Thanks. Here are the answers to my questions about the
book, which you refused to give, even though you
seemed to have read the book, and you vouched for its
credibility and authenticity.

I found out that in regards to the items you had
circulated here as the dreaded "WMDs", or "deadly
weapons", Miniter has simply copied and pasted news
reports from the "liberal" media such as BBC and
Washington Post websites, even though he is claiming
that the liberal media is spreading disinformation,
which he aims to expose. In each case he has C&Ped
only one news report. He has made no attempts to check
how another, "conservative" perhaps, newspaper
reported that story. 

What is worse is that he has truncated the C&Ped
material at strategic points to leave out any caveats,
and to leave an impression that one is dealing with a
potential WMD. Anybody can google his C&Ped material
and retrieve the entire article. If you read the
entire article, you find out that none of the original
sources in the articles he has excerpted are claiming
that the items found were the elusive WMDs. Miniter
has not bothered to talk to the original sources, nor
has he obtained relevant details from the websites of
the military and Governmental entities mentioned in
the reports. Here are the specifics about each item:

1. The 1.77 metric tons of low-enriched uranium and
the 1000 radioactive materials were the same ones that
the USA Today article reported as being sealed and
kept under control by IAEA since 1992. They were not
the elusive WMDs. Miniter C&Ps a BBC report for this,
and says nothing about the USA Today report.

2. The 1500 gallons of chemical actually turned out
not to be a chemical weapon in the actual testing that
was done. Moreover, this material was produced after
the Iraq war i.e. after Bush's "mission" was
"accomplished".

3. The one roadside bomb only had traces of sarin. It
exploded close to a couple of soldiers who were not
harmed in any way. Only two out of the 17 warheads had
some traces of cyclosarin. And all of these things
were relics of the Iran-Iraq war strewn around or
buried in the old battlefield. Neither Miniter's C&Ped
job nor any of the news reports that I retrieved
claimed that these were the elusive WMDs.

My conclusion from this is that at least as far as
WMDs are concerned it is Miniter who is spreading
disinformation rather than the liberal media. No-WMD
is not a myth as you claimed in this forum. 

Please let me know if in your copy of Miniter's book
things are somehow different from what I found in my
copy, or if a conservative perspective makes you see
things in a better light.

KOCHI, NOVEMBER 19: Goa handed out a 2-0 defeat to Punjab in the second
semi-final to set up a title-clash with Maharashtra in the national football
championship for the Santosh Trophy here today.

Medio Peter Carvalho drew first blood for Goa in the 13th minute, while
captain Mahesh Gawli sealed the fate of the match with a goal in the 48th
minute.

The Goans, who have had a dream run so far, scoring 39 goals and conceding
just one, could have won by a much bigger margin, but for the poor
marksmanship of their forwards.

Earlier, the Goans played a pleasing game with short passes and dominated
the major part of the first session, while the Punjab team failed to combine
well. Strikers Gyan Moyan and Gurpreet Singh struggled to control their
shots.

The Goans took a little time to settle down. But once they found their
rhythm, there was no stopping them, with forwards Freddy Mascarenhas and
Anthony Perera repeatedly piercing through the Punjab defence.

T&CP ordinance a dead issue: CM
NT Staff Reporter

Panaji Nov 19: The Chief Minister, Mr Pratapsingh Rane, today declared that
the ordinance amending the Town and Country Planning Act was as good as
scrapped and that it would not be implemented, even as he added that a new
regional plan for the state would be drawn soon.

Mr Rane told reporters at a press conference in the presence of the Goa
Pradesh Congress Committee president, Mr Ravi Naik, at Congress House that a
new law would be enacted after a fresh bill was discussed on the floor of
the state legislative assembly. “The ordinance was a dead issue and was as
good as scrapped and that it would not be implemented,” he said.

He also said that the government has acceded to the demand of Ms Victoria
Fernandes and excluded rural areas from her St Cruz constituency from the
ambit of Planning and Development Authority adding that he was hopeful that
she would now not do anything that would hurt the interest of the state.

Henceforth, only township areas would be brought under PDAs, he said adding
that if any panchayat wanted inclusion of its areas under PDA, the
government would consider it. He also said that many things have happened in
the state without ordinances.

The Chief Minister also said that a bill for amendment of the T&CP Act was
already listed for introduction and passing in the last session but was
withdrawn by the government because some technicalities were not followed.
He also told that Ms Fernandes has been apprised of the government decision.

He ruled out threat of disruption to International Film Festival of India
saying that it was a prestigious event and no Goan loving the state would
engage in doing something that would bring bad name to the state. He also
said that anybody trying to disrupt the event would be dealt with as per
law.

The IFFI event would help in encouraging talents in art in the state and
that Goans would henceforth need not go to other places to get exposure, he
said adding that scheme for providing assistance to filmmakers was under
preparation and would be announced soon.

He also disclosed that many agencies, including some media groups, have
evinced keen interest in totally funding the future film festivals and that
future film festivals would be self-sustaining. The Entertainment Society of
Goa had so far collected about Rs 1.5 crore from the sponsors of the event,
while the government would spend Rs 4 crore, he added.

The Chief Minister said that efforts at making Goa an entertainment hub were
on and that the government was considering a proposal of a reputed Indian
company which wants to set up an animation studio here.

Mr Rane, while replying to a question on whether change of the minister of
information and broadcasting would have on Goa being a permanent venue for
IFFI, said that the Centre had made a commitment to make Goa as permanent
venue and hoped that it would keep its commitment.

Replying to another question on the agitation of the taxi operators in South
Goa, he said that his government was working to find a solution to the vexed
issue.

Mr Naik said that said that he welcomed the announcement made by the Chief
Minister, excluding rural areas from the ambit of PDAs and restricting PDAs
only to urban areas.

Panaji Nov 19: Ms Victoria Fernandes, spearheading agitation against the
ordinance amending the Town and Country Planning Act, has said that she
would continue the agitation against the ordinance and that the mass rally
planned for November 21 would go ahead.

Ms Fernandes told The Navhind Times that she also welcomed the announcement
made by the Chief Minister, Mr Pratapsingh Rane, excluding rural areas of
her constituency from PDA, but the announcement fell short of her demand
since she had expected its total scrap.

She said that since the government failed to meet her demand of scrapping
the ordinance and that she would go ahead with her planned rally on November
21, to press for withdrawal of the ordinance.

Ms Fernandes also said that people from different parts of the state
supporting her would assemble near the Kadamba Transport Corporation
terminus around 2 p.m, on Monday and thereafter would march towards the
city.

Named after former Tennis sensation Steffi Graff, Steffi Cardozo has left no
stone unturned in India’s athletic history in general and Goa’s in
particular. She presents a perfect dish of sports excellence garnished with
an impressive academic record

Born on 16th March 1989, 16-year-old Steffi Cardozo has carved out a niche
for herself in various athletic events like Shot-put, Discus throw, Javelin
throw, etc. What started as a ripple is, today, taking shape as a colossal
wave.

Steffi has a superfluity of achievements backing her. She has 13 national
medals to her credit which include three gold medals. In November 2003 she
set up a new record in shot-put at Haridwar, Uttaranchal, with a distance of
10m 90cm. Supplementing her national level medals are 14 west zone medals
which include six gold medals of which one came in September 2005 at Bhopal.

Steffi pursued her primary education at Sharada Mandir School, Miramar. At
Sharada Mandir within a period of four years she bagged as many as 35 merit
certificates in sports, educational and cultural events. She joined Mary
Immaculate Girls high school from V to VIII standard and continued her
education in St Mary’s Girls High school from IX to X. “I remember having
participated in many sports events in 10th standard and balancing sports
with education was a big challenge,” she says. But sheer hard work and
effective time management saw her come up with 73 per cent at the Board
exams.

Surprisingly, Steffi wanted to be a dentist and she had taken a step in that
direction by joining the science stream at her plus two level. But very soon
she realized that she would do better as a sportswoman. “Long hours of
practice everyday and 8 to 9 tours a year made it almost impossible for me
to continue with science and therefore I decided to take up Arts so that I
could devote more time and effort towards sports.”

Making a career in sports is not easy and it becomes all the more difficult
for a woman. A girl is hardly encouraged to take up sports as a career. But
Steffi defied all orthodox logic. “My parents have been extremely supportive
especially my father, a sportsman himself who has guided me throughout,” she
says adding, “They are perhaps more elated than me during each of my
success.” She owes her allegiance to her coaches. She remembers her physical
education teacher giving her the shot-put during physical training periods.
Steffi has converted the iron ball to gold. “All my coaches have played a
pivotal role in my success at the national level.”

Steffi aims high. She wants to win the Asian and World Commonwealth games
medals for India and represent the country at the Olympics. But she knows
that her journey will not be a bed of roses. To be in the medal bracket one
has to take painstaking efforts. “A minimum of four hours strenuous practice
coupled with extensive training techniques is required everyday. Diet needs
to be kept under check as proper nourishment is a prerequisite.” Steffi took
her initial training in Peddem, for two years and later under the day
boarding scheme at Panjim under Sports Authority of India. Currently Steffi
has shifted to “Center of Excellence”, Patiala, for advanced training.

She is receiving training under Mr Jugraj Singh, former Olympian and Asian
Medal winner. “Practice, practice and more practice,” she says, “is the only
mantra for success at the national and international level.”

Steffi’s efforts have paid off when one considers the plethora of medals she
has won at the national and the west zone levels. It did not take long for
her talents to get noticed and appreciated.

She was conferred with the National Child award for exceptional achievements
in sports by the ministry of Human resource development, New Delhi in August
2005. She was adjudged best sportswoman of the year by the Sports
Journalists Association of Goa in 2004. She was also felicitated by the
Lions Club of Candolim, Alto Betim Jaycees, Kala Jogi, etc. “When people
recognize and appreciate me I feel fully active and enlivened. I feel it
worth the effort. Routine work can sometimes get boring. Appreciation and
encouragement makes all the difference,” she says with gratitude in her
eyes.

Athletics is not very popular in India. Surely, not as popular as cricket or
football. Steffi feels that the chief reason behind this is the lack of

Responding to a post Ryan Figueiredo made today on the Church and
"mixed marriages'
I think he was spot on when he said:
"The Church is becoming increasing irrelevant for young people
and it is shortsighted and insensitive directives like these that only
alienate them further".

I agree. I used to regularly 'attend' Church like any other (Goan) Catholic.
However, events that happened here in the UK - in my own parish, (and
elsewhere, globally) has changed my 'belief set' about 'religion and
priests'. Issues like child abuse and other 'wrongs' (by their own
standards), led me to believe that any 'organised religion' was made
vulnerable by its own 'human beings' (priests).

Where hypocrisy may exist, I don't know - so I now don't think it
necessary to "attend' Church.

I do actually have a 'faith' based belief, where I pray to God in "my own way'.
Church going for me has become irrelevant.

Rome can be very stubborn when it comes to dealing with a modern
evolving world. They are alienating themselves and they don't seem to
care. Why should we?
The Churches stance on this mixed marriage issue is certainly not
going to gain them any brownie points. It is even discriminatory and
undermines people's ability to make their own life decisions that
matter to them. The Church does not 'own people' to issue diktats on
their lives!

Best of all, if one is in this situation, one should do what feels
right for them, without 'outside' pressure.
God knows, a mixed couple planning to marry will sometimes have enough
'hassle' from their own 'pigheaded and bigoted' family and
friends...let alone the Church!

on hearing from audio cassettes that I have here.
The two audio cassettes (Lorna & Konkani film songs) that I have are very

and the music n words are not very clear as they are copy of Thompsons from
the original with licence.
Even the Alfred Rose oldies its the same problem.  Am sure you must have
noticed that the old konkani songs
cassettes the sound clarity is not so good compared to the re-made ones.

The installation of a statue in bronze in Bandra,
Mumbai is the tribute India is paying to the great
Goan scientist, Dr Norman Francis Lewis.

Dr Norman Lewis, the grandson of Dr Daniel Lewis of
Parra, reigned supreme at St Stanislaus, Bandra, where
he did his schooling.  After his B.Sc. (Tech), he
joined Bhabha Atomic Research Centre in 1962.  The
central government deputed him to Oregon State
University (USA), for his Masters.  His path-breaking
thesis, discovering 'Micrococcus Radiophilus' - the
most radiation-resistant bacillus known to man, earned
him his doctorate.  A pioneer of the food irridation
programme, which was instrumental in saving the
country millions of dollars worth of foodgrains, Dr
Lewis was also part of the team which developed the
vaccine against the dreaded Salmonella.  At BARC, he
headed several departments like micrbiology, food
technology and enzyme engineering.

At the invitation of United Nations bodies like the
FAO, IAEA and the UNO itself, Dr Lewis represented
India at several international conferences and
symposia from 1974 at Seattle, Munich, Manila, Tokyo,
California, Las Vegas, Denver and San Diego.  His
achievements earned him a place in prestigious
publications like 'Who's Who in the world' (1982),
'Who's Who in the Commonwealth', International Book of
Honour', 'Men of Achievement', 'Dictionary of
International Biographies' and 'Profiles of Eminent
Goans'.

Dr Norman Lewis was tipped for the Nobel Prize for his
discovery of the vaccine against cholera, when the
untimely death in 1985 of this great servant, robbed
the country of this rare honour.

His wife, Ms Pramila nee Fernandes from Betalbatim,
who studied at Carmel College in Goa, teaches at
Mumbai's Sacred Heart High School, Santacruz, and
despite being traumatised with widowhood very soon
after marriage, has done a remarkable job in carrying
forward her husband's vision of academic excellence
with their daughter, Rosanne pursuing her postgraduate
degree in Statistics at Mumbai University and their
son, Newton, seeking a degree in Computer Engineering
at the University of Arkansas.  She also works with

In recognition of the services of this celebrated son
of India, BMC had in 1994 named the road in front of
the Lewis family residence in Santacruz as Dr Norman F
Lewis Chowk.

Eleven years later, and in his 20th death anniversary
year, a grateful country is honouring him with a
statue at the Norman Francis Grounds, a sports haven
for the public that the Lewis Family Trust maintains
in Bandra.  All permissions for the installation of
the statue have been granted and have been passed in
the BMC House.  The Collector (BSD Mumbai) has granted
the permission for the erection of the statue.  All
police clearances have been obtained and finally the
GAD Mantralaya has given their consent to install the
statue of Dr Norman Francis Lewis.

I would like to lend my support to Kenneth Barbosa's study on fatal accidents
in Goa. I hope all Goans in and out of Goa will get involved. The crux of
the situation is what the government and police are doing to prevent such
incidents. The way motor-cyclists rush on regardless show no respect for
life. My own husband was knocked down, suffering only a hair-line fracture.
But the doctor prescribed five medications,despite his on-going medications
for diabetes. This resulted in his death in Goa this year.
The issue here is how can speed - limits be imposed and how can offenders
be brought to task. Perhaps the Lions Club, the Rotary Club, tourist companies
and other civic-minded bodies could canvass for safety on Goan roads.
With Goa's geograpical lay-out and high corruption in the state, this will
prove difficult. But the matter must be addressed if we have any regard for

I may be wrong but I'm sure you are aware that over the years most
of Goans sp. south goa, catogorise spoken Konkani also in two groups..
.i.e. Romi and Devnagri...By Romi they mean Konkani the maim bhas..
that was spoken at home (Cristao) and the one that has some Portuguese
words.. by Devnagri konkani they mean the konkani which has the new words
(either Marathi or the konkni words of Konknem). Cristao usually say
konkneali bhas or Devnagri konkani. I know this is not officially correct
but
that's the way it is, like we used to call 'Konknem' for Hindu brothers
those days
although we are all Konknem. And that is why they say the Mando, Dekni
khell n tiatr are forms of Roman Konkani or written in Romi. So far I have
not seen Devnagri konkani on the entertainment field but agree the Church
has adopted the Devnagri Konkani.

If you are referring to the khells of 60's and later on,
which were performed on zomnicher (ground)...these khells did not have
written dialogues but the songs were written on cadern (book).
The dialogues were just part of the song and each partist
had to say their own words relating to the story.

Agree some mestres were illiterate, but they had someone who
could write the songs, otherwise how was it possible to compose and
remember all the songs of not one but 5-6 plays (at one time) without
referring
to the book even during the rehersals?
I hope u are aware how many such songs are there in one play...
besides all the partist had to know all the songs...
and they were all written in Romi Konkani which is much easier to write.

Friday’s meeting a failure,claim taxi, tour operators

MARGAO, NOV 18 — Both the tour operators and the tourist taxi operators
sounded unhappy over the deliberations at Friday’s meeting, terming the
talks as a failure.
TTAG President, Charles Bonifacio said the tour operators are not averse for
a solution to the problem, but maintained that the taxi operators should
stop taking the law in their own hands.

“Today, the Chief Secretary expressed her inability to provide full-proof
security to the tour operators. What can you expect from a Government which
cannot maintain law and order”, he asked.
Charging that the Government has failed to resolve the row, Bonifiacio,
however, said the tour operators would attend Monday’s meeting to find an
amicable solution.
Meanwhile, President of Goa Tourist Taxi Association (GOTTA), Kennedy Goes
said the taxi operators are unhappy over the meeting. “The taxi operators
have asked for three days of a week to ferry tourists. We hope the
Government would agree to our demand in the interest of the sons-of-the
 soil”, he told newsmen. He said the taxi operators would never accept the
modus operandi by the tour operators to deploy taxis to transport tourists.
“We are not against our counterparts from North Goa as is being made out to
be some vested elements”, he claimed.
Goes reiterated that the taxi operators would go on an indefinite strike if
their demands are not met within seven days from today. “Tourist transport
should come to the locals, this is our main demand”, he added.
GOTTA vice-President, Alerio Fernandes said that 50 per cent of the tourism
benefits should come to the local taxi operators. “We are not goondas or
terrorists, but the tour operators will make us terrorists”, he said.

Fairness cream..!

And now there’s a fairness cream for men! And before
you rush of to chemist’s to buy one or are already
using the one for women, here’s a story:

His thumb softly rubbed the twisted flesh on my cheek.
The plastic surgeon, a good fifteen years my senior,
was a very attractive man. “Hmmm,” he said quietly.
“Are you a model?”

Is this a joke? Is he kidding? I asked myself, and I
searched his handsome face for signs of mockery. No
way would anyone ever confuse me with a fashion model.
I was ugly. My mother casually referred to my sister
as her pretty child. Anyone could see I was homely.
After all, I had the scar to prove it.

The accident happened in fourth grade, when a
neighbour boy picked up a hunk of concrete and heaved
the mass through the side of my face. An emergency
room doctor stitched together the shreds of skin,
pulling cat-gut through the tattered outside of my
face and then suturing the shards of flesh inside my
mouth. For the rest of the year, a huge bandage from
cheekbone to jaw covered the raised angry welt.

A few weeks after the accident, an eye exam revealed I
was nearsighted. So above the ungainly bandage sat a
big, thick pair of glasses. “Well,” sighed my father
that evening, “you’ll always be pretty to me,” and he
hesitated, “even if you aren’t to the rest of the
world.”

Right. Thanks. In a culture that values beauty, an
ugly girl is an outcast. My looks caused me no end of
pain. I sat in my room and sobbed every time my family
watched a beauty pageant or a “talent” search show.

Eventually I decided that if I couldn’t be pretty, I
would at least be well-groomed. Over the course of
years, I learned to style my hair, wear contact lenses
and apply make-up. Watching what worked for other
women, I learned to dress myself to best advantage.
And now, I was engaged to be married. The scar,
shrunken and faded with age, stood between me and a
new life. “Of course, I’m not a model,” I told the
doctor with a small amount of indignation.

The plastic surgeon crossed his arms over his chest
and looked at me appraisingly. “Then why are you
concerned about this scar? If there is no professional
reason to have it removed, what brought you here
today?”

His voice was low and soft. “Let me tell you what I
see. I see a beautiful woman. Not a perfect woman, but
a beautiful woman. Lauren Hutton has a gap between her
front teeth. Elizabeth Taylor has a tiny, tiny scar on
her forehead, every person has an imperfection, and
that imperfection makes their beauty more remarkable
because it makes them human.”

He pushed back the stool and stood up. “I won’t touch
it. Don’t let anyone fool with your face. You are
delightful just the way you are. Beauty really does
come from within. Believe me.” Then he left. I turned
to the face in the mirror. He was right. Somehow over
the years, that ugly child had become a beautiful
woman. Since that day in his office, I have been told
many times by people of both sexes that “ I am
beautiful”.  And, I know I am. When I changed how I
saw myself, others were forced to change how they saw
me. The doctor didn’t remove the scar on my face; he
removed the scar in my heart..!

Leaders fooling Goans on Dabolim Airport
Why are you opposed to Mopa airport project?

I am opposing Mopa airport project keeping the future of Goa, its people and
economy in mind. My opposition to the project is not for my political
survival as I am not surviving on politics. I have other avenues to meet my
daily needs and that of my family. I am in politics for giving a bright
future for Goans and I have been fighting for their rights since I entered
politics way back in 1989. I am sure that Mopa airport will not benefit Goa
and Goans at large.

What are your fears about Mopa airport?

I am sure that once Mopa airport is commissioned, the Dabolim airport would
be closed for civilian traffic and it would permanently become a naval
airport. This would harm the booming tourism industry and also cause
inconvenience to the people of the state.

But Dabolim airport has been a naval airport for long and cannot be
classified as an international airport. Isn’t it?

No. Dabolim has been a civilian airport all throughout till the navy was
handed over its charge for maintenance after liberation and they have been
running the show since then. I have authentic information that Dabolim was
named as the thirteenth international airport in the country and it should
be upgraded to meet international requirements.

How can you say that Dabolim is a civilian international airport when all
documents prove that it is a naval airport?

I have learnt that when Mr G C Shrivastava was the Chief Secretary of the
state, he gave a noting to the Centre stating that Dabolim was a naval
airport. This I believe is contrary to the facts. However, I have a copy of
the gazette issued during Portuguese rule stating that Dabolim was a
civilian airport and not as stated by the then chief secretary. The Goan
members of Parliament and others concerned did little to impress the central
authorities about the facts about Dabolim airport.

But Dabolim is to remain as second airport in the state?

This is a lie that is being told to the people of the state. Let me tell you
that the same assurance was given to the people of Cochin (Kochi) when a
second airport under public-private partnership was sought to be built.
However, when the new airport came up the old one was discontinued and I am
sure that after Mopa airport becomes operational the same thing would happen
to Dabolim airport, which would become a naval airport permanently.

Don’t you think that Mopa International Airport would help Goa and boost its
economy?

Who says that Dabolim is not an international airport and why do we need two
international airports? I want to reiterate that Dabolim is the thirteenth
international airport and is a civilian airport. I have enough proof to
substantiate my claim. I challenge any one to prove me wrong. Moreover,
Dabolim can be upgraded and for this the Navy has to vacate it so that
another runway (a parallel one) is built and other facilities required for
an international airport can be built. Mopa in my opinion will not be of
much help to Goa.

Why should Navy vacate Dabolim?

When the Sea Bird project was initiated the then government of Goa, headed
by Mr Ravi Naik, handed over the entire island of Anjediva, without taking a
single pie from the Defence Ministry or the Central Government. The Navy has
enough land at its Sea Bird project where they can build an airport to meet
their requirements. To force navy to quit Dabolim, it is necessary for all
Goans to come together and force the state as well as central government to
urge the naval authorities to shift their airbase to Karwar. If government
forces the Navy then only it will shift the base to Karwar and we will have
the best international airport in Goa.

But naval authorities claim that Dabolim is a strategic location and that it
would be foolhardy to shift to Karwar?

No, that is just an excuse for the Navy to stay put in Goa. According to me
the best location for Navy is Karwar. It has been a tradition now that any
one who comes to Goa wants to remain here and does not want to leave it.

Have you brought the issue to the notice of the Central government, now that
you are a Member of Parliament?

I have already brought the issue to the notice of the Prime Minister, Dr
Manmohan Singh, and the All India Congress Committee president, Ms Sonia
Gandhi. They have assured to look into the matter after studying the
viability report.

This is to inform you that there is to be a protest march in Panjim against 
the Ordinance amending the Town and Country Planning Act on Monday the 21st of
November.

The march will begin at 2 in the afternoon from the Old Patto Bridge and 
culminate after walking through the city at the Customs House at around 5 
o'clock.

It is important that you lend your presence to this demonstration as the 
Ordinance if allowed to remain spells mockery for the planning process in Goa. 
As you may be aware, the Ordiance allows for arbitrary alteration of land use 
and conversion, with power vested in the hands of a single individual. 
Specifically it would allow for apartment style developments to mushroom all 
over Goa. Nearly substantiated rumours whisper the origin of the Ordinance in 
the need to make way for Sahara Ambi Valley's entry into Goa.

The impression is being given that the Ordinance will no longer apply since it 
is held in abeyance. This means nothing legally and is merely meant to lull us 
into a false sense of security. What we need is a revocation of the Ordinance 
ab initio.

The middle class has been conspicuous by its small numbers and i is imperative 
that we lend our support to this agitation.

I think you are wasting your time on Goanet. The US is
waiting for another hero such as Rosa Parks. A fine
mind such as yours could become the envy of every
immigrant in the US. All you have to do is
concentrated your efforts on improving the lot of your
sub-group. Fifty years ago, Rosa Parks insisted that
every non-white American should have the same rights
as a white American. Rosa Parks was the spark that
enabled every non-white American to achieve that
dream. At this moment, immigrant Americans such as
yourself, do not have the same rights as American born
citizens. To be SPECIFIC, you cannot run for all the
elected positions in the US. Perhaps, you should sit

You obviously dont seem to take your own rhetoric very
seriously. Portugal was very much part of the
coalition of the coerced, along with powerhouses such
as the Marshal Islands, Micronesia etc that provided
"support" in the invasion of Iraq. In fact much of the
final agreements between the so called coalition
partners was hashed out at the Portugal sponsered
Azores summit that was held a few weeks before the
invasion began.

In your attempts to defend the legitamacy of the this
coalition, you have gone on record on many forums to
state that any nation or individual that opposed the
invasion of Iraq impicilty supported the islamic
jihadis. You had even put the late Pope John Paul in
the terrorist camp for the Vatican's opposition to the
war.

Perhaps you have since changed your mind and like 60%
of the American public, no longer believes in the
merits of this war, or perhaps you never placed much
merit in this coalition of clowns to take it too
seriously in the first place. Regardless, once you
make up your mind and then figure out a way to
elucidate your thoughts without resorting to abuse,
you can perhaps try and explain the whole thing to us.

An Ill-Organised Film Festival

THE International film festival of India, (IFFI) to be held in Goa, episode
II, under the Congress-NCP-MGP ruling dispensation, needs to proceed
smoothly and peacefully without any law and order situation. It is
fundamentally wrong to hold this festival and the honoured guests of Goa to
ransom in the name of any agitation. At the same time it is the bounden duty
of the government to create an atmosphere of peace and reconciliation in a
statesman-like manner by changing its decisions which are opposed by the
people. There is an excellent response from the national and international
media this year and that increases the responsibility of the government for
defusing the agitation over the TCP ordinance and PDA’s jurisdiction. With
hardened stances on both the sides, a solution appears difficult unless the
Governor himself intervenes for larger public good.

If the agitators begin blocking the arterial roads leading to Panaji during
the IFFI then it would be a great security issue. If any violence breaks out
because of impulsive action by the police then Goa would have to forget
IFFI. Imposing Section 144, as some people are advising, would send a wrong
signal to the media and the delegates. IFFI 2004, Episode I, the BJP
version, also had a controversial start. The then government wasted a huge
sum on the Canadian consultants who could not understand the simple problem
of drainage along the Mandovi waterfront. Rupees one and half crores for a
temporary open-door shamiana for the inaugural function of the IFFI cannot
be justified.

Obviously it may create several job opportunities. But it would certainly
match the disputed expenditure on the “renovation” of Kala Academy executed
during IFFI 2004. Goa has now become famous as the land of controversies. It
must have been very humiliating for the superstar Amitabh Bachchan to be
told that the invitation extended officially to him by the state government
is withdrawn. The Government must sincerely apologise and invite him for the
concluding function. Politics needs to be kept out of cultural issues. IFFI
needs to be organized with a certain dignity, decorum and discipline to set
up new benchmarks in smooth organization. Certainly, all the false starts
may prove to be good lessons for future because Goa is now a permanent
centre for IFFI. Kudos to ex-CM Mr Parrikar, whose advocacy for the
permanent venue has borne fruits. Mr Pratapsing Rane with a proven and
secular track record in managing Kala Academy went ahead with IFFI 2005
despite lack of unanimous support from his party colleagues. But a lot of
precious time was wasted after the withdrawal of monsoon in rapidly
completing the spill-over work on several projects which had been initiated
last year. The incomplete footpaths on D B Bandodkar road have become a
pedestrian hazard. A small stretch of road near the Santa Inez Hindu
crematorium has eroded so much that the area has become accident prone. Some
miscreants removed the doors of the fiberglass kiosks near the Mandovi
waterfront. The majestic casuarina trees in the Bhagvan Mahavir Children’s
park at Campal were mercilessly top worked and pruned contrary to the non
violent teachings of the great tirthankara whose statue graces the park. The
park is now beyond recognition. Dehydration and infection would kill all the
trees soon. A lot of damage was done to the roadside herbaceous plantations
between Kala Academy to Betim ferry wharf as people trampled over these
delicate beds. Adequate notice has not been given to the campal residents
about the traffic and parking arrangements during the festival.

Unless the government restricts vehicular traffic at peak hours, this year
it would be a very chaotic situation between the old secretariat building to
Caranzalem. A major outdoor cultural event attracts thousands of people to
Panaji. After the event gets over there is no traffic discipline. I was
trapped in a traffic jam in my car for two hours near Bal Bhavan last year
after pop singer Remo’s concert got concluded. To my estimate the event had
attracted not less than fifty thousand people to Campal. This year the
number is likely to swell for the outdoor events because domestic tourists
are also flocking to Goa in large numbers. This also brings with it a
considerable security risk. The state government machinery is woefully
inadequate to deal with sabotage, saboteurs and terrorists — who can easil

Morcha against T&CP ordinance today in city
NT Staff Reporter

Panaji, Nov 20: Emboldened by the announcement of some environmentalists and
heritage lovers to move the court of law praying scrapping of the
controversial ordinance on the town and country planning, the St Cruz
constituency citizens action committee will take out a morcha in city
tomorrow.

On Friday, the Chief Minister, Mr Pratapsing Rane had taken initiative in
convening a meeting with agitators in the presence the Deputy Speaker, Ms
Victoria Fernandes, who is spearheading the stir to exclude the villages
from PDAs. However, the unmoved committee has stuck to its guns on the
issue.

Despite Mr Rane declaring that the ordinance amending the Town and Country
Planning Act would not be implemented, Ms Fernandes said that she would go
ahead with the planned morcha.

The convenor of the action committee, Mr Mario Oliveira said the morcha
would start from the Patto Plaza and culminate near Customs House

TCP ORDINANCE  2005 AND RECONSTITUTION OF  PLANNING BODIES  -- PART ONE

Almost 13 years after Liberation of Goa the then Maharashtrawadi Gomantak 
Party MGP Government under its second Chief Minister Ms Sashikala Kakodkar, 
realized that rampant illegal structures, haphazard development activity 
engulfed the port area then a town (now a city with an A class Municipality 
comprising Vasco-da Gama and Mormugao) of Mormugao Taluka.. The economic 
activities at the natural harbour promoted this unplanned growth which 
appeared to become an eye sore on the Goa landscape.

It therefore brought about a bill "The Goa Daman & Diu Town and Country Act 
1974" with a view to "regulate development for a better living environment" in 
tune with the natural ingredients that constituted this tiny territory almost 
the size of a district in the rest of the country. The role of this TCP 
Department was meant to be merely of an advisory nature. The Planning 
Development authorities were intended to supervise the Outer Development Plans 
or the Comprehensive Development Plans for each planning area.

When the Bill was introduced, albeit with sacred intentions, it was clear from 
the ensuing debate in the Goa Legislative Assembly, which lasted for only 
three days towards the close of the session i.e on 26th 30th September, 1974 
and 1st October, 1974 and the hurried manner with which it was passed assented 
and notified on 22.11.1975 by Mr Pratapsing Raoji Rane then the Law Minister 
in the MGP and now the present Chief Minister of Goa heading the Indian 
National Congress led MGP and Nationalist Congress Party coalition., that 
there were "other considerations" that expedited its enactment. 

Mr Ramakant Khalap of the then MGP and now INC ex MLA, too was a party to this 
enactment. It was assented and notified in the Official Gazette dated 
22.11.1975. The 142 provisions in the Act was a near facsimile print of the 
Maharashtra Regional Town and Country Planning Act 1966., and was  expected  
to wipe out the illegalities in development which not only included Building 
activity as is commonly believed but had schemes for Traffic and 
Transportation Plan, Plans for areas around Railways etc and other change of 
land use and zoning etc.

Interestingly many of those that were in the Opposition side viz; Mr Roque 
Santan Fernandes MLA, Mr Eduardo Faleiro then MLA were apprehensive that this 
piece of legislation needed to be referred to the Select Committee where both 
the ruling and opposition members would get enough time to debate on the pros 
and cons of this piece of legislation taking the public into confidence.

Later with similar intentions the INC Government led by Mr Pratapsing Raoji 
Rane as Chief Minister and head of the Town & Country Planning Board decided 
to prepare a Regional Plan 2001 so that Goa would be ready for the present 
century in tune with the population increase projections.

Therefore keeping the scarce land resources available ie of the 3656 km2 of 
land just 0.36 Ha were available for development with the rest as mining 
forest cover/natural cover etc The surface utilization plan ---was a guideline 
to planers, to ensure that the development was in harmony with nature’s gift 
and maintaing a match with the social economic and physical complexion of 
territory. Thus after a complete survey plans drawn etc  The Town & Country 
Planning Board approved the same in 1981, notified it in 1982 after it was 
discussed in the specially convened gram sabhas of village Panchayats the 
suggestions objections were examined considered by the Government and then 
notified on 11th December, 1986 .

With this the entire 11 talukas of Goa (two of Daman and Diu) was divide into 
three broad categories a) the Coastal Talukas b) the Midland Talukas c) the 
Ghat Talukas.

Given the 101 kms of coastline with its white sands and the fact that the 
Portuguese conquests were restricted to the Velhas Conquistas from 1510 to 
1961 (451 years) the demographic composition of the Coastal Talukas population 
density comprised of nearly 52 % of the total population then at just 11 lakhs 
in 1981 . In fact this region of Coastal Taluka forms the picture postcard of 
Goa in the minds of the people in the rest of the country and the world as 
being a region depicting the rich blend of east meets the west. Hence 
development activity is extensive and scarce land is being sold to the highest 
bidder.

This evening I had the good fortune to watch on the History Channel, a TV 
documentray entitled "The Little Ice age - the Big Chill". This was the climate 
change which affected Europe from 1300 to 1850.  This period coincided with and 
the TV program suggests led to / aggravated the many other problems that Europe 
faced during this period including the famines, epidemics, wars and Inquisition.

Perhaps a 100 years from now, the current turmoil in the world would also be 
labeled on world temperature and environment changes rather than on oil, 
Islamo-fascist, or fits of freedom, etc.

We live in changing times, where very often, both husband and wife work 
outside the home. Sometimes the woman receives employment outside, and the man 
looks after the home. Who does all the work inside your home? Parenting by 
Father and Mother complements the way husband and wife operate. When occasions 
arise, each one may have to adjust and adapt to fulfil unfamiliar roles. In an 
emergency, it is amazing how resilient we can be. The home is built on love 
and sacrifice. 

Each of us was brought up by our parents to assume certain responsibilities. 
Marriage provides opportunities to serve and those who have experiences in 
their growing up years, can put them to good use, when needed. Some women may 
be practical and handy in repairing and fixing household gadgets, fuses and 
washers. They do not have to call in an electrician, plumber or handyman. Some 
men may be able to cook, sew, nurse a sick child with patience and gentleness. 
Co-responsible partnership between a husband and wife and complementarity in 
the roles they fulfil, contribute to the peace and harmony of the home. 

Sometimes the man is away from home for long periods of time due to work and 
the woman has to assume the roles of both parents in his absence. When he 
comes back, she has to let him assume the role of father. This is not easy and 
calls for discretion and humility. Again, after retirement, a man may find he 
has little to do and is a nuisance in the kitchen or home. How can he feel 
needed and learn new skills? When one is sick, the other has to assume 
responsibilities and make significant sacrifices too.

Thanks for your article.

I watch the Trio Kings (Joquim-Jr.Rod-Anthony) performing in Dubai last Friday 
in the show "Soglle Bhagivont". They sang 2 songs. One is about Goa politic 
circus and the other is about the Late Doctor Verekar from Vasco, who was 
killed by his own Son-in-Law.

Here is the Chorus of their song "Dr. Verekar":-

Following  the 73rd and 74th Constitutional  amendment which came into force, 
in 1992 which gave powers to the people in matters of development, through the 
local bodies the Village Panchayats the Zilla Panchayats and the Municipalites 
it was obvious that the Planning Development Authorities which were to act as 
regulatory bodies for the development of land which was notified as planning 
areas  based on the Outer Development Plans or a Comprehensive Development 
Plans  with respect  to areas in growth centers viz cities and fledging towns 
and  growth points sub areas, around the cities and towns -- would now have to 
take into consideration the views of the District Planning  bodies which would 
constitute members of the Village Panchayats and Municipalites keeping the 
people as the prime deciders of what is best for them the in the village and 
the municipal areas and the state at large.

With this devolution of power to VPs,  ZP's and Municipalities it would ensure 
that the TCP Board under the tutelage of the TCP Minister and the PDAs who 
are "political appointees" ( many who would not be able to distinguish between 
brick and mortar or agriculture or fallow land etc )  of the Government in 
power  and who act  merely  as "licencing bodies" creating obstacles until the 
money changes hands under cover sometimes overtly oblivious of the regulatory 
duties and obligations to preserve the ecology and scarce land resources for 
optimal use , would be placed under the scanner of the villagers or the 
muncipal limit dwellers and not in these bodies.

But successive Governments have failed to devolve powers and only last year a 
District Planning body was constituted by the previous Government following a 
petition which is still pending in the High Court of Judicature of Bombay 
Panaji Bench.

Even the Zilla Panchayats have not been given the powers they are to be 
delegated.  True Goa is a small state and it is perhaps over represented with 
as many as 1650 elected representatives , how could the thought of devolution 
come about at the risk of their losing their clout over the voters and getting 
elected for more than a term?

Therefore the present TCP ordinance and other developments that has resulted 
in the agitation by a section of the politicians and NGOs besides others who 
have the interests of Goa in mind needs to be examined in the light of the 
above to understand the intricacies and the undercover support it carries, 
which could well change political equations and shake the Treasury (ruling 
party) benches in the days to come.

The PDA's were constituted first for the Municipal areas growth centers and 
gradually covered other growth points around the growth centers.

On 23.6.1993  the PDA for Vasco da Gama was constituted and the Planning areas 
notified.

On 24.10.2000 the technically constituted BJP coalition Government came to 
power 

On  14.07.2003  the North Goa Planning Development Authority PDA was 
bifurcated into Panaji and Mapusa and 21 and 26 revenue villages respectively  
were included

On 14.11.2003 a re-survey of the whole of Goa under the Goa Land Revenue Code 
was notified.

On 06.07.2004 the Draft Regional Plan 2011 was published it was notified and 
suggestions invited from the public for two months .  This Regional  plan is 
belatedly done . The last was intended till 2001..

On 06.08.2004 the South Goa Planning Development Authority was bifurcated into 
Margao and Ponda planning areas  with 25 revenue villages from Salcete in the 
Margao PDA and 3 revenue villages in the Ponda Planning area.

There was much resentment and protests from the people of Salcette as many 
villages felt that inclusion in PDAs would make things more cumbersome and 
money spending. Not that the village Panchayats or Municipalities are any 
better but there the corruption was apparently "minimal" and proportionate to 
the spending capacity of the licencee.and this was related to the Building bye 
laws.

On 27.01.2005 the TCP portfolio was removed from then BJP Minister for Town & 
Country Planning  Mr Atanasio Babush Monserrate

On 02.02.2005 the vote of Confidence of the BJP coalition government was 
carried out and in the melee in the august House the  INC survived and Mr Rane 
took oath of office

On 04.02.2005 the  INC Government's first act was stated to be   in "public 
interest" viz wipe out all the PDAs and the planning areas constituted 
earlier .

Mopa, ahoy !

A recent column by my esteemed and respected senior friend, Chandrakant Keni, 
inspires this revisit to the Goa International Airport issue.  Permit me to 
start in a roundabout way:

Why is it that Goans from every caste, creed and colour -- from medicos like 
Dr. Vithal Shirodkar and Dr. Ernest Borges, from corporate honchos like Victor 
Menezes and Sumont Mulgaonkar, from legal luminaries like *Queen’s Counsel* 
Barrister Nazareth in Kenya and fellow Margaoite Adhik Shirodkar in Mumbai, to 
the Lata Mangueshkars and the Frank Moraes’ (the list could go on, ad 
infinitum) -- competed, and excelled, in their fields of endeavour, outside 
their native Goa?

And why is it that Goans in Goa -- like restaurateurs in Margao who complain 
against much-disadvantaged streetcorner food pushcarts, or merchants in Mapusa 
who are vociferous against "Garment Sale" of factory seconds -- fight so shy 
of competition?

Me thinks it is for the very same reason/s why a skilled Goan workman, in Goa, 
would stand no sliver of hope competing -- on home turf -- with a similarly 
skilled migrant from Kerala, Karnataka or Andhra.

Which is the crux of my misgivings about an additional airport (assuming, 
without admitting, that another is needed) being located at Mopa, the 
threshold of Maharashtra.  Can an over-priced and over-loaded Goa ever hope to 
compete with virgin south coastal Maharashtra, once Mopa unveils the virgin to 
the eyes of the lusty tourist world? 

I refuse to bite the arguments that Mopa versus Dabolim is a North Goa v/s 
South Goa issue, or that Mopa will affect tourism only in South Goa.  
Balderdash!

Mopa will, in due course and time, affect tourism in ALL of Goa -- and hit 
ONLY the small and marginal Goan segment that counts on tourism for its 
survival : taxi operators, small lodges and guest room hirers, beach shack 
operators and the small restaurateurs, dotting the various beaches of Goa.  
>From Arambol to Galgibaga.

The cash-rich Starred hoteliers now in Goa have the means to easily move over 
to the pristine beaches of south Maharashtra --  they may even be more than 
pleased to. Humble and hard-working coastal Maharashtrians don’t have as many 
village feasts and zatras, or dozens of in-laws kissing the Creator every 
other day, as happens in Goa.  Work absenteeism is a bane to anyone doing 
business in Goa.  

Multi- and national tour, travel and ticketing agencies, car rentals and forex 
exchangers will likewise be only glad to move over to an emerging xanadu.

Would it be only the rich and powerful who may shift shop from Goa?  Lamanis 
from Karnataka, ayurvedic body masseurs from Kerala, even the sprinkling of 
firangi restaurateurs and small businessman ... what would be their incentive 
to stay back, when the tide is flowing up North? 

Our neighbours from Sindhudurg, Ratnagiri (even Raigarh) districts possess not 
just excellent beaches waiting to be opened.  They bear, pertinently, a 
mindset that will not oppose the setting up of international-standard Golf 
courses, nightspots, Casinos, and what-have-you, on their soil. 

If you are inclined to think that only affluent tourists may skip Goa for 
Maharashtra’s Konkan paradise, while we still will enjoy overloaded Charter 
carreiras with butchers from England, dopeys from Israel and the mafiosi from 
Russia, think again.  Have Maharashtrians ever displayed aversion to Full moon 
parties, Raves, Flea and Saturday night markets?  And can our Ghode Modni hope 
to compete with their sensuous Lavni?

Goa will simply not be in a position, on any yardstick, to compete with south 
coastal Maharashtra, once Mopa helps open it.

So finally, who will be left back in Goa?  Only the small-time Goan lodger, 
the Goan cabbie, the Goan beach shacker and the Goan coastal restaurateur who 
depended almost entirely on tourist clientele ... nursing wounds of 
indescribable loss, and fending off bank recoveries.

And what about this entirely wholesome and unadulterated illogic of locating a 
vital *public utility* at one extreme, desolate, end of Goa -- furthest from 
the maximum who will use it?  By extension, when Panjim’s bus stand gets 
saturated beyond hope of expansion -- Panjim has no land for its garbage even 
now -- will its new bus stand be built at Keri-Ponda or Canacona, where plenty 
of suitable land is available ... w

VN:  But why did'nt you sort out this script problem at the time of the 
Konkani Movement for obtaining the official language status for Konkani?

TC:  Looking back, I think it was our mistake.  The entire Catholic community 
in Goa fought for the official language for Goa.  The Konkani movement would 
have fizzled out  if the people were to be told that script for Konkani would 
be Devnagari.  They were kept totally in the dark. Of course, we, mean-
ing those who were the leaders of that Movement were aware that it was going 
to be Devnagari, but we had not let the people from the  minority community 
know about it.  Actually, we were also at fault because we never let them know 
about this understanding on the script we had on script issue.
