The mishaps, which took place in the talukas of Salcete, Mormugao, Bardez and Ponda, involved eight vehicles which comprised six two-wheelers, a jeep and a tanker. (H) YOUTH KILLED IN ROAD ACCIDENT: New Year party proved to be fatal for a youth who met with an accident at Ribandar-Patto in the early hours of Saturday morning. Richard Pereira (19) and Christopher Fernandes (17), both residents of Khorlim, were returning home on a two-wheeler after attending a New Year Party. On reaching Ribandar-Patto, the motorcycle driven by Richard, dashed against a roadside milestone as a result of which both were thrown off the two-wheeler. While Christopher, the pillion rider, died on the spot, Richard sustained grievous head injuries. (WE-GT) GOVERNOR LIKELY TO RECOMMEND VCD WITHDRAWAL: It is reliably learnt that the Goa Governor SC Jamir is giving finishing touches to a detailed note addressed to the state government advising it on how this entire issue should have been handled. It is also learnt that the Governor is almost certain to ask the government to withdraw the VCD from all schools, pending a thorough probe into its contents. (WE-GT) BARGE CAPSIZES OFF ARABIAN SEA: Ten crew members had a miraculous escape after an iron-ore laden barge they were working on, capsized in the Arabian Sea off Raj Bhavan on Saturday (January 1) evening. Life raft and life-jackets in the barge helped the crew to remain afloat. Fortunately for them, a fishing trawler which noticed the barge sinking, came to their rescue. (H) WOMAN ALLEGES RAPE BY DRIVER: A 22-year-old married woman has complained to Maina-Curtorim police that she was allegedly raped by her driver in their garage at Damon-Raia. The incident reported occurred on December 16 at about 10.30 pm, when the 56-year-old accused allegedly summoned the woman to hand over the car keys. (H) MINOR GIRL RAPED AT PORVORIM: The advent of New Year was on a criminal note with the raping of a minor girl at Porvorim on Saturday. The police said that one Bir Badshah Yabsure, a resident of Torda, Salvador to Mundo, lured two minor girls residing at Bambolim while they had gone to the Panaji market. He then took them on his motorcycle to an isolated spot near Teen Building, Porvorim, where he alleged raped one of the girls. (WE-GT) EXPOSITION CONCLUDES TODAY: The concluding ceremony of the Sacred Relics of St Francis Xavier at Old Goa will be held today (January 2). A procession carrying the Sacred Relics from the Se Cathedral to Bom Jesus Basilica will commence at 8.30 am followed by mass at 9.30 am. In all 1,54,398 devotees attended the Exposition and kissing of the Sacred Relics of St Francis Xavier from 27 November 2004 to 1 January 2005, while 78,725 devotees attended the mass services during the same period. (WE-GT) BANK STAFF PROTEST: The bank officers and award staff of Union Bank of India and Bank of India recently staged a demonstration in front of Union Bank of India, Panaji and Margao branches, to oppose the proposed unilateral merger move of the Union Bank of India and Bank of India. (WE-GT) MOST COMPETITIVE: According to the State Competitiveness Report 2004 prepared by the National productivity Council, Goa is the most competitive state among 14 minor states in the country, followed closely by Delhi. Meghalaya and Nagaland are at the bottom of this list. As far as the major states are concerned, Maharashtra is on top among 14 major states followed by Punjab, Gujarat, Karnataka and Kerala. (H) CYBERAGE SCHEME TAKES OFF: The State government has set the Cyberage scheme rolling by inviting applications for the same which ends on January 15, 2005. The government has finalised a decision of providing printers in the package at no extra cost to the beneficiaries under the scheme. Likewise educations, CDs will also be provided under the scheme. In all, a total of 12,000 students are expected to be covered under the scheme which is being implemented for the third consecutive year. It is learnt that Std XI students from all streams will be covered under the scheme. A student with marks exceeding 60 per cent in the SSC examinations will have to pay a sum of Rs.1000, those with 50 per cent and above will have to pay Rs.1,250 and those with less than 50 per cent marks will have to pay Rs.1,500.

Floriano has unequivocally made himself clear about his goanness and nationalism and has openly challenged the CM to reply. If the CM thinks of himself as a man of integrity he will reply or if he is a coward will he bite like a cobra by manipulating the police force or will he run like a pariah dog with his black blooded tail between his legs? If those who speak against the CD generously packed with lies are said to contain Portuguese blood, what type of blood does the CM of Goa have? He who prostituted himself and this our beautiful land, to the whims and fancies of the actors and actresses of Bollywood who wear western dresses? What type of blood do these cheap uglies have? Are they better than the Portuguese ? He does not mind being used and abused and bought by those very Bollywood uglies, (who call themselves beauties) who sell themselves for cash, provided they crown him king of the IFFI. He does not mind that he is the object of the second sale and not even the first and direct sale. It is incredible that the IITian CM can stoop to such abysmal depths. He can be bought merely by saying that he has done a wonderful job of the IFFI. Such a statement has gone to his head and he has even forgotten that he has the black RSS blood in his veins, and that the RSS does not accept western influence of any kind, even in clothes. So instead of wearing jeans and shirts the Bollywood people should have been forced by the CM and his cronies to wear dhoti and langoti. Where is their so called nationalism? However the black-blooded CM and his RSS pigs who murdered Gandhiji, are ready to imitate the morals of foreigners and be their slaves. These are the very persons who vociferously denounce foreign blood as anti-national. Is black blood not foreign blood ? Goan blood is red blood. As expected the propagator of the communal divide in peaceful Goa once again used his outdated method to trying to fool Goans by appointing a so called committee of his chamchas to view the controversial CD, and as expected got them to say what he wanted : that all is well with the CD. Why did he ignore the press reports of those freedom fighters who vociferously denounced the CD as communal ? The Goan Hitler continues to behave like an ostrich constantly telling himself that he is the only clever person in the world. Finally, does the so called IITian learned but uneducated CM, who throws tantrams remember that he is not immortal ? Gabe, it is time Goan Catholics also inquired about any victims and if they have received restitution, counseling, rehabilitation. Assuming of course there are victims. Once again, Santosh Helekar goes through his typical verbal attack, without addressing the three points made by me: 1. Santosh's total inability to distinguish levity and irony from serious comments. 2. His relentless attack mode against anyone who has the temerity to disagree with him, launching immediately into rude, hostile and intemperate language. Here is a recent example, The above post, besides containing gratuitous insults against Tim de Mello, propagates politically motivated nonsense regarding global warming. The article contained in it is a striking example of vicious right-wing propaganda. I had chided Tim of making a facetious comment while operating on feni fumes, which Santosh pounced upon as a gratuitious personal insult. I would be rich, not insulted, if I was paid a $1 everytime someone accused me of drinking our special nationsl adult beverage. 3. No one is disputing that global warming is occurring, so I hope Santosh will keep this in mind as he drowns us in his left-wing propaganda as he is threatening to do. I hope Santosh will try to explain why global warming and cooling occurred before the industrial revolution began. But I'm not holding my breath.

Hundreds of Ribandarites thronged the streets of Ribandar for the traditional annual New Year day serenade last night. The serenade, which started at Ribandar Fonduvem, wended its way through Ribandar Patto and after proceeding to Sao Pedro culminated at Fonduvem. A sparkling float dedicated to the children and cartooning happiness always was designed and directed by Shailesh Volvoikar of the local group Strikers and led the serenade. A float designed on the theme Lamb of God by famed Ribandar artist Mauricio Fernandes heralded the New Year. The young and the old regardless of caste and creed danced into the night celebrating New Year's Day. Jacques Dupuis, a Belgian theologian whose book on religious plurality exploring salvation through non-Christian faiths was attacked by the Vatican, has died in Rome. He was 81. After studying theology at St. Mary's College, in Kurseong, India, he studied Hinduism in Calcutta. For 25 years he taught theology in India, including at St. Mary's. In the 1980s he joined the faculty of the Gregorian and served as a consultant for the Vatican's Pontifical Council for Interreligious Dialogue.

All the excitement got me going and I decided to keep one New Years resolution and exercise for an hour. This amounts to a 58 minute ride from Siolim to Arambol and back, which leaves 2 minutes of real exercise and a 10-yard brisk walk on the beach. I set off on a two-wheeler around 8am. To get the feel of a Goan MLA, I decided not to wear a helmet on the way to Arambol, change my mind, and wear a helmet on the way back. Hedge your bets, that's the politicians policy. Little did I realize I would be able to keep both resolutions today. Walking in front of me (actually staggering and inebriated) was the pseudonym of current interest on Goanet. Hello I said. Same is the case in a conservative Oriental country - Turkey We made a list of precautions they have taken to protact their envirnment. The most important was, that they use sea sand mining, to take the sand from the sea and keep throwing on the beaches, and leveling those, from time to time.Unless there is a very severe harricane, their beaches are alright. If because of such a hazard, some demmage is there, then they immediately they repair with sea sand mining. We in India has a problem. Because of less clean-beach-tourism, there is much less money for such measures. Some of Kerala's coastal villagers, even today earn Rs. 1.000.- per month. Many have no toilets of their own and have to use the beaches, thereby scaring the foreign tourists away. The British had started Kovalum exclusively for their officers to spend beach holidays. Upto today, that is the only fuctional beach inm Kerala, where foreign tourists come. It is really a pity that we Indians can't find compromise between ecology and economy. There is plenty of place in Kerala, where small tourist bungalows can be made, hidden behind the millions of coconut trees, all around the beach as well as Backwater areas. Kerala has more to offer than any other asian beach destination, but because of bad management and planning, the Kerala youth with university degrees, go to Gulf countries, leaving young wives and small children at home, to take even meagre jobs, living 4 - 6 youngmen in small rooms and forgoing home comfort. This is an appeal to all Goans, to come forward with suggestions and voluntary work, to find ways and means to improve our environment, and teach coatal villagers the methods to improve clean-beach-tourism, without sacrificing our coastal ecology. [Goanet]Social audit of the IFFI, 2004
The following editorial appeared in the 'Oherald' newspaper of date (refer: www.oherald.com) As part of the democratic system of government we have created a statutory authority called the comptroller and Auditor General of India (CAG) to audit the accounts of all government departments and to make recommendations for corrections. The reports of the CAG are required to be placed before Parliament or on the table of the respective Legislative Assemblies and have to be debated by the House. These reports are meant to inform the public about how the government has performed during the previous (financial) year. Unfortunately, the Governments have managed to circumvent the recommendations made by the CAG. There are innumerable instances where scathing indictments made by the Comptroller and Auditor General against a particular government have simply been ignored and no action has been taken on the recommendations made. It is high time, therefore, that the citizens galvanized themselves into action and made a public audit of the performance of their government. The just concluded, International Film Festival of India 2004 (IFFI) in Goa typifies the danger which democracy faces if the government is allowed to make decisions which are contrary to the established procedures which have been put in place to ensure transparency. The government decided that hosting the film festival in Goa was good for the Goans and good also for India. This decision was taken without any consultations with the people of Goa. The rationale for this decision was never made public. The implications of this decision were not considered - except, perhaps, that hosting an International Film Festival would bring prestige to Goa, and would increase the tourist traffic to this small State. Paedophilia, which was detected in Goa many years ago, and which was clearly linked to the tourist inflow, has now become epidemic and is highly organized. It is international in its ramifications, and is facilitated by the Internet. The vigilance of private citizens and of some voluntary organizations helped to bring a few paedophiles to book; but the extent of this anti-social activity is massive, and no one can yet guess at its magnitude. In spite of this, the Government, which has consistently failed to protect the innocence of its children, has made a big brouhaha about hosting the IFFI in Goa, as if this is a feather in its cap. This procedure of floating tenders for the different civil works was completely ignored by the Government while allocating contracts for many public works associated with the hosting of the IFFI, with the result that many projects were accomplished at exorbitant cost. Even worse, the contractors were given the liberty of providing their own specifications. The Chief Minister has promised to make the statement of expenditures public, but this does not satisfy the criteria laid out in the Governments own procedure for the allocation of public works. There are overwhelming reasons to believe that many of the projects were completed at costs that are far above reasonable expectations. It has been discovered that the entire cost of the construction of the Kala Academy did not exceed Rs 5 crore; but the cost of renovation and refurbishment of the Academy for the IFFI cost the public exchequer over Rs 24 crore. Similarly, research has revealed that there are about 100 multiplexes all over India - all of them built by private enterprise -, and not one of them cost more than Rs 5 crore, whereas the multiplex constructed by the Goa Government in Panjim for the IFFI cost a whopping Rs 24 crore. This raises serious questions about the manner in which the decisions were made, and the criteria used to give the contract to a particular company, viz. INOX. In particular, the fact that the multiplex was built out of public funds raises serious questions about the repeated statements made by the government that it did not have the funds to clean up the storm-water drainage canal in Panjim, or to upgrade the sewage treatment plant in Tonca. Quite obviously, the government has got its priorities all skewed up. This is an indication of the topsy- turvey priorities of the government, reminiscent of the neglect of its citizens by the French monarchy prior to the revolution. Marie Antoinette is reported to have told her advisors that if the people did not have bread to eat, they should be asked to live on cakes. The similarity with IFFI in Goa is striking. Since the citizens of Panjim lack basic health facilities, the government has made extraordinary efforts to provide them with entertainment to distract their attention. Entertainment becomes meaningful and acceptable only after these primary needs are satisfied. It is a matter of great shame that the two prestigious institutions of the Government of Goa, viz. the University of Goa, and the Goa Medical College and Hospital are in a shambles. The University is moribund and on the

(in Listening Post, Navhind Times, ed. 28/12/2004) THE CITIZENSHIP ISSUE This has reference to the article appeared in the Panorama section of the NT edition dated November 7, 2004, captioned window on Pondicherry penned by Mr. K N R Swamy. As we all know Pondicherry was a French colony till 1954. During the reign, France ceded the control of the colony to India and in 1962 complete legal and constitutional transfer to Indian Union took place. But to safeguard the interests of the residents of the colony, French government offered them French citizenship. But only 6,000 of them opted for French citizenship. Today these six thousand people, have become a privileged lot enjoying hefty pension perks and other benefits as admissible to metropolitan French citizens, even enjoying voting rights in French elections. This is naturally causing severe heartburns, to those who squandered this golden opportunity, and are ruing for their lots as put in your columns. This naturally brings to my mind the sorry plight of Goans who forcibly had to accept the Indian citizenship much against the will consequent on liberation of Goa. Taking a dispassionate view of the political situation preceding to military action in 1961, the withdrawal of Portuguese appeared imminent. They had withdrawn all the fighting forces leaving behind skeleton not of forces. All the political prisoners were freed, all the coercive measures were abolished establishing rule of law. Drastic pay reforms were introduced benefiting lowest layer of bureaucracy which consisted of a sizeable number of Hindus. Due to boom in mining industry, government coffers were overflowing, and the Government used this revenue in creating employment, improving health and education. To cap all this, the important posts in administration, which were so far reserved only for Europeans were open to local population. General perception that the Portuguese administration till now accused of partisan attitude was completely changed, and real secularism was the order of the day; these revolutionary changes in the mindset of the Portuguese administration was certainly a prelude to autonomy and subsequently withdrawal of the Portuguese rule. The Indian government which was hell-bent in taking army action, did not take kindly to at this dramatic political developments, started a media war and suddenly rushed its army, to the surprise and utter dismay of Goans. No doubt the end of Portuguese rule was inevitable but what irks Goans today that due to military action they were denied the rights of choosing Portuguese or Indian citizenship unlike then counterparts in Pondicherry. (in Gomantak Times, ed. 31st December 2004) Christianity brought communal harmony by the 18th century Dear editor, I have been keenly following the debate and controversy surrounding the VCD on Goa's freedom struggle. I have not seen the VCD but I know the intellectual jugglery resorted to by all those in the political sphere for the last twenty years. None can expect an honest presentation of the freedom struggle by the present government. I have hit out enough at this government. But the Congress is not saintly either. It had appointed a think-thank long time back and Goa Pradesh Congress Committee (GPCC) Luizinho Faleiro had announced it but the names in the panel exposed the intellectual bankruptcy. Unfortunately, Congress does not have a single leader who has even a simple understanding of Goa's social problems. Each one had been a leader at some point of time due to the need of that hour. None came with any social commitment or any specific ideology. Once they were chosen as MLAs or became ministers, they presumed supremacy n every field. Today, none has any credibility and all are praying to heavens for the collapse of the Parrikar government on its own. There are no Hindus in Goa as defined by the Hindutva of the RSS/BJP combine. By the time, the BJP-led Government took over, there are at least a dozen identified castes amongst Hindus with very clear boundaries between them. The present rule is by manipulating various combinations and permutations amongst them. For 125 years, the RSS and eventually, BJP propaganda centered on Vedas, Puranas, Lord Ram, history, culture etc. But when it came to power, whether at the Centre or the states, it was only development, which clearly meant dividing the loot on caste lines so that one caste will always remain superior to others. Catholics or Muslims, who are always hated in the ideology, could also be used depending on lust for power and money of few from amongst them. IFFI is the latest manifestation of the above phenomena. Fortunately, since Goa is small, the common man is realising the meaning of Hindutva of the BJP. And the BJP think-thank is also learning that the ground is slipping under its feet. A new tool has become necessary to reach the desired goal. A communal divide is the most fertile ground. And Congressmen cannot be said to be innocent. The Congress Vichar Vibhag has given a fiery report on CD and against Hindutva. Eventually, hibernating Congress leaders may pour oil on it. Some time back, I had a detailed discussion with a senior Catholic Congress leader in the socio-political situation in Goa with a concern for the masses and my ire against anti-masses path followed by BJP government. He seemed to be convinced but said that the do not want any controversies but only development. I had to tell him that freedom and democracy were basically meant for the development of masses and not the material development. Why is the Congress indulging in the controversy now? If the definition of development is same for both the BJP and Congress (and with mediocre leaders on either side, it is) the common man and concerned citizens should start thinking afresh. Or else, if the Congress comes to power with the same leaders and with same intelligence, the funds for corruption and inducing corruption may be in multiples of that spent by the BJP government. Other social parameters are irrelevant and the goals of governance will be thrown to the winds, as of now. Socially, the brains in the RSS/BJP have perpetrated a caste divide amongst Hindus and the Congress may not do any better. This is the essence of the VCS controversy. Are there right thinking Goans? Can anybody dream of communal harmony of pre-1961? The Catholic missionaries did perpetrate atrocities in the 16th century but the same Christianity brought the best communal harmony by the 18th century. But social atrocities on masses continued till liberation. Who did it? They were Hindus. A separate documentary will have to be prepared to expose these atrocities. There are determined efforts to establish the same society now, the supremacy of a class. To hell with freedom, democracy, the Constitution and of course, India. Ramnath G Naik

Ronny and Jasmine DCunha is yet another sensation from Mangalore on Konkani Stage. Both these husband and wife artistes are performing in Kuwait Konkani stage since last so many years. They both are having sweet voices; Ronnys was most attractive. In all the previous Shows organized by Konkani Heritage Kuwait, Ronny and Jasmine have always performed and delighted the audience. Yes or NO It is to do with demography and nothing to do with playing a slant card. It is known all over India that the Bengalis are the most ardent sports fans in the whole of India. Similarly it is also known the Mumbai is the Financial capital of India and even though the Shiv Senna have changed the name of the city to Mumbai the Bombay Stock exchange still rules O.K. Similarly I am of the mindset that Goan Hindus would be more tolerant than from some other parts of India - Gujarat springs readily to mind. To make a comparison, the rest of the U.K. is more tolerant of religions than the bigotry shown in Northern Ireland. Try as we may to say there is no difference, the stark reality is that there is. Perhaps I am wrong having not been born in Goa and having not lived in India. Since you are the self proclaimed ruler of Chimbel, I will bow to your superior knowledge, if you can categorically inform me that all Christians, Jews, Muslims are of the same Hue vis a vis their own. ? That in effect all Hindus are of the same mindset (in the same vein as those who committed atrocities in Gujarat). If this is the case than God spare the Christian Goans in Goa. The British as a whole have a different mindset as far as disasters are concerened - the people of this Country have now coughed up 50 million Pounds matching the Biritish Govt's. aid. This amount will surely go higher, taking into account that almost 1/3 more will be offered through the tax incentive if tax payers have opted to have the tax portion redeemed.

NEW YEAR MUSINGS By: Daniel F. de Souza I am not much accustomed to making new year resolutions and if by chance I make a few resolutions I am very bad at keeping them. On the contrary I would rather make a few commitments to myself on a day-to-day basis and see that I fulfill them in totality no matter how I go about it. But then, making new year resolutions is the in thing today.And perhaps, this could be the only reason that I gave a serious thought for making a few new year resolutions for myself. Just for a change in I thought I should begin the year on a different note and live by the resolutions I make. But, somewhere deep inside me I knew that the trouble I take in making the resolutions may not be worthwhile if I am not able to keep up the resolutions. But then again, taking shelter under the age old maxim A job well begun is half done I decided to give it a serious try. And just to keep a record, I took a blank paper and a pen and sat down to note down my intended resolutions..I began by noting them serially. Top on the list of my resolutions was.1}. Never leave a job incomplete or undone for tomorrow. (For tomorrow never comes) 2). Call it a day at least by l l.00 p.m. in the night and begin the day early at least by 5.00 a.m. in the morning. (For early to bed, early to rise, makes a man healthy, wealthy and wise - and believe me I need all the three assets very badly in the new year). 3). Make sufficient time for recreation and games and for exercise too ( For, All work and no play makes Jack a dull boy'). I was about to note down the next resolution in black and white when my better half appeared in front of me and asked 'So, what is it that keeps you so very busy today? I wish you could lend me a helping hand with...' even before she could complete her sentence I cut her short by answering.. I am engrossed with making my resolutions for the new year and this time I am putting them down in black and white. - Oh no, not again! I have had enough of your new year resolutions for the last 9 years, or is it 10 years? For heavens sake please don't waste your precious time making some meaningless resolutions, which you very well know you will not keep. Have you anytime in the past been serious about your new year resolutions? Believe me they are not meant for people like you my wife blurted out her mind looking mockingly at me. -Come on.honey.you don't have to sound so sarcastic..instead you could lend me a piece of your mind in framing some really worthy new year resolutions and thereafter also see that I keep them in letter and spirit. The phone rang with a deep shrill and I instantly jumped up to pick the receiver leaving behind the piece of paper containing my precious resolutions on the table. Having attended the phone, after ten minutes I returned back to my table only to find my little daughter Bernice deeply occupied in some activity with her wax colour crayons. What are you doing my ..sweety..pie? I asked her, bending down to see what she was up to. She looked up at me with a naughty little grin and said, It's Christmas time and I am drawing a picture of Santa Clause. Do you want to see it Dada ? I peeped to see what she was up to and was stunned to see the thick crayon lines had messed up the resolutions I had put down in black and white. The crazy lines she had drawn, crossing each other like the ones drawn to keep the cockroaches at bay in the kitchen had no resemblance to Santa Claus in any respect whatsoever. Where did you get this paper from ? I asked her with a little stern voice putting in a great effort to look serious. She giggled and pointed her finger towards her Mama. And her Mama in turn pretended to be busy with her work as though nothing had happened. Little did my innocent darling know the extent of damage she had done to my intentions. And so there I was back to square one, the only difference was, my resolutions for the new year and the new millennium were not broken..but they were painted in all shades of red. and pink . I turned to my little naughty girl with desperation and released a sigh...
