[Goanet] BAN EXTENSIONS IN SERVICE AND CONTRACT APPOINTMENTS TO THE RETIRED
While as Leader of the Opposition Manohar Parrikar use to raise a hue and cry over extensions in service and contract appointments being then given to retiring government officers. Now that he is in power, he has been indiscriminately giving extensions to officials having leanings to the saffron brigade. In an attempt to camouflage this, an odd person from the minority community is also given an extension. Mr. Chief Minister, the people of Goa are not that stupid and will not be carried away by your gimmicks. Make public the list of all those given extensions and contract appointments over the last 20 months and the cat will be out of the bag. These extensions in service and contract appointment being given beyond the retirement age amounts to a cruel and grave injustice to the young unemployed and those young officers awaiting promotion. To protect the interest of the Goan youth there needs to be a total blanket ban on extensions in service and contract appointments to the retired with no exceptions whatsoever. Infact the government needs to revert the retirement age to 58 and bring hope to the young unemployed. That will be a true and much needed Parivartan. What ??? While we piously say mea culpa for our racist attitude against the Nigerians, wasnt it the Nigerians who started the ruckus in the first place ? And that led to the information that there were a lot of them in Goa who had overstayed the duration of their visas. And also the information that some of our racist Goans had rented out their premises to the dark skinned Nigerians without complying with the law which requires all rental premises and their occupants be registered with o the police. Oh yes, the Nigerians started the ruckus to draw attention to their fellow Nigerian who had been murdered by someone and although 24 hours had elapsed, the Police had not arrested the culprits. Tut-tut, our super efficient Police had all of 24 hours and could not arrest anyone ?? If our Goa Police could arrest a murder suspect in this record time, they would deserve a gold medal. I had the misfurtune of being caught up in the melee as an innocent bystander. I was headed from Mapusa to Porvorim, when just in front of me the large black vehicle marked Hearse in bold letters, made a turn right in front of me, near Hotel Green Park in Guirim and sped up the road. I was not aware that it was carrying the body of the murdered Nigerian. When I finally caught up with the Hearse near the O'Coqueiro Restaurant in Porvorim there was a traffic jam. Someone said that there was a body on the road which led me to believe that there was an accident. I was able to make a U-turn and get out of the jam, thanks to a burly guy who was removing and flinging the road dividers (made of heavy duty plastic). This gave me an escape route from the traffic jam. From eye-witnesses I was told that a handful of Nigerians had blocked the road, stopped the hearse and unceremoniously pulled the body of their countryman from the hearse and dumped it in the middle of the road.. When Police got a stretcher and tried to re-load the corpse to put it back in the hearse, one of the Nigerians yanked the stretcher and flung it on the back of a passing truck leaving the corpse on the road. Is this the way anyone respects their dead ? Being dark skinned myself I empathize with the poor Nigerians. Actually I see many perople in Goa who are darker skiinned than the Nigerians I see in Goa. And all we darkies are discriminated against by racist Indians who pretend to be wheatish in complexion. No the racism is not just against Nigerians but against all us kalas..

http://timesofindia.indiatimes.com/city/goa/Perception-of-Goas-xenophobia-has-serious-international-ramifications/articleshow/25842327.cms As truly horrible it was for Goa’s public perception when Nigerians rioted to shut down a national highway on Oct 31, and vigilante Goans then mercilessly beat two hapless foreigners “in retaliation” – with everything caught on camera – related events on succeeding days have only made things worse. Now we’re facing widespread revulsion, and targeted as racist. There is no doubt this tourism season will be impacted, and the damage done has been quite possibly permanent. It was a total failure of crisis communications. Instead of pointing out the fact the real issue was a result of straightforward drug cartel rivalry that spilled into violence, members of the government of Goa put itself in the back foot with outright racist comments, ie “Nigerians are a cancer.” The government then went on a kind of witch-hunt into Parra and neighboring villages, seeking out and evicting African visitors whether or not there was any evidence to connect them to the drug trade. The same Goa government that has tolerated every kind of illegality (including far worse than the small-time Nigerian peddlers ) by foreigners and locals in the coastal belt, singled out Africans for group punishment. Here it is useful to point that Nigeria and India continue to share a lot of history, and are major trading partners. They both fought for and won independence from Britain in close succession. India immediately became the world’s largest democracy, and Nigeria the largest country in Africa. Today, no country in Africa supplies India with more crude oil – almost half-a-million barrels each day, worth more than $10 billion. Non-oil trade is also increasing rapidly, coming close to the same $10 billion per year. A million people of Indian descent (an estimate) live and work in Nigeria. This is why the badly mismanaged and sensationalist communications about Goa’s campaign against Nigerians has caused a political storm in public opinion in that country, and led to consternation among the politicians in Lagos. Earlier this week, the House of Representatives of the Federal Republic of Nigeria – the highest elective law-making body of the country – spent its day worriedly discussing Goa! That august African body mandated its powerful committees on Foreign Affairs and Diaspora to investigate the incidents immediately, and enacted a Motion of Urgent National Interest. The Honorable Yusuf Ayo Tajudeen referred to the Nigerian shut-down of NH-7 as “a peaceful and legitimate protest” contrasted with CM Manohar Parrikar’s “directive to the police to commence clampdown and possible deportation of Nigerians” noting that this could affect “the economic fortunes and social relevance of over 50,000 Nigerians engaged in legitimate and lawful businesses in India.” And then came the threat, Representative Tajudeen said “escalation of the crisis is capable of eroding the age-old diplomatic relations” between the two countries, and “it may affect the official and business interest of vast numbers of Indians in Nigeria, who have serially benefitted from our nation’s benevolence.” The Resolution was unanimously approved: its clear-speaking intent could not be more obvious. And so we have a full-blown diplomatic and public relations crisis, from a flash-point that should never have happened (the Governor among others says he knew trouble was brewing in Parra), and was then incompetently handled by the police. Then everything was further horrendously blown out of proportion by government officials speaking intemperately to the media, instead of maintaining the discipline of keeping quiet until a proper crisis communication strategy could be implemented. For all that Goa is vaunted as a sophisticated state, here it exposed itself as a banana republic, and a pigmy one at that. So now what? An apology is required, first, foremost and fast as possible. CM Parrikar – by far the most skilled communicator in his Cabinet – must issue a letter of apology to the Nigerian community for the mis-handling of their citizen’s murder, and the aftermath of irresponsible comments by his fellow politicians (one has already apologized). Then he must declare that Goa has age-old ties to Africa, this part of India has always welcomed trade and visitors from Africa, and tens of thousands of Goans have made their own fortunes on that continent. And then he must unequivocally state that racism has no place in Goa, and he is committed to fight it wherever it raises its head. The letter should be published in Nigerian papers and Indian ones too. Well India has abject poverty, people sleeping and dying on its streets and the defense budget is $46 billion annually. BTW: I believe that I am fortunate to work in the best possible hybrid system of health care. Those who can afford it - are seen in private offices,, those who cannot - are seen in public facilities. As expected, the number of patients in the two facilities and wait times are different. The best part of this hybrid: once the senior docs complete their work in the public offices, they see a limited number of pts in their private offices. The advantage of this is that both the system and the patients have access to the same expertise and same level of care. Thus far, there has been no shunting of pts from public to private and all the docs I know give their best to both sets of pts. All this provision is done, thus far, without income or sales taxation.though, sooner or later, some form of VAT will come because of external (WTO) pressure. I have no problems with anyone who demands that he has the right to pay for good, fast medical service when and where he wants it. The medical professionals in the family are also adamant that they do not want a two tier medical system. This is one argument I have learnt to avoid. Lastly, to give you some indication of the medical care available in Canada, here is what happened a few years ago. The brother of the then PM of Canada was taken to the emergency room of a hospital. He laid there a few hours before he got treatment. A few months later, that hospital got its budget increased. Oh! one more thing the guy was a surgeon at the very same hospital before he retired. On Friday, he also condemned corruption, asserting parents who earned through bribes or corrupt practices had lost their dignity, and fed their children unclean bread. Some company administrators, some public administrators, some government administrators... perhaps there are not even very many. But it's that attitude of the shortcut, of the most comfortable way to earn a living. These poor people who have lost their dignity in the habit of bribes take with them not the money they have earned, but only their lack of dignity! He compared receiving bribes as like a drug as people become dependent on the habit of bribes. The Pope has made clear his intentions to tackle corruption within the Vatican and held a meeting with the Church's highest ranking whistleblower in October, after telling the Church in May that it must go forward... with a heart of poverty, not a heart of investment or of a businessman reminding it that St Peter did not have a bank account.

Today the Goa Government celebrated National Press day. The Press has to be free from political, government or any other interference. But sadly today most of the journalist fraternity in Goa have become a mouth piece of Chief Minister Manohar Parrikar. Infact on the illegally mining issue that has dogged Goa it has been only the Marathi daily Lokmat under the stewardship of Raju Nayak that has consistently and aggressively highlighted the very adverse environmental impact on Goa due to illegal mining. Let us hope the people of Goa stand up and care to felicitate Lokmat along with Claude and Norma Alvares with their team for their tireless efforts to salvage what remains of Goa. Freedom of the press and Freedom of expression are fundamental human rights. Journalists’ infact should be totally independent and unbiased with no leanings to any political party or politician. On this, as with the current sordid state of affairs in Goa, less said the better. Manohar Parrikar through his doctrine of carrot and stick has currently been managing and manipulating most of the press. This is nothing new for the Chief Minister who is very intolerant to any criticism. Infact during his earlier tenure as Chief Minister, he had in 2002 served a legal notice warning the editors of all newspapers in Goa. But for the social networking sites like Face book and some other Goa related websites, we would have been in the dark about the true state of affairs in Goa. But Manohar Parrikar’s muzzling and manipulation through his chums can even be seen targeting the internet sites with fake IDs galore. Freedom of expression is one of our most precious right without which there cannot be true democracy and as a consequence it will not ensure good governance. The threat to freedom of the press in Goa hangs like the proverbial sword of Damocles. The current government cannot be boasting of respecting the freedom of the press. The press is considered to be the watchdog of democracy. Sadly, there is scant regard for this truism in Goa though ironically, our country is the world's largest democracy. Journalists should not fall prey to the crumbs of favors and largesse bestowed to them by those in power in return for censored news. The press, on its part, should also bear in mind that freedom of the press does not mean a license to write anything that suits those in power. This freedom is precious and it has to be used judiciously and fairly. When this freedom is misused to keep those in power content, the public respect for this profession is bound to diminish. The press has to guard against this. The Right to Information which has now been extended to the political parties could soon see the media also being brought under its ambit. I go to the doctors office for only one reason i.e. the doctor has to hear my problems ;-) I like paperwork just as much as you do. Thankfully, my workplace is almost paperless now. Mervyn PS.
