Published in the Indian Journal of Medical Research in February 2005, the study, 'Detection of DNA Damage (strand breaks) in marine mollusk: An Early Warning Signal of Carcinogenesis', is the first of its kind in India. The study, conducted by the NIO's Marine Pollution Assessment and Ecotoxicology Group, found that polyhydrocarbon (PAH), a toxic component of crude oil, gasoline and fuel oil, had affected the DNA of marine snails (Cronia contracta) and oysters and clams found near Vasco, Goa. PAH accumulations in humans can cause cancer, the study concludes. A recent oil spill occurred on the Goa coastline on March 23, 2005, when a Maritime Wisdom oil tank, a Singaporean bulk carrier, collided with Prapti. This led to 110 tonnes of oil spilling across three miles. "The immediate effect of an oil spill in the vicinity of its occurrence is enormous, but because of the ocean's dynamism the concentration reduces substantially in a few days," says Anupam Sarkar, who led the NIO study. But while the concentration diminishes, the damage spreads. Several factors govern the damage. Says Sanjiv Gopal, Oceans campaigner, Green Peace, "It depends on the type of oil, the thickness of deposits, climate and season, the area's physical, biological and ecological characteristics, sensitivity of species and biological communities." One reason for cheer, say experts, is that there are fewer incidents of oil spills in India as ship construction safeguards are more stringent. Furthermore, damage to the ecosystem is reduced as volatile compounds tend to evaporate in our warm climate. Still, the study's findings are ominous. While you nibble on seemingly harmless snails or oysters at a shack in Goa, it is possible they are causing irrevocable damage to your body.

BSNL launches new schemes, offers Bharat Sanchar Nigam has launched a slew of offers for its mobile and broadband users in view of the upcoming festive season. The offers include a package for students called Student Power Plan 99. Under the scheme, student can get a CellOne connection for a monthly rental of Rs99 per month. The package will be offered till October 30. Students can also avail themselves of as special SMS package for 10paise per message within BSNL's network for a monthly fee of Rs40. The company had launched a similar package last year, which had drawn a large number of students. BSNL has also launched a special scheme for central, state government and central public sector employees, whereby a CellOne mobile connection will be made available for a monthly rental of Rs100. The initial security deposits and registration fees have been waived off. At present, BSNL's cheapest mobile plan is one with a monthly rental of Rs150. The new scheme is valid from October 1 to November 30. For its broadband users, BSNL has bundled free downloads of 1GB under Home Plan 250 for customers purchasing a broadband connection with HCL PC against an existing download of 400 MB. These customers will also be eligible for a lottery under which one PC per week will be given free. The scheme will be valid from October 1 to January 31. BSNL has also introduced video ringtones for its GPRS mobile customers. A customer can select a video ring tone or multiple ring tones, available in various modes like Bollywood songs, religious video clippings, animated video tones and international video songs. Charges for each video ring tone download will be Rs20.

''The Bank would also provide assistance to selected reforming states with smaller urban centres, mainly with the aim of designing options that can be easily replicated,'' Smita Misra, Senior Economist, South Asia Energy Infrastructure, in the Delhi office of the World Bank told a Press Conference here. The Report says in India's urban areas access to drinking water considered safe by the Government's standards rose form about 82 per cent of the population in 1991 to 90 per cent in 2001. This figure, which includes access to non-piped water, could rapidly reach 100 per cent, consistent with the aim of the Ministry of Urban Development to achieve 100 per cent coverage in 2007. But in an urban environment non-piped water may not be considered a safe source. In rural areas access to drinking water increased from about 65 per cent of the population in 1990 to about 90 per cent in 2001. ''Thus it appears likely that if India sustains investment at a level similar to that of the past decade, it could achieve 100 per cent coverage of water supply infrastructure, if not by 2007 then probably 2012,'' the report says. The rural population share with access to basic sanitation, which may have been as low as 5 per cent in 1990, rose to about 20 per cent in 2001. If it is reach 53 per cent at the end of the 12th Plan to meet the Millennium Development Goal (MDG) targets, India may be somewhat behind. Heads Of Christian Educational Institutions Hold Consultation By SAR NEWS HYDERABAD, Andhra Pradesh (SAR NEWS) -- Over 50 heads of Christian educational institutions like managers, administrators, principals, correspondents and headmasters of Catholic and Protestant denominations from various districts of Andhra Pradesh held a consultation October 3 at Amruthavani Communications Centre, Secunderabad, on the problems of educational institutions. The consultation was organised by the Andhra Pradesh Christian Federation, a state-level organisation of the Andhra Pradesh Bishops’ Council of the Catholics and Andhra Pradesh Council of Churches of the Protestant and Orthodox Churches. Bishop Gali Bali of Guntur, one of the two general secretaries of the Federation, introducing the topic said that the basic purpose of the consultation was to present "the views of the Christians on the issue in one voice" as the Government was not often aware who represents whom since there are many Christian organisations who claim to represent the Christians in general. He said a lot of spadework had been done in this regard for the past two years. Bishop Bali said the issue was urgent because the Government was preparing to present a Bill on the matter in the winter session of Parliament. The APCF general secretary said the Federation was also considering calling a meeting with the ministers and officials concerned to apprise them of the stand of Christians. Vice-president of the Federation, Dr. Jetti A. Oliver said the Federation would formulate a resolution to request the Government to issue a comprehensive order to govern all the Christian institutions. Christine Lazarus, MLA said there was "no question of the Government imposing a GO on us Christians without taking into account our needs and concerns." Bhaskar Benny, an advocate, proposed to have a state-level tribunal for Christians to settle all issues of educational institutions.

Mr Parrikar also observed that the monorail project and the modification of the Town Planning Act are two sides of the same coin. Those areas over which the monorail will run would be C1 zones, or for that matter, the C1 zones will be having the monorail running over it, he pointed out. The leader of the opposition further questioned the documentation as regards the monorail. "It is double standard of the Rane government that total secrecy is maintained about the Rs 3,000 crore monorail project, which is neither time-bound nor supervised by any core committee, while the Congress government had left no stone unturned to raise hue and cry about the IFFI projects which had much lesser budget, were time-bound and supervised by a core committee which also had the Congress MLAs as its members," he noted. Mr Parrikar also questioned the economic feasibility of monorail project, adding that no details of this project have been made available either to the press or the opposition party. He also maintained that the details of the project, including tentative route of the monorail should have been made available for public to invite suggestions and objections from them. The government should give a guarantee to the Goans that this project would not be a losing proposition for the state, he stated. Mr Parrikar further demanded that if the Chief Minister has a control over the project, he should explain the same to the Goans, and if not, he must quit the government. He also suggested that members from the opposition party should be appointed over a core committee to supervise the project, in order to maintain the transparency, which was one of the major issues of the Congress party during the by-elections for five assembly constituencies, earlier this year. The Workshop seeks to bring together various citizens initiatives to discuss experiences at the ground level of governance, transparency and accountability in Municipal Councils as well as to address civic and consumer issues for Neighbourhood/ Ward level manifestos. Hi all, Today I attended the workshop of the GOACAN(Goa consumer and civic issues -) at Margao and I really have to commend the tireless work of Roland Martins and his team of enthusiastic workers .He is one man who never gives up. The program began on time,a proper schedule was maintained and it ended on time , unlike susssegad goan functions and events.Participants were encouraged ,motivated ,challenged to do their bit for Goa.Participants expressed their rage at corruption and an ineffective Government and they also gave their suggestions on an action plan for the future. Many of the citizens forums expressed their helplessness about one particular issue - "the apathy of the people". Given the present political scenario,the only thing one can do, is make a noise - individually or collectively.We cannot afford to be bystanders any more - garbage infested Goa is really going to the dogs,cats and all manner of vermin. I find that through civic forums like "Goacan" we can question authorities and make them accountable.Nothing else seems to work.Futile though the struggle might seem,it is the only solution that seems to be somewhat working. I urge people to be more involved in their local communities.We need to come out of our cocoons,we need to come out of hibernation ,we need to question what is happening around us.We need to make democracy work. This is in reply to what Godfrey Gonsalves - a Roman script Konkani avtivist - has written on the above subect on 02.10.05. A very powerful write-up Godfrey Gonsalves. The meet that was held on 14th November 1985 was the biggest ever held in Goa and only for Konkani cause such mammoth meetings can be held in Goa. To organise this meet Kuwait Goans sent around eighty thousand rupees for KPA. Our Avertano Furtado prior to this meeting was in Goa. As per the statement made by Mr. A. Furtado, KPA people came to him and asked for financial help to organise that powerful meeting in Goa to show the force behind Konkani. Mr. A. Furtado came back to Kuwait and disclosed this in a public meeting held in the reception of Kuwait Bishop House and added that one of the Nagri stalwarts "told me that Avertano Bab, this meeting we are going to hold only by relying on Kuwaitkars money". We all joined together, and accepting my proposal that every attendee should give at least five hundred rupees, the fund collected to about eighty thousand rupees. It was sent to KPA on behalf of Kuwait Goans and not on behalf of Avertano Furtado. Our donations sent for Konkani cause many times was misued by the recipients and when I questioned the expenditure of our donations some of the KPA members showed their grudge against me. One of the reasons why our hard earned money frittered away by the Konkani stalwarts was that they simply used it reckelessly. It was openly disclosed in the media that one well known Advocate who is a Nagrivadi and was a KPA member, was on KPA's paylist of Rs. 1000/-. This money coming from where? From Kuwait also. If what that Advocate from Margao received is true then this is a serious matter. I dont know Konkani fighters, promoters and lovers accept money and remuneration for the work they do for Konkani cause in the name of social work. We earn here by working so hard, what money we sent for Konkani cause is not only monetary donation but it contains our sweat and blood. About 5 lakhs of rupees were sent for Novem Goem Daily and finally where Novem Goem gone now? Shamelessly Novem Goem initiators and others are moving in society. They are murderer not only of NG but also of Konkani. I have all the letters and correspondence of Novem Goem Prathisthan and those who were writing to me complaining against each other. Godfrey I fully support your campaign on Konkani and in favour of Roman script. Patriarch Rahul Gonsalves should also be held responsible for giving too much of importance to "Ximbres" who are doing silent work to destroy Christians in Goa. Why all the Nagrivadis are silent now? What do they lose if Romi Konkani is also brought on part with Nagri? Konkani is recognised not because of Rane governement but because we fought for it, we suffered martyrdom, we mean we Christians. He has contributed articles, short stories, poems and book reviews to local dailies and periodicals. He has worked in the field of translation. He has translated poems of a number of eminent Indian and European poets. He has translated five books of wisdom of the Bible for the Goa diocese. Besides his literary work he has extensively contributed in the field of khell, khell-tiatr, tiatr and drama writing, directing and acting. He started to give radio programmes from 5th October 1958 to the then Emissora de Goa. After liberation he continued to give regular programmes on All India Radio, Panaji and later on Doordarshan, Goa. He has been in the field of Mando festival from the time of its inception in 1965 and received several prizes for himself and for his troupe. His poems are included in the textbooks. His poems and short stories are included in various literary anthologies. He has taken part in workshops, seminars, poetry recitation programmes in Goa and outside Goa. His hobbies are arborics, painting, music, folk art and journalism. Ex-CM Parrikar opposes monorail project in Goa Panaji | October 08, 2005 5:48:08 PM IST Alleging vested interest behind the proposed Rs 3000 crore monorail project in Goa, former Chief Minister Manohar Parrikar today said the ''dream project has been tailor made'' to suit a Bangalore-based party. The BJP leader, however, did not identify the Bangalore-based party. Interacting with media persons here, the Opposition Leader in the State Assembly found fault with the Pratapsingh Rane Government for floating global tenders for the project. The tenders seeking expression of interest for undertaking the feasibility as also executing the project on BOO/BOOT basis was not legally tenable, the BJP leader said. Stating that the project, proposed between Mapusa and Margao via Panaji, was not suited to meet the future demand of mass rapid transport in Goa, Mr Parrikar said the Congress-led Government should have thought of alternatives like the 'SkyBus' of the Konkan Railway which was cheaper, affordable and pollution free. It was surprising how the Government advertised seeking expression of interest without carrying out a survey of its own. The bidder had to do the survey, prepare a feasibility report and undertake the job also for the elevated monorail project which was not commercially viable, Mr Parrikar, a technocrat, said. Regarding another Rs 320 crore project at Shelwonn village near Curchorim railway station for pollution free iron ore storage and transport system, he said the villagers were objecting to it. The project envisaged pipe-suction of fine iron ore brought by trucks from Bellary and Hosepet to Curchorim facility directly into barges through a cavern storage without causing any pollution, for which exporting companies had to share the costs. But exporting companies, except one, backed out of the proposal, he said. If nothing materialises, the Government should stop the companies from exporting the iron ore through Mormugao port as it had not been benefitting the State a single paisa by way of revenue, the former CM added. She left her work and stopped by the pharmacy to get some medication for her daughter. Upon returning to her car she found that she had locked her keys in the car. She was in a hurry to get home to her sick daughter. She didn't know what to do, so she called her home and told the baby sitter what had happened and that she did not know what to do. The baby sitter told her that her daughter was getting worse. She said, "You might find a coat hanger and use that to open the door." The woman looked around and found an old rusty coat hanger that had been thrown down on the ground, possibly by someone else who at some time or other had locked their keys in their car. Then she looked at the hanger and said, "I don't know how to use this." So she bowed her head and asked God to send her some help. Within five minutes an old rusty car pulled up, with a dirty, greasy, bearded man who was wearing an old biker skull rag on his head. The woman thought, "This is what you sent to help me?" But, she was desperate, so she was also very thankful. The man got out of his car and asked her if he could help. She said, "Yes, my daughter is very sick. I stopped to get her some medication and I locked my keys in my car. I must get home to her. Please, can you use this hanger to unlock my car?" He said, "Sure". He walked over to the car, and in less than one minute the car was opened. She hugged the man and through her tears she said, "Thank You So Much! You are a very nice man." The man replied, "Lady, I am not a nice man. I just got out of prison yesterday. I was in prison for car theft and have only been out less than 24 hours." The woman hugged the man again and with sobbing tears cried out loud, "Oh, Thank you God! You even sent me a Professional!" To, Shri Jaipal Reddy Minister for Information, Publicity & Culture Shastri Bhavan, A Wing New Delhi - 110 001. Subject: IFFI and lack of waste management infrastructure in Goa. Dear Sir, We are writing to you to draw attention to the deteriorating waste management crisis in Goa and the fear that the population influx generated by IFFI will exacerbate the existing problem to dangerous levels. Background: A few months ago, a wall of the unsegregated garbage dump in the village of Curca, where the city of Panjim was dumping, collapsed due to heavy rains, spewing waste into the village. In response, villagers all over Goa rose up in protest and so far have successfully impeded the municipalities of Panjim, Ponda and Mapusa from disposing their voluminous waste on village land. Dumping began along highways (see attached photos) and under the Panjim Patto Bridge. Subsequently, two petitions, one from the residents in and around the Patto area, and one from local activist Floriano Lobo, regarding the disastrous effects of the state and municipal authorities' willful disregard of the indiscriminate dumping were filed in the Mumbai High Court. They have been converted into PILs and are pending hearing. Immediate Concerns: The Goa State Government (one of the respondents in both PILs) has decided to hold the IFFI in Panjim for the second time, and successfully lobbied at the Centre to make Goa the permanent venue of the IFFI. The Municipal Corporation of Panjim has repeatedly complained that the State Government never consulted them on their capability in handling the waste issue with regard to IFFI since the inflow of both tourists and the local Goan population who attend events affects the garbage situation. Also the residents of the Kala Academy area suffer the burden of too many vehicles and people. Hence, concerned citizens feel the IFFI, planned for November, should not be held here until active measures are taken to identify and implement precisely how the waste generated by the IFFI in the city of Panjim will be managed, since already Panjim is incapable of handling its present waste output. Heath Hazards The lack of waste management infrastructure, has created a situation that is extremely dangerous to the health of the entire population of Goa as well as to visitors. If it continues, Goa will surely find itself in the position of Surat in 1994, which was struck with a plague epidemic. Cases of dengue (a disease hitherto unknown in Goa) have been reported (see press clips attached). Other diseases that occur under such conditions, particularly when water sources are contaminated, e-coli, viral hepatitis, cryptosporadiosis, and giardia infection. In addition medical waste from hospitals all over the state is often being dumped in the open. Solutions ignored A number of environment-friendly, cost effective waste management solutions have been repeatedly put forth to the Goa Government by local NGOs and even by some corporates, but successive Goa Governments have not seriously considered them. Recently the Goa Chief Minister admitted to Sunday Midday that there was a problem, but claimed that not enough of the public had come out forcefully on the matter. This is not really the case. Apart from the fact that villagers all over the state have protested, and petitions are being filed in the court, the local press has been reporting daily on the severity of the problem for months (at the national level, NDTV did a prime-time piece on the issue on September 20th). In addition, numerous individuals have written letters to editors, and met with and/or written to concerned government department heads and ministers (Urban development, Tourism, Environment, etc). No one in local government can claim that the problem is not a serious one, or that the Goa government is unaware of its severity, or, in fact, that holding IFFI in Panjim will not compound the problem. Please Help Goa is a national treasure. It has the prerequisites for a model state-low density population, educated residents. We, concerned citizens and friends of Goa, for the most part believe that the IFFI and tourism is a good thing for Goa, but not under the present circumstances, without required waste management infrastructure. We ask that the Central Government take cognizance of the waste management problem and lend its support to induce the Goa Government to take the issue seriously and to take monitorable, visible steps to resolve it before it is too late. We also request that events for IFFI be for the delegates alone so that there is no problem for residents of Panjim. Please do not permit open-air screenings of films or art/music entertainment for the locals since crowds will add to the garbage problem. Dempo said his company was committed to spend profits for social cause as is being done in Goa. ''We have our dempo football academy, and we can support jharkhand in producing football talents. We also work in education too,'' he said.
