[Goanet-News] BOOKS: Goa Book Club to feature Ben Antao, works of Agualusa
PANJIM: Toronto based author and publisher Ben Antao will be a special guest at the Goa Book Club's meeting on January 20, 2011 (Thursday) at 5 pm at the Broadway Book Centre. Antao. Antao, a journalist in Goa in the 1960s, has authored novels and other texts related to Goa, and recently edited the anthology 'Goa Masala'. His other works include The Tailor's Daughter, The Priest and His Karma: A Novel, Living on the Market, apart from travelogues to Goa and Italy. The Goa Book Club is a joint endeavour of local alternative publishers Goa,1556 and Broadway Book Centre. It meets on the third Thursday of each month at Goa's largest bookshop (Broadway) on 18th June Road and is open to all. Each member present is however required to make a five-minute presentation on any book, new or old, related to Goa, read by them. This month's meeting is also to have a presentation on the work of Angola-born journalist and writer José Eduardo Agualusa (Alves da Cunha, b. 1960) [http://en.wikipedia.org/wiki/Jos%C3%A9_Eduardo_Agualusa]. His books have been translated into twenty languages. He writes monthly for the Portuguese magazine LER and weekly for the Angolan newspaper A Capital. The Ministry of Environment Forests has issued orders for demolition of this illegal structure within 3 months.The usual tactics by vested interests in government are, to issue illegal permissions, and if that is challenged/does not work, regularise the fait accompli. Or use the excuse of costs,utility,job creation potential, innocent victims etc to fine the culprits and make more money in the bargain.No one is sent to jail or feels the pinch and they power on, bulldozing every impediment (including Laws Rules) in the path with absolute impunity! Whats more a precedent is set. The Congress is already on the back foot dealing with massive corruption as scam after scam surfaces.This will be a test case with the world watching since it clearly involves high level Defence Officers,politicians,bureaucrats, legal procedures and multiple agencies. Every argument/ploy will be used since it is also a very high rise building, high costs, environmentally sensitive area with security concerns and is a building fait accompli. Will shielding/protecting the Chief Ministers and high officials from the ruling party by delaying demolition, changing laws etc which has become the norm, be resorted to? After all in Goa,the Supreme Court demolition order could be thwarted by ordinance in the Cidade de Goa case! The Adarsh scam could be Turning Point in our fight against rampant corruption that is corroding the nation's soul if complete demolition is accomplished ( Experts have precisely demolished bigger buildings )and all those responsible feel the heat! Unless the someone in the UK Govt is really bright (or perhaps not), this 'request' is a bit of grandstanding. It might interest us to know that ALL kinds of crimes (under immunity) are committed by folks who then claim diplomatic immunity. Just look at a simple thing like Parking anywhere you wish .so what if they get ticketed? They have diplomatic immunity. That certainly was not the rationale for the Vienna Convention wrt diplomatic immunity. The following might also be an interesting avenue to explore: He has diplomatic immunity in the UK .not in India ...does he? But then ...Who will Bell the Cat? My question was not so much directed at Women's Groups' reaction towards the alleged wife beater - because all the facts of the case are not yet known. My question was related to the pompous Deputy High Commissioner, Rajesh Prasad, who is reported to have BERATED Paromita for letting the incident go beyond the family. He reportedly also told her, We have decided you WILL GO to India on forced leave ... and if she was stubborn then there had been incidents where a car comes and picks up families and simply puts them on a flight against their will... [Goanet] ‘Partition’ in the office of Dy. Collector, Panjim
‘Partition’ in the office of Dy. Collector, Panjim Strange are the ways of functioning of this office (also referred to as ‘in the court of Dy. Collector) Purchasing a piece of land? Many of you may think the whole buying or owning process ends when all parties sign on a property document called 'sale Deed' This is just a beginning as there involved so many other procedures. After Sale Deed, then comes ‘Mutation’ followed by ‘Partition’ When one buys a portion or piece of existed land property, it needs to be sub-divided so as to show two different owners with the sizes of land they own. The new owner will have his separate Form 1IV and a separate survey plan with new survey number etc. Whereas, the old owner or the seller or the landlord property/plan will n ow show a revised plan, reduced to that extent. And this process is called ‘Partition’ and it can take weeks or months or years, often depending upon how much an applicant willing to pay unofficially. e.g. some time ago, a Dy. Collector named Agnelo at Pernen completed a ‘mutation’ process in just two weeks time (otherwise it takes minimum of 2 months and Max. Upto 2 years or more) he was later on suspended for a short term and then soon transferred in the South. The’Partition’ process is pretty much same as ‘Mutation’ where notices are served to the interested parties (all people names that appear in form I IV, the landlord or landlords/Landladies, tenant (if any), House or houses belonging to anybody as shown on the form 114.. Besides, if the original landlord or seller is not alive, then all his legal heirs i.e.. wife, sons, daughters and their spouses etc. E.g. if landlord dies without making a will etc, then all his property r egistered in the name of his wife and say 8 children by way of ‘inventory proceedings’ or ‘Deed of Succession’ . Which means, in this case, 17 notices are required to be sent to landlords alone Viz Wife, 8 children and their 8 spouses individually by registered A/D costing around Rs.25 each. Ok. Coming back to Panjim Dy. Collector’s Office or Court. Acting on behalf of my friend, we have forwarded a file for ‘partition’ (We also assured him ‘cha panni’) The officer or the clerk incharge is so lazy that it took him nearly one month to allot a case number and that too after 3 visits/reminders. As if that was no enough, it took him nearly 6 months to hand out the letter/ notice copies of which are posted to the interested parties. Visits were made to the office every two weeks and each time he gave some pretext or the other. Most common was ‘he was too busy’ At one time he even told us not to come here again and instead he will phone us. Seeing that no phone call received despite waiting for 5 weeks, we chased him on one Thursday and the liar said ‘where were you? Your notice was ready since you did not show up, i had to tear it off upon expiry’ To that we said, ok we are coming this Monday to collect. But he r eplied back to say not to come on Monday but Wednesday. When we were there on Wednesday morning, guess what happened this time? The bast**d is on long sick leave effective from this Wednesday we were told. I am sure, he knew about this beforehand (a surgery/operation on him was booked before hand). No one at the office able to tell when he is coming back (we know about the operation on the very first day though) nor anybody else is deputed to look after his affair in his absence. We visited every Monday only to see if he is resumed back to duty Eventually, we saw him after 6/7 weeks but at this time our notice was ready Probably, he was told by his colleagues how angry we were. Notices were finally posted after 6 months from the date of submission of our file. This job can be done just in a week’s time or less but it took him 6 months. Afte the two weeks period lapsed (to raise objection if any), we visited him 2 weeks later.i.e. 4 weeks after posting notices. We asked ‘Any objection received?’ he said ‘no’ Did you get all AD cards duly acknowledged? He said ‘I don’t know’ for which we were told to look for it in the junk boxes lying at the reception area. We said ‘if we knew this before i.e. that we had to look for ourselves. we would have come within a week’s time but one month is too long and as such time consuming to search for in the 3-4 large boxes full of letters and AD cards – see pic http://www.flickr.com/photos/joegoauk35/5366053457/sizes/l/ (if if could not find what we are looking for, the peon hand over some more boxes) We managed to trace most of the letters/AD cards of the 15+ After the first sitting in the court of Dy. I have seen Cipriano grow up in Moira, says Floriano Lobo, the General Secretary of the Party. Though Cipriano may have had his faults, to have been done to death in police custody is indeed shocking, says he. Floriano Lobo further re-iterates that Cipriano had no history whatsoever of epilepsy or any illness and was indeed fit as a fiddle, being a sea-faring person. If at all he had suffered epilepsy type fits needing to be hospitalized, these fits have certainly resulted from the severe physical abuse and injuries received while in police custody. The Goa Su-Raj Party is demanding full and proper investigation of this custodial death amounting to murder, preferably through a judicial inquiry so that the concerned police personnel are brought to book. In the meantime the Party demands that these police personnel who were in charge of handling Cipriano be put on immediate suspension. Tristao B Cunha, A C L de Souza and the Goan separatist identity Selma Carvalho lescarval...@yahoo.com In 1957, Tristao de Braganza Cunha, generally considered as the Father of Goan nationalism, through his newspaper *Free Goa*, would take a potshot at another Goan giant, A C L de Souza, the unofficial doyen of Goans in Kenya and founder of the newspaper *GoanVoice*. When T B Cunha returned to India from Portugal in 1953, following his imprisonment at the infamous forte de Peniche located north of Lisbon, it seems he had swopped one fort for another, for he operated from Fort 166, Dr Dadabhai Naoroji Road, Bombay, his Free Goa newspaper; available for a subscription of Rs 3 per year in India and Rs 4 per year in Africa. From Bombay, he railed against the Portuguese, against Salazar, the Church, the Padrado and the Estado. His impassioned, satirical editorials reveal at times a dry sense of humour, which saves the newspaper from becoming a pamphleteer's dirge, although he himself would have been happy with such a label. The backdrop of the Free Goa versus Goan Voice imbroglio traces back to politics in Kenya. It is easy but facile to say that the shambolic nature of Indian politics in Kenya was a result of the British rule and divide Colonial policy, for it uncannily represented politics in India; divisive and communal. The Muslims had split from the Hindu dominated East African Indian National Congress and increasingly sought minority representation for themselves under the banner of the Muslim Association, and while the Christian remained largely apathetic to politics, he too under the leadership of A C L de Souza, had lobbied since the mid-forties for separate Goan representation in the Municipal councils (such a representation for one Goan did exist prior to 1928). This was persistently denied to Goans by the British and they'd been advised to contest for these seats under representation allotted to the larger Indian community. In 1957, A C L de Souza, then seventy-four, through his newspaper voiced his struggle with the reality of the situation in Kenya where Goans were encouraged to enroll on the Indian electoral rolls but had been unwilling to follow such a course and very few Goan names appeared on the Indian electoral roll. The reaction from *Free Goa* was swift, condemning with rhetorical vigour the Goan confusion. Judging by this, it said, the Goan in Africa does not wish to be what he is: Indian, inspite of all the kicks he gets from the British... Goans must drop the mask and cease pretending to be British, Portuguese, etc. in order to affirm what they really are: Indians and only Indians. It is difficult to decipher whether the Letter from Africa was Cunha's voice or that of a correspondent. Either way, given the tight editorial control the sixty-six year old Cunha exercised on *Free Goa*, his acquiescence with the sentiments expressed is without doubt; some months later it read: Dr A. C. L de Souza is a well known Goan to whom the whole Goan community is greatly indebted. But what is most detestable in him is his communalist spirit and lack of political character, as a communalist he has sought to alienate the Goans from other Asian communities almost hostilizing them and favouring the British policy of divide and rule. But despite Cunha's staunch faith in Goans being firmly Indian, the Goan in India of Cunha's time was politically disenfranchised from power; a point made well by A Mitra in *Free Goa* itself. Mitra wrote, When Mr Lal Bahadur Shastri requested Mr Moraji Desai to give a Goan the Congress ticket for a seat in Parliament, Mr Desai turned it down. Then some Goan Catholic leaders of the Liberation Council of Bombay approached the High Command in Delhi with a request for a Congress ticket; they also were refused... the Congress leaders of Mysore claim Goa and her port of Marmagoa for Karnataka and yet they refused a Congressman who has worked in Bangalore for several years. These leaders call the Goans outsiders but have no hesitation in claiming Goa: a strange contradiction. It seems, it was not just the Goan who harboured a separatist identity; he was often on the outside looking in. Ironically, both T B Cunha and A C L de Souza died the following year in 1958, just two months apart from each other. De Souza never lived to see Kenya get its Independence in 1963. The man who had once wondered what the role of the Goan was in Kenya was spared the indignity of knowing the Goan had no role in Kenya and watching thousands of Goans leave shortly following independence. T B Cunha died just three years short of Goa's Liberation, disowned by the Catholic Church by then and buried as result at a Church of Scotland cemetery in Bombay. It's difficult to imagine what his reaction would have been to know that immediately following

Prince Jacob disclosed that his childhood was a struggle and could not even continue his studies after SSC due to financial constraints in the family. He had to go to work at the young age and hence face challenges of life at an early age. Prince Jacob is a self made man who sincerely worked with determination in order to achieve success and attain celebrity status. According to Mr. Jacob, he joined the tiatr stage for the first time at a very tender age of 13 years in the play “Chuk Hanvem Adharli” written and directed by Rosario Dias. His acting particularly his comedy actions were highly appreciated by the tiatr goers. As his comic roles were appreciated by the people, he continued to act as a comedian on the tiatr stage. Prince Jacob is a man of determination who takes up challenges and risks in order to present on the stage something new and something different. This attitude in him compelled him to learn magic and the art of illusions which subsequently he made use of in his tiatrs thereby mesmerizing the tiatr audience. He came across a handicapped person who did not have hands and who used to do all his works with the help of his legs. Prince Jacob wrote a special play on the life of a handicapped and displayed how a handicapped person can live a normal life and that such a person deserves full respect from the society. He did not stop there only because he wanted to base one of the stories of his tiatr on the faithfulness of a dog. He took the help of his friends to get a trained dog and according to the requirements of the activities of the dog he wrote a script of a tiatr, the hero of the tiatr being the dog. The dog did the lead role and surprised the tiatr audience. After sometime when the dog expired, Mr. Jacob considered it was not an irrational animal but a rational artiste of his tiatr who expired. Besides this, Prince Jacob had the courage to translate a Marathi Drama ‘Sahi Re Sahi’ and stage it as a tiatr entitled ‘Rupnnem’. This experiment too kept Prince Jacob at a higher level in comparison with other artistes of tiatr stage. Besides being innovative on the tiatr stage Mr. Prince Jacob has another side in his life where silently he does a lot of social work as far as poor and weaker sections of society are concerned. He makes use of certain percentage of his earnings to help the poor and the needy. Prince Jacob has very high regards to his elder brother Humbert, who, he says was responsible in helping him in all aspects including education when his childhood was facing numerous challenges. Some people are now probably getting angry, angry reading all this criticism against the Pope and the Roman Catholic Church. If it is so, it is only natural. I could go on and on. A psychologically divided being is a battlefield, pulled this way and that way Only the priestly class is happy as it provides them with a job, an opportunity for service; poison them first and then 'save' them, gives the priests a sense of respectability, and lots and lots of patients as well as a lifelong vocation. The prisoner, however, has only one cure and way to salvation and, that is, to make a quick exit! Asking the Church for help and expecting salvation through them when the priestly Church itself has divided and imprisoned us psychologically is like asking the Prison Guard for the keys to the cell so we can all be free. Let Tots Enjoy Their Infancy And Childhood It was cold and drizzling, on my way to office around 7 AM, today, I witnessed cruelty at it’s worse, an Indian mother cruelly pulling a staggering tiny tot, in uniform, who was half a sleep and crying at the top of his voice, it looked like he was being forced to do something that he didn’t have a clue to, I felt that at that age he should have been comfortably sleeping in the warmth and security of his bed, the kid must have hardly been three or three and a half years of age. This heartless act erupted an emotional volcano in me. The educational stress on students today is enormous, we have seen how students are burdened to excel, along with their own expectation, the students are further pressurised by the expectations of their parents and sometimes by their sibling’s as well. Today the students are really struggling to cope up with all the expectations around them and sometimes succumb to it, leading to mental breakdowns and even suicides. I remember our days at school, we did not have any pressure from our parents, even though very few of them were educated, we were left to ourselves to cope up with our studies and we did just fine, there were no suicides, there were no mental breakdowns and we enjoyed our education, there were a lot among us who turned out to be good medical professionals, sportsmen, engineers and even scientists, so if all this can be achieved without putting any pressure on the students, then why are the kids of today become victims of educational stress ? Serious thought must be given to this aspect, no doubt the number of children have increased and so has the competition, but haven’t the number of professional institutions and the number of seats increased ? The facilities for overseas education has also increased and improved, so why do we tax our children so much ? It horrifies me, every time I come across small tots carrying bags that look bigger and heavier then themselves. It is enough tragedy that kids hardly completing age three, are pushed into Nurseries and then schools with lots of homework as an appendage, and then made to carry heavy loads on their backs, which could affect their very growth physically and mentally, kids today are deprived of freedom even in infancy, forget about childhood altogether. Reflecting on the above, there could be two causes, one, there could be something seriously wrong with our educational system, or two, the egos of the parents keep on getting bigger and bigger as they demand more and more from their kids, so that they don’t lag behind their colleagues, friends or even their own relatives. Sometimes it is the case of working parents, who have very little time for their tots, that no sooner they begin to walk, they are just dump into nursery schools, so that they don’t have to be guilty of not giving quality time to their little ones, this trend has become more of a fashion, when the parents brag about how very young their kids are, and how well they do at their respective nurseries. Have the parents ever realized that they are sacrificing their children’s infancy and childhood for their own comfort ? It the height of hypocrisy when parents claim that they have put their little tots into nursery schools for the good of the children. We don’t need a degree in child psychology to say that, it is certainly not in the best interest of the child to be put into nursery schools at such a tender age, whose wellbeing at that age should be with and around the parents as much as possible. In the last couple of years, I was fortunate to watch two great Hindi movies relating to today’s education, and they are both Aamir Khan’s movies. The message that he gave in both his movies was an ideal lesson for parents, both the films were very practical and engrossing, as Aamir being the perfectionist he is, we couldn’t expect anything less from him, I am sure all of you must have guessed the names of the two movies, yes, “Three Idiots” and “Taare Zameen Par”. These two movies are a must see, for every parent whose kids are studying and absorb the essence of those movies. Putting pressure on our children so that our dreams come true, is not the best way to mould our children and their future, we have to see and try to develop and enhance their skills and fulfill their dreams. This is the duty of every parent or else we may drive our child to a mental breakdown or even loose our child to suicide. Why do we not allow our kids today to enjoy their infancy and childhood without forcing them into the grind ? Life itself is a burden when we have to face the world, to move on in life, it’s a never ending process that ends only in the grave. So let’s not push the yoke on such little tots, give them space and time to enjoy their infancy and childhood, they will have enough struggles ahead, let infancy and childhood be theirs, to live and enjoy. OPINION Towards Ruin: The Coast Is Finally Clear Regularisation rather than regulation has become the norm in our coastal policy. What a foolish government! CLAUDE ALVARES COMMENTS Indira Gandhi’s concerns about protecting the ecology of India’s coasts, which held sway for almost 20 years, are being subverted under a regime supervised by her daughter-in-law and grandson. Claude Alvares—who has been involved with coastal ecology issues for decades—provides a stinging critique of the way the present dispensation is actively undoing one of India’s most significant environment regulations. Who remembers? In November 1981, Indira Gandhi issued a stern letter to all the chief ministers of India’s coastal states stipulating that nothing should be allowed within 500 metres of the high tide line (HTL) in order to maintain the beauty and ecological integrity of the nation’s beaches. As long as she was alive, no one dared to challenge the directive. It was finally replaced in February 1991 by a special notification under the Environment Protection Act which defined the stretch of 500 metres from the HTL as “coastal regulation zone” and introduced severe restrictions on new developments. Within a year of the notification, then Union environment minister Kamal Nath was ready to bring it down. As is usually done, a committee was appointed headed by B.B. Vohra. Kamal Nath abused the committee’s report to notify changes, some as drastic as allowing construction of resorts within 200 metres of the HTL. Several of us moved the Supreme Court, and got the infamous amendments struck down. But the environment ministry was relentless. By the time Jairam Ramesh had arrived, the notification had been amended 25 times in less than 20 years, each amendment diluting it further. (If you want something to compare this with, the Constitution of India was amended 90 times in the space of 60 years.) Through the 25 amendments, almost everything that Mrs Gandhi frowned upon was gradually allowed in the coastal areas, including SEZs and IT parks in a classic illustration of the fable about an Arab, his tent and a camel. In the fable, after seeking the Arab’s approval for bringing its feet into the tent, then its head, then its hump, the camel finally edges out the Arab from the tent altogether. It was the NDA regime that decided to do away with the CRZ law altogether (it was Mrs Gandhi’s initiative, after all). So, one more committee was formed under M.S. Swaminathan. When it was done, the Swaminathan report castigated the environment ministry for the 25 amendments and said they were all in the nature of unwarranted dilutions. Nevertheless, rather mysteriously, it recommended scrapping the notification altogether and substituting it with a fresh notification called the Coastal Zone Management (CZM) notification. We found out later through RTI applications that the final chapter proposing the CZM notification had been inserted by a separate sub-committee after the last meeting of the Swaminathan committee! The replacement of the NDA government with the UPA regime made no difference to the move to dismantle the CRZ, even though the leading lights of the UPA were, as we all know, daughters-in-law or grandchildren of Mrs Gandhi. When the CZM notification was notified in 2008 for receiving objections, the revolt against it was huge. More than 8,000 letters were received, including objection letters from the chief ministers of almost all the coastal states. Several consultations were held in various cities by the environment ministry through the Centre for Environment Education (CEE). The CEE filed a detailed report saying that the public opinion expressed in all the consultations—especially from the fishing community—was unanimously against the new draft that sought to replace the 1991 CRZ notification. The CRZ notification of 1991 has been amended 25 times in some 20 years (the constitution has been amended 90 times in 60 years). The environment ministry brought in Swaminathan again to undo the damage. He was now asked to head a new committee to recommend scrapping of the CZM notification, which he dutifully did. When I met him in July 2009, just after he had taken charge, Jairam Ramesh expressed astonishment that the eminent scientist could put forward two diametrically opposite recommendations within one year. But the report gave the government an opportunity to wriggle out of a difficult situation. The government thereafter allowed the CZM to lapse and announced proposals to amend the 1991 notification instead. Purportedly in response to this, a “pre-draft CRZ notification”, a sort of trial balloon that we can safely call a “daft” CRZ notification, was circulated in April 2010 which allowed construction even within 200 metres of the HTL, and several other monumental stupidities.
