised society should change its history 
because some may feel hurt with the truth. And I said that the editorial 
does not give any indication that facts have been wrongly stated.

Gabe says: I do not know, which Religion you espouse to but if you are a 
Hindu and a similar VCD was made which shows that the Hindus created a lot 
of atrocities - ala Gujarat, I am sure you would not want to be associated 
with this extremity! And this is exactly the point. I denounce the 
atrocities committed against the Muslims in Gujarat. Just as I denounce the 
burning of the Hindus in Godhra. And this I do not because I am a Hindu, but 
because I am a human being.

I would like to end this message form quoting what Halur had written in 
context of this thread. Hindus are not total idiots, inspite of what you 
may think. They can distinguish between cruelty committed by Portuguese

RESPONSE: I have heard on the News that even if there were Tsunami warnings 
for those closest to the epicentre, it would have been to no avail. The 
Tsunami hit them within a few minutes. An example was given of  a Tsunami in 
Japan - an alarm was raised but too late to save over 200 people. In the 
case of India mainland there was a 90 minute time lapse - it would have been 
sufficient for warnings. The Indian Govt. has now issued a statement stating 
that it will join the  Tsunami warning system.

 Chennai, India -- It was my last afternoon in Goa when fellow vacationer 
Ashwin Sivakumar -- who swapped an arctic Helsinki for family and suunshine -- 
stumbled upon news of a hurricane on the net. I didn't pay much attention and 
was thinking of the long, intolerable bus trip back. In my case there would be 
two.

In retrospect, it was incredibly surreal that both of us were sitting there at 
the net café, enjoying the soothing sounds of the rolling waves. Western 
tourists could be seen browsing for traditional souvenirs. Others were flocking 
to the famous Calangute-Baga beach yards away for another round of sunshine. A 
tsunami had already claimed tens of thousands that morning, a large number of 
them in Chennai, situated right across on the Southeastern coast of India. No 
one we spoke to in Goa was aware of the incident yet. One of the net operators 
was confident that the patron saint of Goa, St Francis Xavier, whose mummified 
body I had peered at on Christmas day, would save Goa yet again.

There was one problem. There was no patron saint for Chennai, where I had 
pitched camp since early December and was returning to my host's apartment 
within 36 hours. Ashwin was worried and called up his relatives there. They 
were ok. We went back to our usual topics of how well we haggled with the 
traders, his biotech project and my occupation - best termed as dreamer.

There was no further thought about the matter till we reached Ashwin's home in 
Bangalore. That night, only when we watched the Tamil language Sun TV did we 
realize the magnitude of the mayhem. The images were horrific. We were shown 
image after image of little bodies, housewives and men wailing hysterically, 
mass burials with bulldozers, and a resort in Thailand or Malaysia that was 
being enveloped by a giant wave in a manner that was morbidly aesthetic, if 
only it was Hollywood. Villages were flattened, little bodies dangled 
unclaimed. Debris and body were in a deathly embrace.

Aswin's mother was livid. They shouldn't show such images on TV. They are just 
kolandegele (children)! Earlier that day, we were treated to a different sight 
- exotic saris of every silken hue at a store located in Bangalore's trendiest 
shopping enclave. I purchased four of them.

If there is another dimension to this tragedy, that was it. Silk saris, and 
people who never had, or will ever again have a chance to don one. Those 
tourists in Goa must have still been sunbathing, even after the news broke out.

The full reality -- if there is indeed such a thing -- sunk in at night. Emails 
were pouring in, particularly from fellow writer Rowan Wolf enqquiring whether 
I was safe. My Chennai host, an American expat back in Texas for Christmas, 
forwarded the following alert issued by the American Consulate.

the brief introductory speech, Derek Mendes'
introduction to the audience, the walk-along to the
display area, photos session, etc.  
Oh! It was just for the sake of usual jealousy that
got you running to post the item. Archives of
goanet.org do not lie.

I timed the start at 3:38 p.m. True to tradition, a
small prayer backstage by all the performing artistes
must have taken 5-6 minutes.  So considering this, the
show did start in time.  A rarity, ofcourse,
considering other outfits similar presentations.

Possibly its time to get a new goddial (watch). Didn't
I read someone in the U.K. recommending a Titan this
week on goanet?

Such tiatr commentators have a lot to learn on the
basics of posting such comments in a balanced manner
rather than make themselves a laughing stock of the
cyber community.

Mr. Yadneshwar Nigale is an unsung hero in the fight
to eradicate the harmful superstitions and irrational
practices that afflict our society. He has tirelessly
led the Goa Andhashraddha Nirmulan Samiti as its
president in this courageous effort, often against
strong opposition and public apathy.

Among his many achievements are: The successful
organization of a Scientific Awareness camp for 150
primary teachers from Ponda Taluka; effective
assistance of law enforcement authorities in
prosecuting godmen who exploit the public;
organization of lecture/demonstrations in colleges and
secondary schools to inculcate the scientific spirit,
to debunk eclipse-related superstitions and to provide
scientific explanations for miracles; creation of
awareness about cults; and holding of public
discussions on pseudo-spiritualism and on the
constitutional imperative of adopting a scientific
attitude in India.

During the past year the Goa Andhashraddha Nirmulan
Samiti organized a daylong seminar on the form and
nature of the prospective Anti-superstition Law, and
a public discussion on the question of whether this
law would be anti-religious.

Through such extraordinary efforts and more Mr. Nigale
continues to be a champion of the rational and
scientific outlook in today's Goan society.

We had a very difficult choice in selecting this
year's winner. The runner up this year was an equally
exceptional person - Adv. Albertina Almeida.

Adv. Almeida has made it her avocation to promote the
welfare of the women in Goa. She has provided
impressive leadership through her Bailancho Saad
organization in empowering the women of Goa to be
fiercely independent in making decisions or taking
actions, to do it out of their personal conviction
rather than have such decisions and actions be imposed
on them.

She is also deeply concerned about the right to
information, about stopping the trafficking of women
and children, and about providing legal assistance and
counsel to victims of various forms of violence.
Bailancho Saad under the leadership of Adv. Almeida
has contributed immensely to the progress of women in
Goa.

We had four other outstanding nominees this year. Mr.
Gurunath Kelekar who has dedicated his life to the
freedom struggle, the cause of Konkani and the
promotion of road safety in Goa; Mr. Floriano Lobo, a
social activist who is relentless in his fight against
injustice and corruption in Goa; Mr. Rajan Narayan,
the fearless editor of Goan
Observer who has persisted in being a strong voice of
dissent in the midst of sycophancy; and Mr. D'Satish,
a magician who is devoted to public health causes such
as cancer and AIDS awareness.

The 2004 Goenchem Prize to be presented to Mr. Nigale
at a specially arranged award ceremony to be held at a
later date in Goa, will consist of a citation plaque
and a cash award of Rs. 13,666.

As usual, liquor baron Vijay Mallya’s party tops the list. To be hosted at the 
Kingfisher Villa in Goa, the bash will be attended by the who’s-who of the 
corporate and entertainment world.
 
Mallya, in his element after the recent strategic alliance with Scottish  
NewCastle in his beer business, said: “2004 has been a good year .the 
United Breweries stock skyrocketed from Rs 108 to Rs 575. I am looking forward 
for the launch of Kingfisher Airlines in 2005.”
 
Goa has always been the happening place for party animals. Chairman of Leela 
group of hotels Krishnan Nair will celebrate the new year eve at his property 
—The Leela Goa. Gautam Singhania has, however, chosen to stay put in Mumbai for 
his new year party.
 
Singhania, chairman and managing director of Raymond, said: “Year 2005 would 
see us realising our vision of becoming a global player in our area of core

year which saw the fruition of his dream project of setting up a commercial

Thanks for your input of yesterday. You seem to suggest that when the
December numbers come in, the annual figures may be higher? :=))

Either way, since you are 'keeping your hand on the pulse' of revenues
from tourism and especially from the two events, (SFX and IFFI) perhaps
you can update us on the facts. As I said, it is always a pleasure to
read some factual information on Goa. 

Like you say, one should be not so fast to claim success. By the same
token: Is the corollary not true? Should Goans be quick in claiming
failures / fiascos by individuals or the government without even asking
/ seeking basic information? 

Can Goa's news-reporters and professional-writers take a lead and make a
New Year's resolution to compose fact-backed / stated opinions in
cyber-Goa? This is not directed at anyone but hopefully will be the
first step in a road for all of us, Goenkars. IMHO, being 'disparaging
is a poor substitute for ignorance'.

Not so fast! The Seminar issue is dated NOVEMBER 2004. Hence the
material predates IFFI/SFX. The estimate of a Rs 500 cr increase in
tourist FX earnings over the average figure of previous years (not the
actual for
2003-04) may be based on projected increases in tourist arrivals in Goa
based perhaps on international trends etc. It would be premature to
ascribe the increase in FX earnings to IFFI/SFX and conclude about good
ROI from it.

Can someone tell us why the 500 crore INCREASE in foreign exchange THIS
fiscal year? And how much has translated into increased state tax
receipts? This 500 crore (increase) is into Goa's local economy spent by
tourists' consumers at the retail level. And of course this does not
include the tourist expenditures by Indians / non-foreigners who visit
Goa. They are reported / estimated to be 60% of Goa's tourists. We are
told this year, IFFI and SFX exposition cost the Goa government 125
crore (75 + 50). By my calculations, and I hope the accountants come to
the same conclusions, that is some pretty good 'return on investment'
for native Goans. Please educate me otherwise. I am all ears.

BANGALORE: Leading hospitality brand Hyatt is graduating to a single 
currency and single tariff platform from January 1 in India for its guests - 
both domestic and foreign.

It may be the only established five star chain to shift to single rupee 
tariff now. The entire three to five-star market here more or less works on 
a dual tariff - dollar for foreigners and rupee for Indians.

Hyatt officials told ET that it is borrowing a page from the hospitality 
industry's international business model of quoting room rates in their local 
currency for all guests.

It means that for all its customers Hyatt International will quote rupee 
tariffs in India.

The brand offers around 2,000 rooms in India spread across five properties, 
including two in Mumbai and one each in Goa, Delhi and Mumbai.

Some years back the tourism ministry sought to moot the idea of a single 
currency tariff under pressure from the travel trade. However, the plan 
could not be implemented for long since hotels opposed it strongly.

Hyatt did follow a single dollar tariff (Indians would of course pay in 
rupees) in Delhi many years back for some time.

Hyatt officials say the move is also an attempt to stop discrimination and 
to treat its foreign guests at par with its Indian audience. In the long 
run, the strategy will prove advantageous, officials said.

Hyatt's move comes at a time when the hospitality business is experiencing a 
hitherto unheard of boom in rates and demand across all gateway cities and 
tourist hubs like Rajasthan, Goa and Kerala.

Among the country's business centres, Bangalore is quoting some of the 
highest tariff in its history.

The trade associations like Federation of Hotels and Restaurants Association 
of India have stepped up a campaign for government intervention to make land 
available for putting up more star and business hotels to cater to the boom.

It has said about 1,00,000 more rooms are needed in three to five years to 
house foreign and domestic guests. This year, domestic and international 
tourism to India has seen strong double digit growth.

RESPONSE: There were calls for Rumsfeld's resignation -  neither did he 
jump, nor was he pushed! Now the same Republicans want Kofi Annan's head. I 
can see the logic in this as well as Mr. Peter D'Souza.

I would have more confidence in your education and
knowledge if you had cited some of the Commission's
findings, and rebutted them with facts and opinions of
your own.  They were not investigating capitalism,
control of mid-east oil or the Israeli-Palestinian
conflict, all subjects you apparently think should
have been in the report.  Frankly, I don't think you
have even read a summary of the report.

Every conclusion that the 9/11 Commission reached was
thoroughly researched and documented.  Several brown
skinned middle-east experts were interviewed and
their opinions are part of the report.  The complete
report is available at www.senate.gov.  Before
continuing his rant against white Americans in
general, George should read it.  Maybe he will learn
something.  I am not holding my breath.  Here are 5
examples of George's educated mentality and/or
knowledge of this subject: 

1. It ( the 9/11 Commission report) is written by
mostly white males in the USA who understand little
about the Middle East.

2. Instead, the more popular explanation - Islamic
terrorism is used for a Christian audience.  Islamic
terrorism is code (or politically correct in certain
circles) for being anti-Muslim.  No mention of any
Israeli terrorism is made: neither the terrorism that
radical Israeli settlers practice or the
state-sponsored Israeli genocide on innocent
Palestinians.

3. The Middle East situation today is yesterday's
colonization which has become today's
neocoloninzation.  It is based on white superiority,
among other issues.

4. And yes, the 9-11 would have greater credibility if
it had dark-skinned people on the panel - like a few
people from the Middle East who are scholars there and
can offer a better perspective and some former
Governor or Senator from the USA.

5. Bush had to be chaperoned by Cheney. Combined, they
testified for A WHOLE HOUR with pre-screened
questions. 

The 9/11 Commission was equally comprised of Democrats
and Republicans appointed by their respective parties.
 There were several opponents of the Bush
administration on the Commission, as anyone who
followed its proceedings would know.  There were
several middle-east scholars who were interviewed and
their views documented as part of the report, as
anyone who followed its proceedings would know.

The commission had one task, which was to investigate
everything they could about 9/11.  They were tasked
with only reporting what they could verify through
testimony and documentation, without any political
subjectivity and rhetoric.  They used the term
Islamist terrorism not Islamic terrorism because
all 19 of the suicide attack team were renegade Muslim
heretics who had cited the peaceful religion of Islam
as part of their rationale for their heinous attack on
mostly innocent civilians, which is prohibited by the
religion of Islam.  They were called terrorists
because they attacked mostly innocent civilian
targets, without regard to the skin color of their
victims.  Several brown skinned people, including
hundreds of Indians, were killed.

George knows little or nothing of what I have outlined
above.  The proof?  In point 2 above he says that the
commission should have referred to Israelis as
terrorists.  The only Israelis and Palestinians
involved in 9/11 were innocent civilians, so how could
the commission refer to Israelis terrorists, or
Israeli settlers or even genocide on innocent
Palestinians?  Regarding point 5, Bush and Cheney
testified with no pre-screened questions and no time
limit.  Commission members said that Bush answered 90%
of the questions asked.  George tries to insult
President Bush by saying he was chaperoned by
Cheney, which says more

Oracle's ThinkQuest competition, which is held twice

This time's winning websites reflect ThinkQuest's

   Two years after the charges first surfaced, Kofi Annan has finally
   admitted that U.N. peacekeeping troops sexually abused war refugees
   in the Democratic Republic of Congo. I am really shocked by these
   accusations, the United Nations Secretary-General told reporters
   last week.
   He shouldn't be. Allegations of sex crimes committed by U.N. staff
   and troops date back at least a decade and span operations on three
   continents, in places like Kosovo, Sierra Leone, Liberia and
   Cambodia. But rather than showing the kind of zero tolerance
   toward sexual crimes that Mr. Annan now promises, the U.N. has
   treated such instances with cavalier nonchalance.
   In Congo, some 150 cases are under investigation. The charges range
   from rape, in which some victims were children, to sexual
   exploitation. In some cases, women and young girls have been coaxed
   into sex in exchange for essential food items. A French U.N. staffer
   was arrested for raping underage girls and taking digital pictures
   of them. He has been sent back home where he will stand trial.
   U.N. officials reportedly are worried that if these pictures and
   other rape videos allegedly shot by U.N. troops find their way into
   the media, it could become the U.N.'s Abu Ghraib. The difference,
   of course, is that the abuses in Iraq came quickly to light through
   the chain of command and were immediately prosecuted by the U.S.
   military. In contrast, the U.N. is investigating the cases in Congo
   only after much delay and even now is unwilling to name and shame
   the countries whose soldiers committed these crimes.

[Goanet]CAUTION - Tsunaimi Victims Relief Fund- Donors

The moves to assist the victim of natural catastrophe
is well recieved .  Such moves given the colossal
magnitude of the damage to life and property  will
definitely receive the support it deserves.

This writer has been discussing this issue of
assistance for the past couple of days with several
good samaritans and they believe firmly that their
mite in cash or kind should go directly to those whom
such assistance is intended. 

Many also do not suscribe to the idea of compulsory
deductions of a certain amount from their salaries or
a days wages as they argue that in their individual
capacities as members of other organisations too
collectively they may end up contributing more then
they intend. 

Further in the  opinion of several persons that this
writer has interacted with they state that the Gujarat
Earthquake relief fund collected from donors almost
for a whole year round by the previous Government at
the Centre and the State Government was distributed
according to political, caste, affiliations and
economic profile of the victims.  

Far worse the amount collected from caste /community
based institutions were demanded to be given only to
like caste/community and none other.

This was the human irony even in  such natural 
tragedies.

These were bitter experiences of those that
contributed in cash or kind in the fervent hope that
the poor amongst the poorest or the truly needy who
have lost kith kin or were orphaned or their roof or
economic holdings lost and in despair should deserve
priority.

Take yet another   case of Latur (in Maharashtra)
earthquake, they say  it was the same formula and to
prove the point there was an  instance  where this
writer himself learnt of a   Headmaster of a prominent
school in South Goa hailing from Latur (the
Constituency of the present Union Home Minister Mr
Shivraj Patil of the Indian National Congress Party )
who while in Goa recieved large donations as an
earthquake victim  enough to rebuild a bungalow. 

Unfortunately he too faded away a year after occupying
the same post retirement.

Yet another shocking instance was in Orissa floods
where the non Brahmins were made to atone for their
sins by offering prayers to the Brahmins (who in India
have others believe that they are incarnates of  God
Almighty on Earth and other lower castes must pay
obeisance to them and succumb to their dicatates right
or wrong ) as the Brahmins held their sins responsible
for Gods wrath (cyclone and floods) on humankind. How
can one expect the donations to reach such persons if
they are blamed for the tragedy.  There have been
instances where the district administration has been
lethargic when it comes to people of a certain low
caste being affected.  Unlike Goa where the Primeiro
Bairro around the Churches or Baixo areas near the
coastline are invariably are inhabited by the upper
and lower caste, in places elsewhere in India this
caste and religion based community wise habitation is
predominant and water tight. For a low caste to drink
from a well of the upercaste is a mortal sin. Or the
shadow of the lower caste following on an upper caste
is still practiced in several states in India . Little
wonder then how these donations suffer.

And in such a situation where caste and communal
configurations are predominant in the Indian psyche
and where merit is by birth rather than ones worth,
and the Dravidian states follow this in letter and
spirit there is a demand that this time there  should
be caution excercised in both the collection and
distribution of donations.

They also state that the numbers of dead or missing or
the damage to property are inflated by respective
governments in power only to extract their pound of
flesh (money ) from the Centre in the name of natural
calamity and siphon it either to party coffers or for
political or individual purposes.

Unfortunately due to rapid decompositon of bodies the
mass cremations and burials necessitated to avoid an
epidemic there is  no recorded evidence of the persons
actually killed and it may take some time for
realisation to dawn on the near accurate figure of
those dead or missing.

The unrecorded deaths and missing persons could throw
up a legal fiction depriving the needy of funds.


Therefore rather than leave the Government and the
bureaucracy to distribute the funds they suggest a s
safe way out.

Let the list of those dead missing and their
dependants besides personal property both  immovable
and movable for each ward down in a Village Panachayat
Municipality or Corporation be put up by the
Government authorities.  

The  Circle Inspectors the Aval Karkums and Mamlatdar
are competent to make out these lists ward and Saza
wise .

Once this data is ratified by the local District
Magistrate/Collector then the donors could be given
the lists of each ward in a Village Panchayat 
Municipality or Municipal Corporation consisting of 
and the donors could directly distribute the amount to
the donee by opening  savings or  bank

Hypocrisy is the inborn character that distinguishes
Indians from others. Take this case. 

The State Government issued a notification declaring
seven days State mourning as a mark of respect for the
demised ex Prime Minister of India late Mr P V
Narasimha Rao the first non Nehru dynasty PM and who
completed five years term in office and was better
know as Father of LPG  -- Liberalisation Privatisation
and Globalisation since early 1991 when radical
reforms were introduced.  

The seven days mourning commencing from 23rd December,
2004 implying no government  celebrations  will end
only on 30th December, 2004 

Yet newspapers in Goa featured prominently a
photograph showing the Governor of Goa a
Constitutional figure head , a Catholic native of the
seven sisters , North Eastern State of Nagaland a  Mr
S C Jamir,  doing a brief jig with spouse in tow on
the dance floor at the inaugural session of the 65
hrs non stop dancing party  where 31 contestants will
dance non stop to vy for a place in the Guiness World
Book of Records at the Radisson Resort in Varca
Salcete Goa until New Years day.

True this was a non Government event but could a
constitutional head belittle  the State mourning.

The Governor Mr S C Jamir ironically also announced
publicly to do away with the New Years eve  
celebration in view of the Tsunami tragedy that has
affected South Indian States.

How could then the Governor adopt a dual stand one
wonders?

I receive endless material via Goanet which I  read selectively. 
Consequently, a lot is unread and discarded at the touch of a button under 
MY control i.e. not under somebody else's control.

Thus,  I would never support the view, implicit in your post,  that some 
material normally received on Goanet should face a form of censorship even 
if the discussion seems endless at times. Clearly, one person's meat is 
another person's poison, but such is life and the silence from 7000 odd 
Goanetters not responding to your specifiic view is surely an answer in 
itself! Therefore, please let us have inclusionary persuasion  among 
Goanetters, and not  exclusionary practice under any pretext even if this 
were possible.

One fear I have, but whether warranted or not, I do not know,  is that the 
'confining agenda' for Goanet you seem to propose, could kill off Goanet's 
vibrancy.

However, I entirely accept that your suggestions for more specifiic Goan 
newsworthy type of items are right, and hopefully, further suggestions will 
be added to your list.

I dread at the way things are going on in Goa and thereby fear for our
children and grand-children. If the RSS is allowed to have its way we, the
minorities, will soon be decimated. Goa will be left in the hands of
gravediggers who will have nothing else to gloss over except the morbid
pleasure of gloating over one's prey.

The CD (under discussion these days) was conceived finalized long back, long
after Manohar Parrikar took over, if my memory serves me right. More or less
at that time the Vidya Prabhodini SSC marks scandal (which was hushed up)
also had surfaced. That the CD was demeaning to genuine freedom fighters
(not the neo-RSS heroes) and, above all, communally charged, became apparent
even then. Due to adverse criticism at the time it was kept apparently on
the back burner. And every one must have thought it had sunk into oblivion.

But for the RSS fanatics and their zealot  leader it is always one step
back, two forward, for the kill. Now that we have seen what the CD is all
about, it is necessary that everyone speaks out fearlessly (not only the
Church!), Me, you, Mathany, Felipe Neri, each and every freedom fighter
worth his salt, all right-thinking members of the majority community, etc.

If we are to prevent Goa from being divided into pieces then we must act
now. If necessary, President's rule must be ushered in. This is simply
inciting to communal hatred and divisiveness and must not be tolerated.

COMMENTS:
I feel some warmth in my heart  that someone else, besides me, has felt that
the this Parrikar government must be dismissed and President's rule brought
in. But at the same time, I do not second the good doctor on: if RSS is
allowed to have its way, the minorities (read Christians) will soon be
decimated. No chance- Niente. On the contrary I am optimistic that the RSS
in Goa as well as the RSS as an organization as a whole will be extinct,
sooner than later, and of its own doing. Manohar Parrikar, as the defacto
RSS chief of Goa, has played his last card, very wrongly, through this CD
affair. And that happens when one is surrounded by flattering chamchas and
rats with pea brains, just like the peacock being surrounded by cuckoos.
Manohar Parrikar extended his peacock feathers after the IFFI and basked in
enough glory, that he forgot to knot his belt tight enough. In the bargain
he has let his pants slide down with this most sensitive bomb, the bomb that
will blow him to kingdom come. After all, we must remember that Goans are no
fools that they may be led by other conceited  ideological  fools like
Togadia, Advani, Modi and even Vajpayee. When I say Goans, I do not mean the
Catholics or the Christians and the Muslims. By Goans, I mean our own Goan
Hindu brethren. Who was it that saved Goa's merger with Maharashtra? Our
mai-bhass  Konkani?. Catholics??. I have more regards to the consciousness
and the intelligence of our  Hindu Goan bretheren than the  Catholics of
Goa. A few rotten apples who have lost their sense  of direction may be
dancing with Manohar Parrikar and company, guys like Prakashchandra
Shirodkar, the former Director of Archieves, but they will have to wind up
that dance and run for their lives. For the RSS bigots must realize, or will
someone whisper into their ears that ideological fundas take roots over a
full stomach??. We have surpassed the divide and rule of the British to the
larger extent and the Portuguese to a lesser extent. And this baseless RSS
corrupt and bigoted machinations will never take roots in the Goan community
as a whole. It must be remembered that once a leaf becomes yellow with age,
it ultimately falls to join others on the ground while millions of green one
are having a good hearty laugh at its descent.

Manohar Parrikar, sir, rest assured your time is close at hand to take the
dive. But please be informed that  along with the millions of greens who
will be showing their teeth, there will be most of your close chamchas and
pea brained rats who will not only be having a good laugh but will be
doubling up with mirth.

As for Prakashchandra Shirodkar, the guy, who as the Director of Archieves,
rushes to the Bishop's Palace on an altogether annonimous call, and expect
Goans to believe him, must have polished RSS  marbles in his head. Who is he
trying to fool with his lenghty article in the GT? (29 Dec,2004).

[Goanet]FOCUS: Confessions of an ex-expatriate - by V.M. De Malar

It's that time of the year again. The two weeks when Goa suddenly becomes the
place where everyone wants to be, when revelry seems to stretch end-to-end. It's
also the time when Goans abroad miss home the most, when the mind's eye returns
unerringly to what has been left behind.

This week, in Canada, bebincas are being made in high-powered gas ovens, but
those who eat it will sigh sorrowfully and praise those made without such aids.
Right now, in Australia, a Goan has pulled out a precious bottle of feni that
had been hidden away for years. It tastes bittersweet, like a draught of pure
exile by those who forgot to make travel plans for Goa this year. And in the
Gulf countries, scores of young men are counting their days of work like
currency, calculating when the pay-off will amount to a trip back home.

How do I know all this? Well, I was once one of them. But no longer. So this is
a brief diary entry from a proud ex-expatriate. I too have spent hours on the
phone trying to get my share of the end-of-the-year feeling from Goa. I too have
scrambled through recipe books, and sent frantic emails, trying to recreate a
holiday sweet. And I too have toiled at the stove in a wintry place very far
away, trying in vain to capture just a single taste that could satisfy the
yearnings.

I see them all come back now, just as I used to. They walk the by-lanes of the
old vaddos so eagerly, often with a reluctant new generation in tow. The rafters
of houses that slumber quietly for 50 weeks of the year suddenly resound with
accents usually native to North London and New Jersey, Queensland and Dar es
Salaam. And every where there are streams of children running, running,
climbing, getting acquainted with cousins and relatives who they only get to see
once in a while.

I had the same look in my eyes as the children. I too hated to leave at the end
of my trip. I too wondered why we had to say goodbye to the fields, the endless
beaches, the easy-going family members, the cashew trees and cattle egrets. If
all this was in Goa then my conviction was that this was clearly where we
belonged.

I too felt the same annual anguish as the parents who had to take their children
back from this beloved place to lands where life can be considerably less
appealing. The migrant's life comes with significant rewards but nothing quite
makes up for what is irreplaceable at any cost. At this time of year, when the
imagination turns to thoughts of resolution and friendship and family, the
expatriates always finds that his world again revolves around the axis at home
in Goa.

And how that home has changed. Economic liberalization has filled the shops with
precisely the kind of goods that used to be prized as rare gifts from abroad.
The youth here watch the same TV shows (with more channels) as elsewhere and
idolize the same universally popular athletes and singers. But they generally
speak more languages and are far more resourceful, polite and respectful than
our cultural orphans raised abroad.

The expatriate thus finds old assumptions turned on their head. Money flows out
of the stock markets of the West and into the Indian bourses. The rupee gains in
value every week against the dollar. Thousands of Britons and Germans and other
outsiders decide that they'd rather live in Goa most of the year and resurrect
crumbling village houses to former glory. And as India sustains real economic
growth, this state is consistently ranked the best place to live in the whole
country.

Some of that news can provide solace to those who are leaving their homeland
again after this brief holiday interlude. Perhaps we've seen the beginning of a
shift in 2004, and behind all those newly resident Westerners lurks a wave of
our own. It has happened in other parts of India, and it can and should happen
here too. Take it from me, the best part of being an expatriate is when you
extricate yourself and return home.

we will lag so behind, so behind that even Bihar will beat us. The crab 
mentality that our leaders have, who are only interested in the chair and 
their own pockets will ruin us completely. Time to wake up. Time to know 
what is right and what is wrong. And time to move Forward.

LET'S  GO  FORWARD
Does Goa want to go ahead or backward? Does Goa want to disintegrate because 
of
some hidden agenda or does it want to rise above the rest of India. Consider 
the
controversial Department of Education CD, which has just been released and 
is
raising a ruckus all over the State. What is hypocritical of the entire CD 
is
only one sided and does not show the positive side of the community and the
country? Guaranteed Portugal, when it took over Goa did commit many grave
mistakes but to keep harping on these mistakes shows a lack of foresight. 
Yes,
there was intolerance toward the followers of other religions. And agreed 
there
were 40 armed revolts in Goa, which were put down with a heavy hand. But by
rehashing the gory details of the past what is Goa trying to achieve -
progression or regression by creating divisions of hatred in Goan soceity.

No doubt Goa has progressed on its own and compared to the situation under
Portuguese rule, Goa has now seen a high level of social development - as
reflected by its high literacy, low birth rate, improved health care, and
educational facilities. But let us not forget that the Portuguese have
contributed something, which has made Goa stand out from the rest of the
country? How come everyone has forgotten about the Uniform Civil Code, which 
is
applicable to all communities irrespective of religion? How convenient it is
that people have forgotten the communidade land system, which sustained 
villages?

How come people have forgotten the low rates of law and order then? There 
are
many other aspects, which have been conveniently forgotten, and to rake up
certain issues is hypocritical and wrong.

Perhaps the only logic behind recreating such images is maybe to fuel 
somebody's
perverted agenda. An agenda, which began in early 1999 with new claims on
churches, supposedly old temples, must now be taken over by the RSS. It does 
not
matter to the Sangh Parivar that India had, in 1962, successfully liberated 
Goa
from the Portuguese. In the Sangh Parivar's lore, Goa still remains 
unliberated
because it retains signs of Christianity and a very big number of Goans are
Christians by faith.

And before we start labeling communities let us just consider one thing - it 
was
the Portuguese who gave us western style buildings and culture. It was the
Portuguese who gave Goa an ambience, which is similar to Cannes. And it is
because of this atmosphere, people voted in favour of IFFI, of which the 
credit
is going to others not the people who brought in the ambience. So let us not 
be
hypocritical and close our eyes. Let Goa progress, by not creating 
divisions,
and do not distribute CDs which will make Goa regress

Amidst the glowing coarseness of the society, civility, gentleness, and
soliticiousness are seen as weakness, and these virtues are on the wane.
Unfortunately, even the church has not been spared of the disease of coarseness.
Maybe it is a disease of the postmodern society where rugged individualism is
expressed ruggedly.

Every now and then we come across individuals, increasing fewer and far in
between, who epitomize gentility, civility and soliticiousness, and one wants to
hold onto them. My friend Olavo Velho Pereira, was a multi-talented individual
who shared himself with whomsoever in a most generous manner; he was
quintessential delicado and for whom delicadeza came as natural as
breathing. The Portuguese word delicadeza is very much part of our Goan idiom.
He was a fine human being who did not know not to respect the other.

We can remember this gentle departed soul and celebrate his life in ways
unimaginable. He was rich in talents, but his wealth was his generosity. People
will honor him for being a fine priest with a heart of the servant, as prophet
Isaiah would characterize a priest, who simply delighted in serving and by being
of service. I want to remember and honor him as a fine human being who traveled
the increasingly less traveled road of nobleness.

Fr. Olavo Velho Pereira was an example of the best of humanity, and the best of
the Catholic Church. He was a self-taught man in almost every aspect of his
life. As a prolific and accomplished artist, without any formal training, he has
left his imprint in every area of church life. His self-nourished singing talent
endeared him to the young and old.

Whether it was catechetical assignment, youth-ministry or communication
responsibilities, he embraced them with the zeal of a novice, self-teaching all
that he needed to know and excelling in everything he did both for the church
and for the society. As a gifted speaker, both in substance and presentation, he
understood the art of communication. As a point man of the Archdiocese he
clearly understood that he was the public face between the church and society,
that he was facilitating a social and civil discourse between church and the
state, between and among various faith communities. He was friendly, prudent,
judicious, diplomatic, scholarly and above all a person of intellectual and
personal integrity. He understood that as a spokesperson of the Church of Goa,
he was the meeting point between the Church and the secular world; a
responsibikity and a burden he was clearly aware of.

He leaves a marvelous legacy behind: he showed just how high a human spirit
could soar the heights of nobility. Olavo was a noble and virtuous man, who
belonged to the aristocracy of humanity.

Ralph Waldo Emerson wrote very eloquently that captures the spirit of Olavo:

To laugh often and much; to win the respect of intelligent people and the
affection of children; to earn the appreciation of honest critics and endure the
betrayal of false friends; to appreciate beauty; to find the best in others; to
leave the world a bit better whether by a healthy child, a garden patch or a
redeemed social condition; to know even one life has breathed easier because you
have lived. This is to have succeeded. And Olavo Velho Pereira succeeded.

The words of an anonymous poet would speak for the wishes of Olavo as I say
farewell to my friend with whom I will miss having massala dossa at Hotel Kamat
near the Panaji Church Sqaure.

When I come to the end of the road,
and the sun has set me free,
I want no rites in a gloom-filled room.
Why cry for a soul set free.
Miss me a little, but not too long,
And not with your head bowed low.
Remember the love that we once shared

 Vijay Mallya, Chairman, UB Group, has hit the headlines for inking some major
business deals.

I was surprised that NOT ONE of all the 7000 plus
supported my call for the end of this on going
unproductive discussions about a month ago. 

We have no one else but ourselves to be blamed ,
by participating in these discussions ..we have
encouraged and  prolonged of these discussions. 

Ignore them and these discussions will die a natural
death. 

I believe that it is time for the 7000 plus Goans
world wide have their say , that is if they feel that
such irrelevant discussions should be stopped. Or may
be that they would like to see these discussions to
continue : - ) 

Its time that the Cyber Goans on Goa net agree to
some sort of * aims and objectives * for this Cyber
Goan Community.

My suggestions.

Use the Goan Forums to discuss matter relating
Goan related issues , support GOOD Goan projects. 
Work on Goanlinks , encourage and support Goan Local 
Voluntary projects ie Primary Health Centers ,
encourage Schools in Goa TWINING with schools abroad.

I am sure many of you will have your own thoughts
, please do add them if your TIME permits.

I am sure some one would be in a better position
to put these thoughts in a more understandable format
!

We need to accept that a whole lot of statistics churned out of Goa are
based on wishful thinking. ... Earnings from tourism,
in an economy which has so much under-reporting, untaxed incomes and a
grey-market economy, is speculative at best or a gross exaggeration

If this is so then the government of Goa is flying blind. Its instrument
panel on the Goan economy is wonky. It cannot really plan to do this or
that including running IFFI for tourism and making Goa an entertainment hub
It is flying by the seat of its pants and we have to hope fervently that  no
inadvertent contact will be made with the ground unexpectedly!

Why not write history from the beginning? We should know how the earlier
inhabitants in Goa lived.

Before and during Stone Age were they cannibals?  Did any surrounding
clans enforce their will?  Any atrocities committed by dominating clans?

It is very convenient to write history of Portuguese rule.  What about
the rulers before Portuguese?  Did they commit atrocities?

All the answers to above questions will definitely put history of Goa in
right perspective and enlighten the young minds of school children.

Dear Sachin Phadte,

I am not in Goa and have not seen the VCD nor had an expose about it.
From 
what I can garner, it is not the fact that the Portuguese may have
butchered 
our fore parents. It is about the fact that this VCD is clearly out to 
create a communal divide! I do not know, which Religion you espouse to
but 
if you are a Hindu and a similar VCD was made which shows that the
Hindus 
created a lot of atrocities - ala Gujerat, I am sure you would not want
to 
be associated with this extremity! If the Christians were a majority and
we 
prepetrated the same sort of proprganda on you, the whole lot of you
would 
be outraged.

It abhors us all, if we are to believe that we (Christian Goans) were 
converted at the point of the sword. So what would you have us do? We
should 
all renounce Christianity and return to the Mother faith - Hinduism -
and 
may be some of us were Muslims before that and some, from other
Religions 
before Hinduism took hold of Goa. Please give us guidance on what you
expect 
Christian Goans to do - just accept the VCD and a few days, weeks,
months or 
years later, we can be brought to accept the yoke or taken to the
slaughter 
house?

Below is Franks' introduction to the book, which might be of interest to
Goan expats with a 'Kenya connection': 

In 1989 Eliud Waweru, our Kikuyu driver in Kenya, shared with us his
experiences and copies of Daily Nation. One issue of the newspaper
contained an article about veteran Mau Mau leader Mwariama and his execution
of a British soldier. 

It was Eliud who suggested that an objective and balanced account of the
post-war years leading to Kenya's independence had yet to be written. 
'Scram from Kenya!' is an attempt to fill the gap he saw. 

'Scram from Kenya -- from colony to republic' is intended for readers in
Britain, Kenya and elsewhere interested in the end of colonial power and the
birth of a republic as experienced by people living in Kenya or were
involved in the dramatically unfolding story. 

It provides core-reading, a record of events, rather than a scholar's
analysis and is the sequel to Kenya; the colonial years, which explores
developments, (outlined in the beginning of this book) from 1895, when Kenya
became a British protectorate, until 1946 when the Second World War came to
an end and Jomo Kenyatta, a potential leader of an independent republic,
returned home to Kenya from England. 

The Kenyan experience can be viewed as a microcosm in a single colony of the
end of the British Empire. In a speech made at a Conference of All-African
People in December 1958 Tom Mboya, one of the foremost Kenyan black African
leaders, called for solidarity and urged delegates; tell these colonial
nations -- your time is past, Africa must be free, scram from Africa. 

Five years later Britain did, indeed, scram from the colony and Kenya
gained its independence. 

A superficial perusal of the Sources section of the book indicates that
there is no shortage of books about Kenya. This account draws on published
materials, but it also includes hitherto unpublished accounts of some 60
people, black, brown and white who were involved in these momentous events.

Audio-taped interviews, biographies, diaries, contemporary correspondence
and documents are used to construct an account of significant happenings in
forest, farm, Nairobi streets and political chamber. 

Two aims have been uppermost in the mind whilst writing. First, that people,
all too frequently in conflict, should be at the centre of the story.
Secondly, that all sides should be presented in a balanced account. 

So it is, for example, that conflict in the forest draws on accounts by
people such as Njama, Wachanga and Mwariama for Mau Mau and Campbell and
Kitson for the British military. Nellie Grant, Joan Scott and others provide
the white farmers' perspective. 

On the political front Odinga, Mboya, Kaggia, Blundell, Baring and Mitchell,
to mention just a few names, provide views of political developments while
the Indian/Asian community and Administration are also represented.

Some contributors, most of those mentioned above and others, provide strands
which are unbroken for years on end and are central to the plot, others
provide ephemeral local colour. The index should help in tracing strands. 

In the introduction to his autobiography one of the Mau Mau leaders in the
forest suggests that another leader wrote about events as he would have
liked them to be rather than as they were. 

All writers have their own perspective and apply their own gloss, none is
completely objective or impartial. Memories are notoriously unreliable and
some times people do not tell the truth. Most have a case to make and
interviewees tend to say what they think the researcher wishes to hear.

Readers should continually note the source and draw their own conclusions.

Although 'Scram from Kenya!' is concerned principally with the struggles to
bring about change from colony to republic, the opening chapter paints the
background against which the change may be understood. The epilogue attempts
to draw together the wealth of material researched and present questions,
hypotheses and assessments. 

References and footnotes are given after the epilogue. The Sources and
Acknowledgements sections indicate the breadth and scope of available
information for research, by no means all of it used in this text. -- James
