Eight months later, many people are wondering just what happened to this high-profile initiative. The mid-term appraisal of the ongoing Tenth Plan did, indeed, say several things that the government ought to be saying. But these assessments are far from translating into a concrete set of proposals for policy and administrative change. Any hopes that the UPA government may have kindled on the infrastructure front are fast receding. This is all the more frustrating, given that most of the problems have a reasonable number of relatively non-controversial solutions. There is, unquestionably, a great deal of resistance to and, therefore, difficulty in pushing through radical organisational change. But then, Messrs. Ahluwalia, Chidambaram, and Singh are no strangers to radical reform in the face of a crisis; the infrastructure constraints that the economy is working within are rapidly approaching crisis proportions. While the running aground of power sector reforms tends to dominate the limelight, basic organisational and co-ordination problems hinder progress in other sectors as well. Transport is an important case in point. Whether at the level of transport systems within a city or from a national perspective, the way in which the sector is run suffers from some obvious problems, which significantly reduce the overall productivity of the system. Take the metro rail system in Delhi, for instance. A sophisticated, hi-tech system is being rolled out more or less on schedule and is attracting more and more users. However, its overall benefit to the city, which is the justification for the local government committing such large amounts of money to it, depends on how effectively other modes of transport adjust to the fixed network it has established. While some bus routes are apparently being changed to ferry commuters to metro stations, the stark reality is that the Delhi Metro Rail Corporation and the Delhi Transport Corporation (which operates many of the buses plying on Delhi roads) continue to operate as independent entities. An integrated transport authority, whose objective is to maximise the efficiency of the system as a whole, would have been a valuable institutional innovation as the metro was being set up. Unfortunately, the idea never gained any momentum. **At the national level, we have three ministries-railways, surface transport, and civil aviation-each pursuing its agenda with an apparent lack of concern for what the others are doing.** If the issue is a high-speed rail freight corridor along the golden quadrilateral? How does this impact on the economics of the national highway programme along the same quadrilateral? And if the proposal is free entry for low-cost airlines, how does this affect the railways' calculations on revenues from upper-class services, which are a cash cow for them? Likewise, your bunching of groups into two political categories, viz, liberals and conservatives is overly simplistic. There are many of us who would like to see social security, welfare, medicaid and other excuses for excessive government spending abolished. We would like to see unfettered free trade and an end of immigration quotas to allow the import of unlimited labor from abroad to allow industry to reduce its labor costs and to use the best the world has to offer. Coversely, we do not want a big, intrusive government imposing its moral values on us or telling us how to behave or think. While the conservative crowd has generally been pro business (although this is not a hard and fast rule, specially wrt open immigration), it has an increasing component of the intolerant religious right. In a full-page 'big story' by Swati Ali (Indian Express, June 7, 2005, Mumbai edition Page 2), the writer profiles how victims of heart attacks coped with the situation. And fought back. One of those mentioned from Mumbai is a lady with a rather Goan-sounding name -- Peggy Fernandes, 73. Okay, she could be Mangalorean or East Indian. Says the write-up about the homemaker: Fernandes said she's already forgotten when she had her heart attack. 'I think it was sometime in 2001,' she said, thoughful. No, there's nothing wrong with her memory. 'It's just that it did not affect me that much,' she said. 'Life continues.' The article adds: Stress was the bugbear, Fernandes pointed out. She would travel every day from her home in Ambernath to Chhatrapati Shivaji Terminus, a journey of 80 minutes each way, to her work as a clerk in the LIC office. Since she could not afford a taxi, she then walked 20 minutes from the station to the office and back. All this after getting up at 5 am and cooking for the entire joint family. With the changes in lifestyle, growing affluence (for some) and increasing stress, I guess the Goan community too must be facing growing heart concerns. The project is headed by Chennai-based Dr. Roger E. Hedlund. The dictionary is a major international ecumenical venture with scholarly contributions by Catholic, Orthodox, Protestant, Pentecostal churches and independent scholars with expertise in various disciplines. Project director and chief editor of the 1000-page dictionary Dr. Hedlund said it is an instrument to support, preserve, and enhance Christianity's integral role in nation building and socio-economic development throughout the region. Rising religious extremism has led to an alarming disregard of the historical impact of Christianity on the history and culture of South Asia. Human rights are violated, and the historic presence and contributions of Christians are deliberately ignored. Against this trend, the dictionary will present a witness and defense of the gospel. To be published in 2006, the dictionary is expected to provide a basic reference tool for Christian laity, students, scholars, historians, researchers, church leaders, pastors and missionaries. The research project is guided by a panel of international consultants, heads of churches, and an editorial board consisting of seven South Asian scholars. Regional and country editors as well as leading scholars from the region are already working to compile the dictionary. The project team is organizing a series of writers' workshops in different parts of South Asia to prepare the dictionary. Dr. Hedlund said the dictionary is aimed at contributing towards the growth and preservation of the Christian Faith in South Asia at a time of tension in the region springing from militant religious fundamentalism. Persecution is on the rise. Hindu nationalism in India, Buddhist resurgence in Sri Lanka, and Islamic fundamentalism in Pakistan are on the increase, he said. During this time of strident religious rhetoric and growing religious nationalism in South Asia, Dr Hedlund this project is critical to the quest for a clear and confident Christian identity and witness in South Asia. The Hindu reported on its issue of June 11, 2005 (Mangalore edition, Page 3) about the drastic fall in the availability of groundwater in Goa's neighbouring district of Belgaum. Says the report by Vijay Kumar Patil: Between 1991-92 and 2004-05, the water table across the (Belgaum) district declined by 5 to 300 metres, thanks to the over-exploitation of water for irrigating crops such as sugarcane. Belgaum has been suffering drought for the past four years. Borewells do not yield water even at a depth of 700 feet. In many areas, open wells yield water only at a depth of 26 metres, says the report. Even if they yield water, they go dry in summer. Why would anyone who has a choice pick just one place to call home? This is 2005, and the world is a much smaller place than it used to be. I love Goa, bought property there recently, and visit every year to bask in the warmth of friends and family - all when the weather is still bearable. Then we head for more pleasant climes for the rest of the year. As I scanned the packet to find out the date of packing of the milk contents in the packet, I was taken in for a rude shock to see the price, simply manipulated by the shop keeper. Even as I enquired with him the next day, he told me that he charged every body the same rate. I was astonished to see that people did not bother to check the rate on the packet and more stranger was the fact that those who knew did not bother to get it to the notice of the shop keeper, making the shop keeper think that he did a fare job. The question here is not about just one customer. It is high time we Goans come out and fight this injustice and teach such shop keepers a good lesson. It is hard earned money that we spend in this age of inflation. We should not let some prosper in the wrong way at the cost of the poor. Computer teachers block bridge PANJIM, JUNE 14 -- Two hundred and thirty one contract computer teachers courted arrest after blocking the new Patto bridge on Tuesday evening in protest against the governments attitude towards their grievances. They were released with a warning by the sub-divisional magistrate (SDM) and deputy collector Deepak Desai. The teachers under the banner of All Goa Computer Teachers Association (AGCTA) suddenly resorted to squatting on the road after a dissatisfied meeting with the Chief Minister Pratapsing Rane this evening. Speaking to Herald, Emma Cardozo, joint secretary of the AGCTA informed that the computer teachers had an appointment with the chief minister at the secretariat this evening to tell him their grievances. Cardozo informed that the CM told the teachers that whatever decision the governor had taken earlier will be adhered to. As mentioned by Cardozo, the CM told the teachers that the government will see that same teachers would be hired under the new contract. However, Cardozo stated that the AGCTA does not want teachers to be hired under the contract system. She said that the AGCTA wants regularisation of services as the teachers have faced many problems for the past nine years with the contract system. Following their brief interaction with the CM, the teachers blocked the new Patto bridge at around 5 in the evening as they were not happy with the response received from the CM. This caused much inconvenience to motorists and other commuters as traffic jams were witnessed on both the bridges. Police rushed in to control the agitation from going out of hand. As the police tried to cordon off the areas where the teachers had squatted on the bridge, two lady teachers were injured while PSI Pravin Pawar and one constable Vasudev Kesarkar also sustained injuries in the scuffle. The president of the Association Nilesh said both the Congress and BJP leaders had assured to regularise their services before the by-elections. It was not known why the teachers rushed to meet the chief minister when they had got a favourable response from the Education Minister Luizinho Faleiro. They were assured yesterday that in 3-4 days, a solution would be found. It is also suspected that the Association leaders were asked to resort to agitational approach by some political elements. Altogether 231 teachers courted arrest under section 151 of CrPC. Shouting slogans against the Congress government, the teachers were taken in seven vehicles to the police headquarters ground where the SDM Deepak Desai ordered their release. Altogether the Association has a membership of around 600 teachers. Around 200 teachers are working on contract basis for 6-7 years. The others were engaged by the private party hired by the Parrikar government three years ago for a period of two-and-a-half years. They were paid Rs 2500 per month by the BJP government, though it had verbally assured them to absorb them in service. Their contract expired in December 2004 and were given an extension of three months till March 2005. The Federation cup would be held between 20th Oct to 2nd Nov and the under 19 women national championship in Oct. The Santosh trophy camp will start in Nov .The Santosh trophy would he held in Nov and in Dec the under 14 camp will kick off. In Dec the third division national football league would be conducted. It all depends what you, its members, want to make of it. Goanet is an umbrella, and there's a lot of space under that umbrella (regardless what some of our critics keep complaining about). Some interesting initiatives have come about from Goanet (Internet node in Goa, computers project, annual reunions, inspiring of many other Goa-related mailing list, building up a whole new set of voices from Goa and the diaspora, getting people together etc). Now, it's up to everyone to take the idea forward. In many cases, we may not even be aware of the role of Goanet, because a lot of communication goes on off-list, following-up on posts that originated on networks like these. As far as the think-tank plan goes, it is an interesting one. My personal view -- not Goanet Admin's -- is that a network like this could help crystalise the plan for a think-tank (many think tanks, in fact, why just one?) I'm not very sure a cyber entity can play the role of actually forming one. Or is best placed to attempt this. The acute lack of forward-thinking in Goa is a very strong reality. Local newspapers, it is my perennial regret (including when I was directly associated with them) fail to devote space and resources to build up suitable ideas for the future. They either think they are Goa editions of national papers (with the focus on the rest of India), or are sometimes caught up in their own rivalries and sensational approaches, that they aren't doing a job they should be. A few people whom one has exchanged notes with do agree that Goa could benefit from having its own think tanks. We also need research organisations, that will put issues affecting the state and her people squarely on the agenda. (Again, the press is hardly playing its role here.) Resources seem to be available. So is the talent. What's missing is the magic to bring everything together. Maybe someone reading this will have the vision and etermination more than the rest of us, to make something happen! FN Its good to get a goanet perspective (personal) on the suggestion. Some preliminary reactions to keep the discussion going: 1. I view goanet as a platform for the expression of a variety of views. Note that a platform does not preclude the idea of a shelter such as an umbrella. It also inherently conveys the important idea of a great deal of space being available. 2. Its interesting to hear about some of the initiatives that have got their impetus from goanet. So goanet does seem to have some impact. What we need is more evidence like the computer project, internet nodes etc that things which were talked about on goanet became a reality some months or even years down the line. 3. Yes, there does seem to be a secondary forum of personal postings besides the ones which appear on goanet proper. I personally do not encourage this mainly because of space and time constraints. But it is still necessary to somehow gauge the impact of goanet (more on this below). 4. I agree that goanet may not be able to actually establish a think tank and maybe there should even be several of them rather than just one. What I was suggesting is that it function practically like one in some essential respects e.g. by providing far sighted views (not exclusively but to a significant extent). In this way it can crystalise or catalyse the plan for full fledged think tanks in the real world. 5. I also feel that there is a real gap out there about Goa-related thought and plans. But my response to the lament expressed above is this: How many media people do you know who feel checking out what is on goanet is vital to their work in terms of giving them an edge about future developments? Has goanet succeeded in establishing working links with media (or even PR) people locally and nationally? If so then we have the basis at goanet for making an impact via the required force multiplier effect. 6. I do appreciate that strenuous efforts are being continuously made at goanet to track and share higher quality information for the benefit of goan etters in general. Our response to these postings could perhaps be a little more vigorous in terms of reactions (besides the polite ones). Somehow it seems people feel that they cant comment unless they are experts thus missing out on an opportunity to learn or shape a line of policy. As we all know, many a time the silly question can even be educative [like the boy who enquired about the emperor's (lack of) clothes]! 7. 'It is well recognised that Gats will intrude into these democratic spaces, as commitments made by the commerce ministry will apply to all regional and local government authorities,' says K T Suresh of Equations. Take the case of the recently passed Kerala Tourism (Conservation and Preservation of Areas) Act, 2005. The Act allows the Kerala government to declare any area in the state as a tourism zone and empowers a committee to regulate activities inside such zones. Equations says such legislation, that recognise the need for sustainable planning and decentralised policy, will run afoul of Gats. In January 2004, India signalled its intention to have no quantitative limitations on foreign enterprises in the hotels and tour operator category. Says Equations, this means that the national and, more importantly, regional and local governments will not be able to restrict the activities of foreign tourism providers in ecologically fragile tourism areas. 'Added to a freeze on sustainable policy, this hits at the heart of democratic decision making, ' says Mr Suresh. Civil society's fears are not unfounded. Regional and local governments continue to be unaware of the deals that the commerce ministry is concluding in Geneva. Ten years is long enough to start serious introspection on Gats and it remains to be seen if some of these concerns are squarely addressed.
