Greetings all and I should jump into the rough waters on revealing
ones identify or 'bearing ones soul' is it?
C'mon folks...there are only a handful of posts a day that make
interesting to mildly interesting reading (soneone said this group was
relatively active and vibrant). Personally, where ever I am in the
world (including back in Sawantwadi), there are certain posters one
delets post-haste...their appearence in my mail box is unwelcome as
when Rane comes visiting! So whats the point revealing ones true
identify if the post is unreadable tripe! Fat chance one would be
calling those who beat out end-less debate (a Concani term is zooroi,
zooroi). One would not care about the posters identity; thier point of
view, news, tid-bit is more interesting.

And why do I continue to be on Goa net?...because I am Goan and what
ever mess Goa gets intoits my roots, my heritage, maybe part of my
soul! And I have been way back in 1995!!

Don't you think we should be talking about, is Goa mature enough to
vote?for example (after the latest Government fall). Its it shameful
that we are a greedy lot (now now, lets not blame politicians; they
are what we make of them)...or are not-fit-for-democracy in a
shirt-pant and easy access to the internet? Ain't Goa sinking into a
holy mess...I myself dwell over 'what Goa was' but thats all there
is...memories. The present is rather bleakly strung in inaccessable
blue-green pieces of paper called crores and concrete and the future
is not clear, its written in Russian.

BTW, please do spare any responses personal or otherwise (its
pointless)..but do take a minute to think...it aint't important to
reveal ones full identify (as long as one is not abuvise and shows
traits of physholigical damage etc) and give out phone nos
etc...unless one is desperate to get calls let along a few abuses
thrown ones way. Errr...for those with phone nos, do you accept
collect calls?

Gotta go, got a call...Shakuntala (my better half) says there a 'Comba
Dootor' on the line!

Dear friends
 Sometime back an old man asked me for a lift. He was 72years old and had gone 
to the Bank to collect his senior citizen pension Ithink it is 750 rupees. This 
gentleman has three sons working in the gulf .They are doing very well and 
married and has families. This old man and his wife are left to fend for 
themselves. The only salvation is that they now receive this small pension by 
which they can at least live happily. They had a small field which they used to 
cultivate but due to the old age they could not but a good neigbour seeing 
their difficulty has started cultivating the field and gives them half the 
produce with which they cook cunji and  eat. The sons come to Goa for holidays 
but they do not live with the parents and when they ever think of visiting them 
the mother begs money for her survival from the son and they give her one or 
two thousand which they store for the raining day. help from the church is 
refused as their sons are working in the gulf and are doing very well. This is 
the story of life. Albert

The reason why many catholics migrated abroad when Goa
was liberated was because they believed that with
their colonal godfathers getting whacked the playing
field would be now level...the perks and priveleges of
being the same religion as the colonial masters(most
of the perks and priveleges were imagined) would
dissapear...

their adopted religion (or rather the one they were
terrorised into accepting) also made them feel more
comfortable as slaves of the white man rather than as
free citizens of the land of their ancestors...

Hello,

There is no defnite problem, we just want to know that are there any
statuatory bodies in india or in the country whose embassy, consulate
is being represented.

Under what rules and regulations are embassies and consulate governed
and control. The main focus is on the aspect that if a common person
is unsatisfied with the maltreatment and disagreed with the attitude
and practices prevailing in the consulate/embassy and wants to object
the same and seek redressal of his grievences in a legal way.

Secondly, if any personel of embassy/consulate is not willing to
ACKNOWLEDGE the letters given to them and is UNWILLING to reply
anything in writing, then what has to be done.

Acknowledgement and giving reply in writing does establish sufficient
evidence; which can be used and is vital for intiating legal action if
it is injustified quoted unjustified. How can one approach to
consulate general or an Ambassador despite being not allowed to meet
him.

As we all know that in india one can take matters to court and sue a
person or an organisation, send legal notices etc. Similarly is there
any appropriate mechanary through which one can atleast file a
complaint.

 It is my understanding that 'diplomatic immunity' is normally availed
of by members of the diplomatic corps - when some form of felony/crime
is committed by that personi.e Something for which any other
person could normally be charged for.

 In the scenario presented above - this does not appear to be the case.

 Perhaps, swastik will give us more details as to what the case
isANDon what basis he/she wants/intends to bring legal action
against an embassy and consulate.

 It might be interesting to read through the details before offering
an answer. Besides, it is difficult to offer a constructive answer in
a vacuum

Panaji, Oct 1: Goa's multifaceted gem Lucio Miranda passed away on
September 28, 2007, leaving behind the kind influence only he could have
had on Goa and the Goans. 

Lucio Miranda who was in his early 70's and who originally hailed from
Loutolim, Salcete, South Goa, passed away in sleep at his residence at
Altinho, Panaji. 

Lucio Miranda along with his unbounded capacity and creativity in the
field of architecture, was also a noted musician-vocalist and has many
immortal numbers to his credit including Malaguena. He had staged
musical shows with well-known musicians and singers to the likes of
Padma Shri Remo Fernandes and the celebrated Valadares sisters.

Lucio Miranda will be remembered for his equally divided talents in both
music and architecture. He had designed some of the finest resorts in
the state which include The Sun Village and others and never to forget
the Chapel of the Holy Souls at Siridao which was built in 1973.  

Lucio Miranda never went after cheap publicity and opted to remain in
his very own creative world like a real artist. He had music running in
his veins and the concept of architecture in his blood. 

The funeral mass was held in the St Inez Church in Panaji and his mortal
remains were laid to eternal rest in the St Inez cemetery on Sunday.

The funeral Mass was attended, along with the members of the Miranda
family, by various well-known personalities from different areas which
included speaker of the Goa Legislative Assembly and former chief
minister Pratap Singh Rane, industrialist Dattaraj Salgaonkar, chairman
of the Goa Planning Board Dr Wilfred D'Souza, world renowned cartoonist
Mario Miranda, former bureaucrat Albano Couto, vice president of the Goa
Chamber of Commerce and Industry Cesar Menezes, Dr Justice (retd) E S
D'Silva, delegate of Fundacao Oriente in India Dr Paulo Varela Gomes,
delegate of Fundacao Cidade de Lisboa in India Dr Jorge Fernandes and
noted construction magnate Victor Albuquerque'

Salgaocar, in his brief speech before the service said that an encounter
with Lucio was a rich and fulfilling experience. Lucio was a star in
the constellation of the Miranda family members of Loutolim, he added.

Speaking further, Salgaocar said that music ran in the veins of Lucio.
Lucio introduced a new dimension to the Goan architecture, he said
and while doing so, song and music did not leave him.

Salgaocar also maintained that the architecture of Lucio was as much
pleasing to the eyes as his music was to the ears.

Lucio, who sang alongside well-known music greats like Remo and the
Valadares sisters, had gained immense popularity, especially for
rendering Portuguese 'Fado', true to its original style. He had also
conceptualized a number of architectural projects which have today
become landmarks.

Subject: MLALAD

The Goa Su-Raj Party is categorically against setting-up of such funding. It
has been following-up on the reactions to this funding by individual MLAs
who are to benefit from this decision as well as the reactions to it from
various political parties and citizens.  This Party's objections to this
funding, whether it is Rs. 50 lacs or more per year is based on the
following reasoning:-

In his editorial (NT- July 13) Mr. Arun Sinha has cautioned against this
type of funding. He has gone further to explain how this type of funding has
failed in Orissa.

The reactions of Dr. Wilfred D'Souza  is on level when he says that any
constituency cannot be developed on its own in isolation of Goa as a whole.
This Party has been saying this so often that it has become like a slogan.
The caution raised by Mr. Pandurang Raut is justified when he says  that
this is a double edged sword extreme caution must be exercised..

The euphoria with which most of the MLAs have reacted to this funding is
justifiable too. This is what all MLAs have been waiting for. This party
believes that Digamber Kamat has not been made the Chief Minister for
nothing. His  'YESMANSHIP' must benefit all and sundry.

This funding goes directly against the 73rd and 74th. Amendments to the
Constitution. This party believes that this MLALAD is nothing but the legal
way of supplying  money in the hands of a MLA  to secure his/her vote banks
free of cost and  the cost of the tax-payer. The Election Commission is
getting tougher and tougher on the distribution of money  to secure votes
during election times. This is a brilliant way of countering it. As it is,
MLAs have been shelling out the extorted money  and fighting pitched battles
during elections to take control of the vote-banks. This way, each MLA will
be sitting on 2.5 crores of rupees of the tax-payers money for the 5 year
term of the government unless the government is dissolved and new elections
take place,  to do what they want and how they want. The argument that rules
and regulations must be formulated to see that this money is utilized
properly is pure hog-wash. There are umpteen rules and regulations rotting
in the law books. Yet we have violations galore,  may it be CRZ, Health 
Sanitation, Sale of properties to foreigners etc.etc. For example, Dayanand
Narvekar did all  the  hot-mixing of the entire Aldona Constituency roads
not through the PWD but through the Infotech Corporation. He even wanted to
repair the Salvador do Mundo Church through these funds. He, as the Health
Minister authorized and built a public Sulab toilet in  the village of
Pomburpa without the mandatory septic tank, bypassing the Health
regulations, to deliver the effluents into the Mandovi tributary. Citizens
who complained got beaten up until conscious minded people  had to approach
the High Court to get things corrected which  include gross CRZ violations
by hotels.

This party is of the belief that every elected member, whether it be from
the  Panchayat, Municipality or the Assembly, the eye is distinctly on the
Tax-Payer's  money. Collectively, this money is a huge mountain,  and our
elected members believe that there is enough in it for everyone and that
each one should get more by the double.

At the rate at which the run on the public exchequer in general is
continuing, there seems to be little thought on how effectively these funds
are to be used.  The classic example is the Public Distribution System where
Australian imported wheat at US$300/ton  has been decaying in the
warehouses,  rendering it unfit for human consumption. The fear is that, as
time goes by, and if drastic reformation of our political system does not
come by,  every enterprising person will want to contest public office
elections. For herein lies an excellent scope of getting rich and realizing
one's dreams in less than a quarter of the time that would take in any other
profession.

TOLERANCE

A Zen legend tells the tale of a great warrior, who
though quite old, was able to defeat any challenger.
His reputation extended far and wide throughout the
land and many students gathered to study under him. 

One day an infamous young warrior arrived at the
village, determined to be the first man to defeat the
great master. Along with his strength, he had an
uncanny ability to spot and exploit any weakness in an
opponent. He would wait for his opponent to make the
first move, thus revealing a weakness, and then would
strike with merciless force and lightning speed. No
one had ever lasted with him in a match beyond the
first move.

Much against the advice of his concerned students, the
old master accepted the young warrior's challenge. As
the two squared off for battle, the young warrior
began to hurl insults at the old master. He threw dirt
and spit in his face. For hours, he verbally assaulted
him with every curse and insult known to mankind.
However, the old warrior merely stood there motionless
and calm. Finally, the young warrior exhausted
himself. Knowing he was defeated, he left feeling
ashamed. 

Somewhat disappointed that he did not fight the
insolent youth, the students gathered around the old
master and questioned him. How did you drive him
away? If someone comes to give you a gift and you do
not receive it, the master replied, to whom does the
gift belong? 

Tolerance when combined with dignity and clarity of
thought makes for strong character in a human being.
Character is all about developing the dimensions of
tolerance, dignity and an open mind. In fact, the
absence of broad-mindedness, leads to an attitude of
intolerance. Mahatma Gandhi has shown us the way of
disagreeing without being disagreeable, protesting
without insolence and speaking without shouting.
Gandhi’s satyagraha showed that tolerance, courage and
truth were far more appropriate tools for achieving
political and social goals than hatred and violence. 

Hey, wait don’t hurry to react, let’s choose
responsive dignity...
Tolerance will “develop new dimensions” in our
personality...

Goan Soccer in Dubai

Mr Eugene Correa thanks for that update, the goan soccer tournament in dubai is 
organised so sheepishly that it is shameful to see a small cotorie of people 
fumble all the time. Over the years things never improved, infact the rebel 
soccer tournament organised last year at al nasr was so professionally 
organised that the one at iranian club should take lessons from them. 

Goans abroad are never united, unlike their other counterparts. they act 
typically like the crabs in the basket...the social organisations in dubai 
related to goa are excellent examples. Thats the exact reason that unlike 
kuwait, qatar and other gulf countries, Dubai doesnt host any great goan event 
of its own, except an occassional tiatr. Further more, the senior organisers 
try to put obstacles in the way of others when you try and organise an event. 
Having personally being involved in events management and hosting them, i have 
seen it personally.

Also, as you try to paint the current soccer organisers in bright colours, can 
you tell me or the world why was a certain media man   (a close friend of mine) 
not allowed to play for a team he wanted to, despite being medically fit...were 
the organisers biased there to deny this great footballer a chance to play just 
because he belonged to a media house in Dubai that didn't cover your football 
event?

Do we see some politics here...?

Peter Fernandes fired two superb goal and created
another as St. Anthony’s Siolim crushed Raia 5-0 in
the 4 here yesterday.

The win put St. Anthony’s Siolim  Cansaulim are
battling to qualify for the quarter-final spot from
Group D. In the second match of the day Cansaulim CAC,
defeated St. Anthony’s Pernem 2-0. 

Clifford Fernandes opened the scoring for St.
Anthony’s Siolim in the match against Raia with a

The question does need at least one specific bit of information:

Is one intending to sue/complain about one's OWN country's
consulate/embassy or that of another.

If the problem is with one's own consulate/embassy while one
is in a foreign land - one can complain to one's own govt.

A foreign govt's representative has no obligation to respond to
you or to meet with you. (i.e. one cannot complain about the
 Portuguese Consulate in Goa for not responding to whatever -
if one is  not a registered Portuguese citizen)

The Govt can summon the representative of another country to
a meeting IF there was an international incident warranting
such a meeting

Just to clarify, I said the tournament is organized by Lucky Stars. It is 
organized by United Goans and presented by Seven Stars Exhibition Organising 
and  sponsored by Arab Digital Distribution. The teams are fighting for Pehla 
Cup. I believe that Seven Stars hold the license to hold entertainment events 
and that the United Goans s composed of team managers. 
Today (Monday), India team plays Al Nasr club in an exhibition match at 9:30 
pm. It was announced at the Iranian Club that there are five Goans in the India 
team which has stopped en route to its match, I believe, in Qatar. I  presume 
admission is free.

DUBAI — The Indian national footbal team will play a
friendly game against Al Nasr Club at Al Nasr Stadium
in Dubai tomorrow at 9.30pm, a Press release from the
hosts Gulf International Promotions (GIP) stated.

The Indian national football team are in Dubai for a
10-day training stint before their World Cup qualifier
against Lebanon in Beirut on October 8.

We are honoured to be involved with the Indian team
here in Dubai and are doing our best to make the
team's stay comfortable, Raul Fernandes, managing
director of GIP said.

This is the second time that GIP are making
arrangements for an Indian national team.

We hope the Indian nationals here in the UAE will
come along to support their team on Monday. We thank
Al Ahli Club for the cooperation given for the Indian
team's training here, Fernandes added.

The team depart for Lebanon on October 6. India have
come to Dubai after a short training camp in Goa.

Ghazal-Qawwali and Mando-Dulpod

During my visit to Bahrain on May 31, 2007, I met one of my old friends at the 
Dilmon Hotel where the glittering May Queen Ball event was held and where my 
book was released.  

We had a long chat over a glass of barley water.  My friend had arrived mid-way 
through the proceedings of the night.  When asked why he was late, he told me 
he and his friends usually attend Ghazal/Qawwali sessions on weekends.  He was 
the fourth Catholic Goan to tell me he appreciated and enjoyed these programs - 
a person who otherwise has no interest in music at all.  I found it strange 
coming from a Catholic Goan but on second thoughts, I said to myself – Hey!  
Music runs in our blood!  Just like Qawwalis, lines of every Dulpod are 
repeated; sometimes a line is repeated several times.  

Curiosity got the better of me and I decided to forage the internet for more 
information. I came up with the following:
 
There are two systems of classical music in India, the Carnatic and the 
Hindustani.  Both traditions derive inspiration from the indigenous bhakti 
(“devotional”) movement.  

The two main vocal traditions in Hindustani music are ‘khayal’ or imagination 
(13th Century), with a romantic content and elaborate ornamentation, which have 
a greater display of virtuosity and imagination, and ‘dhrupad’, the purest of 
all, without any embellishment and completely austere in its delivery.  Less 
abstract vocal forms fall into the light-classical variety:  bhajans, kirtans, 
dadra, thumris, tappaas, nazms, ghazals (shers) and qawwali.

Khayal is a form of rendering a raga.  The essential component of a khayal is a 
composition and the expansion of the text of the composition within the 
framework of the raga.  The nuances and sub forms employed to improvise and 
embellish the rendition vary from singer to singer.  

Dhruvapada or Dhrupad is another form of rendering a raga. It has a specific 
composition, consisting of four parts and is sung in different styles. The 
percussion accompaniment is the Mridang or Pakhawaj, a one-piece drum, as 
opposed to the two-piece drum, the tabla, in Khayal. The main difference 
between these two musical forms is that the Dhrupad is rigidly bound by the 
composition and the tala, within which all improvisation has to be made. The 
Khayal, on the other hand, has the freedom to free itself from the rhythmic 
beat and then return to the beginning of each time cycle (tala). Also, the two 
essential idioms used in Khayal, which are absent in Dhrupad, are the Sargam 
and Taan. Sargam is the singing of the notes (sa, re, ga,..), per se, instead 
of words while Taan is the sequential movement through the different notes 
using the vowel Aa.

Khayaal or Khayal is an Urdu word of Arabic origin, meaning imagination and 
thought. It is difficult to explain to the uninitiated the ethos of the word 
khayaal, but suffice it to say that it is an entire world in abstraction. 

Whatever be the origin of the Khayal style, no doubt Dhrupad was the style that 
received patronage from kings and aristocracy till the time of later Mughal 
emperors, probably starting with Muhammad Shah. The Dhrupad compositions and 
style was serious and mostly in Sanskrit phraseology. Khayal compositions on 
the other hand were in commonly spoken language and the theme was mostly 
romantic. The singing style consequently was leisurely, ornamented and given to 
improvisation. Also, not being part of the religious ritual it was necessarily 
fostered outside the places of worship; hence an element of physical pleasure, 
particularly of the courtier, became predominant. 

I believe there is connection between Ghazal, Qawwali, Khayal songs and Goan 
Mandos and Dulpods.

First off, let us have a look at Ghazal and Qawwali.

The Ghazal (Arabic/Persian/Urdu/Turkish) is a poetic form consisting of 
couplets which share a rhyme and a refrain.  The word literally refers to the 
mortal cry of a gazelle. The animal is called Ghizaal, from which the English 
word gazelle stems.  The allegory stems from the notion that Ghazals are 
usually the expression of love, separation, and loneliness, (these ideas being 
usually interlinked in the same Ghazal) much to the likeness of musk-developing 
gazelles, which must be killed to obtain the sweet fragrance they produce. The 
plaintive, mortal cry that the doe makes upon being killed can be 
etymologically likened to the painful experience of separation or loss of love; 
hence, the name and, indeed, inspiration of Ghazal.

I think the Organiser of this year tournanment United
Goans doing a fine job. Remember it is not easy to
organise such tournanments. We all are working here
and to arrange the sponsors, stadium etc is not at all
easy. As you said that Goans abroad are never united,
unlike their other counterparts. they act typically
like the crabs in the basket... If you know this than
why the hell are you pulling United Goans  legs?

Where the professionals are gone this year? They are
not professionals if they were professionals than the

 cotorie of people fumble all the time. Over the
 years things never improved, infact the rebel soccer

 exact reason that unlike kuwait, qatar and other
 gulf countries, Dubai doesnt host any great goan
 event of its own, except an occassional tiatr.
 Further more, the senior organisers try to put
 obstacles in the way of others when you try and
 organise an event. Having personally being involved
 in events management and hosting them, i have seen
 it personally.
 
 Also, as you try to paint the current soccer
 organisers in bright colours, can you tell me or the
 world why was a certain media man   (a close friend
 of mine) not allowed to play for a team he wanted
 to, despite being medically fit...were the
 organisers biased there to deny this great
 footballer a chance to play just because he belonged
 to a media house in Dubai that didn't cover your
 football event?

Hello Jose,

My query pertains to complaining an embassy/consulate of another
country and complainant being a citizen of india. As you have
mentioned that  A foreign govt's representative has no obligation to
respond to you or to meet with you.

In such a case where is a not a citizen of that country then what has
to be done? In such cases is there no way one can take up matters or
complain to supreme authority of that country.

Need to know the process as I do feel that there must be some way out
and adequate steps for resolution of such matters.

Why the Penpricks expose was anonymous

The media in Goa is either owned by corrupt petty crooks or the
mining biggies. While the former are vindictive, no one dare take on
the latter.

Strange things happen in Goa. Besides governments toppling with
amazing regularity, and politicians hopping sides, a media-blog that
focussed on regional issues accused a prominent newspaper with being
ready to sell its editorial space for Rs 300,000.
Penpricks.blogspot.com, which has been drawing some audiences with its
sharp-tongued comments on the Goan media, went one step further with
its sting ... on the media!

The blog explained: Penpricks posed as business consultants and
booked nearly a dozen editorials for Rs 300,000 per piece for the
tourism-frenzied months of October and November. Penpricks posed as
Manoj Rastogi, business manager of a fictitious Delhi-based
vacation-marketing company called Acer Consultants, which was
interested in writing and placing six commercially-driven editorials
as part of its Rs 35-lakh advertising campaign in Goa. See

That Penpricks is an anonymously-run blog complicates issues. Some
have argued that the media in Goa deserves such a blunt treatment.
Others, like Gomantak editor Derek Almeida, called the blog one run by

alley are for pimps.

For its part, Penpricks promises its readers to help them discover
the rotund flanks and the shaggy underbelly of the Goan media. And of
course, the rare honest rib.

This email interview, that focusses on the issues involved:

FN: What has been the response to the 'cash-for-editorials' scam?

Penpricks: From the journos in Goa? There has been an avalanche of
silence. That's understandable, cause in their unusually long, insipid
lifetime Goan journos - both English and vernacular -- have three
pilgrimage destinations each to pay homage to. The English language
journos make it from the OHeraldO, to The Navhind Times and to The
Gomantak Times, while the vernacular counterparts run from Tarun
Bharat, to Gomantak and Goa Doot. After doing these rounds, they run
out of options. So it's generally a shut-up-to-survive dictum out
here.

But other folk too have been reading in too. The response to our
less-than-six-month old blog [http://penpricks.blogspot.com] has been
very healthy.

Following our 'cash for editorials' investigation, we've been asked by
an Aussie tech magazine to state our take on how technology empowers
readers [http://penpricks.blogspot.com/2007/09/penpricks-on-techgoss.html].
Another watchdog website to be launched in October has requested us to
use the 'cash for editorials' as its launch story.

FN: Why should I take you seriously, if you are not willing to add
your name to the story?

Penpricks: How does a name help?

Take the example of the OHeraldO, a newspaper we love to quote the
most. We have brought to light how they have been shamelessly
plagiarizing editorials and stealing articles from newspapers all over
the world over the last six months. And we are not just pulling this
from out of our hats. We have shown our readers both the original and
the plagiarized version each time we leveled the charge. In the cash
for editorials story, we have reproduced the email conversations
we've had with Herald?s representatives.

On the other hand, the Herald does offer you names on its print line
-- Editor Robin Abreu, Editor-in-chief Raul Fernandes. Just because
they lend their name they ought to be taken seriously? And we, cause
we function anonymously, we ought to be ridiculed? Is that what you
are trying to say?

FN: All the same, how do you justify your own choice of anonymity?
What makes signing your name so difficult?

Penpricks: Explain this? Why does the entire Goan media not have a
single media review column?

The truth is the media in Goa is not only corrupt but is either owned

(of the former sort) who actually called a meeting of his top brass to
discuss as to whether they should report a people's agitation against

  Mountain moving faith
An old woman regularly read the Bible before retiring at night. One day she

  In the second reading from Paul to Timothy we are reminded that faith is a 
gift of God, it is never definitively possessed, it must be continually stirred 
up. The circumstances of life, particularly trials, have the function of 
recalling to believers their reasons for being faithful. Fear and timidity 
disappears where the love and the power of the spirit reign in our hearts. 
   
  In today’s Gospel faith is connected with miracles, it is only in connection 
with miracles that Jesus mentions it, and it is generated and fostered by 
witnessing miracles, though the beneficiary has some faith already. Perhaps the 
clearest example of what is meant by faith is the miracle of the calming of the 
storm, when Jesus reproaches the disciples for their lack of faith. The 
attitude of the disciple must be a total commitment to God with certainty in 
his power to save. It is this unquestioning certainty which is being expressed 
in this somewhat absurd and exaggerated example of the mulberry tree. 
Immediately after this saying Luke adds the little parable of the servant who 
expects a reward for what he was expected to do, for what was his duty. Perhaps 
there is a warning that we should not expect light-hearted and irrelevant 
requests to be granted by God. Confidence in God’s power to save and even work 
miracles is one thing, but expectation of answers to prayers for
 trivial matter is flippant and unworthy. God is not our servant and after all 
that we do have to consider ourselves unworthy servant’s waiting on his bounty 
and not deserving anything by right. For the man of faith, everything is gift 
and never a matter of self acquisition. We earn nothing from God.

Are you sure your US evangelical preachers compare with 21st century
Catholicism in Goa? I have grown up with an arrogant Church in the 'sixties
and 'seventies. It has changed unrecognisably since.

The other day, when I went to Church for my daughter's communion, I was
pleasantly surprised to see the way the changes had worked out. It was the
long-neglected and hitherto badly-treated lower castes who were most
active in the Church ... and why not? Women were playing an increasing role
too, though effective power is far from being devolved to them. In my
younger days, I couldn't imagine altar-girls serve mass and nuns hand out
communion. There's still a long way to go though...

In the 'eighties, organisations like the All India Catholic Universities'
Federation (controlled by the Jesuits, but facing a student challenge, which
even led, if one recalls rightly, to a Hindu student being elected as
president  -- and not just a token one -- at one stage) taught me lessons in
tolerance towards others religious views (not to communalism though, of
whatever brand!).

Before that, in my late teens itself, I was already undergoing what
religious people would call a crisis of faith. I still live in a world
beyond religious beliefs, and am still very comfortable with that. It pushes
me beyond easy formulas and solutions. It challenges one into understanding
other points of views. Unlike others, like my friend and ex-neighbour Kevin,
I however try to generally not offend the religious views of others.
Religion is beyond logic and Science; everyone has their right to hold their
own views on it.

I think you're another of those expats, who likes the glitz, glamour and
opportunity of the US, but finds it difficult to stomach the religious
bigotry and intolerance which goes along with it. Maybe those of us who
belong to a Western-influence religions tradition don't perceive it so
strongly.

But I can understand what you feel, and empathise with you. The solution, of
course, is hardly to offend other peoples' religious views.

(In the early 'nineites, I spent three months on scholarship in West Berlin
and my closest friend was a Muslim from the Maldives, encountering the
arrogance of West European Christendom and its preachers who jumped to
conclusions about *his* religion, and how he needed 'salvation'! It was a
very traumatic time for him too, to put it mildly, as I learnt when he
confided in me.)

Peace to you. I hope you overcome the sense of hurt that anyone might have
caused to you, and grow to appreciate deeper the implications of some of the
stands you're taking. --FN

In 2001 Dr M M Joshi introduced Astrology as a subject
in UGC. Predictably all hell broke loose and the usual
suspects started making all the regular noises about
fascism, hindu supremacy and RSS and all
Even reputed scientists like Narlikar jumped into the
fray and criticised
the govt for introducing Astrology as a SCIENCE
subject in UGC
Most mainstream english press screamed that a fraud
was being perpetrated on India and as usual the RSS
was villified.

But the facts of the case were quite different and the
real story was downed in the din created primarily by
the marxists and their secular lackeys.

FIRST and FOREMOST, Astrology was introduced NOT as
SCIENCE but AS ART subject. The degrees to be awarded
were BA MA and PhD nor BSc and MSc.
Since Astrology is called JyotirVigyan the press
mischeveosly created the impression that astrology was
being offered as a science subject and almost managed
to convince people that the regular scientific
curriculum was being replaced. It is unfortunate that
this canard wasnt exposed early on and even scientists
like Narlikar didnt raise this issue.

Joshi was not even the first one to start such a
course of study as was widely insinuated. JyotirVigyan
was being offered in as many 20 universities (obscure
but still functioning universities) in India ALL as
ART subject and NOT SCIENCE as well as many foreign
universities including ones in USA, UK ,Switzerland
etc for many years.

Further more,holding that the teaching of “jyotir
vigyan can under no circumstances be equated with
teaching of any particular religion,” the Bench of
former Chief Justice of India S. Rajendra Babu, who
relinquished the office on June 1, and Mr Justice G.P.
Mathur in its verdict said: “We are of the opinion
that the challenge made to the inclusion of the
subject as a course of study on the ground that the
same will violate or impinge upon the concept of
secularism enshrined in the Constitution has no merit
and must be rejected.” 

Be it the Astrology issue or the Christian
persecution issue, SC and HC judgements are only
valid for these secularists if they are useful.

Yet certain vested interests in India who take every
opportunity to villify and ridicule everything related
to Hindu culture created such amounts of confusion
that all these facts were basically lost in the din.
They had succesfully managed to convince a large
section of formally educated rational yet naive
people that M M Joshi , himself a top physicist, had
somehow conspired to replace traditional science with
some junk because he was a Hindu supremacist.

Music,history, journalism, philosophy, political
science etc are all being taught for so many years in
our universities None of these disciplines are
classified as science and rightly so. There may be
some scientific basis to a few of them but no one ever
protested that Political Science is being offered as a
Science course,because it was not.Theology is nothing
but superstition for some yet there are so many
renowned theology schools which even give degrees in
Bible Studies
Many of these schools are in the US, arguably one of
the most technologically advanced countries in the
world. If the US could achieve so much scientific
progress inspite of having so many schools of theology
why can not Science and Astrology co-exist in Indian
curriculum

This whole fiasco is conveniently cited by all these
secularists in their blogs and elsewhere simply
because it nicely suits their nefarious design to
denigrate Hindu culture. Unfortunately for them, it is
not the Truth.

we did the politically wise thing instead of referring the matter to the United

Water shortages are ever increasing phenomena. In Goa the CM has promised '24 
hours water supply. This miracle is sought to be achieved through Japanese 
aid. We do not know what the terms and conditions of Japanese Aid to Goa for 
this project. However it is important to know that in many parts of the 
world World Bank aid for such projects have been refused because they 
involve the 'privatization of Water. Thirts a film on this issue is being

Panaji, September 30, 2007 - All things are water, quipped the ancient 
Greek philosopher Thales in his quest to understand the nature of Reality. 
One may not agree with Thales. Nonetheless, the present day geopolitics of 
Globalization and its agenda of privatization make 'Water' the most tangible 
'Reality'. Multinational companies across the globe are competing for the 
rights to 'market' water. The crazy rush for water has earned it the epithet 
blue gold. In Plachimada, a remote village in Kerala, the Coca-Cola plant 
has gone for litigation against the Panchayat as it cancelled the 
conditional license issued in 2000 to extract ground water. The Panchayat 
was responding to the villagers protest against over exploitation of water 
resources by Coca-Cola resulting in the depletion of water level all around 
the place.

Consider the eventuality of Goa Government, under developmental aid from 
Japan ODA or any such funding agencies, entering into an agreement with one 
of the multinational corporations for the efficient management of our 
water supply. At the implementation stage of such a package, you might be in 
for a rude shock. The MNC might ask Goa University, as the latter has of 
late put in place an efficient way of harvesting the rain water that used to 
go down the drains on its campus, to pay a license fee to the former for 
conserving those precious drops! Privatization of the water supply as 
attempted in Cochabamba, Bolivia vouch for this. To continue the traditional 
practice of rain water harvesting, the local people there had to seek 
permits from the MNC Bechtel and pay heftily for the consumption of drinking 
water supplied by the corporation under an agreement with the Government of 
Bolivia.

The question whether water should be a part of commons shared, like air for 
instance, by the people or a commodity to be bought and sold in the global 
market is at the centre of debates in the recent times. Deborah Kaufman and 
Alan Snitow in their film Thirst portray the perils of commodification of 
water. Thirst will be screened as part of the Tri Continental Film Festival 
at the International Centre, Goa on Tuesday, 02 October, 2007. Thirst is 
filmed in Bolivia, India and the USA. It depicts the struggle against the 
corporate drive to market water as a commodity to be traded for profit. The 
gravity of the debate regarding water is evidenced in the United Nations 
holding a consultation in May 2007 on Human Rights and Access to 
Safe-Drinking Water and Sanitation as well as the World Water Forum's 
conventions held in every three years. The fourth meet of the World water 
Forum was held in Mexico from March 16-22, 2006. The deli! berations in 
these forums underscore the need to make a 'right' approach to the issues 
pertaining to water by declaring access to water as an inalienable Human 
Right.

However such water rights for people may not guarantee a free and unlimited 
supply of water. Nor would it amount to the supply of water uniformly to all 
regions. We have regions that get more rain falls and adequate water sources 
as well as those with less rain fall and inadequate water sources. In a 
proper water democracy, points out Vandana Shiva, the basic water needs of 
all the people and other forms of life are to be taken care of and since all 
humans belong to the same species, they have the same sustenance need for 
water. The onus is then on the government to provide adequate water to all. 
Not enough, the government should also ensure that no one is exploiting the 
water resources for selfish motives. As Gandhiji, on whose birthday the film 
is being screened in Goa, remarked: 'Nature has enough for everybody's needs 
but not for anybody's greed'. In the present context this calls for

Goa tourism industry against norms over night
parties 


Panaji, Sept. 29 (PTI): Goa
tourism industry has expressed its reservations over the stringent norms to be
implemented by the state against noise created by late night parties. 


The norms should not be implemented in
letter but spirit, Travel and Tours Association of Goa (TTAG) president
Ralf D'souza said. 


With the begining of tourist season in the state,
the administration has geared up to lower noise pollution created through loud
music during parties. 


As per Madhya Pradesh Noise Pollution Act, there
is a ban on parties playing music over 55 decibels after 2200 hrs. 


However, tourism industry feels that such a
stringent Act would discourage tourism trade in the state. People come
here to enjoy night life you can't expect them to go to bed at 10 in the 
night,
D'souza said. 


The parties which do not disturb their
neighbourhood or are held at isolated places need not be stopped just for the
sake of implementing the Act, he asserted.

This is my last post on the topic with some solution to our problems in Goa
1. *Corruption:* this has two components.
 *Politicians and the power lobby*-- In this case, the
industrialists and the builders.They both need each other to remain in power
and make money. They have a prostitute and client type
relationship.Thismoney is used for wealth, elections and perpetuate
power and end of the day
it is all robbed from honest public in one form or the other.The key is to
break this chain,but it is not as easy.
  One of the solution will be to target all those politicians who have
amassed wealth all these years by voting them out or don't elect anybody for
more than once.Public education and a persistent campaign against such
candidates during elections-- as was done in some cases this time- is very
effective.
   *Public*: you cant win this war without public
cooperation.Unfortunately, people are used to this evil as something
unavoidable.There should be mass awareness campaign by all like minded
persons and organisations and possibly have an Anti corruption cell manned
by voluntary organisation.
  *you can only minimise corruption, but
cant eliminate it*!

2. *Garbage:* mass awareness campaign about hazards of
garbage.Takepanchayats and muncipalities to task over this
issue.Privatise garbage collection. This can generate
employment.Governmentcan use latest
technology.this subject should be thought in all schools.

3.  *Immigration:* control of ration cards. charge all immigrants for health
and education.strict control of labour intensive industries.
*Ban all hutments*. Make shitting in public places an offence and punish
people who employ outsiders and do not provide provide them with facilities
for housing, bath and toilet.
Under the present constitution, there is provision not to sell land to
outsiders as is case of Kashmere and Sikkim.Mechanise ares of industries
rather than rely on cheap labour.Minimum Wage act should be implemented so
that people are paid to meet their living standards- which is quite high in
case of goa- it might tempt our own people to work at home instead of
working  abroad.Ban unwanted industries and SEZ.

*   THE FINAL SOLUTION*;FORM A* THIRD FRONT* COMPRISING OF ALL LIKE
MINDED PEOPLE AND ORGANISATION WHO HAVE INTEREST OF GOA AT HEART. THIS FRONT

Over the last couple of days I have been inundated with prior digest postings 
from GoaNet going as far back as early August.  I receive GoaNet in the digest 
version.  I had read and deleted all these old GoaNet digest postings from my 
Inbox, but they are re-appearing as new posts with same old date of course.  I 
am not very technically savvy.  So I was wondering whether there is something 
wrong with my computer or the GoaNet server.

  Thanks for the input  your opinion that by God's grace all will be ok if 
only we accept Him via the Catholic route but as I said, its a bit more 
complicated than that (in my opinion).
   
  I very much doubt if God will come down to Earth, or send yet another 
messenger, or ask His first one to repeat the process of 2007 years ago, 
neither will come and clean up OUR ACT on this planet. God has given us BRAINS 
to go forth and multiply, unfortunately we have concentrated a bit too much on 
the latter and not done the former a bit more, using our brains that is, not 
going forth!
   
  We will always be seeking to go forth, but never reach for the skies, and be 
first (a pun), we will aways act as the animals if we are permitted as this is 
the easiest option, we do not have to make an effort, we can just sit back and 
pass the buck onto God.
   
  When we pray, we do so for OURSELVES and not for our neighbours, we ask all 
the Gods  Goddesses of the world to do something for US only, we dont pray to 
be given the strength to fight the good fight, to clean up OUR ACT and those of 
others by actions  words.
   
  Yes, the magic wand was given to us many centuries ago, and is still being 
offered to us daily.  We just dont jump at the chance to make life better, we 
will still rely on the lower classes, no matter how you put it 
caste or class its all the same, its always the people on the lower rung of the 
ladder that will pick up the shit (literally, with their hands if necessary, if 
the next class up the ladder deems it to be so).
   
  But I suppose words will not do to change things overnight but if every word, 
constructed to prick someone's conscience is worth a ton of Gold, then people 
will listen.
   
  At least that is what this forum is for, to prick peoples consciences  in 
the hope that life will continue for the better when someone may sit up  take 
ACTION against the greedy.
   
  At least that is what one hopes.
   
  As for Gordon Brown, well he may or may not do better than his predecessor, 
but we all know what the last one's slogan was... and failed abysmally.  But as 
a FAT CAT now (with an equally FAT CAT wife), they were in it for the money  
the fame.  They got what they were after  I hope they live long enough to 
spend it all but I doubt if they will find that in their old age, they will be 
as reviled as Margaret Thatcher is.
   
  The rich always get richer  forget the days when they had little or nothing. 
 THAT is what God may intervene in eventually.  Using your BRAINS for the

short supply of the required ingredients. Perhaps it is HIS revenge a' la

Tourists can now rent a motorcycle in Rajasthan

Jaipur, Oct 1 (IANS) Tourists in Rajasthan can now rent motorcycles to
visit their favourite holiday destinations. It is a novel scheme
modelled on one that has proved a huge success in Goa.

Rajasthan, India's desert state popular for its spectacular forts,
palaces and sand dunes, has been a favourite destination for foreign
and domestic tourists.

The charges of renting the motorcycle are very reasonable thanks to
the government's decision to cut road tax by three percent on the
purchase of bikes under the Rent a Motorcycle scheme.

So far, the scheme has been operational in Jaipur, Ajmer, Pushkar,
Mount Abu, Jodhpur and Jaisalmer, where 12 licensees have permits to
run 70 motorcycles. Now the scheme will be expanded to the entire
state. The department has also decided to issue more licences and
identity cards for drivers.

Provision for a special dress code for drivers and a special number
for each motorcycle is also being considered. The colour of the
motorcycles will be black or yellow.

If tourists don't know how to drive motorcycles, they can hire a driver.

With a record arrival of more than 1.2 million foreign tourists and 17
million domestic tourists during 2005-06, Rajasthan has been one of
the most popular tourist destinations in the country.

The total spending by tourists in the state annually is estimated at
Rs.10 billion.

In summary, from my understanding of the matter

1. If the matter refers to generalised harassment at the time visitor
visas, one's own government might be able to apply some pressure.
Visit visas are reciprocal arrangements. Immigrant visas are not
subject to such reciprocal arrangements. A foreign consulate or
embassy may refuse to consider applications or even grant interviews
subject to a number of issues which they are not obligated to share
with a foreign national or a foreign government.

2. As far as complaining to any 'supreme authority in that country',
it depends if any statutes of that country have been violated. The
exact wording and the interpretation of the relevant statute is very
important. If none has been violated, there is nothing any court
(which is the supreme authority to adjudicate in such matters) can or
will do anything about it. In European (and most common law
jurisdictions) there is something called the separation of powers. The
judiciary will not interfere with the executive or legislature for
that matter.

Hope this helps. I am afraid that I cannot comment further in a
vacuum. If you put forth a near-actual scenario without the names of
course - and detail what attempts have been made to contact which
consulate on what matter - and the basis of the application, some
among us might be able to comment and possibly advise.

If - in your own words - Aguada lighthouse dates back to 1864, the Guia
lighthouse in Macau to 1865 and the Bojador lighthouse to 1892, what doubt
is there about Aguada being the first lighthouse in Asia? -And in which

Calangute panch survives bid on life at no-trust meet

PORVORIM, OCT 1 - The no-confidence motion against Calangute Sarpanch Albert 
Fernandes and his Deputy Roopa Chodankar took a violent turn on Monday, when 
Calangute panch Joseph Sequeira was attacked with a knife in the panchayat 
office.

Despite the drama, the no-confidence motion went ahead and both Fernandes 
and Chodankar were voted out of office.

The incident took place at about 10 am, when Sequeira entered the panchayat 
office to attend a meeting convened by the Bardez Block Development Officer, 
to discuss the no-confidence motion moved against Fernandes and Chodankar.

Speaking to reporters, Sequeira said eight unknown persons, came out of the 
panchayat secretary's office and attacked him with a knife, besides kicking 
him in his abdomen and groin.

I managed to overpower the assailant holding the knife. However, my palms 
were slit in the process, Sequeira said.

Calangute panch Sneha Salgaonker was also not spared by the assailants. She 
claimed that assailants manhandled her and twisted her left hand.
Sequeira has accused the Government of failing to pay heed to his requests 
for police presence. I had written to Home Minister Ravi Naik, Chief 
Secretary J P Singh, DIG Ujjwal Misra, Director of Panchayats and the Bardez 
BDO, requesting them to provide police protection during the meeting. But 
the police arrived only after the incident took place, Sequeira said.

Sequeira alleged that his archrival and Calangute MLA Agnelo Fernandes, 
Panchayat Secretary M S Mardolker and Sarpanch Albert Fernandes were hand in 
glove with the assailants.

BICHOLIM JULY 24: Some unknown culprits snactched mangalsutra worth Rs
25,000/- and assulted a teacher from Karapur Sanquelim today.
 According to the available information one Nageshree N Satardekar from
Dnyanvidya High School from Karapur was proceeding towards her house at
Kulan

after the school in the afternoon. As Satardekar was walking from a short
cut lonely road some unknown person stopped her and snatched the mangalsutra
after

assaulting her. She later reported the incident to the police.
 PSI, Tukaram Walke attached to the Bicholim police station is further
investigating the case.

In reply to Mr. Mario, I quite agree with what has been said,  Mr. Phadte 
should mind his own business, every citizen has a right in democratic 
country, who is Mr. Phadte to insult Fr. Antimo Gomes.

The way the Goa government is going, it has no head nor tail, the 
politicians are hungry for the chair, where nobody can manage the 
government.  They are playing against the sentiments of the people of Goa. 
The best solution is the President rule, that will teach the politicians the 
power of the people.

Dr. Bandekar is a practicing ophthalmologist at Margao and Ponda.  He is

specialized training in Eye Surgery at Madurai and Hyderabad after 
M.S.Ophthalmology.  He is associated with 'Sneha Mandir' Bandora for yearly

serves free of cost to the villagers of Raia.

It will constitute a provocative act, i predict a backlash that will hurt 
the community: let the saint be allowed to  return in peace to his Basque

This is spot on, and about time our Goa Press sits up and does its homework 
properly. In fact the Goa visual media is outstripping the print media in 
public interest!  Example,When I write a public interest letter to the 
Editor, I send it to all the local dailies, in the hope that what I want to 
expose/ say will come out. If it features, It generally gets 
censored/mutilated or vital sentences/conclusion cut for fitting into space 
available I suppose. Makes no sense to me or what I wanted to say manytimes. 
Only if a person reads all the dailies, and my letter is featured and 
remembered, it can have the impact I intended!  We rarely get to read about 
cases of RTI victories, Consumer Court  important decisions, follow up of 
crime reporting, investigative reporting,  own sting operations to expose 
corruption, etc etc.Thank God for the other media and the internet.

Tri-Continental Film Festival - Report on Day 4

Panaji, October 1, 2007 - It was a morning of contrasting cinematic styles 
and content today, the fourth day at the Tri-Continental Film Festival, with 
the screening of two startlingly different films. The first 'Shake Hands 
with the devil: The journey of Romeo Dallaire' directed by Peter Raymont is 
the heartrending portrayal of the Rwandan genocide in 1994 of the Tutsis and 
the moderate Hutus who supported them, and the horrific inaction by the UN 
and international community while it happened. It is the tragic and 
courageous story of General Dallaire and his handful of soldiers unsupported 
by the UN that sent them there and his return to Rwanda to confront his 
past. This documentary brought up questions about the role of the UN in 
peacekeeping, but also racism and betrayal in the arena of international 
politics.

The second film 'West Bank Story' directed by Ari Sandel, is a short film 
that spoofs the famous Hollywood Musical 'West Side Story' to humourously 
dramatise the Israeli Palestinian conflict. David an Israeli Soldier falls 
in love with the beautiful Palestinian Fatima. Can their love withstand a 
2000 year old conflict? This refreshing departure from the serious 
documentary film style was found to be as powerful and thought-provoking in 
addressing a problem as any other more pedantic ones. It won rave reviews 
from the audience who agreed that the solution always lies at an individual 
level and, who can deny it 'love' is the answer!

The evening's session began with 'Sister's in Law' which gave a glimpse of 
the superbly common-sense justice served up at a small courthouse in South 
West Cameroon. The two women at the heart of it are the State Counsel and 
Court President. With wisdom, wisecracks and justice in equal measure they 
run the legal system of the village. The film, directed by Kim Longinotto 
and Florence Avisi made us all wonder why we cannot bring this quick and 
just system to our villages - where women and children issues get lost in 
the dreary deadlock of an overburdened, over-complicated legal blackhole.

The day ended with 'Our America (Unser America/Nuestra America) directed by 
Kristina Konrad, in which she returns to Nicaragua twenty-five years after 
the Sandanista revolution of 1979. It looks at the lives of the remarkable 
women who took up arms against the US-funded contras and their struggle to 
survive today. Dr Dilip Loundo, Brazilian Chair at the Goa University gave 
us a brief overview of the political situation in South America at the time, 
and the unique form of socialist revolution in Nicaragua and Cuba. He then 
led a very enthusiastic discussion about the film and the particular tone of 
the film in depicting the revolution as a failure - in the sense that it was 
a dream to triumph over poverty and discrimination, within a system of 
political plurality and a mixed economic system while remaining independent 
of world political blocs. The role of the indigenous poet Ruben Dario and 
the church and religion in this revolution was also debated.   (ENDS)

Hi Cornel,
Thanks. This is good to know and I will pass it on to my brothers too.
I hold a day job as a digital artist. There was a time when I wished
to work in the field of software -- helping refine and develop paint
programs. My goal being to create an opportunity for myself to suggest
the underpinnings of paint programs. This would have involved
parlaying my understanding traditional tools into software promises.
As we know manufactures promise a lot but delivers sparingly.
Cecilia's studies, my timidity, perhaps my searches being in
isolation, and later, the deaths in the family all put an end to this
aspiration. Looking back it was for the better. But software is still
a loss for it. vhoi!

Another plan was to become a radiology technician, or some other
imaging technician in the newer technologies. My friend Sunil
Khushalani said in Hindi, and I am paraphrasing here, Arre baba, if
you do become a technician, make sure you do not tell the doctor your
opinion. Not too many will take kindly to it; and knowing you --  you
will even be right. Besides you are good and happy at what you do
(now). This memory reminded me of Sunil's Bombay poems; Bartanwala,
Gurkha, Sherbetwalla, and Singchanawalla.

Although I work digitally -- jobwise, the majority of my work is is in
traditional media. Currently, I am working on two relatively large
