The Bombay High Court should expeditiously hold an inquiry against North Goa District Judge Nutan Sardesai for her having heard cases in violation of judicial propriety. In a recent judgment passed by a Division Bench of the Bombay High Court at Goa comprising of Justice A.S.Oka and Justice F.M.Reis certain very serious observations have been made against District Judge Nutan Sardesai. These observations were made by the High Court while quashing an order passed by her on 29th April 2009 as Principal District Judge, Margao in a matter connected to the grounded vessel River Princess. The High Court in its judgment has held that Judge Nutan Sardesai had exercised her discretion contrary to the well settled principles of law and had committed a serious error in appreciating the evidence in the case. The High Court has further held that Judge Nutan Sardesai had totally misdirected and committed an error by directing the Goa government to refund Rs five and half crores to Jaisu Shipping Ltd even though there was no such prayer from that company in their petition. The observations made in the High Court judgment only confirms the allegations against Judge Nutan Sardesai. It was very improper for Judge Nutan Sardesai to have heard matters involving the interests of her former employer Industrialist Mr. Anil Salgaocar. Judge Nutan Sardesai contrary to judicial propriety and high standards of judicial ethics that is being sought to be laid down by the Supreme Court had also heard a divorce matter relating to her own cousin brother. Dear Goanetters Priests should remain far away from politics and politicians at least for time being. They should work for the benefit of the lay people whom they represent. I have seen lots of Catholic youth unemployed or under paid and however hard they try they do not get sucess in life and live a poor and unpleasent life. Most of our churches are huge structures and have plenty of rooms which collect dust. If priest along with the lay get together and use these vacant rooms to start some business for the lay people where someone can earn his daily bread. Most ofthe women folks know cooking, etc stiching etc. The church can help them to start either some classes or small scale industries. Many times people in the locality for various reasons do not get time to cook, go to the bank etc etc may be they are sick, old or have small children. Many times we see working mothers have lots of problems to look after their little ones and pay so much for useless maids. These small scale industries can plan out various projects. One project where woman get together and make kitchen items like sweets, pickles, or food stuff. Others can market or sell these products. Why do we need priests to get in politics ? It does not serve the people in any way. The following news report is from the Times of India. * GBA to agitate from Oct 14 as RP 2021 not released yet TNN, Sep 29, 2010, 02.26am IST PANAJI: Protesting the chief minister`s failed assurances of releasing the Regional Plan 2021 by end-September as promised in the legislative assembly, the Goa Bachao Abhiyan (GBA) will launch an agitation from October 14. Announcing this at a press conference on Tuesday, GBA convener Sabina Martins also demanded the notification of a freeze on constructions at 50 FAR in settlement zones till the finalization of RP 2021. The GBA also demanded a notification defining the protection of eco-zones as outlined in the draft RP. The organization has called upon citizens to assemble at Azad Maidan, Panaji, in large numbers at 4.30pm on October 14. The group will thereafter march to the chief minister`s Altinho residence to press for these demands and rally against misgovernance. These plans are, however, tentative and the GBA may decide to lead a march to the chief minister`s Margao residence on the same day. Plans are yet to be finalized, Martins said. `We want a government that governs!`, will be the slogan of the GBA`s campaign, she added. Stating that the GBA and affected groups will start a campaign in villages and towns, calling for awareness and action against such continued abuse, Martins said the GBA will urge people to question their elected representatives. GBA pointed out that although the government had set September as the deadline for the release of the completed RP 2021, it had failed to even publish the two taluka plans (Canacona and Pernem) which were promised in August. It also pointed out that although a committee for review of the Town and Country Planning Act and inclusion of people`s participation was formed, the committee has not met even once. A press release by GBA secretary Reboni Saha stated, Despite water shortages and power problems, constructions at 80 FAR continues unabated, threatening the quality of life and identity of the people. This is further supported by the new building bylaws. Cases filed in the high court relating to over-construction, water and power shortages—as in the case of Chimbel and Soccoro—have clearly pointed out the problems, yet our government is doing nothing. The GBA complained that large housing projects have emerged in villages with no study on the carrying capacity of roads and infrastructure, leading to problems of garbage, sewage and attendant water problems. Piecemeal changes to the TCP Act will allow backdoor permissions for large projects like the stadium in Tivim, without it being part of the RP, GBA pointed out. The GBA also lamented that the Land Acquisition Act is being used to acquire fertile fields to facilitate projects with no regard to the overall plan, the stakeholders and the actual demography of the place. The organization also alleged that mining continues unchecked in forest land, sidelining the original inhabitants who have lived and nurtured their surroundings for generations. A delay in the implementation of the Tribal Act further allows abuse by the mining industry, the GBA pointed out. All this relates to the delay in the release of RP 2021. But till the regional plan is released, at least notify a freeze on construction at 50 FAR in settlement zones, Martins said.

29 Sep. 2010. IANS. Persons of Indian origin (PIO) visiting India will now be issued only long-term extendable visas and not tourist visas, Goa's Non-Resident Indian (NRI) commissioner Eduardo Faleiro said Wednesday. Faleiro, a former union minister of state for external affairs, told reporters here that the union government's visa manual has been revised to ensure that PIOs do not face hardships when they visit their home country. Goans holding foreign passports were being given tourist visas and asked to leave the country as soon as the rather short period of the tourist visa expired. But that has changed for the better now, Faleiro said. As per the revised visa manual, all Goans as well other PIOs holding foreign passports will henceforth be issued only long-term 'X' visas (extendable visas) and not tourist visas, he said, adding that the earlier conditions were inhuman and unfair to PIOs, who had roots in India. I had earlier received several complaints from Goans holding foreign passports that some of our embassies and high commissions abroad, issue them tourist visas (valid for three to six months) at the end of which they have to leave the country though they have property matters to deal with and have families here, Faleiro said. I was shocked to know about the death of Preetam whom I last saw on Sunday noon (less than 24hours prior to his death)* Preetam was very quite and shy but hardworking person. Instead of saying ‘hello’ he would just give his smile. He must be around 21 (contrary to the news reports which says 31, 26 etc) Preetam along with his deceased cousin brother worked for the same restaurant in Panjim (Not Campal as in some reports). Shivaji, his cousin brother worked in the kitchen so we don’t remember seeing him. Sunday being half day, they decided to go to their native place Dodamarg. When coming back to work next morning, their bike hit the oncoming Pvt Bus at Ribandar Ice Factory and the rider, our friend Preetam died instantly followed by his cousin. [Goanet] Moira Panchayat fortnightly G.B. meet a damp squib
There were 5 members of the Gram Sabha who attended the above Panchayat ( usually a closed door affair) as observers to fullfil the citizen's right to know what the people's representatives are up to. The meeting that was slated to start at 10.30 a.m. got underway at 11.00 a.m minus the Sarpanch and the Povoacao ward member Prakash Rawool who reported sick when not sick at all. In all probability the sickness was induced by the threat of observers sitting in the meeting. The Dy. Sarpanch, Ms. Doris D'Mello chaired the meet. Other members present were: Ms. Urmila Rawool- Raim; Shri. Bobab Kerkar- Pirazona/Caturli; Shri. Sagar-Sataporio; Shri. Philip D'Souza- Atafondem Ms. Doris D'Mello - Calizor; Members of Bambordem-Sarpanch and Povoacao-Prakash Rawool reporting sick. The Secretary Shri. Chetan Shirodkar was the one man show. Except for a few queries by the Chairperson, and a few 'Oks' and 'keep it for the next meeting' there was embargo on talking. Aparently, there were no quotations given for the Computer printer. If there were, they have been downplayed. The Panchayat G.B. Meet of 7 looked like a much bigger meet of 10 with the observers crowding into the Sarpancha's Chamber. The application for Occupancy certificate which was inwarded on 20/9/10 did not find its way into the agenda as the agenda for this meet was fixed on 18/9/10. I wonder how the Panchayat will progress vis a vis development if delay tactics lke these are a common place. [Was I not right when I asked the new Tourism Minister who is the MLA of Moira to demolish the Panchayat as it is harassing people on petty matters??] What was discussed in the meet was sweet nothing. No wonder Moidekars do not find any development taking place in Moira. There were atleast 2 letters from the public threatening the Panchayat with dire consequences and court actions for not forwarding letters to the various departments in time. The meet got over in a jiffy at 11.45 as there was no business to conduct at all. Most of the time of the meeting was taken up by the reading of previous minutes, which nobody challenged. In all the meet was a damp squib with a lot of nervousness set-in. All that was said was that the letter received from floriano lobo suggesting that henceforth large number of GS members shall be attending the GB meets - the decision on this was differed since all members were not present. The only part of the meeting that was very relevant is the fact that there was a letter from a govt dept asking the panchayat to identify/shortlist a disabled/handicapped person a national award or something. There was luke-warm reception to this query. Hopefully, there will be more GS members attending the next GB meeting of the Panchayat which is scheduled for 15th Oct. 2010 or thereabout and hopefully they will not be hurdled in the Sarpancha's cubicle. :-) Cheers floriano GS member. One project where woman get together and make kitchen items like sweets, pickles, or food stuff. Others can market or sell these products. Why do we need priests to get in politics ? The Goa Su-Raj Party categorically states that the Indian Navy should not have the Islands of Mormugao to its ownership. The Goa Su-Raj Party is in complete agreement with those Goans who feel that the Navy should not be given even an inch of more Goan territory than what it is already occupying, viz. the Dabolim Airport included. The Navy should desist from trying to acquire more land in Goa and instead should be already disbanding and dismantling its installations in Goa and shift to the legitimately provided Sea Bird Base at Karwar. The Indian Navy is not welcome in Goa as it is here in violation of all democratic norms when it is illegally holding on to the spoils of war since 1961. And to add insult to injury, it is trying very hard to expand. Having the Indian Naval installation in Goa is useless for Goa for the simple reason that it cannot even safe-guard and monitor the 200 nautical miles territorial waters off Goa to control the tar ball menace which is destroying Goa's bread and butter, the golden beaches. It is only trying to consolidate its position in Goa citing security reasons. At any time, day or night, Goa can be blown off by a couple of mercenary terrorists despite the big bla bla the Navy is giving us of providing security to Goa. It only wants to secure its position in Goa for its personnel to enjoy and make merry. Researchers from the independent Pew Forum on Religion and Public Life phoned more than 3,400 Americans and asked them 32 questions about the Bible, Christianity and other world religions, famous religious figures and the constitutional principles governing religion in public life. On average, people who took the survey answered half the questions incorrectly, and many flubbed even questions about their own faith. Those who scored the highest were atheists and agnostics, as well as two religious minorities: Jews and Mormons. The results were the same even after the researchers controlled for factors like age and racial differences. “Even after all these other factors, including education, are taken into account, atheists and agnostics, Jews and Mormons still outperform all the other religious groups in our survey,” said Greg Smith, a senior researcher at Pew. That finding might surprise some, but not Dave Silverman, president of American Atheists, an advocacy group for nonbelievers that was founded by Madalyn Murray O’Hair. “I have heard many times that atheists know more about religion than religious people,” Mr. Silverman said. “Atheism is an effect of that knowledge, not a lack of knowledge. I gave a Bible to my daughter. That’s how you make atheists.” Among the topics covered in the survey were: Where was Jesus born? What is Ramadan? Whose writings inspired the Protestant Reformation? Which Biblical figure led the exodus from Egypt? What religion is the Dalai Lama? Joseph Smith? Mother Teresa? In most cases, the format was multiple choice. The researchers said that the questionnaire was designed to represent a breadth of knowledge about religion, but was not intended to be regarded as a list of the most essential facts about the subject. Most of the questions were easy, but a few were difficult enough to discern which respondents were highly knowledgeable. On questions about the Bible and Christianity, the groups that answered the most right were Mormons and white evangelical Protestants. On questions about world religions, like Islam, Buddhism, Hinduism and Judaism, the groups that did the best were atheists, agnostics and Jews. One finding that may grab the attention of policy makers is that most Americans wrongly believe that anything having to do with religion is prohibited in public schools. An overwhelming 89 percent of respondents, asked whether public school teachers are permitted to lead a class in prayer, correctly answered no. But fewer than one of four knew that a public school teacher is permitted “to read from the Bible as an example of literature.” And only about one third knew that a public school teacher is permitted to offer a class comparing the world’s religions. The survey’s authors concluded that there was “widespread confusion” about “the line between teaching and preaching.” Mr. Smith said the survey appeared to be the first comprehensive effort at assessing the basic religious knowledge of Americans, so it is impossible to tell whether they are more or less informed than in the past. The phone interviews were conducted in English and Spanish in May and June. There were not enough Muslim, Buddhist or Hindu respondents to say how those groups ranked. Retired Age Working people frequently ask me a retired person what I do to make my days interesting. Well, for example, the other day the wife and I went into town and went into a shop. We were only in there for about 5 minutes. When we came out, there was a cop writing out a parking ticket. We went up to him and I said, 'Come on man, how about giving a senior citizen a break?' He ignored us and continued writing the ticket. I called him a Dumb ass. He glared at me and started writing another ticket for having worn tires. So Nina called him a moron. He finished the second ticket and put it on the windshield with the first. Then he started writing a third ticket. This went on for about 20 minutes. The more we abused him, the more tickets he wrote. Just then our bus arrived and we got on it and went home. We try to have a little fun each day now that we're retired. It's important at our age.

Their government is actively attracting migrant vote banks, issuing ration cards to migrants, supporting demography changing migrant attractive mega projects, bringing in industries favoring employment to outsiders, destroying the environment, contaminating land/water, facilitating large scale land sales to outsiders, facilitating the large scale Goan migration out of Goa due to lack of opportunities etc. Even after 20 years Konkani still does not have her place in Goa. Sonia Gandhi promised Special Status during the 2009 Lok Sabha Election campaign. In August 2008, the Goa Legislative Assembly passed a unanimous resolution strongly recommending that the state government take up with the Centre the urgent need to grant special status to Goa; this was done to ensure that the state preserves its unique identity. Can these Senior Congress Leaders follow up on the same and provide an update to Goans and challenge their “High Command”? Today Goa is rapidly losing its prized identity within just 50 years of liberation. If the Goan Majority and their politicians do not want to address this critical issue then perhaps, it is better to go for Greater Goa or even merger with another state; let us bury the issue of Preserving Goan Identity once and for all!! Kapadia, on September 23. It alleges that Rebello passed administrative orders that favoured UP chief minister Mayawati in a case related to her role in the Taj corridor case. Two years ago, a writ petition had been filed in the HC challenging the state governor’s refusal to grant sanction to prosecute Mayawati. Justices Pradeep Kant and Shabihul Husnain had been hearing the case for almost two years and it had reached a critical stage. The spoiler, it seems, came after a meeting between Mayawati and the chief justice on June 26 this year.. It must be consistent and we must be persistent in demanding accountability every step of the way, otherwise they will think that this just a one day affair and continue just as before. We have to assert our right to direct our future and make every member of the legislature understand that the will of the people must prevail and that they are the people's representatives and not sent there to do whatever they like without consequences. He is trying to refute what the Holy Father Benedict XVI told the audience at St.Mary's University College, in South West London (as quoted from The Telegraph). I had quoted the Holy Father for his fundamental questions about Life, not for scientific answers, which have been given by Biology, but do not answer all the fundamental questions about human life. The Holy Father certainly knows them, as he mentioned: human and natural sciences provide us with an 'invaluable understanding' of aspects of our existence. But he said that the disciplines cannot satisfy the fundamental question about why we exist. I have with me the whole material on the Science of Life (57 chapters), and much more..., which answer more than the 10 questions of Santosh. But nobody can answer the fundamental questions, neither Richard Dawkins, nor Santosh Helekar. Medical students do not have time for all the questions on Life. They are so overburdened with their studies and exams--how to cram their memory and answer the questions (objective and essay type) and get the best marks. Let, therefore, Dr.Ferdinando ask the questions and try to respond to those difficult riddles, as he is trying to do... not to what all of us know from the books of Biology. I had studied them already when I was a young student, in Biology as well as in Sociology (Population-Heredity, which I taught later on): Mendelian Laws, coming from a monk, Gregor Johann Mendel (1822-1884), who was an Augustinian priest, scientist, and father of modern genetics, with his laws of heredity. Mr Faleiro has been pressing for visa liberalisation for PIOs and seems to have won some kind of concession, hence he made the announcement. As far as I am aware, The Indian Govt and Visa Centres have not announced any changes. The changes, if true, may not be universally liked by the casual PIO visitor to India who makes a trip every five years or so. Instead of paying £30 for a 6 month visa, he will have to pay £135 for an X visa. Multiply that for a family and the cost becomes significant. Also, already India has been reported to the European Court of Human Rights for treating British citizens of Pakistan origin differently from other British citizens regarding visa applications.
