[Goanet] English medium education 1945 - 1961
After 1961 with liberal grants from the Govt of Goa , many English medium educational institutions have sprung up so that there is today , at least, one primary cum secondary (some with junior college ) school in almost every major village in Goa . Many students come out from these schools and do well for themselves economically thus improving the general standards of living in Goa. But what was the state of English education during the period 1945-1961 in Goa ? There were , as far as I know, not many English institutions during this period for they received no grants from the Portuguese Govt. and yet they did a marvelous job in improving the intellectual standards of Goan people. There was a great demand for these schools as students had better prospects in securing a job in India and elswhere. There were impediments from the Govt. side but they prodded along in imparting English education . We the students of these schools may be disappearing one by one but at least we must show gratitude for these teachers were mostly underpaid.. They were the true missionaries of love who laid the foundation stone for future bright life of people of Goa. What these English teachers did in a brief period ( 1945 -1961 ) was not achieved by people who have been sermonizing for over 400 years.

Even threats to one's life. …Goa and Goans have changed beyond recognition, but memories still flood the mind when 17 January approaches! Mindtape in reverse order as best as I could recollect! 17 January 1991:- The Goa bench of Mumbai highcourt finally delivers the judgment in my PIL WP 319/88. The prayers pertained to 1. Repair the Pantecantor and Chirculem khazan bunds 2. Restore the Panaji,_St Cruz and Panaji-Merces roads getting flooded 3. Assist the farmers, Salt producers and toddy tappers besides incorporate all the suggestions based on the high level inspection ordered by the court on my request I had filed and argued the case in person on behalf of 1200 farmers, 200 toddy tappers and 30 salt producers since October 5 th , 1988, the date of admission. This involved dedicating 48 full days in the court and appearing before 10 different benches between 1988 to 1991. 22 November 1990:- Just two weeks before the PDF alliance led government lost power, notification to appoint an Agricultural land development panel –ALDP, is issued based on the detail note swhich I had submitted on problems of khazan lands and their sustainable management to the then Minister for revenue, Dr. Kashinath Zalmi. Members besides myself are-late Dr. J. F. Martins-freedom fighter, Mr. Percival Noronha, Dr. J.B. Sardessai, Dr. N.P.S.Varde, and the dir. Of agriculture. The minister revenue is chairman and the undersecretary revenue-Mr. Nambiar is member secretary. Due to politically fluid situation the panel couldn’t start the work till April 1991. (The ALDP report which was only such report after the report of Dias’s Goa land reforms commission, 1964 and Anthony Desouza committees’ s report on land ceiling 1973, was submitted in March 1992 without any political interference at any stage and was used extensively during the agitation for realignment of Konkan railway route. Only a fraction of the report was implemented as the political parties couldn’t manage without support from Goa’s notorious pisciculture mafia which stands in the way of implementation of ALDP report. July 1990:- A police constable from Ribandar police station delivers a summons to me to appear in the JMFC’s court. The government decides to prosecute me with 14 others for having indulged in ‘rasta roko’ at St. Cruz on August 25, 1988 demanding urgent repairs to khazan bundhs and action on flooded khazan farms and eroded roads. On that day at 9 a.m. we were dragged by police, beaten, thrown in a van and locked up at Panaji police lockup. A delegation of citizens led by freedom fighter Dr. Martins meets Collector, north Goa Mr. Dengnunha at night requesting our unconditional release. Collector assures that no charges would be pressed as he had understood the issue. In the lockup we refuse the food and water and finally got released past midnight. It now appears that the PIL filed by me got on the nerves of politicians and secretaries, so almost two years after the agitation government thinks of prosecution. The case drags on for several years before the government comes to its’ senses and in public interest withdraws it. But in the meantime I had the double duty of appearing in two courts. Those who appear before the JMFC’s court are released on bond and surety. My friend Mr. Dinesh Joshi stands as surety for me. February-1990:- Accepting my counter affidavit on government’s report, the bench orders the Development commissioner Mr. Baijal to hear me. On my demand a field inspection of the creek, bundhs,low lying farms and salt pans is conducted in presence of DC, dir. Of agriculture, irrigation, revenue, Mamlatdar, Tiswadi, Collector, North Goa, local MLA Mr. Victor Gonsalves. May 1989:- The issue of restoration of salt pans of St. Cruz and Merces is taken up with director of industries. Joint meetings are held with salt producers. Government commissions experts from central Salt and Marine research institute, Bhavnagar to prepare a report on salt industry of Goa. Scientists Mr. Joshi and Mr. Rathod submit the report. It is time the head of the church in Goem does something dramatic nay drastic to right this wrong. (2) Goemcars do not have sufficient financial clout to sway the power brokers in Rome. (3) There are no Goemcar nuns catering at the Vatican, unlike Kerala. Their nuns I believe literally run the papal household. Keralites are getting canonised in droves. The Opinion Poll held on 16th Jan 1967 saved Goa from Merger into Maharashtra. Most Goans surely are happy today, that Goa remained a separate state with a separate identity; but will this identity remain, or will it be extinguished in the near future. Will the efforts of all those who fought to save Goa from merger go in vain? Today Goa's Identity is under threat from (1) Corrupt Politicians, (2) Mega-Projects, (3) Land Sharks Rich Non-Goansindiscrimatelybuying up Goa; with practically no land available for Goans today, (4) Uncontrolled Migrant Influx, slums vote banks being used to checkmate Goans, (5) Konkani losing prominence against other languages (6) Government in-difference to so many Goans leaving Goa, due to lack of employment opportunities and if action is not taken, Goans will soon be a minority in their own state. The Accidental Activist - How to start a protest – Part II By Venita Coelho There are only two things that politicians take heed of. One is bad press, the other are crowds. When you have an issue that needs action you need to work out two strategies simultaneously. One to get lots of press attention. The other to build critical mass. It is not enough to have one press conference – you need to network with the press, make them see your point of view, co-ordinate so that a series of follow up articles keeps the matter alive. If you can manage to get into the national press then you will really get our netas to sit up and take notice. Dedicate one person who is articulate and persistent to be your press liason. Her number will have to be on day and night. Get the simple things correct – press releases in both English and Konkani, always sent out to the right contact person, before 4:00 p.m. if you want them carried the next day.Make a special effort to get coverage from the non English dailies. These are what the majority of Goa reads. To keep the issue on the boil you need a series of ‘breaks’. It is well worth holding back dynamic information and releasing it in bits so that the story stays alive. Get known faces to speak up on your behalf. Any celebrities from your area? Get them to pitch in and do their bit. All is fair when you are fighting for column space. As your issue begins to get press coverage, start planning how to mobilize more support. First look for support near to home – associations in the nearby villages, other action committees and consumer groups. Make sure you network with other activists and Goa wide groups. You will get the benefit of both numbers and their experience. An important weapon is a public rally.But NEVER decide to call a morcha unless you are sure of the numbers. And numbers in Goa are extremely difficult to get. If you call a public protest and end up with a couple of hundred people,that is the end of officialdom taking you seriously. If you manage to gather a couple of thousand they will sit up. And if, like a recent protest, you manage to get five thousand people on the road and shut down all of Panjim, you can be sure your demands will be met. But this will not happen unless you network with other NGO’s in the field, have a dedicated bank of volunteers drumming up support, and provide money for buses to truck people in from elsewhere. Launching a public protest can be a huge logistic exercise. Far better to innovate and come up with methods of protest that leverage minimum effort with maximum mileage. Who says you can’t get creative with protesting? The Protest by Picnic organized by GBA on Vainguinim beach was one of the most delightful ways to protestthought up in a long time. The Cidade had been treating the beach as private property for far too long. To reclaim it as public space, GBA threw a picnic and everyone was invited! Forget the tried and tested route of flexing muscles at large rallies. Go in for something crazier- that the establishment will also have no idea how to tackle, and which will grab you lots of press. Meanwhile the real slog will go on. Make sure you have a dedicated band that is following up onRTI applications and other government permissions.I always thought that speaking directly to those responsible for handing out permissions was a waste of time. But I was proved wrong. Visit the Chief Town Planner often enough, and with press in tow, and he will eventually have to take action of some sort. Support will come from unexpected places within the government. In one case the Forest department chose to take umbrage that a powerful builder had cut trees without their permission. They ordered an Inspection and a subsequentStop Work notice. So don’t ignore this route. Meet those on the official side. Sometimesinstead of a stuffed government shirt you will encounter a human being who is genuinely trying to do his job. It always leaves me hopeful. By now the individual back lash will have started. You can expect notices from the panchayat, cases filed against you at the police station and stones thrown at your house at night. These are all tactics of intimidation, and it amazes me how little it takes to scare people. A couple of stones rattle against the roof and suddenly all the supporters vanish. You’re there to fight, correct? Then fight. Go and register counter cases at the police station. Hire a damn good lawyer. Take them on head on. It always neutralizes them. One activist who got a demolition notice for a perfectly legal garage merely shrugged and said‘ Okay I’ll demolish my garage even though it is legal – so now what are you going to do?’ That left them stumped. It is important to make them realise that you are not a pushover who will run at the first sign of trouble.Let them know that you are a yodha and this is going to be a real battle. However, sources in the village say that they are planning to approach the courts. It may be recalled that the TCP had said that all conditions were met when provisional NOC was issued. “A provisional NOC has been issued. And, all the conditions have been compiled with,” town planner, Mr Rajesh Naik had told media on that day. It may be recalled that the real estate giant’s plans to build a mega housing project consisting of 600-odd flats, had initially been blocked by the villagers. However, the realty firm changed its plans and asked for sub-division of the 88,000-odd sq mt into 15 plots — beginning from 9000-odd sq mt to 1800-odd sq mt. Going back in time: This sub-division file had been sent to the TCP leading to uproarious scenes at a recent gram sabha with one member Mr Antonio Silva trying to pass a resolution asking that the panchayat body recall that particular project file back from the TCP department, and place it before the gram sabha for its opinion. However, this demand was rejected by the sarpanch, Mr Estaq D’ Costa, chairing the meet, who refused to allow this resolution to be passed. Let us avoid recriminations Jose Maria Miranda, Margao It is with much pain and anguish that I have been reading, in the letters column of Herald, some unpleasant comments about people who have shown immense concern and have done their bit for Goa. Their concern for the deteriorating situation in the land of their birth or origin is clearly seen in their writings and often in their actions. The fact that some of them have gone abroad for greener pastures does not make them any less Goans. Being abroad, generally unaffected by the situation here, they could easily have said, “Mhaka kiteak poddlam?” But their genuine love for Goa does not permit them to do so. Goa is passing through the most difficult phase of its history. The time is not for recriminations or for creating divisions amongst us, but for all true Goans to unite and call for another Liberation of Goa – liberation from greedy politicians, unscrupulous builders and developers, and all those who in some way or the other have been contributing to the destruction of this beautiful state of ours. The contributions of people like Dr Oscar Rebello, Rajan Parrikar, Soter D’Souza and Samir Kelekar (to mention only a few who are being targeted in the press or on the net) are immense. There are hundreds, if not thousands, of others who, without any degrees and finances, have succeeded in preventing Goa being sold to the highest bidders. Recriminations and belittling the efforts of such people will only discourage them from their attempt to make Goa a better place to live in. The politicians and the destroyers of Goa will be only too happy to watch the dissensions amongst us, as their aim is to divide us. Let us not fall prey to their evil designs. Dehumanisation of Other Human Persons The stage of full personhood is defined differently by various faiths, and one cannot impose one view on all, says SANTOSH HELEKAR The political controversy surrounding the issue of medical abortions and human personhood appears to have raised its ugly head in Herald (26 Dec 9 Jan), complete with well-worn rhetoric used to dehumanise other persons, including medical professionals and scientists who do not agree with the proponent’s sectarian point of view. I noticed that, in the process, the current proponent of this campaign in the avatar of Averthanus L D’Souza, has misrepresented scientific facts and views that I had presented recently. Let me address these misstatements as a framework to discuss the broader issue of the secular philosophical and scientific underpinnings of personhood. Contrary to the author’s distortions, here are the accurate statements that I made: 1. My objection to his recent writings on medical abortions was specifically in response to the following quote of his: “The vast majority of medical opinion holds that a human embryo or foetus is a distinct human person. This should be obvious to anyone with common sense.” I had pointed out that this claim was entirely false. ‘Human person’ is a term derived from religious philosophy, not a term invented by medical science. The vast majority of medical opinion has not coalesced around its use. The vast majority of medical professionals want to use human embryonic stem cells for saving lives through medical research into potential cures for diabetes mellitus, Parkinson’s disease, heart disease, kidney disease, etc. The vast majority of medical professionals want to keep medical abortions legal for saving the lives of mothers in difficult situations. The views expressed by the author are the present-day beliefs of his religion. In a secular democracy such as India he cannot seek to impose his personal beliefs on people of other religions and creeds through government action. Indeed, there are many religions and religious organizations that do not subscribe to his current doctrine that an embryo or a foetus has the moral status of a full human person, or for that matter, a full human life, let alone to his wielding of the political weapon that medical abortion is murder. The religious establishments that do not agree with this point of view include Judaism, Episcopal Church, Unitarian Universalist Association of Congregations, Islam, Buddhism, Hinduism and Taoism, among many others. These institutions either explicitly hold other positions, or allow a diversity of beliefs regarding this issue. Judaism, for instance, gives an individual the status of a full human life only at birth. Jews are permitted to have medical abortions in cases where there is a substantial threat to the physical or psychological health of the mother. To compare these victims of the Nazis to Nazis themselves, as the author’s latest column implicitly does when he invokes these iconic villains of the past to smear everybody who does not hold his religious beliefs, is using the method of verbal brutality to advance one’s own pious agenda. Along with the repeated allusion to murder in connection with a legal medical procedure, it supports the suspicion that his case is entirely an appeal to raw emotions rather than to reason, informed by universally acknowledged principles of secular law and morality. However, leaving the rhetoric aside and getting back to substance, what is remarkable is that historically the definition of a human person or human life has undergone substantial evolution among successive Christian theologians themselves. For instance, St Augustine of Hippo in the 4th century AD embraced the view of Aristotle that a male foetus becomes a human person at 40 days and a female foetus at 80 days, the respective stages at which, he believed, that their body received a soul. St Thomas Aquinas, perhaps the most influential Christian theologian, extended this view to propose that a foetus does not become a human being unless its body is “ensouled” by a “rational soul”, for which it needs to first develop sense organs and a brain, a viewpoint that has since been referred to as delayed hominization. 2. I had stated that a foetus at some stage in gestation (perhaps around 22 weeks) is likely to satisfy the neuroscientific definition of a person or personhood, which is a state of being conscious of oneself and one’s environment, and of being capable of thought and willed action. The electrical activity of the cerebral cortex necessary for these processes does not begin until this stage. 3. I had clearly indicated that both Christopher Reeve, who had complete paralysis of his body below the neck, and Stephen Hawking, who suffers from near total motor impairment because of a neurological disorder, possessed full personhood, according to the above

One of the reasons may be the failure of the Chief Minster to consult and take into confidence legislators of his party and coalition partners on various issues. Decisions seem to be taken in the air with the Chief Minister ever so ready to bend, bow and reverse his decisions as long as he holds on to the chair. How long will Goa be able to take this political instability which has resulted into administrative chaos leading to lack of good governance? (5) Large scale land purchases by Non-Goan Land Sharks; with the enthusiastic support of many Goan MLA's These Goan Politicians have and are in the constant process of Selling Goa; in turn for huge political favours from the Centre so as to continue with their ruthless accumulation of illegitimate wealth!!
