There appears to be a growing sense of grandiose perverseness in conferring artists with monetary acclaim -- either shortly after their demise, or decades later. Both, F.N. Souza and V.S. Gaitonde, would have benefited immensely, and endearingly, from a waited-upon lifestyle had any of their paintings made the $1.5 million benchmark in their lifetime. Instead, both endured existence on a marginal income; Gaitonde much more abjectly than Souza In a letter penned to me in the 1970s, Souza was expletive in his unscrupulous ire that Goans were the least interested in his work, and went on to state that he couldnt recall of a single Goan owning his work. I did, however, recall two Goans who owned his work at the time: Max Sequiera and Dom Moraes. Had more Goans owned a Souza, they would, today, have remained in Goa where they rightfully belong. Art in my opinion -- should be displayed where it is accessible to one and all rather than bequeathed to the closet of the highest bidder. In 1980, I had the opportunity of accepting two ink portraits that Souza had created of me. I opted for Xerox copies. Had I accepted the originals, they would have been on display in the Goa State Museum, along with a 1960 abstract (oil on canvas) by V.S. Gaitonde (which I gifted to the museum in 1991), and a Jan van Ecyk (oil on copper plate) which I gifted in 1976. No alarming wonder that I have ended up as a retired failure! While it may be too late for a Goan to own a Souza, it is not too late to promote a fellow Goan, even if she/he from this world or the next -- never hears the gavel at Christies! == ALL 'n' SUNDRY By Valmiki Faleiro == Goa's appalling road sense - 2 Overtaking is not bad. Bad overtaking is. A common cause of road crashes, and much avoidable carnage. If only a few commonsensical rules were observed, that fateful decision to overtake -- and the loss of life or limb -- would be averted. Permit me to share my few cardinal commandments on overtaking. Decide to overtake only when doubly sure that a safe road space, and a clear line of sight, is available to complete the maneuver and to revert to one's side of the road before an oncoming vehicle can reach the spot. This entirely rules out overtaking at turns, bends or at the ridge of a hill. Even on a straight stretch, if you aren't sure of the speed/distance of the oncoming vehicle (as happens at night but can happen by day), it'll be Russian roulette to attempt. Rule 2, as every prudent driver knows, is it's not enough to have just a safe and clear road length to start an overtake. A safe habit is to ascertain that the vehicle you plan to overtake also has clear passage ahead of itself. Since this lies on your blind side, move towards left and check. If the vehicle has an obstruction ahead of it, chances are it will swerve rightwards to bypass the obstruction ... just while you are overtaking. One needs to be extra cautious while overtaking buses that halt, to alight or take in passengers. Alighting passengers (or those in a hurry to get in, but are on the other side of the road) often spring *daring* surprises, with a *T* in the middle ... just as you are overtaking. And it's never a swell idea to overtake from the left, whatever the temptation. Another cardinal rule: however apparently safe the conditions to overtake, always shift to third or lower gear before attempting. One can never be certain of what or who may choose to zoom across from the roadside bushes -- a pack of dogs chasing a neighbourhood bitch, or an early morning shantyman, *lotha* in hand, scrambling for the yonder bushes ... like at Zuarinagar, on the four-lane NH-17A. Sudden braking and vehicle control is far easier and effective in lower gears. You need to be cautious not just while overtaking but also when being overtaken. Not all drivers will sensibly yield enough room before resuming the lane. Be particularly wary of the rich man's spoilt brat, whose annoying hooting for way you disregarded: he's sure to try to impart a hands-on lesson, by cutting in as he overtakes. Then you have these kamikazes, who appear to have just received an urgent telegram from above ... it's best to slow down or even get off the carriageway and allow the guy his shortcut to heaven, to avoid getting involved unwittingly. One may be cautious but that's no insurance from getting killed, especially on highways, where daylight overtaking at its reckless best, is commonplace. This is where defensive driving is life and limb saving. To this day, I vividly remember a scene straight out of a comedy flick. (This one's not on defensive driving, but on how an elderly moped rider went into offensive, to instill some road sense into a highway trucker.) We were doing Mumbai-Goa by car. The coastal NH-17 then being bad, we took the Pune-Bangalore NH-4, to return via Belgaum. It was a rather quiet mid- afternoon on the Karad-Satara lap. Ahead was a straight one-kilometre stretch, curving rightwards thereafter. The only other road user was this dhoti-clad, mustachioed, old farmer with a trademark white topi of the region, purring his ancient moped, in the same direction, some 300 metres ahead of me. A farmhand was in pillion. A truck emerged from the opposite end. And another, overtaking the first, around the bend. The overtaking driver saw the moped, yet persisted. The elderly rider did something incredible. Now about a 100 metres from the overtaking truck, he swerved to the middle of its path, stopped and began to vigorously gesticulate, beckoning the overtaking driver, as if saying, come, come, I'm here for being run over. I quickly lowered gear and moved rightwards to cover the moped, in solidarity. The old farmer's unexpected act jolted the offending trucker. He gave up and moved to his side. Everyone, including both truck drivers, was in splits. I tipped the old man in salute as I overtook him. He had made our day. (I will not advocate such bravado but in the traffic circumstances, the weathered farmer was safe, fair -- and funny!) Tailpiece: Mario Goveia, a GoaNetter, observes, I grew up in India and drove motorcycles and cars before emigrating. Last month I rented a car in Goa and drove from north to south. I'm not sure why Valmiki is so perturbed or surprised by the lack of road sense in India. It is what it is. Non-existent. Zero. Zip. Nada. Nyet. There is only one *golden rule*: DON'T HIT ANYTHING. Good drivers deal with it. The trick is to mentally accept the conditions and focus on what you need to

A 3-member delegation comprising of Adv. Herculano Dourado (Ex-M.L.A)Vice Chairman of the NRI Goa Facilitation Center Government of Goa, Brg. (Retd.) Ian da Costa VSM and Mr.Mohandas S. Surlakar during their official visit to Kuwait appraised themselves of the problems faced by the Goan Diaspora in Kuwait. A meeting with the Goan Community was organized at the Indian English Academy School (Don Bosco) at 8 p.m. on March 27, 2006 which was attended by large number of Goans which included quite a few Goans of repute and mass following. The expectation among the Goans who attended were very high which could be gauged by the active participation in the Seminar followed by the interaction with the Goan Delegation. Mr. Wilson Coelho who spearheaded the meeting on behalf of the Goans in Kuwait being one of the representatives of the NRI Facilitation Center officially appointed by the Government of Goa as a member of the advisory committee to represent Goans based in Kuwait welcomed the gathering including the delegation and introduced each one of the delegates and highlighted the purpose of the visit. He urged the gathering to come out openly with their problems and / or their grievances so that fruitful results could be achieved for the betterment of Goa and Goans. On behalf of the NRI Delegation, Brigadier (Retd) Ian Da Costa, explained the purpose of their visit and urged the Goans in Kuwait to work in tandem with the NRI Facilitation Center to obtain tangible results. At the open forum several issues were raised which were being noted by the delegation in order to find suitable solutions. A sense of discontentment was expressed by a few attendees over the fact that despite of three year of existence of the NRI Goa Facilitation Center nothing concrete has really happened. Blaming it on the change of Government was not accepted as an excuse for non performance of the NRI Goa Facilitation Center. The leader of the Delegation Adv. Herculano Dourado who had taken note of all the issues put forth by the NRIs assured that this time is not going to be the same as in the past and the present NRI Facilitation Center means serous business with the recent appointment of Adv Eduardo Faleiro ex-Minister of the Central Government who has been recently appointed as the NRI/NRG Commissioner.Most of the issues raised were answered by Vice Chairman and assurance has been given that he would do all that is possible to ensure that the issues would get the desired attention at the highest level. Towards the end Mr. Mohandas Surlakar spoke in pure Konkani. While proposing vote of thanks expressed gratification at the tremendous response of the Goan NRIs in Kuwait and praised their affinity to their mother land. A chance arrest, say police The Hindu - Special Correspondent Saturday, Apr 01, 2006 They stopped Shah after he alighted from the Mumbai-bound Dadar Express IN THE HANDS OF THE LAW: Lashkar-e-Taiba operative Shami Ahmed Shah being brought to the office of the Superintendent of Police in Gulbarga, Karnataka, on Friday. The arrest of the suspected Lashkar-e-Taiba operative, Shami Ahmed Shah, here was made by chance, the Karnataka police said on Friday. Superintendent of Police K. Ramachandra Rao told presspersons that the police had no prior information from either the Central or State agencies about the movements of any terrorist. Security was stepped up at the central bus stand here and the railway stations in the district following an intelligence report, received a month ago, that naxalites were conducting a survey of vital installations in the region to launch an offensive. On Thursday, the police stopped Shah after he alighted from the Mumbai-bound Chennai-Dadar Express at the Gulbarga station. He said he was a tourist from Goa. But when the police tried to open his bag, he warned them that it contained explosives, which could go off. His identity was confirmed during further questioning at the nearby Station Bazaar police station, the police said. School dropout Shah, who hails from Mumbai, is a high school dropout. He worked as a car mechanic. He and his family shifted to Goa some time ago. He visited Mumbai, Hyderabad, Goa, Warangal, Tandur (near Hyderabad) and Zaheerabad in Andhra Pradesh before coming here in December 2005 to set up a house in the Jilanabad area. Mr. Rao said Shah, during his stay here in the last four months, had attempted to recruit Muslim youth but failed. The police were cross-checking the information he provided and whether the Lashkar recruited any youth to carry out disruptive activities. Shah has been booked under various sections of the Indian Penal Code. A high-level police team from Andhra Pradesh, Gujarat, Mumbai, and Bangalore will interrogate him. Special team formed A special investigation team, headed by Additional Superintendent Ravikumar Naik, would investigate Shah's antecedents and his activities in the State. There were many loose ends in his statements, Mr. Rao said. Raids would be conducted in his house in Goa. His relatives, including his wife and parents, would be questioned. The police team, which nabbed him, raided the safe house at Jilanabad and recovered video and audiocassettes. Shah reportedly told the police that weapons were supplied to him by a person in Ahmedabad and that he was returning to Gulbarga via Mumbai. He said since he could not get a direct train to Gulbarga from Mumbai, he took a train to Guntakal, where he boarded the Dadar Express. Shah was reportedly given the code-name Ajmal Katak by the Lashkar. The police told The Hindu that he remained unruffled throughout the interrogation. [Goanet] Bigoted Minds
My prior post congratulated Elisabeth on her forthright placement of an enlightening post on Goanet. As I read her post, the question raised in my mind is: Why are there many bigoted minds in Goa? Is it a camouflage for our failure to be hardworking, productive, and broadminded that blinds us? Do our own inadequacies make us parochial, fail to appreciate progress and learn from others? Do our unchanging minds fuel endless posts on issues revolving around 1961 (and others) with no new facts to share or review? Perhaps this may explain the root problem of Goans both in Goa and in the Diaspora. That is sometimes reflected in the dialogue on cyberGoa (go for the jugular in self-defense); and our failure to be inclusive in the Goan community. This may also explain our lack of ability to appreciate progress and say loudly, Good Job instead of a being chronic complainers or fascinated with bigoted terminologies. First, On Lobster Avenue -- Vana Banerjee Bey doves into a sophisticated cology off Goa. The place is not mentioned, but it says three islands surround Lobster Avenue. They take a boat on the Mandovi into the ocean. Second, Notes from Eart -- Prena Singh Bindra goes wild in Goa. It's about the Western Ghats and The Goa biot is the lower region of the Sahyadris, covering an area of about 600 sq km. Third, That Thing about the Thong -- Bharati Motwani spies in on a Goan beach under the guise of a sociologist. This piece is bit tongue-in-cheek. The opening para reads: The Goan beaches and beach bums are neatly divided into two. There is the Nudie North and the Snooty South. In the middles are the des upstgars -- the declasse Dilliwallahs, the mob from Mumbai and the busloads of triy-tripping Kanadiga clods who soak up beer like a platoon of sponge on legs. 'Efforts on to bring bodies of Bahrain boat tragedy victims' The Hindu News Update Service Saturday, April 1, 2006: 1645 Hrs 'Efforts on to bring bodies of Bahrain boat tragedy victims' Kochi, April. 1 (PTI): All efforts are being made to bring the bodies of the 21 Indians, who were killed in the boat mishap off the Bahrain coast, as early as possible to their respective home states, Union Minister for Overseas Indian Affairs, Vayalar Ravi, said here today. Among those killed seven are from Kerala, three from Tamil Nadu, two each from Andhra Pradesh, Delhi, Goa, Karnataka and one each from Bihar and Maharastra. One body has not been identified. Ravi told PTI that he was in touch with the Indian Ambassador in Bahrain, Balakrishna Shetty, and had given instructions to expedite the clearance of the bodies. The process was on and the Ambassador and the Indian Associations were making every effort in this regard. The families of the victims, who have reached Bahrain, and the Ambassador would receive the bodies, he said. The Minister hoped that the bodies of the victims would reach their home states at least by tomorrow. The Minister this morning visited the house of 50-year-old Basant kumar to console his parents-K Madhava Menon and Kamala, who were informed about their son's death this morning. Basant Kumar, a bachelor, had been working as an engineer at a British construction company and had visited his aged parents only two weeks ago. Ravi also visited the residence of Baby Mathew at nearby Mulunthurthy, whose son and daughter-in-law-Arbi Mathew and Seenu-were killed in the mishap. The couple, married in January last year, had called their respective homes shortly before embarking on the boat voyage which turned out to be their last journey, Mathew recalled. Shami Ahmed Shah (32), a resident of Goa, had undergone a 13-month training in carrying out terrorist activities. He has been camping in Gulbarga for the last four months and was returning from Goa on Thursday when he was arrested, district Superintendent of Police Ramachandra Rao told a press conference on Friday. Police have recovered two live grenades, a pistol, a bag containing urdu literature, books, a mobile phone, and a few audio and video cassettes from him. Shah had brought these from Ahmedabad. He was arrested at the Gulbarga railway station, Mr Rao said. He had earlier told the police that his name was Abdul Rehman. The police were keeping a close vigil on railway station and bus stand here to record movements of Naxalites in the region. On Thursday, they noticed Shah getting off the Mumbai- Chennai mail. On seeing the police he became panic and was immediately arrested. Investigation revealed that he had rented a room on MSK mill road three months ago and had been visiting the city frequently since then to fulfil the task of influencing youngsters and sending them to Muzaffarabad in Pak occupied Kashmir for a 13-month training to carry out terrorist activities in India. He had been carrying out the same exercise in Hyderabad for five to six months before coming to the city. Mr Rao said Shah might have come to the city yesterday to obtain a fake passport for himself. He said cases had been booked against him under the Indian Arms Act. Faceless women who go about with their brand of feminism without breast-beating. My brand of power feminism means looking at, analysing, acknowledging all of the obstacles that we know are there and then identifying, accounting for and using your power to put pressure on the institutions, to transform the society, to create true equality for woman. Every small step counts, first by beginning with the way we think. Feminism accounts for playing hardball with female clout where it counts, which is in three areas - votes, money and media. Women are a majority in India and Goa. The vote in a democratic society is extraordinary. It is the women who must realize the potential of their numbers and vote and lobby to choose effective leaders, who in turn can be directed to work towards framing better laws for women. This relevant now because the Indian woman is slowly waking up to shed her marginal secondary status, realizing that it is her choices that determines consumer trends, the strength of the rupee, the health of the country, and the quality of our politics. This is power feminism. Noticing and building on that. Once women realize their potential as a collective, we can determine the economics of money politics. Where and how we choose to spend, on us, the family, children, education, health care, travel, industry, and the nature of employment opportunities that roll back as a consequence. I've worked long enough in the media to understand the nature and quality of our reportage. From being told to report only on the `beautiful people' and `no cows please,' the hogwash of Page 3 and the striptease of belonging to the `Who's Who' brigade, to working solo on campaigns that talk about change, action and responsibility. The latter has made up for the heat burn we sustain as components of a wheel powered by the greenbacks of advertising. The media hardly talks to the rural women (because they don't make pretty pictures?). The media rarely addresses issues on a sustained beat about women bearing the brunt of unequal distribution of prosperity. The media can and must work to empower the rural woman to exercise her right to vote, to decide the quality of her rupee and give her an expression through instruments of meaningful media. It is time to learn new ways for the woman to create a complete transformation of the political landscape as a majority, to demand and determine the use of our power. To take that leap into understanding that we are not, in a democratic system, an oppressed minority, at the mercy of others. Church sex abuse costs tripled in 2005 DPA Washington, April 1 (DPA) The Roman Catholic Church in America spent $399 million in 2005 on settlements with sex abuse victims, triple the amount of the year before, according to reports. An additional $68 million was spent on lawyer's fees, psychological counselling and other expenses, The Washington Post reported Friday. The US Conference of Catholic Bishops released its annual report on efforts to protect minors from sexual abuse by priests, a scandal that has been unfolding in the US since 2002. After dozens of court cases and convictions, the church has paid out nearly $1.5 billion to victims. More than 12,500 victims have come forward and 5,000 US priests have been accused. Those numbers have gone up since the bishops' 2004 report, which said that 4,000 priests - or four percent of the Catholic clergy - had been accused from 1950 to 2002, and 10,000 children, mostly boys between the age of 11 and 17, had allegedly been victimised. The Bishops conference has taken the lead in tackling the scandal, holding hearings and releasing several reports since 2002. They also engaged the John Jay College of Criminal Justice to research the criminal side. These experts, however, found a sharp decline in the number of cases since the early 1990s. Decades of lax response by higher-ranking clergy to abuse cases ended in 2002, with the first criminal prosecution of a priest in the Boston Area. The Boston archdiocese has been nearly bankrupted and forced to close parishes to pay out settlements, and high ranking church officials have stepped down across the country in the wake of similar trials elsewhere. The US scandal followed more than a decade of revelations about similar abuse around the world, including Ireland, where the government had to pay settlements to victims because it had engaged the Catholic church to run its orphanages, where much abuse had occurred. Dear Josebab, I did expect a response from you to my post and have not been disappointed! To answer the points raised by you:- 1: On what reviewable (researchable) basis did you conclude that the Vast Majority of people in Goa were economically deprived (say in 1961)? I confess that my observations were based on personal experience and knowledge, rather than on any published data, but would maintain that they are no less valid for this reason. The term economically deprived is a relative one and few will deny that a majority of the common people (gente do povo), who constituted the vast majority,were economically deprived when compared with the minority privileged class. Many of the claims made in support of the Portuguese regime were not borne out by the facts on the ground. For example, in theory compulsory primary education was supposed to be in force and there were government primary schools in many villages. If this regulation had been observed in practice, there should have been 100% adult literacy by 1961 and we all know that this was hardly the case. According to my own guesstimate, hardly 15-20% of the common people were literate at that time.Today it literacy stands at 82%! 2: If the vast majority of the population was exploited, WHO exploited them? Obviously the privileged class, under the patronage of the Portuguese colonial regime. 3: How was the exploitation reversed (if at all) after 1961. By introducing popular rule under universal adult franchise, empowering the underprivileged and enacting a slew of social and economic reforms (not all of which were successful, one must admit) 4: Would you say that for the average Goan family (without any person in the Merchant Navy or in the Gulf/Africa/ etc) it was/is easier to make ends meet in 1960 or in 2006? I can best answer this question by quoting two actual examples from my own backyard. An ex-mundkar (who has bought his house and plot plot by availing of the prevailing legislation) secured admission to the Goa Dental College (again availing of the seat reservation for his economic status) and is today a qualified Dental Surgeon running two Clinics and driving two cars (more expensive than mine!) His father was a pastor(shepherd) who looked after and grazed cattle (belonging to his master) at the back of our house! Similarly, the two sons of the illiterate kunbi widow who buys our coconuts for sale in the market, have obtained the B.Com. degree and are working as accountants. Factories charged with dumping toxic waste in Goa Daily News Analysis Saturday, April 01, 2006 PANAJI: The dumping of toxic waste packed in 700 cement bags and dumped in 10 locations by sponge iron plants in the Mollem national park and Bhagwan Mahavir wildlife sanctuary here could adversely their flora and fauna an NGO said. The Belgaum-based environmental group, Paryavahini, reported the dumping to the chief secretary after the forest department, it said, failed to act on its complaint. The toxic waste contains burnt dolomite, limestone and oxides of iron and was offloaded over a 13 km stretch in the Anmod section of the Western Ghats. While the five firms identified as possible perpetrators denied dumping the waste; large quantities, nearly 100 cubic metres, were discovered at Mollem. During the monsoons in the Western Ghats, toxic waste spreads to the sanctuary and downstream villages, a Paryavahini activist said. The Conservator (Wildlife and Eco-tourism) C A Reddy, said, A truck using the National Highway running through the sanctuary dumped the waste. The Goa State Pollution Control Board asked the five sponge iron plants to explain the contamination. However, representatives of only two met the board and denied any responsibility, the board said. One pig iron and three sponge iron plants are located close to the sanctuary that is constantly threatened by the mining activity around it. Recently three tigers were spotted inside the sanctuary and as a result Goa could now merit a case under Project Tiger. (2) It was a way of gaining good education without much cost in the days of poor family resources under the Portuguese dispensation. (3) The priests and nuns had to declare their «patrimony» / dowry on being accepted for ordination or final vows in the religious order. The land properties that entered this way into the Church possession were called «main mort» in Europe and explained large land possessions of the Church. The celibacy ensured their continuity in the Church. But did the outflow include many from those families which owned large tracks of land and controlled substantial resources accruing from such ownership? I should like to suggest that such 'landed gentry' had no impetus to leave Goa, apart from a few adventurous souls. Their prime concern was to stay in Goa, or reasonably close, to safeguard their extensive properties for their progeny. Indeed, I have come across some reading about how wealthy families took great pains to consolidate property by ensuring that some sons and daughters were directed into the Church as priests and nuns and others simply did not marry so that land did not get fragmented. I am quite curious to discover how such a land ownership/consolidation process operated among the wealthy landed class in Goa.
