Chairman of Citigroup, Lays Foundation Stone for
Convention Centre on IIT Bombay's Campus in Mumbai,
India 


MUMBAI, India  CUPERTINO, Calif.--(BUSINESS
WIRE)--The foundation stone laying ceremony for the
Victor Menezes Convention Centre was held on Monday,
January 29, on the campus of the Indian Institute of
Technology, Bombay. The Convention Centre will be
built with a generous gift of $3 million to the IIT
Bombay Heritage Fund (IITBHF) from Victor Menezes
(BTech '70 EE), retired Senior Vice Chairman of
Citigroup, Inc. The ceremony was attended by faculty
and staff members, as well as current students and
alumni of IIT Bombay. 
 
I am happy to give back in a small way to my alma
mater, which has given me so much. I hope the
Convention Centre will be a catalyst for collaborative
discussion and development across the Institute.
Ultimately, IIT will be judged not by its buildings
but by the intellectual property development and
research done by world-class f! aculty and students,
said Mr. Menezes. 

Director Ashok Misra thanked Mr. Menezes for his
generous support for this important facility, and
added that the project was expected to be completed
within a year, in time for the start of IIT Bombay's
Golden Jubilee celebrations. Prof Deepak Phatak,
Convener of the Golden Jubilee Committee

stone laying ceremony marked the beginning of many
major initiatives to mark the fiftieth anniversary of
the founding of IIT Bombay. 

As we approach the Golden Jubilee year, it is
gratifying to see that Victor's generous contribution
will enhance the ability of the Powai campus to serve
various stakeholders such as students, industry and
academia. Victor is setting a great example for all
IIT Bombay alumni to emulate, said Parag Saxena
(BTech '77 ChE), Director of IITBHF and CEO of Vedanta
Capital, and a member of the Forbes Midas List 2007. 

The Convention Centre will have a state-of-the art
auditorium with a capacity of 300, a seminar hall,
classrooms and meeting rooms, and ample space for
foyers and informal meeting areas. The top two of the
five floors in the centre will be occupied by the
Manuel Menezes Center - Civil Engineering Annex. 

IIT Bombay is widely recognized as one of the leading

[Goanet] Drinking at the art fountain

 to be a garden. For some reason this painting hypnotises me.
I politely told Surabhi that I could not afford the painting; but for five
days, I spent long moments daily devouring that painting with my eyes. Thank
you Subodh Kerkar (pause) is in a class apart. Dominating the art scene for
so long, and with installations which never fail to deliver. You see Subodh
everywhere, even at the Saturday Night Market. Other Goan artists should
learn from him on how to innovate and achieve maximum visibility.



Thank you Sushant Naik, Shilpa Nasnolkar, Sanjay Naik, Seby Akkara, Shaistah
Thapar, Suryawanshi P.A., Savio Peres, Swapna Godshay, Shripad Gurav, Sonia
Rodrigues (pause) was not present, though her paintings were. Somehow I feel
that the Festival is just not complete without Sonia and her colourful table
selling those delightful puppets and stuff for children. We want you back
Sonia. And for that matter where are the regular old hands like Alexyz,
Apurva Kulkarni, Tanya Mendonca, Viraj Naik, Shilpa Mayenkar, Theodore
Mesquita, Francis DeSouza, Hanuman Kambli, Rajeshree Thakkar, Querozito de
Souza, Liesl Cotta... ? Unlike some two years back, I didn't hear of any
rift between the artists and the organisers. I wonder why Goan artists are
not participating in the numbers that they should?



Thank you Shrikrisha Naik, Vitesh Naik, Vrinda (pause) whose sheer range of
subjects and mediums is quite riveting.  Thank you Vasudev Shetye, Viththal
Naik, Vishesh Chari, Vikrant Kumar and Wilson D'Souza (pause) who is an old
favourite of mine and a most agreeable person to converse with.



On Monday I took my two brats for the festival so they could imbibe some art
at a young age. Despite all explanations and distractions all they were
interested in was getting temporary tattoos as they did last year. None of
the tattoo artists were around but Kim Elaine Araujo most graciously obliged
and went to her home nearby to get her brushes and paint. Kim had a table
with her superb art in different media on display. And this very talented
artist is just thirteen years old. Way to go kiddo - and thank you for
making my kids happy!

Times of India (TOI) 24/2/07 had this article titled Church land not yours
to sell, trust told. It opens with In an unusual step, the ministry of
defence's estates office has written to the Bishop (Church of North India)
and the Charity Commissioner reasserting its ownership over the plot that
houses the Afghan Church  and Bishiop's residence in Colaba (Bombay). The
letter is dated Jan 16. The report continues The Afghan Church property is
not the only one which is on defence land but in use by the BTDA (Bombay
Diocesan Trust Association). According to the Defence Estates Office 'Indian
church trustees have the right to *possession control and use* (sic) of the
site and church buildings for religious purposes. Ownership or title of the
land remains with government of India (specifically the ministry of defence)
(sic)..  Further the report says The Afghan Church was originally under
government control but after Independence, the Ecclesiastical Affairs
Department that handled church matters was closed. The property was then
handed over to church properties but always on the strict understanding
blah blah blah.

The expression handed over is used in connection with Dabolim airport too!
According to the official in the TOI report There is no question of the
title of the land being handed over. The land remains the property of the
government. As for Dabolim, the Navy's claim is that it was part of a
Portuguese garrison. Hence government property and hence Indian government
was 'entitled' to it (I use the term advisedly!)  just as it was able to
claim church property. So far however the government has NOT categorically
stated that it owns title to Dabolim land in reply to a question in the
Rajya Sabha by Shantaram Naik, MP.

In today's TOI the following letter which I sent to the Times of India
(Ahmedabad) has appeared, I gather, in a truncated form. Hope it will be of
interest.

Airline Merger .. or Mirage?

The Civil Aviation Minister, Praful Patel, may be hallucinating when he
talks of a Maharajah of the Skies offering seamless service to
passengers in this region (Business Times, 23/2/07). He believes there is
going to be a merger of Air India and Indian. On paper this may soon be a
fact. But he will inevitably find that there is a domestic low cost carrier
and a long distance full service carrier to be integrated seamlessly. The
games are quite different. Unless these two businesses are hived off to make
their separate ways in the industry the new entity will face a severe
straddling penalty. There is bound to be a battle royal over the lucrative
mid-range market especially of the Gulf and perhaps South-east Asia. No
doubt the government has rushed into the merger due to its own fear of
losing the public sector carriers to stiff competition from all sides. But
it is unlikely that the employees, on whom the success of the whole
enterprise depends, have any fear of losing their jobs if they dont
co-operate and produce. Do they really believe they have to either hang
together or they will hang separately? The new entity may well end up being
king of ground handling in India, practically a flightless bird.

Refreing a fight between glenda and Bosco de Mello seems rather very 
interesting. None know what is right and what is wrong. Both are trying  to 
defend their arguments in the air. The answer to why clergy has not said 
anything to Glenda is because they themselves do not know what is right and 
what is wrong. Bosco seems to be defending something he just heard from the 
clergy themselves or read what they have written. We have the vatican 
council book  sent to each and every church. It is a fat book which no 
priests have even opened. It is rightly collecting dust. If you open that 
book and just read it few pages at a time you will find everything 
contradictory to what is preached and done in the church. I request both 
Glenda and Bosco to go to their respective parish priests and take that book 
it contains more than thousand pages and just read it instead of fighting on 
this goanet.

You certainly did not see any blame for Nehru in
anything I wrote with regard to those Goan cooks and
butlers who you say are not entrepreneurial - only for
the monumental waste and inefficiency and mounting
poverty of India's first 50 years since independence.

However, while your Bhayya Bhelpuriwallahs are
entrepreneurial by definition, some Goan cooks and
butlers are as well, and there are most Bhayyas are
not entrepreneurial and work as laborers.  Besides,
many of the Goans you deride may have been more
enterprising because they are to be found all over the
world making a better living for their families than
most of your jhopdi-existing, railway-line-urinating
and defecating, pavement-spitting,
public-electricity-robbing bhayya bhelpuriwallahs.

BTW, while on the subject of entrepreneurial Goans,
albeit not from the cook and butler category, while
visiting Goa recently, I was surprised to find that
most of the local Goans did not know who Mark
Fernandes
(the investment banker, not my cousin) or Francisco
DeSouza were, even though everyone knew who Victor
Menezes is, whose achievements in entrepreneurial
wealth creation in the US these Goan youngsters may
have surpassed now.

Once for a class debate with the topic Should Goa get state hood or not in 
1964, the speakers including myself all spoke of rotten government and 
criticised it thoroughly while speaking against the proposition. Finally the 
teacher Fr.Fortunatus stroking his bead said Fest eka santachem ani sermao 
sanglo dusre santacho. We all felt like fish out of water. I began the topic 
on catholic schools with a small message Can't we have our own board? can't 
we join a good board  and the defence went flying high and reached a point 
of no return and so many accusations and nick names  etc etc from catholic 
schools to catholic churches and clergy bogos saiba. what is the topic of 
discussion and where is the \line drawn for discussions? mea culpa

at 6:30 p.m. tomorrow (February 26th) at the Faker
Eldeen Palace, Kuwait City.

Helping mentally disturbed citizens
Beth-Beth-Lehem is a non Profit, non Sectarian
Association set up for the rehabilitation of mentally
disturbed individuals of any age irrespective of
caste, creed or community. 
The main objective of the association is to provide a
place where mentally disturbed citizens will be given
an opportunity to re-habilitate themselves and become
respected members of society. 
The relative objective is to give any individual -
whether lay or religious, an opportunity to work with
the above citizens, based on the philosophy of the
association which believes in the healing of the
tongue to help achieve wholeness. 
 
Now faith is the assurance of things hoped for the
conviction of things not seen. This is the faith on
the basis of which the Beth-Beth-Lehem association
will be built. For, as is said in the Phillippians
4:19


The association gives an open invitation to all God's
children to take up this challenging task, to allow
these promises of God to penetrate into their spirit
and not to permit them to allow circumstances,
difficulties and hardships hinder their promises from
being fulfilled through them. 

Projects
The main objective is to bring in persons who are
mentally disturbed and those who are neglected by
society, specially people who roam the streets and
railway stations, with no clothes, no bathroom
facilities, live in garbage heaps and whom no family
will accept. 
These Citizens will be helped in their journey from
brokenness to Wholeness. All along prayer will be a
part of the healing process. The individuals who are
touched and healed will work in the association to
bring the same healing process to others who come in.
The association will also help the individual to
either locate family members or to try and find a
place in society thus making a good Citizen.

Minister of Goa in May he will transform Goa into one of the most 
progressive states of the Indian Union ! Can you name any one Goa chief 
minister who was better educated and a better, knowledgeable  champion of 
good governance than Manohar Parriker ? He will be a shinning example of a  
Goan IIT graduate for all Goan students aspiring for an IIT engineering 
career - The Goa SSC curricullum will be revamped and Goan IITians will 
return to Goa in droves and set up IIT Joint Entrance Exam coaching classes 
(in addition to high tech companies) for Goan students all over Goa and we 
will stuff the IITs with Goan students !

Also as a technocratic IITian, Manohar Parrikar will understand IT and the 
needs of the IT industry and all foreign and Indian multi-national IT 
companes will flock to Goa and set up their operations there. They will 
provide high paying jobs to all Goans. We will then attain Goa Dourada 
(Golden Goa) and all Goans (not just the Gulfees, shippies, hippies and 
foreign returnees) will be able to enjoy Chicken Dobrada at Ernestos in 
Panjim and brag about the Dobrad Shanno Manohar Parrikar who is CM of Goa !

Noone eats using  the fork in the right hand unless he is left handed. I 
have been to states and eaten with the americans. Even when laying the table 
you keep the knife in the right side fork in the left side and the spoon in 
the front side. While eating the knife is held in the right hand and the 
fork in the left hand for you need to cut the meat specially the stew or 
roasted meat. Once that is over and rice is to be eaten you have to place 
the knife on the front side and take the spoon in the right hand. In the 
past when we used to sit at the table the fish dish was served first. The 
table though was laid one did not take it unless being served by the 
servants. Once the fish dish was over meat was served and finally the pulao. 
I think rice and curry is eaten only in India and some few bording places 
and is never served at the table else where. Dr.Cruz comes out with his rare 
ideas and arguments. We do not follow the dress code in Goa. In Uk the dress 
code for evening parties or weddings is black pant and white suit coat with 
a bow. In the morning the coat is black with a tie. But surprising when the 
same people from UK, America or other european countries knowing fully well 
what they dress in their countries were T shirts when they attend weddings 
in Goa as if Goans do not have respect here .

Rajan, You're sexuality-suffused argument lacks in logic to me. To be
fair, all the politicians of Goa have a grandios vision (while

Resolution to stop writing on the goanet was taken by me because I am a

Socialism is a siren song that has failed miserably
wherever it has been tried, created massive economic
waste and poverty and disruptions in resource
allocation and has therefore been rejected by almost
all its major proponents like India, Russia and China.

There is a good reason for this.  Simply put, a group
of ruling elites and the small army of bureaucratic
controls that results from socialism, cannot manage an
entire economy efficiently and decide what is good for
everyone else.

The massive brain drain from all socialist countries
reflects the failure of socialism, and all the
migrations are towards countries that are towards the
capitalistic end of the economic spectrum, the US
being the large economy closest to capitalism which is
the strongest magnet for immigrants.

The US is an excellent example of a country that
started from scratch with mostly immigrants fleeing
religious discrimination.  It has never been reluctant
to allow people and economic assets from any and
everwhere to be freely used within its economy, with a
minimum of governmental controls, imposed mainly for
political reasons.  This allows individuals, all
following what they see as their best interests, to
decide what they want and need, and the businesses
respond to satisfy those wants and needs.  Its a
win-win situation for everyone, and competition keeps
everyone on their toes.  We are beginning to see the
effects in India, ever since Manmohan Singh was able
to influence economic affairs, which was
euphemistically called economic liberalization, but
not prior to that.

The concept of global giants pillaging a country is a
myth.  Global giants like Enron and several others do
not even exist any more.  Other global giants like
Ford and GM and Daimler-Chrysler are struggling to
survive.  In the US over 80% of the jobs are created
by small and medium sized bussinesses, not the
corporate giants.  Yet, the US is the most vibrant and
consistent economy among all the westernized
industrial countries, with low inflation, low taxes,
low interest rates and low unemployment rates, and
high private ownership of cars and homes and
amenities.  Low income Americans enjoy a standard of
living better than most middle income Europeans.

Regarding India playing a strong hand in the
international arena, how does being economically weak
achieve this?  It has far more influence now than the
wasted Nehru years.  Back then it was all talk and
pious posturing, no action.  This continues today,
especially among the elite who write for the major
Indian newspapers and posture at social gatherings. 
What has India done for any oppressed country, from
Rwanda to Darfur to Palestine to Iraq, India is
nowhere to be found.

In fact, I blame India and other countries like it for
the mess in Iraq.  They sat on the sidelines and
watched impotently from 1991 on, when Saddam was
violating 17 UN Security Council resolutions to
disclose an accounting of his WMDs, and massacring
hundreds of thousands of his own citizens in order to
preserve his power.  Even when Saddam was given an
ultimatum in UN 1441, and the coalition was massed on
its borders, India and these countries were unable to
convince him to tell the UN inspectors a) whether he
had destroyed his WMDs and b) proof that he had done
so.  Now, they implausibly expect us to believe that
Saddam did not have any WMDs but was willing to give
up his cushy dictatorship just because he did not want
to tell the UN this and provide proof - after
previously raping, torturing and killing hundreds of
thousands of innocent Iraqis in order to stay in
power.

What kind of a cynical and callous democracy is India
and the others that they sit and watch and do not use
their supposed influence to help another country
become free and democratic, after the US spilled it
own blood to give the Iraqis an opportunity they never
had before?  The UN confirmed that 12 million Iraqis
voted in each of three elections, even at the

Both Paulo Colaco Dias' and Valmiki Faleiro's posts on General Ramalho
Eanes and Dayanand Bandodkar respectively, make for interesting
reading and to fertile minds, interesting speculation.

What if there was no obstinate Salazar at Portugal's helm in the late
50s constantly refusing to let Goa become independent of both Portugal
and India. What if Nehru had stuck to his own own judgment and wisdom
and not succumbed to that of his prodigy Krishna Menon. In other
words, what would be the situation today if Goa were to follow it's
own path from the history of the time, independent of Lisbon and Delhi
instead of being liberated (or annexed, depending on one's view) by
India in 1961.

Imagine a Goan Elite of both Hindus and Christians governing Goa. They
would be primarily a land-owning lot. They would be strong
administrators and thinkers. There would be no law and order problem.
There would be good governance. There might even have been good
economic practice and foresight making Goa financially independent
whether by controlled exploitation of it's natural beauty through
international tourism or by any other means. Education might have been
promoted to an extent never seen during Portuguese rule.

But could such an island of bliss have survived in a sea of Indian
poverty, nationalism, confusion and a type of democracy not seen
anywhere else in the world?

The Goan governing elite would have been out of touch with the
aspirations of the common Goan people. They would have been too bound
by European thinking and way of life that would not be shared by the
vast majority. They would have an army system left over by the
Portuguese that would without Portuguese support, be fit only for
police duties. They would have to run an economy that would be
dependent on one or two resources and therefore be constantly
dependent on Indian or world support. In other words a Goa that would
not be economically viable. The country of Goa would have to depend on
India both morally and economically. It would become literally, the
whipping boy of Maharashtra whenever there was a problem in that
State. That would lead it to the willing support of Pakistan with whom
the Portuguese traditionally had good ties and that would have
exacerbated the existing problems. The United States may have toyed
with it for leverage but if it came to the crunch, would hand it over
to India in a heartbeat.

Can anybody paint a different scenario?

Excuse me for the errors. The off-the-maturity was
supposed to be off-the-cuff remark. The word
maturity possibly cropped in as I wanted to write
that Nehru felt Goans (by which I meant those who lead
the Goans in the freedom movement) lacked political
maturity to decide what they wanted.
Thanks for bringing it up, as I wanted to clarify it
because delayed because of lack of time.
Heard what? Heard that Nehur had said the words. I
heard from many Goan fighters in Mumbai, including my
relatives, that Nehru was ill-at-ease with some
diehard freedom fighters who wanted Nehru to send in
the army much before it actually happened.
IT is the remark which Nehru is supposed to have
made, but not in the way it has been worded. Having
read Prof. Aloysius Soares's autobiography I don't
remember having coming across Nehru's remarks.
Unfortunately, I never had a chance to ask the good
professor about it.
There is no foolproof that Nehru said the words
attributed to him. So not much importance was given to
the remark, even it was ever made. Hence, it was
considered a rumour and used by those who were against
the nationalist movement to show how Nehru was
disrespectful of Goans.
There were few few Goans in the freedom movement who
had access to Nehru.

I am in the process of screening through more than 3000 email - a
consequence of my long stay in Goa so I enter into this argument late.
The discussion on education is interesting and highly pertinent and just
when I thought I could side with one argument another came up!
Yes our education unfortunately does not impart written and spoken skills
especially for kids whose parents are not educated. So many young people shy
from asking questions, reading or discussing problems like global warming,
HIV etc. Someone pointed out that South Goa kids prefer to go overseas, make
a fast buck and come back and that's true too and we have to address that.
Is it that teachers don't excite and challenge kids? In the US when we make
outreach activities for kids we focus on the question: WHY do they care?
e.g. Why do kids care if there are different types of clouds? But when I
left Goa I did not know how to make my presentations attractive, slip a few
jokes to make my talk more fun and get the audience excited in my work and I
still find it a challenge. So the teachers too have to get some exposure and
training. Perhaps a big curriculum bogs them?
Buoyed by the enthusiasm from students, academics in fields totally
unrelated to climate, priests and others at  Basilio Monteiro's wonderful
conference (more on that in another email) Joaquim took his global warming
talk to many Goan colleges and the kids just loved it. Incidentally his talk
covers a lot more than Al Gore's movie and dwells on natural events such as
those mentioned by Gabriel Figueiredo. And he talked about the consequences
of the Goa Regional Plan too!!! But I think its Joaquim  and I who were more
impressed with the kids who we met at these small colleges - Carmel's,
Dhempe's and Xavier's. In small and familiar settings they asked a ton of
questions, took copies of the presentation and talked of their own projects.
The latter were really impressive - in fact Carmels publishes a peer
reviewed journal with research articles from science to literature. But I
think we lack outreach activities that can take information researched or
learned into larger settings. Can these kids take their projects to schools
perhaps? Can they give presentations and excite and enthuse others? Will
their already packed schedules allow them to do so or could it be part of
their curriculum? At the same conference Prof. Junjunwala lamented the lack
of good teachers and the recent abundance of well paid jobs in
multinationals doesn't help. Can we do something like 'Teachers for
America'? We have a huge populace of retired academics, researchers etc.
Could we pay them to go back and teach in schools? And finally we need more
teachers on his forum.

I'd like to confine myself to your quote saying--- Secret of Success: 
Inspiration 1%;  Perspiration 99%. This quote has been doing the rounds for 
a pretty long time and  I want to suggest  that, it  is a bit like the 
familiar  lightweight, homespun, commonsense presentations on this site.

If you have  any research evidence whatsoever to support the quote, I would 
be  delighted to hear of it please. Instead, I should like to suggest that 
what is indeed known, through much systematic study/research, about 
differentials in school/college achievement across all societies, depends 
on, whether there is an even playing field or not for those
engaged in the educational enterprise. I will focus largely on those 
socially and economically disadvantaged in a moment, but want to stress that 
not all get an equal chance as is assumed by your quote with the onus on
individual effort. If for a moment, we confine ourselves to gender, the 
world over, girls/women have been disadvantaged largely by  patriarchal 
views that girls get married, raise families, run a home primarily and 
therefore do not need much of an education. The supposed Indian expression 
of this view to this day is that, to educate girls is to water somebody 
else's garden and this encapsulates the key point I am making here. Many a 
girl has not had an opportunity to have 1% inspiration and 99% 
perspiration educationally. They have had 0% educational opportunity 
especially in traditional societies while the males have tended to receive 
the educational investment instead. Thankfully, there is growing awareness, 
especially among enlightened leaders, in some developing countries that it 
is the education of
girls/women that is the key to enhancing family and economic development.

The sociological evidence questioning your quote indicates that scholastic 
achievement is strongly linked to one's socio-economic class/status.  Those 
who are better off socio-economically, are able to help their offspring in 
many ways and particularly, materially,
aspirationally, in terms of accrued knowledge, and through many networks.

Those in lower socio-economic groups, even with free state provided 
education, (at least at
the primary level), do not have the advantages as above and this is 
exacerbated further by barriers like caste in India where many millions are 
illiterate. But of course, illiteracy is also to be found in the USA, the 
richest nation on earth and also, among other countries, like the relatively 
well-off  European Union countries.

Historically, those in the higher echelons of society  have been 
'threatened' by those in lower positions aspiring for an education for many 
reasons including fear that an educated class of people will be less 
manageable
and also less available for unskilled labour needs.

Another point is that, the better-off socio-economically, do not quite face 
the
urgency of getting their children to go out and earn money  as soon as 
possible to contribute to family income. The better-off families can 
envisage delayed gratification and a long term horizon towards advanced 
occupations/professions. For them, a college/university education is a 
perfectly realistic aspiration while the poor child might at best ask what 
does college mean?

In general, intellect is to be found equally distributed across all groups 
in any society. There are bright and not so bright people in terms of 
gaining access to  education. However, those in better-off families get a 
'leg-up' and invariably take up educational places in say higher education, 
disproportionately greater than they would fairly deserve because of their 
grey matter. This is true in all countries.

Your quote is suggestive of a level playing field that, in truth is simply 
not available to all across the world including Goa. Also, by projecting 
your line, you are misleading people, perhaps unintentionally and
unwittingly that, the fault lies primarily or wholly in individuals, not 
working hard enough,  rather than in structural inequalities in most 
societies.

Of course, one will always find  examples of poor people who have made it 
educationally and professionally to advanced levels but the hard evidence is 
that these are exceptions to the rule even in the most democratic of
societies.

These are just some quick thoughts and reflections arising from your post.
In turn, your observations to this response would be very welcome.

Karachi too. The local newspaper of the of the archdiocese of Karachi, 'The 
Christian Voice' often has ads for them by wealthy Muslims.

Also Goan school teachers are also sought after but most have left the

who died in 2003 is in the news again.

The movie is based on the 1998 novel by Giles Foden, which 
was named for one of the many grandiose titles Amin bestowed 
upon himself.

But neither the book nor the film come close to illuminating 
the horror of life in Uganda under Amin's reign, a Keizer 
couple said.

My problem is that people who read the book or see the film 
may not be able to separate fact from fiction, said Jean 
Sequeira, who, with her husband, Jack, served as a 
missionary for the Seventh-Day Adventist Church in the 
countryside near Kampala, Uganda, from 1965 to 1972.

Your suggestion(sarcastic) that Goan youth should should stay in Goa 
serving cocktails and mocktails to lager louts is precisely the low aiming 
blinkered mentality that ails most Goans(especially the coastal Catholic 
community).Goa has four engineering colleges, a medical college, two law 
colleges and a management insitute. Yet you can't seem to see a Goan youth 
in any other role other than serving lager, in Goa or abroad.

It doesn't take a rocket scientist to figure out why the Goans from the 
coast(predominantly Catholics) are reaping the least benefit of Goa's 
tourism boom or the Indian economic boom. If you can't think beyond being a 
waiter or tourist taxi driver then  there is no point complaining that 
others now own all the restaurants, hotels, travel agenicies and shops. It 
is equally pointless to blame the education system when you can't find a job 
with a pass class non-professional degree.

Open your eyes to the opportunities available to most motivated young Goans 
today, tourism included.

Drop-out rates in Goa at the primary school level or
at the transition between primary and secondary
schools, are high, but not as high as in the rest of
India. The percentage of children aged 6 – 14 that are
not attending school, either because of non-enrollment
or drop-out, in rural Goa is 0.3 compared to the
national average of 6.6. This is according to the
first Annual Status of Education Report conducted in
2005. 

There is no simplistic singular reason for dropping
out of school. The Konkani as a medium of instruction
mandated by the Goa government, and the resulting
difficult transition, is certainly one reason, but not
the only reason, nor the principal reason. In fact,
historically most Goan Hindu students who have passed
SSC or secured college degrees have attended Marathi
medium primary schools and switched to English only in
the 5th standard.   

National surveys have shown that there are many
reasons for the high drop-out rate in schools. Some of
the important ones are:

1. Unschooled parents, especially mothers who do not
attach much value to education or cannot help their
children cope with scholastic difficulties.
2. Child labor necessitated by poverty.
3. Ancient prejudices against educating girls,
requiring them to do household work.
4. Requiring boys to help their fathers in farming and
other familial trades.
5. Poor teacher to student ratio in the classroom.

On measures of literacy national surveys have shown
that problems with basic arithmetic are more severe
than with language skills. In rural Goa the percentage
of children in the 5th standard that cannot read at
level-2 proficiency is 32, while the percentage that
cannot subtract and divide is 55. The national
averages for these measures are again worse than in
Goa. They are 40 and 57, respectively.

I do not know which ghetto in America you have been to and what kinds of

Noone eats using  the fork in the right hand unless he is left handed. I 
have been to states and eaten with the americans. Even when laying the table 
you keep the knife in the right side fork in the left side and the spoon in 
the front side. While eating the knife is held in the right hand and the
fork in the left hand for you need to cut the meat specially the stew or 
roasted meat. Once that is over and rice is to be eaten you have to place 
the knife on the front side and take the spoon in the right hand. In the 
past when we used to sit at the table the fish dish was served first. The 
table though was laid one did not take it unless being served by the 
servants. Once the fish dish was over meat was served and finally the pulao. 
I think rice and curry is eaten only in India and some few bording places 
and is never served at the table else where... We do not follow the 
dress code in Goa. In Uk the dress code for evening parties or weddings is 
black pant and white suit coat with a bow. In the morning the coat is black 
with a tie. But surprising when the same people from UK, America or other 
european countries knowing fully well what they dress in their countries 
were T shirts when they attend weddings
in Goa as if Goans do not have respect here.

There will be a Requiem Mass for the soul of late Mrs. Lourdes F. Fernandes, 
age 73, on Wednesday 28th of this month at 7.00 A.M. at St. Paul's Parish 
Church, Dadar, offered by her loving daughters Savia and Veronica.

The late Mrs. Lourdes is the beloved wife of late Francis X. Fernandes.  
Originally from Divar Goa but a permanent resident of Bombay where she 
expired last month.

Friends and relatives kindly accept this as the only intimation.

Reading  your had-it -been scenario and wishful end for
Goa.i look  back  at  India`s acquistivenness ( note  how  easily
they incorporated  the  sovereign nation of Sikkimwho now  are
are  a part of India )and  the  close  ties  of  some  of  our  own
goan  hindus  with  kith and  kin  in  Maharashtra ( why  was  there  so
much  support  from  many of our  own  goans  within  Goa when  the  
zalaas pahijee  folk  want  to  include  Goa in that state
?)..i`m  afraid  your  further observations in  this
piece show  that  goa  would  never  survive as  a seperate  Monaco-like 
entity surrounded  by rapacious  India.

If one fast-forwards to present times, we have all kinds of racist (et al) 
statements made by people in position and denied, only to be 'caught on 
tape'.

The 1950s afford us no such luxury. We have to hear what we are being told 
about those times, and decipher (if we wish) on the balance of 
probabilities.

Impressions that we as individuals develop largely depend  upon our own 
experiences and upon what we read and hear. What was (from your 
understanding)  Nehru's prior experience and information about Goa and 
Goans?  What could it have been? What role did Goans play in the social 
scene in British India and in the UK (in Nehru's time).

You lived in Bombay (like I lived in Poona). What was the sum total of what 
nonGoans thought of Goans -  when you lived there? Did they believe that 
Goans were mainly Hindu and had a good number of intellectuals within their 
fold?  Is that the impression you got when you spoke to your nonGoan 
colleagues and co-workers?.

What exactly might have been the basis/incentive for Nehru to think of Goans 
as other than cooks and butlers ?

I ask: If there was a choice between believing your family members (who were 
Freedom Fighters) and a politician, Who would you, on the balance of 
probabilities, believe? Did Nehru tell the truth about Dadra  Nagar Haveli? 
Was he totally honest about Subhas Chandra Bose? I am not sure. I am just 
asking. And Yes, I have learnt to understand that anything is possible when 
it comes to politicians. They ALL (as far as I can decipher) profess to be 
philantrophists and humanitarians. What they practice is altogether 
different.

BTW: Have you any knowledge of any declaration (drawn up by Cardinal 
Gracias) meant to be signed by Bombay Goans ...which apparently was 
eventually scrapped as it allegedly got a very cold reception from the 
Goans?

One of these days, I will try read Leo Lawrence's book on Nehru and Goa, and 
see if there is any reference to Cardinal Gracias.

Have you read that book, What have you heard about Leo's credibility, Is he 
trustworthy?

Once again, I ask because I do not know.
