[Goanet-News] NEWS: Pensions for NRGs mooted in new bill (TOI)
http://timesofindia.indiatimes.com/news/city/goa/Pensions-for-NRGs-mooted-in-new-bill/articleshow/4992927.cms Pensions for NRGs mooted in new bill Joaquim Fernandes10 September 2009, 05:58am IST PANAJI: The NRI Cell in Goa has drafted the Goa (non-resident Goans) Welfare Bill for the constitution of a welfare fund to pay pension and other benefits to non-resident Indians of Goan origin, who return and settle permanently in Goa. The bill stipulates that every non-resident Goan (abroad) member should contribute Rs 300 per month and every NRG (abroad) member returning from abroad and settling permanently in Goa shall pay Rs 100 per month to the fund as contribution. Every NRG in India must contribute Rs 100 to the fund. No withdrawal can be made from the fund for a period of five years. The government will contribute to the fund every year by way of grant amounting to two per cent of the contribution to the fund. Every NRG who has completed 18 years of age but not completed 55 years, is eligible to register his name as a member of the fund. Sources in the Goa NRI Cell said that the bill has already been vetted by the law department. It has no financial implications to the government in the beginning and the amount of pension will depend on the contribution just like in contributory provident fund. The bill will be put up in the next session of the legislative assembly. The fund will be used for payment of pension to members who complete 60 years of age, and had contributed for not less than five years. The fund will also be used for payment of family pension on the death of a member who had contributed for not less than five years. The fund will also be used for the refund of the amount contributed by the member who had become unable to work for more than two years due to permanent physical disability or died while being a member or had completed 60 years of age. The fund may also be used for the payment of financial assistance on the death of a member due to illness or accident or for medical treatment of the members affected with serious illness. It may be used for payment of financial assistance for the marriage of women members and members' daughters and for maternity benefit of women members. Other uses of the fund include advancement of loans to members for construction of dwelling houses or for purchase of land or for education facilities including higher education to members' children. The fund may find other uses as may be specified in the scheme that will be designed and notified under the act. The membership will be cancelled in case of continued default in contribution for one year or more. It shall also be cancelled if a member commits any offence punishable under the act. The act proposes the constitution of a Goa Non-Resident Goan Welfare Board with six directors for the administration of the fund. The board will comprise two directors representing NRGs (abroad), one director representing NRGs (India), two government representatives and the chief executive officer of the board.
[Goanet-News] Goanet Reader: Gambling Away Our Future (VM, in Herald)
Gambling Away Our Future Goans are being forced to accept a problematic industry that has been rejected elsewhere in India, says VIVEK MENEZES It was a curious set of demonstrators who clogged the open space of Azad Maidan this Wednesday, September 9. They were almost all young men, under the age of 35. They were almost all Hindi speakers, with a rare Goan sprinkled in between. And instead of gathering together in one large group and listening to speakers -- as most demonstrations in Azad Maidan play out -- these young people stuck to their individual groups, milling around one or two people of authority, laughing and giggling among themselves like it was a company picnic. Closer examination proved that this is exactly what it was -- all these young demonstrators were actually the employees of the state's many casinos, who had been instructed to show up at this demonstration rather than for work. It was an attempt by the gambling industry to lobby for a reduction in the fee increase that recently made an entry ticket to casinos rise in price from Rs 200 to Rs 2000. Before this mass of young casino employees poured into Azad Maidan, they took a quick round of central Panjim, waving placards and signs. We Goans do not want to go back to work overseas, was one particularly emotional appeal, which continued with a plea about having to leave aged parents behind. But when I went up to the men who were holding the sign, not a single one responded when I spoke in Konkani, asking whom the sign referred to. I pointed to the relevant lines again, and asked again in Hindi to meet these Goans who did not want to go back to work overseas. A small commotion ensued. Finally, a supervisor was pushed forward to buy more time until a suitable Goan could be produced. In Azad Maidan, I continued to search for a Goan employee of the casinos who would be able to speak to me. I finally found one young woman who spoke Konkani, but she refused to speak on the record. You go talk to my director who is standing there, she said, we are not supposed to talk to anyone. We were just told to come to Panjim today instead of to work, and that we would be given instructions when we got here to Azad Maidan. Though I couldn't find her director, in the end I did find myself talking to a British employee of one of the casinos, and he pointed me to another British man, who finally produced a slightly nervous Goan employee who began to speak to me about his job and about the day's demonstration. But not a minute had gone by before the foreign supervisor showed up again at our elbows, listening closely, and interrupting his employee's train of thought. By then it was quite clear that this demonstration was a pure public relations exercise. And when all these young demonstrators were finally instructed to leave the city a short time later, they left mounds of garbage and all those ready-printed signs strewn all over Azad Maidan for the poor ragpickers to clear up after them. There could be no better metaphor for what these casino operators think of Goa -- our state and our people are only there to be lied to, taken advantage of, abused and dumped on. Make no mistake, the lies are manifold. For example, we are told that casinos are a major tourism draw that the state needs. But according to the figures reported by the gambling industry itself (to the Commercial Taxes Department) only a little over 2,00,000 entry tickets were purchased in the entire financial year 2008-2009. If you average that number across the state's casinos, that means each gambling den got less than 30 visitors per day. That's not enough to justify a beach shack license, let alone a problematic industry like gambling. Thus, we're left with inescapable conclusions -- either the gambling industry is lying about the number of visitors they get, and thus cannot be trusted in the first place; or we, as a people, are being lied to about it being a major tourism draw. More than two million visitors come to Goa each year, if only 1 per cent is interested in gambling, then the state's policy needs to be re-thought immediately. More brazen still is the illegal assault on the historic and once-beautiful Mandovi waterway, which now sports several permanently anchored rusting hulks, like so many smaller River Princesses. Every day that they remain -- in contravention of myriad laws, as well as simple public decency -- we are reminded that Goa is a democracy only in name, that the powers that be can and will ram what they will down the throats of the citizenry. We are reminded that then chief minister in 1992 amended the Anti-Gambling Act to allow slot machines in five-star hotels despite serious public objections. That then-CM Pratapsingh Rane further amended the act to allow casinos on ships despite serious objections. And then, crucially, precisely because of

Contact: goaengineer...@aol.com Showcasing Goan Culture to the Nation By CHRISTINA VIEGAS Friday, 11 September 2009 01:24 The beauty of Goa lies it its unique elements that make it stand out as the sunny paradise everyone wants a slice of. Prominent among many such elements are the music and dance of the state. Its unique cultural heritage is incorporated in the many traditional folk festivals and performances. These folk music and dances have continued uninterruptedly, while the influence of the Portuguese music and dance on the local culture has helped evolve new forms. This delightful blend and co-existence of cultural traditions gives a unique character to the music and folk dances of Goa. To promote Goan culture at the national level, the Department of Art and Culture has decided to form groups of folk dance and music artists. An audition for the same will be held by the end of the month. Presently, entry forms for participation are being given out by the Department. And what is the motive behind recruiting these folk dance troupes? Mr Cezar D' Mello, assistant cultural officer, Department of Art and Culture informs, This is an endeavour to promote Goan culture across the nation. These groups will have a platform to perform out of state and will get an opportunity for cultural exchange. But are people from the rest of the country aware of the true Goan culture? Or do they have a distorted version as portrayed by the Hindi films? The gentleman enlightens, People all over are quite aware that Goa is much more than what is obvious. They know that Goa has a history of rich tradition. We have a unique blend of Indian and Western culture which appeals to people all over. This is seen in our music and dances too which are very lively with fast beats. This is what people look for in Goan songs and dances. How will the groups be chosen? Mr D' Mello says, They will be expected to perform four different folk dances with folk music and in folk costumes. We will be choosing three groups. Each will comprise of 15 members. And can be a mix of genders. The groups chosen will be the lucky troupes who get to perform for one or two years at a stretch, at various festivals all over the country. With Goan folk dances bearing a tradition of thousands of years, where the performers portray the lifestyles, cultures and aspirations of different strata, religions and castes of Goan society, we are assured that our performers will take our culture to the various corners of the country. http://www.navhindtimes.in/buzz/2930-showcasing-goan-culture-to-the-nation

Contact: goaengineer...@aol.com Migration out of Goa: who, where, and the issues faced [An excerpt from the Goa Migration Study, 2008 -- executive summary] In Goa, 12 percent households had an emigrant currently living abroad and another 4 per cent of the households had a return emigrant who was abroad as per the Goa Migration Survey (GMS)conducted among 6000 households in 2008. Emigration from Goa is highly concentrated with respect to origin, both geographically and culturally. Salcete Taluk accounts for 50 percent to emigrant households; Christians account for 74 percent of emigrants. The GMS, in its survey of 718 emigrant households, has found a Goan diaspora in 43 countries of the world. The actual number of countries could be much larger. Fifty-six per cent of Goa emigrants currently live in the Gulf region. Another 13 per cent are in Europe, 11 percent in South and South East Asia, 10 percent are in North America. One unique feature of Goa emigrants is that about 7 percent of them are working in ships. Sixty-two per cent of the emigrants leaves Goa at the prime working ages of 20-39. Similarly, fifty-eight per cent of the emigrants has a minimum of secondary level of education compared to 28 percent among the general population. Among the emigrants, females are better educated than the males.Thirtysix percent of the female emigrants are degree holders compared to just 26 percent among the male emigrants. The average cost of migration incurred by a Goa emigrant was Rs. 62,000. The most expensive item is money paid to the recruitment agencies, i.e. Rs.28,000 or 45.7 percent of the total cost. Next in importance was the air-ticket, which costs on an average Rs. 18,000 or 28.5percent. Like emigration, remittances are also highly concentrated: 36 per cent in Salcete Taluk and 72 percent among Christians. Most households,82percent,used the remittances for daily subsistence.Nearly a third of the households used it for educational expenses of their household members. More than a quarter of the households deposited it in banks. One-fifth of remittances were used for building house and purchasing land. Remittances to Goa (Rs. 700 crores) have a significant effect on the economy. Remittances are 6.3 percent of the State Domestic Product of Goa. Remittances are one third of the revenue receipt of Goa but only 6 percent of the Government expenditure. The population of Goa invests large sums of money for the education of children and treatment of different kinds of ailments. Migrant households play an important role in fuelling the cost of education and medical treatment by their tendency to put their children in private unaided and self-financing educational institutions and visiting the private and super-specialty hospitals in Goa, respectively. Emigration has indeed caused increased consumption of modern consumer durables and raised the standard of living of Goan households, particularly those with migrants. The GMS has shown that the migrant households enjoy a higher level of consumption compared to the non-migrant households. Similarly, the average levels of savings and investment of the migrant households are higher than that of the non-migrant households. The social impact of migration is assessed by the special survey conducted among women left behind and the elderly population of Goa. Among the social problems faced by women left behind, loneliness occupies the number one position, both among young women (below 30 years) and older women (above 30 years). These second problem is the burden of added responsibilities at home in the absence of husbands, and finally, insecurity. Incidentally, one out of 10 women alsofelt that bringing up children in the absence of husbands was a problem. While emigrants bring in remittances and the women and elderly left behind are economically well off and enjoy all economic benefits, the other side of the picture is that socially, they are isolated, lonely and burdened with additional responsibilities. POLICY PRESCRIPTION AND RECOMMENDATIONS In 2008, an emigrant in Goa spent, on an average, 30 per cent of the total cost of migration on air travel. Introducing several flights from Goa will reduce the cost of air tickets as well as ease the return home of the Goan emigrants. This is crucial in view of the fact that about 31 percent of Goans never returned home

Contact: goaengineer...@aol.com A blow for the youth By Derek Almeida “We are so many sanyasis wandering about, and teaching the people metaphysics -- it is all madness. Did not our Gurudeva used to say, ‘An empty stomach is no good for religion?’” - Swami Vivekananda At the outset we wish to state that GT stands shoulder-to-shoulder with the youth employed in casinos in the State. Their show of strength at Azad Maidan on Wednesday was a desperate cry to the government and pseudo-moralists to give them a shot at building careers in an industry that is over 15 years old. There are over 2,500 youth employed in casinos earning salaries that makes them want to stay back in Goa instead of looking for greener pastures elsewhere. Today that hope is threatened by a meaningless decision of the government to raise entry fee to casinos by 1,000 per cent from Rs 200 to Rs 2,000. The prospect of losing jobs is real and the fear of joining the army of the unemployed frightening. Their plight cannot be understood by those assured of a salary at the end of the month or those is plush offices with air conditioners. It can only be understood by those who are out of jobs. Hence we stand with them because they represent a vibrant future while the rest are vestiges of a past, which was more corrupt and devoid of any sense of decency. The voters of yesterday are responsible for the political degeneration of today. Nothing can be more corrupt. Such a generation has no moral authority to pontificate to the youth who are on the threshold of their careers. Search your conscience and see if you are pure enough to cast the first stone. We are a bunch of hypocrites with double standards. We want to slash and maim casinos because they are visible, but turn a blind eye to matka which has taken root in society and generates incomes for a large number of families in the State. We challenge any political party, the government, NGOs and any other organization to launch a campaign against matka and get rid of it. The last effort was made by Manohar Parrikar when he was chief minister of the State and he was stopped in his tracks by his party because of the patronage this game received. Do not try to ease your conscience by saying matka is illegal. That is only on paper. In reality, the game is allowed flourish with the blessing of the government, the police and the support of the people. Cast your double standards away and open your eyes and see how hypocritical we have become. We are handing over a very corrupt political system to the next generation because we did what was convenient. And now we want to clothe ourselves in suits of white without having the decency to pay for the suit. We are asking the casino industry to pay for it. To the moralists we say, give up your jobs, comforts and financial security, experience the uncertainty of being unemployed before you even think of talking to the youth who congregated on Wednesday to protect a source of livelihood. Listen to the words of wisdom written by Swami Vivekananda decades ago that you cannot teach religion to a hungry man. Some months back the noted historian Ramchandra Guha was here to deliver a lecture at the D D Kossambi Festival of ideas. He noted that India had progressed over the last 60 years. Some decades back the slogan of the day was roti, kappada aur makhan, he explained. Today it is sadak, bijli, pani, and that is progress, he said in not so many words. On Wednesday when the youth gathered at Azad Maidan they had one message: Protect our roti, kappada aur makhan. We have pushed our youth backwards instead of forwards. Are we worthy of them? To the politicians we say, stop your petty games. Stop trying to build reputations on the shoulders of the youth for they will bend, and eventually break. You are the ones who started casinos because you didn’t have the patience or perseverance to build an alternative. It is because of you politicians that Goa missed the IT bus. It is because of your hunger for ministerships that you allowed Goa to be ravaged until you were stopped by an agitation. And the people of Goa not only allowed you to pursue your fights for the chair they even participated in it and shared the spoils of office by voting you back to power. And now you want to destroy an industry that you created long ago. Remember this, you shortsighted ones, every nation in the world that is prosperous today rode on the power of its youth. Read Nandan Nilekani’s book ‘Imagining India’ and you will note that our time as a nation has come. The

The site is a long barbed wire fence that slopes uphill just outside an iron ore site operated by the Dempo Mining Co. in his native Goa, on the western coast of India. You can't take pictures, this is private property, the guard says to Gauns and a reporter. Gauns is used to confrontation with the mining companies. I know what you're doing here, he shouts. It's illegal! You can't scare us! By this time, the reporter has already snapped a handful of shots of the lake below -- which is dyed the color of dried blood from the mine's runoff. Gauns, 58, is a perennial protestor in Goa. He has demonstrated against the caste system, religious rituals and, most recently, what he believes to be environmental crimes. His latest fight started three years ago, when he went to a public hearing on a proposed iron ore mine on the banks of the river in his home town, Bicholim. He mobilized the community, filed a complaint with the state environmental agency, then took his cause to the Delhi High Court, which put the project on hold. He hopes he will be as successful with his latest target, the Dempo mine. It is there that the residents of Sirigaon filed a petition to the Bombay High Court in June 2008, complaining that their wells were drying up and that their fields were ruined because of silt from the mines. The court directed the National Environmental Engineering Research Institute, an autonomous government body, to investigate. That report, out since March, validates the villagers' complaints, and says the companies should replenish the aquifer, restore the damaged rice fields and stabilize the mine waste -- measures that might take 18 months at a total cost of $1.4 million. The court has not yet decided how to proceed -- prompting activists like Gauns to collect more data against the mines. Most Indians know nothing of the standoff. Nor do the hundreds of thousands of foreign tourists who flock to Goa for its sparkling beaches, luscious greenery, rave parties and Cancun laxity. But the state is also rich in iron ore, and 90% of its length (65 miles) is in various stages of open-pit mining. Most resorts are an hour's drive away from the mines, but the mining industry isn't quite out of sight. From the sandy shores of the beach resorts, sunbathers can see barge after barge, fully-loaded with mine slag, every morning on the Arabian Sea. Goa is a tiny place, and any mining activity in the interiors, will affect the coastal areas as well, says Gauns, whom the Ministry of Environment Forests has designated as a go-to guy for schools and teachers. Whatever the High Court decides, this is a tough battle. Last year India exported 100 million tons of iron ore -- 45% of it from Goa -- most of which ended up in China, says industry research firm Steel Guru in Mumbai. Behind that output are powerful players. Since June, Dempo has belonged to Indian mining tycoon Anil Agarwal (net worth more than $4 billion), after his subsidiary Sesa Goa acquired it for $360 million and became the largest operator in the area. Along with Rajaram Bandekar (Sirigaon) Mines Pvt. Ltd., and Chowgule Co. Pvt. Ltd., Dempo has been mining the Sirigoan area, 35 kms from Goa's capital Panjim, for six decades. Up until the mid-1990s, the companies relied on men with shovels. Then, as the surface ore was depleted, they switched to mechanized, open-pit mining, relying on giant excavators that can dig holes as deep as 40 meters below sea level. The overburden -- the mud, soil and rocks left over from the ore slag -- gets tossed on the sides of the pit in huge piles. This is where the problems start. The deeper the companies dig, the more water they drain from the surrounding water tables. The higher the mountains of overburden, the more apt they are to be washed away in the rains, polluting water supplies and rendering fields unusable for planting. For each ton of ore produced, miners dig out three tons of waste -- about average for such sites. However, some mines are in clear violation of certain conditions laid down by the Ministry of Environment and Forests. The ministry stipulates that overburden be piled no higher than 30 meters

Contact: goaengineer...@aol.com Maj. Gen.(Retd) E. D’Souza Numerous reports have been emerging in the print and electronic media of a possible repeat of 1962 by the PLA (People’s Liberation Army), objective Tawang in Arunachal Pradesh (AP/NEFA). Bharat Verma, Editor of Defence Today in an article in his Journal states that it may be as early as October 2009(before the onset of the winter). Linked with the ambivalent Chinese posture it appears a possibility. Yet another China watcher confirms in his letter “The inflation noose”, this possibility is to divert the attention of the Chinese from the rising inflation in that country. So China may well head for Tawang. And to add credence to this deadline, a well known Sinologist of a reputed Think Tank quotes a Chinese writer from Beijing that the Chinese plan is to fragment India and hence the “String of Pearls” strategy. This assessment has not yet been refuted by the Beijing Mandarins! So what better take off point than the occupation of NEFA? These views have been prominently discussed in the Indian media; to which the three Service Chiefs have emphatically stated that the modernisation of the Armed Forces lags far behind that of China in every field including the Defence budget. The Naval Chief has bluntly stated that the PLAN (People’s Liberation Army Navy) is well ahead of the Indian Navy as was demonstrated at an imposing naval review showcasing the Chinese Blue Water Fleet, be it aircraft carriers, submarines or other surface warships. This writer has been advocating that we need a far stronger blue water Navy to handle and counter the “String of Pearls” strategy with the growing Chinese presence in the Indian Ocean and Bay of Bengal littorals. The PLAN has already established its presence in Gwadar , Pakistan , Myanmar , the Coco Islands , and is making its presence felt in East Africa and Sri Lanka under the guise of economic aid. It has also shown increasing interest in Bangladesh and Nepal and its hand in assisting insurgents like the ULFA in the sensitive North East and even the Naxals, is known. The aim of this article is to examine the possible threat to NEFA in the light if these developments. The views expressed are the author’s own, based on a recent unofficial visit to NEFA, and his assessment of the possibility of a 1962 type strike on Tawang to establish the Chinese claim on NEFA. First it is essential to examine briefly, what happened in 1962. It must be recalled that the Henderson Brooks report has not yet been disclosed. The writer of this article belongs to the same Regiment, the Maratha Light Infantry and in fact took over as Colonel of the Regiment from him in 1969. The General was assisted by the late Lt.Gen. P. S. Bhagat, VC, another distinguished soldier, alas both of them are no more. One fails to understand the rationale behind the government’s reluctance to release the report when every other country does so in such cases. Do we not realise that by doing so we shall learn from earlier mistakes? Be that as it may we were lulled into complacency by the Hindi-Chini Bhai Bhai syndrome so assiduously advocated by Chou En Lai the then Chinese Premier. The sad part of it is that both Pandit Nehru and Krishna Menon were lulled into complacency. The late Lt.Gen. S. P. P. Thorat, then our Eastern Army Commander in Lucknow , warned Panditji of the very realistic Chinese threat in NEFA but his advice was ignored. We were totally unprepared under the mistaken illusion that the Chinese would not attack. Thanks to the advice of the late Lt Gen Bijji Kaul who politicised the Army, the troops were hopelessly ill equipped and armed to fight in high altitudes, given outrageous orders to hold indefensible positions dominated by the PLA under the mistaken notion that not a single inch of Indian territory would be allowed to fall, totally impractical tactically as brought out by the late Brig. John Dalvi the forwardmost Brigade Commander, in his book ‘Himalayan Blunder’, resulting in his capture, opening up the advance of the Chinese into NEFA, and perhaps the biggest omission of all was not to invoke the IAF to attack the advancing Chinese columns along the jungle hill tracts. The rest is history. It is a well known fact that the Chinese won over the locals to act as guides and porters on monetary inducements, as this part of the country was never developed. Have we now learnt our lesson? The writer last visited NEFA in the early 70s

If we can take seriously anecdotal evidence, a lady in Goa went for medical check-up, the surgeon found cancer of uterus in the first degree, operated her, but she died within short time... Fr.Ivo, Once again, here in Canada, the Govt offers a free annual medical examination. Many people do not take advantage of this service, convincing themselves that nothing is going to happen to me. The people who do go religiously for the annual check up are the ones who have heard first hand from their family, or buddies, about one of them going for an annual check up and being diagnosed in the early stages of a serious malady. The other set of people who do not miss their annual check-ups are those who have lost relatives when they (the relatives) were still young. These people know that they are at high risk to get the hereditary diseases that felled their relatives. I don't think anyone knows the answer to your question, but rest assured, A LOT OF PEOPLE will take advantage of free medical services when it is assessable to them. Mervyn1650Lobo Here in Canada, the govt focuses on the early detection of every disease. Residents are provided with a free annual medical check up. This keeps medical cost low as when cancer is detected in its later stages, the cost of treatment goes up a hundred fold and chances of survival plummet drastically. ***This is obvious... I urge those in countries which have early detection systems to go for an annual medical check up. This is regardless of if the service is free or if there is a monetary cost associated with it. The alternative, is early death. ***This would be ideal, but does it happen so in developing countries? Regards. Fr.Ivo __ Reclaim your name @ymail.com or @rocketmail.com. You have been successful in your treatment of cancer. I hope that all of them have been living without cancer. Have they died of cancer? I have given my statement on the basis of our day to day contact with people. I do not know any one who is still living after cancer therapy. I know young people who died after having been declared cured by the Tata Memorial Hospital. I know women who died of breast cancer after the surgery. I know also women who lived for 10 to 25 and one for 50 years after the surgery or without it. If this is cure of cancer, then it is debatable. Some have died of cancer. If you have found real, total and permanent cures of cancer of all kinds and of all stages, it is a good news for me. Therefore, my postings should not be thrown into dustbin when I have explained why I said it and continue to say on the basis of our observation and experience. People will agree with me. Only basing ourselves on American and European statistics, we cannot say that cancer is curable, totally, permanently and at all stages. One of the daughters - Eva worked at The Store , whilst another Nina taught me at St. Joseph's Convent and the youngest - Marie Therese - was my classmate. Unfortunately, Eva and Nina died at a very young age - literaly years apart. Christie started the store with a Mombasa businessman - Felix Dias who was also the Portuguese Vice-Consul at the Kenyan seaport. A sister store was in operation in MomBasa. (Literally all Portuguese Consuls and Vice-Consuls in Kenya, Uganda , the then Tanganyika and Zanzibar were goans). The Store's main competitor - Assanand Sons fizzled out in the early seventies following restrictions imposed by the Tanzanian government in importing gramophone records (then), tapes and musical instruments- Giving Souza Junior the sole monopoly. Christie together with A.P.C. Lobo- the uncle of Ambassador Placido DeSouza, Viv DSouza and several other goans rendered great services to the Goan community. I believe, Christie was the only Tanzanian goan to be decorated by the Portuguese with the Order of Henry The Navigator All other goans in East Africa - my late father - Boaventura included- received British decorations for their services to the colonial government- in the insignia of the MBE (Member of the British Empire) The only exception was the Kenyan pioneer and founder of the monthly Goan Voice newspaper- Dr. A.C, Desouza who was invested with the CBE (Commander of the British Empire). Dr. DeSouza had a British passport, and many people attribute the decoration to this effect; for some goans felt that they could only get the higher awards like the CBE and OBE if they were British nationals. The Goan Voice was the first goan newspaper to be published outside Goa, and the great Eddie Fernandes - also originally from Kenya - continues to run it electronically in color in England. It was gratifying to note that when my dad was decorated in the late fifties, the info was published in the government gazzette together with the name of another goan from north-west Tanzania in a town called Musoma- 40 miles from Butiama village - the birthplace of Tanzania's first President- Julius Nyerere. Help other CONSUMERS to be better informed. --- Documented by Goa Desc Resource Centre (GDRC) Email: goad...@bsnl.in --- --- NHAI agrees to carry out widening of NH 17 --- Amid strong request from the State PWD Minister Churchill Alemao, the National Highways Authority of India (NHAI) has finally agreed to carry out the widening of the National Highway 17 in the 45-meter width. The NHAI had earlier planned to acquire land of 60 meter width along the NH17. However, due to the stiff opposition from the minister, it has agreed to carry out the four-lanning of highway within 45 meters, sources told Herald. The sources said that Alemao in his proposal to the NHAI, Alemao had stated that the four-lanning should be carried on the existing roads as this will minimize the demolition of houses for the project. “According to the earlier alignment submitted to NHAI by the consultants Wilbur Smith, 1400 houses would have faced the axe while with the present 45-mt width only 188 face demolition,” sources maintained. The officials informed that the houses and structures that face demolition - the major stretches - are near Siridao and Porvorim (between O'Coqueiro and Guirim Highway) as there is no land acquired both sides of the highway. Officials also informed that the NHAI has also agreed to carry out the four-lanning on the exiting highway and scrapped the plans to have bypasses at many places. “The NHAI has informally agreed to drop the plans of a bypass from the Green Park Hotel, Guirim to Mandovi Bridge Panjim,” officials who did not want to be named told Herald adding “more or less the four-lanning would be on existing highway.” The major bypasses are - at Bambolim just after IPHB to Sirdona, as the NHAI wants to negotiate the curve there; Nuvem (from behind Agnel Ashram to Navelim); 10-km bypass in Cuncolim and also at Tapona and Gagibaga (where the Union Ministry of Surface and Roads has already acquired land of 30 mt width. The finer points like the flyovers, underpasses, overpasses are still to be decided upon, officials stated. The sources said that the Public Works Department has also moved a file to the government for the appointment of a land acquisition officer. ‘Once the officer is appointed the acquisition will begin soon,” officials stated. Earlier this week, the chief minister Digambar kamat stated that NHAI 'has more or less finalised' the alignment and that bids would be invited in 2-3 months' time. I would appreciate an introduction about who are you and which charity are you representing, if at all? Melgoans is a privately registered company, which came into being because the existing associations of Goans in Melbourne failed to promote Goa as it should be and one of them who has been in existence for some 30 odd years said Why promote Konkani in Melbourne and kicked the World Goa Day in August 2003! Now that the World Goa Day event has been successful, the Goan Association has been in contact with the founder of World Goa Day asking him to give this event back to them with the stone-age constitution as at 01 August 2009 which has been for 30 years that discriminates any non-Goan partners of Goan members of becoming full members. As a company, Melgoans do not have membership, and its primary focus is not profits, but portrayal of Goa as it should be, to the multicultural populace of Melbourne. Some of the means to this end is by organizing Goan events, feasts besides social functions, where Goans and their Australian friends actively participate. Melgoans who has been in existence for 7 years as opposed to 30 years has put Goa on the Map in Victoria. You may want to have a look at our website www.melgoans.com If your current interest about Melgoans is mere curiosity, then you need not bother to respond. However, if you are a real true blue blooded Goan with Goa in your heart, maybe we can join hands and do something together, for Goa and Goans in Melbourne. As I said to you in my e-mail I would be more inclined to do something in Australia which is now our country and charity begins at home. India is not poor! There is such a lot that can be done should like minds get together, and there is such a lot that can be destroyed by indiscriminate use of the pen and now a days fingers on the key board, as is the custom and habit of many Goans on different forums. Fingering is a good past time! The choice is yours: How about you respond directly to me, and we can chat further. I have given you my mobile number in my e-mail of 09 September 2009. The choice you make will tell us where you really stand. Cheers Oscar Lobo.

Contact: goaengineer...@aol.com Good and useful question, Rui Nuvo. But are there any Goanetters in Goa? Most of them are in places like Macau, Nassau and the land of João Rodrigues Cabrilho and Sir Francis Drake! You can check us out in this modest hole-in-the-wall called Cafe Prakash (an institution, in part because the Konkani writers have had their headquarters nextdoor, and now us hacks have descended on it). Best to announce your plans, so you meet the right people (not a big crowd). For some of our meetings, we've held a rendezvous at the Miramar Foodland. Good venue and decent prices. But you have to organise the crowd yourself! Till recent times, the more upmarket version was Clube Vasco da Gama's restaurant run by Ernesto. But that got shifted. If you're twice-born expat expat, then you'd probably think of nothing short of five stars... in which, of course, there are Goanetters available :-) Anyway, all is not lost. I'm sure other Goanetters, maybe Ms Ana Maria de Souza-Goswami or VMinGoa, will come up with a better set of facts... and they have better tastes than me. For sure! Contact: goaengineer...@aol.com Thank you Viviana for bearing with us and letting us know that you too survived Cancer in Goa. As Fr. Ivo has admitted that he has started this topic, I thank Fr. Ivo for his concerns for Goans who are suffering from Cancer. As humans we all wish well for others specially when one comes across such cases and will not discourage them saying cancer is incurable but will surely give them hope and good words and I belive Fr. Ivo being a priest is always there to help them and give them courage and words of hope. This being my last post on this topic and being an ignoramus on cancer but surely not so ignoramus as not knowing what I have gone thru with the two patients whose bedside I was in Tata Hospital, King Edward Memorial Hospital and Bombay Hospital. Mervyn...you said in one of your post that even after free check up is available in Canada many of them do not avail..Do you think they will do so when they have to pay every peny in India? Even well to do Indians will never go for a annual checkup. The latest news in Bollywood is of Lisa Ray a young model (http://lisaraniray.wordpress.com/ )who is suffering for multiple Myeloma which is said to be incurable... but yet she has been brave and fighting this cancer. She has her support from her fans and simpletons like me. Santosh bab has tells us that all common Cancers can be cured in Goa..I wish he had given us the name of the Hospital and the Doctors, so that Goans know where to go...instead of making a dash to Bombay...he also gives us his eg of his grandmother...but does not know if it was detected in the intial stages or last stage. I also have a neighbour who survived breast cancer way back in the 60's and survived. I also have a close relative in Mumbai who has breast cancer but on final stage..presently going on medications. She depends on medicines n prayers from family n friends and faith in Jesus Christ. Jane also tells us about her mother, who visits Bombay for checkup..I dont know why her mom shud be coming for a checkup in Mumbai if the same is available in Goa..probably she knows bombay is the best. And atlast we have Dr. Anil Desai who tells us that he has been operating cancer patients from 85 but does not tell us where he operatesand his this post comes after a gap of months and all that he has said is about Fr. Ivo being ignormaus. Pls note Dr. Anil has not participated in this debate before but he directly attacks Fr. Ivo..goanetters will surely guess why! Why do they hide this IMPORTANT INFORMATION of cancer being cured in Goa to GOANETTERS? I end this post with a humble Request to Goan Doctors who think they are specialists and who have friends in Goa to let us know the name of Doctors, their postions, the names of Hospitals in Goa, Mumbai or anywhere in India ..so that whenever Goans need help or advise, they should be there in time of need! Dev Borem Korum Eddie Verdes thi - Original Message - From: Viviana Goanetters - Thank you for your energetic participation in the recent debate surrounding cancer therapies and whether cancer is ever curable. We've heard from, at least, a Scientist, a Religious, a few MD's as well as a others, on this interesting and important topic which affects Goans everywhere. Contact: goaengineer...@aol.com Hi Michael Ali ! Thanks for the reminder on the great Bernard Mascarenhas who contributed immensely to the welfare of Pakistani goans- both young and senior citizens. Canadian Thanksgivng in October was a great day for Pakistani goan senior citizens. His death created a vacuum. Bernard had to attend a board meeting every Tuesday at the 106th Floor of the WCC. Given the poor early morning connectons from Toronto, he would invariably take the earliest flight to avoid being late. Our oldest daughter -Pramilla was also trying to get to work early to grapple with a work backlog; but at the insistence of her then boy-friend (Sean) who is now her husband, she left during her normal time- reaching at the WCC underground subway at 09:10 when the fourth aircraft crashed on the 110th floor building. Given the confusion and communications problems, we got the news 12 hours later that she was alive. Pramilla worked at the 68th Floor for the Port Authority of New York and New Jersey who managed the building owned by three Toronto-based Jewish brothers. Her immediate supervisor who worked on the 69th floor did not make it. Another goan from New Jersey - Ashley Lobo took the day off to celebrate his wedding anniversary with his wife- Gisselle. Ashley is the brother of the well known New Jersey goan philanthropist- Alan Lobo. Ashley now operates remotely from Goa to fulfill Giselle's wish to work with Autistic children in Goa. She is doing a great job and the Goan Asociation of New Jersey (GOANJ) of which I am an active member has been supporting some her projects financially. Thanks. Tony Barros. Union Twnshp,New Jersey. I am going to use a quote from the Letters to the Editor section of, The Globe and Mail, Toronto. The letter is from Paul Alofs, President and CEO of the Princess Margaret Hospital Foundation. This hospital is dear to me but better known to most people as one of the premier cancer research and treatment institutions in the world. Here is part of the letter: There is a quote from Bernard Baruch framed in the offices of several doctors at Princess Margaret: There are no such things as incurable; there are only things for which man has not found a cure. For those who want to believe in incurable stuff, I say, No one is forcing you to change your ways. For those who want to tackle the frontiers of medical science, I say. How can I finance your research. Mervyn1650Lobo __ Make your browsing faster, safer, and easier with the new Internet Explorer® 8. Optimized for Yahoo!
