PORVORIM, MARCH 12 — The Secretary of the Socorro IT Project Awareness
committee Elman Dias has said that the land admeasuring 10,85,826 sq
meters offered by the Serula communidade at Rs 25 per sq meter to the
Info Tech Corporation of Goa Limited for IT park at soccoro is a
barren land and the vegetation is only on the slopes of the land.

Disclosing this to the press persons in a hotel at Povorim on Saturday
evening, Mr Dias said that some handful of people have started
spreading misinformation among the villagers that the site selected by
the government at Succoro for setting up of IT park is a forest land
and hence will be detrimental to the interest of villagers.
Hence, their committee members visited the site in the month of
February, 2006 and on inspection found that the most of the aforesaid
area is a barren land with the tropical trees and bushes around its
slopes only.
"After verifying the Survey Nos 268/1, 271/1, 273/1, 274/1, 275/1, and
277/1 it was observed by the committee that survey no 268/1
admeasuring 4,35,400 sq meters of land is partly shown as private
forest and in order to make up for this loss of area ITG thought to
acquire additional adjoining land bearing Survey no 271/0, 268/0,
297/0, and 267/0 in Salvador-do-Mundo admeasuring 2,68,800 sq meters
and all these additional areas  neither have tenant nor houses. The
land is clear for acquisition," informed Mr Dias.
Mr Dias stated that in 1989 the aforesaid site was notified by the
then Government as industrial area and the components of the Serula
Communidade in its General Body meeting held on November 6, 2005
passed a resolution offering the land of 10,85,826 sq metres to the
Government for IT project.
Further the Soccoro Panchayat in the gram sabha meeting held on
February 26, 2006 adopted a resolutions stating that IT project should
be encouraged in the panchayat area.
Mr Dias further informed that they have a received a letter from Info
Tech Corporation of Goa Limited stating that 30 per cent of the land
will be retained as green area, 10 per cent of the land will be
earmarked for institution, recreation etc and balance 60% of the land
will be utilized for IT park. The letter also states that this project
will have sewerage treatment plant and garbage plant and hence
drinking water wells in the village will not be affected.
Similarly, a new power sub-station will be erected on the site and the
sufficient water will be provided for the project by laying new
pipeline which will be connect to Tillari Project and no water will be
used from the village reservoirs.
Mr Dias also mentioned that they have requested the Information Tech
Corporation of Goa Ltd to reserve 80 per cent of the jobs for sons and
the daughters of the soils.

PANJIM, MARCH 12 — The central government, under the Jawaharlal Nehru
National Urban Renewal Mission has  awarded a bonanza for Panjim city
with the allocation of Rs 60 crore under the scheme.
Panjim is one of the 63 cities in the country selected to accrue
benefits under the scheme.

The Corporation of the City of Panaji now has an uphill task to
prepare development plans through a centrally recognised consultant
and will have to simultaneously implement mandatory reforms as
prescribed by the centre.
According to officials state level committees will be appointed to
approve projects and a double accounting system will also be evolved
to ensure financial accountability.
The new changes in the financial accounting, is proposed to be
introduced by 1st April this year.
In the meantime, the CCP has presented a balanced budget for financial
year 2006-07 to the tune of Rs 11.65 crore
Some of the highlights include an allocation of Rs 4.21 crore for
solid waste management. Similarly a provision of Rs 2.62 crore has
been made for payment of works  tendered and executed last year
without any financial  allocations. It is interesting to note that Rs
6.41 crore alone is allocated for payment of staff salaries.
On the other hand, the CCP has projected revenue generation from house
tax for 2006-07 to the tune of Rs  4.50 crore. Similarly, it has
projected income from   octroi at Rs 1.30 crore, Rs 75 lakh from
license fees,  Rs 30 lakh from signages and posters, Rs 20 lakh from 
solid waste management, Rs 10.60 lakh from the market,  Rs 1.50 lakh
from parking and Rs 6.50 lakh from fairs  and  exhibitions besides 
others.
A budget provision of Rs 13 lakh has also been made for  allowances
for the 30 corporators. However this is likely to be subject to a
cabinet approval as no provision has been made in the CCP Act for such
allowances to corporators, unlike municipal councilors.
It  is  proposed  to  collect  fees  (@ of  Rs  one  per day)  for 
door-to-door  collection of  solid  waste along  with  the house tax.
In  view  of this, a   concession  of  Rs 65  is  being awarded.

Perhaps the question that needs to be asked is: “Who or what is the God we believe in?” Is our God a ‘police-man’ god, a ‘grand-dad’ god, an ‘aspirin’-god, a ‘super-market’ god or the God Jesus came to reveal? Do we worship God or use God? May His word confront us and lead us to the true God. Have a ‘God-filled’ weekend! Fr. Jude     Sunday Reflections: Third Sunday of Lent –Having no business deals with God!  19-Mar-2006  Readings: Exodus 20: 1-7;  1Corinthians 1: 22-25;  John 2: 13-25;       The first reading from the Book of Exodus speaks of
 the Ten Commandments and spells out the implications of these commandments. God did not give the commandments for his own profit but for the sake of the people. When the people observed the commandments they were the gainers, when they disobeyed, they themselves were the losers. In other words, God gave the commandments out of love, that his people might attain happiness. Someone has called the Ten Commandments ten guidelines to happiness; unfortunately some have interpreted the commandments as restrictions to man’s freedom. The first of the commandments forbids the worship of false gods, yet all of us at some time or another have created gods to suit us and often these false gods hold sway over our lives. Self-sufficiency and our proud self-image can become the ‘God’ we worship in our lives. Keeping the law for the sake of the law results in bondage, while observing the law out of love for God and respect for one’s neighbour results in true freedom.      Knowing the Law  One of President Reagan’s favourite stories involves a farmer and a lawyer whose cars collided. The farmer took a look at the lawyer, then reached in the back of his car and took out a bottle of whiskey. “Here, you look pretty shook up,” “Take a nip of this; it’ll steady your nerves.” After taking five or six gulps, the lawyer suggested the farmer have a drink himself. “Not me,” declared the farmer. “I’m waiting for the traffic police.”  Christopher Notes      In today’s section of his letter St. Paul reminds the Corinthians that he has not come to oblige the Jews with miracles that they wish to see performed, or with words of wisdom that the Greeks desire to discuss and debate. Paul’s sole desire was to preach Jesus crucified. Jesus himself came not to offer people what they wanted but rather what they needed: salvation. People were looking for an easy way out, a
 religion that would cost them nothing. Jesus offered them salvation through the Cross, foolishness to the wise. God’s foolishness is stronger than human strength.     People need houses to live in and human beings need food to survive. God did not need a habitation to dwell in, nor was he in need of sacrifices or offerings. Yet God, through Moses, instructed the people of Israel to offer him in sacrifice animals and the products of the fields. Certainly God for his own sake did not need these offerings, but in his goodness he adapted himself to the mentality of his people, for this simple reason: the neighbouring people
 offered similar sacrifices to idols; if God had not provided the Israelites with similar ways of worship in honour of the true God, they would have been easily drawn to worship the false gods of their neighbours. Hence the Israelites were asked to worship in the temple and offer sacrifices and offering to the true God of Israel. Jesus himself went to the temple in Jerusalem to worship and he partook in their prayers and sacrifices offered in the temple.      In today’s Gospel we are told that Jesus was enraged at the way things were conducted in the temple. Jesus drove out those who were doing business in the temple, not
 because it was business; for even as business it was a valuable service at a feast. He was angry and upset because their motive was diluted by their manipulative intention to make a ‘fast buck’. He certainly did not condemn the sincerity and the good faith of the simple people who honoured his Father in the best way they knew, by fulfilling the rules and obligations prescribed by Moses. But he condemned the greed of the religious leaders who took advantage of the simple folks to become rich under the pretext of honouring God.     All the four Gospels mention the cleansing of the temple, which implies that this was a
 significant action on the part of Jesus. Jesus wanted to rid the temple of false worship, implying that we too should get rid of the false gods and the false pretexts we use in the guise of worshipping God. “Take all this here and stop turning my Father’s house into a market place.” We cannot do business with God and we cannot bargain with Him. Nothing that we do can gain us any merit; all that we receive from God is a gratuitous gift gi

You are gone Dad, but not away from our memories. We still remember you as Our 
Steel Strong Dad, because that’s what you always called yourself. Yes, you 
were strong in your faith, in your walk with Christ, in whatever you did and 
also in yourself.
 
‘Allen Costa’ as you were popularly known to the people of Goa, you never let 
them down and always gave them your best. During your days at ex-Emissora de 
Goa (now All India Radio), you regaled and enthralled your listeners with your 
rich toned voice. 
 
Your popularity with the listeners grew even more on the Konkani request show 
Manajogtim Geetam. Programs like Kandllam Onvllam, Moujecho Khell, and 
Goenchea Mollbar on FM became synonymous with the name ‘Allen Costa’. Your 
melodious songs of yesteryears, ‘Mandovichea Deger’, Vengoi Mujea 
Buzak’,  ‘Kallangutchea Praer’ and especially ‘Adeus Korchea Vellar’ are still 
on everyone’s lips even today. Yes Dad, this song ‘Adeus Korchea Vellar’ 
sounds good only when you sing it. Even when you would hum this tune while in 
the hospital, you never faltered and hummed this tune to perfect. 
 
With pride we say we loved it when people called you Jim Reeves of Goa. Your 
good sense of humour took you a long way as compere at weddings and other 
social functions and even through your brief illness at the hospital. You had 
the knack of stealing everyone’s hearts. 
 
You went away too soon Dad. We never knew any sickness as partial Dementia. We 
were confident Senility was catching on, and we took your forgetfulness in our 
stride. But destiny had a different script for you. You hit the bed and never 
got out of it. All the doctors and nurses tried their best to get you back on 
your feet, prayers and dedications flowed from churches, family members, 
friends, fans, but in vain! You were destined to be with Jesus and that’s 
where you are now rejoicing, without any pain or sorrow. We saw you struggle 
to talk, but only silent tears trickling down your eyes spoke what we couldn’t 
understand. There was no exchange of farewell, just a silent retreat. Now 
while you are no more your voice continues to stay alive with us. We miss you 
Dad ! So also the people of Goa !

Pakistan-trained terrorist Tariq Jalal flanked by Goa police personnel
on Saturday A Mumbai-based hawala dealer gave him Rs 1.5 lakh sent from
Pakistan in three installments of Rs 50,000 each, confessed Tariq Jalal
(28), the alleged terrorist who was arrested in Goa on Saturday.

Jalal, who is allegedly from the Tehrique-ul-Mujahiddin terror outfit,
affiliated with Laskhar-e-Taiba, revealed this to two teams from central
intelligence agencies.

Terrorist targets
Jalal also disclosed that he had planned to target India's third biggest
port, Mormugao Port Trust (MPT), Indian Oil Corporation's oil tankers,
Dabolim International Airport and Madgaon railway station. The MPT also
houses the headquarters of the Indian Coast Guard. 

"Though he was entrusted only with couriering the explosives, he had
meticulously surveyed the entire state after setting up his base in
Goa," said Ujjwal Mishra, deputy inspector general of police.

Jalal came to Goa nine months ago and lived in a rented flat at Navelim
in Madgaon.  He often visited Mumbai, Delhi, Srinagar and Muzaffarabad.
Tariq holds a bachelor's degree in physics and has done a course in
radiology.

In 2000, Jalal met a man, identified only as Farooq, in Srinagar, who
introduced him to militancy. He was trained for over two years in
Pakistan and was later sent to Bangladesh and Nepal, according to the
police.

Escape
Jammu & Kashmir police arrested Jalal in 2002, but he managed to escape.
The police recovered two kilos of RDX, two Russian-made handgrenades,
two electronic detonators, two cameras, two mobile phones and a compact
disc from him on Saturday.

It may be noted that the wards were re-constituted
after delimitation of the wards. Thus Panaji has 16
seats with Taleigao 12 and the Santacruz Constituency

While the MLA Panaji Assembly Constituency Mr Manohar
Parrikar played down the victory of the Monserrate
panel stating that it would not affect his turf. 
Ohters consoled themselves stating that money was
distributed.  This amounts to an insult to the voters
who perhaps voted not because of money but they saw in
Mr Monserrate a vision for the betterment of Panaji
city.  

Incidentally the Panaji city will recieve a special
urban development fund for the development of the city
being one of the 60 cities selected under the central
scheme.  This Mr Monserrate had planned to utilize for
the development of the city.   

Most voters also admit in private that Mr Monserate is
a no nonsense leader.  He was born with a silver spoon
in his mouth and he is known to distribute funds
lavishly rather then fill it in his own coffers as
others do.. Moreover he is rated as a go getter a man
who speaks only what he can do and this perhaps so his
commendable victory.

No doubt there are concerns about PANAJI AND TALEIGAO
GOING GREY FROM GREEN --- but not that the die is cast
Panjimites and Taleigaocars will see how Monseratte
goes ahead with developmental activities.

His period of probation is short considering that
elections to the Goa Legislative Assembly is round the
corner.  Thus before December end 2006 Panaji will
need to be transformed.

According one "descendant" an elderly resident of
Panaji he believes that the litmus test of Mr
Monserrates panel will be to see how the St Inez
nullah will be transformed.

Fortunately the husband wife duo of the Nationalist
Congress Party that made it at the hustings Mr
Surendra and Ms Ruth Furtado have no qualms about the
emerging scenario and are confident that development
will not suffer.

With the victors being those "first past the post" the
margins are thin and sometimes pale into
insignificance in the sense that the electors can
hardly be called representatives of the wards .  The
reason being that where the  contests were not
restricted one to one the more the numbers (7 being
the highest for one ward)  the votes polled by each is
a two digit figure.

Thus there are umpteen instances where the 
consolidated votes of the losers far exceeds that of
the victor.  To rectify such anomalies and ensure that
the victor reflects the majority of the electorate in
each ward that one represents it is necessary that an
amendment needs to be brought in the Election laws to
ensure that the victor is one who polls not less than 
50%  of the votes polled.  This will ensure that last
minute candidates are not propped up as is the
practice now but only those who do service in the ward
over a period of time could enter into the fray.

Interestingly the antidefection laws are not made
applicable to the Village Panchayats Municipalities
and the Corporation therefore though there may not be
defections at this stage but after the results of the
next Assembly elections if the present INC led
coalition government is not returned to power and the
BJP individually or as a coalition comes to power then
this could trigger floor crossing.

There is also a prospect of curbing the developmental 
powers of the Corporation as the 74th Constitutional
amendment which gives statutory powers to
Municipalities and Corporations ordains that the power
should go to the elected representatives  after
constituting a District

First, with due respect to you, I don't like the way you spell Mapusa.
The Mapusa Municipality has not bothered to reply to our letter when we
asked if the name change was  effected through proper procedures.

Second.
I agree with you fully on the text of your post.
But you have missed Vailankani (Market), the gumti at the Taxi stand. The
one next to Christ Rei Mapusa Church, one accross Mandarin Hotel etc.
All these and more should go along with their promoters.
Will they??

Best of luck.
As for me I have become allergic to funnels and beat music in Churches.
Therefore I give Church services (except funerals) a wide berth.

But should you yearn to be rid of all these and more, give goasuraj just 15
days.  You will breath more easier and might even want to pray a little for
ole time's sake.

backdrop to the whole reform initiative and is all set to dish out major
incentives for the mushrooming of regional airlines in the country.

The Civil Aviation Policy, which will be brought before the Cabinet in a

International airlines have been showing interest in bringing tourists
directly from Australia, Europe and other countries to Goa.

International airlines like Condor, Emirates, British Midlands, Gulf Air
and Sri Lankan Airlines have shown interest in acquiring landing
facilities in Goa. "The open skies policy would see a tremendous
increase of direct flights to the state," Wilfred de Souza, state's
tourism minister and also the deputy chief minister, said.

Goa is considered one of the most favourite holiday destinations in the
world, and the demand for direct (without a stopover in Mumbai)
chartered flights to Goa has been increasing each year. From 419
chartered flights in 2000-01, it has shot up to 753 during this season.

The arrival of chartered tourists is expected to show a significant
growth with the number of tourists per flight going up considerably in
the last couple of years. From 1.16 lakh in 2000-01, the number of
chartered tourist arrival has crossed over 5 lakh.

Goa has also witnessed a major growth in tourist arrivals last year with
a record 24.50 lakh tourists visiting the state.

While domestic tourist arrivals went up to 20.85 lakh (a rise of 20%) in
2004-05 from 17.25 lakh in 2003-04, the foreign tourist segment
witnessed a 15.5% growth during the corresponding period with the
arrivals going up from 3.14 lakh to 3.63 lakh.

MARGAO, MARCH 12 — The leadership battle in the NCP has flared up
again with party Vice President Fatima D'Sa issuing a notice to
general secretary Ulhas Naik to show cause why he should not be
expelled from the party for anti-party activities.

Naik, on the other hand, retaliated by asking D'Sa to withdraw the
notice within two days and has demanded the resignation of Dr Wilfred
de Souza as the party chief, terming him as a communal leader.
Addressing a press conference, Naik maintained that D'Sa has no
authority to issue the notice, saying that she is the vice president
to look after the affairs of the Mahila wing of the party. "If at all
action is to be initiated, it should have been done by the executive
committee or a senior vice president like Carmo Pegado," he said.
While demanding that the notice issued to him be withdrawn within two
days time, Naik said he would take up the matter with the party high
command in Mumbai on Monday.
He charged Dr Willy for his style of functioning, saying the party
president works as per his whims and fancies.
Naik had received the show cause notice from D'Sa a day ago upon
directions from Dr Willy for going to the Press against the State
party president.
He was directed to give his explanation in writing within 7 days time.

PANJIM, MARCH 12 — Calling for efforts to make Goa a round the year
top tourist destination, Additional Director General, Tourism,
Government of India, Rajeev Talwar said the State must diversify from
its beach-oriented tourism.

Speaking after the inauguration of "Goa Tourism Meet 2006" and Cashew
Mahotsav, at Kala Academy, Talwar said in order to increase the inflow
of foreign tourists, Goa should have a huge state-of-the-art
convention centre, an international airport, life saving facilities on
the beaches, well-organised water sports activities, etc. Currently,
tourism in Goa is mainly from November to March.
Talwar who had a stint as an IAS officer in Goa 25 years ago, said Goa
has a huge potential to attract more foreigners in the coming years
and for this, tourism should be taken to the hinterland and backwater
tourism be introduced.
He also advocated the need for issuing long-term visas – for 5-10
years, the way US and UK have been issuing.
TTAG chief and chairman of GCCI's tourism committee, Walter D'Souza of
CEPC also spoke. GCCI's Vice President Caesar Menezes welcomed while
treasurer Manguirish Raikar proposed the vote of thanks. Tourism
Director Sandeep Jacques was also present.

PANJIM, Mar 12: At a well attended general body meeting of the Dalgado
Konknni Academy (DKA) held at the TB Cunha hall here this evening, the
progress of the organisation which has been set up to give a fillip to
Konkani writers in the roman script was detailed. Speaking to GoaNewsClips,
President of DKA Wilson Mazarello said, "Several members suggested ways and
measures to strengthen the DKA as well as beef up the fight to ensure equal
status to roman script along with the Devanagri script. It was decided to
take the message to every city and village in Goa, as also to approach the
legislators to support the cause by bringing an amendment to the Official
Language Act 1987 so that roman script gets it due rights, which are today
available to only a handful of people." Mazarello further said, "It has been
unanimously agreed that DKA is not against the Devanagri script, but we only
demand respect and importance to the roman script which is being used by the

It is nice that the position of the Dalgado Konkani Akademi is clearly
stated by the President after the General body Meeting. A number of rumours
were floating around that DKA was fighting for Romi exclusivity to replace
the Devanagri exclusivity. It is a historical reality that 'exclusivity' has
obtained no gains for its protagnists. Even Hitler's progroms took him

1. How do we convince the portuguese authorities that certificates belonging 
to person A is true while that of B is false, problems in this world are many 
but very few solutions, and what should be the solution in this case?

2. What criteria should one follow firstly at the Portuguese consulate for 
nongoans who call themselves Portuguese Goans, here we are again , that means 
money has played an important role in availing such status to non goans by 
those crooks who work in the consulate and do not want to help the real 
goenkars, so back again Greasing plays an important role.

3.I wish someone like you could sponsor a ticket to my friend  to go to paris 
and lisbon for whom i m fighting for to get the portuguese nationality. 

The rest of your contents is worth reading and indeed true, but finally you 
must agree its not that easy even though you are born in 1960 or before to 
secure a portuguese Nationality , its not so easy to exercise your right  
being in Goa by us Goans at the Portuguese Consulate, as we do not throw money 
or grease palms as the Non goans do, some can afford and some can't and its 
not our fault that we cannot afford all we what we are asking is our right. 

I know there are many agents like the one in Margao at Borda who has been 
advertising like no one's business wonder how many have been successful 
through him? If you go the official route you may end up getting the 
nationality after your death, if you go the agents route one leg  is in the 
grave , so what does one do? 

The only alternative way is to restructure the staff of the Consulate , change 
the old cloth into a new get new aggressive, honest polite , focussed, and 
above all helpful to Goans, there are many of such qualities but have never 
been given a chance to prove themselves , presently the staff in the consulate 
are very rude , not polite and they are all related to one another.

Who can take up this challenge??

The Konkani speaking population that writes in the roman script constitutes a 
very substantial percentage of the total Konkani population of our State. They 
are entitled to the same safeguards and protection available to those who 
write Konkani in devanagari. This is their constitutional right and it flows 
from art. 29(1) and several other provisions of the Constitution.

Roman script does not diminish patriotism. A large number of countries that 
did not use the roman script have adopted it for their national languages to 
strengthen national unity, regional communication and all aspects of 
modernisation. Turkey, Indonesia and Malaysia are a few among many such 
countries. In Turkey and Indonesia every signboard and every communication, 
whether official or otherwise, is in their own national language. Hardly 
anybody speaks English or any other European language in those countries. The 
use of the national language is far more extensive there than anywhere in 
India.

Mahatma Gandhi and Pandit Nehru wanted Hindustani, written both in devanagari 
as well as in arabic or urdu scripts to be our national language. Gandhiji 
felt that hindustani in both scripts would unite North and South and Hindus 
and Muslims. The Congress Working Committee approved both scripts for 
hindustani. However, in 1945, the All India Hindi Sahitya Samelan held that 
hindi in devanagari script alone should be the national language. Gandhiji was 
dismayed with the chauvinistic drift and on this issue he resigned from the 
membership of the Samelan.

The use of Hindi as official language in devanagari script alone was bitterly 
opposed in the Constituent Assembly. Ultimately, the Constituent Assembly 
approved it by a majority of just one vote. Riots followed and immollations of 
non-hindus .This is History. Those who do not learn the lessons of History are 
condemned to see it repeated.

At present, there are several States in the country which recognise “one 
language and two or more scripts”. Arabic and devanagari are recognised as 
official scripts for Sindhi in Rajasthan and Gujarat.

Santhali is written in Ol Chiki, devanagari and bengali scripts and all the 
three scripts are recognised and treated equally by the West Bengal Government.

Regarding Konkani, both devanagari and the roman script should be treated at 
par for all purposes. However, it would be advisable and in the interest of 
the young students to teach konkani in schools through the devanagari script 
only. The reason is that children will learn the roman script through the 
study of English which is important for international communication. 
Devanagari is equally important for access to Indian culture and other Indian 
languages.

There is some sort of allergy to Marathi among a section of the Goan 
population. This is the result of the virulent campaign for merger of Goa into 
Maharashtra in the Sixties and Seventies. With the grant of statehood and 
declaration of Konkani as the sole official language this phase is now behind 
us. Marathi has a rich cultural heritage and Maharashtra has been the home of 
great literary figures and social reformers. It will be in the interest of our 
young students, whichever their religion, to learn Marathi as an optionall 
language in their school education. My father wanted me to learn Marathi and I 
regret to this day that I did not follow his advice.

Imposition of uniformity does not lead to unity. Respect for diversity does.

Vacancy for judges lead to huge backlog of cases

PANJIM,  MARCH 12 — The backlog of cases in various courts  in the
state is  34,315.  In the courts of North Goa alone  22647 cases
(criminal  and civil) are pending,  while in South Goa number of
pending cases is little less – 11, 668.

But if considered the number of posts of judges that are vacant in
various courts of the state, escalating number of pending cases will
not appear shocking.
As per  information submitted to the Goa Assembly in the last assembly
session, altogether  17 posts of  judges are  vacant in the state .
This include four posts of Additional District and Sessions Judge, 
three posts of  Civil Judge,  JMFC (Senior Division) and ten posts of
Civil Judge,  JMFC (junior Division).
When contacted the Law Secretary,  U V Bakre said the High Court has
started with the process of filling of the vacant posts of  judges. 
Currently, they are  scrutinising the applications.
 However, he could inform as to when the process of filling of
vacancies would be begin, since it was done by  the High Court.
It is more of civil cases  mostly pertaining to land disputes,  which
are pending.
In North Goa there are 13381 civil cases pending  —  of which highest 
numbers of pending cases is in Civil Judge, Sr Division, & JMFC 'C'
Court, Mapusa.Number  of cases pending before this court is  1740,
 backlog of cases before other courts in Mapusa is also big  — Civil
Judge,  Sr Division & JMFC 'B' Court  have before it  1509 cases 
while  Civil Judge, Sr Division & JMFC 'F' Court  has 1154 cases.
Total number of criminal cases pending in the North Goa courts is 
9266, with a huge number of criminal cases lying before JMFC  'A'
court (1468), JMFC 'B', (1359), JMFC 'C'  (1363)  and JMFC 'D'  (1424)
in Panjim .
Pendency of cases in South Goa courts is relatively less.
 Number of civil cases  pending is 7262 while 4406 are criminal matters.

Navy for their training flights and exercises at Dabolim? The resulting
spacing of flights might give even Heathrow a run for its money.

And have you considered how civil enclaves like Bangalore and Hyderabad are
able to acommodate so many more flights per day? Dont they have military
test, training and other flights like Dabolim? Why cant the Navy ease up at
Dabolim the same as its sister services at Bangalore and Hyderabad?

Indeed! Strongly support and subscribe to this wonderful idea to the best 
interest of the NRI-Goans.  
 
It should be noted that during the fateful invasion of Kuwait by Iraq in 1990, 
the Evacuation of the Indian Expats from Kuwait to India took off the ground 
only after the visit of Adv Eduardo Faleiro who was sent on the special 
mission to Kuwait along with MP from Kerala deputed by the PM - Mr 
Chandrashekar despite the fact that both belonged to the opposition party.  
This very special task was entrused to them bearing in mind the Keralites and 
Goans being the largest Community in Kuwait among the Indians at that point in 
time and they were both instrumental in raising their voice in the 
Parliament.  They visited Kuwait along with an Iraqi MP on a fact finding 
mission.  They were taken to the various camps where Indians were taking 
shelter to understand the ground reality and need for early action on the part 
of the Indian Government to evacuate the Community living in pathetic 
conditions.
 
Adv. Eduardo Faleiro was also instrumental to cancel the Bond that each Indian 
Expatriate had to sign towards the cost of repatriation besides taking up the 
issues in re-habilitation back home.  It does not matter to what political 
party one belongs.  Adv. Eduardo Faleiro made us (Goan Delegation to Delhi) 
feel proud in arranging  instant appointment with the Prime Minister to 
present our vows/grievances which were dealt very sympahetically.  In fact PM 
was over the Phone congratulating the late Amir on the Liberation of Kuwait.  
The PM was full of praises to the son of the soil sitting in the opposition in 
the Parliament at that time.  NRI-Goans and Indian Community at large must be 
proud of this Statesman who earned laurels and eased our burden.  Indeed, he 
can be instrumental to help us and guide us in various ways besides resolving 
our issues both in Goa and New Delhi.
 
I must confess that I do not belong to any of the political parties but only 
speak the actions of just that smell sweet until this day.
 
With all the best wishes to the new organization and to this wonderful idea in 
particular.  It is good to be United under one banner but the new organization 
must have proper representation in the NRI Facilitation Center in dealing with 
the issues.  It is only an NRI who knows his problems better.

Thank you very much for helping me ID the Milk Weed. I really appreciate you 
taking the time to help me. And may I be so bold as to ask you another 
question? 

I’ve seen several places in Goa a tall tree that I can’t identify. I know that 
it is probably of the mangrove-family, but as that family is very big, I 
haven’t been able to narrow it down. I attach a couple of photos – they are 
not very good, but hopefully can be helpful. The tree has very special seed-
pods (see in the middle of photo nr. II) with a kind of berries in a bright 
reed-orange colour, inside them is the very hard black seed. I haven’t seen it 
myself, but II have been told that the flowers are yellow. It does not – as 
some mangroves – grow in water or on very wet ground.

Do you recognize this? Is it really a kind of mangrove? And the name, 
English/Latin?

Time ripe for maritime university in Goa: Sam Pitroda

The large number of seafarers make Goa an ideal place for a marine
university, said Sam Pitroda, chairman of the Knowledge Commission of
India (KCI). 

"The state has a highly literate population and is the perfect place for
knowledge institutions. The city has a knowledge city as well," Pitroda
said, while delivering a lecture on knowledge economy recently. 
"Goa is an ideal place for setting up a maritime studies university,
given the host of maritime institutions in the state. If the state
government were to submit a proposal, KCI will push the idea," he said. 

Pitroda, who had pioneered a transformation in the telecom sector in the
90s, underlined the need to shake up the existing system and change the
mindset to build a knowledge society.  "KCI is looking at long term
perspectives. We can't expect miracles overnight, but there is a need to
restructure the institutions from ground zero," he said. 
 
Lamenting on the absence of creativity in India, he emphasised the need
to focus on innovations to solve problems plaguing the country in the
spheres of health, water, sanitation and primary education. 

Claiming that the KCI would look into all kinds of needs in the
education sector, Pitroda said, "There is a need to bring research back
into the universities across India and more students need to go back to
mathematics and physics." 

He said that the country, with a population of one billion ought to have
at least 2,000 universities, of which 100 should be of the international
standards. "The quality of education is poor and the quantity too, is
not adequate," Pitroda pointed out. 

Calling for a need to revive libraries, he said that the KCI wanted to
bring about a network of schools, institutions and universities to share
resources. KCI has taken up the task of creating portals on various
subjects.
