In August 2004, the Prime Minister set up a high-powered committee on
infrastructure, which was supposed to cut through the tangles of
inter-ministerial co-ordination and deliver an action plan. Eight months
later, many people are wondering just what happened to this high-profile
initiative. The mid-term appraisal of the ongoing Tenth Plan did, indeed,
say several things that the government ought to be saying.

But these assessments are far from translating into a concrete set of
proposals for policy and administrative change. Any hopes that the UPA
government may have kindled on the infrastructure front are fast receding.
This is all the more frustrating, given that most of the problems have a
reasonable number of relatively non-controversial solutions.

There is, unquestionably, a great deal of resistance to and, therefore,
difficulty in pushing through radical organisational change. But then,
Messrs. Ahluwalia, Chidambaram, and Singh are no strangers to radical reform
in the face of a crisis; the infrastructure constraints that the economy is
working within are rapidly approaching crisis proportions.

While the running aground of power sector reforms tends to dominate the
limelight, basic organisational and co-ordination problems hinder progress
in other sectors as well. Transport is an important case in point.

Whether at the level of transport systems within a city or from a national
perspective, the way in which the sector is run suffers from some obvious
problems, which significantly reduce the overall productivity of the system.
Take the metro rail system in Delhi, for instance. A sophisticated, hi-tech
system is being rolled out more or less on schedule and is attracting more
and more users.

However, its overall benefit to the city, which is the justification for the
local government committing such large amounts of money to it, depends on
how effectively other modes of transport adjust to the fixed network it has
established.

While some bus routes are apparently being changed to ferry commuters to
metro stations, the stark reality is that the Delhi Metro Rail Corporation
and the Delhi Transport Corporation (which operates many of the buses plying
on Delhi roads) continue to operate as independent entities.

An integrated transport authority, whose objective is to maximise the
efficiency of the system as a whole, would have been a valuable
institutional innovation as the metro was being set up. Unfortunately, the
idea never gained any momentum.

**At the national level, we have three ministries-railways, surface
transport, and civil aviation-each pursuing its agenda with an apparent lack
of concern for what the others are doing.** If the issue is a high-speed
rail freight corridor along the golden quadrilateral?

How does this impact on the economics of the national highway programme
along the same quadrilateral? And if the proposal is free entry for low-cost
airlines, how does this affect the railways' calculations on revenues from
upper-class services, which are a cash cow for them?

None of these critical inter-linkages ever seems to get the attention it
deserves.** It is time the inter-dependence between different modes of
transportation was given due recognition and the policy formulation and
implementation processes restructured to reflect this.**

sure you dont agree with those comments of his!

Likewise, your bunching of groups into two political
categories, viz, liberals and conservatives is overly
simplistic. There are many of us who would like to see
social security, welfare, medicaid and other excuses
for excessive government spending abolished. We would
like to see unfettered free trade and an end of
immigration quotas to allow the import of unlimited
labor from abroad to allow industry to reduce its
labor costs and to use the best the world has to
offer. Coversely, we do not want a big, intrusive
government imposing its moral values on us or telling
us how to behave or think.

While the conservative crowd has generally been pro
business (although this is not a hard and fast rule,
specially wrt open immigration), it has an increasing
component of the intolerant religious right.

India focussed on how heart attacks are rising day after stressful day. 
In a full-page 'big story' by Swati Ali (Indian Express, June 7, 2005, 
Mumbai edition Page 2), the writer profiles how victims of heart attacks 
coped with the situation. And fought back.


One of those mentioned from Mumbai is a lady with a
rather Goan-sounding name -- Peggy Fernandes, 73. Okay,
she could be Mangalorean or East Indian.

Says the write-up about the homemaker: Fernandes said she's already 
forgotten when she had her heart attack. 'I think it was sometime in 
2001,' she said, thoughful. No, there's nothing wrong with her memory. 
'It's just that it did not affect me that much,' she said. 'Life 
continues.'


The article adds: Stress was the bugbear, Fernandes pointed out. She 
would travel every day from her home in Ambernath to Chhatrapati Shivaji 
Terminus, a journey of 80 minutes each way, to her work as a clerk in the 
LIC office. Since she could not afford a taxi, she then walked 20 minutes 
from the station to the office and back. All this after getting up at 5 am 
and cooking for the entire joint family.


With the changes in lifestyle, growing affluence (for some)
and increasing stress, I guess the Goan community too must be
facing growing heart concerns. Beyond the anecdotal, is anyone
aware of studies conducted on this aspect? Just curious...

They don't want to leave it  never mind those of us who come and go 
and do not feel  like staying.


Of course the best of the lot are those who spend their winters in Goa and 
summers elsewhere. AND why not? If you can afford to do that - Not a bad 
idea at all

Secondly, I guess I have had little time to criticize

the small army of determined anti-American Goans, many
of whom who were denied residency here, and none of

Project to Prepare Dictionary of South Asian Christianity Underway

GUWAHATI, Assam (SAR News) -- In an effort to document and preserve 
Christianity's critical role in South Asian history, a major project is 
underway to prepare a Dictionary on South Asian Christianity (DSAC). The 
project is headed by Chennai-based  Dr. Roger E. Hedlund.


The dictionary is a major international ecumenical venture with scholarly 
contributions by Catholic, Orthodox, Protestant, Pentecostal churches and 
independent scholars with expertise in various disciplines.


Project director and chief editor of the 1000-page dictionary Dr. Hedlund 
said it is an instrument to support, preserve, and enhance 
Christianity's integral role in nation building and socio-economic 
development throughout the region. Rising religious extremism has led to 
an alarming disregard of the historical impact of Christianity on the 
history and culture of South Asia. Human rights are violated, and the 
historic presence and contributions of Christians are deliberately 
ignored. Against this trend, the dictionary will present a witness and 
defense of the gospel.


To be published in 2006, the dictionary is expected to provide a basic 
reference tool for Christian laity, students, scholars, historians, 
researchers, church leaders, pastors and missionaries.


The research project is guided by a panel of international consultants, 
heads of churches, and an editorial board consisting of seven South Asian 
scholars.


Regional and country editors as well as leading scholars from the region 
are already working to compile the dictionary. The project team is 
organizing a series of writers' workshops in different parts of South 
Asia to prepare the dictionary.


Dr. Hedlund said the dictionary is aimed at contributing towards the 
growth and preservation of the Christian Faith in South Asia at a time of 
tension in the region springing from militant religious fundamentalism.


Persecution is on the rise. Hindu nationalism in India, Buddhist 
resurgence in Sri Lanka, and Islamic fundamentalism in Pakistan are on 
the increase, he said.


During this time of strident religious rhetoric and growing religious 
nationalism in South Asia, Dr Hedlund this project is critical to the 
quest for a clear and confident Christian identity and witness in South 
Asia.

The Hindu reported on its issue of June 11, 2005 (Mangalore edition, Page 
3) about the drastic fall in the availability of groundwater in Goa's 
neighbouring district of Belgaum. Says the report by Vijay Kumar Patil:


Between 1991-92 and 2004-05, the water table across
the (Belgaum) district declined by 5 to 300 metres, thanks
to the over-exploitation of water for irrigating crops
such as sugarcane.

Belgaum has been suffering drought for the past four years. Borewells do 
not yield water even at a depth of 700 feet. In many areas, open wells 
yield water only at a depth of 26 metres, says the report. Even if they 
yield water, they go dry in summer.


Would it be right to say that while the problem may be also serious in 
Goa, we simply lack the kind of detailed statistics that Belgaum is coming 
out with? FN

I remember, i watch this Tiatr with my Mom at night (Margao-Rajendra Prasad
Stadium).
There were special buses at night just for Tiatr from diff. villages.
That time top Tiatr were held mostly in cities like Margao, Vasco etc .
Margao near old Foot ball ground   at night 10.30pm
Ticket was Rs.5.
Now, the same tiatrs are held during day time 10.30am/3.30pm in Gomant Vidya

Many Tiatrist who acted at that time are now either dead or sick.

Perhaps one Goan parent.

Would be interesting if it could be ascertained.

While I fully agree that Home is where the heart is,
I'm getting a little fed-up with the sly
sentimentality and the snide insinuations obviously
aimed at those of us who have our primary homes
elsewhere.

Why would anyone who has a choice pick just one place
to call home?  This is 2005, and the world is a much
smaller place than it used to be.

I love Goa, bought property there recently, and visit
every year to bask in the warmth of friends and family
- all when the weather is still bearable.  Then we
head for more pleasant climes for the rest of the
year.

Anyone who finds a resemblance between heaven and
Goa's stifling heat and humidity in summer, not to
mention the height of the monsoon season, is either
kidding themselves or has no other options.

Even as the Jago Grahak Jago campaign is actively involved in
bringing about the much needed awareness of consumer rights,
we the people of Goa, being literate, are cheated royally by
many shopkeepers. Regardless to say, even the local provision
store wala takes the literate customer for a royal ride.

The Goa dairy one litre milk packet which states an MRP of
Rs. 18.50 is sold by many provision shop owners at the cost
of Rs. 20. I recently had an experience of the sort when I
bought two litres of milk which was charged Rs. 40. As I
scanned the packet to find out the date of packing of the
milk contents in the packet, I was taken in for a rude shock
to see the price, simply manipulated by the shop keeper.

Even as I enquired with him the next day, he told me that he
charged every body the same rate. I was astonished to see
that people did not bother to check the rate on the packet
and more stranger was the fact that those who knew did not
bother to get it to the notice of the shop keeper, making the
shop keeper think that he did a fare job.

The question here is not about just one customer. It is high
time we Goans come out and fight this injustice and teach
such shop keepers a good lesson. It is hard earned money
that we spend in this age of inflation. We should not let some
prosper in the wrong way at the cost of the poor.

PANJIM, JUNE 14 -- Two hundred and thirty one contract computer teachers 
courted arrest after blocking the new Patto bridge on Tuesday evening in 
protest against the government’s attitude towards their grievances.

They were released with a warning by the sub-divisional magistrate (SDM) and 
deputy collector Deepak Desai.

The teachers under the banner of All Goa Computer Teachers Association 
(AGCTA) suddenly resorted to squatting on the road after a dissatisfied 
meeting with the Chief Minister Pratapsing Rane this evening.

Speaking to Herald, Emma Cardozo, joint secretary of the AGCTA informed that 
the computer teachers had an appointment with the chief minister at the 
secretariat this evening to tell him their grievances. Cardozo informed that 
the CM told the teachers that whatever decision the governor had taken 
earlier will be adhered to. As mentioned by Cardozo, the CM told the 
teachers that the government will see that same teachers would be hired 
under the new contract.

However, Cardozo stated that the AGCTA does not want teachers to be hired 
under the contract system. She said that the AGCTA wants regularisation of 
services as the teachers have faced many problems for the past nine years 
with the contract system. Following their brief interaction with the CM, the 
teachers blocked the new Patto bridge at around 5 in the evening as they 
were not happy with the response received from the CM.

This caused much inconvenience to motorists and other commuters as traffic 
jams were witnessed on both the bridges.

Police rushed in to control the agitation from going out of hand.  As the 
police tried to cordon off the areas where the teachers had squatted on the 
bridge, two lady teachers were injured while PSI Pravin Pawar and one 
constable Vasudev Kesarkar also sustained injuries in the scuffle.

The president of the Association Nilesh said both the Congress and BJP 
leaders had assured to regularise their services before the by-elections.

It was not known why the teachers rushed to meet the chief minister when 
they had got a favourable response from the Education Minister Luizinho 
Faleiro. They were assured yesterday that in 3-4 days, a solution would be 
found.

It is also suspected that the Association leaders were asked to resort to 
agitational approach by some political elements.

Altogether 231 teachers courted arrest under section 151 of CrPC. Shouting 
slogans against the Congress government, the teachers were taken in seven 
vehicles to the police headquarters ground where the SDM Deepak Desai 
ordered their release.

Altogether the Association has a membership of around 600 teachers. Around 
200 teachers are working on contract basis for 6-7 years. The others were 
engaged by the private party hired by the Parrikar government three years 
ago for a period of two-and-a-half years. They were paid Rs 2500 per month 
by the BJP government, though it had verbally assured them to absorb them in 
service.
Their contract expired in December 2004 and were given an extension of three 
months till March 2005.

While freedom to propagate religion under the Indian
Constitution is confined only to citizens of India and
does not extend to foreigners, investigations carried
out by the Police revealed that the 4 US Nationals who
were attacked had indulged in religious preaching. 

The four US nationals will be deported by the next
available flight for violation of visa conditions,
Additional Police Commissioner (Special Branch), Bipin
Bihari, told PTI.  

The ‘India Foreigners Act of 1946’ clearly and
strictly prohibits visitors in the country on tourist
visas from engaging in religious preaching without
first obtaining permission from the Ministry of Home
Affairs.  

I hold no brief for those who resorted to violent
actions against the 4 foreigners and believe that they
must be caught and must pay for their crimes. However,
let us not turn those 4 US Nationals into ‘Saints’
either. They too committed a crime by overstaying
their hospitality and violating visa conditions by
being involved in religious activities.

The annual  general body meeting of Goa football association will be held on 
Sunday 17th July at clube Vasco da Gama near municipal garden panjim.
Members are to submit their items for inclusion in the agenda latest by 25th 
June to GFA office panjim.

Meanwhile GFa has released the football calendar for 2005- 2006.

The season wil start with the third division league in aug  Sept, and oct, the 
second and  professional league in oct.

The governors cup is slotted for 20th to 30th Oct, while second division  will 
end in Oct and first division will start in Oct  and end in Dec, while 
Professional league part will be held in Dec.

In Jan 2006 the under 10 and under 12 festival will be held while the under 18 
will start in the first month of the new calendar year.

Part of the under 18 will continue in month of Feb.

The under 14 and under 16 will be held in the month of April and may.

It may be recalled here that the 2005-2206 under 14 and under 16 tournaments  
have already being held in the previous year of 2004-2005 in the month of 
April.

The state under 16 camp will be held in July and august and the under 19 
women's camp in Sept. the national would be held in the Sept.

The Federation cup would be held between 20th Oct to 2nd Nov and the under 19 
women national championship in Oct.

The Santosh trophy camp will start in Nov .The Santosh trophy  would he held 
in Nov and in Dec the under 14 camp will kick off. In Dec the third division 
national football league would be conducted.

In jan the much awaited national football league would be held and would 
continue in the month of Feb and march while the  womens under 19 nationals 
will  also be held in jan.

The AIFF would also conducted the under 14 festival in Jan and the under 19 
national football league.

In Feb The under 21 camp will start in March with nationals slated for April. 
The under 17 , 18  would start in April and under 21 would continue in April.

The Santosh trophy camp for the May nationals would start in april while the 
under 17 and under 18 camps would wind up in May.

The second division National football league will be action in Feb and the 
under 19 NFL continuing in Feb.

The second division would continue in the month of March and april, while the 
under 21 nationals would he held in April and again the Santosh trophy in 
may2006.

Thus for the season will have two santosh trophy nationals. Last year 2004-
2005 season  the national Santosh trophy championship could not be held.

MeanwhileThe rules regarding players on loan have under gone a change with 
AIFF coming up with a set of procedures for registration of players on loan.

A club can loan a maximum of three players during a season
Also a club can take a maximum of four players on loan during the season - two 
from within the state and two outside the state.
Players cannot be given on loan after 28th Feb
The loan period cannot expire before the end of the season.
A player cannot be taken on loan from a club in a higher division to a club in 
a lower division.

A player taken on loan cannot be transferred to a third club without the 
permission of the original club and of the player.
In the case of a loan between clubs of two states an inter state registration 
transfer certificate is to be issued , both when loaning the player and when 
taking back the player.

Also the reacquisition of amateur status has been specified by all India 
football federation. A nonon amateur player cannot acquire an amateur status 
before a period of 90 days from the day he competed in his last match with the 
club.

PANAJI, JUNE 14, 2005: The NCP high command has decided not to participate in 
the Congress-led government in Goa and will instead support it from outside.

The decision has upset its state chief Dr Wilfred D'Souza who is 
Deputy Chief Minister in the Pratapsinh Rane cabinet and also holds the plum 
Tourism and Environment portfolios. 
 
D'Souza, who will have to give up his plum portfolios, feigned 
ignorance about the NCP move.We don't know the decision of the high command, 
his aide said. 

The Deputy Chief Minister last week threatened to withdraw NCP 
support to the Rane government after his party colleague Mickey Pacheco failed 
to win a ministerial berth. 

Aware that the Rane government survives on a slim majority, 
D'Souza began to sound out the BJP on forming an alternative government. 

This prompted the NCP to rush two observers from Delhi to pacify 
D'Souza and declare that the party would not pull out of the government. But 
D'Souza may yet spring a surprise now that he is without a portfolio. 

The NCP decision to provide only outside support comes when Rane 
had reportedly assured Pacheco he would be made sports minister after awarding 
only two portfolios among his 10-member team. Rane discussed Pacheco's 
induction with legislature party members and his cabinet colleagues before 
conveying the decision to the high command. Today's NCP decision took even the 
Goa Congress leadership by surprise.

[Goanet]Re: Can Goanet become more of a think tank?

It all depends what you, its members, want to make of it. Goanet is an
umbrella, and there's a lot of space under that umbrella (regardless what
some of our critics keep complaining about).

Some interesting initiatives have come about from Goanet (Internet node in
Goa, computers project, annual reunions, inspiring of many other Goa-related
mailing list, building up a whole new set of voices from Goa and the
diaspora, getting people together etc). Now, it's up to everyone to take the
idea forward.

In many cases, we may not even be aware of the role of Goanet, because a lot
of communication goes on off-list, following-up on posts that originated on
networks like these.

As far as the think-tank plan goes, it is an interesting one. My personal
view -- not Goanet Admin's -- is that a network like this could help
crystalise the plan for a think-tank (many think tanks, in fact, why just
one?) I'm not very sure a cyber entity can play the role of actually
forming one. Or is best placed to attempt this.

The acute lack of forward-thinking in Goa is a very strong reality. Local
newspapers, it is my perennial regret (including when I was directly
associated with them) fail to devote space and resources to build up
suitable ideas for the future. They either think they are Goa editions of
national papers (with the focus on the rest of India), or are sometimes
caught up in their own rivalries and sensational approaches, that they
aren't doing a job they should be.

A few people whom one has exchanged notes with do agree that Goa could
benefit from having its own think tanks. We also need research
organisations, that will put issues affecting the state and her people
squarely on the agenda. (Again, the press is hardly playing its role
here.)

Resources seem to be available. So is the talent. What's missing is the
magic to bring everything together. Maybe someone reading this will have the
vision and etermination more than the rest of us, to make something happen!

Its good to get a goanet perspective (personal) on the suggestion. Some
preliminary reactions to keep the discussion going:

1. I view goanet as a platform for the expression of a variety of views.
Note that a platform does not preclude the idea of a shelter such as an
umbrella. It also inherently conveys the important idea of a great deal of
space being available.

2. Its  interesting to hear about some of the initiatives that have got
their impetus from goanet. So goanet does seem to have some impact. What we
need is more evidence like the computer project, internet nodes etc that
things which were talked about on goanet became a reality some months or
even years down the line.

3. Yes, there does seem to be a secondary forum of personal postings
besides the ones which appear on goanet proper. I personally do not
encourage this mainly because of space and time constraints. But it is still
necessary to somehow gauge the impact of goanet (more on this below).

4. I agree that goanet may not be able to actually establish a think tank
and maybe there should  even be several of them rather than just one. What I
was suggesting is that it function practically like one in some essential
respects e.g. by providing far sighted views (not exclusively but to a
significant extent). In this way it can crystalise or catalyse the plan
for full fledged think tanks in the real world.

5. I also feel that there is a real gap out there about Goa-related thought
and plans. But my response to the lament expressed above is this: How many
media people do you know who feel checking out what is on goanet is vital to
their work in terms of giving them an edge about future developments? Has
goanet succeeded in establishing working links with media (or even PR)
people locally and nationally? If so then we have the basis at goanet for
making an impact via  the required force multiplier effect.

6. I do appreciate that strenuous efforts are being continuously made at
goanet to track and share higher quality information for the benefit of goan
etters in general. Our response to these postings could perhaps be a little
more vigorous in terms of reactions (besides the polite ones). Somehow it
seems people feel that they cant comment unless they are experts thus
missing out on an opportunity to learn or shape a line of policy. As we
all know, many a time the silly question  can even be educative [like the
boy who enquired about the emperor's (lack of) clothes]!

7. So the bottom line is: make the think tank idea more of a reality on
goanet by thoughtfully sharing your views on information about (or
applicable to) Goa! Let's try and shape conventional wisdom and maybe even
policy plans.

Given the diversity that exists in terms of tourist destinations in India
and corresponding policy requirements, it is optimal that the representative
governments of the area effectively enforce planning, regulation and
monitoring of tourism projects. 'It is well recognised that Gats will
intrude into these democratic spaces, as commitments made by the commerce
ministry will apply to all regional and local government authorities,' says
K T Suresh of Equations. Take the case of the recently passed Kerala Tourism
(Conservation and Preservation of Areas) Act, 2005. The Act allows the
Kerala government to declare any area in the state as a tourism zone and
empowers a committee to regulate activities inside such zones. Equations
says such legislation, that recognise the need for sustainable planning and
decentralised policy, will run afoul of Gats.

In January 2004, India signalled its intention to have no quantitative
limitations on foreign enterprises in the hotels and tour operator category.
Says Equations, this means that the national and, more importantly, regional
and local governments will not be able to restrict the activities of foreign
tourism providers in ecologically fragile tourism areas. 'Added to a freeze
on sustainable policy, this hits at the heart of democratic decision making,
' says Mr Suresh.

Civil society's fears are not unfounded. Regional and local governments
continue to be unaware of the deals that the commerce ministry is concluding
in Geneva. Ten years is long enough to start serious introspection on Gats
and it remains to be seen if some of these concerns are squarely addressed.

I would advise him to visit Mr. Jose or Joseph de Melo in Povoasanv, Moira.
He is knowlegable and he would indicate other right persons  from Moira, to
find other persons helpful in his case. Also Dr. Teotonio de Souza could be
contacted in Lisbon, Portugal through e-mail. Probably Mr. Jose de Melo will
have Dr. Teotonio' e-mail. These are the contact persons and little
information I can give. However I cannot travel  as I am sick and on the
staff at St. Andrew's Church, Vasco da gama, Goa.

resign your deputy Ch Ministership, take a back seat and relax,whilst 
keeping up support for the Rane Govt. A Ch. Minister must be allowed to use 
his prerogative unconditionally, in selecting the members of his/her 
cabinet; it should have been as simple as that. But you have to go and 
interfere and blackmail too!Thus further polluting the body politic. Please 
set the 'good example' and put no more shame and embarrasment on your 
cousins etc in Hong Kong, Australia, Portugal and elsewhere. Be a 'Good Man'

Dear Dr Wile Willy,

Do you really want to go down as a rogue in Goa's political history? Do you 
really think it's worth all that fuss playing Minnie Mouse in this unholy 
Walt Disney disaster? Frankly, Dr Willy, why don't you simply fold your 
cape, bow out in grace and accept that you're no longer the Super Man Goa 
once pitched her might with. Super heroes have expiry dates. We don't read 
them anymore. We have outgrown the stunts. We simply cease to care. In 
short, is retirement such a bad word? Is it such an aberration to be 
sidelined and left to nurse your glory days in contentment, rather than 
have us watch you huff into television microphones trying desperately to 
catch the attention of a waning public who have had enough of Goa's 
political antics and are not amused anymore?


Time and again Goa has been taken for a ride because no politician worth 
his two sandals cares about the future of this State. No political party 
comes to power with an agenda for Goa.
The blood hounds are watching. They are smacking their lips. They are 
waiting for their pound of  flesh to heal their
wounded pride. A good Catholic preaches forgiveness. We are not asking you 
to forget. We are asking you to unite to fight for the betterment of Goa. 
Let us not fall like pawns into the booby traps laid cunningly on our path. 
Educated Goans want to stay back and work for Goa. Unite these hands into a 
singular force and go down in history as a man who dared. You don't want 
them smirking that you're going senile with your idiosyncrasies, do you?


In the best interest of Goa, set us a new example.
