The black, sooty, dreary landscape looked like something from another planet. 
Hundreds of trucks, endlessly raced and swayed over and across the muddy, curvy 
roads, up and down the slopes. Giant cranes cruelly devoured the mud, causing 
crates, landslides, in an organized way. It's difficult to believe that this 
area 
from where the state's big money came, lay on the fringe of one of India's 
greenest 
states, Goa. My request to visit a mine had been met with a perplexed "Why?" I 
had 
no answer except that I was curious.



The pebbly earth that the cranes crunched was raised to a height, sieved 
through 
rattling, shaking, graded meshes. The enormous imported machines that yanked 
the 
transport belts looked, sounded and were a decade old. The men (no womenfolk 
here) 
paced leisurely up and down the line, monitoring the activity. The loaders on 
the 
trucks led a more hectic life. Had their supervisors carried whips, they might 
have 
resembled the Egyptians who built the pyramids. Not a thing pretty here. Not a 
bird, 
flower, no colour, no peace.



The black, sooty ore, washed and graded, stored piled, open to the sky, was 
transported later by road to the closest quay from where it would be ferried to 
the 
main port. Thence to worldwide destinations.



I expected the same ugliness when I went down a salt mine in Poland. What a 
contrast. At 135 metres, the deepest mine in the world gave me one of the most 
memorable experiences of my life. From Crakow to Wieliczka, the drive was 
smooth, 
with flat green fields on either side. Once the tickets were bought and we 
entered 
the cool (13 deg C) blackness, the stern guide took over. The crystalline 
walls, the 
floor, were gleaming, solid sodium chloride. Our guide explained how things had 
evolved over 400 years.



There were full-sized statues of saints and kings carved out of the 'rock'. The 
humidity in our breaths could dissolve them, so we kept our distance. Seeping 
and 
dripping water could form streams that would dissolve an entire mine, and cause 
deaths: channels were made for the safety of the workers. Once horses were 
lowered 
into the shafts to work the wheels and levers, so large was the subterranean 
maze. 
Deeper, was a big cathedral with chandeliers whose crystals, too, were made of 
salt. 
On the walls were carved figurines, scenes from the Bible. The floor was made 
to 
give the appearance of tiles. Still in use, these mines have a museum, a 
cafetaria, 
even a post-office.



We can't look after the Taj, leave aside converting a mine into a tourist 
attraction.

[Goanet] Green Cross Conducts Snake Awareness Programme In Saligao

Dear nettekars,

Saligao's Green Cross members, Griselda Nobay, Tarika & Suhail Kiran
conducted a snake awareness programme on 6 May 2009, at the Children's
Summer Camp, Mae de Deus parish, Saligao.  The camp was conducted by a
small band of dedicated youth.

Green Crossers Alfred D'mello from Nagoa and Mario Mascarenhas from
Saligao answered questions and assisted in the live handling of a Buff
Striped Keelback, 2 Rat snakes, a Python and 2 Cobras.

Using a slide show with Dean & Alice D'Cruz's LCD projector, Griselda,
Tarika & Suhail taught participants to identify the 4 venomous and
various non-venomous snakes of the 54 species in Goa.  While 5 year
olds and teenagers alike independently handled the gentle,
non-venomous Buff Striped Keelback, a common garden snake found in the
village, all were quite excited to get their first touch of a Python
and Rat snake which the 3 young Green Crossers expertly handled.  The
Cobras were treated with a lot more respect and from a safe distance,
the 70 campers viewed them with the right mix of fear and fascination
.

Incidentally, the Buff Striped Keelback and a Ratsnake were caught at
Tina's (Allwyn and Jude D'Souza's sister) and Maurice 'Budza' Britto's
houses respectively, in Saligao itself.

The Green Crossers invited participants to help save Saligao's and
Goa's environment by learning to identify, handle and rescue snakes
that stray into human habitats.   For those interested, they offered
to conduct training programmes, in the village itself.  Griselda Nobay
from Donvaddo, one of Goa's few women snake handlers, who was also the
Camp Coordinator, is the person to contact.  Snake lovers from outside
Saligao are also welcome.

The next message contains the Snakesheet that the Green Crossers
distributed.  It was compiled by Tarika and Suhail's 'anOTHERskool'.

Panaji, May 8 (IANS) Numerous illegal landing zones, no proper mechanism to 
check trawlers, unverified migrant workers employed on board fishing vessels 
and a media-sensitive tourism hub, continue to make Goa a perfect, soft target 
for terror attacks, maritime officials said. Speaking at a seminar on Homeland 
Security organized by the Confederation of Indian Industry (CII) Friday, senior 
officials of the Indian Navy and the Coast Guard were critical of the 
government for being lax on issues of maritime security and not doing enough 
quickly to ensure that effective defence mechanisms were in place to handle any 
terror threat from the sea. 

Coast Guard Deputy Inspector General (DIG) M.S. Dangi said that even after the 
26/11 terror attacks in Mumbai, the Goa government had not been successful in 
fully implementing security measures along the 105-km long coastline. 

"There are nearly 40 illegal landing points, which function without the 
government's permission. Each of these places need to be verified for security 
purposes," he said, adding that surveillance needed to be mounted near these 
sensitive areas, which could be used to offload contraband or terror elements. 

Dangi also said that the state government was dragging its feet over simple 
issues like issuing identity cards to fishermen operating in the numerous 
trawlers registered with the fisheries department. 

"The identity cards are being issued at a slow pace. There are also several 
unauthorised fishing boats operating off Goa's shores," he said, adding that 
action taken by the Coast Guard (CG) against these unauthorized vessels and 
their operators, had resulted in a lot of acrimony between the fishermen and 
the coast guard. 

"We are here to safeguard our coast. We will do our job at any cost. Security 
comes first," Dangi said. 

Flag officer Commanding - Goa area Rear Admiral Sudhir Pillai said that while 
Goa was a soft target for terrorists, because of its tourism focused industry, 
red-tape had put paid to whatever decisions that were taken after the Kargil 
conflict vis a vis maritime security. 

"The concept of marine policing was mooted after the Kargil conflict, but until 
today only two of the thirteen coastal states have a marine police force," he 
said, adding that the marine police force in Goa was still in a fledgling 
state. 

He further said that the formation of a National Maritime Commission, which was 
cleared by a Group of Minister (GoM) in 2007, was still entrapped in 
bureaucratic wrangles. 

"The proposal has not moved forward much. There is an urgent need to synergise 
the various marine agencies like the ministry of shipping, Coast Guard, Indian 
Navy, etc. We are working at cross purposes right now," he said. 

Pillai also said that 26/11 should not really have come as a shock, because the 
sea route was used by terrorists to smuggle in explosives for the 1993 blasts 
in Mumbai too. "We should now be ready for the next attack. We should not be 
caught napping," he said.

MAHANAND MURDERS: A Shameful Police Story

MAHANAND Naik has confessed to killing a fifth woman.
There are pointers, some weak, some strong, that in the
past 15 years or so, he has killed no less than 18 girls,
most of them in their twenties and coming from lower
middle class families.

It is one of the most barbaric and gruesome stories
Goan people at large are confronted with. A man has
suddenly been found, according to his confession to
police, to have murdered many women. But the chain
of murders puts the Ponda police and its criminal
investigation under a prickly scanner.

It is intriguing that in none of the murder cases in the
past 15 years the police could identify the killer and
frame charges against him. The cases remained
unresolved.

Could it be because the victims came not from well-
off families? Did the police not even use elementary
tracking means such as a sniffer dog? What can really
be an explanation for the police not taking the
disappearance or death of such a large number of
women seriously? Was it political patronage?

That seems highly unlikely as Mahanand is a man of
very low station and has been found to be living life
on his own doing sundry work and not investing any
effort to build political contacts.

Is it because the police officers that were given charge
of the investigation were highly inefficient? But then
what about those superior officers who are entrusted
with the responsibility of regularly (at least monthly)
monitoring the progress of detection in cases especially
of heinous crimes like murder and rape?

Mahanand's confessions might lead him to the noose,
but they are also going to leave the entire police hierarchy
also condemned.

The statement of Mahanand Naik's wife has revealed that
he had asked her, just three days before his was arrested
(April 22) for rape, to leave her Ela Farm job and take care
of their child after assuring her that he would see that she
gets sufficient money to take care of her needs, said police.

Sources speculate that what could have prompted Mahanand,
a resident of Tarvale, Shiroda to continue his killing spree was
that he had got off scot-free after committing his first murder -
that of Darshan Naik in 1994 - and even the second one - the
1995 abduction and subsequent murder of Vasanti Gaude.

Sources also allege that despite the fact that Vasanti Gaude's
brother, Mr Ramanth Gaude, had complained to the police,
the men in khaki failed to make any headway in the case,
opening them up to allegations of negligence.

Despite Mr Ramnath Gaude's September 13, 1995 complaint
that Mahanand had abducted his sister, the case was registered
as a missing person (in 1995). Mahanand was detained under
Section 41 and released on the next day but his statement was
not recorded and the case not followed up. Interestingly, the
kidnapping case was registered after his arrest now. Even
letters written by Mr Ramnath Gaude to the then deputy
collector and senior police officials for necessary action
were all in vain.

The complainant had even gone to the extent of informing that
Mahanand had taken Vasanti, after winning her confidence, in
his rickshaw on the pretext that he would like to deposit in her
bank account his share of his father's business.

Ironically the complainant had also accompanied the girl, but
Mahanand managed to give him the slip by telling him to stay
near the Ponda branch of the SBI bank, while he took Vasanti
to Khandepar, where he is said to have killed her.

Four of the five murders, that of Darshan Naik (21) in 1994,
Vasanti Gaude (19) in1995, Kesar Ragu Naik (33) in 2007,
and Yogita Naik (30) in 2009, were reported to the Valpoi
police, Goa Velha police, Ponda police as their bodies were
found in these respective jurisdictions. The body of Nayan
Gaonkar (30) who was reportedly killed in 2008, has not
been recovered.

I thank Gilbert for reminding me to bring to the esteemed attention of 
ex-President Pandurang this highly insightful post of Gilbert on cancer 
management. The President has always been impressed by Gilbert's wisdom, 
perceptiveness and superior knowledge on a broad range on subjects. In this 
latest post on the comprehensive management of cancer, Gilbert makes the 
following astute observations, which the President has asked me to archive in

languages that Gilbert posted on Goanet, drawing from his expertise in history.

meaning of the word "curable" in the above observation. The President had 
actually believed quite the opposite. He had thought that if he ever got an 
incurable disease, he would go on a vacation to Hawaii and Thailand in the 
remaining days, and frolic, because he would not have to worry about catching 
another incurable disease. He knows that he can die only once from an incurable 
disease.

Gilbert has taught the President a new way of shining. Shining by parasiting 
writing.

The President is now thinking of hiring Gilbert as his Chief Librarian and also 
recommending him to head the new CIA i.e. Chimbel Intelligence Agency, housed 
in the Xerr building, because of the incredible powers that enable Gilbert to 
spy on the contents of private posts written to others, and also know that 
Goanet moderators are aware of them. 

But the President assures Gilbert that he need not been threatened by private 
or public posts that make fun of him. He has asked the Goanet moderators to 
allow Gilbert to shine on Goanet as much as he wants by parasiting other 
people’s writings.

Perhaps Samir can raise some money and invest in one of his own suggestions and

I see only one problem with Samir's suggestions - what happens to the supply of 
the iron ore from the mines?  If the ore cannot be obtained in Goa, it will be 
obtained somewhere else - thus shifting the problem in what we call NIMBY in 
the USA.  NIMBY stands for Not In MY Back Yard.

This term is used when people want something, but don't want it located where 
they live. 

One solution may be what strip miners in north America are required to do - 
which is to reclaim the land after they have mined it by leveling the land to 
certain standards and planting trees and grasses that were removed during the

First of, I graciously thank Sammit ( I omit formalities here in keeping 
with Shri. Khandeparkar's e-address) for the links to the bulky matters of 
the books.


I am happy that Sammit has displayed his open mind here and hopefully we 
shall have a clean, unbiased debate on this University issue.


I must strongly emphasize here that I have never cast any aspersions on any 
committee or committees that have been formed/put together etc. All I have 
said is that the investigation must be 'unbiased' and 'transparent' whether 
it goes against one or the other. I do admit that the information that I 
have regarding the working of the University at large and the working 
attitide of the present Vice Chancellor in particular, made me emphasize on 
the words 'unbiased' and 'transparent' in my communication refferred to by 
Sammit.


As to the  Q1 posed by Sammit, we shall come to know the efficacy of the 
investigative report as well as the sincerity of the members of the 
committee/s entrusted for the job when the report is actually out. I am not 
suggesting anything before that nor disputing the 'who is who' on the 
committee/s. As they say, the proof of the pudding is in its eating.


As to the disclaimer, all I will say is that there is something stuck in 
Sammit's  throat  which he  has not tried to cough out  vis a vis Goa Su-Raj 
Party and the election time fund raiser dinner sponsored  by Audhut Timblo 
of Cidade de Goa for the Taleigao candidate of Goa Su-Raj Party in the 2005 
by-elections. I am not sure if Sammit is tying the said 'dinner' to the 
'Cidade's Ordinance' in more ways than one. I would remind  Sammit that he 
will sleep well if he will only spit out the choke in his throat once and 
for all.


Furthermore, I thank Sammit for acknowledging my honourable intensions and 
integrity. Just to remind him is the fact that  the 'Citizen's Innitiative' 
debate  'SHOULD GU GO CENTRAL'  organised at the Menezes Braganza Institute, 
Panjim, was one of it.


And last but not the least, Sammit must know that my involvement is for 
(pro) GOA always,  and in  this particular case, I would like to see the Goa 
University  which I strongly believe is the SOUL of GOA,  coming  out of 
these twin controversies with its head held high, no matter who goes down.

GOACAN to observe LPG Consumer Rights Awareness Fortnight

The Goa Civic and Consumer Action Network (GOACAN) will
observe a LPG Consumer Rights Awareness Fortnight from 9th to
22nd May. The fortnight long program seeks to address the lack of
awareness on consumer rights, the complaint procedures and redressal
mechanisms available to the LPG consumers in Goa.

During the fortnight GOACAN will highlight the need for "consumer
literacy" among LPG consumers so that they make an effort to read
their rights and write their complaints.

In order to draw public and media attention to LPG consumer issues
during the fortnight, visits to LPG dealers will be organised to verify
whether consumers are getting home delivery of cylinders, computerised
bills are issued on payment of the amount, the facility of checking the
weight of the cylinder at the time of delivery is given and bi-annual
mandatory safety check of equipment at the residence of the consumer
is done.

 Consumer Forum activists will also organise "phone in's" with the officials
of  Hindustan Petroleum Corporation Ltd., Bharat Petroleum Corporation
Ltd., Indian Oil Corporation Ltd. and the Departments of Legal Metrology,
Civil Supplies and Fire & Emergency Services to check the level of
 monitoring of LPG services to consumers in Goa.

During the fortnight, consumer activists will publicise the official email
address, telephone and fax numbers of  HP Gas, Bharat Gas and Indane
and highlight the redressal avenues available for LPG Consumer Complaints.


Consumer Forum activists will also publicize at the village level the price
of the LPG cylinder, the transportation costs where applicable, the
Cash-n-Carry Rebate of Rs.8/- per cylinder and the importance of using
only Suraksha LPG Hoses for safety.

Consumers are requested to send copies of their consumer complaints
by post to GOACAN Complaints Cell, Post Box 187, Margao Goa

Shiroda serial killer admits fifth murder, 5 more under probe

The alleged serial killer’s list of victims has extended even
further, with Mahanand Naik of Taravale-Shiroda confessing
to a fifth murder.

Besides admitting to four murders over a period of 15 years,
Mahanand also confessed having killed Nayana Omu Gaonkar
(30) of Amlai-Panchawadi on March 19, 2008.

Mahanand has so far been charged with the murders of
Darshan Tukaram Naik (22) of Shiroda, Vasanti Anant
Gaude (19) of Vadalwada-Marcaim, Kesar Raghu Naik
(33) of  Mapa-Panchawadi and Yogita Naik (30) of
Curti-Ponda, besides a rape case.

In addition, police is also probing the possible involvement
of Mahanand in five other cases, where women disappeared
in similar conditions to the ones allegedly murdered by him.
According to Ponda police, Nayana Gaonkar had been
reported missing on March 19, 2008 and a missing report
had been filed with Ponda police.

Nayana’s brother had told police at the time that a man,
identifying himself as Naresh Goankar, had picked Nayana
from her house on the pretext of marrying her. He further
informed that Nayana was also wearing gold ornaments
at the time of leaving the house.

During interrogations on Thursday, Mahanand told police
that he had gone with Nayana to Fatorda and Margao,
before returning to an isolated site near the sluice gates
under the Borim Bridge at about 12 noon.

He confessed that he had strangulated Nayana with a
dupatta, before pushing the body into the Zuari River.
Nayana had worn a necklace, two bangles and a bracelet
at the time of her murder, police added.

Meanwhile, Home Minister Ravi Naik has appreciated the
efforts of Ponda police, including DySP Serafin Dias and
PI C L Patil, in detecting the various crimes allegedly
committed by Mahanand.

Describing the crimes as shocking, Naik appealed to all
politicians, NGOs and other prominent personalities to
refrain from interfering in police investigations.

He also appealed to family members of the victims and
missing girls to cooperate with the police and to come
forward with all evidence.

Mahanand’s confession to five murders has shocked the
State, with stunned villagers of Shiroda refusing to speak
about Mahanand for fear of being associated with him.
Shell-shocked family members were quick to dissociate
themselves from Mahanand, even though an irate mob
set their house ablaze at Tarvale-Shiroda on May 1.

Parmal, the publication of
the Goa Heritage Action
Group, is out in its
seventh issue. It's a pity
such useful publications
are not read and noticed
more widely, says
FREDERICK NORONHA.

You could blame it on the poor (and not growing) reading
habits of us Goans. Or, on the inefficient book distribution
system in place in the State. Whatever the cause, the end
result is that periodicals like Parmal fall through the
chinks and end up barely getting the attention they deserve.

This is a real pity. Because Parmal, now in Volume 7,
contains some useful and indeed significant articles that
could help us understand the complex reality that is Goa. To
understand where we're coming from, what makes us the way we
are, and why -- for instance -- we in this part of the world
are so pessimistic about our present and the future.

  Talking about the pessimism, it struck me as rather
  realistic when I read Dr Paulo Varela Gomes (of
  Fundacão Oriente) and Rochelle Pinto (more on her
  work below). They both agree that 19th century Goan
  Catholics and the Portuguese elites too viewed
  their times as "a condition to be mourned" or
  "times of decadence".

Varela Gomes goes further in suggesting this is "a vision
that we inherited". It makes sense, given the lament-mode
that we in Goa are particularly prone to cling to.

But it is not just the stray insights that one gets by
reading a publication like Parmal. There are full-length
essays, both original and reproduced, that give us varied
interpretations of Goa. From a range of conflicting
perspectives.

Just before the launch last weekend, the publishers
thoughtfully sent across two review copies of this latest
issue. As I opened the packet, wondering what it contained, a
'heritage site map of Goa' popped out from -- okay, the
ironies of life -- within a plastic packaging. The map itself
is a good initiative, and list 32 places which are unique to
Goa but often under-emphasised or even simply ignored in the
hype that is the tourism promotion to Goa.

It also looks briefly at Goa's heritage houses. It also
throws the spotlight on heritage villages (a bit of details
or names could have been mentioned here), the Friday market
at Mapusa, the capital Panjim, Kaavi art (a kind of fresco
painting, a term many of us might have never heard before),
and museums of Goa.

Neatly, and without much fuss, the map also lists heritage
temples and churches, mosques, caves and caverns, forts,
heritage houses, waterfalls, arts and crafts, wildlife
sanctuaries and bird sanctuaries.

Parmal's issue number 7, priced at Rs 200 (published by GHAG,
Maia, Grande Morod, Saligao), offers an interesting mix of
thoughtful articles on various aspects of Goa.

  'Heritage' is defined in the broad sense, so it
  includes culture, literature, migration and much
  more here. Some of the articles have been published
  earlier, in cyberspace or in the local press; but
  there's also a useful original contribution to the
  debate. (This is not to suggest that reproducing
  material doesn't help take the debate forward,
  given that not everyone reads everything.)

Starting somewhere at the end -- these are stand-alone essays
that don't need to be read in any particular order -- one
stumbled across Fundacão Oriente's delegate Dr Paulo Varela
Gomes' review of Rochelle Pinto's book, mentioned above.

  Called 'Between Empires: Print and Politics in
  Goa', this is a serious study of our past, and has
  been published in New Delhi. While it has been
  noticed in academia and the national or
  international circuits, Pinto's book itself has
  unfortunately hardly been noticed sufficiently in Goa.

Amazing. Varela Gomes calls Pinto's work "a very important
book" and even "one of the more important books I have read
about Goa".

He points out that the book "discusses texts of all sorts
printed in Goa and Mumbai (by Goans); historiography essays,
newspapers, novels, theatre plays, memoirs and reports."

Bangalore-based Dr Rochelle Pinto is associate fellow at the
Centre for the Study of Culture and Society, in that city.
She has managed to discuss her subject by sidestepping both
"old and obvious political agenda" and and also distancing
itself from both the "old colonial and new post-colonial
ideological fixation", we're told.

Reviewer and translator Augusto Pinto (known for his skilful
rendering of work from Devanagari Konkani to English) writes
in his usual wry, tongue-in-cheek style about Abbe Faria.

His essay is actually a review of two books on the Abbe. One,
a serious one, and another book which took both its
publishers and at least one reviewer for a ride -- by passing
off blatant fiction as fact.

At this juncture it appears that after 'intensive interrogation" an
euphemism for plain ole torture (read being hung upside down and
bastinadoed; having ice shoved up his rectum and gentle electric shocks to
his undefended genitals apart from sundry kicks and blows), Mahanand is
probably singing like the proverbial canary and would probably admit to even
having assassinated John Fitzgerald Kennedy and Abraham Lincoln to boot.

I am afraid the inept police force in Goa is trying to hang every unsolved
murder round this scapegoat's neck.

What should be really investigated is how he managed to get away with now
self admitted crimes when the he was the last person known to have been with
the victim. To my mind standard operating procedure (SOP) requires that this
lead should have been investigated first. And also, to a lay person like me,
on finding a female dead body, isn't it SOP to check for sexual assault
and/or consensual sex at an autopsy? Or are we looking at another major
lapse seeing that Mahanand seems to have got away with a number of "perfect
crimes"? Again as a lay person I ask, if his modus operandi was to strangle
the victims with a dupatta, and then throw them into a water body shouldn't
this have shown in cases where the victims bodies were found? Are the
forensic in Goa lacking?

The Custom – Shirt for New Year

It was a day of great joy for all the boys in the school. It was the last day 
of the academic year. One last examination paper remained to be answered. And 
that would be all. It was a half-day session.

The previous night all the boarders would pack their suitcases ready to load 
them the next afternoon straight on the bus. As the last paper was answered, 
which would always invariably be “Religion” , there were wide smiles on all the 
students' faces.

The buses were slowly climbing up the hill to take the boarding students home 
for their summer holidays. These transport buses were especially hired to take 
them to their respective home districts of Goa. The engines of the buses 
laboured very hard to climb the slopes of the spiral road up the hill. They 
could be heard right up in the classrooms just below the chapel.

Felicio was a dayscholar. He did not have any packing to do or a bus to board. 
He lived in Guirim. He had just to walk home two miles away.Felicio wrote the 
last few lines on his answer paper. He had almost finished writing his paper. 
As glanced towards the side doors the school clerk walked into the class. The 
clerk then turned towards him and whispered in his ear: “The Principal would 
like to see you after the exam is over”.“Alright, Sir,” Felicio replied.

The clerk walked away and Felicio wondered: Why would the principal want to see 
him? He was worried. He could almost hear his heart beating faster. Suddenly, 
he seemed to have lost his smile. Did he do anything wrong? Would he be 
punished? Did he fare badly in the subjects that he had already answered? He 
had no idea. He was anxious to wish goodbye to fellow students and then head 
home. He wondered whether he could do that before meeting the Principal.

Felicio was afraid that his class students might leave before he got back from 
the Principal's office. So he hastily said good-bye to all his friends wishing 
them happy holidays and ran up the several flights of steps to the Principal’s 
office on the top of the hill. He stopped suddenly a few feet from the door. 
Gasping for breath and trying to get back his composure, he tried to remain as 
calm as he could.“Hello there young lad, come in” the Principal said as they 
boy felt his knees tremble. “Here’s something for you”.

What is it? Is it a gift, Felicio wondered. “Take this, it is a gift from us” 
said the Principal. "Open it", he continued. His hand shaking, Felicio opened 
it unsteadily. There is was. He could not believe his eyes. It was a pair of 
shirts and short trousers that made part of the set of the school uniform for 
the new year.

“This is for you to use in the next academic year”, the Principal said. “Tell 
your mother that it is a gift from the Fathers and Brothers at Monte. I know 
that your mother works very hard. I know sometimes its is hard for her to pay 
your fees. It breaks my heart to see some boys being sent home at times on 
account of the delay in payment of school fees”. “Tell her not to have any 
uniforms tailored for you during the holidays for the next year”. “You have 
done quite well this year my boy”. "Keep on studying hard".

The young boy almost froze as he stood there in silence. Tears ran down his 
cheeks. He thought about his mother. She would be very happy to hear the news. 
He wanted to fly home if he could to tell her about what the Principal had 
said.So, anxious as he was to get home, he thanked the Principal, shook hands 
and was ready to leave. “Don’t go”, he said, “here’s something especially for 
you from me. It is a water-colour box. I know you like to draw and paint. I am 
sure you will like it. Have a nice painting done during you holidays for me. It 
will look nice on that blank wall there in my office”, the Principal joked. The 
boy shook hands, almost genuflected and hurried down the slope clutching his 
prized possession, out of the courtyard of the Principal's office.

The boarding students were all ready to leave for home. There were a lot of 
buses, a lot of din; their drivers trying hard in negotiating to reverse and 
park on the steep slopes. There was hardly any place for them to make a turn 
and head back. Some big boys helped in placing bricks behind the tires - 
chocking them to prevent them from rolling back.As the buses started to leave, 
some of the boys threw confetti, cut out of old excercise books, through the 
windows of the buses. Felicio waved out to his friends. “Good-bye”, he shouted 
above the roar of the whirring engines. “Enjoy your holidays”. “See you in 
June, best of luck in the results of the finals", someone said behind him.


Was Felicio forgetting something? Of course he was. How could he forget. So 
then he ran to the school clerk who had whispered the Principal’s message in 
his ear just a while ago. After he had thanked the clerk and told him how 
frightened he was, he told Felicio that he would like to share with him a 
little secret that it was

18 -20 Girls who disappeared were probably from economically weaker sections of 
the Hindu society, I see that's the only reason Goa's Police did not bother to 
take action on the missing complaints filed by the poor parents.

There is a striking resemblance between the Nithari killings in UP and 
Ponda.When similar cases were reported in UP, POLICE dismissed the claims as 
"GIRLS ELOPING WITH THEIR BOYFRIENDS".

This is  the price we Goans are paying for the decline in the moral values of 
the entire "GOAN BUERAUCRACY", who just want to make money 
and more money.

  *Indian embassy updated affidavit forms. *
  As part of upgradation of its consular services to the public, the
Embassy of India announced that updated Affidavit forms are available on the
website of the Embassy at www.indembkwt.org
These Affidavit forms have the facility for online typing in of data in both
English and Arabic, as may be required.

Applicants may now type in and complete an Affidavit form online, print it
out on white, A-4 size paper, and submit it with the required documents/fees
at the Embassy.

Embassy announced that as in the past, the presence of the applicant at the
Embassy is mandatory for all Affidavit/Attestation services, and the Indian
Passport [in original] is to be brought along for most such services. Fees
and other requirements remain unchanged

Samir, a rather good article, I must say.

However, as long as corruption and selfishness persist (both go hand-in-hand), 
most people won't look beyond "what is there in it for me?". That is the sad 
truth of today's life, and I might sound like a hypocrite if I don't include 
myself in that crowd. Yep, there are many times I do think like that, and I do 
try to move away from that mind-set as much as possible.  It is very hard to be 
self-less.

Why do people vote for corrupt personalities? 

Thanks to the restrictive practices in India, where setting up of any business 
or anything requires endless permits, and naturally, if a short-cut can be 
found, people will take the easiest way. And that short-cut is bribery.  Which 
is rather selfish on the part of the citizens. It may be too late in the day to 
change that mind-set, unless there is a radical change. 

Just my thoughts.

[Goanet] Wendell confronts Sujay, and sends him packing!

Eyewitness reports are coming in from various sources about an
incident that occurred last night at the Times of India First
Anniversary party at the Hotel Mariott. Apparently designer Wendell
Rodricks was involved in a verbal confrontation with PRO Sujay Gupta
amd station-head Ethel D'Costa which led to the latter two making a
hasty exit from the party.

Onlookers say that the trouble started when Sujay trooped in with
Ethel towards the end of the party, post dinner, and in passing said
something to Wendell, who retaliated by saying something to the
effect, "I don't speak to, or mix with, people like you who sell Goa
and Goans." Sujay apparently walked off to the other side of the party
in a huff, with Ethel in tow.

Wendell was asked by some people about his comment and he took great
pains to explain, to those who didnt know, about Sujay's exact
involvement with the Timblos and Fomento and Cidade de Goa and how he
was the spin doctor who had been hired to make their illegal and
unethical activities look clean.

As the party progressed someone informed Wendell that Sujay wasn't
even invited for the party and had just tagged along with Ethel. Sujay
on the other hand seemed unconcerned about not being welcome and was
all over the place socialising with Ethel.

Litte later Wendell went up to Sujay and told him that he was a
backstabber and had no business mixing around with Goans. Wendell's
partner Jerome joined in the argument by bringing up the fact that
Sujay, on behalf of his employers, had filed a frivolous Rs. 500 crore
case in a Calcutta court. Wendell too was quite angry by now and was
shouting loudly. Sujay and Ethel were trying to pacify them but it
didn't work and they kept on firing Sujay and even Ethel for having
brought this 'slimeball' for the party. They accused Ethel of being
'two-faced'.

Wendell told them both to get out which they eventually did, with the
TOI editor leading them out. There were lots of cheers when they then
left, mortified, and even some clapping.

This is what I gathered from various sources that were present at the
party. I hope someone who was present will write a more accurate
report. It is a good thing as I see it. People like Sujay who are paid
mercenaries for the people who are raping Goa should be told that we
are not going to take any more crap. My hats off to Wendell and Jerome
for doing the right thing. Sujay is paid to hide dirty deeds. He
should be exposed and socially ostracised.

ALTERNATIVES TO MINING

It doesn’t need a rocket scientist or a Nobel Prize Winner to tell us that 
mining is killing
Goa, and needs to be stopped. Mining is an environmental disaster. Yes, there 
will be
some money, but only for the families involved in the mining business or the 
truck
business.

It needs no repetition that Goa is a huge brand worldwide. It is a brand for 
tourism, and
Goa is rated among the top five tourist destinations of the world. Mining not 
only has
nothing to do with this, but mining is in fact out to finish off that brand. 
The Western
Ghats adjoining Goa are also one of the 12 ecological hotspots of the world, 
and mining
is once again out to destroy that status.

In today's globalised world, brands mean everything. In this article, I wish to 
discuss how
we can capitalise on the Goa brand, instead of finishing off the Goa brand, 
which mining
is bound to do.

Today, Goan ministers only think of selling Goan land. Again it needs no rocket 
scientist
to tell us that once sold, the land is gone. Such a business is unsustainable. 
Instead, here
are some sustainable businesses that can leverage on the Goan brand.

SALT PANS: A piece of land which is notified as a salt-pan, can be used to make 
and sell
salt. A relative of mine makes Rs 10 lakh a year making and selling salt in 
Goa. Sure, if
he sells the land now, he could get Rs 4 crore, but note that if he instead 
makes salt, the
land remains his and its value keeps growing.

HYDROELECTRICITY: The country needs power, and that too in huge amounts. Every 
year
during the summers, we see huge power cuts all over the country. Not only this, 
but the
power shortage has given rise to the controversial 1-2-3 agreement, opening the 
doors for
US nuclear power companies to come to India. Hydroelectric power based on small 
dams
and not big ones is one of the environmentally cleanest sources of energy. It 
is possible –
and this needs to be studied – that the slopes of the Western Ghats may be 
ideal for
generating such power. Hydroelectric power can be a highly sustainable business.

HEALTH TOURISM: Health tourism and healthcare in general are picking up big 
time in the
country. Goa, with its ideal tourist location, can combine tourism with 
healthcare to offer
not just foreign tourists but even non-Goan Indian tourists a combined health 
retreat-cum-
tourism experience.

CONFERENCE DESTINATION: Big companies already have huge conferences in Goa. A
year or two ago, Intel held its Asia Pacific retreat for managers in the Inter 
Continental
Hotel at Canacona. A party of hundreds of managers was flown in from as far as 
Hong
Kong for a week-long conference. I can imagine Goa becoming the conference
destination of the world. With discount air packages thrown it, it could also 
be one of the
cheapest. This would definitely be a most sustainable business.

EDUCATION: Education in India is booming. Goa is an ideal destination for 
colleges. One
caveat here, though: in Goa, ministers have the unique ability of turning every 
business
into a land grab. So, I can see ministers salivating at the prospect of having 
more colleges
in Goa. We already know with what eyes the government looks at the Goa 
University
land. Wasn’t it offered to Wipro?

Let me emphasise here that large bits of land are no prerequisite for having a 
world-class
university. Columbia University in the city of New York has only a 32-acre main
campus. More Nobel Prize winners are associated with this university than with 
any other
university in the world. So, let us not fall for the argument that huge land is 
needed for a
university or college.

FOOTBALL: Football runs in Goans' blood. Goa could be the center of football 
for the
whole country. Highly sustainable businesses can be built up out of this. 
Again, the
caveat is that this should not turn into a land grab. In Bangalore, I know at 
least one
sports company that does not have a ground of its own. It keeps renting out 
grounds as
and when it needs them.

HINTERLAND TOURISM: The opportunities here are endless. Right from trekking in 
the
Sahyadris to bird watching trips to visiting the uniquely Goan Kulagars, 
everything
would be sustainable. Tourists could be sold even demonstrations of traditional 
skills
such as salt making, feni making or pottery. There is much to learn from the 
West in this
regard. We go to the US and pay through our noses just to visit some 
settlements of
American Indians, while here we sell our valuable heritage for a pittance.

INFORMATION TECHNOLOGY: Today, in India, the information age is booming. 
Everything
is moving to the Internet. My sister in Goa tells me that she bought a laptop 
via the
Internet. Blue Dart courier delivered it at her door, and the pricing was very 
reasonable.

We may not swim, but we will not drown

I was thrown into a crowded well as a young boy. Now that sure sounded
dramatic, no? But drama aside, like most Goans who grew up in the
village, that is indeed the way we learnt to be unafraid of large
water bodies. No, we didn’t learn swimming. Most Goans don’t know how
to swim. Our language reflects this. The Konkani word for ‘swimming’
is ‘piyunk’ which is also the word for ‘drink water’. Basically
conveying that if you attempt to swim you will drink water and die.
Rewind to my childhood.

I was nine years old at the time. It was the annual festival of Saint
John the Baptist on 24th June. After suitable prayers, fruits and
beverages we marched off to the default Sao Joao household well at the
time, Persu Aunty’s, which abutted a corner of her house and hence had
many levels from which one could access the water. At one level you
could practically step into the water whereas the highest point, the
window from where water was drawn for the house, was at a ten meter
height at least. Or maybe everything looks much deeper when you’re
young and afraid. For many earlier years I had been a thrilled
observer of the inebriated menfolk doing the ‘sui-muddi’, needle and
splash dive. This year I would be one of them - albeit sober.

My friend Marico, two years older than me and already a Sao Joao
jumping veteran, prepared the ground - or rather the water. About ten
men jumped in and encircled the well. I stood at the lowest level,
holding my nose shut, petrified as everyone shouted at me to jump.
Jump! Jump! Marico provided me the final shove and I did jump to find
myself submerged in cold swirling waters for what seemed like hours -
but was probably three seconds. I broke the surface out of breath to
find helping hands help and guide me to the well wall where there were
many niches to grab on to. A rope was hanging to help divers climb
out, which I did. This first dive was easily one of the most
exhilarating experiences in my life.

After a few more such ‘protected’ dives the older revelers realized I
wouldn’t drown and they went back to their boisterous tomfoolery in
and out of the water. Taking advantage of the confusion, Marico and me
went to the well window, the highest point where no youngsters were
allowed to jump from, and executed a perfect sui-muddi combined dive -
stunning everyone into silence. We were admonished for it later, but
it was worth the thrill.

>From that first experience I progressed to field wells that were full
to the brim in the monsoons. Easy to climb out of, but too shallow for
adventurous deep diving. And of course lots of summer afternoons were
spent at the deeper end of the ‘manos’, riverside sluice gates, which
was great fun as long as you made sure you were always within a couple
of meters of a grab-able surface to stop from drowning or being swept
away by currents.

Not to say that there weren’t actual swimmers among us. There were the
few guys who would swim across the river to Corjuem or to Tivim or
wherever. But they were the exception rather than the rule among us
jumpers, waders and surface grabbers.

The average Goan female does not know how to swim and has no problems
to admitting this. The average Goan male has never learnt swimming
proper, with the correct strokes and the correct breathing. He has
only learnt to propel himself to the nearest graspable object. He
hasn’t learnt swimming. He has learnt not-drowning.

Observe at a Goan beach. The males will wade into shoulder deep water
at most and will remain at that level with a steadfast eye on the
beach and the kids playing in the shallower waters. Their backs will
take on the most massive waves and they will even ride the waves down
sometimes. A little show swimming will be attempted, but never, ever
will they go to a point where their feet don’t firmly rest on sand –
with their head above water.

Some say it could be an inherited Goan trait that knows just how
dangerous the rip tides can be. That’s why mostly drowning deaths are
among domestic tourists, who with a few pegs of alcohol feel they can
venture where most Goans don’t – into water where your feet don’t
touch down.

Even in swimming pools you will see Goan males quite happy to be in
the not-so-deep section. If they do venture into the above-my-head
section it will be only for a few seconds to show that they can
actually tread water but notice even for those few moments how they
are always within reach of a graspable surface.

I too have never really learnt the correct technique of breathing
while swimming and so have to keep my head above water at all times.
This causes early exhaustion and a pain in the neck. My outstretched
neck makes me look like a noisy submarine periscope, or a mini Loch
Ness monster.

Most of my male Goan friends are that way. We are very good waders and
amateur divers and very short distance swimmers; basically experts at
not-drowning. If we can’t feel som

I feel good as an oncologist for refusing to continue to discuss cancer 
management with Santosh.  I hope other experts take my lead and turn him down, 
when he engages any of them in a tit-for-tat and blatant intimidation; while he 
is actually learning from his counterpart.  Surely many are going to be taken 
back at this characterization. So let me expand.

As a scientist, (which he frequently touts), he is only an expert in a very 
narrow field in which he may excel. Beyond that subject, his knowledge, despite 
his myriad of "authoritative" postings  (directly summarized from the web), is 
no greater than any other goanetter.  Many goanetters have alluded to the 
web-links of his Goanet postings. Santosh cannot have it both ways. Either he 
knows more and more about less and less (a.k.a. little); or he knows little 
about everything. 

As a specific example of his inability to analyze what he writes (in a haste to 
keep up with his volume of posts), here is an expose. Anyone with half-a-brain 
would question the following post prior to posting it. 

Based on what is written, if a person develops one of the cancers listed below, 
does scientific expert likely say to the relative-patient - "No worries. Go and 
celebrate. Take a whole month's vacation in Hawaii and then another month to 
Thailand and then another month in India",... because the cancer (listed below) 
is 'now completely curable even in advanced stages.'"

Or will a responsible person suggest to take the patient to the best place, 
asap, to maximize the chances of cure?  Clearly Santosh tries to shine by 
denigrating others and  parasiting or distorting their writings.  

I hope this post is preserved in the President Pandurang library; so that his 
posterity will appreciate the reputation of the scientist in their family 
tree.  I hope his library also archives the obnoxious private posts he write to 
others; abusing and threatening them (which the Goanet moderators are aware 
off).  

Surely this will generate another spate of abusive posts from him and his 
sidekicks.  Yet many of these 'intellectually incoherent' posts from him and 
his sidekicks can be amusing, if not really entertaining. Like his opening line 
below, while getting his the list of cancer that are "completely curable even 
in advanced stages" fresh from a web-link.

Hi
The killings by Mahanand are outrageous indeed but surely more outrageous
is why the police couldnt catch this culprit for 15 years.

What do the police do when a missing case is registered ? Do they investigate 
at all ?

We need an inquiry into possible police lapses by a committee of eminent 
citizens, and punishment to the guilty including to the Home Ministers if found 
guilty. We dont want yes men appointed by the Govt. on the committee.

Let us demand the above, and come to the streets if needed.

I am responding to Mr. Floriano Lobo's comment that the 'Sexual Harassment case 
in 
Goa University case' may have been enacted and pushed forward to save the 
ragging 
culprits.

  Goa University has appointed a committee to investigate the above mentioned 
sexual 
harassment case. The committee has been formed on the basis of the Vishaka 
Judgment 
(1997) of Supreme Court. The Vishaka judgment (1997) has been one of the most 
progressive steps taken by our judiciary, to ensure equality. The committee is 
constituted on the basis of the directives of Supreme Court and is the highest 
body 
that should investigate the matter. Please find below some links to articles on

I would therefore like to seek clarifications from him as to what he is 
suggesting 
when he has says
'as I happen to know Prof. Aureliano Fernandes very well and I will want this 
entire 
thing to be thoroughly investigated, impartially, at the highest level, without 
any 
political influence whatsoever and the culprits brought to book irrespective 
whether 
it is Aureliano Fernandes, the ragging masters and mistresses and the sexual 
live 
bombs parading in the University as
 students'.I find him suggesting that the committee is biased, incapable of 
investigating the matter and lacking in authority. Also I think that  he is 
referring to the female students who have complained as 'mistresses' and 
'sexual 
bombs parading as students'. I see these remarks as ploys to 
character-assassinate 
the complainants. I see these comments blaming the women in inferior power 
positions 
(Ex: students vis-à-vis profs), of false accusations and immoral behavior.
I am however ready to believe that I might have misread his contention and 
therefore 
I am seeking clarifications from him to, two of my questions. I hope these 
clarifications will help to sharpen the debate.

Question 1: Is he suggesting that the committee is biased and is not the 
highest 
body that should investigate this matter? Question 2: What is he trying to 
suggest, 
when he contrasts in one line, the accused by his specific name and the 
complainants 
with derogatory labels like 'mistresses' and  sexual bombs parading as 
students'.

DISCLAIMER:   I am not questioning the sincerity of Mr. Lobo's desire for 
justice 
just because he happens to know the accused "very well". Just as his opposition 
to 
government intervention in the Cida -de - Goa issue was driven by his concern 
for 
greater public good; in this case too, I believe, he is motivated by the noble 
concerns. I do not question his integrity and believe that the sponsoring of 
his 
clean Goa-Suraj Party's fund-raising dinner by the owner of Cida-de- Goa had 
nothing 
to do with Mr. Lobo's political/a-political stance on that issue.

In view of the 'formative' policy of the Goa Su-Raj Party that 'Politics' 
must not mix with 'Religion',
this party endorses the press release Issued by R.L. Francis, President, 
PCLM
dalitchristian.org. However, the Church, as an institution,  has the right 
to interact with political parties/governments to claim the rights for 
itself/subscribers which are guaranteed under the Constitution of a 
democratic and secular nation, India. Nothing more, nothing less.

Five Points Election Demand by Dalit Christians




New Delhi: March 27, 2009:- The Poor Christian Liberation Movement (PCLM) 
strongly condemns interference by the Church in the Lok Sabha election 
process by declaring that it will field Church candidates. It urges all the 
political parties to take note of the statement issued by the Kerala Bishop's. 
The PCLM is shocked at the statement and demands that the election 
commission should issue show cause notice in this matter.


The PCLM makes the following demands to the political parties:



* In view of lot of controversy on conversion the PCLM urges the political 
parties to commit to bring an all India level Freedom of Religion Bill to 
check fraudulent and allurement conversion. All political parties must make 
their stand clear on this point before the elections.




* That the political parties in India should include formation of a Waqf 
like board for the protection of mission property of heritage nature in 
India.

* The PCLM urges that no ordained priest or nun should be appointed member 
of a government commission. Instead lay Christian must be appointed in such 
bodies. Currently the bishops are appointed by the Vatican and can be 
removed by the Vatican only. The local bodies or Christians have no say in 
it. This is undemocratic process. This must be changed.




* Several reports have indicated that large section of poor Christians of 
Dalit and tribal backgrounds are still suffering from the discrimination, 
outside and within the Church. So the PCLM demands that a development board 
for financial and social upliftment of Christians be formed after the 
elections. The political parties in their manifestoes must indicate their 
position on this issue.




* The Church in India owns large number of educational and health 
institutions under minority status. The Church is demanding reservation from 
the Government for the Dalit Christians .The PCLM demands that the Church 
must reserve 60 per cent of jobs for the poor Christians in the Christian 
institutions. It further urges the political parties that in case in any 
Christian institution the number of Christian's beneficiaries are less than 
50 percent the minority status of such institutions should be cancelled and 
it must be put "other Charitable Institutions" category.




It has been observed that some individuals are secretly negotiating with the 
political parties on behalf of the community. The PCLM wants such elements 
to refrains from nefarious activities.

Francisco Bhatkar from Benaulim died young and left his vast estate to
his devoted wife Veronica.

Veronica was a very good-looking woman and determined to keep the
properties, but knew very little about coconut farming, so she spread
the word that she needed a man to look after the estate.

Two men applied for the job. One was the local drunk handyman,
Sebestiao, and the other was the openly gay ex-tiatrist Benedict.

Veronica thought long and hard about it, and when no one else applied
for the job she decided to hire Benedict, figuring it would be safer
to have a gay around the house than a drunk.

Benedict proved to be a hard worker who put in long hours every day
and knew a lot about caring for coconut trees. For weeks, the two of
them worked side by side, and the coconut plantation was soon
flourishing.

Then one Saturday the widow Veronica said to Benedict, "You have done
a really good job, and the farm and the coconut trees look great. You
should take a break and go to Margao and have a good time. Maybe watch
a tiatr or go for a dance. Here's some money. Have a blast!"

Benedict readily agreed and went into town that Saturday night.


One o'clock came and no Benedict

Two o'clock and no Benedict.

Finally Benedict returned around two-thirty in the morning, and upon
entering the room, he found the widow Veronica sitting in the
candlelit hall with a glass of wine, waiting for him.

She quietly called him over to her.

'Unbutton my blouse and take it off,' she said.

Trembling, he did as she directed..

'Now take off my shoes.'

He did as she asked, ever so slowly.

'Now take off my stockings.'

He removed each gently and placed them neatly by her boots.

"Now take off my skirt.'

He slowly unbuttoned it, constantly watching her eyes in the candlelight.

'Now take off my bra.'

Again, with trembling hands, he did as he was told and dropped it to
the floor.

Then she looked at him and said,
'If you ever wear my clothes into town again, you're fired.'

Clue:
They are not Canddam or canttam
Infact, the abv fruits are smaller than canddam  (may be half of it’s
 size)
It’s tree is shorter (bushy type  but not thorny)  may not grow 
taller than 3 metres.
Fruits – First greenish, thin purplish and then dark bluish 

As a kid I remember eating it at south Goa beach side (even ate it j
ust 2 days ago)
