IN THE MIRROR OF THE 'SIXTIES: GOA AS DEPICTED IN THREE FILMS

TIME WAS when technology was costly, difficult to access, and
mainly in the hands of big players. Just one generation back, it
was the government which had a near-monopoly over film-making,
something which the digital camera has put in the hands of the
millions today. In this background, finding three decades-old
films from the Government of India's monolith Films Divisions
was quite a discovery in itself.

For a princely Rs 104, the Films Division today sells three of
its documentary films -- on a single CD.

These were created in the ideologically-charged times of the
'sixties and thereafter. It was a crucial time. A time when Goa
was not getting used to moving out of the Portuguese colonial
era. When different segments of the population were jostling for
a greater share of the small region's resources, and finding the
ideological justifications for the same. One old elite was being
ousted, and a new one set in its place.

  -- packages the three Goa-related films. These were,
  in fact, out on sale at the 2004 International Film
  Festival of India held at Goa, and its damp-squib film
  bazaar, which was out of bounds for all but IFFI
  festival pass-holders.

This inexpensively priced product is indeed a treasure trove in
the cultural wealth of a small community. One which otherwise
hardly has sufficient media products that help it understand
itself. Or, if they are there, the books and films and cassettes
and VCDs of this small region are so scattered around -- across
space, language and time -- that they often get inaccessible.

Films Division has three films here: 'Heritage of Goa', 'Goa,
Yesterday and Today' and 'On To Goa'. Given the timeless nature
of the Indian civilization, a trend sometimes continued with
unintended consequences, the dates when these films were
produced isn't quite clear. But all obviously came between the
1960s and the early 1980s, though there's scope to be corrected
on this.

First things first: these films contain a lot of propaganda.

Four decades back, the times were rather different. Portugal had
just been ejected after 451 years of uninterrupted colonial rule
in Goa. Unlike the British and French, their parting from South
Asia was shrouded in considerable bitterness and controversy. It
was the height of the Cold War. Supporting European colonialism
was out of question at that point of time. But one only needs to
read the front pages of the 'New York Times' to appreciate the
manner in which the West put India on the defensive over her
military action in Goa.

Clearly, these films struggle to shrug off the 'Goa Portuguesa'
image built up over the centuries. In its place, they go about
building (what anthropologist Caroline Ifeka calls) the 'Goa
Indica' image. Goa Goana, if one could call it that, doesn't
seem to matter much. In hind-sight, we can look back and laugh
at all the propaganda and image building that comes across. But,
for viewers watching these films in the 'sixties or 'seventies,
things were obviously very different.

  Take these images: Ashok lions and the chakra on
  pillar.  Goa's beaches (subsequently, Goa's tourism
  'success' became a self-fulfilling prophecy, but then
  it was just in the stage of being repeatedly talked
  about).  Canoes moving past placid rivers. Cashew-tree
  clad hillsides. Forests. The Dudhsagar waterfalls. 
  This is one of the few centuries old monuments to
  survive, even in areas where the Portuguese didn't
  rule and ravage. Hero-stones and deities carved in
  stone. These are the visuals of 'The Heritage of Goa'.

Temple deities. Palkhi festivals. Women praying with a fidgity
kid in arms. Temples. Images of the Goa that was in the
'sixties, with lot of trees, few roads and an even fewer
vehicles.

A little after half-way, the focus shifts to Christianity. It
reminds one of anthropologists Robert S Newman's critique of Goa
being depicted as a series of religious communities, somehow
separate and unconnected with each other. So, there are
paintings in churches, altars, the Virgin Mary and other
statues. Jesus on the Cross, and more. These were times which
still had a very

‘Illegal’ liquor unit busted at Bandoli
-
In a major raid, Quepem police on Wednesday busted a liquor unit,
which was illegally being operated at Bandoli in Dabal-Sanvordem.
Five persons have been arrested in this connection, with the value
of the seized alcohol and liquor filling equipment valued at about
Rs 5 lakh, informed Quepem PI Siddhant Shirodkar.

According to reports, Quepem police, during its routine check on
vehicles in the morning, stopped a vehicle (GA-01-W-5182) carrying
liquor and some alcohol, driven by one Patrick Regino Dias of Paroda.
The other occupant in the vehicle was the salesman, Antonio Diogo
Fernandes, also from Paroda.

When the driver and salesman failed to furnish the vehicle documents,
police asked the occupants to furnish excise documents for
transporting the liquor and alcohol, or any bills to the effect.
When they could not furnish these documents as well, police
arrested both persons under suspicion (Section 41 CrPC).
They were arrested and taken to Quepem police station,
where they informed police that they were employed by
Paroda Sarpanch Gabriel Fernandes, who is a distributor
for liquor and alcohol.

Police then summoned the sarpanch, who informed police
that he works for one P J Joseph, a native of Kerala and
presently residing at Deao-Quepem.

Police went to Deao-Quepem and later arrested Joseph
along with his assistant, Rohit Joseph Paul. Police also
attached three vehicles ­ a Fort Escort, Maruti van and a
Maruti 800 ­ as Joseph failed to provide documents of the
three vehicles. Besides, police also seized five barrels
of alcohol at his residence.

Joseph then confessed to police that he has been illegally
manufacturing liquor in his property, measuring 50,000 sq metres,
at Bandoli in Dabal-Sanvordem.

Police went to the property and found an underground room,
which housed empty bottles, cartons and bottle caps of
branded liquor. Police also seized 620 litres of alcohol from
the premises, besides seizing a Matador tempo.

In a related move, Curchorem police arrested one Mathew Regino
Fernandes (60), who allegedly confessed that he was also
employed by the Paroda sarpanch in the illegal filling of liquor.

Quepem DySP Tony Fernandes was also present along with
Quepem police during the raid. According to sources, excise officials
were planning to raid the premises on Monday and had even sent
a guard to Bandoli to identify the location of the illegal bottling plant.

All the five accused will be produced before the Quepem JMFC
for remand, as investigations in the case are in progress.

Port authorities give proposal on free transportation of public vehicles
--
The Captain of Ports has given a detail proposal to the state
government regarding free transport of public vehicles in the
ferryboats plying between various points, around the state.
The ferry transport has already been made free for the passengers.

Capt A P Mascarenhas of the Captain of Ports, today told the
pressmen that the state government had decided to probe into
such possibility and called for a detailed report about the same.
All the necessary information has been provided in our proposal,
he added.

Mr Mascarenhas also informed that for the year 2004-2005,
a revenue amounting to Rs 1.40 crore was generated through the
state ferry service, while the operative cost for the ferryboats was
Rs 9.54 crore, during the same year.

Presently there are 40 public transport ferryboats operational in the
state on 21 river routes, the major routes being Ribandar-Chorao,
Old Goa- Divar, St Pedro-Divar, Tonca-Sarmanas, Rasai-Durbhat,
Rai-Shiroda, Volvoi-Maina/ Surla and Madkai-Cortalim, the last
being the longest route. There are also 8 to 9 ferry routes which
are privatised.

Speaking further, Mr Mascarenhas said that the government is
also planning to introduce ferries with faster speed, on all 21 river
routes. The present single engine ferryboats will be replaced with
the twin-engine ferries, for which various firms have been asked to
give the estimates, he mentioned.The same would be put up for
approval before the government, he pointed out.

It was also informed that no untoward incident had taken place
during last year, on the ferry routes.

Replying to a question regarding washing away of the tar balls
on the Goan shores, Mr Mascarenhas said that it is a normal
phenomenon and was witnessed on the Siridao and Miramar
beaches, in the past. However, this time around the quantity
of tar balls has increased, he added.

The label - East Indian is used in the U.S. and probably in Canada by
Asian Indians from the Carribbean Islands- ostensibly as they were
brought to work as bonded laborers by the British company - the
East Indian Trading Company.I do not know what they call themselves
in the Carribbean

And whilst some of them may be East Indians, they do not know what
their ethnicity is as they cannot trace the areas they came from in
India. Even those with last names as Singh -  call themselves East
Indians. 


I have never heard of East Indian being used as a  racial slur in the
U.S.;however, I have heard of other racial slurs being used   by
white racists, including the extreme-  brown niggers. The common
derogatory term is Indy even used by blacks and hispanics- a
glaring example of reverse prejudice.

The word - Paki originated in Britain after Asian Indians from
India, East Africa  and other British colonies flocked to Britain
in the early sixties. As others tried their luck in Canada, the
term  was imported   by white racists there.

The White Anglo-Saxon protestants (Wasps) meted out various labels to
other minorities including  Chinese (Chinkies)and Jews (Hymies).
Even white catholics were not spared . Italians were called
guineas. I believe, they also had a label for the Irish.

In East Africa, we were called muhindis - the Swahili word for 
Asian Indians. But the way the local blacks applied it , made it very
derogatory- all the more when they would tell you to return to India
-where you belong and where you came from..

But when a white american told me a few years after I entered the
country- to go back to India-, I probably surprised him when I told
him that-then-  he should return to Europe. He asked me what I meant,
as he added that he was from this country; and I replied- only an
American Indian can ask me to go back to where I came from . As could
be expected - his reply - bs.

Racial slurs will continue to be used taking- new forms and
terminology in various parts of the country- as the new immigrants
continue with their string of successes.  Jealousy and ignorance
invariably takes its toll.

[Goanet]MOPA PROJECT (NT VERSION)

On the Mopa airport, Mr Rane informed that the 800 sq. km land is being
acquired at the Mopa plateau in Pernem taluka and technical feasibility
report has been prepared by the Airport de Paris. He said the government
would invite bids from reputed firms for the proposed
international airport by December. Mr Rane said the airport would be built
with public-private participation
and would be given on BOOT basis. Though he said the estimates are yet to be
prepared, the estimated cost on the construction would be around Rs 1000
crore.

This seems a more credible report than the one presented by HERALD. Some key
differences:

1. 800 'sqkm' is much larger than 800 'acres'. So which is it actually?
Acres or sqkms?

2. Mopa is specifically designated as an international airport. Then what
happens to Dabolim since two international airports cannot exist within 150
km of each other (being amended to 75 km)? Will civilian flights at Dabolim
have to close down? Why is this issue never discussed?  It would be a huge
mistake for low cost aviation in Goa if civilian flights at Dabolim has to
be shut down.

3. The CM is said here to have already opted for a public-private
partnership and the investment involved is tentatively put at Rs 1000
crores. This is consistent with greenfield airport policy and with the 800
sqkm size but three times higher than the Kochi airport project which was
smaller area wise but also public-private in its investment pattern. The
state's (Goa's) share would work out to about Rs 130 crores. Instead of the
Navy we would have a private party calling the shots at Mopa. Is this what
Goa really wants?

4. There is no mention (as in the HERALD report) about the duration of the
project. Will it take 10 years as INDIAN EXPRESS said on May 27?  According
to a TV news footage, Rane is heard talking about [only!] 3 years.

Margao, Aug 4: A 53-year-old armed and masked man was arrested today 
for attempting to rob a city bank in a broad daylight. However, alert 
bank employees foiled his attempt.
Margao police sources informed that one Santimano Robert Moraes, a 
Cuncolim resident, entered the Margao branch of the State Bank of 
Mysore today afternoon. He was wearing a mask and carrying a .22 
caliber pistol.
The masked man fired two rounds in an attempt to terrorise the bank 
employees so as to rob the bank, and damaged bank property. Mirror of a 
cabin of the bank was damaged in firing. There was no watchman in the 
bank, the sources said.
The armed bank robber attacked bank employees and injured the bank 
manager, Mr Herald Sequeira and the cashier, Mr Andrew Agnelo Mendes. 
The cashier has been admitted to the Goa Medical College, Bambolim with 
injuries on his face, while the bank manager was inflicted with leg 
injuries, the sources informed.
However, the bank robber was overpowered by the bank employees and 
handed him over to the Margao police. The police said that Moraes is 
being interrogated to get the real reason of the robbery bid.

RESPONSE: I do not think this forum is for people (crab mentality) to 
destroy another Goan or Indian. To destroy Dinesh and to compare him to 
a Goan politician is absolutely nonsense, and speaks volumes of 
yourself. Dinesh has not made his money thru corruption. Though I may 
not agree with all of Dinesh viewpoints, I still respect him as a 
person. Remember, a weak debater makes personal attacks against his 
opponent rather than debate the issues.

You don't get to Dinesh D'Souza's level in America by
looking for affirmative action, or doing what Goan
politicians are alleged to do to make their millions. 


I have no idea whether Dinesh D'Souza has made
millions, but he probably has.  This is hardly unusual
for immigrants in this country, especially Indians,
who rank No. 1 by family income in America among all
ethnic groups.  Even one of our prominent lefty
Goanetters from America, who shall remain nameless,
drives a Mercedes Benz, and is probably a millionaire.

However, I am amazed by the persistent efforts by some
non-American Goans, who are obviously unfamiliar with
American institutions, to denigrate a fellow Goan and
cast aspersions on his achievements, which have earned
him a place at the highest levels of American
intelligentsia.  In the meantime these same people
have not mentioned even one specific issue where they
disagree with Dinesh, which reasonable people can
debate or agree to disagree.

In America, superlative achievements are almost always
rewarded by financial success.  Dinesh D'Souza works
at one of the most prestigious think tanks in the US,
the Hoover Institute, which is part of one of the top
universities in the world, Stanford.  He has written
many highly acclaimed and successful books and
articles and is in demand as a speaker paid well over
$10,000 per speech.

Those who want to achieve what Dinesh has achieved,
don't do what Goan politicians are alleged to do,
don't go to some socialist Utopia where everyone is
encouraged to be satisfied with the least common
denominator.  Come to America and try to do what
Dinesh has actually done.  Even if you don't come
close to his achievements, I guaranty you will do
pretty well by any standards.

One of the netters suggested that there's always
someone on the net to bring another fellow Goan down.
If this is a reference to me, let me point out that I
had posed a query. I just wanted to know if Dinesh is
a Goan, and that's all. As I said, I was wrongly
informed. Just for curiousity (as it does not matter
to the core issue), if Dinesh's mom is 'east Indian.'
The lady who informed me was of east Indian origin.
My point is why would she me this wrong information.
Second, as vivian too has noted that some of us may be
suffering from 'crab mentality'. This is not the issue
here. 
As Mario says, it should have opened a debate on
dinesh's politics and his writings. If i remember
correctly, dinesh shunned away from a debate called by
Black scholars after his book on race appeared.
I would enjoy such a debate and would take part in it
vigorously. However, I don't remember much from the
two books I read (I didn;t read his book on America).
Besides, most of my notes are in Canada and I am in
the middle east.
But I was fear that it could take the turn such as
Mario vs Cornel we saw recently on the list. Frankly,
i didn't follow it. I haven't given much time to
reading all posts on goanet since i have been in the
middle east, unlike i used to when i was in canada.
I see too many anti-american books at bookstores.
Reading Fareed Zakaria provides the other side of the
argument, one that people like dinesh hang on to.
In conclusion, let me say i have no intention of
bringing dinesh down. Indeed I am happy for him for
his success. But ideological I can't be happy on his
projection and promotion of the Conservative agenda.

[Goanet]Of Shrimp, and a Lobster 'Tale' .

Apologies in place for the post - it was meant for
family.  In the late 60's, we dissected lobster tops
in college, the extra lab fee for each of them was
half a rupee. I took home a bag of intact tails, only
to hear my mother announce they were not kosher enough
for her kitchen ! Our live in help was Poona
Christian, the person who cleaned was Bombay Hindu -
both women partied that evening. Five years later, i
discovered that lobster was the most expensive way to
dine in America - it still is ! eric.

The ministry of tourism is pushing for visa-on-arrival facility to
around 16 countries, a senior government official said. Initially, the
visa facility can be issued at only two international airports, Delhi
and Mumbai, on an experimental basis. The ministry is also preparing a
note to the committee of secretaries on the matter.

Visa-on-arrival has already been delayed. It had to happen but got
delayed due to red tapes, the official added. The 16 countries
proposed as part of this initiative are France, Germany, New Zealand,
Japan, South Korea, Belgium, Sweden, Finland, Vitenam, Chile, Mexico,
Argentina, Brazil, Spain, Luxembourg and the Netherlands.

The ministry has already waited for over two months now for the
security clearances from the ministry of home affairs but feels the
need to push forth the matter. Further, while it has already received
an in-principle nod from the ministry of external affairs, an official
nod is awaited.

Industry experts have time and again rubbished the security concerns
cited by the home ministry. They give the examples of Sri Lanka and
the Philippines, which have opened visa-on-arrival facility despite
severe internal law and order problems. In case of the Philippines,
visa-on-arrival facility has been extended to around 65 countries.

The tourism ministry officials cite the group of ministers on tourism,
headed by human resources development minister Arjun Singh, which has
strongly recommended visa-on-arrival facilities to encourage tourist
inflow.

The official adds that the initiative can be put forth on an
experimental basis and can be withdrawn in future, if and when found
unfeasible. Moreover, the ministry is considering granting the
facility initially to the destinations considered safe.

He added that in some countries like France, Japan, Australia and
Germany, the embassy staff were apparently found to be unable to cope
up with the tourist visa requirements and the tourist population.

Also, in some places people found it difficult to go to their
respective country capitals for visas. As per the official estimates,
the tourist inflow in calendar year 2004 was 3.37 million.

It is likely to touch 5 million in 2005 in the wake of the 16.9 per
cent growth on year in the January-July period this year.

The ministry feels that the inflow can easily cross 6 million if the
visa-on-arrival facility is implemented.

The facility is considered to be need of the hour for Indian tourism
now. Industry experts expect a minimum of 20 per cent immediate
increase in the tourist arrivals when the visa-on-arrival facility is
implemented.

The arrivals of foreign tourists will certainly increase because then
one need not wait to procure a visa to visit the country.

The accused in the State Bank of Mysore robbery at
Margao is presently cooling his heels behind bars when
this writer visited the Police Station.

The accused Mr Santimano Moraes hails from Bemclowaddo
Cuncolim (not related to prominent Moraes's from
Cuncolim). A gulf returnee he ran a bar at Fatorda but
the same turned out to be an unsuccessful venture he
later returned to Cuncolim and was dealing is
wholesale of fish which business also  turned
unsuccessful.  It is not clear whether gambling which
is otherwise a common sport in most villages under the
eagle eyes of the police could have been the cause of
his financial status.  But the motive now gaining
currency is his dues to retrieve a scooter given for
repairs according to the police FIR.

The charges slapped on him are attempt to murder 307
attempt to robbery 394 of IPC by the PI investigating
the same. Incidentally the investigating officer PI
Santosh Desai is a native of Cuncolim.

The only possibility of bail is if he is declared of
unsound mind and that depends on the pressures that
work.

The pistol used in the firing is now in possession of
the police and efforts to investigate its origin
licence could give good leads to the motive and the
other two involved in the crime, which could have
claimed innocent lives. It is not clear yet whether
the pistol is licenced. Today being the week end for
government officials the Collectorate South is still
examining the records when this writer made discreet
enquiries with the officials.

When this writer visited the Police Station this
evening he briefly saw the accused in a remorse state
as a sizeable crowd from his native village were
around the police station.

According to some Mr Moraes is a warm loving and
affectionate helpful person but the misfortune that
has struck him owing to his misdeamenours could have
led him to this unimaginable crime.

It is not strange to see that many successful Goans
working in the Gulf countries and as seafarers have
been unsuccessful back home and obviously it is
because the level of corruption institutionalised bv
our politicians who support a corrupt bureaucracy.  It
 is alcohol and gambling that is finally resorted to
and eventually the vicoius circle  of a Gulf returnee
and a seafared ends up to where he began from.

Estranged spouses and way ward children are the social
fallouts and this is more prominent among the Catholic
community in the Velhas Conquistas but has slowly but
surely taken the toll among the Hindu migrants as
well.

The lessons in this unsuccessful robbery attempt is
the reflection of this dilema facing several Goan NRIs

The Bank Manager and Cashier are recovering from their
ordeal so are the bnearly all female staff of the
Bank.  Officials from headquarters have come to get a
first hand information of the developments.

Meanwhile the Bank officials of other Banks are
gearing up to face such ordeals though actual action
will follow only after the jigsaw puzzle is clear.

Why convention centre

Chief Minister Pratapsing Rane keeps repeating the intention
of his government to build a Convention Centre in Dona Paula.
It would be interesting to know from Rane what the compulsions
are for such a large convention centre having a seating capacity
of 4000 people.

Has any study been conducted to justify the huge investment
that will be required to construct this convention centre? Where
exactly in Dona Paula will this centre be built?

The last time that a convention centre was mentioned was when
the previous Chief Minister, Manohar Parrikar was getting ready
to host the IFFI. At that time also, no justification was offered for
the construction of such a large centre, except to accommodate
all the delegates to the IFFI for the inaugural ceremony.

All that we are told is that none of the large Hotels in Goa has a
conference facility to accommodate more than 1000 people.
So what?

Does the Goa government propose to enter into a competition
with the hotels to create a bigger conference centre? How often
will this be used? What will it cost? What will be the maintenance
costs of such a Centre? What about the access to the centre?
what about the parking facilities? Has a blueprint been prepared?

The citizens of Goa are already greatly annoyed at the wasteful
expenditure on the IFFI by Manohar Parrikar. It seems that
Pratapsing Rane is following in the footsteps of his predecessor
in office.

I fully understand the term East Indian as applied
to people of Indian or often to those from the Indian
subcontinent in the US. Just as Paki used as a
racial slur by white supremacists or even
racially-prejudice Canadians meant all people
originating from the Indian subcontinent.
With explanatory articles and defensive arguments, the
term has faded away from the mainstream jargon and
now replaced by the rubric visible minority.
On Dinesh, one can argue his politics. He in on the
right and those on the left see him as a arrogant
immigrant who made good on his Ivy League education
and connection.
The Illustrated Weekly had a big story of him and a
big photo with Ronald Reagan. I felt he would go much
higher in the Republican administration of Bush.
Like any one, he has his supporters and distractors.
It's fine for Mario to praise him as a Goan who
achieved fame. But I would not support him just
because he's a Goan. I don't agree with many of his
statements and conclusions in the two books I read.
As for my earlier reference to dinesh and antara dev
sen, it was on the topic, The Wrong America.
Her letter to Dinesh:
I write to you not just as an Indian to an American,
but also as one who shares many of the memories that
run in your veins, the colur of the skin over that,
and the respect for a good life and democratic
freedoms that nestle somewhere in between. I write to
you specifically because everyday events frequently
remind me of the enormous role the United States of
America plays in the lives of distant mortals, and
because of your unquestion love for your chosen
country that is reflected in the title of your book
which has no question mark: What's so great about
America.
No, I don't hate America. I can't. nurtured by TS
Elliot, Ella Fitzgerald and Sylvia Path
But Allen Ginsberg howls in my head: America why are
your libraries full of tears?  millions killed for
flimy reasons 
She gives Vietnam, Guba, Afghanistan and many other
countries.. Then she says, No, I don't believe
America is evil. Partly becasue every wrong in my
McDonald-and-Coke deprived Indian childhoos was blamed
on the CIA and its agents, till I almost blamed them
for my homework.
She goes on to say, It's this Janus-faced America
that I wrote to you about... American maybe great, as
your book so affectionately explai9ns, but does it not
also need to be good?
She say ... this is the America I would rather see,
America as a just nation that lives the democratic
freedoms it preaches... And we remain indebted to an
America that is fast become invisible.
The last two lines, Shouldn''t your next book be
called 'What is fair about America' -- I won't use a
question mark either.

In his reply, dinesh begins, Reading your letter, I
feel a bit like the mosquitor at the nudist colony --
I'm not sure where to begin!
He says, Your main quarrel seems to be with American
foreign policy... Twice in the past centurey,
America's actions played a crucial role in saving
freedom -- first, from the threat of Nazi tyranny, and
then, from the threat of Soviet imperalism.
He says the the war against the evil empire was a
just war, and America's victory ikn that war has left
the world better and freer.
He goes on to explain America's role and tells her
that your most serious misunderstanding, in my view,
is that you neglect the fundamental principle of
American foreign policy, which upon reflection is a
deep moral principle. It is the principle of the
lesser eveil.
He says, What amazes me is that you, like so many
others, are content to bash America without any
apparent appreciation of the hard decisions that
leaders must make.
He admits, Sure, America has made its mistakes.
My point in quoting both (though I wish I could send
the whole piece which is dated August, 2004) is to
show that one can take issue with Dinesh on many
points. It's the familiar liberal vs conservative
fight we continue to see on a much heightened level
after the Iraq war, more so with the disclosure that
America went to war without the conclusive proof of
Iraq having WMD.
What we reap now in the form of London bombings, and
previous to that Madrid mayhem, is what American
foreign policy has brought about.

não gostasse destas observações; no Partido BJP, O. C. Mathew criticou a 
memória do poder colonial. Mas Dom Duarte passou adiante.

IN THE MIRROR OF THE 'SIXTIES: GOA AS DEPICTED IN THREE FILMS

TIME WAS when technology was costly, difficult to access, and
mainly in the hands of big players. Just one generation back, it
was the government which had a near-monopoly over film-making,
something which the digital camera has put in the hands of the
millions today. In this background, finding three decades-old
films from the Government of India's monolith Films Divisions
was quite a discovery in itself.

For a princely Rs 104, the Films Division today sells three of
its documentary films -- on a single CD.

These were created in the ideologically-charged times of the
'sixties and thereafter. It was a crucial time. A time when Goa
was not getting used to moving out of the Portuguese colonial
era. When different segments of the population were jostling for
a greater share of the small region's resources, and finding the
ideological justifications for the same. One old elite was being
ousted, and a new one set in its place.

  in fact, out on sale at the 2004 International Film
  Festival of India held at Goa, and its damp-squib film
  bazaar, which was out of bounds for all but IFFI
  festival pass-holders.

This inexpensively priced product is indeed a treasure trove in
the cultural wealth of a small community. One which otherwise
hardly has sufficient media products that help it understand
itself. Or, if they are there, the books and films and cassettes
and VCDs of this small region are so scattered around -- across
space, language and time -- that they often get inaccessible.

Films Division has three films here: 'Heritage of Goa', 'Goa,
Yesterday and Today' and 'On To Goa'. Given the timeless nature
of the Indian civilization, a trend sometimes continued with
unintended consequences, the dates when these films were
produced isn't quite clear. But all obviously came between the
1960s and the early 1980s, though there's scope to be corrected
on this.

First things first: these films contain a lot of propaganda.

Four decades back, the times were rather different. Portugal had
just been ejected after 451 years of uninterrupted colonial rule
in Goa. Unlike the British and French, their parting from South
Asia was shrouded in considerable bitterness and controversy. It
was the height of the Cold War. Supporting European colonialism
was out of question at that point of time. But one only needs to
read the front pages of the 'New York Times' to appreciate the
manner in which the West put India on the defensive over her
military action in Goa.

Clearly, these films struggle to shrug off the 'Goa Portuguesa'
image built up over the centuries. In its place, they go about
building (what anthropologist Caroline Ifeka calls) the 'Goa
Indica' image. Goa Goana, if one could call it that, doesn't
seem to matter much. In hind-sight, we can look back and laugh
at all the propaganda and image building that comes across. But,
for viewers watching these films in the 'sixties or 'seventies,
things were obviously very different.

  Take these images: Ashok lions and the chakra on
  pillar.  Goa's beaches (subsequently, Goa's tourism
  'success' became a self-fulfilling prophecy, but then
  it was just in the stage of being repeatedly talked
  about).  Canoes moving past placid rivers. Cashew-tree
  clad hillsides. Forests. The Dudhsagar waterfalls. 
  This is one of the few centuries old monuments to
  survive, even in areas where the Portuguese didn't
  rule and ravage. Hero-stones and deities carved in
  stone. These are the visuals of 'The Heritage of Goa'.

Temple deities. Palkhi festivals. Women praying with a fidgity
kid in arms. Temples. Images of the Goa that was in the
'sixties, with lot of trees, few roads and an even fewer
vehicles.

A little after half-way, the focus shifts to Christianity. It
reminds one of anthropologists Robert S Newman's critique of Goa
being depicted as a series of religious communities, somehow
separate and unconnected with each other. So, there are
paintings in churches, altars, the Virgin Mary and other
statues. Jesus on the Cross, and more. These were times which
still had a very Portuguese twang to it, at times before the
de-Lusitanisation of Goa set in, in a big way, thanks to a
peculiar form of political correctedness. 

There are pictures of Portuguese in the court of Moghul emperor
Akbar -- Goa's unique role in the history of South Asia is
mostly misunderstood, and not placed adequately in context.

Then, there are interiors of the Old Goa complex, a decidedly
foreign-looking deity, grand paintings, the Viceroy's Arch en
route to Divar, and old unkempt monuments at Old Goa.

Mobile morgues soon: Alemao

The South Goa MP, Mr Churchill Alemao has plans to allocate
funds to procure mobile morgues besides a trauma unit at the
Hospicio Hospital, Margao under the Member of Parliament
Local Area Development (MPLAD) Fund.

The mobile morgues can be run on electricity and generator.
Those in the know disclosed that though an expensive proposition
to run, the mobile morgue is quite useful for storing a dead body
till a few hours after death.

Rane govt sets pre-condition on holding IFFI

The Chief Minister, Mr Pratapsing Rane has set a pre-condition
for the central government to declare Goa as permanent venue
of the International Film Festival of India for giving state's consent
to hold the 36th IFFI.

Mr Rane told a press conference at the old secretariat conference hall
here this evening that he had informed the state government stand
on the IFFI to the IB Minister, Mr Jaipal Reddy in New Delhi recently.

The IB ministry has already announced its IFFI schedule.
If the Union cabinet declares Goa as permanent IFFI venue, we will
welcome holding the IFFI in Goa, Mr Rane remarked.

The government would sign memorandum of understanding for holding
36th IFFI only if the central government declares Goa as permanent
venue of the IFFI in the country. Mr Rane said this would help Goa
in long way instead of co-hosting the IFFI for one or two years.

Mr Rane said the IB ministry has agreed to equally share expenditure
on the 36th IFFI, but the government was of the opinion that it would be
wasteful expenditure on the festival by co-hosting it for one or two years.

Infrastructure created for the IFFI like multiplex, roads should be of
permanent nature and not for one or two years, and in view of this the
government has set the pre-condition to give its consent, Mr Rane stated.

However, Mr Rane said he was extremely happy over the Planning
Commission allocating additional funds for Goa and that these funds
were sufficient to clear pending IFFI bills. A bill of three hotels running
into around Rs 1 crore is pending, he informed and added that the
government has to settle contractors' bills, which run into crores
of rupees, Mr Rane informed.

To a question on the Inox issue, Mr Rane said the earlier government
without signing agreement had handed over the multiplex to Inox to run.
The Inox management has spent some money on the multiplex. He
said the government will soon hold dialogue with the Inox management
to settle the issue.

Asked whether the government proposed to set up an inquiry
commission to look into the expenditure on IFFI-related projects,
Mr Rane said the government would soon decide the course of action
to be initiated into the IFFI-expenditure. He stated engineering audit
over the Kala Academy is in progress, and that all other 11 contractors
involved in IFFI-related projects would be disengaged.

The Chief Minister revealed that the Entertainment Society, Goa,
the body created to co-host the IFFI, would continue to exist.
He said the government would soon re-constitute the ESG.

On the Mopa airport, Mr Rane informed that the 800 sq. km land
is being acquired at the Mopa plateau in Pernem taluka and technical
feasibility report has been prepared by the Airport de Paris. He said
the government would invite bids from reputed firms for the proposed
international airport by December.

Mr Rane said the airport would be built with public-private participation
and would be given on BOOT basis. Though he said the estimates
are yet to be prepared, the estimated cost on the construction would
be around Rs 1000 crore.

[Goanet]Interview with Arun Pandey of ARZ, Baina

Here are some more notes on my field visit to Baina, Vasco, Goa on 13th July 
2005 with Lillian D’Costa of Goa Documentation Education Solidarity 
Collective (GOA DESC). Part of the notes I posted on 23rd July 2005. We met 
Arun Pandey of ARZ (Annay Rahit Zindagi) and interviewed him.  Few more of 
the points he tried to get across to us are as follow:-


1. After the demolition of 14th June Baina locality is more fragmented than 
before. People have been affected psychologically as well. Outsiders to the 
locality particularly the Non-Governmental organisations, Journalists, 
Documentary filmmakers and researchers are looked upon with suspicion after 
the demolition experience.  It was not possible for me to interview the 
residents and I did not have kind of contacts that would facilitate this.


2. Marginalization of the residents is compounded due to the fact that 
besides being at the margins of the City of Vasco, they are also migrants, 
Dalits and Women.  The men in the locality are also surrounded by women and 
do not posses contacts in the powerful sections outside the locality.  
‘Power’ in this case includes contacts with media, researchers, progressive 
political actors, critical sections of middle classes, organisations of 
worth and value in their perspective etc.  Connections are being worked out 
only now.


3.  Most of those giving statements in the press are doing so without 
visiting Baina.  The journalist from Vasco writing in the Press did take 
regressively biased stand in their perspectives.  Only when the Journalists 
from Goa’s Capital Panjim particularly Alister Miranda and Preetu Nair 
visited Baina on the occasion of the first anniversary of demolitions that 
the Press in Goa began to show its critical teeth to some extend.


4.  The role of the co-operatives over here in Baina is very dubious and is 
applied towards furthering of subjugation of Women in Sex trade.  What 
happened after demolitions was the eye opener. When the women wanted to 
withdraw cash that has been deposited in their name, co-operatives refused 
to grant the withdrawal and put the condition that they should come 
accompanied by the brothel keeper.  The couple of co-operatives here have a 
history of tying girls financially into the sex trade. There are links of 
these co-operatives with the Politicians; in this case to Sheikh Hassan 
Haroon of the congress (I).  This is not surprising considering the overall 
nature of co-operative movement in Goa that is in sharp contrast in 
Maharastra.  While in Maharastra it is the strength of co-operatives that 
would give rise to political leadership, while in Goa it is the Politicians 
after coming into power set up co-operatives basically to work out various 
advantages other than the production.  In Baina it is the case where in the 
Brothel owner necessarily opens the Bank account of the newly recruited 
woman in the co-operative of the politicians and in times of police raids 
show up the passbooks to exhibit their spirit of social concerns by 
encouraging women in sex trade to have their savings for the future. But in 
essence these co-operatives are non-co-operative towards the women in sex 
trade when they seek it. In fact the co-operatives are the forms of slavery 
as well.


5.  ARZ has been involved in rescue of minor girls that come into Baina Sex 
trade.  The biggest obstacle in this regard has been the refusal of Police 
to register the cases.  According to Arun Pandey of ARZ there is well oiled 
police – politician nexus. Politicians include State Ministers and the local 
representatives. The blank instruction to the police seems to be that ‘don’t 
register the cases of minor girls rescue’. In other words, there are 
concerted efforts to induce minor girls into the sex trade. But the wider 
question Pandey asks at this point as to ‘why girls come into the sex trade 
and what makes them continue?’  The efforts are evidenced from the fact that 
though the governments of Andhra Pradesh and Karnataka are willing to take 
back the girls in their States, Goa government is technically blocking the 
proceedings.  Karnataka and Andhra Pradesh government have asked for the 
formal letter to this effect from the collector, Goa State never wrote to 
them.  This means state on the one carried on the demolitions on the hand 
refuses to facilitate the process to end child prostitution in Goa.


6.  Rehabilitation package were announced by the state administration in 
January 2005. But then the commercial sex workers in Baina do not read the 
Official Gazette in which it was published.  In fact in the name of package 
this more of State promises to carry on future demolitions in Baina.  
Details critique of this will be attempted elsewhere.


7.  The conduct of the Police here has been the worse than the pathetic in 
terms of gentlemanly treatment of the citizens who pays

RESPONSE: This forum is what it is all about! The fact that he has
made millions, is your criteria of a person's 'worth' speaks volumes
about yourself. Our Goan Politicians too have made millions; we must
not forget to applaud them too!
