Why was the chairman of the Goa Board of Secondary and Higher Secondary Education removed and replaced with a certain somebody? Why was he not replaced with people like B A Gomes or Celsa Pinto? Again, why was the former director of information and publicity removed and replaced with a certain somebody? Then again, why is a certain somebody who heads the Higher Education post, holding charge of three departments? Pedro is fuming, As if there are no other people in Goa. Kitle bore monis sott'ttai (How many good people are decaying). But only certain somebodies are favoured. And now, Cong (O) There were rumbles in the other Congress party the other day. As the top brass-men and women of the Nationalist Congress Party met, allegations of some of the lot playing truant flew around. One fuming matron blasted back, if we're not given respect, our chief will join the Congress and we will follow. She went on to thunder that India's oldest, still functional, party, has been sweet talking the leader for a while into joining back. Now, the chief in question is Dr Wilfred D'- Souza, Goa's octogenarian politician. It prompted a wily congress-man to quip, We should change the party name from Congress (I) to Congress (O) for 'old age home'. Balcao-made weddings Contrary to popular belief, arranged marriages are still considered to be the 'in thing' in Goa. If you are not one of those starry-eyed, 'so-in-love' types, it won't be long before your doting mother, concerned aunt or speculating neighbour tries to hook you up with that 'decent' boy who has just arrived from the Gulf or that 'homely' girl who is a pro at cooking, cleaning and stitching. However, while one would expect the first meeting of the prospective husband and wife to be a pleasant ice-breaker, think again. Mostly held on neutral turf, say at the local restaurant or in the living room of a brother's wife's cousin's friend's house, such meetings have the capacity to spiral out of control. Take the instance of naive Joao and Katarin. Joao a self-employed electrician and Katarin a baby sitter, thought they had finally found their perfect matches in each other, that too over the telephone. When the formal meet between both the families was set up in the balcao of Pedro's distant, farflung relative, Joao and Katarin ex-changed coy looks at each other and even a remote grin. But that only lasted until Pedro's mother paraded up and down, examining Katarin from head to toe en route and quizzing her and her unsuspecting mother about all things trivial. Then came the 'show' stopper. Joao's mai, upon discovering that Katarin's younger sister had already been married off and was even a mommy herself, remarked, Avoi saiba! Of course, Katarin's attempts at explaining that she had to work to help sustain the family as soon as she completed school, fell on deaf ears as her mother-in-law 'not' to be was busy conjuring all the possible reasons why she shouldn't allow her mogacho put (dear son) to hook up with this unmarried 'failure'. So much for living in the 21st century! Till 7 lifetimes do us part And speaking about weddings and the 21st century, we carried a report on Vata Savitri, the ritual where women starve through the day, praying that they be granted the favour of spending seven lifetimes with the same husband. It prompted a reader to call the Panaji office. While complimenting the writer for the article, she quipped, Would men do the same and pray to God to grant them the same wife for seven lifetimes? Our reporter lightly bantered, Maybe you could ask your husband that question? Prompt came the reply, I did ask him this morning, he laughed and walked out of the house. Tears for Portugal The demise of the former colonial power at Euro 08 brings on the customary flow of tears in Goa. Unlike the rest of India where an England defeat is generally greeted with morbid joy. If one mourns the absence of the brand of football associated with Cristiano Ronaldo and Co. that's no longer going to be on display at the European showpiece, that's understandable. But, pray, why does it have to be 'Portugaal, Portugaal, Portugaal' everytime a Euro or World Cup event comes along? Weren't they our colonial subjugators? Are we still carrying the quandary of being Portuguese, albeit in a forced, converted sort of way? Aren't there any takers for the teutonic Germans — also, surprisingly nimble of foot and sublime of skill evident on Thursday night? Or even the underdogs — Russia? Come on Goa. Front formed to fight for Taleigao PANJIM, JUNE 22 - Stung by the gram sabha resolution not to oppose the mega housing projects, a group of people mostly from Dona Paula area today formed a Taleigao Bachao Abhiyan to oppose all such projects. The members of the Abhiyan include top businessman Anand Madgavkar, Johansan Fernandes, Shanti Almeida, Shrikant Naik, Pundalik Raikar and Agnelo Silveira. At a maiden meeting of the Abhiyan which was attended by 100-odd residents, members renewed their apprehensions over the mega housing projects. The government is giving licences to the projects without taking into consideration the pressure this will put on existing infrastructure, said a member. As of now we have problems of water, sewage and electricity and the mega housing projects will add pressure on this, besides the increasing vehicular traffic, said another member. Another member asked can common man in Goa afford a flat in such projects? and answered the question with a big 'NO'. The rates of the flats are very, very high, which only the outsiders can afford, he said. Others felt that the result of such projects is that the land rates in the village has gone sky-rocketing and is beyond the reach of common man. This has tempted the farmers in the village to sell their land for huge sum of money, some other members felt. The Abhiyan also took a potshot at the local MLA saying some people opposed IT habitat but are not opposing the mega housing projects as this is benefiting them. They also criticized the gram sabha as it is being held in most undemocratic way and members are not allowed to speak by the shouting supporters of the MLA. The original list of schedule castes and scheduled tribes was prepared in 1950 has expanded over years, not with the intension of helping these oppressed communities but rather exploit them for creating political vote banks. Surprisingly, since creation of original classification in 1950 till date government has no statistics available about the caste of people. The census figures, which are dutifully generated once in 10 years [1991, 2001, etc] do not have caste data. On account of which Supreme Court of India has asked the government of India to explain the basis on which quotas for OBC are determined and called for the caste data. Once the data is tabled intensions of congress government will be exposed! It will be proved beyond doubt that congress party is using OBCs as their Ornamental Bank of Congress. Meanwhile in a move that could end the debate over classification of creamy layer among the OBCs (this phrase is again a doubt raiser), the National Commission for Backward Classes (NCBC) is expected to give its recommendations to the government by June 30, 2008 on the revised income ceiling for OBCs eligibility for reservation. NCBC appears to have not realized that an annual income of Rs.6 lakh per annum means Rs. 50,000 per month which is far too high compared to per capita income, not only of the country as a whole but also of the non-OBC classes. If this recommendation is accepted by government or approval granted by Parliament, for sure non-OBCs would file a PIL with the apex court challenging this criteria of Creamy Layer since it violates Articles 14 and 15 (1) of the Constitution. It implies that a non-OBC living in penury or subsisting on beggary is deemed to be born with a silver spoon in his mouth, belonging to Creamy Layer by birth. This defies all canons of natural justice. Most Goans (including Indians) appear to have lost trust in NCBC and related State Commissions which are more interested in feather-bedding of the castes and communities which they statutorily represent than in the interest of the nation as a whole. One Goan sharply reacted saying these Congressmen will not rest until they extend the reservation to cent percent!! Congress appears to have forgotten - Integrity is telling myself the truth. Hi Gabe Thanks for the info about the poor in the USA. This has been common knowledge this side of the pond whatever Mario says. I had actually met with the respected black author and columnist, Gary Younge, last year to explore Mario's position on the American poor compared to the middle classes in Europe and got confirmation of the the true picture you and I have always known, and of course, you lived in the States longer than I did and we both freely chose to settle in the UK with no regrets. Re emigrating to the USA, we in the UK are creatures of habit, as are others of course, and would not now readily opt for the USA. Minimally life isn't bad at all in the UK even if we are somewhat congested in the big cities. Where on earth would one get free comprehensive medical care without questions asked about insurance cover etc and with absolutely no payment once one hits 60? Yes, Mario, it is free for us old cogers! We stop paying for health cover at 60. Unfortunately we were cheated on dental care by that comedian of a Prime Minister, Tony Blair. Where would one get free (yes free at 60) travel by train, tube, bus etc in Greater London that makes a car quite unnecessary? Where would one get the fantastic social and ethnic diversity that say London offers? Where else would one get quite the comprehensive quality of media and intellectual stimulation so easily and readily? And where can one be quite oneself as in the UK especially with its great pubs? OK it is far from perfect but for my money choosing between the UK and the USA is no brainer. Further, with a composite population of some 400 million and expanding, the EU of which we are an integral part, has a lot of diversity, history and sophistication compared to the smaller USA---population wise (300 million) and until very recently, blowing cash as though there were no tomorrow! However, there is nothing to beat the USA for those young people keen to get a good post-graduate scientific, engineering and medical education that opens wide career opportunities. On this count, I think the USA surpases any other country for considerable scope in PhD and post doctoral study---notwithstanding Edward's recent 'dictum' in his specialist area of 'knowledge' about the PhD! And oh yes, republicanism appeals to me and the space and its diversity is incredibly attractive in America. Above all, as in Australia, the greater availability of space reduces the need to live cheek by jowl that, in itself can generate tension in a society even though living in big cities is so attractive on both sides of the pond. Let me finish by suggesting that you have had two bites of the cherry on this issue of UK versus the USA. Poor Mario had responded by suggesting that the only test to ascertain the 'greatness' of the USA was to visit the place and note how many want to get there as migrants etc. However, a nameless moderator blocked his post ( I have a copy), saying, quite incorrectly of course, that Mario was off [to]pic. There was absolutely no sign of any 'gatedness' (security consciousness/awareness) or 'gateitude' (attitude) if I can coin entirely new terms just for the hell of it! Further, I could tell very quickly that the location would definitely not need any kind of gates for a long time to come--if at all. Second, middle classes in different parts of the world will look for 'gatedness' depending on the environment. They most certainly do so in many cities in Brazil because murder rates are among the highest in the world in San Paulo, Rio etc. Indeed, well off middle classes there have to commute by helicopter to feel safe and have to employ armed guards too. In neighbouring Buenos Aires (Argentina) space that is money engendered, separates the poorer people from the better off and 'gatedness' of the Brazilian type seems not necessary--as far as I could tell. Third, in the UK, the middle classes definitely do not huddle together. They can afford to stay in more affluent spaced-out areas and particularly well away from council house type of working class areas. The middle classes, and especially those financially well off, progressively move to the more salubrious areas that are determined often by space that money buys, and generally not gates, to keep away the riff raff. In other words, the riff raff are physically distanced from the affluent middle classes and it is quite easy to distinguish areas by social class by just driving through them and I have yet to see a gated-community in my several decades here. In the built-up city, affluent areas generally do not have gates though individual homes may have electronic gates as the increased disparity between rich and poor in Blair's New Labour Britain has been a major contributer to crime. It sure takes quite a while to accurately 'suss' out living complexities in any country. Many history students and academics are part of this community. Mario responds: One can have an opinion about the effects of what happened back in 1961, but is there any dispute about the facts? Fact 1: Goa was a bucolic Portuguese colony in 1961 way past the point when colonies started becoming obsolete with the independence of India in 1947 and the exiting of the Brits and French. These colonists were initially reluctant to leave their cheap source of raw materials and captive markets but the freedom movement led by Gandhi and others prevailed, not in small part because liberal Laborite, Clement Atlee, had replaced fierce opponent of de-colonization, Tory, Winston Churchill, as Prime Minister of Britain. Fact 2: The Portuguese on the other hand continued to hold onto Goa under the bogus sophistry that it was an overseas province until even pacifist India ran out of patience and firmly showed them the door in 1961, pretty much ending the centuries old era of European colonization of countries populated by brown skinned people. So, in response to the debate I would say that, in my never humble opinion, the Portuguese in Goa were conquered and Goa was liberated from India's point of view. Forty seven years later the debate remains something that keeps up the blood pressure of many Goan Portophiles, especially those with nostalgic delusions of the supremacy of white Europeans and have entirely too much time on their hands. CCP corporator Karishetty surrenders PANAJI - The CCP corporator Naguesh Karishetty, implicated by his own people in the pay parking scam, surrendered at the Panaji town police at around 10.45 a.m on Monday and was subsequently arrested under sections 465 (making false documents) and 420 (cheating) of the Indian Penal Code. The under fire CCP corporator was absconding since Friday. The police inspector, Panaji town, Mr Francis Corte told 'The Navhind Times,' We arrested on the basis of statement implicating him. His bail application was also rejected by JMFC court judge, Ms Kalpana Gawas on Monday evening. The police had argued for custodial interrogation to enable them to find out where the tickets were printed or procured from and if there were any more people involved. The police say that the statements of councillors who lodged their complaints were recorded. Mr Rudresh Chodankar, another CCP corporator blamed the municipality staff for failing to do their job. He argued, It is the duty of the municipality administrative staff once the tender is over to re-tender or to send its own staff for collection, and questioned why they had not done the same. Another corporator, Mr Surendra Furtado felt that Karishetty had done a wise thing by surrendering and felt that he should speak the truth and inform who else was involved in it and how long this was going on. The arrested corporator will be produced for remand on Tuesday. The other two persons named after the interrogation of the two earlier arrested suspects who are allegedly involved in this scam - one of them, said to be the manager and has returned to his native state and the other one allegedly from Merces, are still to be arrested. [The huge attendance of GGRM outside the Junta House at 3.00 P.M. for a protest on ex parte stays by the Director of Panchayats on the STOP WORK orders on mega illegal projects in villages was a sign of things to come at the SOLIDARITY meeting with Sebastion Naxalite Rodrigues later in the afternoon ... and enough to rattle the poor Manohar Parrikar]. As predicted in my post entitled Advalpal Sex Scandal [ASS], this has become like the infamous Miramar Sex Scandal, where Manohar Parrikar conveniently denied what he has said and says he was misquoted by the Media. This time the visuals will show ... and the sound track will tell what is the correct thing. One cannot hope to fool ALL the people ALL the time, Manohar-bab! Parrikar's Press Conference was at 4.00 P.M.. By that time, he must have received information from his cronies in the Police Department that the Tristao Braganca de Cunha Hall was full of activists from all walks of life and all shade of opinion. It even included politicians who kept petty politics aside and spoke in solidarity with Seby. From Sattari to Canacona, men and women came from all ages,classes,castes and creeds. By 5 P.M., there was no place in the hall even to stand. The stair case was jammed with people. The meeting went on till 7.00 P.M. Even then, not everyone who wanted to speak could get a chance to speak. They were there to show their support. The sentiment was summed up beautifully by Shridhar Kamat, The people from Ganv Ghor Rakhonn Manch came to Panaji without lunch but they did not go home after finishing their work at the Directorate of Panchayats. They came here ...all hundreds of them ...to show their solidarity with Seby. Earlier, Geraldine Fernandes of GGRM told for all to hear,I have come to say that Sebastian has our full support. We have come to his house in Siolim when his family was threatened by some anti-social elements. We will be with him whenever needed. So now Manohar Parrikar is talking about TRANSPARENCY about FUNDING of the NGOs. Most NGOs, unlike the political parties, operate on shoe-string budgets. Rama Lavu Velip hosts Seby in Colomb. No one pays him a paisa. that is village hospitality and Rama does not even consider it a way of showing gratitude. It is just being a Goan. He and the other villagers of Colomb are grateful that someone has given them a voice and a blogspot. The people who came from Colomb paid their own bus fare. Not to burden them with expenses, only five persons were called from Colomb. No hired buses, no Rs.200/- per head tip, no chicken xacuti andfeni was provided to those who attended. NGOs do not operate like political parties. The people, not money, is our strength. Just last week, the Times of India [Goa Edition] carried a single column news item saying that the BJP Central leaders were red faced when asked how the party could accept funds from DOW CHEMICALS Inc, the American company that owns UNION CARBIDE. For those who do not remember, UNION CARBIDE is the company that caused the BHOPAL GAS TRAGEDY. Will Parrikar tell us how the BJP can live off the blood of thousands of innocents who perished in their sleep at Bhopal and whose families are yet to be compensated? How can the BJP take money from a company that is a cause of so much misery even today as a result of the gas leak? Will Manohar Parrikar make public how much money his party is receiving from the mining companies and the chemical industries in Goa? Will he tell us who footed the bills of the BJP executive when it met at Marriot Hotel in Panaji in 2004 [other than the Central Ministers whose bills were paid by Goa Government under Manohar Parrikar] There are more questions about things closer home to Manohar Parrikar that can be raked up. It is better he does not provoke the NGOs. People living in glasshouses should think twice before throwing even dung at others. The only proper thing for Manohar Parrikar to do now is what he wanted Tara Narayan to do many moons ago: say SORRY for casting a personal aspersion without any cause. Rajan Narayan stood on prestige and lost his job. One did not imagine that would happen. Ditto for the LOO. He is not a law unto himself. Goa was always dependent on other regions for food, other needs and employment. Today we are many times more dependent. For planning purposes, Goa does have to be viewed as an open system not as a hermetically closed one. For this it is necessary to draw up a statement of exchange transactions between Goa and the rest of the world (esp the Centre). A kind of Balance of Transactions. On the outgoing side you could have export receipts, tourism receipts, direct and indirect tax generation etc. On the incoming side the share of taxes, Finance and Planning Commission allocations, other budgetary allocations etc as well as things like energy supply and so on. It would clearly show whether Goa was dependent or a net contributor. If it is the latter then Goa would be within its rights to thump tables to get its fair share of commensurate benefits.
[Goanet] Manohar Parrikar was right in being whistle-blower
At the meeting of the Goa Legislative Assembly Ad Hoc Committee on Home, the chairman is expected to discuss maters related to the Home department with the police. On a blog, a well known anti-mining activist claimed to have contacts with naxals from Jharkhand. Among other aspects of crime in Goa the chairman raised this point. His question to the police was as simple as Are you aware of this?. The police agreed that they were indeed aware of this and would keep a watch. All this has been recorded in camera. If the anti-mining agitation has the potential to get violent, it needs to be corrected. That was the only intention behind raising this point. No accusation was made against anybody from his own imagination. His source was a blog created by Seby Rodrigues himself. This was submitted to the police. It is now for the police to investigate and for Seby to explain. The matter was important enough to be brought up in the meeting. If terrorist activities start even on a small scale we never know what they might blow into if not checked in time. Several groups in Bihar, Jharkhand, AP are examples of strife that started against attrocities and have now turned into terrorist organisations. We never know which group might tap the opportunity of the anti-mining agitation and spread its wings in Goa. Parrikar conducted a press conference on Monday 23rd June. As a rough analogy, imagine a father finding his son active on a website that has anti-social content. He may be involved in social causes as well. If the father asks his wife to keep a watch on him, what wrong does he do by being the whistleblower? Probably I am giving a bad analogy assuming that the readers on this group are mature enough to understand the point I am trying to make. I would beg to be corrected if I have my facts wrong.
