Who says other Ministers were not caught red-handed! They were caught, raided 
by the authorities, and indicted, but they have immunity and power and masters 
at cover up. Like modern Management Guru Arindum Choudhary says "Count Your 
Chickens Before they Hatch". No newspaper or TV channel gave the exact amount. 
They merely said counting took hours,and he was carrying cash beyond the 
authorised limit. He has already been released and a million wheels of 
INJUSTICE will turn. I WOULD NOT BE SURPRISED AT ANYTHING. For example a simple 
mistake in counting, passport returned with apology.The Congress has too many 
scams already exposed and more coming up in the pipeline.All parties are guilty 
one way or another. We appear to have become a nation of rascals,liars,cheaters 
and materialistic morons.Even tickets for the World Cup final were shown being 
sold by cops and bartered by others to make a killing.And there is a demand and 
those who fuel this
 ...Students with indulgent parents,industrualists,politicians, 
Security personnel,Touts etc. And our elected MLA ( and we have many more

Babush Monserrate was detained carrying 1 crores to Dubai:

The education minister of Goa, Babush Monserrate was detained at the 
Chhatrapati Shivaji International Airport on Saturday morning for carrying 
Indian and foreign currencies valued to be over Rs25 lakh, which were beyond 
the permissible limits.

He was on his way to Dubai and was detained before he was about leave the 
terminal. The custom officials investigating the case suspect it to be black 
money, sourced through illegal means by the minister. “A probe has been 
launched regarding this,” said an official. The sleuths are also probing the 
purpose for which the money was being taken to Dubai, even though Babush claims 
that it was for shopping. The sources said that cash included Rs75,000 of 
Indian currencies and the rest were the foreign currencies.

As per the Reserve Bank of India, currencies worth only 5,000 dollars are 
allowed to be carried out. Out of which only 2,000 dollars could be in cash, 
while the rest can be in cheques. For amount more than that, the permission 
from RBI is necessary. 

The sources said that Babush did not take any permission from the RBI and 
neither did he declare it at the airport.

Babush’s son Rohit was booked in 2009 for allegedly raping a minor girl of 
foreign nationality when she had come to spend a vacation in Goa. 

The 14-year-old victim’s mother had alleged that Rohit had raped her daughter 
and had made her drink alcohol and smoke, in order to evade pregnancy.

My grandmother always smelt of eau de cologne. That's what she smelt of. Its 
use 
for her was partly medicinal and partly a ritual of her toilette as was 
fashionable for ladies of her time. She was born in the early 1900s and lived 
into her eighties. I know so little of the Goa she lived in where women smelt 
of 
foreign eau de cologne and men drank imported Port wine. This, of course, is a 
Goa of my Europeanised fantasies. Mostly people smelt of the paddy fields and 
from the 1900s onwards, many of them smelt of the mines where they worked. 
Perhaps the Goa of yesterday was not too different from the Goa of today. The 
things that bothered Goans then are what bother us today.
 
In the 1950s, the nationalists, the freedom-fighters hated the mine owners. 
They 
saw them as Indian capitalists who had come to Goa and were single-handedly 
sustaining the Portuguese administration. Most of the venom was directed at 
Chowgule who by 1957 was mining 41% of Goa's total export of iron-ore. While in 
the main town-squares of Panjim, people prayed on Catechistic Day, danced the 
Vira and listened to the music of splendidly liveried brass-bands, in the 
distance over the hills, there were other sounds; the dissenting sounds of 
bombs 
and border skirmishes. Mines, bridges, border posts were frequent targets. 
Chowgule was particularly targeted; the Chowgule mines in Shirgaon were 
attacked. They called him "one of the unpatriotic Indians who has chosen to be 
a 
prop of the colonial regime in Goa against the interests of his own country." 
(Free Goa, T. B. Cunha, March 10, 1957). They accused him of owning a palatial 
house in Thalakwadi, Belgaum; a place called the Gold colony because all the 
houses there had been built by the ill-gotten gains of gold smuggling through 
Goa.
 
Between May of 1956 and 1957, iron-ore exports increased by 32%. The concern 
then was not environmental devastation; it was what mining stood for, the 
revenue propping up the Portuguese regime. The foreign exchange earned through 
mining was used to purchase foreign goods lending an impetus to the smuggling 
carried out from hospitable and nurturing shores of Goa. Goan nationalists and 
politicians have always felt a certain distance from Delhi's power-grid. India, 
they saw as mired in hypocrisy. On the one hand paying lip-service to the 
principle of freedom for Goa but on the other hand actively facilitating Indian 
businesses with their engagement in Goa and with the Portuguese. The prospects 
for Goa's freedom seemed to be as black as its economy. 

 
Disillusioned by what they saw as Delhi's indifference to their plight, they 
turned in on each other, berating fellow Goans for factionalising support and 
putting personal interests ahead of the collective good. The state of affairs 
prompted renowned Marathi-Konkani writer, Laxmanrao Sardesai to set up the Goan 
Renaissance Centre in Bombay, in 1957. It was a non-political organization 
aimed 
at creating a wave of social change amongst Goans, for in Sardesai's words, 
"neither satyagraha nor sabotage movement of a limited type, can serve as 
powerful weapons for the removal of Portuguese domination from the Goan soil 
and 
secondly, the present political parties with their limited ideology, 
uninspiring 
programme, jealousies and generally an ineffective leadership, not supported by 
the masses can never create the necessary political opinion…"
 
Sardesai understood profoundly, that no revolution is complete without an 
essential reformation of thought. No revolution is sustainable if the 
ideological infrastructure to sustain it, has not been created. He wanted to 
bring about a revolution of ideas and challenge the existing social and 
cultural 
institutions in Goa, as well as the political. Besides being a writer, Sardesai 
was also a teacher having taught at the Almeida College in Ponda. Perhaps 
Sardesai above all, understood how important education is to a pupil, how in 
those first, tender, formative years we create human beings that determine the 
destinies of countries. 

 
Fifties years hence, we are still struggling to bring about change; still 
hoping 
for a Goan Renaissance. That we are determined to bring this about is reflected 
in the number of parents who marched onto the Azad Maidan to demand a better 
future for their children. Our society is reforming; ever so slowly but surely. 
We have a long way to go but there is no need to be disillusioned along the 
way. 
The pitfalls we see today are the same ones our heroic elders saw generations 
ago as overwhelming and insurmountable. Yet they did overcame them. So will we.

poem written by Ernest Hemingway  crossed the mind. The line readsL

Pray please tell citizens of India as to how " non-residents" will be 
identified without the word residents of Goa being defined ?
 
 Will a data base of Electors in Goa be downloaded into  the computers of 
Casinos such that only those not on the Electoral List in Goa will be allowed?
 
Will the details , periodicity and spends of persons going to Casinos be 
available to Govt.and  the Public at large?
 
Can persons entering Goa and staying in Goa not be said to be resident in Goa 
and hence such persons below 31 years be denied entry to Casinos?
 
Will Goans who are Indian citizens, below 21 years working Overseas/working on 
Ships whose name is not borne on the Electoral Rolls be termed as non-residents 
and hence permitted entry into Casinos?
 
Is the proposed Amendment in tune with Constitutional Provisions?
 
Will it survive a challenge in the Constitutional Courts of India, that is 
Bharat?
 
WE DARE SAY THAT THE PROPOSED AMENDMENT IS NOT WELL-THOUGHT THROUGH, 
HARE-BRAINED, SILLY AND NOT BEFITTING THE CALIBRE  OTHERWISE NECCESSARY TO

Excuse me, But didn't Parrikar support Babush when there were income
tax raids against him during the Congress regime? Time to realise that
these "Catholic" leaders are treated as fine as long as they support
the ruling dispensation (whether BJP or Congress doesn't matter) in
power.

More seriously, the role of saffron and opportunism in Goa to support
the most dubious of politics also needs to be studied. I recall how
Babush was suddenly promoted as a leader with the potential to knock
off the (rightly) controversial Somnath Zuwarkar in Taleigao. But
would it be a case of the cure being worse than a disease? Specially
when Babush threatens to take on The Leader in Panjim? Is this a 21st
century example of Timoja inviting Afonso de Albuquerque?

Let's not reduce everything to a BJP-versus-Congress debate. Things
are more serious than that. The permanent government in power survives
and thrives whoever is in power -- whether it's a Digu, a Parrikar, a
Sardinha, a Rane, a Luizinho, a DeSouza Even a Mathany can't do
much with his past idealism and years of campaigning on issues, apart
from taking one side or the other. FN

I'd suggest that when I want to have knee-jerk reactions, I will have
them before I leave the Taverna,

Roland probably has sufficient knowledge of the RSS activities
(including the social service ones - also practiced by the
"missionaries") and the brilliant VideoCD - which was of course
scripted by a Katlick (Yep!).and there are more .

But then, to utilise Roland's thought process in an earlier post i.e.
"Doctor etc": So what? Those who choose to enjoy the positives of Goa
must surely be able to suffer some negatives!

BTW: Am not sure whether, while I was having breakfast, Digu had
become a 'co-religionist' of the Christians in Goa. But then, perhaps,
Roland will advise.

I also wonder how Sonia got into this. Again, perhaps, Roland will explain.

In conclusion: I am personally unwilling to classify any
politician/person as "the only honest one" until he/she opens
himself/herself to open, thorough and impartial scrutiny under oath.

A query: As Roland believes that Parrikar is "the only honest one", is
he recommending a ONE MAN government like Salazar?

With electoral battles being controlled by money and muscle power the
caliber and quality of the  parliamentarians and legislators we elect
is on the decline. Out of 543 MP’s in the current Lok Sabha 315 are
crorepatis which is almost 60%.  43 of the 54 recently elected to the
Rajya Sabha as MP’s are millionaires with their average declared
assets over Rs 25 crore each.

The assets of an average Lok Sabha MP has grown from Rs 1.86 crore in
the last house to Rs 5.33 crore which is a 200% increase. This  wealth
of our MP’s does not include much of the assets that exist in a colour
not recognized by the income tax authorities. 150 of the current MPs
have criminal cases against them with 73 of them charged with serious
offences from rape to murder.

We have vested our destiny in awfully wealthy bunch of people many of
whom have a criminal background whose only goal is to multiply their
assets while our nation sinks. Today to win an election you need to be
equipped with a strong dose of Double Vitamin – M. With a lot of money
backed with muscle power you are through.

COMMENT : As I can see, none from this Goanet forum has ever
supported or wrote in favour of Moserrate or Digamber. So why write on Goanet
“Double shame ….. Triple shame…” ? 
It is not reaching the ones to be shamed! It should have been sent to
editors of Goan Newspapers for publication so that the comments reach the

RESPONSE: Now that was not even, from the sublime to the ridiculous; it was
a, 'got my chance to go hammer and tongs'it was a 'come to the aid of
the Party'  - BJP that is.

It was so refreshing to see so many  emancipated women displaying their
'wares' at the World Cup Cricket . Bring in the RSS or VHP wallahs and India
will go into retrograde mode.

I am optimistic that it will take time but at some stage the masses will
move forward and some other Party will become the opposition - not the
fascist BJP that India now has in place.

Also it will take time to root out corruption - Rome was not built in a day.

Man, so it is not only I that could never understand why I had to learn 
French in Goa!!!. Yet, French it was that got me through SSC, ( and 
maybe into Canada, where French is the official second language)  Hindi 
was a complete failure to me! never could understand the lingo, nor the 
script, even though I finished two years in a Bombay college.So, looking 
back, would Hindi have helped me??.. maybe, in the Hindu-reigned 
business world of finance and money management, even here in Toronto, 
where NOBODY speaks french! What the heck, though..., I am glad my 
parents spoke English with me.

We notice a typical preparation of Sorpotel in Goa's Educational field. 
In fact, my association with education has convinced me that we never 
had  holistic vision for Education in Goa after Liberation. It has 
always been a piece meal approach. It is written by somebody that 
Sorpotel was made for slaves and servants and every discarded part of 
the  pig found a place in that delicious dish. Thus somebody threw parts 
of ears, some other of legs, another intestines and stomach and yet 
another cracked the skull into two and threw it into the connotation. 
Thus educational policy of Goa especially with reference to primary 
education has been a preparation at random. The principals, 
educationalist, Archdioceses, government, Political parties have thrown 
since Liberation their so termed "intelligent contribution" to create 
that mess. Some quoted lofty ideas from Tagore and UNESCO without 
comprehending their application. That it has worked so far is only 
because of God gave intrinsic survival qualities to Goan Society. Should 
we stretch them further. I on my part say Mea Culpa. I wish some 
students would sue all the respective stake holders for the mess
they have created for them. Even today Goa has no Educational vision. At 
least now will they carry critical reseach before opening their mouths.

The Government of Goa’s response to the Parent-Teacher's demand for 
English as the Medium of Instruction in Government-aided Schools, was on 
expected lines.


When the Government wants to say "No!", but is afraid of the people’s 
reaction, it just says “Status Quo”.


That’s how our Government operates.

In fact, this is how the present Government of Goa has been functioning, 
right from day one.


Not a single Government’s Project in Goa has ever had the backing of the 
entire Government.


Let’s keep the Opposition Party out of this, for the present.

The various Congress Lobbies within the Government themselves will not 
support any of their own party’s Projects.


Further the Coalition partners in the Government have their own varying 
points of view.


The “Net-Result” being, even before a Bill reaches the Assembly, there 
is no common ground of agreement on the subject, among the Ministers 
themselves.


What then follows is a “Status Quo”, meaning “Let’s not do it for the 
present”.


Quite often “Let’s not do it for the present’ ends in “Not doing it at all”.

Who is the sufferer ? Obviously, it’s the people of Goa.

So many good Projects are simply shelved, only because everyone in our 
Government has his own “ego” to be satisfied first.


Development in Goa comes to a stand-still, because of individual 
Politician’s “egos”.


If you ask the Government “Why?”. They have a ready reply “Political 
Compulsions of a Coalition Government”


What nonsense! Where is the place for “Political Compulsions”, when the 
concerned Project is for the common good of Goa and Goans ?


Whom is the Government trying to fool ? These are frank cases of the 
Government taking the common man for a ride.


In the present situation of “Medium of Instruction”, there is hardly any 
room for “Political- Compulsions” or a “Status Quo’.


An absolute majority of parents want English as the Medium of 
Instruction in Government –aided Schools.


Parents are the ultimate judges of what is best for their children.

So where is the chance of even an iota of doubt ?

It’s the parent’s money and the parents are telling the Government, how 
best to spend it on their children. The parents are also telling the 
Government, sufficiently in advance, ie. 3 months before the next 
academic year begins.


So where is the question of delaying the decision ? Where lies the “hitch”?

Can a handful of the Government’s henchmen, hold the future of our 
children to ransom ?


And, where are those M.L.A s now, who attended the Rally at Azad Maidan, 
who lent their support to the Parents’ Demands ?


Or, was that only an “eyewash” ?

Well, many times these M.L.A s and Ministers have managed to slip-out of 
the “People’s Net”.


This time, however, things are different. The “Net” is very secure.

There are no holes in the “Net” for slimy M.L.A s to slip out this time.

The thousands of Parents are determined to make this as an “Election-Issue”

The popular slogans, this time will be “Do it or Get out”. “You are with 
us or You are against us”. “Don’t Sacrifice our Children’s future to 
secure your Future’.


The people of Goa are not willing to accept any “Status Quo” this time. 
They know, for sure, that for our Government, “Status Quo” is just 
another word for “No!”.


The people of Goa now say to the Ministers & M.L.A s, if your answer is 
a “No” for us, then we will also have a “No” for you, in the forthcoming 
Assembly Elections.


The People of Goa are not “dumbos’. Over the years they have learnt to 
see through the Government’s usual game of “buying time” ie. saying 
“Staus Quo’ when in reality they want to say ”No”.

**It is the privilege of the politicians to make and break laws!... They do not 
need any academic qualification to govern the literate people of Goa. They do 
not need to know Hindi, English, Marathi, Konkani. They have their scribes and 
interpreters... They do not need to know the rules of the country and of the 
state. There are always lawyers who will defend them, and the Chief Minister 
can always rectify every mistake of theirs (whatever may be the strategy!)... 
We are privileged to have such leaders! Let India shine! Let Goa shine, through 
them, or in spite of them!

With due respects to Roland, surprisingly he appears to be ignorant about 
politics and politicians in India and the aims and objectives of parties like 
BJP and Shiv Sena who openly advocate racism  and violence.   Look at what the 
Shiv Sena is doing in Mumbai where they are against other Indians excepting the 
Maharashtrians.   All 40 Goan politiicans are corrupt and  shameless.  They are 
taking Goans for granted and destroying Goa under their very noses.  Rightfully 
they should be dumped and drowned in the sea for Goa to be saved.  As Frederick 
wrote "it is Parrikar who supported Babush when he was down inspite of knowing 
that he is corrupt.  All these politicians are birds of the same feather.  
While in the opposition they will protest against the Government for doing 
certain things, while doing the same things when they come to power. All that 
the politicians are interested in is amassing wealth at any costs.   Today it 
is extremely rare to come across an honest politician and the days of Mahatma 
Gandhi is a thing of the past.

Much as I admire Adv. Jos Peter's skills as a lawyer and also his ease 
and facility with the English language, I beg to differ with the 
solution to the MOI imbroglio advocated by him.


I say, let us get down to ground realities. I agree with the basic 
premise that education in the mother tongue is the best for primary 
education, but differ on the question of starting written English only 
in the upper primary i.e. std V simply because in that class the 
students are expected to learn math and environmental studies (viz 
history, geography and science) as it is now termed in the MOI meaning 
English. How do you expect the students to cope with this if they are 
only beginning to learn to read and write the (English) alphabet? This 
is the problem that is besetting our schools today.


The issue here is that the medium of instruction has been linked with 
grants. Why deny schools whose MOI is other than Konkani/ Marathi?


It was decided and settled that Goa has become a state on the basis of 
the fact that Konkani is the Mother Tongue of the Goans and not any 
other hence Konkani has been made the State language. Marathi has merely 
been permitted to be be used for any official purpose. This does not 
make it also the official language of the state of Goa. If Marathi were 
a official language of the state then there was no need for a state of 
Goa and it should have been a part of Maharashtra. The Opinion Poll - 
Historic or otherwise - has settled that once and for all time. That 
being the case, what is the logic behind giving Marathi medium schools 
grants? The same logic ought to apply to English medium schools. I have 
personally studied in English medium schools all my life. I do not think 
that my education has suffered in any way, which is much more than I can 
say of many people who have done their elementary studies in their 
mother tongue.


Germany, Russia, France and Japan have been cited as examples of 
countries whose children study in the mother tongue. But there is a 
difference. In these countries, one does not need the English language 
in the sense that one can study right from KG to Ph D in their own 
tongue. Is that possible in Konkani (in any other subject barring 
Konkani itself perhaps)? If we want to do that there will have to be 
much much work in the field of vocabulary building and language 
development. I think it was Pascal who said,"you cannot develop science 
without developing language and language without developing science"



The educational venture that he briefly mentions in his article was 
called "Happy Learners" and it was started if I am not mistaken by a 
group consisting of Claude Alvares, Jos Peter D'Souza, Alexyz, and 
others. While the concept was educationally very sound unfortunately it 
had not many takers because at the end of the day, these students had to 
integrate with the mainstream students at some point in time. This is 
where the rub lay.


Parents expect their wards to pursue a career. Parents feel that English 
is the language that is the destiny of their wards. Parents are tax 
payers. Grants are funded by tax paid by parents. Why deny parents what 
they want?

The Congress legislative party in Goa did it once again, it has done 
what it is best at – dashed the hopes of its voters by doing a volte 
facie on the ‘Medium of Instruction’ (MOI). And this time round they 
have stabbed parents of school going children and retracted from the 
promises of including English as one languages for MOI from the next 
academic year from primary level onwards.


The demand of the parents was simple give us the right to choose the 
best for our children, do not impose your view and dictate terms to us 
as we are living in a democracy and not under dictatorial rule. And to 
make their point, tens of thousands of parents gathered at Azad Maidan 
at a very short notice as a show of strength.


Here too promises were made by Congress party ministers and legislators 
that they respect parents anguish and would address the same promptly. 
But as days passed not only anti-English activists but also anti-Goans 
came together to forge a group to oppose grants to English medium 
schools in the state of Goa.


The people that are opposing grant-in-aid to English medium of 
instruction to our children are not at all parents of school going 
children, but some old haggard’s having no standing in the society and 
wanting 15 minutes of fame and publicity. For example Shashikala 
Kadokar’s love for Maharashtra is well established as she along her late 
father’s side tried to merge Goa with Maharashtra. Today she is spent 
force wanting to stay in the public eye. It is also well established 
that she has no love lost for the Konkani and will not lift a finger for 
the development of the mother tongue. What is she interested is in just 
making Marathi popular here in Goa. Should the government even take 
cognizance of this anti-Goan?


Then we have members of the RSS in the group opposing English as the 
medium of instruction at the elementary level. These are the people who 
had assassinated Father of the Nation Mahtatma Gandhi and were banned 
for many years. These are anti-national group who are also involved in 
terror activities in Mumbai. But they have the cheek to term parents as 
anti-national just because we are demanding English to be included as 
medium of instruction. Chief minister Digambar Kamat and Leader of 
Opposition Manohar Parrikar belong to this Hindu Fundamentalist outfit. 
Do we need these elements who breed and propagate hatred, ill-will, 
intolerance, fanaticism to tell us how to educate our children?


Then we have so called educationists in the group also. What can one 
except of personalities like the ones who go on a rampage of desecrating 
sign boards. How can they be role models to our children. And the less 
said about the priests supporting the movement against English is better 
as even the church has kept them at bay from the laity or its flock.


Such are the elements that have formed a pressure group to oppose a 
genuine demand of lakhs of parents. Sadly though Congress ministers and 
MLAs are falling prey to these personalities. Their only claim is that 
if English medium of instruction is allowed it will divide communities 
on communal lines and destroy the harmony and social fabric in the state.


Such logic does not hold any water as most of the private unaided 
English schools has equal number of students of either community 
studying in complete harmony. The only difference is that these parents 
can afford exorbitant fees charged by the managements of these schools, 
while poor are left behind. This is an indication that communal 
politicians and communal educationists like the ones grouped together to 
deny children their right to be educated in English medium of 
instruction should not be given the ear by a responsible government. 
Secondly a sizeable percentage of Hindu community students are studying 
in schools and convents run by the Archdiocese Board of Education and 
Diocesan Society of Goa in a secular fashion. How would allowing English 
as MOI destroy this fabric. It is only the wild imagination of the 
fundamentalist in BBSM.


However the government of Goa basically constitutes of Congress party 
MLAs who times in memorial have not only used, misused and abused the 
minority voters but have also taken them for granted for a simple reason 
that minorities do not subscribe to the BJP idealogy.


But now it is seems that the Congress’ run is over. People may forgive 
for the harm caused to themselves but no parent will forgive somebody 
for the harm caused to their children. And this time all the parents 
should consciously vote against any MLA who is opposing English medium 
of instruction. It should not stop at that, all the ministers and MLAs 
specially the ones from Salcete, who had attended the FORCE rally at 
Azad Maidan and showed their solidarity with the parents but as today

The population of the country as per the provisional figures of Census 
2011 is 1210.19 million of which 623.72 million (51.54%) are males and 
586.46 million (48.46%) are females. The provisional figures of Census 
2011 were released in New Delhi today by Union Home Secretary Shri 
G.K.Pillai and RGI Shri C. Chandramouli.


The major highlights of the Census 2011 (Provisional figures) are as 
under ;-


The population of India has increased by more than 181 million during 
the decade 2001-2011.


Percentage growth in 2001-2011 is 17.64; males 17.19 and females 18.12.

2001-2011 is the first decade (with the exception of 1911-1921) which 
has actually added lesser population compared to the previous decade.


Uttar Pradesh (199.5 million) is the most populous State in the country 
 followed by Maharashtra with 112 million.


The percentage decadal growth rates of the six most populous States have 
declined during 2001-2011 compared to 1991-2001:


- Uttar Pradesh (25.85% to 20.09%)
- Maharashtra (22.73% to 15.99%)
- Bihar (28.62% to 25.07%)
- West Bengal (17.77 % to 13.93%)
- Andhra Pradesh (14.59% to 11.10%)
- Madhya Pradesh (24.26% to 20.30%)


During 2001-2011, as many as 25 States/UTs with a share of  about 85% 
of the country’s population registered an annual growth rate of less 
than 2% as compared to, 15 States/UTs with a share of about 42% during 
the period 1991-2001.


15 States/UTs have grown by less than 1.5 per cent per annum during 
2001-2011, while the number of such States/UTs was only 4 during the 
previous decade.


The total number of children in the age-group 0-6 is 158.8 million (-5 
million since 2001)


Twenty States and Union Territories now have over one million children 
in the age group 0-6 years. On the other extreme, there are five States 
and Union Territories in the country that are yet to reach the one 
hundred thousand mark.


Uttar Pradesh (29.7 million), Bihar (18.6 million), Maharashtra (12.8 
million), Madhya Pradesh (10.5 million) and Rajasthan (10.5 million) 
constitute 52% children in the age group of 0-6 years.


Population (0-6 years) 2001-2011 registered  minus (-)3.08 percent 
growth with  minus (-)2.42 for males and –3.80 for females.


The proportion of Child Population in the age group of 0-6 years to 
total population is 13.1 percent while the corresponding figure in 2001 
was 15.9 percent. The decline has been to the extent of 2.8 points.


Overall sex ratio at the national level has increased by 7 points to 
reach 940 at Census 2011 as against 933 in Census 2001. This is the 
highest sex ratio recorded since Census 1971 and a shade lower than 
1961. Increase in sex ratio is observed in 29 States/UTs.


Three major States (J&K, Bihar & Gujarat) have shown decline in sex 
ratio as compared to Census 2001.


Kerala with 1084 has the highest sex ratio followed by Puducherry with 
1038, Daman & Diu has the lowest sex ratio of 618.


Child sex ratio (0-6 years) is 914. Increasing trend in the child sex 
ratio (0-6) seen in Punjab, Haryana, Himachal Pradesh, Gujarat, Tamil 
Nadu, Mizoram and A&N Islands. In all remaining 27 States/UTs, the child 
sex ratio show decline over Census 2001.


Mizoram has the highest child sex ratio (0-6 years) of 971 followed by 
Meghalaya with 970. Haryana is at the bottom with ratio of 830 followed 
by Punjab with 846.


Literacy rate has gone up from 64.83 per cent in 2001 to 74.04 per cent 
in 2011 showing an increase of 9.21 percentage points.


Percentage growth in literacy during 2001-2011 is 38.82; males : 31.98% 
& females : 49.10%.


Literates constitute 74 per cent of the total population aged seven and 
above and illiterates form 26 per cent.

Speaking further Shri. Anil Kumar expressed that although he is in the 
tiatr field for a long time, yet he continues to be a student of tiatr 
stage. Sincerity and dedication is of utmost importance for any artiste 
to create a niche for himself or herself he said. Believing in this 
principle he stated “I achieved a lot through tiatr and I dedicate all 
these achievements to my fans” he concluded.


Answering numerous questions he agreed that in the past there were no 
enough facilities on the tiatr stage which are found today. In spite of

Answering another question Shri. Anil Kumar expressed that acting in 
Khell-Tiatrs is difficult because it is not only the prose part that you 
are acting but you should be well versed in singing too. If the artiste 
is not good in singing he might have no place in acting in Khell-Tiatrs. 
Whereas on the other hand, he stated that acting in Tiatrs is beneficial 
because many a time he/she only acts and do not sing any song and that 
is possible only in tiatrs.


Senior tiatr artistes like John Claro Fernandes, Joe Rose, Ben 
Evangelist, C. D’Silva, Rico Rod and others attended the function. 
Heroines of tiatr stage of yester years namely Jessie Dias, Platilda 
Dias, Fatima, and Josefina Dias who acted in the lead roles with Anil 
Kumar were also present for the meet.  Fr. Manuel Gomes and researcher 
Dr. Rafael Fernandes also graced the occasion.


Earlier Shri. Tomazinho Cardozo, President, of TAG welcomed the

PANAJI: Bharatiya Janata Party has sought dismissal of education 
minister Atanasio Monserrate from the cabinet after he was detained with 
unaccounted money at Mumbai airport.


Speaking at a press conference, BJP Goa unit chief Laxmikant Parsekar 
said that the party would adopt all the democratic means to ensure that 
Monserrate is dropped from the cabinet.


"We will not allow such a tainted Minister to continue running our 
government," he said.


Parsekar said that they have sought appointment of the Governor Dr SS 
Sidhu on Tuesday to seek his intervention in sacking Monserrate from the 
state cabinet.


"We expect that the Governor will execute his powers and ask Chief 
Minister to sack Monserrate," he said.


The Congress minister was detained at Mumbai airport on Saturday on his 
way to Dubai for carrying unaccounted money in foreign currencies.


The BJP leader also wondered as to why the state chief minister Digambar 
Kamat was silent on the issue.


He demanded that the chief minister should make a statement as to how 
many ministers went abroad and whether they had taken permission from 
ministry of external affairs for the same.


Parsekar also said that they are planning to move an adjournment motion 
on Tuesday when state legislative assembly will discuss state budget.


Monserrate, however, has argued that he could account for the money that 
was found on him.

I think the decision to teach French in Goa was a thoughless extension
from the Pune Board policy of neighbouring Maharashtra. I might be
wrong, but wasn't French was a subject offered in the days before the
Goa Board was set up, and was one of those thingys implemented here

Chief secy urged to evict Navy from village community land

PANAJI: Alleging that the Indian Navy is illegally occupying Dabolim 
airport land and other establishments owned by the village communities 
of Mormugao, Vaddem, Chicalim and Issorcim, the association of 
components of comunidades has urged the chief secretary to evict the 
naval/defence authorities from the area.


The association is a state body set up by comunidade leaders with the 
objective of working towards causes related to the age-old institution. 
In all, there are 223 comunidades in the state. The association has 
written to the government in the wake of a recent Supreme Court order, 
declaring the transfer of village community land for private and 
commercial use as illegal and directing states to take immediate steps 
to evict encroachers.


The apex court had directed state governments to prepare schemes to 
evict illegal occupants of village community land and restore it for the 
purpose it was meant for.


In a letter to the chief secretary, association secretary Andre Pereira 
stated that the land covering Dabolim airport, its runway and also land 
around it, is not the type of property defined under the Article 31A of 
Constitution of India.


"The land is situated within the boundary limits of autonomous and/or 
absolute private villages or communities, where state landlordism is 
absent," Pereira said. Stating that his earlier petitions to various 
authorities had failed to draw any response, Pereira said the village 
communities of Goa are the absolute owners of their respective land, 
which is meant for common benefit. However, Indian Navy sources declined 
to comment on the issue, stating that they needed more time to study the 
matter.

I would like to disagree with Jos Peter D'Souza on some other points too:

(i) While it may sound like a heresy to say so, what about those whose
mother tongue (if this is a loaded concept, let's say "first
language") is English? In each Census, about 6000 Goans have been
claiming that their mother tongue is English. This year, I am one of
them. And I feel no shame in saying so. Given the fact that my family
has been migrants for three, if not four or five generations (to areas
where the spoken language was Portuguese, Kannada, Marathi, Brazilian,
Bengali, Indian English, American English, Swahili and Persian), I
respectfully accept the decision to shift over to English as the main
language spoken in the family about 2.5 to 3 generations ago... This
has opened up many opportunities to me. I am grateful and I see no
reason for being a hypocrite.

(ii) Without any pretences, do a survey among many Catholic families
in Goa and see what the situation is. Likewise, we claim there are
35-40% migrants into Goa. Shouldn't these so-called educationists who
swear about the benefits of education in the mother tongue spare a
thought for them too? Or is this just an excuse at spreading hegemony
in the excuse of promoting sound educational practices? Btw, this is
far from a demand restricted to Catholics, diasporic Goans and
migrants into Goa. I have many Hindu neighbours who have shifted
en-block from the badly-run government primary school which is bereft
of students to the convent in our vicinity. Many of them squarely
prefer English-medium primaries, instead of doing their pre-primary
education in English, shfiting to Konkani again for four years, and
then again going to English!

Konkani has mainly been a spoken language; whereas Marathi (for
Hindus) and Portuguese earlier /English now (for Catholics) has been
the literary language. So when we talk about education in the "mother
tongue", just what are we talking about?

(iii) If we block grants to English on the grounds that it is a
foreign language, what do we target next? "Foreign" clothes? "Foreign"
religions? Food of "foreign" origin like the tomato, cashew, potato,
pineapple, and so many others?

Ironcially, some of those beaten with the "anti-national" stick,
including those who have returned from a migratory experience to
Bombay -- like my friend Adv. Jos Peter D'Souza, having had all the
access to English-language education there -- proclaim that other
Goans should be effectively blocked from learning in the English
medium at the primary level, if they so choose. Unless they have the
moolah to pay non-State, non-Church run private schools which teach in
English, most of which charge high fees.

Many of the children or grandchildren of the "local language"
protagonists have gone to plush English-language schools. Out of
logistical convenience, my daughter went to a Konkani medium school,
and I rue the fact that her reading skills got badly confused and
delayed. (Where is the question of education in the "mother tongue",
when we speak a form English at home, as do so many of you reading
this?) In contrast, my son is going to one of the more reasonably
priced English-medium schools, and he loves reading with the confusion
of language, script and dialect.

On what grounds is this anti-English policy justifiable, when English
has such a prominent role in the official affairs of India itself?

Another point: the Konkani taught in schools is almost as alien as a
foreign language. This is in part due to the  t script (Devangari) and
dialect (Antruzi) chosen. It started getting promoted only in the 20th
century (due to a set of complex reasons, including caste) and can be
quite incomprehensible to many who might be familiar with what they
consider to be Konkani. The recent reaction of the pro-Romi Konkani
lobby, who tried working with the Devanagari lobby for many years, is
a hint of the behind-the-scenes manoeuvering.

I think all languages are important, and contain a wealth of knowledge
within them. Smaller languages are worthy of special promotion.
Konkani deserves support. It needs translations, language schools, a
Wikipedia in Konkani, more publications, and everything that would
make it easier to learn and propagate.  But, sorry sir, I simply can't
agree that a language can be made "popular" by pushing it down the
throats of the people through a mix of compulsion, manipulation and
Machiavellian politics. FN

Dear Albert,

It would help tremendously if you name the bank responsible. This would
enable us to avoid the bank like plague.

Let me cite a disagreement I had with Syndicate Bank, Mapusa:

I went to get my passbook updated and found that the ink had smudged and the
entries were hardly legible. So I asked the lady at the counter whether they
were using refilled ribbons? She spoke rudely to me and told me I could meet
the manager if I wanted. I did exactly that and found that the manager would
not accept what his staff had said and told me after I had had a heated
argument with him that he would give me a new passbook.

Fair enough, so I told him to get the entire page that was smudged
reprinted. The lady in question sent another lady to do this and in temper
they printed only a couple of entries.

Not satisfied with this, I logged into their website and filed a written
complaint with cc to their Regional and Zonal Manager.

Believe it or not, in a couple of weeks I got a couriered parcel with a
whole years passbook entries printed plus an apology letter.

I have found that emailing generally produces good results. I can give a few
more examples of how email works.

Today more and more customer oriented services are email responsive.
Remember now a days anything and everything gets carried on twitter,
facebook and other social networking sites which gives them a bad name.

Having a valid Will is an important part of any Estate plan. A Will 
permits you to set out your wishes about how your Estate should be 
administered and distributed after death. If you were to die without a 
valid Will, your assets would be distributed according to the Ontario's 
intestacy laws at the time of your death.


By having a Will you are able to appoint an Estate Trustee to administer 
your Estate. An Estate Trustee should be someone you consider competent, 
reliable, and trustworthy. If you die without a valid Will, your heirs 
or someone acting on your behalf must apply to the Court to become your 
Estate administrator. This process is less than completely desirable, 
for the person appointed to administer your Estate may not be someone 
that you would have chosen. Your Estate cannot be administered until 
someone is appointed by the Court, which can result in an unnecessary 
expenditure of both time and money.


If you die without a valid Will, your Estate may be distributed contrary 
to your wishes. The Ontario Succession Law Reform Act (SLRA) stipulates 
that if you die without a valid Will, your legally married spouse is 
entitled to your Estate up to a value of $200,000.00, and any amount 
over $200,000.00 is to be divided equally among your legally married 
spouse and your children. The SLRA does not provide for any 
distributions to common-law spouses. If you die without a valid Will and 
have neither a spouse nor children, the SLRA sets out a scheme for 
distributing your property to your surviving relatives. This may result 
in your Estate being inherited by people you would not intentionally 
select, such as distant relatives. If you do not have any living 
relatives or if none can be found, your Estate would be administered by 
the government and your Estate assets would transfer to the government.


By not having a valid Will at the time of your death, any portion of 
your Estate which passes to your minor child will not be immediately 
released to your spouse for the child's benefit. This portion will be 
paid into Court and held until your child reaches the age of 18. At 18, 
your child can demand that their full inheritance be handed over to 
them. A Will can help prevent your child from spending their inheritance 
prematurely, by creating trust provisions which specify how much 
inheritance your child receives and at what ages.


People often find that the most difficult decision in Estate planning is 
determining who should have custody of their minor children in the event 
that both parents die. If you have legal custody of a minor child, it is 
important that you have a valid Will appointing a custodian of your 
child and a guardianship of your child’s assets. Although the 
designation of a custodial parent in a Will is not binding on the Court, 
it is significant evidence as to what you believed was in the best 
interests of your child at the time, and is taken into consideration by 
the Court.


When it comes to getting your Will prepared, there is no time like the 
present. By having a well-drafted Will, you will have the peace of mind 
of knowing that you have placed your personal affairs in order and that 
your family and loved ones will be provided for according to your 
wishes. If you have a Will, it is important that you review it regularly 
to determine whether it has been affected by any changes in your 
circumstances or intentions.

said that he could account for all the unaccounted money that was
found from him when he was detained at Mumbai airport by Customs
officials.Monserrate told PTI that he was carrying Rs 21 lakh in
different currencies, and was on his way to Dubai along with his
friend and son, when he was intercepted by Customs officials before
boarding the flight on Saturday morning.

"I was having traveller's cheques worth USD 25,000 which I had
procured last year when I was supposed to go to London for a business
trip," the minister said, adding that the cheques remained
unspent.Monserratte said he was also carrying 75,000 Dinar (sic) and
Rs 63,000.

"I was not informed that one cannot carry such amount of traveller's
cheques when you are on a tourist visa. It is allowed only on business
visa," the minister said. He claimed he had visited countries like
Russia and Japan with these traveller's cheques. "I did not encash the
cheques in India because of the fluctuation of the currency."
Monserrate said that he could account for all the money and he had
been summoned on April 8 to Mumbai with accounts.

"This is not unaccounted money. I can produce all documents," he
claimed.The minister said that he left for Mumbai on Saturday by early
morning flight, and was supposed to board flight to Dubai at 10.25
AM."On the way, I was supposed to pay Rs 1.51 lakh for the maintenance
of my flat in Mumbai," Monserrate said, adding that he paid that
amount, but was carrying additional Indian currency notes, which were
left with him. He said he was carrying foreign currency worth only Rs
21 lakh, and not crores of rupees, as reported by the media.PTI

PANAJI: Opposition leader Manohar Parrikar has demanded that the
government sack education minister Atanasio 'Babush' Monserrate from
the state cabinet.

The BJP called for a press conference on Saturday evening after news
broke out about Monserrate being detained at Mumbai airport for
carrying money that was beyond the permissible limit abroad.

"The chief minister must answer whether Monserrate has informed him,
the governor and the speaker that he is leaving for a foreign
destination while the assembly session is under way," Parrikar said.

"The minister has violated the Customs Act. This amounts to smuggling
of foreign currency. His intention is very clear. Though attempts are
being made to show that he is being charged under Foreign Exchange
Management Act ( FEMA), the matter is much more serious. We demand
that this minister be removed immediately. There should be an
investigation into his disproportionate assets," the opposition leader
said.

He criticized Monserrate for holding the education portfolio despite
the "criminal cases against him". "An education minister should have
intelligence and morality. The government should sack him before
Tuesday's session of the assembly," Parrikar said.

Interestingly, when Monserrate was a BJP member and minister in the
BJP-led government in 2004, Parrikar was among the first to object to
the CBI raid at Monserrate's house. The Panaji MLA-who was the then
chief minister- had rushed to Monserrate's residence at Taleigao even
as the IT raid was on. Speaking to reporters at Monserrate's residence
after the IT officials had left, Parrikar had threatened to withdraw
consent to the CBI to operate in Goa.

However, relations turned sour between the two in January 2005, which
saw Monserrate being stripped of the town and country planning
portfolio by Parrikar. This was followed by the subsequent demise of
the BJP-led government.

The exhibition will be inaugurated by 89 year old Shri Vittal Devraj 
Shirodkar(Dadi) the legendary 'vovio' singer at the Siolim Zagor. Dadi 
has been singing the complete set of vovios at the night long Zagor for 
the last 51 years. He is a living symbol of Goa's heritage and is the 
fourth generation from the Shirodkar family to carry on the tradition.


The Siolim Zagor itself has come to symbolize Goa's many syncretic 
traditions. The people of Siolim both Hindu and Christian, led by Dadi, 
pray the rosary before they set out. The procession prays at every 
wayside shrine be it Hindu or Christian.



'Zagrana' (night life in Goa), is Maria Bernadette Lia Gomes’ second 
paintings show. This is a tribute to the varied facets of Goa’s  life. 
The colours sights and sounds that come alive after dark year after year 
as witnessed and experienced by her.


The world over, ask anyone about Goa’s night life, and they will talk 
about the nightclubs, casinos, rave parties, beach parties. Bernadette’s 
works are a celebration of rave parties of a different kind. They are 
solemn, festive, frolicsome, laborious or sacred occasions that the 
people of Goa observe during the year. Some celebrations are held during 
the day. Others are held under dark starry skies for reasons that were 
best known to our ancestors.


Many of the ceremonies are dying out and may not be witnessed by the 
next generation of Goa’s children. This is Bernadette’s way  of 
capturing her memories on canvas for the future generations.


Bernadette has a doctorate in sociology and takes interest in 
anthropological aspects of Goa's communities. She taught sociology at 
the Government College, Quepem, and has written extensively about Goa's 
folklife. Painting is her hobby and is in a way, anthropology on canvas.

Overall, looks like a good enough attempt to deflect debate from the wider
issue of whether Goa needs casinos, to say "you won't get affected, don't

Our Education Minister is the latest victim of Konkani as the medium of 
instruction. There are no law books in Konkani and  signboards at the airports 
are in English, Hindi, German, Russian, French, Arabic,. the second, third 
and  fourth languages for Goans. 
So he is justified in pleading ignorance because the laws displayed are not in 
his mother tongue. So here is a victim of the Indian law all because of  
'Mother Tongue'. 
This shows that a antruzi tongue alone is not enough in today's globalised 
world, we need our eyes and cognitive faculties in tact.

saying: Yes bring in Modi and bring in Parrikar, together with their
ideologies and pogroms. Clean out not only Goa but the whole of India;
consign Muslims, Christians and other minorities to the dustbin - either
that or recant and embrace! The BJP, RSS, VHP, Bajrang Dal and their ilk are
all clean as a whistle, they have never, ever, committed even a smidgen of

My Response: Gabe spelt out heartfelt bitterness against Modi, Parrikar,
BJP, RSS, VHP, Bajrang Dal and their ilk, their ideologies, and their
programs - Nothing wrong in doing so. Gabe also appears disturbed because of
the praises showered on Modi and Parrikar by Roland Francis, that too Roland
being a catholic - Gabe don't you think every individual has a say in a
democratic setup - don't you think that those days of 'his-masters-voice'
speaking is abolished after India's independence and Goa's liberation! 

Anyway, without going much into the depth of this debate, I wish to ask Gabe
5 questions. Hope he replies without offensive language and that too within
few lines of explanations to each question:

1) Given the heavy odds prevailing in India and Goa too, which would you,
support - corruptions or communalism? 
2) Within the elected politicians in India and Goa, whom do you propose as
President & Prime Minister of India and Chief Minister of Goa?
3) Which according to you is the right ideology and program for the
development of Goa Goans should follow?
4) Since liberation of Goa, Goa has witnessed too many chief ministers.
According to you, which chief minister you rate to be the best chief
minister and worst chief minister of Goa ever had or having?
5) When will the 'Reservation' policy be abolished from India and from Goa?
OR Should India and Goa continue operating as government for 'Reservations'
only?

Like everything else, banking services in Goa differ from bank to bank or from 
branch to branch.

One time, at a bank in Mapusa, a teller rudely referred me to another teller 
because she was busy.  I complained to the Manager.  He was apologetic, but 
said 
that his hands were tied as the Bank was one of those "Nationalized" banks 
where 
the employees could not be fired.

I hark back to the days when as a young man I worked for a while as a teller 
for 
a British bank in East Africa.  I was quick, efficient and friendly, and knew 
most of my regular customers by name.  Consequently there was a long queue at 
my 
station, but this was because people standing in line knew that I was fast.  
One 
day, a man
came with a basket full of coins and foul smelling Notes - later I learnt that 
he was a Butcher.  Seeing the task ahead, and being young and
rash, I asked him to go to the next teller.  He did and later complained to the 
British Bank manager.  At the end of the day I was called in and given a tongue 
lashing that I remember till this day.  The Manager reminded me that we were in 
business to provide a service to our customers.  There were other Banks and a 
customer could easily switch his account elsewhere.  The customer was king.  I 
was told in no uncertain terms that my behaiour would not be condoned.  If I 
wanted to continue working for the bank, if a customer asked me to stand on my 
head, I would have to stand on my head !  Or else I could work somewhere else.  
Point well taken and lesson learned for a lifetime.
When you are in the service business the customer is always King, and
it is your job to keep the customer happy.

I get excellent service from the neighborhood branch of my Bank, where I am on 
first name terms with the Manager and most of the employees.
I have absolutely no complaints about the service I get from most banks in 
Goa.  
Banks are now "computerised" and the days of the bulky unwieldy 
handwritten ledgers is truly over.  The amenities and the level of service may 
not be to some International standards, but each time I visit my local Bank the 
manager offers me a cup of tea or soft drink.
Each year, the Bank manager comes over to my house at Christmas time with a 
cake 
and a calendar for the New Year.  Where else in the world will one ever get 
such 
personal service ?  Kudos to the Banks in Goa.

Kala Academy has plans to axe 30 age old trees from its adjacent
“Parking area” to build an annexe. Panjim is slowly losing its tree
cover to give way to concrete structures. This tree cover at the Kala
Academy complex lends beauty, shade and serenity not only to Kala
Academy but to the entire surrounding area. Campal is known for its
shady tree cover and specially when the entire world is concerned
about rise in heal levels and global warming, we surely cannot afford
to let any more of our City’s tree cover get destroyed in the name of
“development”.

The plans for the proposed Kala Academy annex which extend into the
existing “parking space” spread over an area of 3 sqft, which will
house an auditorium, a board room, some offices, a Director’s cabin,
drama/video rooms, library, etc.

Everybody is aware that whenever functions are held in the present
Kala Academy the traffic spills on into the streets outside, not only
on the D.B. Marg but ironically on its footpaths too, besides clogging
every lane of the Campal residential area opposite the Kala Academy.
The traffic Police find it impossible to control the traffic and have
even approached the management of Kala Academy vide their letter dated
13 February 2009, not to permit exhibitions in their parking lot(Darya
Sangam) as there is acute shortage of parking place in the Kala
Academy as also the Capital City. Unfortunately, the Kala Academy
authorities chose to ignore not only this plea of the Traffic Police
but have gone a step further to propose a huge annexe in the parking
lot.

You may note that 307 parking spaces have been provided for existing
Kala Academy structure as well as the new annexe. Calculate for
yourself. One car carries four persons, a scooter two. The present
auditorium has 954 seats, the open air amphitheatre has 1034 seats
besides people attending exhibitions, consumer melas, music and dance
classes as well as offices and the canteen, and add to that seats in
the new auditorium and other spaces in the annexe. Are we heading for
a disaster?

Good planning should take into consideration the impact the proposed
building would have on the surrounding space, its environment i.e. its
tree cover as well as the people living or moving around. We feel that
all this has been ignored and the authorities have been “pressurized”
into issuing the necessary permissions without considering any of
these aspects.

It is also pertinent to note that the Kala Academy in spite of not
being a Government Department but an autonomous body registered under
the Societies Registration Act, has been exempted by the Forest
Department from paying the fee required under the Tree Act. The Kala
Academy has only been asked to plant “tree saplings” 3 times the
number of trees to be cut within its complex. The Forest Department
has not cared to find out whether there would be any space left within
the Kala Academy Complex after building of the Annexe to plant 90
“saplings” nor has it cared to specify the type of saplings to be
planted as per the Act. On 25th of March 2011 three full grown coconut
trees were uprooted for which no permission was obtained.

And to top it all, it is important to note that though the Kala
Academy has failed to clear its outstanding dues of a whopping 38
lakhs owed to the CCP towards house tax for which the CCP has raised a
demand notice, and even though the CCP has stopped picking up Kala
Academy’s garbage for want of paying their garbage tax, the CCP has
gone ahaead and issued a Construction license to the Kala Academy for
yet another complex! Is the law only for the common man like you and
me?

The CCP has issued a stop work order for the moment. Do you think we
should go all out to stop the felling of our beautiful trees? Do you
