In the latest installment of recycled material on
"alternative science" we get the following comical
information:

1. When asked to name some real scientists the names
of Bush and Blair are offered in response.

2. We are told that India and China are generating
increasing amounts of greenhouse gases but humans in
general are not responsible for them.

3. When asked to name a legitimate scientific source
such as an expert scientist or a reputed scientific
organization, a website called "JunkScience.com" run
by a political activist and a lawyer is offered in
response.

4. We are told that Blair agrees with Bush that
"alternative scientific evidence" contradicts human
causation of global warming.

The first three items above are self-explanatorily
comical alternatives of reality. The comical
alternative nature of the fourth item can be gleaned
from the following excerpt from a speech by Tony
Blair, which clearly shows that he accepts the
mainstream consensus scientific position on climate
change:

"But tonight I want to concentrate on what I believe
to be the world's greatest environmental challenge:
climate change.

Our effect on the environment, and in particular on
climate change, is large and growing.

To summarise my argument at the outset:

>From the start of the industrial revolution more than
200 years ago, developed nations have achieved ever
greater prosperity and higher living standards. But
through this period our activities have come to affect
our atmosphere, oceans, geology, chemistry and
biodiversity.

Nobody cares, but the Gomant Vishwa Sammelan starts today. Although
there are thousands of Non-Resident Goans back in our homeland for the
holidays, the organizers of this convention expect a turnout of less
than 300; it's a waste of time even before it starts, a pathetic
non-event where nothing significant is planned or expected.

This is all particularly disgraceful because there's never been a more
opportune moment for the spectacularly diverse Non-Resident Goan
diaspora to come together. Political and cultural divisions of the
past are fading into insignificance, the colonial hangover that
tainted previous decades has worn off, India is unstoppably resurgent
and Goa's never had more allure. Plus, we need our diaspora now, at
this time of great change and rapid transition, it's what Americans
call a no-brainer, an obvious logical move.

Alas, the administration is another kind of no-brainer, a
shortsighted, deeply incompetent, often mindless, set of the usual
suspects that never misses an opportunity to miss an opportunity.
Thus, we get this meaningless damp squib instead of productive
dialogue between non-residents and the administration, this shabby and
half-baked affair that's completely ignored by the thousands of
successful expatriates who are here at this time of year.

Yes, it's a real joke, but this year it doesn't feel funny.

Numerically speaking, we Goans are almost insignificant, and at least
half our number lives outside the state. When the polity, and the
so-called leadership, willfully disconnects the state's administration
from the expatriates, when a million non-resident voices are
effectively silenced, the kleptocrats create a vacuum in which they
can operate with a kind of real impunity, they can get away with
virtually anything because local opposition can be bulldozed away,
because they're persuaded that no one is paying attention.

Activists always warn that silence can equal death. In 2006, the
deafening silence from expatriates means the steady death of Goa as we
know it, the Goa we cherish, the marvellous environmental, cultural,
architectural legacies that our ancestors safeguarded through the
centuries.

We stand at the cusp of total degradation via tourism onslaught and
illegal land conversion; the predatory forces have never been stronger
or better organized. We need to rally together to defend the character
of our blessed, unique, little homeland. And so we need our
expatriates like never before, we need their support and strength in
numbers, we need them to stay connected and informed as we face the
coming threat.

Diasporas can bear tremendous fruit, witness the economic miracle
financed and engineered by the Chinese diaspora, or the meaningful
role played by the scattered and disparate Jewish community in Israel.
Here in India, the IT marvels of Bangalore are directly tied to the
gains made by software engineers in California, and we're seeing a
steady homeward flow of NRI's to the big cities as India's economic
picture becomes more and more attractive. In Goa, too, we've undergone
a kind of mini-renaissance when the Africa hands trouped home in the
70's, and that phenomenon could repeat itself.

But, obviously, we can't rely on our political class to understand,
appreciate, or foster much-needed and essential dialogue and
interaction. For one thing, we've to accept that we have an
exceptionally shortsighted and incompetent bunch and we can't seem to
rid ourselves of them. For another, they're amazingly incapable,  but
they're not stupid; they're well aware of the advantages in a silent,
seemingly acquiescent, diaspora.

It's what allows them to try and bulldoze the Assagao hillock via
stealth and bribery, it's what allows them to try and sneak in a
horrifying Ordinance that concentrates far too much planning power in
the most unreliable hands in the state, it's what allows them to
siphon a constant stream of funds from insanely grandiose projects
like inappropriate monorails and unnecessary convention centres.

Here too, our system is broken, and here too we face a disaster unless
we fix it ourselves. Forget the pathetic show that's starting today,
we've got to find a working alternative to make every expatriate voice
count because we need every ounce of diaspora muscle we can muster to
face the coming challenge. Silence will equal death, failure will
result in abject surrender, our blessed Goa's fate hangs in the
bala

Hello goanetters,

So lynching or murder does have its valid points in certain aspects. It
wakes the  government from its deep sleep and benefits the tenants. So are
the people who took part in the lynching or murder, Murderers or freedom
fighters like other freedom fighters. If the fight leads to the change in
law for tenants, than they surely qualify as freedom fighters. So let the
government include their names too as freedom fighter and dole out the
taxpayers money to them too. It reminds of another fight that took place
many years ago during my college days. The 50 percent travel concession for
the students, and I am so happy to know that the students are still enjoying
those benefits for which the students of than fought. The leaders of that
movement really fought bravely, of course than there were no lynching or
murder but police beatings.

Hello Edgar,

You mentioned Real Goans are more interested in making a fast buck out of
tourism. Wish that was the case, and most Goans were self employed, or
employed to enjoy the benefits of this fast buck, with all the menghai ,
but, well if one looks than mostly its only the tourist taxi drivers who may
qualify for that, otherwise most of the business are run by non Goans. Goans
are only employees in most places working or salaries hard for survival.
Real Goans are looking either to migrate or look for jobs out of India.
Government jobs are hard to get, as they require vasta and bribes, which
most goans cannot afford.

The recent incident in Valpoi describes complete lawlessness in Goa.  It
appears that Ghanti's, Ghanti's and more Ghanti's are attached to this issue
in North Goa than mainstream Goans.  Valpoi and North Goa is of little or
less interest to Panjimites and Ponjekar's.  Real Goans are more interested
in making a fast buck out of tourism, and very soon eco-tourism. They can
tear and themselves leave them alone.  Does it really matter?

BANGKOK (AFX) - Prime Minister Thaksin Shinawatra has shelved plans to
expand Bangkok's new international airport immediately after it opens next
June, said Somchai Sawasdeepon, a general manager of Suvarnabhumi
international airport.

The new 3.7-bln-usd airport, 25 kilometers east of Bangkok, will open with
annual capacity of 45 mln passengers compared to 38 mln at the existing Don
Muang airport.

Initially there were plans to start expanding Suvarnabhumi costing 48 bln
baht immediately after the opening to raise its annual capacity to 54 mln.

But Prime Minister Thaksin Shinawatra rejected the immediate expansion
plans, saying the airport should spend more time studying its impact on
operations at Don Muang.

'The prime minister wants to make sure whether Don Muang Airport can still
accommodate some domestic and charter flights after the opening of the new
airport,' the airport official told Agence France-Presse.

'We have to wait for a committee under the transport ministry to finalize a
utilization plan for Don Muang Airport. The final study will be out in
February next year, then we will know when we can begin the expansion,' he
said.

The airport, planned more than 40 years ago, was first intended to open in
1990, then in 2000. But it was delayed after the government decided it will
handle both domestic and international flights, not simply international
ones as consultants had proposed.

Thailand hopes the new airport will outpace regional rivals Singapore and
Malaysia to become Southeast Asia's busiest.

Sorry I am late on this, could not delay any longer so this one hurriedly 
written...

IFFI Parikar  v/s IFFI Rane

Another words, IFFI 2004 v/s IFFI 2005

Lots has been talked about IFFI  but here I am basically trying to compare 
this year with that of
last year celebrations.

I must say that the Parikar IFFI was the best and this has been even admitted 
by Ranes own strong
supporters.

Last year, there was a real IFFI whereas this years it just like its carbon 
copy.
All streets from Miramar to Inox -the whole of JoeGoaUk Road (see photos 
below) was looking
beautiful with lights decoration etc and I could see  the road was busy with 
tourist up to
midnight.
This year, the road decoration was done from Kala Academy to Inox only.
It seems Parrikar done his best with little given time to him but Rane had all 
the time and yet
the work which was left incomplete still remained incomplete e.g. tiling of 
abv road pavements.
And yet the expenditure was more that Parrikar ref. GT.
Parrikar spent 5.5 crores wheras Rane spent 17 crores.

Importance:
So much importance was given to this years IFFI that our Trafic Police Dept 
even forgot about the
Old Goa Feast  traffic arrangements where the High Mas was delayed by about 30 
minutes due to the
main celebrants The Bishop who was held up in the traffic jam.

The crowd:
As some one rightly said in the local Daily GT  hordes of bekar people
Yes, not being Goan bekar people but represent 95% of non-Goan bekar people.  

The Theme song:
Not being IFFIs, but the crowds.
Last year it was from the Film DOOM and this year ASHIK BANAYA check the 
video clip on this
song.

3 in 1 Festivals:
IFFI, Old Goa Novena/Feast and Fontainhas Festival of Arts- all these took 
place same time i.e.
between Nov.22 to Dec. 04.


The Stages/The Music/Songs:
Satrting from outside of Kala Academy to Opp Old GMC, there were about 6 
stages on the pavement
(one being in the children park).
But there were hardly any takers for English/Konkani Music/Singers but 99% of 
the crowd preferred
Bollywood type of music/songs.  Check some video clips of songs.
And if you watch all clips, you might be able to detect my mirror image..

Conclusion: If Fatorda Stadium's credit goes to Monte Cruz then IFFI credit 
goes to Parrikar.

  With a view to find out if global warming is a reality or a mere myth, I 
looked into Google search engine with key words 'causes of global warming'.  
And quite contrary to claims by some, it appears to be a reality and human 
activity being the main cause.  There are some people who will go on and on 
merely to justify what they think is correct or right and go to lengths to 
prove it. We can say, only time will tell, but alas, we will not be there.  
   
  The below information can be seen even in non partisan, non-profit 
organizations from the US.  Scients I believe do some research prior 
conclusion or presenting their papers. 
   
  What I found:
 
  Carbon dioxide and other air pollution traps the sun's heat causing the 
planet to warm up. Coal-burning power plants are the largest source of carbon 
dioxide pollution (US produces 2.5 billion tons every year). Automobiles, the 
second largest source, create nearly 1.5 billion tons of CO2 annually.  
Average temperatures in the US could be 3 to 9 degrees higher by the end of 
the century. Global warming is already causing damage by worst wildfires, 
severe dust storms due to drought, floods and more powerful and destructive 
hurricanes. Snow accumulation has declined 60 percent and winter seasons have 
shortened in some areas and the area of the Arctic's perennial polar ice cap 
is declining at the rate of 9 percent per decade.
   
  Carbon dioxide is released when burning fossil fuels like oil, natural gas, 
coal and wood and wood products. Methane is emitted during production and 
transport of coal, natural gas, oil and decomposition of organic wastes in 
landfills, raising livestock.  Nitrous oxide is emitted during agricultural 
and industrial activities, as well as during combustion of solid waste and 
fossil fuels. 
   
  Very powerful man-made greenhouse gases that are not naturally occurring 
include hydro fluorocarbons (HFCs), perfluorocarbons (PFCs), and sulphur 
hexafluoride (SF6), which are generated in a variety of industrial processes.
   
  I do not see any junk science in this.  Do you?

As per the newspaper report on 3rd January, Dubai's Economy grew 16 % in
2005 and is expected to touch AED 136 Billion according to Dubai Department
of Economic Development.  This rate of growth is expected to beat China said
to be one of the fastest growing economies. The main reason for all this is
business friendly government policies, and according to DED, is expected to
touch 150 billion. Although, the contributions to the GDP by Oil have been
5.8%, the non-oil contribution has been 94.20%. The governments, initiative
have enabled continuous inflow of foreign capital. To make it grow more,
they will be setting a viable industrial sector, which according to Director
General of DED, is a real evidence of true economic growth thru the
establishment of industrial incubation.

Now coming to Goa, we know that Portuguese somehow came to Goa and built up
that place to make it the main center of business for all the Asian
countries and Europe. How they ruled is another matter although its no
different from the present leaders. People from far and wide would come to
Goa, and it was called the Rome of the East. What was it that attracted the
Portuguese to Goa? What had Goa to offer?

After 1961 what became of Goa? In our present times our own people have done
their best to drive away companies coming to Goa saying they will pollute
the atmosphere in Goa. Dubai is slightly bigger than Goa in size. What
petrol did for Dubai, the Iron ore could have done for Goa. Dubai is now
reaping rewards and no more dependent on oil as they make more money in what
they sowed many years ago. If Goa had thinking leaders, Goa too could have
been another Dubai in Indian sub continent and Goans need not have to go to
other shores looking for Jobs. It's a pity that all our leaders only looked
for their benefits and hence we can read stories of rebellions now and than
like the one in the last few days.

It was good to see
familiar faces and put faces to some cybernames. Apologies to those who had to 
stand at the back
of the hall due to the overflow crowd, we had not anticipated the large 
turnout. Two cybergoans
requested I post my remarks made at the event, see below.  George

On behalf of the Board of Directors of Goa Sudharop I am pleased to welcome you 
to the 2006 Goa
Sudharop awards. We first started with annual awards in the year 2000 and 
thanks to the support of
our volunteers and donors that tradition continues to this day. Goa Sudharop is 
a USA-based
non-profit NGO, working for the betterment of Goa and Goans and has come to be 
recognized as
someone said as "the mother of Goan NGO's" as we try and assist in their work 
and progress. It is
an opportunity for Goan expats to contribute time, money, and skills towards 
the betterment of Goa
and Goans. Some of our past fellowships and awardees are with us today, a Who's 
Who of Goa
activists. In September 2005 we launched the World G.O.A.N. network bringing 
together various Goan
organizations, associations, and NGO's from around the world.

Goa Sudharop wants to be a part of the development of Goa and Goans. I spent 
Christmas week in
Bombay. At some parties it was clear the liquor bill was in several lakhs while 
little children
were on the streets begging for food. I am sure it is similar in Goa, the gap 
with those who have
and those who do not appears to be growing. Somehow we must find in ourselves 
to provide
opportunity to those who do not have, consistent with sustainable development 
and fair trade. Goa,
like Bombay, has its contradictions. There are those effectively living in 
slums and those living
in skyscrapers. This sounds critical - we have become immune to the plight of 
those who need help.
We have become a people of pleasure not purpose, of selfish desires not 
selfless deeds, hedonists
not helpers. Goa Sudharop wants to be with the helpers. 

A cursory look at any Goan newspaper on any day will show the challenges Goa 
faces. There are many
challenges but there is hope. There is hope because of people like you in this 
room who identify
with social justice, who fight the good fight, who are on the side of the weak, 
the oppressed, the
poor, the sick and who refuse to be intimidated by power elites, politicans, 
and powerful
institutions. I am honored and humbled to be in this room in your presence. We 
know what has not
been done. Our governments and leaders have not delivered, they have actually 
stood in the way.
Expat Goans have been by and large insular, with only lip service, if that, 
paid to Goa and Goans.
They experience Goa on holiday every couple of years, mostly visit a few 
beaches and complain of
how bad things have become while recalling the "good old days". They leave 
without giving anything
back. This must change.  Individually and collectively we must fight against 
the evils of the
three C's: corruption, communalism, and casteism.  There is another challenge, 
another C: present
day Culturalism and the elimination and dilution of Goan traditions. 

In 2005, our theme was YEAR OF THE CHILD. Many of our activities were directed 
towards children.
Today's awards reflects the importance we pay to children and those who serve 
them. In today's
world, children are often the victims of adult misconduct, whether caught in 
the crossfire of war,
the exploitation of their environment, physical and mental child abuse, child 
trafficking, 
pedophilia - the list goes on. Tragically some die at a tender age of disease. 
I would like to
observe a moment of silence for all these children and specially Jessica 
Fernandes who passed away
last week in California.  [MOMENT'S PAUSE] 

A special thanks to all of you for coming, to our Chief Guest Mr. Perceival 
Noronha who we honored
with a life-time achievement award last year, and to our Goa team Ibonio 
D'Souza, Valerie
Rodrigues and Melinda Powell for their tireless hard work in putting this event 
together. Without
them nothing would have happened. May you and yours prosper, may Goa  endure. 
And when all is said
and done, I hope each of us has done our little bit to make Goa and Goans 
better off.  Thank you.

  Hi Frederick,
   I am in vacation in Goa right now.  I wanted to send a email to our goanet 
list but do not have the email address. I wanted to highlight a issue which 
happened in our neighbouring area and have a discussion with our members on 
this. 
  Just 2 days ago a 6th std school girl died of rabies in Corlim-Ilhas near old 
Banastarim bridge. She belonged to a poor family.  According to her family she 
was bitten 2 years ago but did not take  the course of anti-rabies injections.
She was a very jovial girl and its very sad to see her go.
She was admitted to ID hospital ,Ponda and when her body was brought for 
cremation at her home her body was not sealed.
There are a lot of dogs running wild in the area from Dhulapi to the old 
Banastarim Bridge. Most of  them are not vaccinated. 
  Some pertinent questions need to be answered
1) a) Whose responsibility is it to vaccinate these dogs ?. Many of them are 
stray dogs.  If any one of them is infected there will be a rabies epidemic in 
this area.
Many  people cannot afford to have the dogs vaccinated.
b) Does our goverment have sufficient funds allocated for this ?. Do we have a 
program to vaccinate dogs in rural areas ?. How often are they vaccinated ?
   
  2) When a person is bitten by a dog, we need to educate the people as to what 
needs to be done. Do we have a program to educate people in this regard ?
a) If the dog dies within 10 days, we need to get everyone that handled the dog 
vaccinated with anti-rabies shots.
c) When a vaccine called immuno-globin is required ?
b) Many a times people cannot afford the anti-rabies shots. what can the 
goverment do in this regard ?
   
  3) a) what facilities exist for a person suffering from rabies ?. Many a 
times the entire family is  shunned by society. How can we prevent this ?
b) Is there any research being done in Goa to save lives of people suffering 
from rabies ?.
c) Do any alternative medicines exist ?
   
  4) a) What if a person dies of rabies ?. 
b) What precautions need to be taken by the people handling the body ?. It 
is a good idea to seal the body before being given to the relatives.
 c) Education needs to be provided to have the entire family vaccinated.
d) What about vaccinations for the colleagues of the person with whom she 
interacted?.
   
  Rabies is a disease that cannot be taken lightly and prevention and education 
 is key in elimating this dreadful disease.

Mumbai, January 2: AN X-shaped revolution began at the country's busiest
airport on Sunday as, for the first time in the country's aviation
history, the Director General of Civil Aviation okayed the simultaneous
use of Mumbai airport's cross-shaped runways.  ''We can now add three to
four flights per hour,'' said airport director Sudhir Kumar cautiously,
calling the much delayed move to decongest air traffic-Mumbai airport
sees at least 520 flights landing or taking off every day-a ''happy
decision''. At present, Mumbai airport's Air Traffic Control (ATC) is
only able to handle 30-32 aircraft per hour. 
 
The futuristic cross-runways, technically called 09-27 and 14-32-the
runways were named according to the direction of the wind-were
constructed decades ago, only the 09-27, the primary runway, has been
used till date. The shorter, secondary runway was used only if the
primary one was in operational.  Sunday and Monday saw trial runs of
both runways simultaneously, a minutely monitored and complex operation
for ATCs. Kumar affirmed that the trial run is already improving the
throughput (number of aircraft movements) on the runway. 

However, the 14-32 is only slotted for domestic departures, for now. All
domestic carriers are now using it for take-offs, said an ATC official. 
Speaking to Newsline from New Delhi, Civil Aviation Minister Praful
Patel said: ''We have to increase the capacity of the Mumbai airport,
while ensuring all safety aspects are taken care of. Using the runways
simultaneously will help ease congestion.''  Emphasising that all safety
standards were in place and the International Civil Aviation
Organisation norms have been adhered to, he added: ''There are no
shortcuts in aviation.'' 

With safety of prime importance, Patel informed that the strength of the
staff at the ATC tower has been strengthened for the trial run. 
A new batch of 76 controllers has been appointed, he said, and further
appointments will continue. It's the first time since 1999 that fresh
recruitments have been made for the Mumbai ATC.  ''ATCs from less busy
airstrips are also being brought into Delhi and Mumbai,'' the minister
said. All technicalities and staff strength may be revised after the
trial run, he added. 

On condition of anonymity, a senior ATC official said additional staff
members had indeed joined and the trial run is being studied closely.
''But there is definitely the visibility criteria to be looked at-both
runways cannot be used at the same time if visibility is less than 3,000
metres,'' he added.  Another ATC official said there is still a shortage
of Approach Controllers, who work with the radar. They monitor aircraft
once they are airborne and do so until they reach an optimum flight
height. There are only five radar controllers now, split in three
shifts.

Panaji, Jan 3: The main challenge for defending champions Dempo Sports
Club will be from Mahindra United, Mumbai and Sporting Club de Goa in
the tenth edition of the National Football League Championship which
gets underway from Janaury 10. 

Dempo captain Stanely Colaco, interacting with media persons along with
Sporting, Salgaocar and Fransa coaches at a meet-the-press organised
jointly by Sports Journalists Association of Goa and Goa Football
Association here today, said his team is keen to retain the title this
year with performance of Kolkata teams-East Bengal and Mohan
Bagan-showing a decline. The Goan teams, on the other hand, have done
well. 

His team will play with three foreigners-Brazilian Beto, Nigerian Majek
Bolaji and Renty Martin in the NFL championship. He said Sporting and
Mahindra are both good teams and have good forward line and defense. 
"As Riston Rodrigues and Climax Lawrence are in the injury list, we will
find it a little difficult initially. But, gradually, we will perform
well," Colaco said. 

Sporting coach Clifford Chukuwuma said, "We hope to perform well in the
NFL, though we lost in the Durand Cup finals in Delhi and Federation Cup
finals in Goa. Our team is still in the learning process." Retaining
most of last year's top players was an advantage with his team,
Chukuwama said and agreed that Dempo and Mahindra are very good teams in
the NFL this year. 

Salgaocar coach Shabbir Ali admitted that their performance had been
very poor in the Goa Professional league due to a lack of strike force,
"but our team will perform better in the NFL".  There are always ups and
downs and we will try to put up a good show, he said. I firmly believe
all the ten teams in the league are equals and the team playing better
will win, he said. 

Fransa coach Norbert Gonsalves said compared to last year, they had a
new squad this year and had a tough time rebuilding the team.  "Though
we are the underdogs, we will try to survive and finish in the top
teams," he said. On paper, all the teams in the NFL are well balanced
sides, he added. 

All the four Goan NFL teams expressed preference for holding the matches
at 1700 hours when asked about it by GFA secretary Savio Messeis.

NEW DELHI, JANUARY 3: As the Clemenceau, the decommissioned French
military ship, starts its journey from France to India for dismantling
at Alang in Gujarat, Greenpeace activists demonstrated outside the
French Embassy here today before being detained by the police.  They
said that the ship's journey to India was in flagrant violation of
international law and that the ship, which has toxic asbestos on board,
has already been rejected by Turkey and Greece. 
 
France is a signatory to the Basel Convention, which prohibits the
transfer of wastes to countries that are not part of the Organisation of
Economic Co-operation and Development.  During Monday's protest,
activists held up pictures of the unacceptable working conditions at the
ship-breaking yard at Alang. They also held aloft banners proclaiming:
''Clemenceau. Your waste. Your responsibility''. 

Despite the protests, the ship was dispatched from France on December 31
and is being towed to the Alang ship-breaking yard.  ''France has
behaved shamefully as far as the Clemenceau is concerned. They have lied
about the amount of hazardous material on board, tried to hide behind
confidentiality clauses, and deliberately misrepresented facts,''
accused Ramapati Kumar, Toxics Campaigner, Greenpeace India. 

Officials from Technopure, the company contracted by the French
Government to decontaminate the ship before its dispatch to India, have
gone on record to confirm that the ship carries as much as 500 tonnes of
asbestos, a far cry from the 50 tonnes that the French Government has
admitted to. Technopure ended its contract with the French government
and disclosed this information on moral grounds, despite the
confidentiality clause they had signed.  However, these claims have not
been verified by the French government as yet. 

Greenpeace is calling on the Ministry of Environment and Forests to
revoke its clearance for the Clemenceau, and prohibit its arrival in
India. ''Apart from the havoc that the ship will wreak on the Indian
environment and workers' health, it is also a symbol of the developed
world's arrogant assumption that India can be a recipient for their
refuse,'' said G Ananthapadmanabhan, Executive Director, Greenpeace
India.  According to them this is a matter of ''national shame'' and the
Indian government's passive acceptance of this dumping is certainly not
in keeping with the country's growing international stature.

Sixty-five designers will participate in the India Fashion Week (IFW) here in 
April and the event's organisers are currently finalising sponsors. 
A statement from the Fashion Design Council of India (FDCI), which organises 
the IFW, said the number of participants in this year's event was up from 63 
designers last year. 

FDCI also said it had received a letter from the Monopolies and Restrictive 
Trade Practices Commission, seeking information on the IFW and related matters. 
The letter had been sent to FDCI's legal team, which "will respond 
appropriately", the statement said.  FDCI is a leading organisation of India's 
fashion design industry, and was set up in 1998 with leading designers. It said 
its membership had grown from 54 in 1998 to 166. 

The first IFW was held in New Delhi in 2000, when 33 designers presented their 
prêt lines, while IFW 2001 in Mumbai had collections from 44 designers and IFW 
2004 had 63 designers.(IANS)

NEW DELHI, JANUARY 3: Days before Navy pilot Lt Commander Harpawan Pannu
gunned his Sea Harrier fighter for what would be his last take-off, he
had warned of the dangers of disorientation while flying a fighter in a
Naval flight safety journal.  Ironically, it is precisely this condition
which, the Navy suspects, caused the crash that killed the 30-year-old
pilot. 
 
 
Apart from the almost prophetic nature of Pannu's article in the
November's issue of Meatball -the Navy's in-house flight safety
journal-the Naval Headquarters is still befuddled by the circumstances
surrounding the accident at Goa's Dabolim airfield on December 5.  That
morning, Pannu, a pilot with the INAS 552 squadron, had been on a full

was to lift off.  Seconds before the aircraft rammed a concrete wall at
the far end of the tarmac, Pannu contacted the controllers to say
''barrier approaching''. 
The next moment, they saw the fireball. 

Supporting the Navy's suspicions that Pannu may have ''frozen at the
controls'' or ''blanked out'' is the fact that he had not reported any
mechanical failure, which he would have done if there was a component
malfunction.  Pannu had gone through the mandatory pre-flight medical
tests and was cleared for the mission. 

Sources told The Indian Express that the court of inquiry ordered to
investigate the crash has had little success in isolating a cause,
because there was hardly any material evidence left to work with. The
aircraft had been almost completely destroyed. 

In the journal, in article titled ''It Happened To Me'', Pannu had
described a dangerous situation he encountered years ago while being
flight-trained on a MiG-21 T-69 trainer aircraft at the Tezpur MiG
training unit. Presenting a detailed account of what could easily have
ended in an engine flameout and crash of the trainer, Pannu wrote,
''...one has to be very much alive to the present situation and this can
only be done by learning and practising the checks and procedures again
and again''. 

The footnote to his article reads: ''A person who learns from his
mistakes is smart. A person who learns from other people's mistakes is
smarter.'' Meanwhile, remembering him as one of its bright, highly
capable and upcoming officers, the Navy has decided to honour Pannu's
memory in a special way. 
Footage of the officer at the Goa Naval air base will be a prominent
part of a short film being made by the Navy for its upcoming fleet
review.

Panaji: Goa Governor S.C. Jamir Tuesday called upon Goans settled abroad
to help shape the state's destiny by contributing to developmental
plans.
Inaugurating the third edition of Gomant Vishwa Sammelan, a convention
of Goans based abroad as well as elsewhere in the country, Jamir advised
the participants to focus on the plight of the educated unemployed.

The convention is yet another bid from the NRI Goa Facilitation Centre
of the state government to rope in an estimated quarter-million
non-resident Indians (NRIs) of the Goan origin and involve them in the
state's development agenda.  Officials said that the convention would
offer participants an opportunity to explore options available in the
state's industry, education and tourism, besides giving them a chance to
interact with Chief Minister Pratapsingh Rane and others.

The two-day event, however, has once again failed to attract Goans of
note from outside the state. Many well-known Goans, including
Mumbai-based architect Charles Correa and Citibank's Victor Menezes,
have given the meet a slip.

NEW DELHI: If President Kalam is the 'first citizen of India', there will soon 
be a proud claimant to the title of the 'first overseas citizen of India'. 

Actually, there will be two claimants to that honour. For, at the Pravasi 
Bharatiya Divas in Hyderabad on January 7, Prime Minister Manmohan Singh is 
due to confer 'dual citizenship' on two overseas Indians — one living abroad 
and the other who has been staying in India on a long-term visa. 

The identity of the lucky two who will be getting the first Overseas 
Citizenship of India (OCI) certificates has not been announced yet. 

They will be selected from the shortlist of those who have applied for OCI and 
also confirmed that they would be present at the function in Hyderabad.

A CRISIS OF FAITH ?

A study conducted by the Don Bosco order of priests finds that Catholic youth 
are in danger of moving from the community to groups that offer a greater 
sense of belonging

A study of Catholic youth in India has warned that young people in the 
community could be heading towards a ‘crisis of faith' and that they might 
move away from the Church to join groups that offer a more vibrant sense of 
community and belonging.

The study conducted by priests of Don Bosco's Salesian order as part of the 
centennial celebrations of their presence in India says that the views of 
Catholic youth on birth control, sexuality and violence seem to be drawn from 
the general society they live in rather than from the Catholic faith, which 
has strong views on these issues.

However, the three-year long all-India study, makes a distinction between 
faith and belief and added that there is no ‘crisis of belief'. The study said 
that while the Church was successful in ‘transmitting its religious dogma', it 
had not been effective in helping to conveying an appropriate faith.

"Hence, the danger could be that in a crisis situation, these young Catholics 
may easily fall away from the religion and join other groups that offer them 
better prospects of internalisation and a more vibrant sense of community," 
the study said.

Therefore, the study concludes that the challenge the Catholic Church has to 
face is to convert its "believing and belonging youth" into "faith-ful youth". 
They have to be helped to move from an inherited religion to a personally 
appropriated ‘living out' of their Catholic religion, the study suggested.

"This means that while the youth think that faith is important, when it comes 
to practising the faith, there are difficulties," said father Darryl D'Souza, 
director of Tej Prasarini, the communications wing of Don Bosco.

Bandra resident Richard D'Souza, father of a 20-year-old said that while most 
churches had plenty of youth groups, the young "have a tough schedule with 
jobs, academics and sports like my daughter had," he said.

The Don Bosco order, founded in Italy in AD 1859 by St John Bosco, is known 
for its work among the young.

The study was initiated by father Adolph Furtado in July 2002 and then 
continued by father Cyril de Souza and social activists Josanthony Joseph and 
Johny Joseph. The study proposed to draw  up the religious profile of 
contemporary Catholic youth in India to find out what they think and know 
about their religion, and whether they feel they live it out in practice.

The study targeted boys and girls between 12 and 25 years. Questionnaires were 
sent to 5,000 people across India, in 10 languages; only 3,609 responded.

The findings, compiled in a book "Lord I believe. Increase my Faith" - The 
Response of Catholic Youth to Religion will be released later this week in 
Bangalore.


THE YOUTH SAY

THE CHURCH SAYS

We cannot make a generalised statement that there could a crisis of faith. 
This would be unfair to the young people who are greatly involved in church

There are lot of programmes for the young and there are youth animators in 
parishes. They have good programmes in faith development and faith formation. 
In fact, compared to earlier times, the young understand faith as a personal 
surrender to God rather than just dogmatic truths and rituals. Of course, 
there would be some youth who are not interested.

Goans, it's time to govern our land! I'm not a party pooper. I love the 
nightlife. But lately, it's beginning to get to me. I don't mean to sound 
nasty, but I see no reason why I should be condescending either. Especially 
when I know that Goans by large are not a star-struck population, and 
wouldn't bat an eyelid even if Amitabh Bachchan was wearing a lungi and 
playing golf at Miramar beach, or Shah Rukh Khan was hitch-hiking in drag 
at Baga.


Goans are sucegad. Period. It's a lifestyle statement. We are generally a 
happy, hospitable State. The world envies us our pace of life. But, I wish 
to tell seventy per cent of non-Goans (and outside) setting shop here who 
think Goa is one long, easy lay, that Goans are not back-bench sitters. 
This is not meant to be racist, but having seen what I see it's time to 
tell them that you can't come to Goa and believe you can take over the 
neighbourhood and our values with money. Goans are not celebrity hunger who 
want to get their picture into Page 3, or are even moderately interested in 
the brand of shoes you might have picked up in Monte Carlo. An average Goan 
loves his peace, his fish, his home and will fight for his land. He wants 
an affordable, comfortable living. He wants respect. An average Goan is not 
necessarily a back-bender who will kiss ass to network his 'contacts.' The 
celebrity virus offloaded from Bombay and Delhi is beginning to eat into 
the Goan social fabric (as I see them falling over each other to be invited 
for parties and other ego-massaging power trips. It's nauseating). Mega 
birthday parties (yes, its all good for Goa's economy and image), the 
falling over of who gets invited (the climbing over backs of wanting to get 
invited just to be 'seen' as a status symbol) and the over-the-top media 
ho-ha that follows celebrity bashes, is deeply disturbing. What disturbs 
deepest is the nouveau Goan, cash rich, landed, flashing money his poor 
grandfather might have slogged sweat to build the family business, who 
dreams and craves upward social mobility just to 'belong' to the 'society 
crowd,' ass kissing the celebrity brigade that Goa should be wary of. It is 
this breed of soul-less 'brat' entrants who are selling Goa for a song, 
their pocket and bank balance. This is why Goans who love Goa and her 
values must stand up, take stock and govern the 'new residents', before we 
totally lose our identity.


I am usually driven by passion. But it is anger which drives this column. 
Simply because for too long we have been reduced to playing second fiddle 
in our own land. For too long we have been bystanders to a corrosion of 
values that money brings in. Our hospitality and good nature is being taken 
for granted, as a state of people who lack drive, ambition and dreams. Yes, 
I know that we have ourselves to blame and our governments for the lethargy 
that has set into our society, because everyone wants to suckle up to the 
system instead of standing up to it. I know first hand foreign residents 
doing business in Goa openly threatening other foreigners and locals 'not 
to step in my way' to warn off competitors (Would they allow us to do the 
same in their own country?). There seems to be a virtual, but sure 
take-over of business opportunities by foreigners in Goa and a shady, 
below-the-belt competition eating into Goa's moral and social fabric, 
inhabited by Goa's society crowd, who are only interested in where to get 
the best pedicure, designer thongs, who's doing whom and who's invited to 
the next celebrity do. My stomach churns.


I know a New Year is for resolutions. So a few of us (and friends from 
South Goa who also feel the same) are firmly set to create 'watch-dogs' in 
society who will off-set the forces of blatant materialism with a driving 
energy of protecting what is ours. Before Goa spirals headlong into another 
materialistic driven, empty soul metro. Let each Goan make a resolution to 
stand up for his village, to protect his land fast slipping out of his 
fingers, to be vigilant against the smooth-talking money bag who wants to 
steal your home and values. Let Goans learn to 'govern' instead of being 
content binging on free booze and bitching about Goa going to the dogs, 
because we don't stand up to the 'bhailes.' Utt Goenkara!

Together for a `Garbage Free' Panjim


Dear Santa,

My girls have been complaining that friends at school have been weaving 
theories to them of your non-existence and that you fell down the chimney 
and broke your neck! I'm horrified. I've made the right attempts at 
maintaining the right, serious expressions at dinner to express my shock at 
these 'false rumours' of your death. And I've worked bloody hard and extra 
this Christmas just to prove the point to them that you're alive and 
kicking. So, I'm adding my wish list too to your never ending legacy. In 
all sincerity and concern, I hope you will not disappoint me.


I've worked hard not to burden you this year with a request for a pair of 
Chanel shoes. Especially when I know not what I'm stepping onto these days, 
with the landfill site choking to its brim and the citizens of Panjim and 
Taleigao finding shortcuts with their waste into the neighbour's backyard, 
field, pathway and footpath. The horror of confronting human body waste 
every step of our way on a site inspection behind the PWD Sewage Office, 
Tonca, and the unbearable stench that can gag sensitive stomachs and 
sensibilities still remains freshly imprinted on my mind. It's a horror 
story I've confronted. I shudder to think of Curca. But Panjim is sitting 
on the verge of turning into a garbage dumpsite too, and it's all because 
people have forgotten how to minimize their waste and educate themselves on 
how not to use plastic for disposing bio-degradable waste; how not to use 
plastic at all and live healthy. It's un-cool. And it's turning my stomach 
at all the unpleasant sights and smells that greet us, as we scout for 
another landfill to cope with the pressures of a city struggling with 
unscrupulous builders (who have turned into voracious land sharks) without 
thought or concern for making arrangements in their colonies for composting 
stations. Nallahs, drains and riverbeds choking with plastic waste, even as 
we add more without a thought that we're killing our planet with our 
ignorance and lethargy. For turning a blind eye to politicians, panchayats, 
sarpanchs, MLAs and ministers and other twits who have lop-sided priorities 
when it comes to planning garbage management plans. Citizens who waste 
hours of precious time gossiping about the neighbour's daughter, son, 
daughter-in-law and single girl, but don't think it necessary to educate 
their peers on waste segregation, safe disposal and ban on plastic. NGOs 
who beat their chests at a public meeting and then lose steam when it comes 
to the crux of fighting out a corrupt politician in their taluka, who does 
not care where you dump your garbage as long as it's not his compound.


We're rocketing into a 'plastics only' 21st century. We're all going to die 
choking on plastic as it gags our existence with dependency.


But not me, Santa. I've declared a ban on plastic in my home. And I've been 
telling off the shopkeeper, book house and designer who has been thrusting 
plastic into my life and into my home, that I don't want their trash. It's 
time we form human chains of information, awareness and education with our 
involvement and commitment towards keeping our spaces plastic and garbage 
free by not adding to the menace; by involving heads of schools and 
colleges to educate their students about waste management and segregation; 
by accepting responsibility towards non-generation of non-biodegradable 
waste; by being community partners and spreading the good word that the 
solution to reducing waste is by encouraging the growth of more composting 
stations. We're determined to do it for Panjim. And we're committed that we 
will succeed. Let's work together for our city. Let Panjim set the right 
example (for Margao, Vasco, Mapusa, Calangute, Candolim, Baga) as a city 
that makes us proud we belong to her. It's time to reclaim our villages 
too. Because there's no power greater than community power to turn 
wastelands into fields of gold. Do it with pride!  Do it because we care 
what happens to our environment. Do it because we want our children to live 
safe lives. Do it because we want our fields and mountains to grow green 
again. Do it because we want Goa to be a model State, who does not brush 
her garbage under the carpet while forgetting that out of sight may not 
necessarily mean free of stench. Do it because the only answer to survival 
is through se

Thank you Goa!

The dust is settling down and my muscles are aching. My brain is asking me, 
`What now?' even as my eyelids dare to shut in the middle of an early 
evening conversation. Those long sleepless nights caught in enthusiastic 
euphoria, even as the wheels of imagination in the mind keep churning their 
stories and ideas. Bits and pieces of names and events, people and faces, 
conversation and contacts, scripts and cut-throat deadlines, I've had a 
blast these ten days being part of a culture that sweeps you off your feet, 
75mm no less. Flashbulbs and red carpets, taking the good with the ugly. 
And for that I thank Goa for putting her best face forward, despite the 
zits that do appear on the surface time and again. But, one never learns 
unless one maintains a healthy routine of do's and don'ts. And an air of 
positive vibrations.


Goa is on her way as the globetrotter's destination. Goa is breaking out of 
the mould. Goa is proving to be the glamour focal point of a country which 
is asking more of her. And we must step in now to ensure that we get our 
act together, before we claim a bigger share of the apple pie. I agree with 
the critics when they say there is more to Goa than a socialite celebrity 
flashing a well-toned cleavage at the parties that boast IFFI's coming of 
age. I agree that monies can be better put to use than blowing it up on 
starry tantrums (and believe you me there is more than we can handle 
sometimes in this industry), and getting prime airline seats. But don't you 
agree that we have to look at Goa as more than just a sunny place with 
sunny beaches, and the way to do it sometimes is to give in to the movers 
and shakers who bring the moolah in, while not losing sense of our identity 
as a unique race of people who know when to put our foot down? I've learnt 
this and much more this IFFI 2005. I've also learnt that Goa can go places 
internationally with political willpower, with professional organization of 
her events, with good people who are encouraged and driven by good ideas, 
by dreamers and doers fuelled to push their own physical and mental limits 
to achieve goals, with the right prioritization of needs, infrastructure, 
sacrifice and long term plans. I've discovered people who fulfill the above 
criteria, but we're still waiting for political willpower to push Goa into 
brushing shoulders in competitive fields with the `Who's Who' of world 
leaders. It may be sheer idealism for some. But for those who believe 
dreams are possible if you believe in them, the road less trodden is 
sometimes worth risking your skin for.


The curtains may have closed for IFFI 2005, but I see it as a beginning of 
more things to come for Goa, going by the feedback I receive from Goans and 
friends in Delhi. But first, let us ask of our representatives the 
infrastructural support Goa needs to host international events in terms of 
manpower, intellectual excellence, professional expertise, commitment and 
dedication to see a project through completion, irrespective of party 
politics and ego. Goa cannot be made victim to political dilly-dallying. 
Let us ask our political heads to strengthen our basic facilities with the 
same zeal, enthusiasm, drive and money power they set about putting a mega 
event together (and of course it's possible). Let us help, as a community, 
as a population, to garner our professionals to share ideas and plans on 
setting Goa in the right course as an international destination with 
international qualities in standards of living. Let us clean up our 
beaches, clean up our governments of crime and corruption, clean up our 
ways of thinking, clean up our political systems with new, holistic ways of 
development. Let's give our youth a creative outlet to discover themselves 
through music, arts, cinema, theatre, production, journalism and work 
towards putting an event calendar for Goa in order to turn her into a 365 
lifestyle destination. Is this wishful thinking? But dreams are possible, 
no? Or, maybe I should try my hand at script writing. It's so much easier 
creating a near perfect world than wishing you were living in one.

State spells out action plan to curb over speeding
--
The Road Safety Week commenced in Goa on Monday with
the Government spelling out its action plan to curb violations
of over-speeding and overloading described as the two major
causes of road accidents in Goa.

Statistics unveiled at a program organized by the
Transport Department on Monday has pointed out that
nearly 70 percent road mishaps in Goa are caused due
to over-speeding. Similarly, overloading,non-use of
seat belts, use of mobile phones, drunken driving,
improper road engineering are other cause of accidents.

The Traffic Cell of the Goa Police regretted that
even though fatalities have reduced, that the number
of road accidents has not decreased. While data for
2005 indicates a marginal increasein road accidents
by 2 per cent, the traffic cell feels that road
accidents are still a major concern for not only the
Government but the people of Goa too.

The SP Traffic Atmaram Deshpande said "People must
obey the rules." He added further that the cell
has collected nearly Rs 2 crore by way of fines by
booking over 1.60 lakh cases in 2005, which is also
not a very healthy sign.

He said "Nearly 60 per cent of the accidents are
man-made and can be controlled.' He also impressed
upon the Government to introduce speed governors
to control speed and opined that this will also reduce
the burning of fuel.

Noted journalist Jagdish Wagh also impressed on
the need for a close co-ordination between various
departments namely, PWD, Central PWD, TCP,
Collectorate, panchayats and municipalities on
various road related matters.

He also said, "There is an urgent need for planning
and for good public transport systems." He also
referred to a World Health Organisation report, which
has described road accidents as a global disaster with
over 3000 people in the world dying every day.He also
said that no leniency should be shown to traffic
offenders.

Roland Martins from GOACAN also pointed out to various
problems associated with improper direction signs
causing chaos on Goan roads and confusion for tourists
resulting in road mishaps.

He also said, "The PWD must have a road engineering cell
and accident prone zones should be looked into with
seriousness." He also said that road safety should not
be observed only for a week in the year by all through
the year.

The minister for Transport Pandurang Madkaikar while
addressing the gathering also spelt out plans for
having weighbridges at the Goa borders and mining areas
to check on overloading for vehicles particularly
mining trucks.

He also opined that tourist vehicles entering Goa from
Maharashtra and Karnataka caused 50 per cent of road
accidents occurring during the fag end of the year.

He said that this problem needs to be looked into and
also added that the concerned authorities must ensure
that the youth in Goa who apply for licences are
trained with traffic rules to ensure safety for both
riders and drivers and road users in the State.

He stated that over 5 lakh vehicles are registered
on Goan roads with an addition of almost 40,000
vehicles every year.Earlier, Director of Transport
Mihir Vardhan also emphasized on the need for
educating students in schools on the importance of
road safety and the efforts being made by the department
to curb violations on Goan roads. Others present at
the programme were KTCL MD S V Naik and Transport
Secretary Rajuv Yadhuvanshi.

   My humble suggestion for solving all the world's current problems including
Iran - Scrap all international organisations, treaties and conventions
established over the past few centuries. Entrust the reponsibility of running
the world with full authority to "take whatever action they may deem necessary"
for solving world problems to US President George W. Bush and UK Premier Tony
Blair. If they feel that the security of the U.S. and the U.K. demands it, they
should be free to blast he rest of the world to high heaven, if required. It
may be the only way in which they could carry out their God-given mission of
"spreading freedom and democracy" thoughout the world!

Goa seeks overseas Goans' help in development

Panaji: Goa Governor S.C. Jamir Tuesday called upon Goans settled
abroad to help shape the state's destiny by contributing to
developmental plans.

Inaugurating the third edition of Gomant Vishwa Sammelan, a convention
of Goans based abroad as well as elsewhere in the country, Jamir
advised the participants to focus on the plight of the educated
unemployed.

The convention is yet another bid from the NRI Goa Facilitation Centre
of the state government to rope in an estimated quarter-million
non-resident Indians (NRIs) of the Goan origin and involve them in the
state's development agenda.

Officials said that the convention would offer participants an
opportunity to explore options available in the state's industry,
education and tourism, besides giving them a chance to interact with
Chief Minister Pratapsingh Rane and others.

The two-day event, however, has once again failed to attract Goans of
note from outside the state. Many well-known Goans, including
Mumbai-based architect Charles Correa and Citibank's Victor Menezes,
have given the meet a slip.

14 fake helmets seized in raids
-
On the occasion of Road Safety Week, a campaign against supply 
and sale of fake helmets has commenced with a raid conducted 
on Monday along the St Cruz - Bambolim highway.

In two separate raids, a total of 14 helmets were seized from two 
persons selling fake protective headgear by the roadside.

The Department of Legal Metrology following a complaint filed by 
Roland Martins, the co-ordinator of GOACAN and member of the 
Goa State Consumer Protection Council on Monday initiated action.

Martins drew the attention of the Department to the sale of 
fake helmets at a cheap rate thereby tempting two-wheeler riders 
to compromise on safety by using alleged sub-standard 
protective headgear.

The complaint points out that the helmets are being sold without 
the MRP or ISI markings and are not as per the specified norms.
He also emphasized on the need for an investigation by the 
authorities into the supply of fake helmets into the Goan markets.

Martins said that he would also draw the attention of the transport 
department and the traffic cell of the Goa police on the 
seriousness of this issue particularly since these two departments 
are the main advocators for the use of helmets.

2005 Sahitya Akademi Award to Konkani: unethical procedure

2005 award of Sahitya Akademi for outstanding contribution to Konkani
literature was declared to Mr. N. Shivdas for his Konkani collection of
stories 'Bhangarsal'.  The award carries a cash prize of Rs. 50,000/-.
Konkani community and writers are totally surprised that Sahitya Akademi has
decided to give this award to Mr. N. Shivdas, who is a member of the
Advisory Board of the Sahitya Akademi!   Once again a few among those who
promote Konkani in Devanagari script are exposed as cunning manipulators and
swindlers.  But in the society they are considered as  thinkers, writers,
poets, artists and so on.

To select a book for the award a procedure is followed by the Sahitya
Akademi.  In this procedure the Advisory Board of each language is involved.
Advisory board  of Konkani language consists of  10 members and Mr. N.
Shivdas is one of the members of Advisory Board for the years 2003-2007.
How a member of Advisory Board can be nominated for the award? Is this act
justified? Is it based on sound reasoning and ethical code? These questions
are hotly discussed these days among Konkanis.

The role of  the advisory Board to select a book for the award is evident
from the following terms and conditions of Sahitya Akademi for the year
2003 -2007.
PREPARATION OF THE GROUND LIST AND OBTAINING RECOMMENDATIONS FROM MEMBERS OF
THE LANGUAGE ADVISORY BOARD:
01.  The Akademi shall have every year a ground list prepared of eligible
books of each recognized language.  Preparation of the ground list shall be
entrusted  to an expert or, at the discretion of the President, to two
experts.


02.  Each language Advisory Board member shall send a panel of not more than
five names and the President of the Akademi shall choose the expert or
experts out of this panel.

03. In preparing the ground list, the expert or experts shall strictly
conform to the criteria of eligibility laid down in these rules. The ground
list so prepared along with the ground list of the previous years shall be
send to all the members of the concerned language Advisory Board (including
the Convener) with the request to recommend, by such date as may be
specified by the Akademi, two titles each.

THE PRELIMINARY PANEL AND ITS FUNCTIONS:
01.  The Preliminary panel shall consist of ten Referees.  These Referees
shall be nominated by the President after considering suggestions of the
members of the Language Advisory Board concerned.
02.  The recommendations received from members of the Language Advisory
Board shall be compiled and sent to each referee.

THE JURY AND ITS FUNCTION:
1.  The recommendations of Referees in the Preliminary Panel shall be
considered by three-member Jury. The jury members shall be selected by the
President after considering the recommendations in this behalf by the
members of the Language Advisory Board concerned.

>From this procedure it is evident that the Advisory Board of a language
plays the key role to select a book for the annual award.  In this
background it is utterly unreasonable and unethical on the part of the
Sahitya Akademi to give its award to a member of its advisory Board. Hence
the sahitya akademi should immediately withdraw its 2005 award for Konkani.

A few personal thoughts on land holdings and land
ceiling in Goa,to which I would be delighted to
receive responses as I am in the process of writing a
paper on the topic.

1.It is my understanding that in the State of Goa
there is no limit to the amount of land that a person
can hold. The word person is used in the juridical
sense and includes artificial persons in law like
associations, Companies , Communidades , Trade Unions
etc etc.

2. Land is an original gift of God, or a byproduct of
cosmological events (over which humans did not have
any control?)

3.The means by which CONTROL over land is accquired is
through an human instrument which takes the form of a
transfer, whether by purchase, gift,
exchange,distrainment,execution of decree of competent
courts, operation of law.

4. The holding of land must whilst serving the
individual right to property must subserve the greater
common goood of society as determined by laws relating
to land use, town & country planning, public revenue,
national imperatives of State related to territorial
integrity protection as in the areas of Defence.

5 Every holder of land is an "occupant" of land under
the existing Revenue laws of Goa,( quite similar in
essence to land revenue laws in other parts of India)
whilst the State is vested with right PARAMOUNT in the
land.

6.The State by virtue of being PARAMOUNT holder of all
land is entitled to revenue to be paid to it by all
land -holders, and in cases of default is entitled to
distraint of land under legal process.

IT IS OUR THESIS THAT A SUBSTANTIAL NUMBER OF
LAND-HOLDERS IN GOA HAVE BEEN CONSISTENTLY REMISS IN
PAYING REVENUE DUES TO THE STATE OF GOA.( Reasons
galore of design, sheer inability to pay,
unwillingness to pay, personal problems  etc) IN THE
LIGHT OF THE ABOVE WOULD THE STATE OF GOA BE CORRECT
IN ALLOWING LAND-HOLDERS TO PAY ALL THEIR DUES WITHIN
A PARTICULAR TIME PERIOD? FAILING PAYMENT OF THE
REVENUE DUES WOULD THE STATE OF GOA BE JUSTIFIED IN
IMPOSING A LAND CEILING ON HOLDINGS IN THE STATE OF
GOA ALONG LINES SIMILAR TO OTHER STATES OF INDIA? OR
SINCE THE REVENUE LAW OF GOA RANKS PARI-PASSU WITH THE
REVENUE LAW OF OTHER STATES OF THE UNION OF INDIA WHY
ARE LANDS THAT DO NOT YIELD REVENUE TO THE STATE OF
GOA, NOT DISTRAINED BY LEGAL PROCESS AND PUBLICLY
AUCTIONED, AS DONE IN OTHER STATES OF INDIA? OR SHOULD
GOAN LAND-HOLDERS BY VIRTUE OF THEIR "UNIQUE " STATUS
BE EXEMPTED FROM PAYING REVENUE TO THE STATE?

I ignorantly asked my friend as to what is the issue about 3 young girls

our electricity supply is one of the best systems in the world. Concerned 
minister and his supporting staff are working round the clock to see that 
every individual is kept happy. Don't raise the issues, if you have problems 
with electricity I will take you to the minister okay. He will ensure that 
you go back happily! For a decade he has studied the pulses of every 
Madgaonkars including trouble shooter Goans. He will do every thing to 
impress upon general public that he is one of the honest person in this Goa. 
By the way are you honest? If you are not honest he will never be your 
friend? And yet see that you are entangled in legal proceedings. He likes 
honest persons who pray with his name every day round the clock. Are you 
ready to pray like me? For your information, he never tolerates any issues 
raised in his name. Have you seen any write-up or article against his name? 
No never? And if you are talking about one article in Goan Observer forget 
it like stay thoughts!  My dear if you don't get supply or if you are 
getting electrical shock dial me any time. I will see that all your problems 
are solved but don't talk about electricity! Some times we have to create 
such surprises just to gage who are with us in this turbulence days. Most 
importantly why don't you think that electricity tries to stop Goa 
developing like concrete jungle? What does our electricity get from such 
development?  Do you get what I am talking about? So let's forget about 
electricity as an issue in Goa. Not only this, you have to be also saying 
that there is no shortage of electricity in Goa. Our electricity is a fail 
safe and is a roll model to entire world. Secondly those three girls who are 
admitted in best Vintage hospital are ensured of full medical bill payment. 
What else you want. Clearing of hospital bills need not be your worries. We 
have our Dean placed only for that! He will clear the required documents 
saying they have no facility to treat such patients. We will settle all the 
bills with middle men that too with 50:50 cut. Don't you still get what I am 
trying to say? What dumboo character are you? I have yet to come across such 
a dumboo character? I really don't want to talk to you any more. These all 
thoughts are enough for the day! Good buy!! And he walked of f without even 
wishing other friends present!!! I was stunt with his lengthy expressions 
and that too not allowing me to express myself or to interrupt him in his 
talk - rather in his preaching like a big sermon!!! Dear Goanet members 
please guide me why my friend behaved and talked like this?

Goa isn't just for the party season. Many Mumbaiites prefer it in January.

Thus far, Goa has been a popular choice to bring in the New Year. But
for those who don't exactly love crowds, Goa is best visited after the
party hats are discarded and the mass exodus of people out of Goa
takes place in the first week of January. And many Mumbaiites have
chosen to do just that.

Says Andy Dalwani, owner of a travel agency, "Late January or February
(that's when the carnival happens) according to me is the best time to
head to Goa. That's when it rocks."

Says actor Kulraj Kaul, "January is a lot more chilled out in Goa. The
rates of everything drop, you get your own space and the parties don't
really stop. In January, the weather is still as cool as it is in
December."
 Agrees partygoer Pooja Kotwani (24), "Going to Goa in January is the
ultimate after-party.

If someone's not been to Goa during New Year's before, then it's
probably a good experience to feel the buzz over there on the 31st
night, as that's where the action is, but for those who don't like the
push and shove, January's cool in more ways than one.

Around New Year's, Goa is pretty much like Mumbai, and we all need a
break from that!

Even Bollywood seems to be chilling in Goa right now. Shah Rukh Khan
and wife Gauri with their friends; Salman Khan, Katrina Kaif, Sajid
Nadiadwala, Alvira and Atul Agnihotri, Sohail and Seema Khan, Amrita
Arora and boyfriend Usman Afzal are all in Goa at present.
 Looks like Goa in January is as popular as Goa in December!

Goan NRIs hoping against hope

PANJIM, JAN 2 — For the third time in Goa, Non Resident Indians (NRIs)
will voice their expectations on a common platform in the hope of
receiving some response from the government.
The Gomant Vishwa Sammelan, a worldwide Goans convention organized by
the NRI Goa Facilitation Center sets stage on January 3 and 4, 2006 in
Panjim.
However with the last two conventions held in 2004 and 2005, not much
of an outcome has been in sight, according to NRIs.
Says Zamir Khan, NRI from Saudi Arabia, "We openly discussed our
problems with the Chief Minister last year but nothing much has been
done." NRIs have general problems pertaining to land, health, and
education among others. We had demanded a single window to address our
problems, but this demand has not been met, says Khan.
The State Government has no concrete working for the NRIs, opines
Peter D'Souza, also from Saudi Arabia.
The government needs to introduce projects and proposals for the NRIs
and go to the point of sale just like Kerala or Andhra Pradesh where
the State government reaches out to the NRIs worldwide, opines
D'Souza.
As for these conventions, they are held once or twice and then
forgotten, says D'Souza. You can't expect anything concrete from such
conventions, he says. "The fact is that both sides are not serious",
he opines. The NRIs have a poor attendance due to the timing of the
conventions and the government is not strongly interested, says
D'Souza.
No doubt that the NRI centre is in its initial stages. But with such
conventions, we plan direct NRI involvement in the State, says Dinar
Bhatkar, chief coordinator, NRI Facilitation Centre.
We have recommended to the government that a survey be done on issues
pertaining to NRIs, says Bhatkar.
However, the biggest stumbling block after the convention in January
last year was the change in government, which brought things to a
standstill, says Bhatkar.
On the other hand, there have been schemes in the past such as the
insurance scheme for NRIs, which have seen good results. Problems
pertaining to immigration, litigation cases are being sorted out to
some extent, he says. The process has started and it will take some
time for results, according to Bhatkar.
Nearly 30 per cent of Goans are abroad. However, the situation in Goa
still remains different as compared to Kerala, Andhra Pradesh, Gujarat
and Tamil Nadu. In these States, the government has a separate budget
to address NRI issues but this is not the case in Goa, says Bhatkar.
NRI, Dr Sunil Khilnani, from the US opines that the government is
trying to be responsive to some extent, but a lot more can be done by
the government.

The problem is that Goans have no control over Goa.
Many think that Goa is made up of the Velhas
Conquistas ie. Salcete and Bardez. The rest bairem
zao. Such is the sorrowing state of Goa. It is up to
the hindus to save Goa. They have used the Novas
Conquistas only for votes and to cause sectarianism
among Goans. I have heard that some of the places are
very, very poor compared to that of the VC.
