MARGAO, MARCH 15 - Eminent cardiologist and social activist, Dr Francisco
Colaco has demanded that the government not only ban the sale of land to
foreigners but all outsiders too, including land sharks from Delhi and
elsewhere.
Blaming the politician-bureaucrat-outsider builder nexus for the wholesale
of Goan land to outsiders, Dr Colaco on Saturday gave a clarion call to the
people Goa to save their land, saying Goans will be reduced to a non-entity
in their motherland in the future.

Dr Colaco made the appeal at an exhibition held near the Communidade
building here to protest against the Goa Property show organised by Times
Business Group in Delhi.

He said the Goa government should study the Land Protection Acts of the
States of Uttaranchal and Himachal Pradesh before before bringing a similar
ban on sale of land to outsiders.

Coming down heavily on the politician-bureacrat-builder nexus for the sale
of Goan land, Dr Colaco said it's high time the people of Goa do not elect
the politicians who are out to destroy and sell Goa for a price.

Asked about his comments on the Goa Property show in Delhi, Dr Colaco said
this is a grim reminder that our land is being sole without the knowledge of
locals. "This is not the first time, nor the last time this is happening.
The Regional Plan is haunting us every now and then in one form or the
other. First came the RP 2011, followed by SEZ and now an Internet site
advertising and offering people to buy huge tracts of land. This will change
Goa's geography, demography and topography and everything that is Goan", he
asserted.

Saying that ordinary Goans today find it difficult to convert a small piece
of land for housing, Dr Colaco said that large tracts of land have been
converted by the politicians in violation of agricultural rules and CRZ
rules. 
Asked whether only the politicians are to be blamed for the sale of Goa, Dr
Colaco said each and every individual is responsible for the selling their
precious land, but the politicians-bureacrat-builder nexus is the worst,
because politicians have sold the land with the sweep of a brush.

Asked what is his message to the people on the sale of land, Dr Colaco said
"ideally, the people should not elect the politicians who do not love Goa".

It's a famed beach-holiday destination, easy-going and affordable. With its 
rich cultural and religious traditions, Goa offers a heady mix of the old 
and the new. However, over the years, it has also become an attractive 
hang-out for socially dysfunctional people. Easy availability of drugs and 
its reputation as a tourist paradise where liquor flows uninterruptedly seem 
to have perpetuated its image as a permissive haven, away from the rough and 
tumble of the outside world. The idyll is shattered when something goes 
horribly wrong as it did with 15-year-old Scarlett Keeling, on holiday with 
her family from Britain.


According to reports, the teenager was drugged, raped and left on the beach 
to drown by a local shack manager. Outrage is being expressed at how a 
mother could leave her minor daughter with perfect strangers in a shack on a 
beach known for its rave parties and go off to another state as part of her 
holiday plans. Be that as it may, serious questions need to be asked on 
various other counts.


How is it that the drug trade in Goa is flourishing, that too, in full 
public view and under the nose of the state police whose duties include 
cracking down on such illegal activity? Consumption of locally available 
intoxicants like bhang and charas has been a tradition for too long to merit 
comment and are less harmful than the more refined and enhanced substances 
like laboratory-created LSD, heroin and cocaine. These are easily available 
on Goa's beaches, eating houses and shacks that welcome foreign visitors 
while discouraging locals and domestic tourists. The drugs trade presupposes 
international links, which is why there is a need to revisit the resident 
status and visa validity of the many foreigners who have made Goa their 
base - without, of course, turning it into an indiscriminate cleansing 
operation. The growth and spread of a drug mafia that might well include 
members of the police force, locals and some foreigners, is cause for 
action. It's a serious problem, and Scarlett's might not be the last such 
case. Goa needs an anti-drug crusade that grows out of community concern, 
supported by NGOs and government agencies. It was a people's movement to 
save the environment that aborted a government plan to set up industries in 
special economic zones. The people of the region should come together to 
clean up their home. Someone like Remo Fernandes, a Goan icon and a 
pacifist, could be a mascot for such a movement.

Navy surfs on froth of failed contracts

New Delhi, March 15: A friend whose father was in the navy has this take on
the service. In the 1980s, when there was a demand for a second aircraft
carrier, an air force officer had wondered aloud at a cocktail what the navy
was going to do with such a large ship.

"Is it", he asked, "for ballroom dancing?"

Today, the navy has space enough to waltz, disco, rap and reggae - with a
jig of bhangra - in the high seas.

It has the acreage of the Viraat's flight deck because nearly all the
aircraft carrier's combat planes, the Sea Harrier, are grounded. And the
navy's second-largest ship, the amphibious INS Jalashva, sails on the
condition that it cannot be used in a war.

It was only last month that the Indian Navy had projected itself as the
largest sea power in the region. It hosted an Indian Ocean regional summit
of naval chiefs and proposed joint anti-terrorism operations. The navy
assumed it was a natural leader in the region to make such a proposal
without having to emphasise its prowess.

Within weeks of that summit, it is surfing in the choppy waters of failed
and faulty contracts.

If blame for negotiating a faulty contract for the Jalashva - a warship that
cannot be used in the event of a war - were to be assigned, Pranab
Mukherjee, now foreign minister, would be in an uncomfortable situation. He
was defence minister from May 22, 2004, to October 25, 2006.

The Jalashva offer was made in September 2004 and "the ship was purchased in
a hasty manner" (according to the Comptroller and Auditor General) on July
31, 2006.

Before the contract was signed, in June 2005, Mukherjee had visited the US
where he signed a 10-year "framework agreement for the India-US defence
relationship", a pact made public only after it was formalised. Provoked,
the Left alleged India was making its interests subservient to America's in
the military arena.

The negotiation for the Jalashva was carried out during Admiral Arun Prakash
's tenure as navy chief, from July 31, 2004, till October 30, 2006. The now
retired admiral says the navy acts in its best interests.

Naval officers were aghast that their former chief should be mentioned in
the same breath as the flawed Jalashva contract. "What we do with the ship
after we acquire it is up to us," they claim.

Translated, this means that even if India has agreed not to use the ship in
a war, it is free to do whatever it wants during hostilities.

The navy is already grappling with the consequences of badly drawn up
contracts. Four months before Mukherjee took over, his predecessor George
Fernandes oversaw the clinching of the deal for the Russian aircraft
carrier, the Admiral Gorshkov.

That contract was so faulty that it did not contain a clause on price
escalation. The upshot: Russia has demanded $1.2 billion over and above the
$1.5 billion negotiated.

In the waters that have flown between the Gorshkov and the Jalashva, the
navy finds itself at sea in a way it did not envisage. The rap, the reggae,
the waltz and the bhangra on the choppy waves of its own churning are
distinctly different from surfing the foam.

of murdered Scarlett Keeling spent a year in jail for cutting the throat of
a man she met at a party, her son has revealed.

Hal Keeling, 19, said Fiona MacKeown, 43, was jailed for attempted
manslaughter. He added that Ms MacKeown, who remains in India following her
daughter's murder in Goa, confessed to her nine children: "I haven't been an
angel in the past."

The revelation came on the day police served her with a summons under the
Goa Children's Act, which requires adults to provide a safe environment for
a child.

Her lawyer, Vikram Varma, said the summons required Mrs MacKeown to make
herself available at a special juvenile police unit.

"She will have to appear and they will take any kind of action they want,"
said Mr Varma. He said the police had chosen that section of the Act to
harass Mrs MacKeown for exposing corruption in the police.

Scarlett had been staying with her boyfriend, Julio Lobo, a 25-year-old Goan
tour guide, and his two aunts in Anjuna when she was last seen at a bar in
the resort.

Her mother, six other younger children and her mother's boyfriend - who
arrived in November on a six-month holiday - were travelling elsewhere in
the region when Scarlett was killed.

But Mrs MacKeown has said she was naive and trustworthy, but not negligent,
for leaving her.

Today, police said they were willing to to re-open past cases of suspicious
deaths if they received fresh requests.

Yesterday one of the suspects being held over the horrific attack on the
15-year-old in Goa reportedly told police British she had was drugged,
beaten, raped and left for dead.

Mr Keeling said his mother was 18 when she and a friend were accused of
attempted murder. The charge was reduced to attempted manslaughter after a
trial in 1983, and she served a year of a three-year sentence.

He said: "She said she was very naive and a man they met at a party tried to
get his heels into her. Mum said he was into black magic and she freaked
out."

At least 126 foreign nationals have died in Goa in the past two years, 40 of
them British, according to Kishan Kumar, said the Inspector general of
police in Goa.

Some officers, who have spoken on condition of anonymity, say that 10-12
deaths passed off as drowning since last year looked suspicious.

Indian authorities had originally said Scarlett's death was an accident, but
later arrested two people after a second autopsy revealed she could have
been killed.

Investigations revealed the original investigating officer of the case had
deliberately covered up the case and he was later suspended.

The Indian media and lawyers have criticised police for failing in the past
to properly investigate murder cases.

Yesterday more details emerged of how 15-year-old Scarlett, from Bideford,
Devon, died, and as a third unnamed person was arrested yesterday on
suspicion of her murder.

Drug dealer Placido Carvalho, the second man to be arrested in the probe, is
alleged to have broken down and admitted under police questioning that he
forced the 15-year-old blonde to take Ecstasy, LSD and cocaine before a
barman beat her unconscious and raped her near his bar on Goa's popular
Anjuna beach.

Detectives believe that Scarlett, whose mouth was filled with sand, and had
been rendered helpless by a cocktail of drugs and the beating, then died in
a shallow beach pool.

Details of the shocking death were revealed today by Inspector Kishan Kumar
as Carvalho, 48, was remanded in custody by a court for 14-days on suspicion
of supplying drugs, assault and murder.

Insp. Kumar said Mrs MacKeown could still be investigated for leaving her
daughter at the resort while the rest of the family travelled elsewhere in
India.

The officer also revealed that the policeman who originally handed the
investigation into the death and said Scarlett had drowned as part of an
elaborate cover-up had been suspended.

Had it been otherwise, he would have chosen a different subject line

to the Cybergoans, etc.

These lines too are from Dr Virgincar's original post.

" I have requested Manohar Parrikar to record a video interview for
Goanet...and he has kindly agreed.

He will answer questions posed by all of us and the videos will
subsequently be uploaded on Goanet."

The above two lines too clearly indicate that Dr Anand Virgincar
sought Manohar Parrikar's consent to do an interview for Goanet and
only Goanet, that the questions would be posed by Goanetters and only
goanetters and the interview, as and when ready would be uploaded on
Goanet and only goanet, else he would have written *Goanet and others*
.  All other facts gathered are from Dr Anand's and Rajan's own posts
and Dr Anand himself has not denied the same.

I have read, unread and reread all the posts on this subject and I do
not accuse Dr Anand of anything except his inconsistency, i.e. between
the consistent stand he took till he went into a silent mode and the
stand he took in his *final word*. It is Rajan who is the villain in
all this and not Dr Anand. I think I have made that quite clear in my
last post.

Nobody is scared of this venture. In fact, we would love to have
Manohar Parrikar here and we have been very clear about this.  We want
this venture to be a fair exercise and if at all anyone is acting
scared here, it is them.

Dr Anand himself wrote in the past that the Interview would be fair if
a group of moderators would prepare the final list of questions and I
quote him:

" I agree entirely with JC regarding moderators choosing the final
list of questions. My choice is : Bab George Pinto Dr Jose Colaco Dr
Anil Desai Bab Floriano Lobo Dr Rajan Parrikar."

Now, they are singing different tunes altogether. If they are sincere
about all this and they want the interview to be fair , they must
stick to their initial proposal.

Sending a strong message to the Shiv Sena chief, Mr Bal Thackeray and his 
nephew Mr Raj Thackeray for their anti-north Indian venom, the Supreme Court 
today asserted that every Indian has a constitutional right to settle 
anywhere in the country.


The apex court also expressed anguish at the increasing tendency of some 
sections to indulge in violent protests against films, books or paintings, 
which it said, should be curbed with an iron hand.


"India is not an association of confederation of states, it is a union of 
state and there is only one nationality that is Indian. Hence every Indian 
has a right to go anywhere in India, to settle anywhere, and work and do 
business of his choice in any part of India peacefully," a bench of Mr 
Justice H K Sema and Mr Justice Markandeya Katju observed in a 36- page 
judgment.


The apex court made the observation while upholding the Ahmedabad Municipal 
Corporation's move to ban the sale of meat in the town during nine-day 
'Paryushan festival' observed by the Jain community.


The bench's assertion comes in the recent backdrop of the SC comment, that 
it would not brook any Balkanisation of the country.


"We can understand what is happening. We will not allow/permit Balkanisation 
of this country," the court had held on a PIL seeking action against Mr Raj 
Thackeray for his controversial anti-north India remarks.


Mr Justice Sema and Mr Justice Katju said the drafting committee of the 
Constitution had attached great importance to the term "Union" as symbolic 
of the determination of the assembly to maintain the unity of the country.


The apex court said people migrate from "uncomfortable" areas to 
"comfortable areas" in search of their livelihood and other avenues which in 
the interest of the country's unity cannot be curtailed.


"Since India is a country of great diversity, it is absolutely essential if 
we wish to keep our country united to have tolerance and respect for all 
communities and sects.


"It was due to the wisdom of our founding fathers that we have a 
Constitution which is secular in character, and which caters to the 
tremendous diversity in our country," the bench observed.


In an oblique reference to the increasing intolerance to the freedom of 
speech the apex court said some are engaging in violent protests to protest 
"anything under the sun" be it a book, painting or a film.


"These days unfortunately some people seem to be perpetually on a short fuse 
and are willing to protest often violently, about anything under the Sun on 
the ground that a book or painting or film etc. has hurt the sentiments of 
their community.


"These are dangerous tendencies and must be curbed with an iron hand. We are 
one nation and must respect each other and should have tolerance," the bench 
said.


The judgment dealt at length the reign of Emperor Akbar who the bench said 
had banned the slaughter of animals for six months in Gujarat


Referring to the ban imposed by the Ahmedabad civic body, the apex court 
said the Gujarat High Court had taken an erroneous view that the ban 
violated the fundamental right of the butchers to carry out their trade.


"In a multi-cultural country like ours with such diversity, one should not 
be oversensitive and over touchy about a short restriction when it is being 
done out of respect for the sentiments of a particular section of society," 
the bench observed.

Dear Sachin,
It would have helped if you asked specifically which part you did not
understand. I must say that the my grammar in my post is not the
finest. But other than I believe the ideas do come across. In all
probability no one else may respond, so here is what I meant. The
thread as you know began with Jerry Fernandes' query reproduced below.
When that question was asked by JF, "Dear Netters
So what has brought about this sudden rise in the interest of India
amongst the Americans? Is there any truth in this news?" [WASHINGTON
(Agencies)], I responded; answering your vide, "The report indicates
the results of a survey, and unless one says that it is manipulated,
one should take it at face value" I do not need to say it is
manipulated, but since you ask questions in tandem -- SP: "And if one
says it is manipulated, one should give the reasons why one is coming
to such a conclusion," I shall point the general rational behind my
response, and not specific details. I do sense that you feel I am
being irresponsible towards India.

We give our opinions (as if they matter) on a plethora of issues in
this forum. I gave my opinion based on how I viewed JFs question. I
could have made little of it, but too it seriously, and cared to
explain, but also giving examples that force one to think for oneself
-- whether one wishes to do so or not. This is where it begins. I
began by looking briefly at the word "popular" (CAPPED by me in the
excerpt from Jerry Fernandes below), by making an analogy between the
qualities (largely superficial) between a human and extrapolating
those notions (but seeing them deeply and relating them to the country
as an being) onto country  -- in this case India. What I am doing is
attempting to nail down why India is considered as being popular in
the imagination/analysis/or survey of the WASHINGTON Agencies. I also
said, "There are good sides to India, but the USA is comfortable with
an India which is assiduously following its lead on many
issues...(economically motivated) This as well as my examples should
be a response to your point, "There are indeed many faults in the
Indian society, and amongst the Indians. However, one has to see the
broader picture, and this is what those who responded to the survey
have done."

I am not allowing myself to be held in thrall by the pronouncement of
the "popular" for two reasons. First of all, although an Indian I am
not impressed with notions of popularity, and secondly having lived a
life of observation (as have others too) -- the media is the media,
and being the media, seen it(the media) puts out news, including
facts, largely based on the interests of power brokers. So my response
must be seen within this duality.

So my picture, is a broad picture, and will always be a broad picture.
My expressive temper may come across as harsh, but it aims for
precision and the splintering of obfuscation or pithy statements,
which we inadvertently absorb into our social identities. India is
complex, and I do understand that, but India like any other country
has its interests and protects or protests based on how our Mandarins
(very important term here) see themselves, themselves as India, and
India as in themselves. So what I am saying is, the label of "popular"
has a plurality of connotations; we should look beyond the denotations
of "popular." I see Indians as reasonably proud people, but I do not
see Indian politicians from the same mould. This is what I am saying.
I am not banging on the proud swadeshi Indian. People like me will
always make connections and analogies that I can only hope others may
see. These are not done casually, are not tormented by any stretch of
imagination, but may just be a bit more visually forceful than the
comfort level in this forum.

Now JF may respond by at least saying he got the gist of what I am
saying, or that it is pure gibberish.

I wonder whether somehow, we have possibly lost sight of the fact that

1: a 15 year old was raped and was found dead - possibly killed.
2: Goa has become infested by drug dealers and their drugs.
3: this was NOT so until 1966.

A crime (perhaps 2 crimes) has(have) been committed. One which has
plastered Goa negatively in the national and international press.

offending statement is false, but also that Fiona MacKeown either knew

(Tehelka) reporters, posing as arms salesmen, had bribed their way
into the home of the defence minister, George Fernandes, and handed
over £3,000 to one of the minister's colleagues. The journalists found
 many other people prepared to take money - senior army
officers,bureaucrats, even the president of the ruling Bharatiya
Janata party, who was filmed shovelling the cash into his desk.

 The scandal was deeply embarrassing for the BJP prime minister,Atal
Bihari Vajpayee. Mr Vajpayee sacked Mr Fernandes and ordered a
commission of inquiry. The scandal promoted a mood of national
catharsis, and congratulations poured in from ordinary Indians tired
of official corruption.

Tehelka, which had only been launched in June 2000, was receiving 30
million hits a week. But the glory did not last.

 "I had expected a battle. But we had not anticipated its scale,"
Tejpal said yesterday. "The propaganda war started the next day."

Nearly two years later, he has been forced to lay off all but four of
his 120 staff. He has got deeply into debt, sold the office furniture
and scrounged money from friends. "They drop by for dinner and leave a
cheque behind."

The website, which once boasted sites on news, literature, sport  and
erotica, is "virtually defunct". George Fernandes, meanwhile, is again
the defence minister.

The saga is a depressing example of how the Kafkaesque weight of
government can be used to crush those who challenge its methods.

In the aftermath of the scandal, the Hindu nationalist-led government
"unleashed" the inland revenue, the enforcement directorate and  the
intelligence bureau, India's answer to MI5, on Tehelka's office in
suburban south Delhi.

They did not find anything. Frustrated, the officials started tearing
apart the website's investors. Tehelka's financial backer, Shanker
Sharma, was thrown in jail without charge.

Hi Josebab,

Perhaps, you are as baffled as I am about this streak.
How can separatism be combined with the Indian
nationalism of the BJP? If there is an agenda here it
is a rather confused one, devoid of any deeper
conviction or practical significance. Otherwise, it
might just be a campaign of opportunistic pandering to
conflicting interests on Goanet.

[Goanet] Cause of Scarlet's Death (updated)

There have been many downloads of press reports - British and Indian - on this 
saga.  A few accounts have reported more details on Scarlett and her family 
across the continents than the local police could investigate.  Yet, some 
reports give us the sanitized and philosophical feel-good aspects of the story. 
 Goanetters have done a good job of tracking these international press 
accounts. 
 
The likely reason Fiona (mother with 9 kids on British welfare) came on a 
six-month stay to Goa, and now wants to come permanently, is because her 
welfare checks go a lot farther in Goa than in Devon, England. With her checks, 
and as a cheap tourist, she likely figures she could even afford a native nanny 
to take care of her brood - Not dissimilar to the colonial British.  And like 
other hippies in Goa, she may even make some money by subletting her shelter, 
providing food, etc etc. to other hippies.  Unlike the authorities in England, 
the laissez-faire system in Goa, (which she abhors), would not be on her back, 
and that of her kids, to live within the law. 
 
The issue raised several times in many press articles is: Who killed Scarlet 
(and few other hippies). The short answer, in response to public pressure, is 
some native miscreants.  Yet, I submit the Anjuna / Goan police, (including 
Inspector Nelson Albuquerque), who have been accused of sloppy police work, 
have figured the answer to this question a long time ago.  The hippies kill 
themselves!!! Likely the local British consulate also may have arrived to the 
same conclusion, and no longer pursue these fatalities. 
 
The purpose of writing this article is to bring to the attention of Goans, the 
effect of drugs and alcohol, as the same chain-of-events can happen to 
non-hippies.  In fact Goans and Indians, whose liver can less effectively 
metabolize alcohol than 'Whites', may be more prone to this chain of events.  
Also the way alcohol is absorbed and metabolized, it affects women more than 
men, and older men more than younger men. This is important, as many 
vacation-packages include an unlimited supply of food and drinks as an 
incentive deal. Many chronic alcohol users have replaced protein and good 
carbohydrates, as their source of calories, with alcohol.  Chronic alcohol use 
(approved and illicit) affects the stomach, liver, brain among other organs.  
 
Reading Tom Rawstorne's article on Scarlett's life and death in the Daily 
Mirror, the chain of events on that fateful night reads: 
 
First the victim consumed "a frightening cocktail of drinks and drugs - LSD, 
Ecstasy and Cocaine" at her newly-acquired boy-friend Julio's home.  The 
boy-friend became sick and decided to stay home for the night. 
Scarlett leaves Julio and goes to the home of a Dutch girl - Ruby - who at 
16-yrs is only one year older than the victim. The two have a few more "Bacardi 
Breezers" along with Beers and Tequila - drinking them in their taxi and in at 
least two bars. According to Ruby, the two girls were "quite drunk".  In her 
prior encounters with the victim, Ruby describes her as "smoking cannabis night 
and day and often looked stone".  Looks like Ruby, concerned about her own 
violations of Goa's laws, is now living in Spain. 
The victim leaves Ruby's house and heads to the beach-bar "drinking, snorting 
cocaine in the lounge and kitchen and talking gibberish."  This is likely the 
victim's last night on the town in Goa as she is soon joining her mother and 
leaving for home due to her brother's accident in England. 
 
Now two Goan guys enter the picture. In the dim bar light, and high themselves 
on alcohol and drugs, forget to ask the drunk-victim for her ID (to know her 
age). Like young men all over the world, they provide her more alcohol and 
cocaine in exchange for sex (or the reverse). Alcohol has a well know effect on 
humans: "Increases the sexual desire but knocks out the performance". It 
appears the drunks repeatedly try to do what they cannot achieve.  At some 
point the Goans give up and head home - very likely not knowing what to do with 
their mate. 
 
So what killed Scarlet and how did she die?  
Answer: Multiple organ failure. Since I am no forensic expert, here is a down 
load from the web on Cocaine.  Please web search the effects of other drugs and 
alcohol.  What Are Cocaine's Effects? The facts about cocaine, what it does to 
a user:

Wheel Loader of Fometos mining company today was sen back when it came to clear 
the illegal road through Forest. Women of the village then met the mining 
company manager and served strong warning signal in case it tries to resume 
transporting the Ore though Forest. Villagers here are exercising their 
constitutional duty to protect Environment and Forest. Mining company is trying 
to bulldoze its way over the Colamb villagers even as the Goa Bench of Bombay 
High Court has admitted the Petition in this regard on March 10 2008. Yesterday 
Forest department and Sanguem Police had stopped mining company from 
transporting the Ore and arrested two persons along with one truck and a Jeep 
seized.

There is long drawn battle going on in Colamb over the destruction of Forest 
and agriculture due to mining industry. There are 23 mining leases in Colamb 
alone covering 1510 hectares of land. Total village land is 1929 hectares. This 
is a situation for large number of villages in Sanguem and Quepem Talukas. 
Protests of the villagers are only rising with passing of every day.

Late-1960s. Goa’s monopoly English daily got too hot for the Sequeiras, the 
opposition
UGP leaders. ‘Papa’ and ‘Baba’ Sequeira set to start their own daily, the ‘Goa 
Monitor.’
They ill advisedly decided on a tabloid format, instead of the regular 
broadsheet, but that
is another story.

Goa Monitor’s top brass was rare. Comparisons are odious, but I cannot resist 
drawing
one here. The MGP-UGP-Janata Party candidates from Calangute in the 1977 
elections
had a common trait: only difference was on the time of the day each would hit 
the bottle.
One began early morning, the other at noon, the third by late evening. MGP’s 
early bird
won the worm and became Minister; UGP’s man whose cheer began at noon came
second; the soberest brought up the rear. Drinking patterns, uncanny results!

The top three at ‘Goa Monitor’ – Publisher, Editor, Chief Reporter – markedly 
resembled
Calangute’s trinity. Publisher was the early bird, Editor felt thirsty at 
lunchtime, Chief
Reporter by dinner.

The result was a delectable potpourri of 100% Goan tabloid journalism. 
Unfortunately,
despite the highly talented team, this uneven competition to the monopoly 
newspaper
soon faded out. After ‘Goa Monitor’ shut, Jagdish Rao ran his own tabloid, ‘The 
Blade.’
That, too, didn’t live long.

Tabloids, then as now, were regarded as scandal sheets. Times are changing. 
Goa’s
runaway corruption enabled a tabloid survive some time now. It takes a 
mercenary Ed,
who publicly rents and rants about his dungeon-like “basement flat” and 
privately passes
the hat to buy himself better accommodation. Judge his measure of success when, 
at
the last of his ‘multiple’ 60th birthday celebrations – at 5-star hotels and 
Kala Academy,
on different days – he facilely raised Twenty Lakhs from people who must have 
had a lot
to hide, with Chief Minister Digambar Kamat himself promising the deficit of 
five lakhs.
My thoughts strayed.

True competition to Goa’s monopoly English newspaper arrived in 1978, when 
Margao’s
‘West Coast Times’ (WCT) took off. It was a modern newspaper by Goan yardsticks,
from production processes to well-staffed editorial talent. MG Bailur, a 
Dakshin Kannada
Konknni-speaking grandfatherly figure, pulled out from retirement, was Editor. 
Younger
YM Hegde, with FPJ veteran PR Menon as News Editor, ably assisted Bailur.

On writing skills, Bailur had no peer among Goa’s English-segment Editors … 
even if
grandiloquent, and wrote in such classic Victorian that a single sentence could 
run into
200 words. His rare eloquence turned an abstract notion into so tangible a 
sentence one
could touch it. Bailur had a combined mastery over words, construction, 
punctuation –
and their seamless flow. Within months, WCT was well on the potential to its 
proprietor’s
pan-Konkan dream. But for the proprietor’s reliance on bad managerial advice, 
WCT
could’ve blazed a path-breaking trail in Goa’s journalistic history.

The monopoly paper, meanwhile, brought in a young Editor. Bikram Vohra came with
new ideas, infused new life into the creaking Old Lady, and, typically, ran a 
Page-1,
Column-8 feature called the *Ninth Column.* (It was later nicknamed “Fifth 
Column,” for
reasons we shall shortly see.)

Bikram was an ex-Indian Express hand. Its fledgling Ahmedabad edition was just 
unable
to match the ToI. Ramnath Goenka marched the resourceful Bikram to Ahmedabad. As
Resident Ed, Bikram’s trademark gimmickry soon became legend. Within days, he 
had
the town painted red, with posters that screamed, *KEEP AHEAD OF THE TIMES,
READ THE EXPRESS.* Classically Bikram.

In Goa, Bikram was even-handed with the warring Congress factions, led by Babu 
Naik
and Dr. Willy. Babu was related to both Bikram’s proprietor and publisher. When 
asked
to bend, Bikram inexplicably went overboard, with a full-throated war cry 
against Willy.
To people like Dr. Willy and his Sancho Panza, Govind Panvelkar, Bikram turned

another from
the trio (whose own paper had carried the report) was the culprit. Our hero was 
only

Actually, it was not LIVE as both music and song/voice played from a
pre-recored CD.
H Britton was only LIVE on stage pretending as if he is singing live.

thank God, there were not much of Tiatr audience as 95% were  others incliding
non-Goans.

That was not very nice to do by such a senior actor.  At once stage, a wrong
track was played instead of his announced song 'Marilina', and it continued for
30 seconds and thats where people caught him...where as I found out 
immediately when he started singing Bandra Festak as he sang one new song
himself before on pre-recorded music.

Many others too gives their shows on a pre-recorded music CD but singing LIVE.
Recently, I watched bab Andrew show during IFFI 2007.

I have accidentally found this site about 3 years ago and since then they are
also available (via the the links)  with the little group I have- Goan-nri.
I don't know if any other konkani songs were availble on the net  before that

JoeGoaUk started his Goa related videos/songs on the net since August 2006.
Now a days, particularly during the last six months or so, one can find many
video songs on the net most of which are directly uploaded from VCDs(as in 'cut
and paste')

Anyway, it is good to know our Goa/Konkani/Culture etc gaining popularity on
the net.

Not just the providers or the uploaders can help promote Goa Konkani on the net
but you the viewers or the listners can help too.

discussion but refrained from doing so since many people on this forum
blindly accept dogma, and have ready and complicado explanations for their
abominations. If not, they will paint an idealistic picture and say what
people *ought* to be doing, as opposed to admitting what the problem is.

Look at our elected representatives. Many of them are Catholic. Their
actions don't prove it. The accused in many robbery and rape cases are also
catholic. It's an inconvenient truth that our youth are going even further
away from the teachings of the Bible. But then, of course, it's easier to
give excuses.

Ah, indeed.  I refuse to place an order for Goan food in 
Hindi or any other Indian language except Konkani.  
Can you imagine the ignominy? - Xacuti hai, bhai?  
Arre Khatkhate lao?

But don't despair.  There are so many authentic Goan 
gustatory experiences squirreled away in hole-in-the-wall 
galleys.  You won't find them listed in the Lonely Planet 
or on travel websites.  For the high end authentic 
experience, Riorico at Mandovi is at or near the top 
of its game.  But the real Goan manna is to be had at 
the humbler haunts, a comprehensive catalogue of 
which is the need of the hour.

  The Forest officials of Curdi Range Forest, Sanguem have detained two mining  
trucks for illegally trespassing into reserve forest at Gulkond Donger at 
Colomba. 
  Sources informed herald that the truck bearing Registration No.GA-02-T-8304 
and GA-09-U-1999 inorder to go to a mine functioning  in Gulkond Dongor 
trespassed into the reserve forest  which was attached by the forest officials 
lead by RFO Fadte attached to Curdi Range. 
   
  Village sources informed herald that the mine which is operating in Gulkond 
Donger there is no way for the company to transport the ore and the only way is 
through the reserve forest. That the Forest department has raised a barbed wire 
fencing which the mining company tried to remove on many occasion inorder to 
enable  them to start transportation of ore, which attempt have repeated by the 
company after the filing of the writ petition in the high court by the 
villager. However every attempt of the company has been foiled by the vigilant

performances in the year 2007 by the All India Chess Federation as  per the 
press release on the official AICF website.


Monginis Brand Ambassador Bhakti Kulkarni will be eligible for Rs. 40,000/- 
for the silver medal which she won in Tashkent, Uzbekistan. Ivana will be 
richer by Rs. 100,000/- for the Gold medal in the World Youth in Turkey and 
Rs. 50,000/- for the Gold medal in the Asian Youth in Al Ain, U.A.E. Their 
coach Raghunandan Gokhale, India's first Dronacharya awardee, will also get 
coaching awards for their performances as well as for the two Bronze medals 
of Shalmali Gagare (in Asian and World) and Gold Medal of Shardul Gagare in 
the Asian Youth Championships.


This run of success started after both the girls stood third in the national 
championships in their respective categories in 2005. As per the new AICF 
dispensation and thanks to the confidence they enjoyed with the Ministry, 
there were three entries sent officially for both the Asian Youth and the 
World Youth and that is where the Goan kids managed to capitalise. The 
previous AICF body would generally send  only the first placed player in the 
Nationals to the World Youth and only the second to the Asian Youth. In this 
method, the third place never figured in the teams for official 
participation.


'This year, we will apply for even more spots,' said the AICF Vice President 
Sameer A. Salgaocar and that way 'there is a chance that 4th placed 
Harikrishnan can  participate as a selected player in the World Youth and 
Asian Youth in the year 2008 itself'. The previous performance of the Indian 
kids should stand them in good stead when the proposal is put up to the 
Ministry of Youth and Sports Affairs and we  should all cross our fingers 
for young Harikrishnan!

Many a times this question is asked and varying answers are given, can as 
many people as possible define a Goan?  Is/was the definition same pre to 
1961 annexation and post 1961?


Perhaps some of our Goan professionals and few philosophers can shed their 
expertise, euphoria or whatever one would like to call it in these days and 
years. These definitions hopefully will meet with the thinking of Goans from 
Goa, Goans from India and Goans from Africa and elsewhere.

[Goanet] ALERT: Construction project on the hill in Old Goa

Last week on my way up the hill to the Chapel of the
Mary Mount in Old Goa, I saw a fresh clearing on 
right side uphill and a dirt road leading in.  My driver 
and I immediately sensed something new was afoot.  
This is afterall Madkaikar territory.

Today at Cafe Tato, I happened to eavesdrop on
an animated conversation between 3 men on the
adjacent table.  They were discussing the parceling
of plots on that very hill, licking their chops at the
prospect of interested clients, squealing with delight
thinking of the superb views of the Carambolim Lake 
and the surrounding countryside afforded from 
atop the hill site.  By the time they left, the entire
table must have been awash in drool.  These were
Catholic men presumably acting in concert with 
the Hindu champion of the downtrodden.  Ergo,
this is a secular project.

Another hill, this time adjacent to the Chapel of the 
Mary Mount is on the chopping block.

I could take pictures and post them here, BUT WHAT
DOES IT MATTER?  WHO IS LISTENING?  WHO CARES?

RESPONSE: May be true what the man says, but where there are prices
stated that is the minimum reserve price at auction and in effect if
the minimum reserve price of a property is set at USD250 then it will
sell. Since Mario wants to expand his ever growing portfolio of
investments, he should attend the auctions. He should further mop up
the market in Goa...he has been advocating that the property market
there is a steal.

As to the walk up London tenement, it would be worth more than this
nice looking property in Toledo Ohio. £1 is now USD2.00;_

If one knows how the inter bank markets work then one would have
surmised that it was perfectly possible, that interbank one year money
actually traded at 23 percent, with prime being 21-1/2 percent.

Not any one can avail money at prime rate; Prime rate is the rate
offered for top notch names, corporates borrowing are usually charged
a spread over that rate. Now I shall give a lesson in interbank
dealings:

Funds are quoted at say 3-1/8 - 3-1/4 percent through a broker, for
say a certain period.

That is the bid price if one is a lender is at 3-1/8 and if one is a
borrower the rate is 3-1/4 percent. Now the crux is if the lender can
lend to the intended borrower. Every Bank has a trading and lending
limit for each other. Moreover there are mark ups for different tier
banks. For some Banks the credit just dries up and there isn't even a
price at which money can be obtained - ask Bear Stearnsperhaps
shortly to be followed by Lehman Bros. The USA under Republicans does
not interfere with markets ? :-))

Banks frequently call up each other asking for dealing rates and among
the top notch banks the 1/8 spread is quoted. When a Bank, that is not
top notch approaches then the bid side would stay the same but the
spread could go a much as 3/8 to a 1/2 percent, sometimes the Bank
will say I pay so much for the various periods i.e. bid only. If the
counter party asks for the offered or lending rate then it could be
even 1 percent the other side.

Now during the tight money period of early 1980's interbank dealing
rates were way, way up and much, much higher than prime.

It was not so long ago that Mario claimed that prime, never even went

Now if one wants to trade say FX no sweat, so long as the counter
party has a dealing limit for you. It is not like dealing in stocks
and shares - but even here one's broker will have a limit on the
buying side for you  - in case you cannot deliver the cash also
depends on the limit set up !

Mario should go back to Ann abor or where ever, to gen up on the
period when USD interest rates were above 20 percent, he will find
that some regional USA Banks might have paid even more than 23
percent. Certainly RJR Nabisco, had a Bond issued by Michael Milken,
the Junk Bond King of Drexel, which paid 26 percent.

I shall not enter into any more discussion on this thread; i.e. take
it or leave it.

I appriciate for interest shown by you on dull issue like CHESS in GOA.

I fully agree with Ann Marie Mario and others regarding Catholic religion. What 
Jesus Christ preached and practiced is far different what we get now a days in 
catholicism.is nothing. Actually it is true that apart from hearing masses, 
receiving sacraments and saying rosaries we have nothing very concrete with us. 
Today the world is faced with lots of problems.Divorce, juvenile deliquency, 
rapes, murders, poverty etc but the church is indifferent to all these. The 
word of God find no prominence in the liturgy of the church except the three 
readings at the mass. The lay has lot of potentials to propagate the word of 
God but the clergy wants upper hand and will try to stop the lay from spreading 
the gospel.Love God and love neighbour is only in words.

Rawanfond girl crushed to death

A pall of gloom descended on Rawanfond area after a
16-year old girl student was crushed under the wheels
of a loaded truck at Rawanfond on Wednesday afternoon.

A student of Rosary High School, Navelim, young Jessila
Carvalho as usual was heading towards Navelim on her
cycle for the afternoon tuitions in view of the fast-approaching
SSC examinations, when she was knocked down by the truck
from behind. The girl was run over by the truck when she came
under the rear wheels. She breathed her last on the spot.

A team of Margao police personnel had to face the wrath of
the agitated locals as they came late to the accident site. Locals
alleged that one of the constables was under the influence of
liquor, an allegation later denied by police officials.

Sources said the young girl was busy preparing herself to answer
her forthcoming SSC examination when fate proved otherwise.

PI Santosh Dessai and PSI Navlesh Dessai rushed to Rawanfond
upon hearing the news and to keep the tension at bay.The body
was later shifted to the Hospicio hospital for post mortem
examination.

PI Santosh informed that a case has been registered against the
truck driver for rash and negligent driving causing the death of
the young girl. The driver, however, has got himself admitted
in a private hospital for some ailment.

What is Goanet?  Can it influence Goan voters?

What is Goanet?
GOANET  is a NET meeting place for SOME  GOANs spread all over the world,
including India.

Up to 97% of Goanet members live outside Goa/India.
Up to 3% of the total members come to attend the meeting regularly and as such
they are the active members of the Goanet. 
Up to 85% of Goanet members  are falling under the category of ‘Silent Members’


If Goanet is one big water-Melon with just 5 different sized slices, the
largest slice would constitute those who are in their age group 51-65 followed 
by 35-50 then 65+ and below 35 being the smallest slice.

There may be very very  few or none at all  below the age of 30.

Goanet  is like a ‘day centre’ for most Senior Citizens or OAPs members.

Goanet is the single largest & the oldest  NET meeting place (mailing list) for
NRI Goans on the web.

The single main reason why Goans are seen in large numbers here
is because  it is FREE.


Can Goanet influence Goan Voters?
I don’t think so.
They can only talk and talk on Goanet  as we do the same in our ‘Bolcao’ or
‘Tintto’ about the Goan Politics or its Politicians but no amount of talk or
gossip will influence the Goan voters.

Why?

Simply because Goans (and non-Goan)  living in Goa or the MLAs or the Ministers
or the Goan politicians etc etc are not part of Goanet.

Up to 80% of the Goanet members don’t even have Voting Rights in Goa as they
along with their families settled abroad. Remaining 17% may have voting rights
but they are not likely to visit Goa just for voting. eg some of them may be
working abroad under fixed term contract basis  etc.

Few Gulfies  may disagree with me saying although they are abroad with or
without voting rights, they can still influence their wives (Parents or
children above 18  if any) who they leave behind in Goa.  

Well, in  Goa voting has become a business now and as such the highest bidder
get the vote. Current going rate is Rs.500-1000 per vote. It’s simple!  ‘Give
and Take’.

Will you accept money?

Why not?

After all voting is secret. Not even my husband has to know about it

Fiona MacKeown was by no means the first parent of a large family to
travel from a rambling home in rural western England, in the middle of
a damp winter, and see what Goa had to offer by way of diversion.
Evelyn Waugh had six children (a seventh died in infancy); Fiona
MacKeown had nine (eight since February 15, when her 15-year-old
daughter Scarlett Keeling was found dead on the beach at Anjuna).
Waugh travelled from Piers Court, a Georgian mansion in
Gloucestershire. MacKeown came from a huddle of caravans near
Bideford, Devon, a home summarised as "a mountain of old tyres ...
empty beer bottles ... and rubbish" by Wednesday's Daily Mail. But the
bigger difference is that Waugh left his children behind.

He came to Goa in December 1952. "The scenery [is] delicious ... the
people soft and friendly," he wrote to his wife. The Portuguese colony
made a great deal of him. A car and guides were provided. While he was
shaving one morning in his hotel, a solicitous official appeared and
said, "All the peoples in Goa are asking how you slept." Waugh was no
stranger to drink - nor probably to drugs in his youth - and like
MacKeown he was a great traveller, though not a Romany. What he wanted
out of Goa, however, was a religious rather than a sensual experience.
As a Roman Catholic, he had come to witness the exposition of the
sacred relics of St Francis Xavier, the Jesuit missionary whose body
had been brought back from China to Goa in the 16th century, where it
had lain (minus its right forearm, which other missionaries had hacked
off and taken to Rome) miraculously preserved in its glass and silver
casket ever since. Waugh joined the queue in the cathedral, kissed a
foot ("one brown stump of toe emerging from the white wrapping") and
then went off to a five-course lunch in the palace of the patriarch.

What did the name "Goa" mean then? In the west, almost nothing.
India's independence five years before signalled that colonialism was
coming to an end, but the countries of western Europe still had plenty
of colonies. Goa was merely the oldest, a small enclave in India taken
from its Muslim rulers by the Portuguese in 1510. The conquerors'
religious zeal and skin-blind sexual desire meant many Goans were
Catholic and of mixed race, but this hardly recommended them to either
the rulers or the ruled in British India. All the qualities that were
later distorted and exaggerated to make Goa "the world's number one
party destination" met Anglo-Saxon disapproval. The explorer and
translator Richard Burton, there in the 1840s, found it "a worse than
useless colony" filled with drunk, lazy men, and abundant evidence
that religious conversion and miscegenation led to "the utter
degeneracy of the breed".

Degeneracy to one writer in one age is harmony to a different writer
in another. Ten years after Waugh departed, his friend and fellow
Catholic Graham Greene arrived to write a piece called Goa the Unique.
Goa had been repugnant to Burton; to Waugh it seemed either sacred or
quaint; but in the give-and-take of its villages and mixture of
religions Greene glimpsed of a happier society than many countries,
including India at large, had achieved. He stayed with a civil servant
in a government bungalow. The civil servant's young wife, Maria Couto,
remembers that at a party one night Greene was offered Benzedrine and
took some. The Coutos had never seen recreational drugs before.
Remembering this to me this week, Maria Couto said, "The important
thing to stress is that it wasn't offered by a Goan - it came from a
German girl."

The year was 1963. Two years earlier India had invaded or "liberated"
Goa after a long confrontation with Portugal's dictator, António de
Oliveira Salazar. As Maria Couto explains in her recent history of
Goa, A Daughter's Story, it was the years of Indian blockade that laid
the foundations of a new Goan way of money-making that you might say,
taking an impossibly long view, killed Scarlett Keeling. Salazar was a
defiant imperialist who determined that Goa would survive any
shortages. Imports went far beyond local needs: potatoes and oranges
from Europe replaced Indian sources, but there was also gold, watches
and liquor, with the surplus smuggled to India. Goa's iron ore
deposits became an ever more crucial export; mining licences were
granted indiscriminately. Agricultural labour became scarcer, the
coconut crop smaller, the police more corrupt. What Couto calls "a
seamy side of life" developed that was well placed to take advantage
of every drug-seeker, sun-worsh

I'm being drowned by a whole lot of information about  the British mother of 
murdered teenager in Anjuna, indicted for murder when she was young and naive 
and trusting, five different fathers of  her children, her lifestyle and so on. 
CCC-IBN and NDTV showed her caravans in UK and details of how she is living on 
dole etc. They are trying to completely discredit her,take away the spotlight 
on where it should be,namely the drug mafia and easy access to all kinds of 
drugs,late night illegalities and unchecked crime thriving with 
politicians,police,mafia nexus.Latest is Fiona served with summons at 10PM, to 
report to Anjuna Police station next morning.Why at 10PM? Then tests to 
determine age of  Scarlette, so they can say she was not a minor and get those 
guys off the hook with"consensual sex"?.  Our CM says case cracked, and that 
should be the end of it!  Todays paper reports two british girls got separated 
at a Sangolda Disco at 4AM, and one went missing!Anjuna cops now in a
 tizzy, found the other missing girl, dead drunk and fast asleep on the steps 
of a guesthouse in Anjuna and reportedly escorted her home. Our Tourism 
Department AND British Embassy needs to note such profiligacy by their citizens!
Public pressure is required, to prevent further investigation and stem exposing 
,like they managed for Tehelka!The Army officers involved were punished,but 
secretaries/public officials, not only kept the money Tehelka bribed them with, 
but were promoted and are still living in style!Tehelka was hounded to penury 
and to close down! I completely agree with Marie Dsouza, and  wish Goanet can 
spearheading a campaign for using this occasion to galvanise  public opinion to 
save Goas reputation and  from becoming a crime ruled State!.

subject line. The report indicates the results of a survey, and unless one says 
that it is manipulated, one should take it at face value. And if one says it is 
manipulated, one should give the reasons why one is coming to such a conclusion.

There are indeed many faults in the Indian society, and amongst the Indians. 
However, one has to see the broader picture, and this is what those who 
responded to the survey have done.

DOHA MARCH 14, 2008: Christians in Qatar opened their first church on Friday, 
joining fellow believers in most other Gulf Arab states who have long been able 
to worship in churches rather than homes and other venues.
  An inauguration event was held for St Mary's Roman Catholic church in Doha, 
the first of five that will be built in Qatar.
  The opening of the church was attended by high-ranking diplomats, Catholic 
religious leaders and Qatar's minister of energy and industry, Abdullah bin 
Hamad al-Attiyah.
  
  "The church will send a positive message to the world," Attiyah told 
reporters.
  The secretary of the Anglican church in neighbouring Bahrain, Yussef Haidar, 
boasts that the tiny state "hosts the first church of the Gulf region, founded 
in 1906 by American Anglican missionaries".
  Kuwait has about 10 churches.
  Complaints by some Christians that they were forced to rent private 
residences and turn them into places of worship, prompted the Kuwaiti 
government three years ago to allot two large plots of land for new churches.
  The United Arab Emirates, which prides itself on its religious tolerance and 
cultural diversity, also has several churches used by hundreds of thousands of 
Christian expats, mostly Filipinos, Indians and Arabs.
  Land for churches in Oman has been donated by Sultan Qaboos.
  However, Saudi Arabia, which adheres to a rigorous doctrine of Islam known as 
Wahhabism and is home to Islam's holiest sites, bans all non-Muslim religious 
rituals and materials.

  TODAY, when the first Catholic church in Qatar is consecrated by Cardinal 
Ivan Dias at Mesaimeer, a remarkable milestone in the history of Qatar will be 
reached. Although this is the first Catholic church in Qatar, it is not the 
first church.
  Centuries ago, long before the Revelation of Islam in the 7th century AD, 
Christian communities flourished along the shores of the Arabian Gulf and 
southwards along the Indian Ocean. They were followers of the Nestorian 
doctrine, named after a Syrian monk, Nestorius, who died in 451 AD. 
  
  Christianity spread from its earliest home in Palestine and found homes among 
both Jewish and Hellenistic populations in both settled and nomadic 
territories. A 2nd century writer, Justin the Martyr, speaks of the spread of 
the faith among ‘tented herdsmen’. The first Christian king, Abgar, ruled from 
177 -212 in what is now Iraq. The earliest church building yet found, at Dura 
on the Euphrates river, dates to the 3rd century. There is evidence of 
Christian monasteries located along the overland trade routes in the region and 
acting as caravanserai.
  The historical recreation of the spread of Christianity in the Arabian Gulf 
is difficult and is complicated by the disappearance of many written records 
during the numerous early conflicts in the region. But what is known from 
Byzantine and Syrian ecclesiastical records is that there were five sees 
[bishoprics] on the western side of the Gulf by the early 5th century.
  Qatar was one of the five, and the area included the whole peninsula. Along 
with Bahrain and the eastern seaboard of Saudi Arabia, it was known by the 
Syrian name of Beth Qatraye. The diocesan bishop in Qatar from c.650 onwards 
until at least 676 was Thomas. In that year a Council was held in Qatar to deal 
with some disciplinary issues which had been troubling the Gulf churches and 
the names of several bishops who attended the Council are recorded, including 
that of Bishop Thomas.
  The see of Bahrain included the mainland, probably stretching from north of 
the present Jubail southwards through the Al Hasa oasis and including Qatif. 
Hatta is known to have had churches and bishops.
  The other sees were Darin, now known as Tarut Island and situated just off 
the coast of Saudi Arabia, Mashmahiq, which is the modern island of Muharraq, 
site of Bahrain Airport, and ‘Uman. The see of ‘Uman, which included Oman and 
the area included in the present-day United Arab Emirates, was based at Suhar 
and the province had links with India and East Africa.
  One of the greatest of the pre-Islamic poets, Labid, was born in the mid-6th 
century. In later life he converted to Islam and was honoured by having some of 
his work chosen as mu’allaqat: written in gold letters and hung inside the holy 
Ka’aba. In early life Labid wrote a fascinating account of his travels down the 
east coast of Arabia and describes, as he approached settlements, the beating 
of clappers [naqus] of the churches calling the inhabitants to worship.

their mother-tongue means that the majority of those speakes are in
Karnataka and elsewhere.

If posible could you kindly provide information on scripts used for
the 122 languages? I know this is a bit much to ask, but please do so
if time permits.

No one will dispute Shantaram Naik's views expressed in the Rajya Sabha that 
"it was for the family of Scarlett Keeling to see if young girls should be 
allowed to move freely at midnight on the beaches". In fact, he was only 
echoing what Chief Minister Digambar Kamat had enunciated on the national 
electronic media a couple of days earlier. However, in like manner, it may be 
pointed out that it is for the government and administration to ensure the 
prevalence of  law and order in the state. And no matter the provocative 
behaviour of tourists, there is no justification for the sorry end of this 
unfortunate waif. Our concern should be the lack of respect for the law and 
dignity of another human being, the shoddy work of the law enforcing agencies, 
and most of all our depraved environment that attracts such tourists and gives 
our kids the idea that drug running and other such dubious trades are perfectly 
acceptable ways of earning a good living. The corollary to this of course, is 
the lack of sanctity for human life - the perception that all beings are to be 
used in the fulfilment of one's desires, pleasures and selfish aspirations.

The Scarlett Keeling tragedy should shock Goans into looking beyond the 
technicalities of the police investigation, into the more profound issues 
involved for Goa and Goans. The entire unsavoury episode in fact, should compel 
us to take a long, hard look into the deeper malaise afflicting our society, 
which includes the police, the politicians, the government, the administration 
and each and every one of us Goans, who have remained mute spectators over the 
years as we permitted our culture and identity to be mercilessly eroded in a no 
holds barred chase in pursuit of the pot of gold at the end of the tourism 
rainbow.

It is an open secret that Goa has gained a well deserved international 
reputation as a destination that is willing to cater to any perversion, 
provided the price is right. And it is not surprising therefore, that "mafiosi" 
from other parts of the world have honed in on little Goa, carving out 
"territories" under their jurisdiction, exposing  in the process, the 
deplorable condition of law, order, governance and indeed, calling into 
question the very sovereignty of our state.

This was a catastrophe just waiting to happen. Surely, police intelligence 
could not have been ignorant of the innumerable illegal and unlawful acts that 
were being committed over the years to pander to the tourism trade. Their 
deliberate dereliction of duty in turning a benevolent blind eye to all the 
shady deals has been responsible for unleashing a "free for all" atmosphere, 
where anything and everything is acceptable.

The issue here, is not Fiona McKeown's alleged negligence as a parent, or 
Scarlett Keeling's morality. Hopefully this family will soon fly back home and 
become the problem of the British government. The focus for us Goans should be 
on what we are doing to our kids - youngsters like the duo who have been 
arraigned in this case. Youngsters who have in all probability grown up in the 
decadent environment of the coastal tourism belt, where drugs and other forms 
of permissive behaviour are a way of life. Youngsters that are part of a 
desensitised community that has lost its dignity, integrity and devalued its 
precious heritage by turning it into a pitiful caricature in a desperate sprint 
to worship at the temple of materialism. We have bred a confused, lost 
generation precariously negotiating a disastrous path through the squalid bye 
lanes of the life that we have created for them.

At least now, let us not squander our outrage. Let us as a community, 
collectively demand from our ruling elite, the decent governance that we so 
desperately require. Let us cultivate and adhere to our own standards and 
values instead of blindly emulating much vaunted global norms and culture that 
are being insidiously imposed upon us so that our tourism reflects what we 
really are. Yes, let us get off the disastrous path we are traversing. Because 
time has run out. We have reached the precipice. And our children are paying a 
heavy price.

crocodiles, leopards, deer, mangroves, etc. with restricted core areas and 
open areas, as well as sanctuaries, community reserves, reserved forests,

 a.. To encourage beach decongestion, and to execute meticulously the Beach 
Management Plan after formulating it wherever not available.

sanitation facilities, communication facilities and appropriate security.

Subjunior (Under 15) Chess Championship

which will be organised at the Mir Sultan Khan Chess
Academy, Sanvordem in the near future.

In January, Anurag (ELO 2106) registered Goa's best ever
rating performance at the Parsvanath Open Chess
Championships where he managed to draw with 4
International Masters besides beating a couple of
top rated players. He was also awarded the 'Outstanding
Player Award' by GENO and the Sports Journalists
Association of Goa in 2007. Anurag's next tournaments include
the FIDE Open Rating tournament in Trichur in April
and the very strong International Grandmaster tournament
in Mumbai in the month of May. His Goan statemates Umang
Kaisary and Niraj Saripalle will join him in participating
in both these events.


The first Goan boy to win an international medal Cyrus
Perreira will also be felicitated simultaneously. Cyrus
(ELO 1870) won the Gold Medal at the Under 11 
section of the Asian Schools Chess Championships 
held in Sri Lanka in January this year. Both the kids
are coached by Akash Thakur of Nagpur, widely 
considered one of the outstanding coaches in India.
When contacted, Akash mentioned that both the 
players would 'go on to win greater laurels for both

Goa and the country'.

AICF Vice President Sameer A. Salgaocar mentioned that
there has been renewed interest among corporates to sponsor
upcoming chess players in Goa such as Cyrus and Anurag. 
Presently, Woman FIDE Master and reigning National Junior

Girls Champion is the Brand Ambassador for Monginis,
a leading confectionary manufacturer in India. 'We have also
received tremendous support from the Sports Authority of
Goa and hopefully this trend will continue', Salgaocar
stated.

  In this little land where we ourselves admit to having a crab mentality, I'm 
proud of the fact that I have never ever been the first to critcize or attack 
anyone either in print or otherwise. I've stooped to answer back some people 
when their attacks on me reached abnormal levels of stupidity and put them in 
their place, yes. I've attacked my darling corrupt politicians, yes. 
   
  But I've never been the first to attack a lay person, certainly never a 
fellow artist or writer, however much I may have disagreed with his work. There 
are two reasons for this. 
  One, I believe everyone is entitled to their own opinion. Two, I just don't 
find it important enough to waste my time critisizing others.
   
  I'm therefore amazed at the importance I'm given by some in our little Goa. 
  Every time I sneeze, so many so-called intellectuals jump up to comment on 
it: editors of dailies, editors of weeklies, columnists, humorists, writers of 
letters-to-the-editor, etc. 
  Wow!  I'm touched. 
   
  Thanks fellas, but I'm really not that important, you know. Don't get so 
psyched by my achievements, titles, awards etc. 
  Breathe easy, don't feel  threatened or jealous. I'm just an ordinary normal 
guy doing his thing. Promise.
   
  So excuse me for sneezing, but get on with your lives. And if you dont

Again, arresting the so called murderers, is end of the problem? What is

Considering all that I've flung at you in the recent
past, if you're still chuckling nay laughing at my
posts, I take it all is forgiven then :-)

Incidentally, Ole Tom is a three times Pulitzer Prize
winner and has been writing about Terrorism in the
Middle East before the likes of Harris, Dawkins and
Hitchens made it fashionable to do so, and might I add
his observations are a lot more astute and egalitarian
than theirs.

[Goanet] Confusion over tourist's death.

Dear Editor,

   The discussion in the media about the unfortunate death of the 
British teenager Scarlette Keeling is hotting up, but at the same time is 
confusing the real issue.   There have been many questions raised about the 
irresponsibility of Scarlette's mother who left her minor daughter in the 
care of a local tourist guide whom she barely knew.   Her irresponsibility 
is further highlighted in the British Press by the revelation that she has 
had nine children by five different men and that she seems to have evolved 
her own personal code of ethics.   However, all this is besides the point. 
Questions have been raised in Parliament about the need for the 
investigation to be handed over to the CBI.   The Government has turned down 
this request on the ground that maintenance of law and order is a State 
subject, and that the Central Government is not authorized  to interfere in 
the ongoing investigations.


   The real issue, however, is not the investigation into the 
alleged murder of the British teenager, but the role of the Goa Police in 
the entire episode.   Fiona McKeown,  the mother of the murdered girl, in 
her letter to the Prime Minister of India, explicitly accuses the Goa Police 
of obfuscating the investigations.  She also explicitly alleges a nexus 
between the Police and the drug mafia which is operating in the coastal belt 
of Goa.   Surely these are more fundamental (and more serious) issues which 
need to be looked into by the Central Government.   What is at stake here is 
the complete breakdown of the law enforcement machinery in Goa, which is 
most certainly the responsibility of the Central Government.   Allegations 
are flying around, including some by police officers who request anonymity, 
that the drug mafia has practically taken control of the functioning of the 
police department.  They influence the direction of the investigations and 
even determine the outcome of the investigations.


   The citizens of Goa have, for a long time,  been aware of the 
proliferation of drugs and alcohol  in the coastal belts of Goa.  They have 
been aware of the collusion between the police and the criminals.   Now the 
police themselves are alleging (anonymously) political patronage of the drug 
mafia.


   The situation is too serious to be left in the hands of a 
tainted police administration.   The corruption has spread too deep and too 
wide.   It is high-time that the Central Government institute a high level 
judicial investigation into the functioning of the Goan police 
administration and indicate remedial actions which need to be taken.

I would second Pravin's views on this. I too have no problems per se
with politicians being interviewed on Goanet and I am all for
intelligent discourses, discussions and debates of this kind and of
this nature. To that extent, I would join you in patting Dr Anand on
his back for his innovative initiative.

Let me clarify that I have no bones to pick with Dr Anand or Rajan and
I am not in any way writing all this for a one -upsmanship and/or to
cause embarrassment of any kind to them or anybody else for that
matter. I accept Dr Anand's contentions that his intentions were
honest, sincere and transparent but if his well-intended venture is
generating more heat than light then he has no one but himself and
Rajan to blame for all this.

There are a lot of issues that have cropped up on account of Dr
Anand's inconsistency and Rajan's stubborn, uncompromising, unethical
and illogical stand in this whole gloomy interview episode. I am
writing this as I feel that both Rajan and Dr Anand are being unfair
and inequitable to Goanet and its members.

I will try to summarize the sequence of events on this subject to
clarify what exactly many of us are objecting to, in the hope that
better sense prevails upon both Dr Anand and Rajan; and together they
adopt postures that are fair, just and equitable to all concerned.

The sequence of Events so far:

1.  Dr Anand moots the initial proposal of uploading an interview of
Manohar Parrikar exclusively on the Goanet Forum, with Parrikar
fielding questions exclusively from Goanetters. In his post, Dr Anand
solicits questions from Goanetters for the said interview.

2.  Though Dr Anand errs in not taking prior approval from the Goanet
Moderators for this venture, he makes amends in the course of future
discussions and deliberations by making it clear to them that they are
free to set their own guidelines for the interview and choose their
own list of moderators who will prepare the final slate of questions.

3.  Dr Anand also mentions here, at this stage, that he has spoken to
Rajan Parrikar to conduct the interview and Rajan has agreed.

4.  After the initial hiccups and after taking into consideration the
great deal of interest that this interview has generated, the Goanet
moderators give their stamp of approval to Dr Anand's proposal and set
a few guidelines to conduct the interview, which are by and large
fair.

5.  All's well that would have ended well here, but this episode gets
an expected Villain. Rajan Parrikar! Rajan acts as stubborn as a mule,
throws several tantrums and begins to behave like a Don. A few try to
make Rajan see reason but they fail. After all, "Don ko Convince karna
Mushkil hi nahin, namunkim hai". Dr Anand goes into hibernation at
this stage while Rajan begins messing things up by putting a spanner
in the proposal.

6.  Rajan does a Goebbels on Goanet. If you repeat a LIE a few times,
it may well end up sounding like the truth. Rajan says that they will
implement the interview as per their initial plan and initial vision,
a big LIE since the initial plan and initial vision was Dr Anand's and
Rajan had nothing to do with it. By Dr Anand's own admission, he
sought Rajan's permission to be the interrogator only at a belated
stage.

7.  Rajan also says that they had made it clear from the start that
they would use Goanet only to solicit questions and they would
implement the whole interview the way they had planned it in the first
place. Another big LIE, as these statements are contrary to Dr Anand's
own utterings which are again on record.

8.  Rajan modifies, reframes and rewrites all the questions submitted
by the vast Goanetters and decides for himself which questions shall
be asked and which questions must be deleted. Rajan does not deem it
fit to give individual credit to the Goanetters who have spent so much
of their time, efforts and energies in preparing/ submitting these
questions.

9.  Rajan thus does a K.P.S Gill on the Goanetters. Gill, it may be
recalled, had rewarded 6 members of the Asian Gold Cup Winning Team by
giving them the unceremonious sack. Rajan does the same, says that
Goanetters have not been asked to spend a nickel or burn a molecule of
their sweat and must therefore go and take a hike. Application of mind
and effort obviously means nothing to Rajan. Thoughts and ideas
similarly have zilch value to him. He feels that he is therefore
justified in not giving the due credit to the vast Goanetters who have
prepared/ submitted their questions; after all, as Miguel has rightly
pointed out, he is doing all this for a cause.

10. Rajan says that he is free to(and he may) publish this interview
on other fora and other media outlets, even though Dr Anand in his
initial proposal made it abundantly clear that Ma

Panaji: Amending a 100-year-old Act, the Goa government on Friday
decided to ban the sale of land to foreigners in the state.

"It's a policy decision that foreigners will not be allowed to
purchase land in Goa. Earlier, there were no proper powers (given) to
the registration authorities in Goa to check whether the Reserve Bank
of India had cleared a deal," State Law Minister Dayanand Narvekar
said.

The Goa government has decided to bring in the Legislative Assembly an
amendment to Section 22 of the Registration Act, 1908, which will
empower the state government to ban the sale as part of public policy.
The budget session of the assembly begins on March 24.

The sale of land to the foreigners had become a contentious issue in
Goa with state government unearthing 400-odd cases of sale of
agricultural property to foreigners.

The state government had constituted a committee, which studied all
the proposals threadbare and referred 298 cases to the Union
Enforcement Directorate for further action.

Officials here said that these cases had clear evidence of foreigners
buying properties in Goa in violation of the Foreign Exchange
Management Act (FEMA).

Section 22 of the Act empowers the state government to refuse
registration of certain documents which are opposed to public policy.

Some of you may have noticed strange and longer delays calling Goa
from Europe/East Coast North America. Apparently there is an internet
outage (link below) where there is a multiple under sea cable
cut...this would effectively effect internet and voice calls from
Europe/Mis-east and Goa for example. So calls being routed the other
way round the world take longer (there is a delay with my friend
Calander answers in the Mupca market).
