A study by the Goa-based National Institute of Oceanography (NIO) has revealed
that snails, oysters and clams affected by toxic oil components, if eaten, can
cause cancer in humans.

Published in the Indian Journal of Medical Research in February 2005, the study,
'Detection of DNA Damage (strand breaks) in marine mollusk: An Early Warning
Signal of Carcinogenesis', is the first of its kind in India.

The study, conducted by the NIO's Marine Pollution Assessment and Ecotoxicology
Group, found that polyhydrocarbon (PAH), a toxic component of crude oil,
gasoline and fuel oil, had affected the DNA of marine snails (Cronia contracta)
and oysters and clams found near Vasco, Goa. PAH accumulations in humans can
cause cancer, the study concludes.

A recent oil spill occurred on the Goa coastline on March 23, 2005, when a
Maritime Wisdom oil tank, a Singaporean bulk carrier, collided with Prapti. This
led to 110 tonnes of oil spilling across three miles.

"The immediate effect of an oil spill in the vicinity of its occurrence is
enormous, but because of the ocean's dynamism the concentration reduces
substantially in a few days," says Anupam Sarkar, who led the NIO study. But
while the concentration diminishes, the damage spreads.

Several factors govern the damage. Says Sanjiv Gopal, Oceans campaigner, Green
Peace, "It depends on the type of oil, the thickness of deposits, climate and
season, the area's physical, biological and ecological characteristics,
sensitivity of species and biological communities."

One reason for cheer, say experts, is that there are fewer incidents of oil
spills in India as ship construction safeguards are more stringent. Furthermore,
damage to the ecosystem is reduced as volatile compounds tend to evaporate in
our warm climate.

Still, the study's findings are ominous. While you nibble on seemingly harmless
snails or oysters at a shack in Goa, it is possible they are causing irrevocable
damage to your body.

No Indian city has 24/7 water supply: WB
Friday, 07 October , 2005, 18:05

New Delhi: A World Bank Report today brought out the startling fact
that *no Indian city has water supply 24 hours a day seven days a
week* and said it would target its assistance programmes regarding
urban water supply and sanitation to a few selected projects in mega
cities like Delhi, Chennai and Mumbai.

''The Bank would also provide assistance to selected reforming states
with smaller urban centres, mainly with the aim of designing options
that can be easily replicated,'' Smita Misra, Senior Economist, South
Asia Energy Infrastructure, in the Delhi office of the World Bank told
a Press Conference here.

Misra and Alan R Locussol, Lead Water and Sanitation Specialists,
Water and Urban, South Asian Region, were briefing on the Report:
'India - Water Supply and Sanitation'.

The Report highlights that no city has water supply for 24 hours and
seven days a week and lists some cities on the basis of per capita
availability of water supply and the number of hours for which the
supply is available.

The following is data relating to per capita water supply measured in
terms of litres per day (lpd) and the number of hours of supply a day
(in brackets): Goa -- 341 lpd (8 hrs a day); Chandigarh 342 lpd (10
hrs a day); Mumbai -- 240 lpd (five hours a day); Delhi -- 223 lpd (4
Hrs a day); Patna -- 222 lpd (10 hrs a day), Ludhiana -- 220 (10 hrs a
day); Jodhpur -- 190 lpd (2.5 hrs a day), Bisuya -- 184 lpd (ten hrs a
day), Derabasi -- 173 lpd (eight hrs a day); Jaipur -- 149 lpd (three
hrs a day), Ahmedbaad -- 145 lpd (2 hrs a day); Bikaner -- 133 lpd
(1.5 hrs a day), Bangalore -- 123 lpd (2.5 hrs a day), Gurdaspur --
108 lpd (ten hrs a day), Bhatinda -- 106 lpd (8 hrs a day). Bharatpur
-- 105 lpd (1.5 hrs a day), Udaipur -- (80 lpd (2.5 hrs a day), and
Chennai -- 32 lpd (1.5 hrs a day).

Misra said in the rural sector, where the Bank is providing support
through three ongoing projects and three under preparation, it would
gradually move towards a sector-wide approach in states where full
agreement can be reached on policies, investment plans, implementation
arrangements, and monitoring and evaluation mechanisms.

''The Water and Sanitation Programme, which has a significant budget
for policy dialogue for both urban and rural water supply and
sanitation, should continue to disseminate best practices and to
assist selected states in formulating the concept of sustainable
projects and developing detailed procedures for sector reform and for
the preparation of financing applications for Indian and international
lending agencies and independent appraisal procedures,'' she said.

The Report says in India's urban areas access to drinking water
considered safe by the Government's standards rose form about 82 per
cent of the population in 1991 to 90 per cent in 2001.

This figure, which includes access to non-piped water, could rapidly
reach 100 per cent, consistent with the aim of the Ministry of Urban
Development to achieve 100 per cent coverage in 2007. But in an urban
environment non-piped water may not be considered a safe source.

In rural areas access to drinking water increased from about 65 per
cent of the population in 1990 to about 90 per cent in 2001.

''Thus it appears likely that if India sustains investment at a level
similar to that of the past decade, it could achieve 100 per cent
coverage of water supply infrastructure, if not by 2007 then probably
2012,'' the report says.

The rural population share with access to basic sanitation, which may
have been as low as 5 per cent in 1990, rose to about 20 per cent in
2001.

If it is reach 53 per cent at the end of the 12th Plan to meet the
Millennium Development Goal (MDG) targets, India may be somewhat
behind. Meeting the MDG target in rural areas would require investment
of about Rs 37000 crore and Rs 33000 crore for the Eleventh and
Twelfth Plans, and recurrent expenditures again of the same order of
magnitude of about Rs 30500 crore and Rs 35500 crore respectively.

A fair draw and rich fare for Federation Cup soccer
Sunday October 9 2005 00:00 IST

BANGALORE: The draw for the Federation Cup football tournament, set for
kick-off in Margao on October 19, has some mouth-watering clashes in
prospect.

The first round, in effect the pre-quarterfinal round, has some lopsided
ones except for Mahindra United meeting JCT Mills and Mohun Bagan taking
on Vasco.

Dempo meet HAL, East Bengal take on Air India, Churchill clash with
Tollygunge, Sporting Clube de Goa lock horns with SBT, Mohd. Sporting
have to contend with Fransa and Salgaocar have Punjab Police as their
first hurdle.

So generally, the strong teams have easy first round matches. Barring
upsets, The Dempo-HAL winners take on the winners of the Mahindra-JCT
match in the first quarterfinal.

The likely Mahindra-Dempo encounter promises rich fare. Dempo are the
reigning NFL and Federation Cup champions. Mahindra now have in their
attack two of the best foreign strikers seen in Indian football in
Brazilian Jose Ramirez Baretto and Ghanaian Yusif Yakubu.

The second last eight clash could well be between East Bengal and
Churchill Brothers. They are old foes and always have scores to settle.
East Bengal are in the process of strengthening their attack with a
South African Sydney and a Congo striker being tried out.

Sporting Clube and Fransa could well form the third quarterfinal line-up
with the last clash being the one involving Salgaocar and Mohun Bagan.
This is one match, which brings out the best in both teams in the scenic
setting of the Nehru Stadium in Fatorda, Margao.

On form, Mahindra and East Bengal should meet in the first semifinal.
And Sporting Clube de Goa, the NFL runners-up may meet Mohun Bagan or
Salgaocar in the second.

The semifinal between Sporting Clube de Goa and Mohun Bagan last year
was unforgettable as the Goans let the Kolkata team off the hook as they
failed to substitute their injured goalkeeper and Mohun Bagan got the
winner as a result.

In any case, the All India Football Federation must be complimented for
the draw which does not favour any team and more importantly, it offers
some breath-taking clashes over a 12-day period.

All the matches are to be telecast live on Zee Sports.

Fixtures with timings:

Oct 19: 1. Dempo vs HASC (4.30 pm). 2. EB vs Air India (7 pm). Oct 20:
3. Mahindra vs JCT (4.30 pm). 4. Churchill vs Tollygunge (7 pm). Oct 21:
5. Sporting Clube de Goa vs SBT (4.30 pm). 6. Md Spt vs Fransa (7 pm).
Oct 22: 7. Salgaocar vs Punjab Police (4.30 pm). 8. Mohun Bagan vs Vasco
(7 pm).

Quarterfinals: Oct 23 to Oct 26. I. Winners of 1 vs winners of 3; II.
Winners of 2 vs Winners of 4; III. Winners of 5 vs Winners of 6 and IV.
Winners of 7 vs Winners of 8.

Semifinals: Oct 27 (Winners of I vs II) and Oct 28 (Winners of 3 vs 4).

Third place play-off: Oct 29.

Final: Oct 30.

[Goanet] Heads Of Christian Educational Institutions Hold Consultation (SARNews)

Heads Of Christian Educational Institutions Hold Consultation

By SAR NEWS

HYDERABAD, Andhra Pradesh (SAR NEWS) -- Over 50 heads of Christian
educational institutions like managers, administrators, principals,
correspondents and headmasters of Catholic and Protestant denominations
from various districts of Andhra Pradesh held a consultation October 3
at Amruthavani Communications Centre, Secunderabad, on the problems of
educational institutions.

The consultation was organised by the Andhra Pradesh Christian
Federation, a state-level organisation of the Andhra Pradesh Bishops’
Council of the Catholics and Andhra Pradesh Council of Churches of the
Protestant and Orthodox Churches.

Bishop Gali Bali of Guntur, one of the two general secretaries of the
Federation, introducing the topic said that the basic purpose of the
consultation was to present "the views of the Christians on the issue in
one voice" as the Government was not often aware who represents whom
since there are many Christian organisations who claim to represent the
Christians in general.

He said a lot of spadework had been done in this regard for the past two
years. Bishop Bali said the issue was urgent because the Government was
preparing to present a Bill on the matter in the winter session of
Parliament.

The APCF general secretary said the Federation was also considering
calling a meeting with the ministers and officials concerned to apprise
them of the stand of Christians.

Vice-president of the Federation, Dr. Jetti A. Oliver said the
Federation would formulate a resolution to request the Government to
issue a comprehensive order to govern all the Christian institutions.

Christine Lazarus, MLA said there was "no question of the Government
imposing a GO on us Christians without taking into account our needs and
concerns."

Bhaskar Benny, an advocate, proposed to have a state-level tribunal for
Christians to settle all issues of educational institutions.

Monorail project a big scam: Parrikar

NT Staff Reporter

Panaji Oct 3: The leader of the opposition, Mr Manohar Parrikar today
termed the monorail project of the government as a big scam and
alleged that the state government was being pressurised by the central
leadership, including an Union minister not only to accept the project
but also to run it at great speed.

Addressing a press conference, today Mr Parrikar said that the
Expression of Interest for the project was published in the national
newspapers, however not even a line regarding the same appeared in the
local dailies.

"The Chief Minister, Mr Pratapsingh Rane should explain to the people
of Goa as to why he is being so secretive about the monorail project,"
the leader of the opposition demanded.

Mr Parrikar also observed that the monorail project and the
modification of the Town Planning Act are two sides of the same coin.
Those areas over which the monorail will run would be C1 zones, or for
that matter, the C1 zones will be having the monorail running over it,
he pointed out.

The leader of the opposition further questioned the documentation as
regards the monorail. "It is double standard of the Rane government
that total secrecy is maintained about the Rs 3,000 crore monorail
project, which is neither time-bound nor supervised by any core
committee, while the Congress government had left no stone unturned to
raise hue and cry about the IFFI projects which had much lesser
budget, were time-bound and supervised by a core committee which also
had the Congress MLAs as its members," he noted.

Mr Parrikar also questioned the economic feasibility of monorail
project, adding that no details of this project have been made
available either to the press or the opposition party. He also
maintained that the details of the project, including tentative route
of the monorail should have been made available for public to invite
suggestions and objections from them.

The government should give a guarantee to the Goans that this project
would not be a losing proposition for the state, he stated.

Mr Parrikar further demanded that if the Chief Minister has a control
over the project, he should explain the same to the Goans, and if not,
he must quit the government.

He also suggested that members from the opposition party should be
appointed over a core committee to supervise the project, in order to
maintain the transparency, which was one of the major issues of the
Congress party during the by-elections for five assembly
constituencies, earlier this year.

The leader of the opposition remarked that if there is any delay in
informing the public about the monorail project, the same could result
in rampant sale of Goan lands, under the pretext of finalising the
monorail route.

[Goanet] Apathy action plan / Melinda Coutinho Powell

2005-10-08 Thread melinda Powell
The Goa Civic and Consumer Action Network (GOACAN)
is organizing a Workshop on Civic and Consumers Issues
and the forthcoming Municipal Elections.

The Workshop seeks to bring together various citizens initiatives
to discuss experiences at the ground level of governance,
transparency and accountability in Municipal Councils as well
as to address civic and consumer issues for Neighbourhood/
Ward level manifestos.

Hi all,

Today I attended the workshop of the GOACAN(Goa consumer and civic issues -)
at Margao and I really have to commend the tireless work of Roland Martins
and his team of enthusiastic workers .He is one man who never gives up.

The program began on time,a proper schedule was maintained and it ended on
time , unlike susssegad goan functions and events.Participants were
encouraged ,motivated ,challenged to do their bit for Goa.Participants
expressed their rage at corruption and an ineffective Government and they
also gave their suggestions on an action plan for the future.

Many of the citizens forums expressed their helplessness about one
particular issue - "the apathy of the people".

Given the present political scenario, the only thing one can do, is make a
noise - individually or collectively. We cannot afford to be bystanders any
more - garbage infested Goa is really going to the dogs, cats and all manner
of vermin.

I find that through civic forums like "Goacan" we can question authorities
and make them accountable.Nothing else seems to work.Futile though the
struggle might seem,it is the only solution that seems to be somewhat
working.

I urge people to be more involved in their local communities. We need to come
out of our cocoons,we need to come out of hibernation ,we need to question
what is happening around us.We need to make democracy work.

Cheers,

[Goanet] DOWN MEMORY LANE -- KPA & DECEIT

2005-10-08 Thread A. Veronica Fernandes

This is in reply to what Godfrey Gonsalves - a Roman script Konkani avtivist
- has written on the above subect on 02.10.05.

A very powerful write-up Godfrey Gonsalves. The meet that was held on 14th
November 1985 was the biggest ever held in Goa and only for Konkani cause
such mammoth meetings can be held in Goa. To organise this meet Kuwait
Goans sent around eighty thousand rupees for KPA. Our Avertano Furtado
prior to this meeting was in Goa. As per the statement made by Mr. A.
Furtado,
KPA people came to him and asked for financial help to organise that
powerful meeting
in Goa to show the force behind Konkani. Mr. A. Furtado came back to Kuwait
and

disclosed this in a public meeting held in the reception of Kuwait Bishop
House and added that one of the Nagri stalwarts "told me that Avertano Bab,
this meeting

we are going to hold only by relying on Kuwaitkars money". We all joined
together, and accepting my proposal that every attendee should give at least
five hundred rupees, the fund collected to about eighty thousand rupees. It
was sent to KPA on behalf of Kuwait Goans and not on behalf of Avertano
Furtado. Our donations sent for Konkani cause many times was misued by the
recipients and when I questioned the expenditure of our donations some of
the KPA members showed their grudge against me. One of the reasons why our
hard earned money frittered away by the Konkani stalwarts was that they
simply used it reckelessly. It was openly disclosed in the media that one
well known Advocate who is a Nagrivadi and was a KPA member, was on KPA's
paylist of Rs. 1000/-. This money coming from where? From Kuwait also. If
what that Advocate from Margao received is true then this is a serious
matter. I dont know Konkani fighters, promoters and lovers accept money and

remuneration for the work they do for Konkani cause in the name of social
work. We earn here by working so hard, what money we sent for Konkani cause
is not only monetary donation but it contains our sweat and blood. About 5
lakhs of rupees were sent for Novem Goem Daily and finally where Novem Goem
gone
now? Shamelessly Novem Goem initiators and others are moving in society.
They are
murderer not only of NG but also of Konkani. I have all the letters and
correspondence of Novem Goem Prathisthan and those who were writing to me
complaining against each other.

Godfrey I fully support your campaign on Konkani and in favour of Roman
script. Patriarch Rahul Gonsalves should also be held responsible for
giving too
much of importance to "Ximbres" who are doing silent work to destroy
Christians in Goa.
Why all the Nagrivadis are silent now? What do they lose if Romi Konkani is
also brought on part with Nagri? Konkani is recognised not because of Rane
governement but because we fought for it, we suffered martyrdom, we mean we
Christians. No Nagrivadi suffered as we Romivadis
have suffered for Konkani. We should not sleep till victory is ours. The
Saraswats who are trying to destroy us will cut our throats by using the
hair of their harijan concubines because they are used to perform such
chickanery. To face them boldly we should be double clever.

A. Veronica Fernandes,
Kuwait.

[Goanet] Ex-CM Parrikar opposes monorail project in Goa

2005-10-08 Thread Cip Fernandes
Ex-CM Parrikar opposes monorail project in Goa
Panaji | October 08, 2005 5:48:08 PM IST

Alleging vested interest behind the proposed Rs 3000 crore monorail project
in Goa, former Chief Minister Manohar Parrikar today said the ''dream
project has been tailor made'' to suit a Bangalore-based party.
The BJP leader, however, did not identify the Bangalore-based party.

Interacting with media persons here, the Opposition Leader in the State
Assembly found fault with the Pratapsingh Rane Government for floating
global tenders for the project. The tenders seeking expression of interest
for undertaking the feasibility as also executing the project on BOO/BOOT
basis was not legally tenable, the BJP leader said.

Stating that the project, proposed between Mapusa and Margao via Panaji, was
not suited to meet the future demand of mass rapid transport in Goa, Mr
Parrikar said the Congress-led Government should have thought of
alternatives like the 'SkyBus' of the Konkan Railway which was cheaper,
affordable and pollution free.

It was surprising how the Government advertised seeking expression of
interest without carrying out a survey of its own. The bidder had to do the
survey, prepare a feasibility report and undertake the job also for the
elevated monorail project which was not commercially viable, Mr Parrikar, a
technocrat, said.

Regarding another Rs 320 crore project at Shelwonn village near Curchorim
railway station for pollution free iron ore storage and transport system, he
said the villagers were objecting to it.

The project envisaged pipe-suction of fine iron ore brought by trucks from
Bellary and Hosepet to Curchorim facility directly into barges through a
cavern storage without causing any pollution, for which exporting companies
had to share the costs.

But exporting companies, except one, backed out of the proposal, he said. If
nothing materialises, the Government should stop the companies from
exporting the iron ore through Mormugao port as it had not been benefitting
the State a single paisa by way of revenue, the former CM added.

[Goanet] Don Bosco Rink Football Tournaments results

2005-10-08 Thread Julio Cardoso
As promised earlier, below is an update of the Don Bosco Rink Football
Tournament taking place at the Indian English Academy School (Salmiya -
Kuwait)

DAY -01 05TH OCTOBER 2005

Rev. Fr. Lionel Braganaza sdb, Principal of IEAS and the Delegate of the
Don Bosco Past Pupils in Kuwait declared the tournament opened. Also
present were Rev. Fr. Tony D'souza sdb, Rector and Rev. Fr. Derrick
Misquitta sdb, Admin.

Matches for the day:

DBO - Blue beatHell Boyz - 06-0 (Jeff 3, Luis
1, and Sydney 2)
Hell Boyz a team of young youth gave DBO-Blue a tough fight for the
first 4-5 minutes then stamina failed them, the pressure they maintained
dropped giving the DBO Blue the way they were looking for.

Soccer Maniac beatCompaneros Yellow - 01 -0 (Loyola)
Both team equally balanced and also with skillful players, missing out
on opportunity"Every goal scored is a well earned victory" Loyola doing
the only justice for his side.

Big Joe's beatCompaneros Red - 01 - 0 (Rajesh)
This match which we all thought would be a one sided game turned out to
be an exciting one. Companeros a team not new to this game have mastered
the sports well. Big Joe's a team with star players Roy, Collin, Alex,
Rajesh and Roshan did not meet their objectives. It was in the dying
minutes Rajesh gave them the winning point.

X Pat beatKuwait Independent Hockey - 02
- 0 (Brulio)
Must say this is a sure coincidence that both this team happens to be in
the same group and also played the first match in the group as last
year. Both teams fielding the same players that played a year ago
displayed brilliant skills holding on to draw in the first half. KIH
defender Reggie for sure had a star shinning on his side for not getting
a yellow card for bring down Brulio who had a open goal in front of him.
One can only think of is "May be bringing the first day he was let off
easy"

DBO - White beatGame Boys - 02 - 01 (Philip 2)
& (Malvit 1)
The last match of the day was another thriller.DBO with a crack side
could not believe they were down by 01 goal in the first 04 minutes.
Philip, Godfrey, Stephen, Terence and James had no choice but go all out
for that winning goal. Keeping well in the defend Nelson frustrated
Philip and Godfrey. Towards the end in the dying second Philip managed
to give DBO White the long awaited winning goal.

As promised by the organizers a special gift will be awarded towards the
end of the each day..DAY 01- Brulio of X Pats won for best goals
scored.

DAY -02 06TH OCTOBER 2005

The Showmen BeatMalad Boyz - 01 - 00 (JoseRod)
The Showmen a team well named does consist of players who are indeed
well known in Kuwait as Showmen in various field. Aggie and Duarte
(Stepping Stones) Julio a veteran in organizing & comparing, Jose Rod
who do not know this famous Konkani actor and play writer? And Lloyd
our famous Master of Ceremonies and then we have Larry our famous lad
from Don Bosco Matunga. These Showmen happen to be fantastic players
with good ball skills. Surprising they could not break the defence of
Malad Boyz. Malad Boyz could have shocked their opponents by taking the
lead. Aggie with some good foot works & moves gave Jose Rod the
opportunity to score the only goal of the match.

AGAMBeatSpeed 7 - 02 - 01 (Kevin &
Vicky) (Renold)
AGAM a well selected team by Manager Sanjay, nearly fell in the hands of
a young inexperience side who were fast and quick. Taking the lead in
the 3rd minute woke up the over confidence AGAM players. Kevin missing
out on several open goals managed to give them the long awaited
equalizer. The winning goal was scored by the Mr. Quick (Vicky).

Compeneros Yellow and Red Both team gained easy 03 points each on
walk-over.

DBO - Blue DRAW Bombay Boys - 01 - 01 (Salman)
& (Edwin)
Quite an interesting match both teams equally balanced, speed and skills
were shown by both sides. Bombay Boys scoring their first goal to a
penalty. Looking for an equalizer DBO Blue brought in their skillful and
elegant Salman who wasted no time in doing what he was called in for.
The end results were both teams close account by 01 goal each.

 Footy FantasticBeat McDonalds - 02 - 01 (Ryan &
Darson) & (Juzer)
The last game of the day and looking at the impressive side of McDonalds
all play one touch football. The youthful Footy Fantastic so the team is
called is truly fantastic with their foot . they are quick and do not
give their opponents to settle down. Taking the lead and adding it to
confirm their strength could have scored 04 goals. The only goal for
McDonalds was scored by Juzer.

Special gift for the day was: Best team Jersey combination went to speed

additional point by printing their name on the Jersey.

God Knows Just What We Need - Author Unknown

A woman was at work when she received a phone call
that her daughter was very sick with a fever. She
left her work and stopped by the pharmacy to get some
medication for her daughter.

Upon returning to her car she found that she had
locked her keys in the
car. She was in a hurry to get home to her sick
daughter. She didn't know what to do, so she called
her home and told the baby sitter what
had happened and that she did not know what to do.

The baby sitter told her that her daughter was getting
worse. She said,
"You might find a coat hanger and use that to open the
door." The woman looked around and found an old
rusty coat hanger that had been thrown down on the
ground, possibly by someone else who at some time or
other had locked their keys in their car. Then she
looked at the hanger and said, "I don't know how to
use this." So she bowed her head and asked God to
send her some help.

Within five minutes an old rusty car pulled up, with a
dirty, greasy, bearded man who was wearing an old
biker skull rag on his head. The woman thought, "This
is what you sent to help me?" But, she was desperate,
so she was also very thankful.

The man got out of his car and asked her if he could
help. She said, "Yes, my daughter is very sick. I
stopped to get her some medication and
I locked my keys in my car. I must get home to her.
Please, can you use this hanger to unlock my car?"

He said, "Sure". He walked over to the car, and in
less than one minute
the car was opened.

She hugged the man and through her tears she said,
"Thank You So Much! You are a very nice man."

The man replied, "Lady, I am not a nice man. I just
got out of prison yesterday. I was in prison for car
theft and have only been out less than 24 hours."

The woman hugged the man again and with sobbing tears
cried out loud, "Oh, Thank you God! You even sent me
a Professional!"

God may not always send us what we expect, but He will
always send us
what we need. It's up to us to have the wisdom to
recognize the difference and be thankful.

Goa gears up for Federation Cup
October 06, 2005 19:10 IST

The Sports Authority of Goa is pulling out all the stops to whip the Nehru
stadium in Fatorda into ship-shape condition for the Federation Cup
football tournament, to be hosted in the state after a gap of 11 years.

With six Goa teams in action, the 16-team, 12-day inter-club tournament,
from October 19, is bound to enthuse fans in the football-mad state.

Goa powerhouses and Cup holders Dempo have warmed up well for the
tournament by winning the Police Cup. Their closest rivals in the local
league – joint-leaders Vasco, Sporting Clube De Goa, Salgaocar, Fransa Pax
and Churchill Brothers are the Goa outfits participating.

The six Goan outfits are expected to face a tough challenge from Kolkata
giants East Bengal and Mohun Bagan, Mumbai's Mahindra United, JCT
(Phagwara) and Kerala's State Bank of Travancore.

These ten teams, all of which figured in last year's National Football
League, will be joined by Mohammedan Sporting (Kolkata), Air India
(Mumbai), Hindustan Aeronautics (HAL, Bangalore) and Punjab Police.

The tournament will be covered live by ZEE Sports, which recently signed a
deal with the All India Football Federation.

[Goanet] Please sign the appeal: IFFI garbage problem

2005-10-08 Thread Cecil Pinto

To,
Shri Jaipal Reddy
Minister for Information, Publicity & Culture
Shastri Bhavan, A Wing
New Delhi - 110 001.

Subject: IFFI and lack of waste management infrastructure in Goa.

Dear Sir,

We are writing to you to draw attention to the deteriorating waste
management crisis in Goa and the fear that the population influx generated
by IFFI will exacerbate the existing problem to dangerous levels.

Background:
A few months ago, a wall of the unsegregated garbage dump in the village of
Curca, where the city of Panjim was dumping, collapsed due to heavy rains,
spewing waste into the village. In response, villagers all over Goa rose up
in protest and so far have successfully impeded the municipalities of
Panjim, Ponda and Mapusa from disposing their voluminous waste on village
land. Dumping began along highways (see attached photos) and under the
Panjim Patto Bridge. Subsequently, two petitions, one from the residents in
and around the Patto area, and one from local activist Floriano Lobo,
regarding the disastrous effects of the state and municipal authorities'
willful disregard of the indiscriminate dumping were filed in the Mumbai
High Court. They have been converted into PILs and are pending hearing.

Immediate Concerns:
The Goa State Government (one of the respondents in both PILs) has decided
to hold the IFFI in Panjim for the second time, and successfully lobbied at
the Centre to make Goa the permanent venue of the IFFI. The Municipal
Corporation of Panjim has repeatedly complained that the State Government
never consulted them on their capability in handling the waste issue with
regard to IFFI since the inflow of both tourists and the local Goan
population who attend events affects the garbage situation. Also the
residents of the Kala Academy area suffer the burden of too many vehicles
and people. Hence, concerned citizens feel the IFFI, planned for November,
should not be held here until active measures are taken to identify and
implement precisely how the waste generated by the IFFI in the city of
Panjim will be managed, since already Panjim is incapable of handling its
present waste output.

Heath Hazards
The lack of waste management infrastructure, has created a situation that
is extremely dangerous to the health of the entire population of Goa as
well as to visitors. If it continues, Goa will surely find itself in the
position of Surat in 1994, which was struck with a plague epidemic. Cases
of dengue (a disease hitherto unknown in Goa) have been reported (see press
clips attached). Other diseases that occur under such conditions,
particularly when water sources are contaminated, e-coli, viral hepatitis,
cryptosporadiosis, and giardia infection. In addition medical waste from
hospitals all over the state is often being dumped in the open.

Solutions ignored
A number of environment-friendly, cost effective waste management solutions
have been repeatedly put forth to the Goa Government by local NGOs and even
by some corporates, but successive Goa Governments have not seriously
considered them. Recently the Goa Chief Minister admitted to Sunday Midday
that there was a problem, but claimed that not enough of the public had
come out forcefully on the matter. This is not really the case. Apart from
the fact that villagers all over the state have protested, and petitions
are being filed in the court, the local press has been reporting daily on
the severity of the problem for months (at the national level, NDTV did a
prime-time piece on the issue on September 20th). In addition, numerous
individuals have written letters to editors, and met with and/or written to
concerned government department heads and ministers (Urban development,
Tourism, Environment, etc). No one in local government can claim that the
problem is not a serious one, or that the Goa government is unaware of its
severity, or, in fact, that holding IFFI in Panjim will not compound the
problem.

Please Help

Goa is a national treasure. It has the prerequisites for a model state-low
density population, educated residents. We, concerned citizens and friends
of Goa, for the most part believe that the IFFI and tourism is a good thing
for Goa, but not under the present circumstances, without required waste
management infrastructure. We ask that the Central Government take
cognizance of the waste management problem and lend its support to induce
the Goa Government to take the issue seriously and to take monitorable,
visible steps to resolve it before it is too late. We also request that
events for IFFI be for the delegates alone so that there is no problem for
residents of Panjim. Please do not permit open-air screenings of films or
art/music entertainment for the locals since crowds will add to the garbage
problem. The local residents would be most happy if the best films of IFFI
are screened for their benefit at INOX during the week after the
festival. Please intervene and co

2005-10-08 Thread domnic fernandes
On behalf of Anjunkars, I extend our heartiest congratulations to M. Boyer,
the “zanvuim” (son-in-law) of Anjuna, on his felicitation by the Raia

As a fast composer, M. Boyer always kept pace with the events taking place

GOANS CAN NOW SETTLE IN PORTUGAL: Portugal's
ambassador to India Joaquim F Marques on Friday
assured that all those entitled to Portuguese
citizenship, especially Goans, would be granted the
same, and efforts would be made to expedite the
process of granting citizenship. He was talking on
the sidelines of a two-day ambassadors' conference,
and said delays were mainly due to non-submission
  of proper documents. Ambassadors representing
Portugal, Spain, Latin America and the
Caribbean countries was held at the NIO. (H)
  Portugal streamlining citizenship process for
persons from former colonies, says envoy. (NT)

o In a bid to diffuse Congress-NCP tensions, Margaret
Alva has suggested that the Nationalist Congress Party
could be given chairmanship of two other government
  run corporations. (H)

PUBLIC WORKS DEPARTMENT had set up a helpline
with the Goa Electronics Limited. But hardly
anyone knew of the help-line 242 0069 and
242 0070, and so it hasn't been used. There are
also delays in responding to problems. (H)

o Environmental hearing of Coti Dongor mines of Virginia
M Simioes (Pirla, Quepem) and Alli Vagurbem Mines of Elray

o GOA's OUTGOING Director General of Police U.K. Katna's
policy was simple: 'See no evil, hear no evil and speak
no evil'. Maybe that's the reason why he refused to see,
hear or speak against the police irregularities. Neither
did he make any serious attempts to help the police to
adapt to the fast changing advances in the field of
handling law and order, prevention and detention of
  crime and regulatory functions. (GT)

MOVE TO INCLUDE selected areas into Planning
  and Development Authorities (PDAs) raises
eyebrows. The government, by an order, has
declared the areas to be included in the North
Goa PDA, South Goa PDA and the Mormugao PDA,
but has maintained abundant precaution and
did not dare to include the other areas from
Ponda taluka and from Salcete taluka. (GT)

WARNING FROM THE TAXMAN: We know who you are,
says a half-page advert from the Indian Income
Tax Department. "Have you never filed your
return? Have you stopped filing your return?
We know who you are. Tax laws enable the
  department to gather information on
  investments and expenditure, track bank
  deposits, scrutinize selected tax returns,
conduct surveys and searches. Catch up with
your taxes before the taxman catches up with you.
Be a responsible citizen and file your returns
  before October 31, 2005."

o QUOTE UNQUOTE: There is no need for any of the
  'naach-gaana' (song-and-dance) entertainment during
a film festival. It does not happen in Cannes, Toronto,
Lucarno, Venice or at any film festival. We must allow
traffic to flow smoothly for locals. -- Wendell Rodricks.
