MONDAY MUSE (27 October 2008) FESTIVAL OF LIGHTS Today we celebrate the Festival of Lights where the lights or lamps signify victory of good over the evil within every human being. Diwali or Deepavali has many legends associated with it. In North India, it is associated with the story in Ramayana where people of Ayodhya welcomed Rama (after a 14-year exile) by lighting rows (avali) of lamps (deepa). In South India, it is celebrated as the day Lord Krishna defeated Narakasura. Founder of Jainism, Mahaveer is said to have attained Nirvana on this very day. Additionally as the day, chief disciple of Mahaveer, Gautam Swami attained complete knowledge, makes Diwali an important Jain festival. Sikhs celebrate Diwali as the day of the release from prison of their sixth Guru, Hargobind along with 52 other princes with him, from detention in the Gwalior Fort in 1619. For the Hindus, the festival marks the triumph of good over evil and the homecoming of goodwill and faith. For the Jains it is a celebration of complete knowledge. For the Sikhs, it is a struggle for freedom. And it is a confluence of all these reasons that will add meaning and purpose to our lives. Hence when we seek to banish the darkness, it is not enough to light lamps only during the Festival of Lights. We must join the fight of the “right” against “might”. We have to connect with our faith in human values of equality, justice and peace for all. We need to connect to knowledge and a better understanding with what’s happening around us. And of course, let’s embark on the struggle for freedom from darkness, both, within and without. As you may be aware, Venita is in the forefront of agitating against big building projects in Moira. I urge journalists to probe into this as it comes soon after the beating up of a social activist in Assagao before their Gram Sabha. This is the sad truth I have been forced to look in the eye. The Moira Gram Sabha was held this morning. At the previous Gram Sabha, I and two other members had not been allowed to speak because we were not on the electoral. Not only that, rowdies had taken over the Sabha and shouted down anyone who tried to speak up. The Moira Action Committee was quite sure it would happen again, so yesterday itself we sent an application to the police for police protection in case the rowdies struck. And I had made sure to go and get myself on the electoral rolls since I had every intention of exercising my basic right to speak up. Well - the police were there. And this is what happened. The Gram Sabha proceeded quietly until I stood up to ask 'What is happening on the 20 year development plan?' If I'd stood up to ask the time of the day it would have had the same result. A whole game plan immediately swung into place. One villager stood up waving my column from the Herald and demanded that I apologize for what I had been writing. I refused, saying that if they had a problem they should reply in the same forum and write to the Herald. Then more rowdies joined in and they began to shout. The Sarpanch told me to reply to them. I refused. I had no need to - I had a right to the opinion I had aired. Then they demanded I not be allowed to speak and be removed because I was not on the electoral roll. I said I was ( Electoral Roll Part Number 8 Serial Number 809) and said they should produce the roll to confirm it. Nothing of the sort was done. Instead the shouting rose to a crescendo. I was threatened with 'We'll see how you step out of your house. We'll see how you live in this village.' I was surrounded by a ring of shouting gesticulating men threatening me with the worst. And what did the police do? They swung resplendently into action - by grabbing me, pulling me forcibly out of my chair and dragging me to the police jeep. I was driven straight to the police station and held for 3 hours. When friends asked if they could accompany me they were pushed away from the police van. Those who break the law, issue threats, intimidate are allowed to continue in the Gram Sabha. The single woman who is sitting peacefully in her chair refusing to walk out because it is her right to be there is picked up by the police. Not just picked up but forcibly dragged out. The Sarpanch not only refuses to check the electoral roles, he issues a complaint hastily scribbled on a piece of paper to the cops on the basis of which they grab me and pull me out of the Sabha. I am then held for three hours. The police repeatedly assure me I am not arrested - but I cannot leave till the PI comes. And meanwhile the Gram Sabha continues. No one protests. No resolution is passed condemning what has just happened. Two women panchas have sat there and watched another woman be dragged out as if she was a criminal. Democracy is dead. In a democracy every citizen has a right to an opinion and a right to air it. In a democracy the rule of law is supreme. In a democracy the police are on the side of justice. In a democracy the officials are bound to act by rules and laws. No. Ours is not a democracy. I asked too many awkward questions. I wrote a column in which I aired my views. I questioned illegalities in licences. I had to be shut up. And so the Sarpanch ignored every rule in the book to get me out of the Gram Sabha. The police turned on the person who had requested their protection in the first place. The rowdies threatened, shouted, shut me up - and were allowed to get away with it completely. I enclose the column I wrote last week for the Herald. Sadly, every prophecy I made in such sadness and disillusionment has come true. It has indeed come home. The Accidental Activist : And it comes closer. I have always been inordinately proud of Goa. Nowhere else could I have dreamed of being an accidental activist. I have often said to my mother - 'If I had raised my voice like this in any other state in India I would have had goondas at my doorstep threatening me by evening'. Only in Goa could a movement like that started by the GBA flourish. Only in Goa could a government be brought to its knees by ordinary people and be forced to take back a Regional Plan. Only in Goa

All I had said was that this thread is NOT Goa-centric. The Goanet Admin team obviously believes otherwise. So, is Gabe discussing Barack Obama or Mario Goveia? [Goanet] What was that about Gram Sabhas again?
Some months ago, we entered into a long debate about the noble role that Gram Sabhas would play in Goa in restoring democracy and returning it to the people. Today, unfortunately, members of the Gram Sabhas were instrumental in disrupting the Gram Sabha and getting Venita Coelho arrested. Having met Venita, I can assure you this dainty lady is not capable of physically hurting a fly, and the very thought of the police arresting her is beyond ridiculous. But I believe, I was a lone voice on Goanet who repeatedly said that democracy has certain established routes, and by giving Gram Sabhas a role which they are ill-equipped to handle will only undermine the cause of democracy and not restore it to its full potential. I now rest my case. These "organisations" have called upon the administration to take steps to protect the places of worship , on the grounds that such incidents create panic and tension in the minds of people flaring up communal tension resulting in breakdown of law and order." The District Administration in order to curb such instances in South Goa District ordered a “confidential survey” to be conducted through the “revenue intelligence wing “ of the administration on all the religious places of worship in order to eliminate such incidences of desecrecation as per a " Memorandum" marked Most Immediate - Confidential dated 18/10/2008. Hence all Sub-Divisional Magistrate and Executive Magistrates of the South Goa District were directed to conduct a "confidential meeting of the Talathis " to get the information pertaining to religious places giving particulars viz; a) Name of the place of worship, b) religion to which it belongs, c) type of such place viz; temple "Ghumti" church chapel mosque dargah etc d) area of the structure, and property e) exact location of the religious place, f) whether the same is registered under any Act or law g)the days dates of month when people assemble in large numbers in the vicinity of the place h) whether any managing committee is constituted and if so details of the same viz address contact number, i) whether there was any religious tensions had occurred in the past pertaining to the place j) the predominant minority community k) name and contact number of four volunteers in the locality l) whether any security system is provided and functional, for the religious place, and m) any other information . The information was required to be furnished to the Office of the Collector/District Magistrate on or before 24th October, 2008 in soft copy version. Now according to unconfirmed reports obtained from the Collectorate this evening. this has been complied with but What has however surpised many is that a) the whole excercise has been conducted in top secrecy when ideally heads of religious orders of the various communities Hindus Catholics and Muslims could have been roped in to provide the Informationm; b) there is no distinction made between the pre-Liberation places of worship (conceding that the period of Inquisition between 1560 to 1812 was a condemnable aberration in our history) and the post Liberation places of worship c) it is not clear how the survey will distinguish "places of worship" being set up only to legitimise illegal occupation of land belonging to "gaunkaries" communidade, private land holders mainly abseentee landowners and on government land put up with political backing and without following the laws of the land; The secrecy adds further doubts over the intention of the coalition government as this comes at a time when the ruling dispensation a coalition of sorts was receiving flak for failure of the administration to avert such incidences of desecration of places of worship ( though this has begun well since 2004 after the BJP led coalition took over the Treasury benches technically sans mandate of the people). That there is a sinister political design behind such vandalisation "is clear from the fact " that such acts were committed in the tribal belt "van vasis", and the non Brahmin Hindu (Bhandari samaj ) areas (Bhandari samaj ) of Sanguem, Curchorem, Bambolim, Ponda, Chodan, Quepem, Paroda and Cuncolim and on some deities proped up in illegal hutments and migrant settlements. The Government has already constituted a Special Investigation Team (SIT) and also announced a monetary reward to those involved in the desecretion of temple/"ghumties" . The arrest of a Hindu migrant from Karnataka allegedly involved in the "Rakhandar Ajoba deity" which was desecrated at Cuncolim on the eve of Dussehra is indeed a welcome step and the police ought to deserve compliments --but the secrecy over compilation of the list is in itself remains suspect. Many also argue that the country is a secular state and does not recognise any official religion .. Further the state Governments enjoys exclusive jurisdiction in the maintainenace of law and order. Then why does the administration not excercise its jurisdiction appropriately? Is it the fear of a fundamentalist backlash from either the Hindu, Christian or Moslem community? or is the soft peddling merely owing the political interference with the law enforcing machinery? This has caused apprehension and fear in the minds of the citizens who hitherto enjoyed religious "tolerance" (though not "harmony" as is commonly believed and definitely not post Liberation ) of all communities due the dereliction of duties by the Sta

Benedito Ferrao [EMAIL PROTECTED] We were soon to cross that line, my sister and I, the line that separates passengers with boarding passes from those that come to see them off. Our father we would leave behind in Kuwait and take a plane to our mother in Goa, who had left to go there first. It was the last time I would see the country where I was born. The loss I felt was deep. Yet, little did I at that moment know that another loss should have been mourned. Not that of the fall of Kuwait two years later to the Iraqi invasion, nor just for the way in which its US-led liberation heralded other wars to come, but for Goa -- the one that was my homeland but not my home, the one that was my birthright but not the place in which I was born, the one that would never be the same. * * * The year was 1990. Satellite and cable had not yet made their debut in Goan households; instead, we saw snippets of CNN relays on Doordarshan. Together, my family watched anxiously as the television revealed images of the Kuwait we once knew, now ravished and barely recognizable. War was imminent. My father had barely missed the Iraqi invasion, but other relatives and friends were still unaccounted for. 'Kuwaitkara', or Goans from Kuwait, suddenly exiled to Goa, found themselves 'home' in the most difficult and unexpected circumstances. It was particularly awkward for second generation Goan Kuwaitis. Kuwait had always been 'home', and Goa was that place their parents subjected them to during annual vacations. After a certain age, they no longer had the desire of children waiting to see their grandparents, the glee of being allowed to draw water from the kitchen well, or even the thrill of being taken for a pillion seat ride on a noisily powerful motorcycle. Even as their parents hoped that making their offspring visit Goa regularly would help retain a connection, they had also been complicit in reinforcing their children's sense of difference. Goa was that idyllic yet economically backward location the older generation had left behind for jobs in the Gulf. They loved Goa, but in the 1960s, post-Portuguese liberation, jobs were scarce. The Middle East, on the other hand, with its newfound black gold, oil, promised a future. Newly affluent, those foreign countries needed labor, their own populations too small or inexperienced to support their burgeoning economies and growing infrastructure. This presented the problem of how Gulf countries would retain control and protect their small indigenous communities from being dwarfed by large numbers of foreign workers. The solution was to not allow jus solis citizenship to the newcomers, instilling a de facto apartheid system that privileged jus sanguinis citizenship -- even those born in Kuwait who were not of Kuwaiti blood could never become nationals. Despite this, Goans of my parents' generation had created for themselves a home in Kuwait. Democratic societies that allow jus solis citizenship might often be thought of as more amenable to the idea of diversity, hence less racist. However, intertwined economic and racial stratification in such countries undercuts those assumptions. Comparably, countries like Kuwait, while undeniably prejudiced (for example, though there are laws to protect guest workers, Americans and Europeans often hold higher ranks than qualified non-whites of other nationalities), make no pretence of promoting diversity. This is hardly to suggest that the latter case is ideal, either. Even though the laws of their employing country made clear their outsider status, Goans, like immigrants and foreign guest workers worldwide, went about their lives not letting their limited status impinge upon their development of community and opportunity. Simultaneously, Goans' upward mobility in Kuwait allowed bragging rights in Goa, and their children could be afforded new prospects which set them apart from their 'country' cousins. One of the ways in which this diasporic difference was marked was that Goan Kuwaitis of my generation never formally learned to speak Konkani. While our elders may have spoken Konkani to each other at home, they generally never imparted instruction in it to their children by speaking to them in this language or by creating institutions for its study. We learned English and other European languages, Arabic, and Hindi, but never our own tongue, bearing sad testament to the ways in which Konkani has often been accorded less than its due as a vehicle that is at once traditional and an on-going chronicle of inter-generational cultural connection. People of different countries have been affected differently but always in a significant manner everywhere. Goa has achieved remarkable progress since independence. The greatest gain of independence, however, has been the feeling of self-respect regained, of liberation, the opening of the portals of opportunity particularly to the vast mass of people who were denied upward mobility over the centuries and perhaps the millennia. Some of the questions that have concerned Goan society in recent times arise from what may be called “overdevelopment” or unregulated development. Mass tourism and package tourism have transformed the landscape of Goa. Rural areas in the coastal belt look more like crowded Western cities than Goan villages. There are some areas in our State which have been taken over almost entirely by foreigners. The “rest and recreation” sought by some of them may involve things not permitted in their own country. In some Western societies, material needs have been fulfilled and people look for “psychic gratification”. There is a mushrooming of “experience” industries which sometimes include in their programmes absolute sexual freedom, use of drugs, etc. Many such “experience-makers” settle in Third World countries. Uncontrolled settlement of foreigners may lead to serious “culture shock” which is detrimental. Most tourists are middle-class families who come here for the sun and sand and they should be welcomed. Tourism ought to be managed in a manner that benefits our people not just in the short term but also in the long run. The economic benefits as well as the social costs need to be evaluated. It is perhaps necessary to formulate a development strategy which provides employment to the local people whilst being less dependent on tourism. Mega construction projects have had a negative impact on the lifestyle of the local population. Mega buildings which destroy the rural environment should not be permitted. There is apprehension on the influx of outsiders into our State. We call “outsiders”, the people from other States of India who are here mostly for employment. Replacement migration happens when outsiders meet the requirements of the local community, locals not being available in sufficient numbers either because they themselves migrate to other countries and other parts of our country or because they do not possess the required skills. The Department of NRI Affairs is in the process of analysing Goan migration worldwide and replacement migration into Goa. The first report will be released by the end of this year. ♦ THE growth of religious extremism and communal violence is a matter of great concern and anxiety. Organisations and individuals who are involved in or promote communal discord and strife must be punished most severely. On the other hand, leaders of all major religious communities in the country should discuss this subject among themselves and reach an agreement in the interest of religious harmony. The Catholic Church condemns proselytism which it defines as the conscious effort to win members of other religious denominations. Voodoo Economics (Part II - Final) An often repeated claim by conservatives is "Lower tax rates increases tax revenues". On the face of it, one cannot refute the actual numbers. This occurred in the Kennedy administration. So conservatives keep repeating this mantra. This has been repeated on this site more often than many would care to read. So what is wrong with this? Answer - PLENTY. If only lower tax rates increases tax revenues by stimulating the economy, that would be great! However Republican administrations and conservatives, using this cliche, have been pulling the wool over our eyes. So why is it wrong when Republican administration use this economic philosophy? Answer: The Government resorts to reducing taxes and relies on "Borrow and Spend". As stated in the prior post on this thread, President Reagan, used the Supply Side economics and believed in the Laffer Curve. He had a 40 percent increase in defense spending and the Federal debt in his eight years tripled going from 700 billion-dollars to 3 trillion-dollars. Contrary to the "Supply Side theory" the Reagan government revenues decreased by 1 percent. http://en.wikipedia.org/wiki/Reagan_(president) So what is wrong with that? Is not that better than the "Tax and Spend" Democrats? I am no expert on economics. But recently this was explained to me. When govt spends, the money goes to individuals as payment for goods and service. The former transaction generates a sales tax; and the latter generates income tax and many other taxes (payroll, social security, etc). The money the government pumps into economy creates a 'Ripple Effect' as this money circulates through the economy and population. This in-turn repeatedly generates income tax, sales tax, etc, etc. It is estimated that the govt takes back in taxes about 60% of the amount the government pumps into the economy. As an example: When the govt does not pump money into the economy, it would get back nothing in taxes / revenues. So the govt borrows 100 dollars from the Chinese to pump into the US economy and collects 60 dollars (as increased tax revenues). The problem with "Borrow and Spend"; which Republican administrations do (through deficits), the govt may get back sixty dollars. But it still owes the Chinese one hundred dollars plus interest on that borrowed money. The increased tax revenues (if any) has nothing to do with lower tax rates. It has all to do with increased govt spending. And it is a disaster when that govt spending is "borrowed" money. So since Ronald Regan the administrations have cumulatively bankrupted the USA; and "WE" the otherwise "patriotic Americans" have transferred American wealth overseas as international debt. Reagan was supported and cheered for his economic policies by Americans-at-large by being re-elected; winning in 49 of the fifty states. The voodoo economics of the Federal Govt is compounded by similar economic principles adopted by many corporations. The Principle: "Spend money the corporation does not have." And in many cases "the money the corporation did not borrow." The best example was Bear Sterns which had 36 dollars in debt for every dollar in asset. The "money" was a "number entered on the books." A similar scenario was seen with Enron, Worldcom and many others. The govt. loves what these corporations do, including the exorbitant pay scales of the top management. All this "phantom money" (stock options, etc) and "creative financing" only generates more taxes for the govt. and grows the GDP (Gross Domestic Product). The sub-prime mortgage is another version of 'Voodoo Economics on steroids'. Here individuals bought homes with money they do not have and cannot afford. They were facilitated by bank-lenders, backed by several institutions along a vertical chain, who lent money that, these institutions did not have. Now that you have done it, let me put my comments as a top up to your article/problems facing at the time of applying for Mutation. What is mutation? It refers to form I & XIV (see a copy below) In other words, it is nothing but adding a new name, usually by deleting old name/s on the existing Form I & XIV. (Form I & XIV is a document which tells you about the particular land/area (under Survery No & Sub. Div No), whether it is a cultivable on un-cultivable, total area/size, the Occupant/s (The owner/s), tenant/s, other rights holders (if any) .See a copy below Who is an occupant? The legal owner/s whose name appear on sales deed as purchaser etc e.g Landlords, Church/fabricas, communidade, you or your parents or your grandparents etc When you buy a piece of land in a developed project having about 100 plots, after the mutation, your name will appear amongst the 100 other occupants in the Form I&XIV (provided none of them got their individual plot ‘partitioned’ which is the next lengthy process after mutation) Tenants are those who live there (in the same property) and look after the property etc e.g. mundkars Other rights holders are those who are not tenants but whose house is located in the said property. E.g. those slums in communidade land or other government property or those houses which were built say over 30 years ago with the permission of the landlord. When we apply for Mutation? After purchasing a piece of land. Get sales deed done, wait for about a week to get your sales deed docs from the registrar. Why Mutation? Since you are a new owner now, you have to request for inclusion of your name by deleting the name of the seller (previous owner/s). How do we apply for Mutations? What’s the procedure? Write a plain letter requesting for mutation. 1 Attested sales deed copy 1 latest copy of Form I & XIV 1 certified copy of Court order (if any) Make a file and hand over to the Talati of Mutation at taluka Mamladar’s office. (note: Talathi you find at your Panchayat is different from the Talthi of Mutation) But the office, they will tell you to add more docs etc and it depend on persons/clerks, taluka etc as it seems different rules to different talukas. Lets take Panaji office (Tiswadi Taluka with Goa Velha, Bambolim Siridao, Agxi, Neura, Panjim, Taleigao, Merces etc etc) There is a little fellow with little hands but very big mouth clerk with no smile on his face in the Computer section of the Mutation dept. When I went there with the above 2 documents, he told me to put it in a file. After presenting the file, he then told me to fill in a sort of a check list ‘details for application for mutation’ which is available at the outside kiosk for Rs.10 (it was just a one page photocopy). After that he said bring one blank but stamped envelope with AD (Rs.25) which he say is required for their records. When asked what records? He said (with ugly face) simply do it as said. I requested if they could accept my file and that I could hand in the envelope tomorrow. He says ‘no way’. Fine, I hired a motorbike and went to the Post office which is at near old Pato bridge. When I presented the file this time, he would still not accept it saying file the docs in the file properly. I could do it myself if I had a hole-punch. I request for it, he says ‘their hole-punch’ is missing since morning. I told just keep it and DIY when found. He would simply not accept it. Then I went to the Mamlatdar office to see if I could one, asked three different person they don’t have it and the fourth one pointed me out another officer saying that he has it. I politely asked him and he was kind enough to lend me after talking it out from his locked cupboard. A ha , my file is finally accepted after 3hrs of ordeal. I was told to come back after 8 days to collect a notice of which I had to make photo copies and post by regd./Ad to all the name occupants in the form I & XIV. The GGRM would like to draw to the attention of the Goan people and media that this attacks on Goan activists are being mounted by the builder lobby and those supporting them . GGRM has pointed out that there have been attacks on activists for a while now. This has included the police harassment meted out to activists in Benaulim,Anjuna,Colva to name a few including the search at Cortalim for supposed 'terrorists'; it includes the violence visited on anti-mining activists, the violent attacks on peaceful demonstrators in Quepem on the 11th of October, and their subsequent illegitimate arrest and detention. The GGRM points out that it sees this attack as an attempt to silence and subdue the village activicts by creating a fear pysicois in the minds of the villagers and the People of Goa who are making every atytempt to protect the goan identity and their right to the way the way of life . Speaking on behalf of its members, the GGRM points out though that they would not be cowed down by such attacks and would continue to speak up in a democratic and non-violent manner against vested interest seeking to convert public wealth into private profits. The GGRM also indicates that it is time for the State and official organs like the police to step up and bring the offenders to task and to enforce a social environment where peaceful and democratic protests can continue in security. Jude Sunday Reflections: –All Souls Day “May they enjoy eternal rest in His Kingdom” 2-Nov-2008 Readings: Isaiah 25: 6-9; Romans 5: 5-11; John 11: 17-27; In today’s first reading the prophet Isaiah begins with a feeling of deep depression almost forgetting what happiness could mean. This is man’s reaction in the face of death, or the prospect of isolation, want or chronic ill-health. Is this the end of it all? Then the prophet remembers what God has revealed of his mercy and he speaks words of hope as he describes final salvation and the joy of the chosen ones of God, who replied to the Lord’s invitation, in terms of a banquet. With the reawakening of faith comes the feeling of peace. The souls in purgatory have this peace as they wait in patience for the Lord’s coming and the fulfilment of his promise. What is certain is that he will come and bring his peace and consolation to all who await his coming. You are very right in your assertion of their integrity, loyalty and honesty talking of which reminds me of a joke about politicians, I don't know if you have heard this one, any way I'll try to make it as short as possible: A son was crazy about joining politics, the father was against and was trying to convince his son that, politics was not the place for people with integrity, loyalty and honesty but the son was adamant and so insistent that the father out of frustration told the son, he could join politics, provided he passed a test, the son in all his excitement and enthusiasm accepted, thinking he had won his battle with the father, and was ready for the test, father asks the son to go and stand, on the parapet of the second floor, of their building, son obliges, father tells the son to jump from the parapet, and that he would hold him, tells him not worry and assures him that nothing will happen to him, son thinks father is testing his courage, you do need courage in politics, don't you ? Son closes his eyes and jumps, wrac ! a few broken bones and a battered body, in all his pain and anguish, son glares at the father, who in turn tells his son, my son this is the first lesson in politics, "trust no one in politics, not even your own father" Hope I haven't bored you with this one Ref. to point 3. The Government is as guilty as any else in this case. Ref to point 5. You do care for this kid and have sympathy for him, don't you ? It's a mean world, however law is law for everyone. It is the law to arrest and put the accused behind bars, from there on, the legalities and formalities follow, I have no clue what follows after that, but we do have loop holes in our system and more often than not, it is the innocent that suffer, but can we change the system for one person ? Shouldn't everyone go through the same system ? I hope you don't mean to say that Rohit should be out of this system or do you ? Ref. to point 6. The law does protect under aged children but tell me one thing, if the accusing party has proof of Rohit's guilt (what ever pictures or DNA) does any think that Rohit, will surrender himself to the police ? The mother had accused State Education Minister Atanasio Monserratte's son Rohit and Public Works Department Minister Churchill Alemao's nephew Warren of sexually abusing her 14-year-old daughter. "The police are doing a fairly good job and there has been no thought about handing over the case to CBI," state Chief Secretary J P Singh said. The investigating agencies will have to reply to the Goa Bench of Bombay High Court on Monday, when Justice A P Lavade takes up the case for hearing, as to why the investigation should not be handed over to a specialised agency in accordance with law. On October 24, Bombay High Court Chief Justice Swatanter Kumar and Justice S A Bobde had taken suo moto cognisance of this high-profile rape case. The bench had called upon the investigating officers to explain what investigations had taken place and why none of alleged accused or suspects had been apprehended. Today morning I attended My first Village Gramsabha. By Gods grace everything went peacefully. It was started at 10.30am Sunday 26th Oct. 2008 1. Sarpanch Janu Rosario tried his best to mishandled the situation. Presence of police force, they were not invited by Panchayat, kept the situation under control. I left at 11.45 due to unrgent call.
