To Goanet -

GBA's ex-Convener Dr. Oscar Rebello has finally admitted 
what I told Goanet long ago - that he and his cohorts at 
GBA were playing FOOTSIE with Digu's govt. 

In rambling kindergarten-level doodle in today's Herlad, 
Dr. Rebello finally comes clean, using the the same term ("footsie") 
I have used earlier to describe GBA's and his schmoozing 
with Digu & co.


Clearly, Dr. Rebello has been diligently studying my posts
to Goanet.

My dear Diggu kaka, 

It was with a sense of shock and awe that I heard your passionate appeal to all
us Goans, on the 19th December 2009, to rise and fight all the "enemies of the
State, out to defame us". Nasty fellows, these critters are setting up a huge
conspiracy to pulverise us. So, I guess like Mel Gibson in "Braveheart" with war
paint on or like jake Scully in "Avataar" in a blue funk you will lead us . ..
into battle against these "enemies of the State."
Let's get out all the ammo, get our guns blazing, all arrows in the quiver and
with a "Zayyat Zage" song in our hearts take to the battlefield.
We'll mobilize all the stakeholders of Goa, and take this challenge head on.
Hindus, Christians, Muslims, Saraswats, Bhandari Samaj, Dalits, "Bhitorle and
Bhaile", men, women and children are all at your service, ready to shed their
last drop of blood to defend Mother Goa. Get the horses, elephants, donkeys,
nuts and bolts in action. We are marching to our death and mighty proud of it.
But Whoa! Whoa! Whoa! Could we hold this enthusiasm under control for a while?
I'm trifle confused. I'm ready to do battle anytime, anywhere but there is a
significant question I need an answer. Who in the dickens is this dangerous
enemy of the state, we are supposed to fight to death?
Let's list our usual suspects:
(1) Is it the real estate barons, lovingly nurtured and tended to by your
government bigwigs, who are set to convert Goa into one giant urban slum?
Who is this big enemy of the State out to defame Goa? Or (2) Is it the narcotic
and sex mafia, operating with impunity and blessed by your authorities, who are
converting our precious youth into bedazzled zombies who are the fantastical
"enemies of the State out to defame Goa? Or (3) Perhaps it's our cunning casino
industry, rocking the revenues of Goa and then driving individuals to suicidal
bankruptcy who are our elusive "enemies of the State, out to defame Goa? Or (4)
Maybe, just maybe I've srumbled upon the holy grail! It ; could be our
benevolent illegal mining lobby. They are digging out our mineral wealth with
such rapacious ferocity to leave indelib!e scars on our little Goa. So, maybe
they are the "enemies of the State out to defame Goa". Or (5) Pssst.. .could it
"be this brazenly invasive stealth media - especiaally electronic - who are
regularly exposing our carefully masked marts and all who are our Dushman No 1?
The stinking garbage in our core is solely our problem. How dare these drones
expose our dark underbelly, let them focus only on our superficial glitz and
glamour. Or (6) Hallelujah. It must be those NGO mosquitoes: the GBA;
GXE, SVM, GGRM et aI who are making ordinary people aware of their rights and
teaching all of us the underlying maxim of democracy. "The poorest in the state
have the first claim to her resources." So, I'm sure it must be these folksy
fishermen and farmers; tribals and taxi drivers; gram sabhawalas and
grandmothers who are the vicious "enemies of tke State out to tarnish Goa". Or
(7) Wink, wink, nudge, nudge; could the needle of suspicion point towards your
own darling ministerial brothers-in-arrns?
Does an insurrection against a police station or a chest thumping dedaration
that Goa is the "rape capital" of India or the filthy sewers of corruption many
of you wallow in classify as being enemies of the State or is this - Shiver,
shiverbreach of privilege?
Or (8) Maybe it is all those prize jdiots (including yours truly) who swayed by

So, in sum, Lord Digambara, please, oh please, tell us who is
the REAL, REAL enemy of the State. Please identity
him/her/it.

I am ready with my grandfather's rifle to cross the
illusionary and unnecessary Golden Jubilee bridge to nowhere
and fight in a swashbuckling game of bravado to vanquish all
our foes.

Let reinforcements come from Delhi, the nukes from Russia,
the healthcare for our wounded from Israel and belly dancers
for some R&R from Anjuna. Just give me a call anytime you are

Albertwrites:- who is interested in God ! who is really in love with his or her 
own religion ? We most of the time  behave as fanatics and what we try to 
potrait is just a scene and we are all actors. Roman Catholics are the best 
actors with their clergy as heroes. When Pope John Paul came to Goa in 1986 the 
religious had their chairs reserved and a few priviledged ones whose godfathers 
existed with the clergy. The rest had to stand. We ordinary harizans of the 
church the lay people were separated from the most highly holy religious by a 
baricade and a strong posse of policemen and ushers were kept to see that we do 
not cross the border made between the Devil and the Holy. We reached there at 
four in the morning .Nice music but ache in the legs. I was young and could 
stand but right in front of me were elderly couple the man told me that he was 
81 years while his wife was 79 and I was hundred percent sure that they could 
not sit down on the ground which the good Lord God had created. I managed to 
sit down on the floor. The man was struggling. He had aches in his legs and in 
his back. To our bad luck the water bottles too was confiscated from us because 
we had taken glass bottles. The mass started at 8.30 am I could not hear the 
mass as I was having problem of sitting on the ground and the people were 
falling me. I could see empty chairs in front of me. One Hindu police officer 
saw the plight of the lay people specially the old and he ordered the ushers to 
allow the old people first and the others later. I was a crook. I caught hold 
of the old man and led him to the chairs as fast as I could. The man was 
thankful to me and I was thankful to him. When we reached the place one of the 
nun started to grumble saying this is reserved for the religious. The old man 
lost his temper and fired the nun that she had to hide her face. This is our 
religion. Neither the organisers ever had concerned for the people like us. 
Instead of preaching the word of God our religous heads stand before the mike 
in old Goa and condem the believers like Jovoah witness and the entire 
proceedings are telecasted on local tv channel . What sorry figure are we 
showing to the world ?

We Are Ill-equipped For Terror

 

I remember the first time that I heard of terrorism, I was in the 7th standard,
it was raining as usual in September and I was eagerly waiting for any news,
that I could get, on the ongoing Munich Olympic games in 1972, it was the 6th
September to be precise, that we got the news of the previous days happenings,
which was celebrated as teachers day in Schools in Goa. The exact news was
"terror" at the Olympics, guerrillas attached Israeli athletes, it was latter
know as the black September, at that age I did not know what was meant by
"guerrillas" I thought they were our human ancestors, who somehow entered the
Olympic village from the near by forest! My English teacher was very much amused
at my ignorance and then went on to explain the headline news from the local
news paper. 

 

Post 9/11, the word terror has become the most used word in any media and at
meetings today, so much so that any child by the age of five or six will
instinctively react, even  if he or she does not the meaning of it. The terror
attack on 9/11 has changed the world, for the better or for the worse, is
debatable, but one lesson has been learnt and no one is taking any chances,
every country is mending and tightening it's fences, to protect it's people,
security services and agencies are well equipped and on their toes all the time.

 

While the whole world is ready to react at the slightest shift in ambience, I
was shocked to read the report on the Mumbai terror attack of 26/11, the report
states "that the war-like situation was beyond the capabilities of not just the
Mumbai police but any police set-up in the country". What confidence does this
statement give us, the citizens of free India ? How can the police, the very
nerve cell of the civil services, that's suppose to initially encounter every
possible attack on the common man be ill equipped ? Is the police suppose to sit
back and do nothing, till the "Black Cat Commandos" or the army arrives ? In the
case of the Mumbai attack, it took the elite force more than 24 hours, so till
such time, as the forces arrive the attackers can have a ball with the common
man ? Is this what national security is all about ? How can we ever digest such
a contentious report ? 

 

Since the police will always be the first security service to encounter any
terror activity, it is mandatory that they retain first-response capability and
ability to protect and defend the citizens, till such time that the special
forces arrive and take charge of the situation.

 

There are other details in the report that are baffling as well but this one
takes the cake any given day. We do need to lay our emphasis on this one as a
priority, we do need to modernize our police force, the percentage of population
to the security services must be retained at all cost, refurbishment of our
police force with the latest security equipment and training facilities, doing
away with the abysmal ones used at present, is a must. Better communication mode
and facilities has to be established. This is the need of the hour. 

 

Since 1972, Israel have been on their toes in protecting their citizens, and
when ever there is an attach, they react speedily with deadly action, America on
the other hand has not seen any attack on it's soil since 9/11 and we in India
even after 26/11, a year later, are still ill-equipped, just how silly and
foolish can that be ?

Sir,

I read your article on the net "Enemies of  Goa" and with deep regret and pain 
in my heart I would request you not to take any hasty decisions to act as per 
your article. I am proud of you Dr. Oscar Rebello and we Goans really need some 
good and honest leaders like you to lead the masses. In connection with the 
enemies of Goa it was on the same day on 23rd of December 1986 we fought for 
the Konkani to make it the Mother tongue of Goa with Rajan Narayan from Herald 
to lead us. Now 23 years back we still remember the loss of seven of our young 
boys all the supporters of Konkani who were brutally tortured and murdered by 
the enemies of Goa. Late Floriano Vaz and six young boys from Agacaim were shot 
dead by the enemies of Goa and no enquiry was conducted by the then ruling 
govt.who is also  current ruling govt. Atlast the enemies had won  the 
battle that had divided all the Goans for the rest of their lives in the 
formation of Official Language
 Act-1987. The draconian  Language Bill needs to be changed if we require the 
UNITY OF ALL THE GOANS ORELSE A BIG NO FOREVER. 

For God sake please don't listen the advices and promises from the politicians 
and lets not take some drastic steps for the sake of Goa. We shall overcome it 
hand in hand. A begining is already made as our people Goans have now realised 
and taken some self actions and result is welcoming. More and more Goans should 
learn to vote as per their heart and inner voices and this will be done. Lets 
start slowly but other side it is also not too late. The God will always side 
the truth and we shall definately have the good results.

Oh Goa people are ready for the sacrifices and YOU all the CORRUPT self 
promoter can you cheat us like this ? Please change your mind and heart for the 
sake of GOA and we promise we are with you.

Well the question asked is answered very simply, for there is nothing good 
coming out.  We blame the police, the politicians, the administration etc but 
ourselves. Remember for anything to be safe one needs to have good knowledge 
and the guts to set things right with clean hands. Our guys in the garb of the 
elected politician have poor knowledge, study and understanding and regularly 
elected on corrupt basis of money. They turn a blind eye for anything and 
everything except money once in power. We live in this world of corruption and 
it is in the blood and we witness it day and night. So how could things be 
different when we have very poor quality  elected members who are out there 
only to please parties and their pockets. 
Its you to do the change and Its only Gods' Mighty Will to do that destruction 
of the form pursued and this will come to pass someday.

Villagers of Seraulim on Sunday unanimously demanded that the Panchayat
immediately crack a whip against hutments mushrooming in the village.

At the gram sabha meeting held on Sunday, the villagers further demanded
that the Panchayat check the sanitation facilities of all premises housing
tenants in the village.

The demand for demolition of the illegal hutments agitated the villagers as
they drew attention of the Chair to the hutments mushrooming in the village.

Sarpanch Leopondina Fernandes explained the members that hutments were razed
down by the Panchayat body a year and half ago, but they have surfaced
again. In this respect, she said the Panchayat had written letters to the
district Collector umpteen times and also written to the Salcete Block
Development Officer, but in vain.

The Sarpanch said the Panchayat has received no reply from the Collector as
well as the Panchayat authorities. Agitated gram sabha members later asked
the Sarpanch to start the process again and ensure the hutments are
demolished at the earliest. The members pointed out that anti-social
activities are going on in the hutments and demanded stern action.

On the question of landlords leasing out premises to tenants, the gram sabha
members demanded action against landlords leasing out the premises without
making provision for sanitary facilities.

In this connection, the Sarpanch assured that the Panchayat would carry out
inspection of all the premises housing tenants to verify whether or not the
landlords have made provision for sanitation.

Albert writes;- It was the same christmas crib last year, the same midnight 
mass the same sermon and same wishes every year. Those who have have made lots 
of sweets or rather bought lots and had turkey on their table and those who 
have not might have made neureos of just moong last year but this year I do not 
think they can afford the price of sugar, oil, or moog. For these people it is 
very hard to be happy during the season  except the difference that they might 
receive a parcel from the rich and well to do containing rice and other things, 
may be some old clothes and shoes etc. What about these people for the rest of 
the eleven months Does any one think of them ? Many live in thatched huts 
leaking during the monsoons. Their mistake is that there is no proper income 
coming or may be the head of this family is working on temporary basis may be 
in electricity or water works or home guard and their services is not made 
permanent and they do not have any godfather to help them nor any one who is 
catholic and holding the government like our catholic ministers have never even 
bothered to look at them and sympathise. We are catholic for name sake, 
Catholic because we attend mass every day, we are members of this association 
and that association and appear to be very religious . We do not miss any 
Rosary in the evening or before the dead .Everyone knows me as the one leading 
prayers for this function and that function. While my lips are in service to 
God my heart has no place for the poor. If Jesus has to say when you do to the 
least of my breathen you do it to me, what more better prayers there can be in 
elevating the pangs of hunger of the poor ? Can we make a resolution to adopt a 
poor child in his or her own home by providing the basic necessities of that 
child or giving him or her the best education that you can afford or help the 
child towards the expenses of the school or home etc or by offering one month's 
lunch to the family. In today's world usually there are only four members in 
the house. Father, mother, and two children. Those who can afford ground plus 
two can afford this.

Albert writes:- Many of us are not aware of the ownership of  Church property. 
We think that if we give donation either in cash or in kind we are giving it to 
God and with such simplicity of heart we try to make some one else rich. The 
entire so called church with its buildings land cash etc belong to a registered 
society registered under society act of 1860. of which none of us are members. 
This society has been kept a secret.We keep on donating and they keep on 
collecting the same. They force us to maintain the church building which is not 
ours. We have to repair the church, we have to see to the new extension, halls 
etc without receiving a pie from the society which is nothing but treachery and 
crime. Hence none of us have any right to object or talk about the sale of 
church property even if you have bought it for the church or your ancestors 
have donated the same because the land documetns  or the property legal

that they are donating not to the God but making the members of the society or 
the society rich . Today the society hangs in the air and just as we cannot see 
the air we do not know anything about this society. I have challenged the 
authorities to disclose the name of the society along with the members but 
every one is quiet though many are the members of the goanet and have been 
reading. Many may call me mad that is the way to keep me quiet.

which I found a few minutes ago. The listing on forts is exhaustive. There
is also a book called Devache Haat (Hands of God) in which, "one can know

For one, this knowledge could help dispel many flawed notions in
comprehension; that too in rational attitude and flawed spirit. Another one
is Saap (Snake) by the herpetologist Nilimkumar Khaire. which "describes the
existing Marathi and English name of each snake, its scientific name, the
area or region in which it is found, its local name in that region,
characteristic features, and excellent illustrative photos are provided."
Wow. Btw, I do have books by Pra. Ke. Ghanekar, etc., but this is a trove
which I will reach towards soon.

[With 2010 around the corner, TOI attempts to gauge the state of the state 
in the decade up ahead. To start with, Alexander Moniz Barbosa plunges into 
the veritable quagmire of Goan governance]


A decade back, at the turn of the century, there was a breakaway faction of 
the Congress governing the state in coalition with the Bharatiya Janata 
Party that was tasting power in the state for the first time. Ten years, 
five governments, a spell of President's rule and umpteen defections later, 
Goa enters the next decade of the century hoping that a new crop of 
politicians will pull the state out of the morass its leaders have currently 
placed it in.


Comment:
Are you talking of umpteen Sarpanches and Municipal corporators who have 
been showcased through advertisements across the print media on their 
birthdays? Perhaps you are talking of the alleged rapist John Fernandes who 
came very close to be one of the off-shoot of this crop?


The harvest of politicians can come only if the electorate begins to vote 
differently. "Goa badly needs wise people to elect proper representatives. 
The root of the matter is us. We should be the change we want  to see. How 
to do it is a difficult question to answer, " said advocate and political 
observer Udai Bhembre.


Comment:
If wise people's vote must make the difference, then let the constitutional 
provision prevail which stipulates that no person can be on the electoral 
roll of two states or two places. I am talking about the influx of migrant 
voters on Goa's electoral rolls. Advocate  Bhembre should attempt to 
re-write the constitution of the Indian National Congress and then talk 
about the difficulty.


Since the first election to the legislature in 1963, Goan politics has been 
characterized by defections. However,  it came to be almost 
institutionalized in the 1990s, a decade during which Goa saw 11 governments 
and two spells of President's rule. If the last decade has seen less 
governments, it is definitely not because of lack of defections. Throwing 
ideology to the wins, Goa's politicians have changed parties at regular 
intervals. Just last week the Congress high command cleared the decks to 
welcome two of its Goa prodigals.


Comment:
Congress party has been the nations railway station where anyone can embark 
provided one has sufficient amount of baggage full of currency notes. The 
Congress ideology got buried or cremated (if one likes) with Mohandas 
Karamchand Gandhi.


The Digamber Kamat government about 31 months old, has faced some tense 
moments and been on the brink of collapsing, but has somehow managed to 
weather the storms to stay in place. While in the past decade there has been 
a stability of sorts, political observers hope for more than just stability 
in the future.


Comment:
Digamber Kamat is an unusual rubber band which has the capacity to extend to 
any length and remain at ease. This is the onliest quality that keeps him in 
office where lootmar is the ideology of the day.


"The politics of today, could in the name of stability, throw up a 
combination that could be dangerous for Goa. I would call that graveyard 
stability. If Goa can throw up people of caliber, then we could have a 
change," says political commentator Cleofato A Coutinho.


Comment:
I have just described graveyard political stability above with Digamber 
Kamat in charge. Talking of people of caliber, we had and still have 
Manohar Parrikar. But this type of caliber is not the caliber which Goa 
needs, the caliber that falls flat on the ground like Humpty Dumpty no 
matter how many time one puts it back on the wall. And the honorable Adv. 
Cleofato could go on his wishful thinking but people of caliber will not 
come floating by. One has to go to pains of identifying such caliber with a 
powerful torch-light  during the day like the Greek Diogenes.


The shenanigans of the politicians in the past two decades has led to a 
feeling of anger among sections of the people. Former IAS officer and social 
activist Arvind Bhatikar says, "All senior citizens are frustrated not just 
because a majority of the politicians lack integrity and honesty, but 
because  the younger generation are falling prey to monetary benefits. The 
solution is with the people. Unless they vote for honest people the 
situation will not change"


Comment:
I call Mr. Bhatikar a perfect Ostrich with its head buried in the sand. 
First, he will have to search for a system of governance which is bordering 
on integrity and then go looking for people to walk the talk. Mr. Bhatikar 
took part in 4 of the 10 brainstorming sessions which led to the formation 
of the Goa Su-Raj Party and stopped because he found that integrity was high 
on the agenda and he couldn't contribute to it. It is the only reason that 
can be assigned to his complete disappearance from the scene. It is one 
thing to talk about integrity but an altogether another bal

BIGGER PARTIES OPEN DOORS  TO POLITICAL SCIENCE STUDENTS.

This will improve governance - Times view

Political parties have finally woken up to the need to recruit people with 
some formal training in politics. Candidates with academic training in 
political science or government are for the first time being offered 
internships by political parties across the spectrum. That's the way to go. 
For far too long political parties have remained closed entities where entry 
has been determined by patronage. This has resulted in an unusually high 
number of elected representatives who are either wives, sons and daughters 
of established politicians or married into a political dynasty. The Lok 
Sabha elected in 2009 is testimony to this disquieting trend. Whereas the 
current Lok Sabha is decidedly more 'youthful' than earlier ones, many of 
the younger MPs unfortunately belong to political dynasties. The trend 
towards patronage and cronyism shows Indian democracy in poor light. It also 
breeds cynicism among voters who view the political system as one that is 
not open to the best and brightest. One way to break this vicious cycle is 
to induct more people who are qualified in the science of politics and 
government.  And who better than students of politics and public policy? 
Students trained in political science and policy are much more likely to 
understand the issues confronting India and its people. They are also more 
qualified to come up with the right solutions to tackle the problems. Where 
they could be lacking are the skills and the funds to win elections. This 
can be overcome by having a lengthy induction process for qualified 
candidates who work for a party for a few years before taking the electoral 
plunge. In any case, many of the aspiring politicians could also be 
back-room people for parties. Ofcourse leadership and charisma are equally 
important attributes of a politician, qualities  that cannot be acquired by 
learning alone. What we need is the right balance of charismatic politicians 
with ones who have superior problem-solving skills. Some formal training in 
politics would go a long way towards providing this balance and improving 
the quality of political debate in the country.

So a BA political science or some such stuff makes you a better politician. 
This preposterous idea, unfortunately promoted by some less-than-bright 
politicians, is only an indication of our fascination for academic degrees, 
more so if they're from foreign universities. It is unlikely to 
qualitatively transform public life in this country. The idea of an academic 
degree as a basic qualification to enter a profession is essentially based 
on two premises. One, the presumption that the degree is an indication that 
the degree-holder has learned a particular subject or is trained in a 
certain trade. Two, it serves as a criterion to restrict admission to a 
profession. Over the years, we have reduced the idea of schooling or 
learning to spending a certain number of years in a college or a university. 
A degree today is just a tool to eliminate potential job seekers. Studies 
show that our MPs are more educated than ever before. There are more 
postgraduates and PhDs in Lok Sabha today than in previous Houses.But is the 
quality of debates in Parliament better than before? Some of our finest 
politicians, for example former Tamil Nadu chief minister K Kamaraj, didn't 
go to university. They learned on the job. Of course, there is no harm if a 
politician has a university degree. That, however, can't be made a basic 
criterion for recruitment to political parties or participation in public 
life. The stress ought to be on attitude and aptitude. Being  sensitive to 
public issues and willingness to devote time for public causes have to be 
the primary qualifications for one to be a politician. He must know to make 
pragmatic and ethical choices in public policy debates. Academic 
qualifications do not ensure that a prospective politician will have such 
abilities or qualities. Rather than promote MBAs in political management and 
so on, let parties train their workers in the business of politics. Politics 
is a practical matter, and can be learned only through directly engaging in 
this craft.

1 - There were 192 countries and heads of goverment in the Copenhagen
Climate Conference. Fancy you noticing only Mugabe and Chavez! As it turned
out Chavez made some very good interventions, but you wouldn't understand
it.


2 - The IPCC is a scientific body. It reviews and assesses the most recent
scientific, technical and socio-economic information produced worldwide
relevant to the understanding of climate change. It does not conduct any
research nor does it monitor climate related data or parameters. Thousands
of scientists from all over the world contribute to the work of the IPCC on
a voluntary basis. Review is an essential part of the IPCC process, to
ensure an objective and complete assessment of current information.
Differing viewpoints existing within the scientific community are reflected
in the IPCC reports.

 The IPCC is an intergovernmental body, and it is open to all member
countries of UN and WMO. Governments are involved in the IPCC work as they
can participate in the review process and in the IPCC plenary sessions,
where main decisions about the IPCC workprogramme are taken and reports are
accepted, adopted and approved. The IPCC Bureau and Chairperson are also
elected in the plenary sessions.

Because of its scientific and intergovernmental nature, the IPCC embodies a
unique opportunity to provide rigorous and balanced scientific information
to decision makers. By endorsing the IPCC reports, governments acknowledge
the authority of their scientific content. The work of the organization is
therefore policy-relevant and yet policy-neutral, never policy-prescriptive.
  Rajendra Pachauri is not IPCC and IPCC is not Rajendra Pachauri .  If
indeed he is profiting from his position as the report on Telegraph said,
that is not very nice - But than I would take the Telegraph reports with a
pinch of salt.  I don't particularly care much for Pachauri and I am not
very impressed by him. But what ever businesses Pachauri is involved in, at
least they are "green" and that is a mitigating fact, and more important it
 does not mean climate change is not real.  It is real, it  is here, and it
is already affecting seriously millions of people in many countries
including India and you can go on living in denial until it hits you hard!
That is your problem.  You live in the USA where the business of
misinforming the public is big business paid by the oil lobby.

3 - As for your irrational  hatred of Al Gore, it is not surprising given
that you are probably a Republican or at least sound like one? Besides, the
judgement about showing The Inconvenient Truth  in schools or notis the
Judge a climate scientist by any chance? No!  So who cares ?! British
children will be exposed to much more inconvenient truths on everyday
television. They just have to watch the news everydayand see the
inconvenient truth materialized and reported on all our TV channels.I
have shown the film in many parts of India and I think it is a good film.
Have you seen it by any chance?

I recommend you see another film however - *The Age of Stupid* which is very
appropriate for people with your mentality. It will shock you into the
reality of climate change for once and for all.

The government must allocate sufficient resources for transferring close to
25 million hectare of acidic agricultural land, which could be used for
augmenting food production in the country, Mangala Rai, the outgoing
director general of Indian Council for Agricultural Research (ICAR) on
Wednesday said.

He said that under the 12th Five Year Plan, the government should set aside
financial resources for transferring atleast 1.2 million hectare of
agricultural land annually for meeting the rising demand for food in the
country. Besides acidic or toxic land, the total wasteland is estimated to
be around 107 million hectares in the country.

"As population grows, there had been increasing pressure on agricultural
land which is why we must allocate sufficient resources towards conversion
of waste land into agricultural land for significantly increasing food
production," Rai said at the 81st AGM of ICAR.

He said there are several methods like use of lime and industrial waste into
toxic agricultural land for enhancing their qualities.

Sharad Pawar, the agriculture minister while speaking at the ICAR AGM said
that the research body is at present undertaking a major capacity building
exercise to deal with the present and future challenges facing the
agriculture sector in the country.

"These efforts have resulted in filing of over 50 patents applications from
13 ICAR institutes during the year and two patents applications have entered
into national phase in US, France and Japan," Pawar said.

Pawar noted that in order to infuse new blood in research efforts, over 430
scientists are being recruited into ICAR. In an effort to build capacity in
high-end research such as molecular breeding, genomics and transgenics,
bioremediation, nanotechnology, diagnostics etc. scientists from ICAR
institutes and teachers from state agricultural universities were trained in
best of the laboratories of the world, he said.

"Crop improvement programmes resulted in release or identification of 131
varieties of major food crops for different agro-climatic regions of the
country, besides a few varieties in plantation and horticultural crops and
nearly 7000 tonne of breeder seed of centrally released field crop varieties
were produced for distribution among farmers," he said.

In a half page large display advert in H on 23/12/09, the caption says 
‘UTOR RAKLEM, promise fulfilled so that people are satisfied.  
Minister Churchill has fulfilled yet another promise made to the 
people that Goa-Vleha bypass would be a Xmas Gift..’
(The bypass was to be thrown open 5pm on 23/12/09)
 
'Utor Raklem', khorenchi?
Bobkekar mure tum, beste bhobke fotta.
 
‘A man who keeps his promises’ Really?
-As if he has given the word when the work on bypass first started 
 
So, when did he say that it’s going to be a Xmas gift?
- Not two years or not 2 months but just two weeks ago (Dec.8).
 
When the bypass work started and who was the PWD Minister then?
- Work started in July 2007 and Churchill is PWD minister since Aug 
2007 (Mid June, till Aug 13, I think the porfolio was with the newly sown in 
chief Minister Digambar Kamat)
 
Besides, the above promise or assurance, were there any other 
such dates given for the completion of the bypass?
- Not just one or two but many dates.
Fyi, Minister Churchill earlier on 28th Oct. said it will be ready by 
20th Dec. (The chief engineer, Mr J Chimulkar on Sept5, gave Dec. 10 as 
deadline), 
and before that on May 25th, he/Cherchil said it would be ready by June end..

Dates before that were as follows:
January End 2009
March end
June End
End of Monsoon 2008
Early September
October end
December end  
 
What was the  estimate or actual cost of the project -  
then and now?
- It was about Rs.4 Crores and was to be completed in one year
It is now Rs.12+ Crores,  the subway itself cost more than one third 
of the total cost.
Dec. 9, it was said the subway cost Rs.4 crore
Now, two weeks later, it is increased by Rs. 40 lakhs
So, the final cost of the project could be upto 14 crore or more.
(this also to include overtime worked during the last two weeks etc 
to keep up with  the minister’s word).

Subway cost 4.4 crores? 
- Yes, so the ad says.

Has the bypass fully competed now?
- I don’t think so.
- Only the middle two lane temporarily thrown open
- No hotmix done yet just a pre-mix or loose spread

- No side guards or barriers on either side of the road

confusion, which could lead to accidents and loss of life. There are no 
streetlights on the road. The road is about 2-3 meter high and there are no 
guards at the sides.

Samir's caution is timely.  This is NOT crying Wolf !  Goa is a prime target 
for terrorists, and we are ill-prepared to deal with the consequences.  Better 
to have  low profile parties at home than attend large-scale New Years eve 
functions in public locations.  Sad, but this

DBO EXCELS WITH HATRICK OF HATRICKS AND DHL MOVE AHEAD

With the weather perfect for football and the artificial pitch made lively by 
the 
heavy downpour it was goal fest at the 7th round matches of the ongoing 
IFF-Kuwait 
league being held at Daya Astro Turf pitch on 18th December 2009.

The 1st match was between Don Bosco Oratory and INDIANS. DBO was expected to 
win the 
match easily, but much was expected from INDIANS after their previous dismal 
outings. They did start on a bright note, but once again their strikers had no 
clue 
at their shots. DBO opened the scoring through their star striker Leroy and 
went on 
a rampage before half time to lead 4-0 at the lemon break with goals from 
Leroy, 
Ratan, Peter and Steven.

In the second half INDIANS went on a defensive mode to contain the opposition 
and 
allowed DBO to camp permanently in their half. This move allowed the DBO 
strikers 
and midfielders to play around with the opposition at will and it was just a 
matter 
of time before INDIAN defence succumbed to the pressure.

The floodgates opened with Ratan, Stevin and Leroy notching their respective 
hat 
tricks with Liston also sounding the scoreboard. INDIANS were left dazzled by 
this 
onslaught as they could not control the young brigade of DBO from scoring at 
will. 
Leslie of INDIANS tried hard on his own to control the proceedings somehow, but 
the 
required support from his teammates was inadequate to keep DBO at bay. The 
match 
ended with DBO winning comprehensively with an 11-0 margin and thereby topping 
the 
league table on a better goal average going into holiday season break.

The second match was between DHL and Santos United. DHL searching for their 1st 
win 
in the league to kick start their season and Santos United looking to 
consolidate 
their position in the league table started the match in a whirlwind motion. 
Both the 
teams matched each other in the initial stage of the match, but DHL were more 
forceful in their attack. Santos United looked dangerous in their counter 
attacks 
with Basheer and James Rebello excelling upfront.

DHL were awarded for their persistent attack and defender Elvis Camelo opened 
the 
scoring with a well timed placement. Santos United equalized immediately when a 
long 
floater from Basheer caught the DHL keeper off guard and the ball entered the 
net. 
At this stage it was unpredictable as to who will be the winners as both the 
teams 
played swift soccer with the astro turf pitch complimenting fast play. DHL went 
ahead as Qusai applied the finishing touch to the brilliant display of football 
from 
DHL defender Calado. DHL kept the momentum and once again Calado in a brilliant 
move 
all by himself scored the 3rd goal from a very acute angle which surprised the 
spectators. Santos United with their hardworking midfielder Godwin fashioned 
the 
move upfront and once again their star striker Basheer reduced the margin with 
a 
cool finish to go into the breather 3-2 in favour of DHL. At the change of ends 
DHL 
upped the ante and a blistering short from DHL striker Rosario bludgeoned the 
net to 
go up 4-2. Santos United once again showed their grit and will power and upped 
the 
pressure on DHL and reduced the margin through James Rebello the score being 
4-3. At 
this period it looked like both the teams might share points, but DHL keen on 
winning the match scored their 5th goal through substitute James to end the 
match 
5-3 in favour of DHL and thereby notching their 1st win and going in the 
holiday 
break with positive frame of mind. Santos United showed a lot of promise and 
grit 
with Godwin in midfield and Basheer and James Rebello excelling upfront.

Both the matches were supervised by IFRA - Indian Football Referees Association.

As the holiday season approaches Indian Football Federation – Kuwait (IFF-K) 
takes

The Tamarind Art Gallery, Calangute is showing drawings and prints of noted 
Delhi 
based Goan artist Rajan Shripad Fulari. The exhibition titled 'Breathing 
Things' has 
about 26 assorted works on display.

Each work speaks about the relationships and emotions, whilst Rajan plays 
around 
with the visual elements to titillate the senses. The works are very serene and 
figures and forms frozen in time. There is an air of mystery and an aura of 
intellectuality as regards to the wonderfully painted works.

'Structural Agony', 'Playing With Senses', 'Heart and Brain' and others are 
some of 
the works that impress the memory. With 'Wings For Paradise' Rajan has 
experimented 
with the grouping of the four piece painting in an unusual fashion. Centre twin 
pieces with male and female figures, flanked by the horizontally placed frames 
of 
extended wings, infuse visual elevation to the collective picture.

Pyramids, snakes, flags, fish, heart and such other forms represent Rajan's 
predetermined notion and at times embraces the universal connotations. Prints 
and 
Rajan are synonymous. His strength remains in the technical manipulation of the 
printing plates and his capacity to play around with the texture. If Rajan 
sticks to 
his core competence, he is sure to experience a quantum jump in his standing.

'Structural Agony' with brain and heart neatly positioned on either side of the 
human form makes a powerful statement. Is he advising us to be centred to avoid 
extremities? Extremities lead to violent extremism and inhuman actions. He 
seems to 
speak the universal language of peace and brotherhood.

Rajan, who earned his MFA in Graphics from the M S University, Baroda is 
well-known 
in the country as well as abroad. He has to his credit more than 15 awards in 
various categories.

He has participated in many major national and international group shows 
including 
the International Art Expo at Italy, the Contemporary Indian Art at Germany, 
the 
World Social Form at Mumbai, the Bharat Bhawan Print Biennale, Idea and Images 
NGMA 
at Mumbai, the Multiple-Encounters (an Indo-American print show) at New Delhi, 
the 
Emerging India-Royal College of Art at London and others.

He was awarded residency in printmaking from the Fundacao Oriente (Goa) for 
Portugal 
and British Council (Mumbai) for Scotland. Recently, Fulari was invited to 
attend 
the 13th International Print biennale at Sarcelles, and the 7th International 
Print 
biennale at Versailles, France.

He has organised several artist camps and workshops and participated in 
international exhibitions and bagged numerous scholarships and awards. His 
works 
have been exhibited at national and international exhibitions held at Portugal, 
Italy, France, Germany, Scotland, London, etc, and many important galleries in 
India 
as well. He currently lives and works in Delhi. The current exhibition will be 
on 
view till January 8, 2010.

Despite the tremendous progress made by Goa after 48 years of its
Liberation, the people continue to hope that the central government grants
special status to the state. The feeling of being colonised has not yet left
us. At present we are concerned of immigrants’ influx, lack of job
opportunities, sale of land, exploitation of mines, stench of garbage at
every nook and corner, plundering of agricultural fields and green zones for
concrete mega projects, sky rocketed cost of living etc. Goa was not part of
the Constitutional Assembly deliberation, it was liberal through
intervention in 1961, and we missed the two Five Years Plans. To preserve
our identity, culture and land, we need special status like Himachal
Pradesh, Uttaranchal or Jammu and Kashmir to regulate or restrict ownership
and transfer of land to non-Goans. Goa ought to have been given the special
status soon after liberation as promised by the government led by Jawaharlal
Nehru.

*Need to rethink mega complexes*
Day in and day out, reports appear in the press about many panchayats in Goa
at its gram sabhas objecting the construction of mega complexes near the
beaches. The people at large are fully justified in objecting the projects
by different builders. In a place like Benaulim all these buildings coming
up will constitute a huge complex. The PDA is aware that there is no
infrastructure like roads, water, sewage and garbage disposal system in
place, but licences are being issued. PDA should conduct a survey of the
areas where the construction activity is taking place, and assess if the
present infrastructure is sufficient to cater to the new structures coming
up and issue licences only when all parameters are complied with and not
wait for the complexes to come up. Needless to add that the present
residents are suffering because of the lack of broad roads, regular water
supply, no sewage and garbage disposal system in place, and electricity
playing truant. The new complexes coming up will only aggravate the
problem.PDA can notify the areas which have infrastructure in place and
grant licences only to those projects. Is the Chief Minister listening?

*New Delhi**, 2100 hrs, **Tuesday 22nd December 2009*: The UK-based Sunday
Telegraph of December 20, 2009 has made serious, unfounded and false
allegations against Dr R K Pachauri about business interests that he has
“with bodies which have been investing billions of dollars in organizations
dependent on the IPCC’s policy recommendations”. Just for the record, the
Intergovernmental Panel on Climate Change (IPCC) makes no policy
recommendations, and all its reports are in the public domain, widely
distributed and disseminated across the world. There is nothing in these
reports that could have any proprietary benefit.



The Center for Public Integrity in the US recently brought out a report that
more than 770 companies and interest groups hired an estimated 2340
lobbyists to influence federal policies on climate change in the past year,
registering an increase of more than 300 % in the number of lobbyists on
climate change in just 5 years. Lobbyists in the UK led by long term climate
skeptics like Lord Monckton have mounted similar efforts. Dr Pachauri gave a
talk at the University of Copenhagen during COP15 at which Lord Monckton who
was in the audience, raised some questions, which Dr Pachauri was able to
deal with effectively. Lord Monckton also handed over some papers which were
neither addressed to Dr Pachauri nor signed by Lord Monckton, but contained
many untruths and false allegations, all of which strangely also appeared in
the article published by the Sunday Telegraph.



As regards the Tata group it has no relationship with The Energy and
Resources Institute (TERI). This institute was established in 1974, of
course, through seed money mainly from Tata Chemicals, at that stage led by
Mr. Darbari Seth, the founder of TERI. The Tata group has a distinguished
record of setting up several institutions of excellence such as the Tata
Institute of Fundamental Research, Tata Institute of Social Sciences and
more recently the National Institute of Advanced Studies. Each one of these
institutions has an independent governance structure and functions strictly
on a not for profit basis in keeping with Indian legal and regulatory
requirements. In this respect the Tata group is in no way different from
those who established institutions like Carnegie-Mellon University, Duke
University and Stanford University in the US. Hence, in no way is TERI
responsible for the work of the Tata Group just as the Tata Group is in no
way responsible for the functioning of TERI. As regards CDM projects in
India and carbon markets in India and China TERI is in no way connected with
or responsible for any of the Tata companies and their operations, including
any CDM projects. TERI as an independent institution of excellence and is
highly regarded universally.



The mention of Glori Oil in the article is also distorted. It is a company
established for using the microbial technology developed by TERI through
painstaking research over many years, which works in an environmental
friendly way for enhancing oil recovery from existing stripper wells in the
US.  Any technique that enhances oil recovery from existing sites through
environmentally benign methods instead of drilling for oil in virgin sites
is completely consistent with an approach that emphasizes sustainable
development.



TERI has a tax exempt status in every country where its affiliates are
located such as Section 501(c) status in the US, a similar status with the
Charity Commission in the UK and recognition under Section 35 (i)(ii) of the
Income Tax Act in India. Such status is granted by the relevant authorities
in each of the countries concerned on the basis of proper auditing of
accounts and submission of documents that are carefully scrutinized. TERI-NA
which has been mentioned specifically is a modest operation. It received
financial support of US$ 263,170 in 2009 by the “galaxy of official and
corporate sponsors”(as alleged in the article) for an event organized in
Washington DC on October 1, 2009, which was attended by around 300
participants including very senior policymakers from both the US and India.

*Reflections on the Eve of Liberation Day*

*We deceive ourselves if we feel everything in Goa is fine, while our
identity, culture and survival are at stake, says DR JOE D?SOUZA*

Since 1961, every 19th December, Goans celebrate their ?Liberation Day? from
their colonial masters. The Indian Army took over the administration of Goa
from the Portuguese in a smooth operation, before anyone in Goa knew
anything much. Power was peacefully transferred without any bloodshed and
with no loss of life.
But as I lie on my bed, lazily reflecting on the past, my mind poses a
question: ?Is Goa truly liberated??
I belong to the generation which can vividly remember and reflect about
those good old days with their pleasant times. I belong to the era wherein
as a child I could sea no evil, as I wasn?t big enough to know and
understand much about the difference between Indian democracy and Portuguese
dictatorship. My interaction with the Portuguese pakles was at the check
post, each time I visited Goa from Mumbai (then Bombay) for the annual
summer holidays. What Aunty Laura used to do as a freedom fighter then
mattered to the extent that we missed her company during the time she was in
the freedom movement.
Good fish, lots of cheese and a tinge of port wine was on the table for us
to relish, especially when she was around. Lots of oysters, big crabs and
mussels fresh from the River Chapora used to find their way to our home from
the nearby fishing canoes. In the 1950s our lives in Mumbai were a bitter
struggle, I can remember famines, rationed food and study under dim lights
or sometimes under electric poles.
But once in Goa, it was like going from hell to Paradise. My granny used to
rear pigs and fowls, grow vegetables and ensure that plenty of mangoes,
jackfruits and tender coconuts remained on our trees. Taking a bath straight
from the brass pot drawn from the village well on a hot summer afternoon and
again under the banana plantation, either by moonlight or the dim light of a
small kerosene lamp, was an enc

Margao, December 24: "Grateful to Jesus", the new album of Konkani
devotional songs of Buyao Theatres Goem was released, recently.  Fr
Concessao D' Silva, parish priest of St. John the Baptist Church released
the album during the prayer services in the Church premises at Carambolim.

Speaking on the occasion Fr Concessao Silva appreciated the work of Late
Goem Shahir Ulhas Buyao during the historic opinion poll and for the cause
of Konkani and said that his son Sidhnath Buyao is walking on the footsteps
of his late father and keeping up the tradition of giving not only good
music but also creating awareness about the issues that concern society.

Fr Concessao said, Sidhnath could have made a minister release a CD, but
appreciated the fact that he has chosen the Carambolim Church and the parish
priest to release his CD.

Fr Concessao said that Sidhnath has come out with his album in keeping with
its avowed mission of keeping alive the rich legacy of late Ulhas Buyao
alive. He also had a word of praise for the lyricist Shri John Aguiar.

Sidhnath Buyao said that School Guardian Angel Fr Marshal Soares used to
call him to become an angel and I used to listen to the entire mass. He said
he has dedicated this album to his friend tiatrist Jose Rod. Buyao said that
his friend was given new life by Lord Jesus after illness.

I trust in Lord Jesus and whenever I feel depressed and tensed he prays to
lord Jesus and sings a song written by my father Jesu Christa which acts
like a tonic, Buyao said further. Buyao also appreciated the writer of the
songs John Aguiar, due to whom it was possible to bring out the CD.

Buyao thanked Fr Feroz Fernandes for his kind support and Fr Concessao for
accepting his desire to release the CD at his holy hands. He further said
that while doing this album on Jesus he found lot of miracoulus good things
happening in his life.

Speaking on the occasion, Fr Feroz Fernandes, editor of Vauraddeancho Ixtt
appreciated the work of Sidhnath Buyao. He said that the songs on Jesus are
sweet and they will be remembered and sung again and again. He also lauded
John Aguiar for writing such beautiful lyrics on Jesus.

Fr Raymond Lisboa, Fr Sabastean Rodrigues, Fr Alex Fernandes, Fr Feroz
Fernandes, lyricist writer John Aguiar and Savita Aguiar were present on the
occasion.

 

About Grateful to Jesus:  "Grateful to Jesus" the new album is expected to
fill up the void felt by many of non-availability of new Konkani devotional
songs. The album has seven hymns the lyrics of which are penned by noted
poet John Aguiar who has been working very silently in the Konkani field for
many years now. The music is composed and arranged by Sidhanath Buyao, the
talented son of Ulhas Buyao who has made a mark for himself through his
musical shows and previous albums released through Buyao Theatres Goem. 

Grateful to Jesus also features the classic and much appreciated track Jesu
Christa which was originally composed and sung by late Ulhas Buyao and had
stirred the hearts of all who had heard it. Sidhanath Buyao has sung this
original song for this album.

The album is bound to be great buy given the fact that praises of Jesus
Christ, penned by Goan Catholic have been set to music by a non-Catholic who
has grown with the best of Konkani music and culture, imbibing it right from
his childhood. Sidhanath Buyao with his debut album, "Buyao with Love' had
mesmerized the music lovers. "Valley of Colorz', his latest Konkani music
album and the Jaagor Konkani film Music got him immense appreciation,
recently.

 Buyao with an aim to give helping hand has recently contributed Rs 50,000
to Canacona relief fund through the sales of his CDs of Valley of Colorz.

Buyao when asked what prompted him to do the album on Lord Jesus though
being a Hindu, he replied that he trusts in Lord Jesus and there's nothing
wrong in making and singing songs on God of other religions. He further said
that everyone should also believe and study other religions o that peace
spreads everywhere. He also said that he likes to go to church and pray.

update:

Inauguration at 5pm does not mean vehicle allowed to use the 
bypass immediately then after but only after 9pm as the main speeches 
were held on the bypass itself and the ‘baxonn’ function about 
‘promise keeping’ got over at around 8pm then they say it needed at 
least one hour to dismantle the stage (Toi)

Churchill now once again started assuring that the hot mixing will
be completed before May 2010 and that illumination will be taken 
up soon (NT)

The bypass is thrown open for one way traffic only.
CM says it would take about 15 days to allow two way traffic this 
is  to complete the pending work 

The cost is now gone up from 12crore to 13.5 crore (toi)
Final figure still to come.

So, you now know about the Cherchil’s Bobke.

I must say, whether it is complete or not or whether it is one way or 
two way, it will give lot of relief to the road users.  Everyday, 
frorm 5.30pm to 8pm, it took about 20-30 minutes to travel to 
Goa-Velha from Cortalim Bridge end.  
On two occasions,  I personally spent 15-18 minutes on the Zuari 
brige itself (in the traffic jam).
Imagine taking 30 minutes to reach Goa-Velha Market from Cortalim 
bridge.
This has been going one for long and hardly anything was done to sort 
out this mess.
They could have at least depute one traffic cop at Agassaim Market.
Locals park their two/four wheeler on sideways, KTC bus stop at 
Market etc  are some of the main causes. 
They could have at least temporarily shifted the market bus stop.
But nobody cares not ever the local MLA.  
I wonder what would have happened if there was no bypass at all

Strangely, I could not see any news coverage on H except the
 Pro-Churchill editorial.
Recently, there was a news on ‘Goan trawler found with 6 bodies’ 
H was missing on this one too.
