The Education Minister, Mr Atanasio Monserrate, whose son Mr Rohit Monserrate has been accused of sexually abusing the German girl, in a press note released on Sunday said that his son would cooperate with the police now that the girl has deposed before the court and had her medical test done. He said that his son is an adult and �should be responsible for his actions and must face the consequences of breaking the law, if he has done so�. For a long while, I swore by Microsoft. I got my baptism in surfing with Internet Explorer 6. Even though friends kept trying to 'convert' me to open source software, I was reluctant to change, Old habits die hard. I did a little experimenting and went through the paces, IE 6.5, Opera, IE 7, IE 7 pro, in quick succession but all had something missing - something intangible. IE 7 pro has its good points. Like a mini download manager, crash recovery window to take you back to the pages you surfed last in case of a system crash, numerous plugins that that help you. Was it my imagination? Or was there something still missing? Then I decided to try Mozilla Firefox 3. Things have changed drastically since. Firefox 3 has all the good things of IE 7 pro and then more. There are loads of skins to choose from. There are addons and scripts that you can run. My favourite addons are Cooliris which allows you to preview a page by clicking on a blue icon near the link to the page. If for instance, you google for something, without opening any of the links, you can preview the pages. No opening new pages or tabs. Another interesting addons is the videoembed (FLV player) that enables downloading of youtube movies. My favourite is Fire.fm Fire.fm streams non stop music. Just type in an artist, genre or tag and listen away. Can any Goans who were in Dubai in the sixties remember what companies operated then? Was Gray Mackenzie's first office at the mouth of the creek? I came across information that the first office had about 42 staff in total, of which 35 were Indians and 9 were Arabs. Of those 35 I am sure most were Goans as Gray McKenzie was particularly fond of employing Goans. Hariprasad's dinner diplomacy that night changed the course of the investigation, Rodrigues told the media, adding that there was immense political pressure on the police to kill the case. While the main accused in the case Rohit is Education Minister Monserrate's son, the other accused Warren is the nephew of Public Works Department Minister Churchill Alemao and Urban Development Minister Joaquim Alemao. Rodrigues said that the police were needlessly delaying the investigation even after the victim had deposed before a judicial magistrate and a medical examination had confirmed rape. The police could have collected a copy of the girl's statement Saturday itself. But the officer present in court left sometime before the deposition process could be completed, the advocate alleged. Rodrigues has also expressed shock at the statement issued by a senior police official that the police had already extracted a statement for Rohit Monserrate, who has been 'missing' since the day the offence was booked. On the one hand the police say that a 'lookout notice' was issued in Rohit's name and now they claim that they have taken Rohit's statement. He is an accused in a rape case. The police are giving him preferential treatment because he is the son of a minister, Rodrigues alleged. If this is the way the police are going to behave, we will be compelled to place this factual position before the Bombay High Court bench in Panaji during the hearing Tuesday, Rodrigues said. He also alleged that police were now trying to target a head constable at the Calangute police station for non-registration of the original rape complaint for 12 days. They are making a scapegoat of the head constable for delaying the registration. A rape complaint involving a minor is always brought to the notice of senior officers at the police station, Rodrigues said. The Bombay High Court had taken suo moto cognizance of the complaint. Woman who 'cared for the dead' bids goodbye to Qatar Publish Date: Monday,27 October, 2008, at 02:37 AM Doha Time By Bonnie James Eugenia (second left) being felicitated by Kohli, Dr Thomas and Dr Malini at the ICBF function AN INDIAN housewife who touched the lives of many over the past three decades by leading a group of volunteers to dress up the dead at the mortuary is leaving Qatar for good with fond memories. Eugenia Dias, from the state of Goa, has not kept count of the bodies she and her team have cleaned and dressed at Hamad Medical Corporation's morgue since they started the charitable activity in 1977. We have cared for the dead from all over the world, the publicity-shy Doha resident of 37 years told Gulf Times in her first and last interview to any media organisation, as she put it. Eugenia landed in Qatar in 1971 to join her husband Diogo C Dias, two years after their marriage. The incident that inspired her to embark on the unique mission occurred in 1977 in Doha. Three young Indians who went to play music at a wedding died in an accident. All were in their early 20s, and one of them was our neighbour and very good friend, she said while recalling the shock of seeing the bodies lying in a pool of blood in the mortuary. At that time there were two community members, Tony Fernandes and Agapito Carvallo, who used to help in dressing the bodies, following in the footsteps of a compatriot lady, Lydia D'Abreo. I had seen them doing this and said I would help them to prepare the bodies for sending home and ever since I have been volunteering, stated Eugenia, the mother of three grown-up sons and a college-going daughter. When Tony and Agapito left the country, Eugenia and her team of fellow Indians Nerry Alphonso, Francis Gonsalves, K M Sebastian, Molly Polly, Effie D'Souza and Merlin Abreo took over the task to clean and dress the bodies of all non-Muslims dying in Qatar. There is a separate set-up to do the same for the Muslim community. It is either the mortuary attendants, relatives of the dead, companies or as in some cases, the embassies concerned who contact Eugenia and her team for their voluntary services. Usually the family or the employer provides the clothes while the rest of the materials to clean the bodies are supplied by the hospital. In order to keep the bodies from decomposing till they reach the respective destinations, the hospital staff helps to inject them with formalin. There are cases in which some bodies are covered in dirt and blood and disfigured, especially as a result of accidents. We make sure that the bodies are very clean because when the family members back home open the coffin they would have some consolation to see that their loved one looks neat for the final journey, Eugenia said. Though the social worker was never in the limelight and always kept a low profile, a couple of honours came her way, a Papal medal from the late Pope John Paul II in 1992 and an appreciation award from the Indian Community Benevolent Fund (ICBF). I was selected for the Papal medal following a reference from the former Parish priest of the Catholic Church in Qatar, Fr John Vanderlin, along with Rocky Fernandes (another long-time Doha resident), she recalled. Asked why she was leaving Qatar for good, Eugenia replied: It is high time for me to go, I have stayed (here) for a long time. She will join her daughter Tiziana who is studying in India. Of her three sons, the eldest one Joseph and his family, and the youngest Bashrie are Doha residents, whereas the second son Nezi and his family are in Canada. My team members have assured me that they will continue our work even after my departure from Qatar, Eugenia stated. The social worker pointed out that she would not have been able to undertake her mission but for the wholehearted support of her family. Diogo and our children have never complained, even when I had to buy food from outside because of my schedule, she gratefully recalled. Diogo said he had always been happy with his wife's voluntary activities and encouraged her. We are proud of her, was how Bashrie summed up his sentiments for his mother. Fr John always used to say he would not thank me, but Diogo instead, because without his support I would not be able to accomplish what I was doing, Eugenia said. Duty change to hit India's low-grade iron ore exports NEW DELHI (Reuters) - Iron ore producers in Goa said on Monday their exports would be sharply hit by last week's duty changes, which a top exporter said would double taxes on sales of low-grade fines. Late on Friday, the government changed the way it taxes overseas sales of iron ore fines, replacing a 15 percent value-based duty with a flat rate of 200 rupees ($4.1) per tonne, a move industry officials said could lead to closures. But Glenn Kalvampara, secretary of the Goa Mineral Ore Exporters' Association, told Reuters the switch would amount to a 90 to 100 percent increase in export duty on fines, which make up nearly a third of Indian exports of iron ore. Instead of 110 rupees ($2.24), we will have to pay 200 rupees. So in effect it has increased the export duty by 90 to 100 percent, Kalvampara said. By even retaining the 15 percent duty there had been innumerable hardships for the mining operations in Goa. This amendment has worsened the plight of the already sinking low-grade producers to the extent of immediate shutdown, he added. He said the duty change would hit all ore exports with an iron content of 52 to 58 percent. The government kept the export duty on iron ore lumps unchanged at 15 percent. Domestic steel makers have been lobbying for an increase in iron ore export duty to ensure adequate supplies of the raw material. Hi All, This came in my mail, thought you might want to read it? CHRISTMAS - 2009 I am Gerald Castelino, a Catholic from Mysore. In view of the recent attacks on the Catholics, I have some suggestions to make. Let us not act swiftly by protests for the atrocities, let us show we are Christians. I would like to narrate a small incident which took place during the atrocities which took place in Mangalore. I am an Advocate by profession, I was sitting beside a middle aged Hindu Advocate who asked me why are the Christians not protesting in Mysore (there was a procession arranged but had to be cancelled because the Police did not give permission - its another matter again) ? I just asked him one question, is it right what is done to Christians in Orissa and Karnataka ? He condemned the brutalities and felt very sad about the whole episode. I just told him, this is what we want, let the right thinking people know what is done is right or wrong. I further told him, Christ was prosecuted for having committed no crime, now Christians are prosecuted for having committed no crime. He was stunned ! He appreciated the services of Christians to India. Our silence and deeds should be greater protests than the processions! Further all of us have seen the way the Crucifix being broken, either leg or hand of Christ is broken, all these churches must keep them in one place to remind the atrocities we may have to face. Lastly, why are we celebrating Christmas this season ? Let there be no external celebration. When our brethren are killed and prosecuted, we celebrate it in grand manner ? Is it justifiedIf we keep our celebrations to Mass and family affair two messages would be clear... (1) We show our solidarity and our pain to the nation in turn the world (2) Stop all external celebrations - save money and send to the victims. - this affects lots - thousands who make business, think of cakes, sweets, decorations and parties out of Christmas are not Christians - it will affect them secondly we save money to help the ones who are affected It would be nice to do so all over India if not at least in Orissa and Karnataka. At the beginning of the 20th century it was indeed a Goan lady who earned the sungular distinction of breaking a tradition, when others would fear to tread. It was none other than late Regina Fernandes, a native of Raia Salcete , (the village of our ex Union Minister Mr Eduardo Faleiro ) the wife of “Pai Tiatrist” Joao Agostinho Fernandes (in whose name the 1150 seater AC indoor auditorium at Ravindra Bhavan at Margao Salcete Goa has been christened ) According to Sharmila Fernandes the grand daughter, and other members of the family of “Pai tiatrist” who spoke to this writer, at their 140 year modest ancestral house in Modsai , Margao last week, they confirmed that it was indeed for the first time on 22nd November, 1904 that a lady ventured to act on stage. It was a Konkani tiatro “Bhattkara de Panzare –I ” staged in Mumbai (then Bombay) which was produced and directed by the husband “Pai Tiatrist” Joao Agostinho Fernandes (1871 –1947) of late Regina . The event turned out to be a red letter day in the annals of performing arts in Mumbai and became a subject of animated discussions - as until then no woman would dare come on stage even in Marathi “nataks” staged in Mumbai. There was indeed a stigma attached to those indulging in “zagors “ and “khells” as a cheap form of entertainment and as a result was looked down by society, viz well meaning citizenary., Having broken the tradition, later, her sister too was drawn on stage and this provided encouragement to others. Many of the males who used to perform female roles in tiatros were taken aback by the emerging trends of woman on stage. It is another matter that most of them did not last long. Nevertheless later day tiatrist like C Alvares encouraged women on stage and from then on there was no looking back till this date. Unfortunately Regina Fernandes did not live long to pursue her new found status . She died in 1906 at a relatively young age leaving behind four children two boys and two girls the oldest then being 10 year and the youngest just 3 years . But what is astonishing that having earned such laurels for Goa and Goans especially the women, it is neither the tiatro fraternity nor the State Government that has honoured this woman till date. The Government of India and Goa have embarked on several measures to empower women with even a special Department created for Women and Child Affairs . Even the ISO rated Department of Art Culture of Government of Goa having an unique first of its kind State Cultural Policyironically , Government has not felt it prudent to record her achievement for posterity on any of its documents. When this writer spoke to some senior tiatrists notably Mr Wilmix Wilson Mazarello who has authored several books notable amongst them “100 years of Konkani teatro “ funded by the Directorate of Art and Culture Government of Goa , with valid inputs from another senior tiatrist, journalist Mr John Gomes (Kokoy) which book indeed could be considered as the Bible of Konkani tatro --- on the need to recognize the role of Regina, even though posthumously , he agreed that due recognition was not given to her and felt that the Government should note her achievements. Obviously it is not too late even after 104 years of that eventful day 22nd November, 1904 to recognize her achievements. Another senior tiatrist John Gomes (Kokoy ) a recepient of several awards who spoke to this writer also agreed that it is necessary to remember the role played by Regina Fernandes and was forthcoming to hold any event on 22nd November, 2008. He assured his full co-operation in the event any one comes forward to commemorate the event on 22.11.2008. He was also receptive to the idea that the tiatro fraternity themselves moreso the women could contribute to institute a cash award of Rs. 5000/- and a momento bearing a citation to be given to the best upcoming female on Konkani stage beginning this year. He reiterated his association with the family of Pai Tiatrist and indeed also confirmed that his compilation of tiatrists of yesteryears is scheduled for release on 2nd December, 2008 when he completes 71 years of age. Given the significance of the stellar role played by Ms. Regina Fernandes it is now left to be seen how the Government of Goa the tiatrists and especially some of the women presently performing on Konkani stage viz; Lorna Cordeiro, (Saligao ) Rita Rose (Mahim) Sharon Mazarello (Fatorda ) Fatima D Souza (Fatorda ) Felcy Fernandes (Vasco-da-Gama) Irene Cardozo (Candolim) just to name a few would respond to commemorate her achievement this 22nd November, 2008. Just back from a 4 day very invigorating Goa trip. First the good thing --- there is still no better place for a susegad life than Goa on this earth. It is still the best place for relaxation, and great fish and of course drinks. I attended two back to back press conferences --- one of Venita Coelho, and the other of Aires Rodrigues. Both were super. Now the bad thing --- corruption has become too deep rooted in Goa. I am told everyone asks for 10% cut for everything. Aires needs kudos for what he is doing. I think one great thing he has done is remove the fear out of people. I expect more and more people to come out to fight for their rights. However, more dangerous than fear is temptations. I am told that the powers-that-be might offer you 5% and they take 5% if they find that you are out to expose them. Now how is that for a deal ? Those who are NRIs or NRGs can't do a sh*t for Goa sitting abroad. Goa needs 105% for any change to be done. By the end of the Clinton presidency the economy was in decline leaving President Bush with a recession to deal with. In addition, the Clinton presidency, by failing to respond to the series of attacks on the US and US interests throughout the 90's emboldened Osama Bin Laden to ostentatiously declare was on the US, and call the US a weak horse who would be unable to defend itself against Al Qaeda, which he called the strong horse. The Clinton administration also refused to take Bin Laden after he was offered up by Sudan THREE times, because Clinton said he did not have legal probable cause to hold him even though Bin Laden had taken credit for several attacks by then. This has been documented by Pakistani businessman and the go-between, Mansoor Ijaz. The Clinton administration also refused to give the CIA permission to shoot when they had Bin Laden in their sights in Afghanistan THIRTEEN times. This has been documented by the CIA agent in charge of the operation, Michael Scheuer. The Clinton administration also banned the CIA and FBI from sharing information on terrorist movements and banned the CIA from gathering information from people they considered unsavory characters. All this led directly to the attack on 9/11/2001 right in your backyard in NY. PORTUGAL: Angolagate Bribes in Local Banks By Mario de Queiroz LISBON, Nov 3 (IPS) - Portuguese banks that received transfers of money to Angolan politicians implicated in illegal arms sales have kept mum after the Lisbon paper Público reported their involvement. The Banco de Portugal, the country's central bank, has remained silent, and the banks mentioned by the newspaper declined to comment in response to queries from IPS Monday, invoking the law on bank secrecy. Público Journalist Ana Dias Cordeiro, an expert on African affairs, reported on Oct. 31 that more than 21 million dollars received by high-level officials of the regime in Luanda as a result of the illicit sales of arms from Russia to Angola passed through Portuguese banks. The information on which the article was based is contained in a list of bank transfers that form part of the evidence in the trial over the scandal dubbed Angolagate. The trial, in which 42 defendants, including former senior French officials and members of that country's elite, are facing a range of charges related to illegal arms sales, opened in Paris on Oct. 6. The case, in which no Angolan has been charged, is focusing on 790 million dollars of war materiel sold to Angola despite an arms embargo against that country, including 450 armoured vehicles, six warships, 12 helicopters, 150,000 howitzers and 170,000 land-mines. But it is estimated that between 1993 and 2000, Russia's illegal weapons sales to Angola amounted to a total of four billion dollars. Público cites a document by investigating Judge Philippe Courroye -- in the Paris courtroom presided over by Magistrate Jean-Baptiste Parlos -- who lists 54 million dollars in bank transfers to the accounts of senior officials and close associates of the Angolan government -- allegedly kickbacks for illegal arms sales paid out during that seven-year period. Of the 70 transfers totaling 54 billion dollars in illegal commissions, 50 of them --involving 21 million dollars -- appear to have been deposited in Portuguese banks. The largest sums went to the state-run Caixa Geral de Depósitos (CGD) and the Banco Comercial Portugués (BCP), the country's two largest banks. The Nacional de Crédito, Nacional Ultramarino (since absorbed by the CGD), Comercio e Industria, Totta Açores, Pinto Sotto Mayor (which forms part of the BCP) banks and the Portuguese branches of Spain's Banco Bilbao Vizcaya and Britain's Barclays are also on the list of financial institutions contained in the indictment. The beneficiaries of the payments are led by Angolan President José Eduardo dos Santos himself, who allegedly received five million dollars, while another 10 million went into the account of former Angolan ambassador to France Elísio de Figueiredo. Other recipients of sums that were not revealed are former cabinet secretary José Leitão, his wife, and his son, according to the list. Among the Angolan senior armed forces officers implicated in the scandal are generals Fernando Araújo, Salviano Sequeira and Carlos Alberto Hendrick Vaal Neto, who is now in the diamond business, and Fernando Miala, former head of the secret services, who was sacked by dos Santos in February 2006 and has been in prison since last year. The transfers were allegedly ordered by businessman Pierre Falcone from different bank accounts in his company, Brenco Trading Limited. The defendants in Angolagate are accused of forming a vast network of middlemen and influence peddlers in the 1990s, when Angola was facing an international arms embargo due to the civil war that broke out in 1975, shortly after Portuguese colonial rule came to an end. Some of the most prominent French defendants on trial include former interior minister Charles Pasqua (1993-1995), who is now 81, his closest associate, Jean-Charles Marchiani, the son of late French president François Mitterrand (1981-1995), Jean-Christophe Mitterrand, and former presidential adviser Jacques Attali. Falcone and Russian-born Israeli billionaire Arcadi Gaydamak, who has taken refuge in Israel -- which does not extradite its citizens -- are also accused of arms trafficking. The charges of illegal weapons deals, embezzlement, tax evasion and influence peddling are punishable by sentences of between five and 10 years. The verdict is due on Mar. 4, 2009. The indictment, leaked to the Público newspaper, also states that an unidentified key witness said ambassador Figueiredo was the personal representative of the president and the person in charge of his secret financial operations in the Banque Internationale à Luxembourg and the Israel Discount Bank in Switzerland. In the trial, Falcone testified that a state commission of more than 40 million dollars was paid to Angola through completely official channels. The Woman Candidate Master was in her elements as she beat Russian Ayna Egorova in the last round and she herself finished 11th in the individual section. Ivana may have set a record of sorts as she won her third Gold in WYCC and she has one in each of the three Championships - Batumi, Antalya and Vung Tau! In the Under 16 Girls Section, National Junior Girls Champion Bhakti Kulkarni aided India to bag the Silver again behind hosts Vietnam by a margin of 1.5 points. Austria bagged the Bronze medal in this section. The coach of the three players Dronacharya Awardee Raghunandan Gokhale expressed satisfaction with the outcome and said that in the coming years the trio will 'win many more laurels for the country and Goa'. Goa Contemporaries On Tue 04 November, at 6.15 pm, the Nehru Centre London will host Goa Contemporaries, an exhibition of works on paper by seven Goa-based artists. The exhibition is curated by Margaret Mascarenhas, novelist, collector and promoter of art produced in Goa, presented by Kiki's London, co-sponsored by the Vasantrao Dempo Education and Research Trust and Sunaparanta Goa Centre for the Arts, a Dattaraj V Salgaocar initiative. The exhibition showcases the work of the following artists : Julio De Souza, an explosive talent, who explores self-representation and reinvents Picasso's Minotaur; Swatee Kotwal, an experienced retro-abstractionist, whose work is preoccupied with ecological fragility; Apurva Kulkarni, conceptual artist, whose notion of the found object is inspired from the virtual world and blends traditional story telling methods of traditional Jain miniature artists with comic book art; Vamona Navalcar, Goa's senior-most artist, the first Goan to study at the Escola Superior de Belas Artes of Portugal, and a master of line; Deviprasad C Rao, rising abstractionist star, whose process-based abstractions combine quirky, child-like imagery and surrealistic poetry; Suhas Shilker, whose abstract painterly vocabulary of scrawls, linear marks, signs and symbols resist literal interpretation; Norman Tagore, whose predominantly figurative work is influenced by photography and inspired by the faces of the world he inhabits, articulating feelings of loneliness, despair, suffering or failure of human communication. It is important to have someone in Pale so that decent people dont have to vote for parties that have rapists in them. For now, both Congress and BJP seem to be harbouring alleged rapists' fathers. But then the activists seem to go in hiding just when the elections are around the corner. Will the NRGs put their money where their mouth is and ensure that there is money for the campaign, if there is a candidate ? I am really not in the loop as to what the thinking is in the activist circles and sitting here in Bangalore there is only so much I can do. [Goanet] Eco-friendly vs Eco-hostile development in Goa
“Rivulet bursts into flames at Sancoale” read the front page story on Herald yesterday 2nd November 2008. The incident narrates the sad state of affairs Goa is gripped with. Our rivulets are on fire. Our wells are on fire. Burning rivers is a sign indeed of extremely sad state of affairs in our midst in Goa. The report mentions that is the seepage of petroleum products that has made rivulet and the surrounding wells ripe to go on fire. Nearby industries in Port Town of Vasco are squarely responsible for this state is anyone’s sensible guess. The authorities that are not able to pin down the cause and identify the culprit are another joking matter that deserves public attention. Of course investigations have been imitated by Goa State Pollution Control Board (GPSCB)! The Sancoale rivulet on fire is only one example of the manner in which development in Goa has been grossly anti-nature. There are several other examples wherein the situations are no better. The entire mining belt of India has done massive damage to our water bodies. Our rivers are massively silted with mining rejects, natural springs dried up, wells are without water and dangerous water crisis has hit the mining belt. The crisis is threatening to hit the coastal belt as well with rampant mining in Selaulim Dam watershed. Mining industry is leading all round destruction of Goa. Water shortages that are to hit us in near future is direct fall out of this situation. Tourism and rampant construction activities are steadily destroying water bodies of Coastal Goa. Due to leakages in septic tanks ground water is increasingly getting polluted. This is unhealthy development – hostile to nature. Besides mining, tourism and Construction lobby, it is automobile industry that is responsible for large scale ecologically undesirable development. With increasing number of vehicles everyday, the demand for new roads and widening of existing roads, including widening of existing highways is gaining currency. These roads are beneficial to industry alone. Six lane highway road widening projects of the state government of Goa is another example to this pro-automobile industry drives. Automobile industry does not stop at the influencing State policies alone. It has also influences civil institutions such as spaces around Temples and Churches in Goa. Through out my childhood I visited St. Anthony’s Church in my village of Siolim. Its compound used to be very cool and I used to enjoy direct contact with the mud. Over a past decade or so things changed: church decided to tar the compound wall that now caters as superb parking slot for vehicles of those coming to the church on Sundays and other days. Now it is tarred and gets heated up! I miss something every time I look at it. No doubt it has benefited few individuals; automobile industry captured one more frontier – the church compound. One only need to count number of Church compounds and Temple compounds in Goa that are tarred there by increasing temperature on ground specially during sunlight. This is another unhealthy development practice adopted by our society. The re-thinking on development paradigm that is eco-hostile has to come from society more so from popular folk level. This so because our scientific establishment has meet bought off largely by industry that is bent upon generating large scale eco-hostile development projects. Media then is roped in to manufacture consent for its acceptance. The essence these projects being eco-hostile necessarily needs lots of coxing for its acceptance in society. If it does not work then coercion is deployed – legal and administrative coercion. Democratic processes are subverted – as it is happening in recent attempt of the State-Industry combine to win themselves legitimacy through various regional plans under intense debate in Goa since 2005. The current rise in articulation levels of the People in Goa is very healthy sign. The response in the face of pain is cry – soft or loud – that expresses the state of affairs. The protests and their current state in Goa is exactly this. They have rose up to say what they do not want. It is heartening that people in Goa have rose up to express pain and say what they do not need – Commercial housing, Mining, Special Economic Zones, Casinos to name only few. There is expressed concern in few quarters in Goa that that this is too negative an orientation of movement and it needs kind of positive agenda to change its contents and image. This is a legitimate concern and must be addressed on priority. One guiding principle that comes to mind as I reflect: Movements must identify and document water bodies and their details and must vow to defend them at all cost as the water is source of life on this planet earth that we inhabit. After identifying series of water bodies identify the linkages of these in their daily lives with regard to water and related security and

[Goanet] Mining transport stoped at Cavrem today
Tension rose high in Cavrem Quepem on Monday when a mining truck driver drove his truck in a rash and negligent manner endangering the life of a motorcycle rider from Vilipwada Cavrem. . The incident occur at around 11.30 AM when the truck loaded with iron ore was proceeding towards Tank where the ore is stacked, when reached at a narrow bridge at cavrem drove the truck in a rash and endanger manner thereby risking the life motorcycle rider Thulo Velip who was proceeding to his house at Velipwada. However said Thulo Velip escape unhurt. The irritated villagers noted the number of the truck and all the villagers who were working in the paddy field marched on the main road and stopped the truck involved in rash and negligent driving while returning. The irritated villagers then manhandled the driver of the said truck. It seems that the truck was transporting the ore from magnum mine operating in survey number 27/1 and 27/2 and transport contractor of which is Balli Zilla Panchayat member Subhash Fall Dessai. The villagers then stopped the entire mining transport from operating on the road. They demanded the appearance of the contractor at the site. At around 1.30 Quepem police appeared at the spot and in the process of diffusing the situation requested the villager to allowed the loaded truck to go. That at the request of the police the villagers allowed the loaded truck which were blocked to go but with a condition that till the contractor appeared before the villagers and meet their demand no transport should be started. It is learnt that the transport is be operated by Balli Zilla panchayat member Subash Fall Dessai who was once upon a time a strong opposer of mining at a Public hearing held at Fatorpa regarding the Bauxite mine has recently turned into a mining contractor has decided to meet the villagers on Tuesday evening. Meanwhile the villagers of Cavrem informed herald that at the time of starting the transport the contractor assured the villagers that the transportation will be done with due care without endangering the life of the villagers , however within the last few months three to four cases of negligent driving their by endangering the life of the villagers have

The fortnight long program is being organised with a view to create Awareness, record Complaints and book violations on issues of Road Safety and Traffic Management keeping in mind the Rights Responsibilities of the Consumer. During the fortnight GOACAN alongwith the village based Consumer Forums is organising a series of awareness actions in both Districts to highlight the rules of the road, unsafe driving practices, non use of helmets seat belts, lack of maintenance of speed breakers rumbler strips and the need for Comfortable, Affordable and Safe travel by public transport The Forum volunteers will also move resolutions at their respective village Gram Sabhas on road safety issues, for the listing and maintenance of speed breakers, rumbler strips and speed limit signages and the need for a Road Engineering Cell (REC) within the Public Works Department (PWD) and the formation of a Road Safety Traffic Management Committee at the level of the Village Panchayat and Municipal Council. The Forum volunteers will promote the use of the Complaint Boxes of the Consumer Welfare Clubs (CWC) for student commuters in High Schools, HSS and Colleges to report unsafe practices by public transport vehicles, non issue of tickets, harassment by conductors and denial of 50% bus concession. During the fortnight GOACAN will hold meetings with senior officers of the Directorate of Transport and Traffic Police on citizens involvement in Road Safety Traffic Management besides addressing the problems faced by consumers with regards to public transport and the bus fare hike with the respective District Collectors. The Forum volunteers will also caution village Panchayats about granting licences to mega housing projects when the concerned village does not have the necessary road infrastructure and will highlight the directions of the Chief Minister followed by instructions of the Chief Town Planner in this regard GOACAN will also pursue with the Government appointed Task Force for formulating the Transport Traffic Policy for Goa to deliberate issues related to the Regional Plan for 2021.
