Actually Natekar, you need not confine yourself to merely talking about all your undermentioned grievances. You can actually send in the Indian Armed Forces to bomb the hell out of Pakistan and Bangladesh who seem responsible for all that, either directly or indirectly. Next, you can send the Forces off to do the same to Afghanistan, Iran, and the Islamic Central Asian republics (from where the Moghuls came) and then to Britain and Portugal to do likewise. Count until they reach a 100 million too. Why stop at that? Now that you are on a roll, you can ethnically cleanse the entire Muslim and Christian communities in India itself. For good measure you can wipe off the Sikhs so that Khalistan never comes up again and just to be nice and detailed, you can erase the Parsis and the Jains since they hold a goodly size of the economic cake and the Baha'is who believe in everybody's Gods and have none of their own. Rather than rest, you can then start off on the tribals, Dalits and other lower castes of the Hindus. There are lots of them and that should take some time. Progress to the Yadavs and other low caste sympathisers. After you do all that, then sit and make further plans to take India to the 21st century and making it a Gobal Power. Roland. I am sure that Selma Edward do not mean to say that Charity does not begin at home, nor do they mean that families ought not to band together to help each other in times of need. The original story was that a mother was abandoned by her two sons when they left for another country, in search of work. They found it and basically forgot all about mother, even when they came back to Goa on a visit, they stayed only a very short while, leaving her alone, as a widow to cope on her own. Broken hearted poor in spirit as well as ready cash, she passed away eventually, but it was found that she saved some of the money, for her funeral. This was found in her hand when a neighbour came by saw her door ajar, went indoors found the body. The majority of us can do better with our lives, but the older one gets, the less of a memory we have. But we dont forget our children, in turn the children ought not to forget their parents. Ok so the boys thought, the old woman has a piece of land a field, a house to live in what more does she want? Maybe its true, she had all this but did she know how to convert this into real money, cash she could have used? But is this really about money? Or is it a wake up call to all of us to be a little kinder to our relatives, friends and neighbours? We can all provide ourselves with pensions, start saving in your 20's and you will be laughing all the way to the supermarket checkout, you can buy anything you want. But when you become a parent, of two or more children, try to work out how much each child costs in terms of cash, over a year, not including their private education if this is the way it goes and you will find the money you ought to have for yourself and partner has actually deteriorated by over 70%. Have your children and give them to the state to look after, save yourself all the worry of caring and nurturing your children, the sleepless nights, the worry when they develop asthma the trips to the hospital, thinking this is it, we will be coming back on our own this time. All the fuss and worry about looking clean and smart when going to school, providing lunch money, they are with you 24/7 and rely on you. Why bother? Let someone else take care of them. Welcome to the 21st century. Oh of course this is not the way forward for some people, but a good way out if you want to provide for your own old age, after all children that we create and the mother carries about with her for 9 agonising months (thanks to the changes in hormones over this period, its not as bad for her, but if dad had to do it, there would only be one-child families, believe me!). Good luck to all who care look after their children, perhaps we ought to take more time to teach them a bit more about caring for the less fortunate a bit more, and less about career chasing and putting off parenthood until their mid-30's and in their 40's. Charity begins and ought to grow, in the home, for parents, for children, for neighbours and friends.There are several hundred ashrams in India where enough children can be found abandoned due to parents dying of HIV / Aids, starvation or just not enough room for them anymore, we need a safety net for these people, not for the rest of the nation to consider dumping more onto the ashrams. My visit to Doha (Qatar) will be on November 11-13 and broadly on the lines of the visit to Kuwait. The visits to Bahrain, Abu Dhabi, Dubai and Muscat will be held by the end of November and in December next. . The Report of the Global Goans Convention (Gomant Vishwa Samelan) held last January has been released today. It will help the Government to frame appropriate policies for the welfare of non-resident Goans. The Report is available free of cost to all those who participated in the Convention or their authorized representatives. Copies of the Report will also be sent to our Embassies in countries with a significant Goan population. We have received several requests for participation and financial support to Goan Conventions being organized in different parts of the world. Last June, the Goan Community in Portugal held their Convention in Lisbon The Goan Diaspora from Goa into the world. I could not attend this Convention due to other preoccupations and at my request our Chief Secretary and the Director, NRI Affairs, represented the State Government and the Department of NRI Affairs on this occasion. A sum of 5000 Euros was granted by this Department as financial support to this Convention. This Department will also provide some financial support to the Conference Goan Diaspora-between the Home and the Host being held on December 15 in New Delhi by Goenkarancho Ekvot, an organization of the Goan community in the capital. Several NRG organizations across the world wish to hold Conventions of the Goan community and seek our support. Regarding such Conventions abroad it has been decided that this Department will finance one such Convention per year tentatively to the extent of Rs. 3 lakh subject to the following: 1. The Annual Convention should be held by rotation in different continents and in a country where there is a significant population of NRGs; 2. The local organization should hold the Convention at a time when maximum attendance can be obtained in that country; 3. The organization should be recommended by our Embassy or High Commission in the respective country; and 4. The programme of the Convention should be drawn in consultation with this Office. In view of our decision to support one NRG Convention (Gomant Vishwa Samelan) every year abroad, we may not hold such a Convention in Goa in future. It is felt that such a Convention in Goa can be organized only at the time of Christmas and the New Year, a time of family get togethers and a pletora of other social and cultural activities, and this makes it difficult for our NRGs to attend the Convention in large numbers. . During my visit to New Delhi last month I requested Shri Vyalar Ravi, Minister for Overseas Indian Affairs, to invite Goan cultural troupes to perform in Goa and elsewhere in the country. I mentioned to him the group Ekvott based in Portugal which is of a high quality. The Minister agreed. In case Ekvot or other Goan troupes are interested in visiting India they should indicate their interest to us at the earliest so that we may finalize their tour in consultation with MOIA. (ends)

IN THE MIDST OF GOANS By Vidyadhar Gadgil vgadgil at gmail.com Twenty years ago, when I first lived and worked in Goa, I attended a workshop on threats to Goa's environment and culture. It was there that I first heard the term 'bhaille' (outsiders). It was one of the recurring motifs of the workshop that the 'bhaille' were the biggest threats to Goa's environment. I was taken aback, as this was an event attended by liberals and activists, where one would not have expected such viewpoints. Another term I heard was 'ghati'. There was clearly a negative value attached to the term, which in Maharashtra is used to describe rustics. Intrigued, I devoted a fair bit of time to examining the issue. It seemed contradictory that I -- 'bhaillo' and 'ghati' -- never felt any particular hostility directed towards myself; in fact, I met with an easy acceptance. Was this because of my class or caste background? Not entirely, I discovered. Goans are truly among the most tolerant and easygoing of people, not easily given to prejudice. It was not only me, there was no overt hostility towards the people from outside Goa who lived and worked in Goa. When talking about 'outsiders', what people were protesting was a phenomenon -- their perceived lack of control over the development process -- rather than individuals. There was also a genuine anger against the tourism industry's despoilation of Goa and against the anti-people pattern of development that people felt, with some justice, was being imposed upon them from outside Goa. Those were heady times -- there was a churning in Goa as the masses began to assert their identity and demand their rights. The Konkani agitation, the movement against tourism spearheaded by the Jagrut Goenkaranchi Fauz (JGF), the movement for statehood -- they all redefined the political landscape of Goa. At a public meeting on May 30, 1987, the day Goa attained statehood, the mood was one of jubiliation: it was the dawn of hope. Over the next ten years, my involvement with Goa continued, albeit somewhat intermittently, so I was aware that these hopes were being largely crushed. Yet, in 1997, when my family and I shifted to Goa to settle here permanently, it came as a bit of shock to see the change in the public mood; it was as if the churning of the mid-80s had never happened. The movement for genuine change had been sidetracked, marginalized or co-opted by the political class and corporate interests, and it was business as usual. A cynicism and tiredness had set in amongst the no-longer-so-young activists I knew in the mid-80s. But around 2005 the churning process began once again, as globalization and neo-liberalization began to be revealed for the chimeras that they were. People looked around them and discovered to their horror that the development process had been hijacked and turned against the people. The beaches had become privatized concrete jungles, Goa's forests were facing the axe as the construction boom reached ridiculous proportions, and Goa's politicans fattened themselves at the expense of the masses. Once again, the common man was feeling marginalized and threatened. One response to this has been a questioning of the very concept of development. The people's movement which crystallised around the Goa Bachao Abhiyan has redefined the way development is perceived. Development which enriches a few at the expense of the masses and destroys Goa's environment is not true development, this strand of thought avers. It is not the mass of people -- of Goan descent or otherwise -- who are the problem. It is those who heedlessly plunder Goa's resources -- politicians, industrialists and various kinds of middlemen -- and sell them to the highest bidder that are the problem. To paraphrase the speech of Dr. Oscar Rebello, the convenor of the GBA, at the massive public rally in Panjim on December 19, 2006: It is not non-Goans who are the problem; it is the anti-Goans. There is however, another response to Goa's current crisis. This seeks to externalise the problem and, following a xenophobic and reactionary line of thought, blames the workers who come to Goa from other parts of India to earn their living. Ignoring the fact that these workers make a vital contribution to Goa's economy, they are despised and condemned on the basis of the fact that they are poor and come from different cultures and traditions. Rather than look at their relationship with the community and the environment, their ethnic, cultural and religious backgrounds are focused upon. The stigmatization of the 'ghatis' and 'bhaille' has now reached frightening proportions. The worst example of this was when the Sanvordem-Curchorem communal violence of March 2006 was sought to be justified on the grounds that its targets were 'outsiders'. The |Congress betrayed Goans...the BJP hurt Goans, specially the minorities. I am aware of much ground realities of curtorim constituency as my mother hails from there...Sardinha never allowed young leaders to come up. I was actively involved in college level politics, i won a record 5 elections out of five and was also felicitated for that...two were unopposed, i held posts like chairman of the council and the general secretary of the council. Dears; India has started to issue Haque apostille with effect from August, 2007. As the Haque convention clearly abolishes the requirement of legalization of foreign documents. (i.e the documents created or originating in a country which is a party of this PARTICULAR CONVENTION irrespective of the fact being a non-member state of the Haque Conference need not be legalized by embassy/consulate for producing in that country). To wind up my story about our interrupted morning walk, my wife Anjali and I drove around the area looking for our friend in need, and did end up locating the red Sumo on a small side road (luckily for us, the area which we were searching was relatively unpopulated, and we spotted the car from some distance away). When we got there, the man we were seeking was not at home, having gone to drop his elder child to school (he had been returning from the same errand the day before when he ran into us). While we waited for him, his little son brought out a little yellow car which was obviously a prized new possession. No matter that the doors came away in his hands, or that one headlight was smashed what car doesnt have such flaws? When the childs father returned, he was quite astonished to see us. His name, we found out, is Mohammed Ayub Motiwala. A three-wheeler tempo and the Sumo in question constitute his main source of livelihood. And, if the police are to be believed, the owners cannot gain access to the weapons as the arms are deposited as per orders from the District Magistrate. In his message, Vidyadhar Gadgil says that Communalism Combat has taken up the issue of the Kashmiri Pandits. A friend of mine subscribes to the publication, and I am afraid I do not find myslef in agreement with Vidyadhar on this. Yes, they have some articles on the subject - but what is the rule and what is the exception? Another friend says that he questions the sincerity of the editors of Communalism Combat on the basis of what he has heard them say in public meetings. Again, the issue is really not whether the Sangh has done anything for the Kashmiri Pandits or whether Communalism Combat has done anything for them. It is what Vidyadhar had said in response to a message from me, namely: Of course, their plight must be addressed. Meaningful solutions must be found. I would like to know from Vidyadhar exactly what these meaningful solutions are. He has said that Communalism Combat has written many articles on this. To test the sincerity of the editors, and prove my friend wrong (which I dearly want to do), can he post an article from the publication where a meaningful solution has been proposed. To the point of sounding like a broken record, I would like to once again mention that the Pandits have been suffering since 1989, that is for the last 18 years. I was also intrigued by the quote from a Communalism Combat editorial, namely: Whenever Communalism Combat is blamed for being 'too pro-minority', we hold the Sangh Parivar and the rest of the saffron brotherhood responsible for this editorial 'tilt'. Reminds me of a joke where a person says that he has very responsible position in his organisation - he is held responsible for all that is going wrong in it. :-) On a serious note, does this quote not disprove Vidyadhar's contention about the concern of Communalism Combat with respect to the Kashmiri Pandits? Hi Mr. Cedric, Your post reflects echoes the views of many Goans; be they resident here, somewhere in India, or abroad. I am no member of any party, but I fully endorse what Mr. Floriano Lobo has said on the need for party funds. I definitely do not think that greater monetary power with a party is going to ensure the well being of society, I will not elaborate as Mr. Lobo as summed it up in the best possible way. Writing letters is excellent. And I have nothing to say about you speaking from Dubai, many of us have compulsions that force us to go elsewhere. Letters present interesting viewpoints that might not always strike all our minds. (but I have to mention that I did not like the tone/content of your criticism of the Goa Suraj Party). A social revolution in Goa atleast, will not come overnight. But the attempts need to be ongoing. Education is a strong means. Participation of youth at the panchayat level, gram sabhas, greater awareness toward govt policy etc needs to be undertaken by the youth. I think we can expect change in that way. As far as the issue of votes is concerned, well, blame the large Goan faithful. The ground reality is many regional parties die a natural or slow death all over the world due to paucity of funds and that is a given fact, although some of them have better agenda's than most of the big parties put together...we are in the era where no matter what, money has to flow to win an election, specially when we are competing against huge money bags and regional parties. If money was not a criteria, why would the elected representatives let out a reign of loot and plunder, ofcourse part of it spent on getting themselves re-elected. But anyways, as a fellow Goan I passionately and wholeheartedly subscribe to your thought to cleanse Goa of all that it is going through. Imagine we are suffering so much due to rampant corruption abetted by the politicians...imagine again the state of Goa that our children will inherit. Just a small thought i would like to share...on filing his nomination see what issues Francisco Sardinha a senior politician said...instead of trying to improve infrastructure or say trying to support the next big industry -- tourism...his comments smacked so much immaturity...so one can imagine...what lies ahead... None of the current MLA's or Ministers nor even the Aam AAdmi chanting CM have the future of Goa in their mindall they think of is live for, or survive for the day...arn't they? Goans should be trained in the art of grabbing all the monies and freebees that the national parties give them, but while voting elect honest people like say your party would put up. But with the huge migrant vote...once again money plays a huge part. At the last election, I personally waited for one of his opponents (you included) to destroynot defeat... but destroy a narkasur like Dayanand Narvenkar...but what happened is what we all saw...but maybe in the years to come...Good luck there!
