Dr  TERESA ALBUQUERQUE, a writer from Goa who lives between her homes
at Anjuna (Goa) and Santa Cruz (Bombay) happens to be the sister of
pioneering ex-editor Frank Moraes and the aunt of accomplished writer
Dom Moraes. Incidentally, when we met last at the Literati in
Calangute, I mentioned to her the idea from expat journo Eugene Correa
of having a Frank Moraes School of Journalism in Goa.

Born of Goan origin in 1930, at Poona, she was a student of
St.Xavier's College, Bombay, graduated through  the University of
Bombay in Arts with Honours in English and French, and then  in
Education, and has a Masters degree in History and Politics as well a
Doctorate in History.

As a Fellow of  Heras Institute of Indian History and Culture, she
was an active member of the Bombay Museum Society, Asiatic Society of
Bombay, Church History Association of  India, Heras Society and the
Bombay Local History Society.

Dr Albuquerque has been a recipient of  Mahindra Senior Research
Fellowship of Heras Institute, was also awarded a scholarship by Heras
Institute to undertake research on the Goans in Kenya.

In her micro-historical studies, she has delved into the colonial past
of Bombay and Goa with special emphasis on the Portuguese impress.
Dr Albuquerque has traveled widely, lectured on the subject both at
home and abroad  and frequently contributes historical articles to art
journals and newspapers.

Writing from the Mandovi Express en route to Mumbai.

We are right now rolling over the Mandovi river into Divar.  There's 
the church of Our Lady of Piedade in the distance, and oh, the 
finials of the Malar church just popped into view.  And the lush
green fields below- what a resplendent sight! 

Waiting for my train at the Karmali station, I got into a conversation
with my porter, a Gaudo from Karmali.  He said that a destruct 
job on the village of Karmali is in the works, courtesy
Pandurang Madkaikar.  He pointed to a lush field across the 
platform where, he said, a road is planned, and an adjoining 
orchard where Pandurang has ideas for a 5-star hotel.  He 
disclosed that Pandurang is currently active trying to displace 
longtime Gaude gaonkars of Karmali from their homes to make 
space for his illegitimate schemes.

As I have shown in photographs earlier, Pandurang has already 
deposited large concrete turds along the fields in Ella.  So this
threat is not to be taken lightly.

But not to worry.  The GBA has given a press conference, the
blue-eyed dolly has spoken.  That'll sort everything out.

For those who want a preview of what Mopa airport will be like, here are
twoflights of fancy (involving Bangalore's new airport) that one could take
atthe cost of a mouse click and a few minutes of old fashioned
reading[Self]

It seems that for some unknown reason there are problems about merely
clicking on the lick provided or even copy-pasting it to open the window. So
here is a copy-paste of the full article for interested readers:

Far. but fetching Rasheeda Bhagat The Bengaluru International Airport is
swank, spacious and a hundred-fold better than the old HAL airport that was
cursed by one and all over the last few years. And yet, it has been
singularly unlucky in attracting bad press, not always without reason.

If ever a signal was required of the great resurgence and confidence of the
Indian middle-class, particularly the young Indian professionals, it can be
seen at the new airport in Bangalore. Walk into the FB outlet area around 5
p.m. in the domestic departure terminal, where counters such as Taste of
India, Barista, Time Out Bar and Cookie Man have been put together, and join
the long queues to grab your cup of coffee, a smoothie, or a bite. The large
number of youngsters pulling out their wallets, flashing at least half a
dozen credit/debit cards. particularly young, unaccompanied women who are
travelling on their own and not trailing a husband or a father, and exuding
enormous confidence, energy and of course affluence, really warms the heart.

One can barely find a table in this dining area, making you wonder why all
the four FB outlets had to be bunched together in one place. You realise
that it is in the small details of designing as well as its aesthetics and
visual appeal that the Hyderabad airport scores over Bangalore. At
Shamshabad, the FB outlets are not only separated but also spread over a
much larger area.

Distance woes!

I set out on a tour of the Bangalore airport built by the BIAL (Bangalore
International Airport Ltd), fully aware that it has taken a lot of bashing
from both the media and a few corporate honchos, with the biggest complaint
being on the distance. The harshest criticism has of course come from the IT
professionals, many with their headquarters in the electronics city on the
Bangalore-Hosur road, for whom the airport commute has become longer and
tedious.

But initial complaints that this commute takes over three-and-a-half hours
were a little exaggerated; about 90-120 minutes is the commuting time for
those Bangaloreans who have to traverse a distance of 55-65 km.

As mine was just a day-long visit, we took a Meru cab - an air-conditioned
Logan car - to Windsor Manor and back, and each way the commuting time was
barely 35 minutes for a distance of about 32 km. But then, the time was
around noon and one was incredibly lucky with the traffic.

It was almost a surreal experience, as one has suffered the notorious
Bangalore traffic during peak hours often enough to be petrified of it.

It seems, slowly, frequent fliers are getting used to the distance, and some
rational thinking is sinking in; if we want world-class airports, we can't
expect them to come up - and that too over a sprawling 4,000-acre site - in
our neighbourhood. The initial fears of having to leave the home or office
six hours ahead of the flight is now gone, but depending on the area in
which you live and the time of your flight, you still have to budget for a
two-hour airport commute time. An adequate number of air-conditioned Volvo
buses from various points in the city are available; more people using these
would certainly reduce congestion on Bangalore roads.

'Amazing facilities'

So even though cribbing about the distance is common, there are also those
who are amazed at this swank new facility. At the Barista outlet in the
domestic departure I run into Anisha, who works with Microsoft in Delhi. A
frequent flier she is absolutely delighted with this airport; I never
thought I would see an airport like this in India which can compare with the
best of international airports. look at the shopping area, so many check-in
counters. I really love this airport and don't mind the distance, she
beams.

Vivek Manvi, a Quality Manager with Human Factors International, Mumbai,
agrees: This airport is a much-needed break for Bangaloreans who were quite
weary with the old and congested HAL Airport. It is spacious, has many more
check-in counters which means shortened queues at check-in; thanks to wi-fi,
I can catch up on my e-mail and surf the Net while waiting for my flight.
You can enjoy piping hot cappuccino at Barista, or down a drink or two at
the Time Out Bar in the domestic area or the Kingfisher Bar in the
International space. Those so inclined can shop to their heart's content at
the Shopper's Stop outlet.

But as someone who needs to travel frequently, he frowns upon the distance:
It takes me nearly two hours from my office at Koramangala to the new

Seminar on Right Move II - Career in Sports held at International Centre

The International Centre Goa in association with the Taleigao Chess Academy 
organised a half day seminar on Right Move II - Career in Sports on Thursday, 
10 July 08.  Shri Subhash Shirodkar, Former Minister and currently President of 
Goa Olympic Association was the chief guest at the seminar.  The seminar  was 
attended by repersentatives of sports associations as well as physical 
education teachers.  The focus of the seminar was on the theme of employment 
opportunities in the field of sports for the youth of Goa and how to enhance 
our capabilities of competition.  Shri Pravin Sabnis conducted the seminar and 
discussions that followed.

Shri Shirodkar called upon the government to finalise and adopt Goa State 
Sports Policy at the earliest.  He also informed the gathering that he will 
urge the government to provide adequate funding for the sports and related 
activities.  He also briefed the audience about the preparation for the 
National Games 2011 to be held in Goa.  He felt that sports should be part of 
the regular education which will also facilitate and nurture the talent at very 
young age.

Shrikant Barve and Pravin Sabnis, Convener and Co-Convener respectively 
provided the framework for discussion by informing the audience about the 
importance of sports and how it can be made attractive and be put in the 
mainstream employment opportunities.  This seminar, Sabnis said, will decide on 
topics of the series of seminars that are being planned to promote sports as a 
attractive employment opportunity.  Second seminar in this series will be held 
in mid August at Don Bosco College, Panaji and thereafter in last week of 
August in Calangute.

LONDON (AFP) - A London restaurant was serving up Thursday what it hopes
will be confirmed as the world's hottest curry, with even the chef admitting
it is too extreme to keep on the menu. 

Vivek Singh at The Cinnamon Club grabbed some of the hottest chilli peppers
known to man to create the Bollywood Burner, a lamb-based dish with a fierce
kick.

The curry is so hot that diners are asked to sign a disclaimer confirming
they are aware of the risks involved before daring to eat it.

The Bollywood Burner is being submitted to Guinness World Records for
verification of its status as the planet's hottest curry. The verdict should
be announced within three weeks.

Student Toby Steele, 19, from Brighton on the southern English coast, was
the first to taste the Bollywood Burner.
I'm usually a korma man and I suspect this is the hottest thing I've ever
tasted, he said.
It was nice actually, you could really taste the spices.

The initial taste isn't that hot but now, a couple of minutes later, I feel
a bit floaty and light-headed.
The dish, inspired by cuisine from Hyderabad in southern India, includes the
Naga and its seeds -- confirmed by Guinness World Records as the hottest
chilli pepper in the world.

On the Scoville scale of piquancy, the Naga scores 855,000 -- more than 100
times hotter than the jalapeno, which measures 8,000 on the scale.

We found a list of the 10 hottest chillies and decided to try and use some
of them. I think it will be the hottest curry in the world, said Singh.

The curry will not be a regular feature on the menu, he added.

Lianne la Borde of the Daily Star newspaper said: It is the hottest I have
ever tasted. At first, it tasted delicious. Then my mouth caught fire. It
even made me feel dizzy.

Metro newspaper's James Ellis said it was innocuous enough at the first
bite, but one helping saw my taste buds melt in fury at the inferno in my
mouth.

Meanwhile, my heartbeat, which started at a resting pace of 68 beats per
minute, zoomed up to 128 -- the equivalent of doing aerobic exercise.

The actors are beautiful, the sets are stylish and the message could
not be clearer – the woman with the paler skin gets the man.

In recent weeks, Indians have been treated to an eye-catching
television advert mini-series featuring three of Bollywood's hottest
talents in a moody love-triangle. All in the name of skin-whitening
cream.

The whitening market in India is worth millions of pounds, with men as
well as women routinely buying bleaching lotions in an effort to
improve their complexion. But the mini-series advert featuring Saif
Ali Khan, Priyanka Chopra and Neha Dhupia has reopened a debate about
India's obsession with pale skin and triggered an angry reaction from
some who think the advert is discriminatory and outdated.

It is strange. There is such a premium placed on pale skin, said
Urvashi Butalia, a historian and director of Kali for Women, India's
first feminist publishing house. I am not sure where it comes from.
It may have something to do with India's history of being colonised by
various people and that there is a hangover of the idea that Aryan
people are superior and Dravidian people – those who were already here
– are inferior.

The new advert, being shown in mini-episodes, features Khan, with
Dhupia as his girlfriend. But a chance encounter with an old
sweetheart, played by Chopra, triggers the prospect of a possible
revival of their relationship. For all the stolen glances and glossy
production, there is nothing subtle about the advert; Dhupia's skin
looks snow white while Chopra appears dusky.

The first instalment of the series of adverts

At the conclusion of the first episode, a lovelorn Chopra is seen
gazing at an advert for a cream that promises to provide a pinkish
white glow complexion. In case anyone did not get the point, the
product is called White Beauty.

Priyanka is said to be the epitome of dusky beauty and her dusky skin
was said to be sexy, yet she became so cheap as to ridicule her own
dark skin to make money, said one of the more printable comments on
YouTube.

The cream is produced by Hindustan Unilever Ltd (HUL), the biggest
consumer products company in India and a subsidiary of Unilever, based
in London and Rotterdam. The company failed to respond to inquiries
about the advert.

The desire for pale skin over dark is also highlighted by a new
television drama, Bidaai. The show features two sisters, one adopted
and dark-skinned and the other pale. There are no prizes for guessing
which one is the first to snag a husband.

Not all women believe the promotion of paler skin is discriminatory or
that the Unilever advert is patronising. I don't think it's racist, I
just think that everyone thinks they can look better, said Mallika
Makhija, 18, a student. People want to look good and there is this
idea that a paler complexion is ideal.

Ms Makhija said she did not use a whitening cream but she estimated
that 60 per cent of Indian women did.

[Goanet] Am I part-Mexican?

I have been visiting my brother in Florida. Today he’s promised to take us to a 
Mexican restaurant. Not the Taco Bell or Qdaba type which churns out South of 
the border fare to suit Caucasian tastes. No, this is the real-deal he assures 
me, patronised mostly by Mexicans who have illegally crossed the border and 
made their way to Florida. 
 
Sitting here in the middle of the hustle and bustle of this small family-owned 
restaurant, I feel at home. The hot steaming dishes being carried out of the 
kitchen by the waiters have either a greenish or reddish colour to them, much 
like our corriader-coconut or red-chilly masala dishes. The Mariachi band is 
doing its best to entertain a raucous group sitting right next to our table. 
Nobody seems to mind much, that their singing is drowning out the conversation. 
There is something about Mexican music that always reminds me of the lilting 
narratives set to song, the tempo and the musical arrangements of our own 
tiatrists. Could I possibly be part-Mexican?

My nephew, who is fast asleep at the table, has no such confusion in his mind. 
He is part South American and part Goan. My brother married a girl from 
Honduras of Spanish and  native-American ancestry. Add to that a dash of Goan, 
and my nephew is a genetic and cultural hodge-podge. Perhaps in another fifteen 
years, when he stands on the cusp of adulthood, he too will ask himself the 
question, who am I? And what will his answer be? We, Goans suffer such angst on 
account of our Identity.
 
Identities are not moulds cast in concrete. They are amorphous, dynamic and 
always in a state of flux. Everytime we learn something new about ourselves, 
individually or collectively as a society, it becomes part of our identity. We 
can’t be in the business of preserving identity but we have to be in the 
business of creating it. And we do so not by building walls around us or by 
shunning all that we consider alien, but by being in constant dialogue and 
engagement with the world.

To be fair to the mining lobby, I believe the GMOEA or one of the
mining Companies should be allowed to present their counterpoint in a
power point presentation.

The MFG, which is paid by the mining companies to work with the people
affected by mining, should be permitted to present the NEUTRAL  view.

I spoke to Seby last evening after the screening of the Jan Sunwayee
urf Gun Sunwayee VCDs [made famous by Manohar Parrikar] at the Art
Gallery of Institute Menezes Braganza. What I speak, I also write.
Same person , same thoughts. After what he spoke to me yesterday, I
must say that the INTERACTION that Floriano writes about below, will
be interesting. Seby is not known to change his views overnight. I
have read his views on madgoa blogspot and Rakhanddar tabloid of
GAKUVED, heard him on some occasions and interacted with him on 26
March, 02 May and 05 June, 2008 at Colomb/SULCORNA and on 23 June and
10 July, 2008 at Panaji and of course for San Juanv at Siolim on 24
June.

St. John had a short journey from the womb to the tomb. He would have
been around 35 years old as he was a few weeks older to Jesus de
Nazereth ...and lived a liitle longer. He was not crucified ... he
just lost his head,  after Salomi danced and asked for a boon from her
father  at the instance of her mother.

Whose baby will jump in whose womb to see whom on 12 July, 2008?

Is this a GMOEA funded programme to find a via media between the rigid
stands of the mining and anti-mining lobbies in Goa. COMPROMISE is a

We have heard of a wonderful justification for a dinner in Cidade de

This piece of good news has come due to the  efforts of the PMCA and
Goa Foundation with renewed vigour. It is no mean achievement ...when
the opponent is represented by a battery of lawyers  who fly down from
Delhi. GRECL also represents the wealthy of India ...if not the wealth
of India. The stakes are very high.

CRZ is a high risk area. The proposed CZM is bad enough ...the
permissions will be available in Delhi itself for the VULNERABLE 
areas. Global warming and submergence of the beaches is a distant
threat. The vulnerability to the flood of money is already here.

Adv. Carlos Ferreira wants to spare the CBI the additional burden of
finding where the GRECL files have been hidden by the rats in the TCP
office and the Village Panchaya t of Bambolim Village Panchayat
office. Perhaps, the rats did not hide the files, the bandicoots did
it. Life is a rat race and the winner in a rat race is a RAT ,
naturally!

HC directs GREC to maintain status quo
NT NETWORK
PANAJI — The Division bench of the Bombay High Court comprising of Mr
Justice S A Bobde and Mr Justice R C Chavan on Thursday directed Goan
Real Estate and Construction Ltd to maintain status quo on
constructions at Bambolim village within the prohibited 50 to 100
meters of no-development zone.
After passing the order, a request was made by the respondents to stay
the order for some time. However the court has refused to grant any
such relief.
The court noted that in view of the Supreme Court decision and the
necessity to protect the coastal zone the court directed status quo to
be maintained.
The court found that between 1997 to 2005, the respondents had not
carried out any construction activity as the construction became
unworkable and therefore the construction could not be treated as the
on going construction and directed that status quo to be maintained.
Ms Norma Alvares requested a CBI enquiry pertaining to the missing
file from the TCP department which was opposed by the Mr C A Ferreira
on the ground that they are already burdened.
The Advocate General, Mr Subodh Kantak will file the progress report
pertaining to the missing file. It may be recalled that the
permissions granted by the Curca panchayat to Goan Real Estate 
Construction Ltd was challenged by People's Movement for Civic Action
and Goa Foundation.

[Goanet] Is devolution the answer for Goa?

Its just a thought but the ways things are going right now, and have been for 
the past dozen or more years, the Goan way of life is slowly to decline  
eventually you will not know the difference between any of India's States, 
except that Goa is the smallest, and the last to join the constitution (putting 
aside the various inputs from Goanetters regarding Jammu  Kashmir).
   
  Is devolution the way forward?  In the UK, over hundreds of years the 'unity' 
of the United Kingdom was possible with the intergration of Wales, Scotland  
Northern Ireland, but as time passed  the differences between the four regions 
was becoming more  more obvious  local governement was not sufficient to 
supply the needs of the people of the West (Wales)  north (Scotland), also 
across the Irish Sea to Northern Ireland.  Wales have not devolved totally as 
yet (its not for the want of trying), but Scotland have.  
   
  Scotland has its own Parliament  though still part of the United Kingdom, is 
able to pass laws  control spending  charges etc via their own Parliament 
without having recourse to Westminster.
   
  Is it not possible for Goa to go in the same direction?  In fact any State 
which can sustain itself with central government still funding (as England 
does, it sends millions of pounds to the Scottish Parliament each year, to help 
them become 'self-governing' as it were).
   
  Its not an ideal situation polically but in reality it has worked well for 
the Scottish people ( those who are not Scottish but live  work there). 
   
  Any comments on this?  Would Goa be better off if it devolved from India, but 
still be part of it, under a revised constitution, not as a separate country, 
but a separate State of India, perhaps local laws can then be introduced for 
the betterment of Goa  Goans living there, as well as non-Goans who are 
already resident, living  working there, and paying their taxes to the Goan 
Government rather than central government?
   
  Just a thought, any (constructive  non-denegrating) comments would be 
appreciated.  We need to find lots of ways forward, this is just one more bit 
of armour but there may be some chinks in it, so lets iron them out here, 
perhaps take this forward to the next level is possible.

outside the purview of the Regional Plan 2021. Ritu Prasad's
presentation is passe. We are on a Mission Bypass to bypass all
objections.The bypass at Agacaim [the ancient Agashe] is to facilitate
the movement of vehicles from the Dabolim airport to Goa Velha
[Voddlem Goy or Big Goa ..but unrelated to Vishal Goamantak with
Sindhudurg or Samyukta Goa with Karwar and Joida], the hub for the
36th National Games 2011. Batim, Neura, Mandur are getting ready
slowly ... like 16 year olds enroute to becoming brides, still
unnoticed. On 25 May, a few foundations were laid on the hillsides of
these villages. The Karmali [Carambolim] KRC station is already there.
Soon, a nice new road will connect Goa Velha to Chimbel ...from Sports
City to the proposed Film City.

Goa Velha bypass to be ready by Dec: Chimulkar

PANAJI — The 4-km bypass from Goa Velha to Agassaim will be ready by
the beginning of December, informed PWD chief engineer, circle I, Mr J
Chimulkar, on Thursday, pushing the date back from the month of July
as earlier promised.
The PWD chief engineer, circle I, Mr J Chimulkar, speaking to 'The
Navhind Times' said that a monsoon has to pass over any new road or it
would lead to creation of potholes on the road or its sinking.
We are trying to open it before December 1, he said.
This bypass will prove to be a big boon to commuters as the present
road winds through the Goa Velha and Agacaim villages and with houses
literally on the road, mini-traffic jams are the order of the day,
especially during peak hours when vehicles travel bumper to bumper,
fighting for space and grind to a halt leading to frayed nerves
whenever a passenger bus decides to halt for passengers.
The NH-17 starts at Panvel, and ends at Edappally, near Ernakulam,
moves through the western coastline, touches the Arabian sea at
Maravanthe, Karnataka and passes through Maharastra, Goa, Karnataka
and Kerala connecting Mumbai, Mahad, Ratnagiri, Panaji, Margao,
Karwar, Kumta, Bhatkal, Udupi, Surathkal, Mangalore, Kasargod, Kannur,
Kozhikkode and Kochi as well as major sea ports like Mumbai, JNPT,
Mormugoa,New Mangalore ( NMPT ) and Cochin.

[Goanet] Gulf Goans Vital

Gulf Goans face many difficulties i.e. declining living standards,
localisation, reduced savings etc. Many contemplate leaving the Gulf soon.
In fairness, Gulf governments are right, to protect their interests 
people. In the same perspective, can't we take strong interest on Goa's
Identity, economic opportunities, mega-projects, corruption, mining,
destruction, alarming outsider land sales, uncontrolled migrant influx etc
Cant we work with residents to save Goa for Goans; including future
generations. Gulf Goans are vital for the effort; if only we wake up!!



Have we lost belief in ourselves? Goa is in region with economy booming vs.
others; education (all layers)  medical are getting international respect.
Rich nations target our region as the future; there is strong demand for Goa
by outsiders  strangely today, we have on a large scale Well off Gulf Goan
families migrating; abandoning Goa; selling properties!! Are we generally a
short sighted community; lacking a real long term vision?  How much wealth
is enough?  Is so much migration relevant today and does it not erode Goa's
Identity? Are western societies really better off as a whole? Think about
identity/value/family issues that our future generations will face; or is it
just the materialistic things that interest?



Let's stop complaining  looking only at all the negatives of Goa, which are
just excuses for our reluctance to act or to justify today's debatable
migration. Surely, Goa also has positives vs. other societies. We should
start from the positives, address the negatives and see how we can together
make Goa, the place we want it to be. I believe we can do it, if we just put
our heads together and look at what we can do and not, what we cannot
do!!  After
all, there is no place like home.

[Goanet] Battlo zalear catholic zalo!

Dears,

The word catholic means universal. Truth is no longer universal in
Goa, frame up is. In March, 2006, I had written under the caption
Battlo zalear kristao zalo. At that point of time there were
communal riots in Sanvordem. Tariq Ahmed Battlo was a convenient
person to use to defuse the situation. He was a Muslim. After Dick
Cheney reportedly made the statement, All Muslims may not be
terrorists, but all terrorsits are Muslims it became easy to target
anyone who was muslim, had a beard or had a Muslim sounding name  ...
like Silimkhan ;-)

Everyone and his aunty knew that Battlo was framed up. It took the
Judiciary two years to ascertain that. Thank God for a courageous
judge like Mr Justice Narayan Amonkar. The police will take a litle
longer to admit that ... as in the infamous Goa College of Art RAPE
case that wasn't!

Thankfully, Battlo made it to the front pages of some newspapers. The
five boys who were framed up in the Arty Rape never made it beyond
page 4 in the newspapers. Perhaps we have to thank the Times of India
for that change.

The arsonists of Curchorem were released first and even acquitted
before the Battlo case was settled. To bhaillo  he was even
arrested for wanting to have a haircut yesterday and needed a lawyer
to get his release!


Next time you go for a haircut, be sure to carry a photo ID card,
specailly if you have a beard!

Battlo acquitted of terrorism charge

MARGAO — The assistant Sessions Judge (fast track court) Mr Justice
Narayan Amonkar on Thursday morning passed an order acquitting Tariq
Ahmed Battlo alias Ishad Ahmed Bhat who was arrested by the Margao
police on March 10, 2006, at the Margao railway station for possessing
explosives. He was given benefit of doubt and set free by the court.
Police had alleged that Battlo, a suspected militant belonged to
Tehrik-ul-Mujahideen, an offshoot of the Lashkar-e-Toiba and his
arrest had given credence to the repeated warnings of central
intelligence agencies that Goa could be a potential target of
terrorists. It may be recalled that the state had hit the headlines on
March 10, 2006 after the police, acting on a tip-off from the central
agencies had claimed to have arrested the Kashmiri terror suspect with
detonators and explosives including RDX while he was alighting at the
Margao railway station. Police had recovered from him one kg of RDX,
two hand grenades and two electronic detonators. The hand grenades
found on him were of Russian make and highly sophisticated, it was
told by the police.
The Margao police had also claimed that Battlo had planned to bomb
vital installations and tourist places across the state. Police
investigations had revealed that Battlo was taking shelter in Margao
in an apartment at Sirvodem, months before his arrest. Senior police
officers had said that he had been trained for over two years in
Pakistan and had been to Nepal and Bangladesh and was frequenting Goa
and staying in a flat belonging to an old woman near Navelim.
He has not pleaded guilty to the charges and he appeared in person
defending himself against the state. In all, 26 witnesses were
examined by the court. Initially the case was investigated by the then
Margao police inspector, Mr Santosh Dessai and later the case was
handed over to crime branch, Panaji. The investigation was carried out
by police inspector, Mr R R Shetgaunker. Ms Asha Arseker represented
the state.

[Goanet] Tarcar mining trucks focred-stop in Colamb

Around 100 strong group of villagers of Kevona-Colamb blocked road in the 
village and sent back over 50 Iron Ore trucks back to Dinar Tarcar's mines in 
nearby Sulcorna village on July 10 2008. At around 10.00 am Colamb villagers 
descended on the road and started blocking the road. Scene turned tensed when a 
local correspondent of the Marathi daily 'Goa Doot' was violently targeted by 
the truck drivers and public stood in defence of the photographer. Police from 
Quepem Police station turned up at the road blockade site and immediately - 
rather pleasant surprise considering earlier track record of Police from Quepem 
Police station - started siding with the agitating villagers demand that no 
transportation of Ore on the villager road be carried on till the pot-holes 
ridden village road hijacked by mining companies. By 2.00 pm Public and Police 
forced the trucks to go back to their mines and stop plying on the road in 
Colamb. Police indeed deserved to be congratulated for this. Well done at least 
once you'll took the side of public. it would be great to see more of such 
actions in future specially against Fomento mining company that has been 
systematically ruing the Colamb village through its mine of Hiralal khodidas.

Dinar Tarcar is carrying on illegal mine lease in the name of Hyder Cassim T.C. 
No. 10/51 in Sulcorna. Mining has cause tremendous damage to the agriculture in 
Sulcorna and Dinar Tarcar is involved in muzzling of local protests of 
villagers in Sulcorna.

Villagers on the earlier occasion on July 08 2008 had complained to the Rivona 
Sarpanch about the bad road conditions in Colamb and forced her to take 
immediate steps to stop mining transportation on public road. Sarpanch Manshi 
Naik had reluctantly agreed to this after behaving hi handed with the

Ravindra Bhavan will be PERMANENTLY closed during EVERY rainy season (white
elephant in rainy season)!!!

During these RAINY days CHAMCHAS are working over time to outsmart Kala
Academy in Panaji – renovation after renovation- and again renovation after
renovation. 

These are the views of some people whom I approached.  

What ever be the views expressed by Margao dwellers, I would like to request
JoeGoaUK to click some more pictures from INSIDE if not at least from
BACKSIDE of Ravindra Bhavan the side which is exactly behind the small
chapel which is located on the eastern side of Ravindra Bhavan on the main
road.

What? You've been giving away your urine for free?

All these years, you've been sitting there like an idiot—or standing, or
squatting, or whatever it is you do—pissing away a perfectly good liquid
asset. Turns out, you could have sold it.

Many of us haven't just been giving our waste away; we've been paying to
unload it. Hundreds of cities have automated public toilets, known as
APTs. In New York or Los Angeles, you drop in a quarter, and the door
opens. But your quarter hardly pays the bills. New York's new APTs
reportedly cost more than $100,000

million in revenue over the course of the contract. … The companies foot
the bill for installing all the structures, including the toilets, and

eyeballs. The eyeballs are yours. Do you get a cut? A free flush, at
least? Nope. You pay.

The obvious argument for making you pay is that you're getting a
service, too: a clean, private place to relieve yourself. If you can't
find a john, you'll have to go in the street. But why is this your
problem? Why isn't it the city's problem?

To American ears, the question sounds flippant. But look at what's
happening in India. Last fall, New Delhi hosted the World Toilet Summit

estimated that 700 million Indians lacked access to proper toilets.
Defecating in the open can contaminate water supplies and spread
diseases such as diarrhea, Reuters observed

Accordingly, India committed to increase its spending on rural
sanitation by almost half, building toilets for hundreds of millions of
its poor and homeless. The country's minister of rural development
pledged, By 2012, India will be free of defecation in the open.

To lure people into the newly built toilets, one Indian locality has
come up with a creative idea. On Sunday, the Times of India reported

Residents of Saliyar Street in Musiri … are getting paid for
using toilets. While people elsewhere have to hastily dig into their

public urinal, around 300 families in Musiri have found they can
actually profit every time they answer nature's call. Essentially, the
system serves two purposes. While it encourages people in the lower
middle-class neighbourhood to use toilets, the urine collected goes for
research to test its efficacy as a fertiliser.

The plan seems to be working:

Initially people in Saliyar street were amused when they heard
about the use and earn facility. But now the queues are getting longer
before the eco sanitation (ecosan) toilet. … Although it was the novelty
of the project that initially attracted many, people have also realized
the health benefits and stopped using public spaces to relieve
themselves. ''Now even children in the locality do not urinate in the
open, thanks to the 10 paise incentive, said [a local man].

Could a similar incentive work in the United States? It already does, in
a way. Nobody's being paid to use public toilets, as far as I know. But
some people get to use them for free. In Los Angeles, for example, the
Times reports

Soon the former Secretary-General of International Civil Aviation
Organisation [or ICAO], Mr. S.S. Sidhu, will be the Governor of Goa.

ICAO did the feasibility study of Mopa Airport. That is no bull.

Mopa airpot features on page 72 of the Interim Report of the Task
Force on Regional Plan for Goa 2021. Churchill has not been heard to
protest about the Interim Report, perhaps for want of a Portuguese
or Konkani [in Romi Lipi] translation. In fact, I do not know if there
is any law available in the OFFICIAL LANGUAGE of Goa State ... Konkani
in Devanagri script. It is not known if Digamber Kamat as CM has
accepted the report made under the Digamber Kamat, the Chairman of the
Task Force on RPG 2021.

The Regional Plan 2021[final Surface Utilisation Plan] was due on 30
June, 2008 but was re-scheduled for 15 July, 2008. That is not the
last word on the subject.

The INTERIM REPORT which was due on 15 December, 2007, was
re-scheduled to 15 March and 15 April, 2008 and finally submitted by
Digamber to Digamber on 03 May, 2008 and made public on 07 May, 2008.

Here is where the second flight of fancy enters the picture. Just consider
what the story would be like if it was about a second airport i.e. where
the existing civil enclave was continuing to function (warts and all). Would
we have all the BIA-style bells and whistles from Day One? Or would things
be much more modest, albeit with high aspirations for future growth, perhaps
even on a fast track. This is the view of Mopa one SHOULD have in mind.

This is just make my and my colleague Ramesh Gawas's position clear vis-a-vis 
tommorrow's power point presentation. We believe mining is an terrorist 
activity confronting Goa and it has to stopped once and for all. We do not 
believe in any for of compromise on this position. We have arrived at this 
position after years of painstaking and life risking working in mining belt of 
Goa. We have been given letter on july 6, 2008 that we I am reproducing here 
and there is nothing about 'compromise'.

I am in complete disagreement with the part of mail circulated on Goanet today 
with the above heading by Floriano Lobo. The objectionable part being the 
following means and ways of a compromise between mining and preservation of 
Goa's environmental and ecological balance. 

The problems created by mining industry is so much under focused in media due 
to histrical control of the same by mining industry that it is important that 
more and more people join the effort to expose mining terror in Goa. I look at

To be fair to the mining lobby, I believe the GMOEA or one of the
mining Companies should be allowed to present their counterpoint in a
power point presentation.

The MFG, which is paid by the mining companies to work with the people
affected by mining, should be permitted to present the NEUTRAL  view.

I spoke to Seby last evening after the screening of the Jan Sunwayee
urf Gun Sunwayee VCDs [made famous by Manohar Parrikar] at the Art
Gallery of Institute Menezes Braganza. What I speak, I also write.
Same person , same thoughts. After what he spoke to me yesterday, I
must say that the INTERACTION that Floriano writes about below, will
be interesting. Seby is not known to change his views overnight. I
have read his views on madgoa blogspot and Rakhanddar tabloid of
GAKUVED, heard him on some occasions and interacted with him on 26
March, 02 May and 05 June, 2008 at Colomb/SULCORNA and on 23 June and
10 July, 2008 at Panaji and of course for San Juanv at Siolim on 24
June.

St. John had a short journey from the womb to the tomb. He would have
been around 35 years old as he was a few weeks older to Jesus de
Nazereth ...and lived a liitle longer. He was not crucified ... he
just lost his head,  after Salomi danced and asked for a boon from her
father  at the instance of her mother.

Whose baby will jump in whose womb to see whom on 12 July, 2008?

Is this a GMOEA funded programme to find a via media between the rigid
stands of the mining and anti-mining lobbies in Goa. COMPROMISE is a
big word to use for a Party that claims to have PRINCIPLES. Granted
that Floriano Lobo, unlike the GPA and GMAS, is at least upfront about
the objective of this exercise ...COMPROMISE. [not BALANCE or
EQUILIBRIUM or the non-existent SUSTAINABLE MINING.]


We have heard of a wonderful justification for a dinner in Cidade de
Goa before the Bye elections in Taleigao in 2005. We will definitely
hear some more. Sujay Gupta is at hand to write a STAR Letter to the
Editor at the behest of all those who are willing to foment trouble
for the anti-mining activists like the Proud to be Goa Su-raj member
who was wrongly alleged to be a Naxalite.

be one helluva date rape. I am already loving it! ;-)

I think it would have been relevant to mention her father, A.X, Moraes (Antonio 
Xavier ?), an engineer who great work in Mumbai is the Gloria Church, Byculla.
I was bit surprised that Fred said Teresa happens to be Frank Moraes's 
sister. I wish Fred added late before the names of both Frank Moareas and Dom 
(Dominic), both deceased. Frank, I think, comes from his baptisted name Francis.
I think Teresa did her doctorate under the guidance of Prof. George Moraes.

That Sebastian Rodrigues and Ramesh Gauns should be wholesomely 'disturbed'
by the use of the word 'COMPROMISE' in our earlier post is fully
understandable, justified. There is no compromise as such with the act of
devastation that is ongoing in the name of mining in Goa with any one. Our
publicly recorded statements on the devastation that has been caused by the
irresponsible mining in Goa  has always been that  'the mineral wealth of
Goa is the Goa given gift to the people of Goa, and not to the mine owners,
mine operrators, the government of Goa or to the Central government. If the
extraction of this God given wealth of Goa does not benefit the people of
Goa and instead it devastates their health and their wellbeing, their water
resources, their agricultural fields, their forests, their wild life, their
environment their ecology including their entire villages, then let these
mineral resources lie where they are deeply burried, untouched and
undisturbed, whether the mine ownners, the Government of Goa or the Central
government likes it or not.

We apologize for the use of this word 'compromise'. As  is often said, 'it
is the slip of the tongue, not of the mind. As such the word compromise is
withdrawn.

Nevertheless, we do expect that attendees will want to shed light to their
inner feelings after seeing the presentation through questions and answers ,
which will be highly respected.

My heart pains to see how aam aadmi put to great  hardship at variour taluka 
headquaters in Goa.

Where as some make fast bucks in the name of Income Certificates,  Residence 
certificate, affidavits, photocopies etc etc

And what more ?
It’s like saying ‘No bread then eat cakes’

Stamps papers of Rs.20 denomination which usually require to swear in 
affidavits are completely run out in the whole of Goa (at least in Vasco  
Margao), so people using Rs.50 stamps instead.

What a fine way of adding more to Goa’s revenue kitty!

Fresh income certificates are required  to be submitted to avail of  subsidized 
food products like rice, wheat etc from fair price shops. 

It may be noted that to get an income certificate, one need to spend whole day 
or days  staying in the serpentine  Qs, running after the typist/advocates, 
buying stamp papers, photocopies , transport cost,  Chau-panni for self, again 
chau-panni (in cash) to govt. Officers/clerks/peons etc

If we add all the above cost (including the time lost) etc, I am sure, the 
actual cost  of sugar or rice bought at fair price shop (society)  would come 
to same as other shop or posro.

Income certificates should be issued by the village Panchayat  level signed by 
the respective ward Panch and the sarpanch as these are the people who know the 
applicants very well as they reside in the same locality.

Swearing in affidavits?
Anybody can do that and it only cost Rs.20 may be Rs.50.  What they write in 
there or what they swear in there, who cares? Who checks?

'I do it because everybody does that'

For that matter our Ministers too swear in or  taking oath in the name of God  
during miniters’ Oath taking ceremonies.

Who cares about the Oaths?

Again, coming to swearing in affidavits, our ministers/MLAs too do that  when 
it comes to declaring their assets at the time of filing papers for contesting 
elections.
They say the moving and immovable assets from all the sources is 1 or 2 crores.
But what they are actually worth are 100 times more.
Take a typical example of Taleigao MLA and Navelim MLA.
The land and the buildings alone would be more than 100 crore.
Plus one has to add  the value of Gold and jewelry (including smuggled gold 
biscuits if any etc),  money in the bank both Indian and abroad, properties 
outside India, expensive cars etc etc

See? Swearing in affidavits has become just a mere formality.

Some foreigners too purchased  properties in Goa by searing in affidavits.

No, he has not escape from prison but he was set free by the Fast Track Corut 
and he soon left Goa by air same day.

Remember Battlo?
More than two years ago (soon after Curchorem riots) Police arrested a terror 
suspect at Margao Railway Station  who alighted from Delhi-Goa Mangala Express 
train etc
It was also reported the he was found carrying explosives like RDX, hand 
granades.
It was also said there were plans to blow up Vasco petrol tanks etc

Looks like the whole case or charges is a frame-up by the Goa Police.
The suspect or the accused says he never travelled by Mangala Train as claimed 
by Goa Police.  Nor Goa police had any evidence to prove it.
He also says he was not arrested at Margao Rly Station on 10th March but  was 
arrested at a cybercafé behind Grace Church Margao 7 days earlier i.e. March3. 
2006.
He denied allegation that he was found carring any explosives..’a toatally 
false and fabricated story created by the prosecution' 
He also says  police were pressurized to arrest him due to the tense situation 
after the Curchorem riots.

So, he was set free by the Fast Track Court on the benefit of doubt.

Upon setting free, he soon went to a barber shop, then a local Mosque at Vasco 
and straight to Dabolim Airport.


‘I have never been involved in any unlawful activity’ said Battlo.
But incidentally, he had been arrested  for allegedly possessing arms in Jamu  
Kashmir but been set free by the Srinagar High Court too.

So, was he really innocent?
Or
Was it just a Goa Police  story or frame-up?
Or
There is something else to it?

Battlo fought the case all by himself except at the last stage he hired a 
Kashmir based. defense Lawyer
Battlo  is diploma holder in radiology and computers.


If Fast Track Court takes more than 2 years I wonder what it takes by the 
normal courts.

Another case which was taken up around the same time is Fr. Eusebio Ferrao Case 
who was murdered on 18th March 2006.

Nothing is heard or reported about this case long time time.
Perhaps, this case is taken up by the Slow Track Court (if any)

Elizabeth makes two assumptions which may not generally hold good.

One - that the majority of middle income Goans in the Gulf have fulfilled their 
base level needs and should consequently be moving towards self actualisation.

Second - that Goans outside the Gulf whether in Florida or Mumbai are already 
in self actualisation nirvana (may be true for retired folk with nest eggs or 
caring kids) or are languishing in survival mode.

Speaking for myself I am happy to be in base mode enjoying Gulf creature 
comforts (clean cities, clean -if increasingly congested- roads, free 
airconditioned public transport (in Abu Dhabi), no slums, no beggars, clean 
air, clean beaches and parks, dolphin shows, malls with indoor ski slopes and 
shark filled aquariums etc.) with local gas less than US$ 1.70 a gallon instead 
of living in base mode in Florida or Mumbai with gas @ US$ 4.10 a gallon.

Its worth noting that the ability to enjoy creature comforts applies only to 
long term Gulf residents who enjoy rent control protection. With UAE market 
rents having risen 300% in 5 years, newcomers to the Gulf will have to learn to 
live like bedouins in desert tents

Again, speaking for myself there are adequate opportunities for the middle or 
upper eco strata here to not just dabble but also immerse themselves in self 
actualisation. I myself am active with a group that runs totally free 10 day 
residential meditation seminars in the Gulf. For the latest course which 
started in the UAE yesterday we exceeded capacity of 24 (12 men, 12 women) and 
had to shift the overflow to our next course.

PANAJI — The Chief Minister, Mr Digambar Kamat today said that the
government, if needed, would launch a new scheme for producing
documentaries on the life of living Goan achievers in diverse fields,
so as to preserve their life and times for posterity.

Those film-makers who display keen interest in directing such
documentaries, would be asked to do so, he added.

The Chief Minister, earlier released the DVD of a documentary on the
life and times of noted Konkani litterateur, Ravindra Kelekar, in his
presence, at the Maquinez Palace, on Thursday.

The documentary is produced by the department of information and
publicity and directed by Mr Dharmanand Vernekar and Mr Dilip Borkar.

Speaking further, Mr Kamat said that the new generation is ignorant
about the contributions of many living Goans, who have excelled in
various fields, during their lifetime.

The president of Goa Konkani Akademi, Mr Pundalik Naik, in his speech
said that Mr Kelekar is a national writer who writes in Konkani
language. He also said that Mr Kelekar had given recognition to
Konkani language on the national level.

Prof Suresh Amonkar and Mr Borkar also spoke on the occasion. The
director of information and publicity, Mr Nikhil Desai compered. The
documentary was later screened for the audience.

Fond Memories of the Caminhão

For me the 'caminhão' remains as a nostalgic memory. When I was young,
the caminhão was the popular mode of public transportation in Goa.
Most of these buses were privately owned. I recall travelling on these
buses right from childhood to my early teens to various places in Goa
- visiting relatives, attending weddings and going on annual vacations
to my grandmother's house in Siolim during the month of May. These
vehicles were unique in character and possessed their own charm and
style.

The caminhão plied from city to city and town to town, making several
scheduled or unscheduled stops as it wound its way through picturesque
villages, its engines whining at high pitch as it climbed the hill
slopes. It made several stops along its journey - stopping for a
whistle or for a loud high-pitched rau re from a lone passenger
waiting along the way. (Konkani: 'rau' means stop; 're' is a form of
address to a male).

Some of the coaches were built in Goa on imported Bedford, Ford,
Chevrolet or Dodge chassis. They were quite unique in their outward
appearance. Each coach had a wooden framework, a wooden panelled dark
brown varnished interior, and brass sheeting with wood trim on the
exterior. Some passenger seats had leather upholstery while others
were made of wood. The design of the bus did not allow any room for
standing passengers. Fitted on the roof was a 'carrier' consisting of
a metal railing that would hold and transport a gamut of goods - from
paddy sacks and metal trunks to firewood and bamboo baskets containing
vegetable produce. The carrier also held the spare wheel and a
tarpaulin cover. The rear of the bus was fitted with an iron ladder
for access to the top. The driver and passenger sides had doors, with
a vertically hinged passenger door at the back. Some buses had a
lengthwise and parallel seating arrangement. The side windows had
sliding glass panels. Some of the engines needed to be cranked up to
start. Most of the 'caminhoes' (Portuguese: plural). were fitted with
quaint brass blow-horns that had their own appeal and tone.

Powered by front engines and a rear wheel drive, some of these
vehicles had steering column-mounted gear-change levers while others
had floor-mounted gears: 3 forward and 1 reverse. The windshield
consisted of two separate glass panels fitted with motorised wipers,
with a dividing frame support and an overhead rear-view mirror in the
centre. The instrument panel consisted of the odometer, speedometer,
fuel and engine temperature gauges, and toggle switches for headlamps
and windshield wipers. The headlight dipper was foot-operated, mounted
on the left side of the clutch. Most of these vehicles had
chrome-plated front bumpers and radiator grilles. The headlamps were
mounted on top of the fenders. The front hood or bonnet consisted of
double-leaf lateral flaps with a latch. The small buses had a 2-wheel
rear axle while the bigger ones had a 4-wheel rear axle.

Known generally as the 'caminhão', these buses were called 'carreira'
when they plied on regular routes with apparently fixed timings. In
small, medium or large sizes, they plied all over Goa. The larger ones
plied on longer routes like Panjim to Margao via Ponda, Margao to
Vasco da Gama, Mapusa to Betim, Mapusa to Siolim, and Mapusa to
Aldona, Tivim and Bicholim. The larger models were often hired for
weddings and by schools to transport their students on picnics and to
football tournaments. The medium and smaller models plied from Mapusa
to Calangute and Mapusa to Candolim as regular private services.

Other than the driver, the caminhao also had a conductor, called
'kilinder' in the local dialect, who was in charge of the passenger
fare collection. These two caminhão operators had their own brand of
communication and a private signalling system between themselves: a
certain rhythmic tap on the side of the bus to reverse, a whistle here
and a shout there to slow down, stop, leave, or to ignore waiting
passengers, if extremely full. And as the 'caminhão' took off, the
'kilinder' would be the last to board. He had his own peculiar way and
style of sitting when the bus was filled to capacity. I would describe
this as placing himself just barely on the edge of the side seat at
the rear of the bus, with the rear door half open, one leg inside the
bus and one on the riding step. On many occasions the conductor would
sacrifice his modest seat in order to make space for one more
passenger. He could then be seen standing on the ladder at the back
with his fists firmly gripped around the rungs. It seemed that
everybody who wanted to travel somehow got on board. No one was left
behind.

I would anxiously look forward to journeying on these buses. Some of
the trips that I fondly remember travelling on as a young boy,

Samar Harlankar has been elevated as Managing Editor of Hindustan
Times. He replaces Pankaj Paul, who stepped down earlier this month to
move back to the USA. Harlankar was HT's Editor-Mumbai. The
announcement was made in a circular on Friday afternoon.

Harlankar had joined HT as Editor-National Investigations in Mumbai in May 2006.

Prior to joining HT, Harlankar was Resident Editor of Indian Express.
Before that he had worked with the India Today Group.

Interesting you should mention Bandh^dkar Gabe.
Yes indeed, this was the first major 'scheme' (wink wink) if you will.
Hudge tracts of land were sold at 50 paise an acre or some suchand
engineered (today, they call them brokers) by someone known in the
Portuguese times as Ingineer de Batates. He later worked for the
'organisation'.
Never certain what the old chap Band* got in return but surely got
a Toyota (this was late 60s/early 70s). It was a big deal then I
guess.
Ofcourse, this is all hear-say and conversations after some fine Verna uurak!!


 RESPONSE: Big brother crying wolf, as Rajan stated, good riddance to
 bad rubbish. Which Industry, including the polluting, Zuari chemical
 works, which belches out cancer causing effluent, has been a boon to
 the bread and butter Goenkar? Bandodkar sold out our precious land for
 the slums that you see on your way, in and out of Goa,  by way of the

The Gram Sabha for the month of july is already due but the Betalbatim Gram 
Sabha for April has not yet been convened. Who is to be held responsible for 
this negligence? Of course, the Salcette Block Development Officer who 
according to section 5 sub-section 4 of the Goa Panchayat Raj Act, 1994 is duty 
bound to convene the Gram Sabha in the following month if the meeting was not 
convened within the specified month. The B.D.O. sat tight for the month of May 
and June and has now created a peculiar situation through his neglect of duty. 
Now that the Gram Sabha for the month of july is also due on any sunday, is it 
possible that 2 Gram Sabhas will be held in the same month? The Salcette Block 
Development Officer is in dereliction of duty and is liable for action. Will 
the Dy. Director of Panchayat (South) now do her duty by show-causing the 
B.D.O.?  This negligence is just one of the many cases of negligence by 
officers of the Directorate of Panchayats which has encouraged wide spread 
corruption and disorder in the village panchayat administration. The ordinary 
citizen is made to run  from pillar to post to ensure that their rights are 
protected. Are the officers not paid by the public to do their duty? The 
Betalbatim Gram Sabha members must demand action against the B.D.O. and Dy. 
Director of Panchayats for dereliction  of duty.

AviationOrganisation [or ICAO], Mr. S.S. Sidhu, will be the Governor of
Goa.ICAO did the feasibility study of Mopa Airport. That is no bull.Mopa
airpot features on page 72 of the Interim Report of the TaskForce on
Regional Plan for Goa 2021.[Miguel Braganza]
1. Here are some details of the new Governor's civil aviation background
from the ICAO website which I had posted on goanet on July 8.
He was also the Chief Delegate of the Indiandelegation to a number of
international conferences and was electedPresident of the Twenty-sixth
Session of the ICAO Assembly in 1986. While hewas Director of India's Civil
Aviation Administration (February 1985 toOctober 1987), he also served as
Chairman of Air India and Indian Airlinesand as Secretary to the Government
in the Ministry of Civil Aviation. Dr.Sidhu was appointed Secretary General
of the Organization on 1 August 1988and served for a period of three years 

Note that all this was around 20 years ago. The global and Indian civil
aviation scenes then may have been quite placid compared to what they are
today. I dont know how much interest the worthy has in aviation matters
nowadays. More importantly, I dont think he will have much of a role to play
officially in Goa's Mopa project except, maybe, to preside over some
foundation stone laying function or the like.

2. ICAO, meanwhile, seems as bureaucratic as ever after the intervening 20
years. It produced the above mentioned feasibility report on Mopa in 2005 as
a replacement for Dabolim with no mention about the latter whatsoever. Due
to the storm created by HASG and its spokesman Churchill Alemao over this a
high-powered committee was formed by the Prime Minister to go into the issue
of two airports in Goa. This committee duly asked ICAO to revisit its
findings and report back. This was done a year later in mid-2007. ICAO
reluctantly agreed to the continuation of Dabolim on social and political
(as opposed to purely economic) grounds. It however said nothing about the
humungous management implications of a two-airport system. Perhaps secretly
it believed that Mopa would prevail by default (i.e.
mismanagement/misgovernance) if not design (i.e. closure of Dabolim civil
enclave by the existing formal decree).

3. Yes, Mopa does figure in the Interim report of the Task Force on RP2021
chaired by the CM. As per my post on this subject Blindspot in Regional
Plan 2021 on May 27, The Task Force has completely inverted the
[transportation pyramid] and neglected aviation almost completely. To add
fuel to the fire, its view (reported on May 4 by HERALD) that Dabolim
should be a 'national' (domestic) airport while Mopa should be
'international' is not supported by any reasoning whatsoever.

The only purpose this formulation serves is to make Mopa a big project (if
it is international it has got to be big, right?) because the actual
international flights per day are minimal even if charters are included. A
big Mopa will only suck domestic traffic out of Dabolim and lead to the
latter's closure by default. The need of the hour is to arrive at a
consensus that Mopa has got to start small (with a 30 year vision) and grow
slowly but steadily in conjunction with Dabolim civil enclave and not at the
cost of the latter. This will call for herculean powers of non-partisanship
in the aviation scene on the part of whichever government is in office in
Goa, and it has to be sustained over decades. The pay-off is that if Goa
government can do this it should be able to tackle almost any other
seemingly insurmountable (but comparatively piddling) problem.

Thanks for the feedback. It's good to see Gulf Goans come out of hiding on

Of all the diaspora Goans, Gulf Goans hold a special place in my heart. 
Tomorrow, I hope to go to Swindon to discover a little more about UK Goans. 
Most of those settled in Swindon apparently, moved here after processing their 
Portuguese passports. They are new arrivals and in low-income jobs. I will have 
to see if they are self-actualised or not :-)
Being a Goan in diaspora is difficult in any part of the world.

[Goanet] Community colleges, are they possible in Goa?

Two institutions in Mapusa -- Xavier's and Britto's -- have been
talking about the possibilities of having their 'community colleges'
attached to their institutions.

If you want to know what a 'community college' is all about, take a
look at this excellent report, from the Planning Commission:

The 'community colleges' idea has been assimilated into India, and
re-engineered for local needs, starting in places like South India.
Some of the goals which the 'community colleges' were set up in the
south of India include:

* To Include the excluded
* Giving the best to the least
* Matching education with employment.
* Close linkage with industries
* The participation of the community
* The development of skills and competencies
* Enhancing the employability of the poor and the marginalised

This sounded interesting to me: OPENQUOTE The key words of the
Community College system are access, flexibility in curriculum and
teaching methodology, cost effectiveness and equal opportunity in
collaboration with industrial, commercial and service sectors of the
local area and responding to the social needs and issues of the local
community, internship and job placement within the local area,
promotion of self employment and small business development,
declaration of competence and eligibility for employment. CLOSEQUOTE

On reading further, I also came across some other interesting aspects:

OPENQUOTE The Community Colleges should be established by non-profit
making, noncommercial and community based organisation with proven
years of service to the local community. The establishment of the
Community Colleges should be preceded by an extensive *need analysis*
of the employment opportunities available in the local area and also
the social needs of the community. The target group of the Community
College is 12th passed students, school drop out, rural youth, rural
women, existing workforce that wants to update its skills and all who
want skill based and need based education at an affordable price.

There is no age limit for admission into a Community College. The
close and active linkage between Industries and Community College is a
must for the success of the Community College System. The industrial
partners help the College in designing the curriculum, providing part
time instructors, serving as members of the advisory board and the
governing board, taking students for internship and helping them to
find job placement. The Community College is a Multi-campus reality.
The Community College is permitted to the optimum utilization of the
existing Infrastructural facilities available to the community-based
organisation that establishes the Community College. CLOSEQUOTE
