Born in Margao, Goa, and educated in Portuguese and English. Attended J J College of Arts in Mumbai for some time. Executed sculpture works in Marble, Bronze and Cement in erstwhile Bombay and later in Goa. Some of his well known works are a bronze bust of Padre Jose Vaz (displayed in the Margao Church Square) Abade Faria a black stone larger-than-life statue next to the old Secretariat (accordng to belle lettriste Nora Secco de Souza), Mahatma Gandhi and Young India, Thinker, Eve after the sin (sculpture and painting), Mors Liberatrix, Sir Lalubhai Samaldas, painting on canvas of Christ with Crown of Thorns and Eve ascending to heaven and several others. Some of these works were displayed at the Jehangir Art Gallery, Mumbai and also held displays at Clube Vasco da Gama (Menezes Braganca Hall. He has also executed many other sculptures of famous Indian, Portuguese and Goan personalities, some of which are displayed in the Municipal Garden, Margao, and in other cities of Goa. His "sculptural relief" or murals can be seen above the front entrance of Comunidade building, Margao and Municipal Market, Mapusa. When Pope Paul VI visited Mumbai in 1964, Constancio was selected to present in person, a miniatue bronze bust of Mahatma Gandhi to his Holiness, on behalf of Goans. He was awarded a gold medal for the huge cement statue of Mahatma Gandhi displayed at the first Industrial Exhibition, held at the Fatorda ground, in late sixties by the then finance Minister Shri Morarji Dessai. His Poems in English & Portuguese languages, were mainly published on local Goan daylies, O Heraldo and A Vida. He had great passion for classical music, he enjoyed playing violin and listening to concerts of Paganini and Mozart, played by the great violinist Yehudi Menuhin. Last weekend there was no water for four days citing some breakdown. Ready made excuses like turbidity, low voltage, pipe burst, pump brekdown are common and there is no one to take account whether these are facts. The HC has observed that access to safe and potable drinking water falls under the ambit of Right to Life as is guaranteed in article 21 of the Constitution of India. The MLA Dayanand Narvekar is now inciting people to agitate but this was the man just two years ago was pushing the IT Park at Socorro. He had claimed that there is ample water and activists raising the issue were ridiculed by his 2 retired professors and a bunch of stooges. Where are th ey now? Guys like Frederick have problems when we raise the issue of migrant influx. What is his solution to the water crisis now in as early as October -December after a extremely good rainfall? Does the right to migrate anywhere in India mean that one goes and deprives the local population of their fundamental rights? Do the Goans have a right to protect their livelihood and culture? Frederick needs a dose of feni to come to his senses. A Telengana type relentless agitation seems the only solution for Goans. The options are fast narrowing. -soter

This locals debate is a bizarre one. If I'm not mistaken, at Keri-Ponda, when locals were agitated about the 'locals' not getting jobs, they meant villagers, if not people from the vaddo in which the plant was being set up. The funniest one I heard was earlier this week, when a lady from a South Goa village said she was considered an "outsider" because she was married (and hence, should be based in her husband's village, and not her ancestral one!) FN PS: You guys are just finding a convenient scapegoat to pin all of Goa's ills on -- the migrant. Even a perfunctory look would show that all kinds of people, both local and migrant, are to blame for whatever you'll perceive as Goa's problems. You know who were the builders of the concrete of rent-backs along the coast, and who bought them. No such subsidies should be given to any religious club, including the Haaj, with tax-payer's money. Let the Church in Goa fully or partly subsidize such pilgrimages and let the faithful support such a drive with a cutting sacrificial edge. Why we must respect tax-payer's money is because such funds for subsidies come from the tax money of citizens of all faiths including citizens who profess no faith at all. Why should members of the other communities support such subsidies. Subsidies or public projects should be universal where members of all communities can use what is put in place. A Good Example: A misguided Moira Parish Priest and a few Moidekars wanted to build the new Moira Church Cemetery wing through MPLAD. This move was sensibly defeated and the beautiful cemetery wing has been built through funds by in-house community members to the tune of lacs of rupees. The argument that won the fight was that if the cemetery was built through MPLAD, then it should remain open for the burial of any and all community members, especially when epidemic or calamity strikes and mass burials are required. Goa Su-RajParty refrains from mixing religion with politics of governance. It believes that faith must grow through the sacrifices of the faithful or it must perish. It is said that when people demand roads, water, steady power supply, decent public transport, caring public health and sanitation etc..., most importantly, steady prices of essential food items, politicians aka governments give them churches, temples, mosques and every denominations thereof so that people's hands remain folded together in prayer and submission from the open, demanding and at times destructive hands. The first part is called The Voyage Out , and the second , The Country Beyond . The Voyage Out contains poems that are mostly about the journey from childhood to maturity, and my 19 years in Paris; the subjects are mostly people- whether real or imaginary, and wars whether historical or internal. The majority of the poems are unsettling, as I suppose that part of ones life always is. The second part of the book, The Country Beyond focuses on the redeeming qualities of the natural world, and the way it can transform human beings. Nearly all the poems are set in the lush and watery landscape of Goa and, more specifically, the poets village of Moira . Many of the poems refer to actual people in the village, whether alive or dead, as in Miss Havisham of Moira, The Farmer Next Door , The Chatelaine of Moira . Many more are about the beauties of this village set between two rivers, with its fields and hills, forests and mussel beds, and the changing seasons reflected by them. The natives of Moira, tradition has it, are a little crazy. If so, its a lovely place to be crazy in. The whitewashed church, built in 1636, stands high on a plateau that looks down on a view that has remained unchanged for centuries. Unchanged, that is, until now. This is a world that is, literally, hanging by a thread; on the cusp of being destroyed by the combined and greedy efforts of the building lobby in tandem with local officials and politicians. All of the nature poems in The Dreaming House are suffused with the poignancy of intense pleasure on the edge of loss : of archetypal village life and all it contains and means- not only to its inhabitants, but to people who encounter it briefly, as well. Gabriela Mistral, the Chilean poet who won the Nobel prize in 1945, claimed that lyric poetry springs from the wound of love inflicted on us by things. The writer Sudep Chakravarti , speaking of my work to my publisher, said, even if she writes about a rose, the rose will be bleeding. When I came to live in Moira three years ago, I felt, for the first time in my life, that I had come home. I also discovered that my grandmothers sister had owned much of the land around my own house which overlooks the river which came to be a living presence to me. I had written poetry all my life, in fits and starts. But from the first night in my old-new house, like a water source being unblocked, the words flowed onto paper as effortlessly as the sweet air I breathed. A burning need to preserve the beauty around me, which was the source of my wellbeing, was a natural corollary. With a fellow writer in the village, Venita Coelho, and a handful of concerned villagers who had been fighting the same fight for years already, we started a campaign to preserve the village under the aegis of the new Regional Plan for 2021. Our activist group mapped every heritage tree, walk, house, church, temple or monument. We traced the water sources and rivers, defined every green area and gradient, and asked for planned development, no gated communities or apartment buildings, and roads no wider than 5 metres. Venita was the spearhead and did the bulk of the work; I handled communications; not more than half a dozen people worked with us. In the end, we managed to persuade the village panchayat ( which had no knowledge whatsoever of what the Regional Plan meant ) to cooperate with us. However, the rot has set in far too deep Goa is now the most corrupt state in India, and the TCP dept. is in the process of tampering with the plans each village has submitted so that they, and their political bosses, dont miss a slice of the cake that will be snatched away from under their eyes, if these plans are allowed to be ratified. And, of course, they want to suppress any dissenting voices. I want to use any publicity I might get for my book to make as many people as possible aware of our battle to preserve the village. I am not alone in this, but we need as much exposure as we can get, and the media is the best possible tool. If one village in Goa, and what threatens it today, gets enough exposure, this will help all the villages in Goa. As the poet Hopkins said, What would the world be, once bereft Of wet and wildness ? UK tightens visa rules for Indian IT professionals PTI 9 December 2009, 04:51pm IST LONDON: Britain has tightened immigration rules from January for Indian IT professionals seeking to move to the UK under inter-company transfers. >From next year, workers in this category will need to have 12 months >experience instead of six months as at present with their employer before they can be transferred to the UK, official sources said. The immigration category will be closed as a route to permanent settlement in the UK. This means that IT professionals who come to the UK under inter-company transfer will not be allowed to settle here permanently even after the mandatory stay of five years. Immigration officials also denied reports that the Tier 2 (Intra company transfer) category of the points-based system was providing a loophole for Indian IT companies to bring foreign workers into the UK. Under an intra-company transfer, an employer can fill vacancies in its UK operations by bringing across some of its existing foreign-based staff. It has been claimed that this enables jobs in the IT and other sectors to be taken by migrants who are paid less than resident workers. The Home Office, however, said that this was not true. Many Goans left Goa for better prospects. Three generations later, this initiative allows Diaspora youth to travel to Goa to begin a connection with their roots. The 2nd KNOW Goa PROGRAMME 2009 has attracted participation of 12 youth consisting of students and young professionals between the age group of 18 to 28 and hailing from Canada, Mozambique and UK. This KGP is intended to provide the participants a unique opportunity to share their views, experiences and expectations. The welcome address given by Mrs. Aldina Gomes, director of the Goa Chitra museum. To gain perspective with these complex and sensitive themes, Dr. Savia Viegas and Dr. Manoj Borkar were invited to chair the forum. Dr Savia Viegas, reputed writer, artist and historian welcomed the audience and in particular the Diaspora youth. While giving an overview about the topic for discussion Dr. Viegas empathized, saying born without choice in a land far away from their own, dealing with a crisis to identify with the land of their forefathers and the land of their birth. Being neither here nor there, yet having the privilege to belong to both. She further emphasized the importance of belonging and knowing ones roots and heritage and hoped that todays youth forum which had representatives from Goa to share their ideas, their concerns and their efforts and passion with their home will awaken a sense of pride and connection for the Diaspora youth. Dr. Manoj Borkar, associate professor and head of the zoology department at Carmel College, state board representative of the biodiversity club of Goa and active member in the field of research, further welcomed the guest urging them to connect to their motherland, not as a visit to their ailing grandmother who normally are satisfied with photographic exploration, instead getting to understand the heartbeat of the land. An emotional Dr. Borkar, lamented about the state of Goa facing a crisis and the need of the hour would be to find ways that Goans across the world come together to win this battle. The youth representatives comprised of Ms. Sobita Mauzo Kirtani, Mr. Clinton Vaz, Mr. Prajal Sharkdahndhe and Mr. Nirmal Kulkarni; Chosen so as to represent the constant struggle of the many who work tirelessly to make Goa a place for all to be proud of while breaking the myth that Goa is just the sand and beaches that are unfortunately portrayed to the rest of the world. Garbage A Cause Of Concern The article, Do Goans Grow Garbage, by environmentalist and journalist Mr. Hartman De Souza on Herald, 9th Dec'09, should be ringing alarm bells in each and every Goan, living in Goa and outside Goa. He has bluntly pointed out facts that most of us have been aware of, but have done nothing or very little to change the present situation, instead we have contributed a great deal to the deteriorating conditions in a colossal way by our lack of basic civic sense, our apathy towards our environment and ecology and our inability to collectively work for the good of our society, always waiting for somebody else to do it for us. Any road we travel, in Goa, we are always treated with the scenes of garbage and plastic waste, in the form of bottles, bags and containers spread all over the place. Is this suppose to happen in a place which boasts of over 80% literacy ? Will we Goans be ever educated enough in terms of environmental and ecological protection ? Mr. De Souza, has specifically mentioned the mountainous unhygienic dumps that lie in very close proximity of schools, that have housed progenies of the powerful and affluent families of Goa, which unfortunately, have failed to do anything about these monstrous dumps in the vicinity of those schools, which are a realistic threat to the tender lives of their children and other human lives around. The loss of some of our water bodies and the other surviving wells, springs, streams, ponds and rivulets that are contaminated and polluted due to rampant mining, mega housing, land filling and spewing over of garbage and sewage, is in no way exaggerated, and if we do not act now the catastrophe that awaits is colossal, and that's a reality. We are already having crisis with the inadequate supply of water and one can imagine the precarious situation we'll be in, if the few remaining life lines of water are polluted and contaminated due to the above. The garbage spewed around all over Goa is a point of focus and debate among Goans at the moment, but our Politicians and bureaucrats are least interested in solving this extremely important issue, that have deadly ramifications. Instead of solving this major issue, our Politicians are trying to rule the roost and use the various agencies that are willing to solve this problem, to promote their progenies and cronies to make money, lots of it and despite reams being written on this mismanagement, so thick skinned have they become, that it's effect and impact has been zilch, null and void. It is up to us to revamp our civic sense and enact our responsibilities towards our environment and our ecology. Let us all pledge today to work collectively for the good of our society and carry this forward and force our elected representatives and authorities to act diligently and effectively for the welfare of Goa and Goans and make Goa clean and environmental friendly. Tony, Please define "migrant". Goa's longest-serving post-1961 chief minister comes from a family that prides its own Rajput roots! Would we call someone a half-ghanti because his mother hails from minor royalty in Karnataka, or does our class bias show badly when we abuse such appelations? If you do a closer check of many MLAs, you'll find that their surnames come from places outside the Goa borders (never mind that the 'kar' suffix sounds sufficiently 'Goan'). Please tell me how your would treat an Amshekar or a Dhavalikar and anyone who's ancestors migrated to Goa maybe two centuries ago. Catholics, thanks to the ironies of our Portuguese surnames, can pass off as pucca Goan, though our roots too could easily be traced elsewhere out of the state. There have been persistent digs, on Goanet and elsewhere, about the green-eyed among our politicians being part Portuguese! How many centuries ago did the Saraswats (both Hindu, and those who converted) descend onto Goa, with Parashuram "freeing" the place of Kshatriyas to accomodate them? And, are Chardos and Kshatriyas really ethnically "Goan" or conveniently included as such, because it includes Us? Who does the defining? I don't see the aboriginal Goan -- the Gavada, Kunbli, Velip and Gouli -- taking part in this debate as vociferously, or else we would have had very different defintions of "Goanity". Did man really originate in Goa? And still we allude to a pure Goan race, as if it were some Hitlerite legacy left to us. Extract: German dictator Adolf Hitler's hatred for Jews may have stemmed from his belief that his mother was poisoned to death by a Jewish doctor, a new book has claimed. In his book titled *November 9: How World War One Led To The Holocaust,*author Joachim Riecker claims that the death of Hitler's mother Klara, who was diagnosed with breast cancer, left an indelible mark on the then 18-year-old Adolf. Klara's doctor, Eduard Bloch, had administered iodoform on her which was then the standard treatment for breast cancer, Ha'aretz reported. She died from the treatment in 1907 at a young age of 47.
