An Open Letter to L K Advani By George Menezes [EMAIL PROTECTED] Dear Advaniji I write to you in anguish. A mixture of sadness and anger. I do not expect you to remember me. I am therefore attaching a picture of my induction into the BJP's National Executive at the instance of my friend Ram Jethmalani and the invitation of Mr. Vajpayee. I joined the BJP because I believe in the checks and balances of parliamentary democracy where a non-performing party is replaced by another that holds out hope of good governance. I had hoped that the BJP would do better than the Congress did despite years in power with large majorities. You could have done better, much better because of the discipline in your party, because, at that time, you did not have people tainted by corruption. But as they say in cricket, which you understand, you blotted your copy book. We had a nice moderate group in the party. Ram Jethmalani, Shanti Bushan, Rajinder Puri and some not so well known members like me. What hopes we had! All dashed to pieces. Each one of us quit for reasons of their own. I quit when your Rath Yatra started to assume menacing proportions leading to the destruction of the Babri Masjid mosque. It is an irony that I am writing to you instead of the Government in power when heinous acts of genocide are being committed against my community in Orissa, Karnataka and other parts of the country. Logically I should have appealed to the government and party in power at the Centre. A Party that most members of my community vote for, opting for the evil of non governance and corruption over the evil of communalism. But the Congress of today is a party in power that lives in denial, thrives on ignoring the inhumanity heaped upon minorities that are too miniscule to be vote banks. I write to you because you are 'Prime Minister in waiting', because of the faint hope that something at St Patrick's school where you studied has rubbed off on you. Compassion and concern for human rights, for example. I write to you because the atrocities unleashed on a peace loving, completely patriotic and law abiding people is taking place in the States governed by your party and executed by the cadres that owe their allegiance to you. Violence that diminishes the possibility of dialogue or the functioning of the rule of law is a dangerous instrument in the hands of those who use it. As I write this, violence is the first choice of a party in Mumbai who want to drive North Indians (you excluded, perhaps) from the State. You have always had a strong commitment to fighting terrorism from Pakistan. I appreciate that. I urge that you extend that commitment to the terrorism that is home grown and used against brothers and sisters who are Indian first and Christians, Muslims and Dalits later. For the good of this country I pray that you can control your cadres and not vice versa. I pray that unlike many leaders in this world who encouraged their cadres to violence and had violence visiting them in the long run, you will use the power that God has given you to do good. I encourage participants in my seminars to write their own obituaries so that they can work towards living up to those obituaries. May your obituary read that you were a statesman and not a mere politician. That you brought peace and tranquility to a nation that was being torn asunder. That you were able, against great odds, to uphold the Constitution of this multi-religious, multi-cultural and beautiful country. [Goanet] How to have an effective say in the Regional Plan
A Right to Public Comment? How to have an effective say in the draft Regional Plan The announcement of the period of public comment on the Draft Regional Plan 2021 gives us the space to raise a number of rather interesting questions about the whole process of public comment. What exactly do we mean by public comment? What should constitute public notice? And does the state have any obligations in aiding the articulation of public comment? The Task Force apparently prevailed on the Government to allow for not the usual 60 days period for public comment, but a period of 90 days, three months for the public to comment. The Task Force no doubt had good intentions, but it is my contention that this extension of time alone will not serve the purpose of greater public participation. At the most, without being tied to a genuine rethinking of the whole process, it will remain a mere token gesture while the game continues to be played as always. The Draft Regional Plan was apparently notified on the 8th of October 2008 via the government gazette. Some amount of the population got to know of it a few weeks later via newspaper reports. When these good citizens got to know about it, they rushed to the relevant offices and asked for their copy of the draft plan and the maps pertaining to their village (prohibitively priced for an average citizen by the way). The answers they received was in the 'they are not ready yet, come back next week' range. Close to a month after notification, a good number of Panchayats have not yet received copies of the plan and the maps pertaining to their jurisdiction. If such is the case, can we seriously argue that the period of public comment has begun? Or is this just another perfunctory exercise, where we move through a ritual and say hurray, we did it! and move along with out any genuine public debate? To understand the ridiculousness of this practice of publishing prospective legal change in a gazette and presuming that the period of public comment has begun we need to look into the beginnings of modern democracy; where the checks on the powers that be, came from a powerful bourgeois (commercial and business) class that demanded it have a say and stake in the running of the state. For this class, unfettered with daily menial chores of the working class, discovering the joys of the print media, and encountering a world with familiar limited issues, obtaining information via a newspaper, or the odd governmental gazette was perfectly convenient. Democracy in the old republican model comprised a club of a small group of gentlemen who debated issues over tea. Information from the newspaper you had all day to pour over, and the club to discuss issues over, allowed for a fair amount of participation in governance. Goa under the Portuguese Republican regime provides us an appropriate example. It gave to a small class of Goans this taste of democracy, and for this little club, it was a very satisfying experience indeed. Democracy has since moved on though. It has itself been subjected to democratic urges, and democracy today is also the space for the working class and the rural peasant. These groups are finally demanding not merely technical compliance, but effective communication, to allow for genuine participatory governance. If the Government (and indeed the well-meaning Task Force) is serious, it will ensure that the period of public comment begins not from publication in the gazette, but from the moment the Regional Plan in entirety descends to every Panchayat in the state of Goa. If not, lets take it as fact that the Government is not really serious about this participatory exercise. There is another question that emerges though, when we recognize that the forms of the law are geared toward a privileged class that inaugurated the first phase of democracy. When we say open for public comment, who exactly is this public? Theorists of popular culture inform us that there is no such thing as a ready-made and existing public. A public has to be created. And definite kinds of public are created through definite kinds of contexts. What is the kind of public that these public comment provisions create therefore? The sad truth is that the Regional Plan does not really bother with identifying the public that needs to comment, or indeed enable it to be in a position where it can effectively comment. In the case of the Regional Plan, the public resides in the gram sabhas and municipalities of the state. Creating the public therefore would require the State to actively convene special assemblies where the technical details of the Plan are explained to this public. Only subsequent to this process, can we effectively say that a period of public comment has in fact begun. This proposed process may seem ridiculous to those who accept the current procedures as sufficient. But if we agree that the current procedures are insufficient and incapable of enabling genuine participation,

[Goanet] Samir Kelekar's trip to Goa
Thanks Samir for talking about the positive side of Goan life. It is refreshing to hear good things about Goa after all the negative stuff one reads about on this forum. I for one, as an NRI who has returned to Goa to spend most of his retirement time in our motherland, can vouch for the quality of life that I enjoy in Goa. Sure there are problems, but there is no country in the world where there are absolutely no problems. As a retiree, I enjoy the simple things in life, besides food and feni. Good friends, simple lifestyle, excellent health care, fishing at Dona Paula or Sinquerim, and exploring some of Goa's historical and natural sites. Since I did not live in Goa during Portuguese rule, I do not have a benchmark to compare what exists now and how things were then. I like what I see now in Goa, and judging from the increasing number of foreigners who call Goa home I am not alone. Some of our Goenkarbhau are very happy with retirement in the foreign countries where they live. Nothing wrong with that. After all home is where the heart is. We must each seek a place where we find ourselves truly at home. Viva Goa !

Aah!, the citizens of Mapusa can heave a sigh. November has finally arrived and with it the 'spit' repairs on Mapusa roads. I call these spit repairs simply because the repairs are carried out in the manner of a child trying to repair a toy with spit. It just lasts for a second. As a concerned citizen whose tax money is financing these repairs, I have questions to ask to the relevant authorities. Why is it that the *same *'hot spots' in Mapusa wear out year in and year out? Is it that our engineers and engineering skills are inadequate? In the year of Chandrayan, I find this hard to believe. Could it then be a nexus between the engineers and the contractors? Are the tender specifications doctored so that the hot spots which are subject to heavy stresses wear out at the smallest hint of a shower? Are the repairs not subject to a guarantee? If so why are the guarantees not being extracted? Can there be no permanent or long term solution? Are the contractors and or engineers profiteering from this? i am surprised at the debate over the submissions of comments on non-goan issues to goanet. i am disappointed that the historic victory of barack obama in the us got caught up in internecine political arguments. goa has huge interactions with the world, in a real way, as opposed to merely business and finance. you should open up your platform to the discussion of various national and international concerns. otherwise you risk making goa insular like the rest of india. that would rob this paradise of its cosmopolitan charms and by default cede public debate to venal panchayats, misguided activists and corrupt partisan politics. you should not allow your wonderful platform to be hijacked by narrow local issues. there's much more goa has to offer than arcane preoccupations about language, ethnicity, social divisions and political intrigue.

Hi Thanks Vivian for emphasizing the good side of Goa. Another good side --- and can someone confirm this -- is that I have heard that the Chinese have stopped buying low-grade ore, thanks to the worldwide economic recession. From what I hear, mining in at least some parts of Goa would come to a stop due to this. If this indeed is the case, we should call it a blessing in disguise. It is truly embarrassing to have been a supporter of McCain, while simultaneously having people like Mario and Chris on board. As the saying goes, With friends like these . Based on their posts, one would think that every republican in America is a narrow minded, muslim hating, . The truth of course is that Mario and Chris represent the ugly underbelly that exists in all organizations. The US democrats too have their anti-free trade xenophobes. Although McCain tried hard to dissociate himself from Bush, he was not very successful in doing so. The disillusionment with Bush failures have become so widespread I doubt anyone could have counteracted the negativity that has been associated with economically disastrous and morally despicable 8 years. McCain is an honorable man and I thought his concession speech was extremely eloquent. Not that it matters anymore, but there are significant differences between Bush and McCain: 1)McCain's war record speaks for itself. While McCain was being tortured in the prisons of Vietnam, Bush was busy getting drunk. 2) McCain has always stood for a lean government. In contrast, we have witnessed a larger increase in the govt. debt in the last 8 years than in the previous 80. 3) McCain has opposed to continuation of Guantanamo and has fought against the Bush administration's torture provisions. 4) Politically, McCain has always been a centrist and in 2004, there was even talk of him running in a unity ticket with Kerry. 5) Although McCain erroneously (imo) supported the war in Iraq, he was the first to criticize the Bush administration for its poor implementation. While Bush was falsely proclaiming mission accomplished, McCain was one of the first who demanded a surge to counteract the nightmare that Iraq was descending into. 6) There is bad blood between Bush and McCain than goes back to the 2000 election when Bush's aids sent rumors that McCain's dark skinned adopted child from Bangladesh was actually an illegitimate child from a relationship with a black women. But, did this all matter? Obviously not. This election was a referendum on George Bush. The people have spoken as evidenced not just by a Democratic sweep of the presidential elections, but also of House and Senate. This rarely happens in a US election. If Mario and Chris have difficulty accepting these results, I suggest they PACK THEIR BAGS and LEAVE America. The republican party needs to be rebuilt to reflect its pure original values of a small non-intrusive government, thrift and hard work. Mario and Chris: thanks, but no thanks for your help. Mario does not understand the workings of the interbank market. The market is available at the offered rate but not available to every and any Bank. The same as a loan is available to individuals but perhaps would not be available to Mario because he lives the rust belt. Not available at any price not even lending rate plus some. The interbank rate is the rate that Banks charge top notch counter party Banks. UBS is a top notch Bank but even they could not get funds during their troubles, at interbank rates - same goes for Citibank. To put it bluntly, the market came to a stand still and the Interbank rate was consistently working at 3 or 4 pct above the Fed Funds rate or even Prime rate, so now can you understand the 23 percent? If things were so simple as Mario purports above, then we would not have the crisis we have at the moment. Everyone could approach the Fed Window and borrow to their hearts content - why bother with interbank, where no one is lending irrespective of price. I am tired of trying to explain: for those who understand and read the Daily Financial papers no explanation is necessary, for those who don't understand, no amount of explanation can help. Amen. During one of the many Sterling Crisis in the U.K. our Sterling deposits trader had failed to cover a shortfall of just half a million in our account. The man probably thought that our Clearing Bank, ( U.K. Bank ) would charge us their lending rate. He thought why pay 26 percent overnight; the rates consequently traded at 400 percent for overnight money that day. Next day he learnt that our clearing Bank charged us the highest market rate of the day - 400 percent. The man got it in the neck, needless to say. Also it is nice to learn that Mario now admits that he was wrong when he had stated before, that interest rates were never higher than in their early teens in the US. Does he want to deny this? I shall not embark anymore on this - take it or leave it, or go to someone who works in a dealing/trading room and ask them the realities of today's market environment. Ask why interbank rates were trading so many percentage points higher than Fed Funds rate or prime rate, up to just last week. Also ask why, in my opinion, we shall see some more blood, especially from AIG which is hemorrhaging and will eventually be allowed to go bankrupt - its need for funds is botomless, it doesn't care to borrow at prime rate ( which it can't, in any case) it needs to borrow at 30 percent but even at the price there are no lenders to help AIG. Lastly, keep dreaming of the gorgeous Air India hostess that you supposedly knew, who flew in from Singapore, with Satchmo - this when Air India did not have a Singapore franchise. This is the America we all ultimately fall in love with. This is the America that renews itself continually and fills us with hope. Hope, that we can overcome the ugly disease of prejudice, bigotry and division based on creed, caste, class and colour. Hope, that the swell of humanity will always in the end swing towards that which is good, pure and righteous. We may not know how we all collectively decide that one act is more righteous than the other, we don't know how we reject the other, but in the end, we do reject the ugliness of false promise, premise and propaganda. Perhaps as the last generation of Goans in my immediate family, as someone who chose to keep my nationality and is very consious and active in promoting my Goan cultural identity, I'm saddened by the fact that so many of our youth are now embracing ideas that are filled with this ugliness of false promise and propaganda. Obama's constituency were the young women and men of America, who spoke for change. So many of our young, are marching backwards, turning their backs on the idealism of Nehru and Gandhi, and instead flirting with dangerous ideas which will set the course of our history back by centuries. Hello all, I am a 59 year old Goan who has lived the Goan life to the fullest from my birth till the age of 27, when I left my beloved birth-place to other distant shores in search of better prospects. With regard to the question: Waht is the Konkani version of the english 'Hello and How are you, I have the following to say. Mind you, I am refering to the period 1950s to 1980s. I have nver found a konkani translation for Hello and I do not know that one exists. If it does, I would like to be enlightened. Every time I crossed some one elses' path, during the day I would say nothing, if the the person was a stranger to me. I would perhaps make eye contact, smile and go on my way. If the person was known to me or a co-vilager, I would say somethng like, Dev boro dis diunk or or Cosso assai or fuim voitai or Fuim geloloi or boro assia mure?, etc. In the night time, it was customary to wish the person Dev Bori rat diunc. It is also known that among co-villagers and friends, it was customary to ask upon encoutering: Ago Fislu, brem assai mungo?Aiz nisteak kitem adleim? This was in reference to the fact that in Goa, especially in the villages, most of the households, bought, cooked and ate fresh fish every day. ( I really do miss that!). So, in my memory, there has never been an exact or appropriate translation in Konkani of the engilish Hello. I fully agree with Naguesh's take that we Goans have a unique way of greeting. We say: Deu boro dis diunc or Deu bori rat diunc It translates as : May God bless you with a good day or night , instead of the plain 'Good morning/night. We acknowledge in our greeetings, that we are not in charge of our lives or desity, but God is and therfore, ask HIM to bestow upon us and our friends and others the blessings that will help us make it through the day or night. Fred, I think you are quite missing the entire context of the message, which was a critique of McCain, not the Vietnam war. The Vietnam war is recognized as one of America's greatest foreign policy disasters. However, since you do bring up the topic of Vietnam, one should note that McCain was one of the key proponents for reconciliation with Vietnam - a nation that is still controlled by the victors of the war. It was people power that brought an end to that war, just as it was people power that brought down the immoral rule of the Bush administration. Since we are on the topic of policy failures, why is it that the Goan populace continues to vote in goons and criminals to power? Is the Goan public stupid or stupid? That's a splendid piece, Marlon! You've shown rare courage to reveal your poitical affiliation now. I too thought McCain's concession speech was really touching. I found it even more gracious than Obama's acceptance speech, which was superb indeed. A piece of advice to Mario: Stop bleating about Bush and his achievements and start thinking about India and Goa now! One is Mr. Martins of GOA CAN.This time, I am seeing some innovative steps from GOACAN involving the local admn. It is also a valid point to note that the entire Goa State has only 275 policemen on duty to peach and practise Road Safety. This is no where nearer to the UN Police/Population matrix. For a population of 15 lakhs(plus the tourist inflow of another 3 lakhs) Goa should have a sizeable manpower to implement the Traffic Rules! Mere legislation and notifications do not help ensuring ROAD SAFETY. Only in letter; not in spirit! There should be IMPLEMENTATION of what is in the Book. someone has to bring the violators to the books. Who is this someone? It is the traffic police. We as public participants can only extend our support to the traffic police. But the Enforcement is the PRIME DOMAIN OF THE TRAFFIC POLICE. We could note down numbers and give; we could send e-mails as suggested-to Police websites! But violation booking and catching is the role of the traffic police. We, the public can only assume rolefor TRAFFIC EDUCATION and also TRAFFIC ENGINEERING with our exposure/equipments and knowledge. We could assist enforcement, if we are able to put on the Uniform as TRAFFIC WARDEN. I am told that no one is coming forward to become the traffic warden in the cities of Goa. No School Teacher is ready to head the Road Safety Patrol(RSP) of the School. Mr.Arwind Gawas, SP Traffic is still on the look out for volunteers to join the Traffic Warden Organisation of Goa Police. Why this dualism? On one hand we blame the Road conditions and Defects. On the other hand, we do not support the administration, in the way that is required of us blaming them to be inefficient (with only 275 traffic policemen-consider the terrain!) FIRST : LET EACH ONE FOLLOW AND OBEY TRAFFIC RULES!
