I am not sure why you need to bar yourself - and also leave a clause open so 
that you can re-enter. 

Anyways, this case is about tomorrow, not 1961. Something totally new will 
definitely come up so you will have ample opportunity, time and again, to opine 
us on this matter. 

To reply to your point though, the Herald does (or does not) have the expected 
date of delivery. Either way, it chooses to keep mum. Its employee chose  -  to 
leave. 

Secondly, I have no desire to agree or disagree with anyone. I am quite 
satisfied with pointing out what I see.

Fines for waste disposal

Some writers get a brain wave for those disposing garbage by imposing
fines. Universally it is a known fact that fines are no solutions to this
issue.  Fines can be justified only when people litter in spite of a system
of collection being in place. Where will people living in the housing
colonies dispose of the garbage, considering that there is some arrangement
within the premises? Village residents may be able to tackle some garbage
disposal, but not city dwellers, where open space is a big constraint. The
roadsides , fields, water bodies become convenient places  of disposal .The
gigantic issue of collection and disposal needs to be tackled by the
authorities at state, panchayat and municipal level., which are not at all
serious, in spite of financial incentives . Residents can be held
accountable for separation of garbage at source and pay a fee for the
service. There is no consistent system of collection of garbage in
operation. People do not deliberately dump garbage with pleasure, but
resort to it does as there is no other alternative.  There is place for
everything, except for garbage treatment. Residents everywhere object to
garbage treatment and are up in arms against any move by the State It is
not the issue facing Goa, but all over the world there is a definite,
regular system of collection of segregated waste on site at a cost .Our
Govt legislators have travelled far and wide in search of illusive solution
to garbage .Treatment of garbage profitably is the answer a the world does.
State must take firm decision on this issue, especially when P.M is
proclaiming Swash Bharat as a priority. On many issues Govt. bypasses
public opinion, but only on garbage it appears its drags its feet and
throws up arms in utter helplessness

The citizens at best can co operate by paying the fees for such necessary
services,  though some may do it grudgingly for some time

It is disappointing that subsidy on gas for consumers are taking u turn
once agCain. Enough trouble and heartburns have caused the users by direct
transfer into the saving accounts. There is no undertaking as to when the
subsidy will be transferred. The banks mention that subsidy will be made
available only when they receive and they have no control whatsoever. What
is the way for the consumer to inquiry about no receipt of subsidy in a
definite time bound manner. Poor people are put to great inconvenience in
paying  Rs 900=first and then wait for it indefinitely  in hope. It is more
disgusting that subsidy will be available only on securing Aadar Card

There must be a definite date, by which date the subsidy will be
transferred and some deterrence for not complying with it

Why can't all Public Benefit Organizations (the ones that receive public 
funding and provide services to the community) be this diligent?

-- 20 mins updates on NewsTV before and during the rush hours

Commuters in Toronto have been fighting for more and regular updates for 
some time. This is an on going battle for most cities.


We are starting to see a real culture shift here.

The TTC Communication Office is not huge, but its wired into the system 
 well. The stats it collects and the feedback it receives, also 
provides upper-level management the kind of accurate and timely 
information it needs to better determine if the system is working, where 
it is breaking down, and what are better course corrections.

System problems this morning illustrate the scale of our challenge

Dear TTC Customers,

This morning saw two major system failures on the subway. Here is what 
happened and here’s what the TTC is doing about it.


Line 1
At 6:00 a.m. this morning, the signals at St George Station failed – the 
cause is still under investigation. We are limited to where we can 
reverse trains up or down the line when there is a problem. St George 
Station is one of those stations with cross-over track that allow us to 
reverse trains. But because the problem this morning was near St George 
Station itself, the next northern point with cross-over tracks is St 
Clair West Station; to the south, it’s Union Station.


We implemented a shuttle bus service while crews worked to make 
necessary repairs. Service was restored on Line 1 about 90 minutes later.


Line 2
Around 7:00 a.m., the system that detects a train’s presence on the 
tracks failed near Broadview Station.  The system actually detected a 
train’s presence when there wasn’t one there. As a result, the signal 
fails safe to red, preventing any train from passing through the area.


To overcome this until the problem is fixed, operators “key-by” – a 
process where the operator approaches the signal at 3-5 kph and observes 
the train stop on the track go down. If we don’t do this, the train is 
thrown into emergency stop, compounding the delay. TTC procedure 
dictates that the train must then operate at less than 15 kph to the 
next signal to ensure safety. The problem we had this morning resulted 
in us having to do this procedure on three consecutive signals (two 
entering Broadview Station and one leaving) making it incredibly slow 
across the entire line.


The knock-on effect of such a delay, however, is the activation, then, 
of emergency alarms due to overheating and crowding on trains, as the 
entire line is affected by trains needing to move slowly through just 
one area. An emergency alarm can take anywhere from two to 20 minutes to 
clear, depending on the nature of the emergency.

Here’s what we’re doing

For two years now, the TTC has been closing portions of Line 1 for 
“signal upgrade” work. The existing signal system is 60-years-old in 
many places and should have been replaced 20 years ago. This work, 
though, takes time, but to replace the entire signal system with a 
modern, reliable system that is computer-based, and does not rely on 
fuses and relay switches, is about five years away from completion.


Signal replacement for Line 2 is something we must also do and is part 
of the TTC’s 10-year capital budget program. Renewal of transit 
infrastructure is critical to keeping the system operating safely and 
effectively.

transit system.

dominated government in Maharashtra……….to encourage the growth of more
slums by rewarding land encroachers and give more FSI, vacant lands, tdrs,
etc in the 4500 sq km bombay metropolitan region to builders lobby like the
Congress NCP ShivSena have been doing…….…or……..to improve infrastructure
industries jobopportunities electricity watersupply in rural & backward
districts of Maharashtra ?.

Narendra Modis Government can be considered a very good government if it
work towards reducing the price of cow milk, buffalo milk, rickshaw fares,
bus fares, electricity charges, sugar, foodgrains, cereals, pulses,
oilseeds, rice, wheat, coconut, vegetables, poultry, gas, fuel, cng, lpg,
petrol, diesel, etc by minimum 25 percent………and maintains peace equality
justice harmony.and improves employment opportunities.

Pope Francis can be considered a very good Pope if he works towards
motivating Archbishops, Bishops, Parish Priests to improve the health
wealth housing jobs & security of lay catholics apart from the Clergy
taking care of spiritual needs of the laity.there is also a
need for Pope/Vatican/Clergy to reduce the length of Sunday mass to a
maximum 15 minutes in order to save time of parishioners..and make the
eucharistic / communion bread from a mixture of wheat flour & non-alcoholic
wineand educate those women who go to the Church wearing short
length clothes that the Church is a place of God and in order to maintain
the sanctity of the Church the women should go to church wearing full
lenght clothes.and to utilize vacant church properties for setting
up more graveyards, housing for poor catholics, etc.

The Protestant British owned East India company beginning from 18th century
allowed people from Gujarat, Maharashtra, etc to settle in the
Bombay/Salsette  ( www BOMBAYLAND.BLOGSPOT com ) region and the Catholic
Villagers of Bombay/Salsette proudly adopted the designation EastIndians in
honour of the East India Company……The East India Company was dissolved
on 1st January, 1874 as a result of the East India Stock Dividend
Redemption Act, 1873 passed by the Parliament of United Kingdom, as the
Government of India Act had by then rendered the East India Company
vestigial, powerless and obsolete. The East India companys functions had
been fully absorbed into the official government machinery of British India
and east india companys private presidency armies had been nationalized by
the British Crown but the Catholic Villagers of Bombay/Salsette even today
proudly identify themselves as EastIndiansThe Britishers were
absolutely right when they noted down in their Gazetteers that the catholic
villagers of Bombay/Salsette are ignorant & drunken people………. No ambition
to work towards becoming ias ips irs ifs officers doctors engineers
architects traders shopkeepers goldsmiths pilots scientists surgeons
chartered accountants dentists journalists ministers commissioners
collectors reporters entrepreneurs etc …….No ambition to apply for
government jobs, bank jobs, police jobs, aviation jobs, railway jobs,
shipping jobs, etc ……...No ambition to take part in political social civic
activism ……..no ambition to agitate for 5 percent quota in govt jobs, govt
housing, govt educational institutes……..no ambition to demand compensation
for rice fields ponds wells lakes rivers forestlands saltpanlands that were
forcibly acquired in the past by state authorities, municipality,
collector, etc……  no ambition to oppose the inclusion of goathans in the
500 sq ft capital value property tax system by BMC..……no ambition to oppose
the marking of gaothans as slums in the bmc 20 year development map ……..the
only Ambition of the Catholic Villagers of Bombay/Salsette is of alcoholism
infighting jealousy gossiping.

The story that C.M is moving up is a welcome news, It is  honour for Goans
that for the first time someone from the our State is being recognized for
a distinguished position. It is an admission of his talents that will find
an opportunity to flourish at National level and duck like earlier stating
health conditions, In fact there has never been concern about his health
after working like a horse day in and day out

The only trouble with him is that he concentrated all functions in himself
and did not encourage a second line of succession .Whether it was his
inherent weakness or he believed in his indispensability is a matter of
conjecture, which is much talked about. Everyone around him was content to
live under his shadow and shelter .Naturally a vacuum is feared. That is
not reality, as always someone takes the call

Besides C.M has announced that he will not seek a second term and if he
takes an u turn it will seen as lack of credibility politicians are known
to change their course midway and explain and justify their actions in the
best interests of the people they represent C.M may be perfectly
comfortable of being a frog in the pond

Gujerat has not been orphaned by P.M shifting to Centre, in fact he impact
he has created at National  and International level might have come as a
pleasant surprise to himself and all others watching his meteoric rise to
heights of statesmanship .His little known substitute in Gujarat politics
has not come in for comparison or denunciation and there appears to be a
smooth transition

In Goa Mr Shripad Naik had been nursing ambitions to take on the mantle, if
called to do so, Nobody can be tested unless cast into fire or thrown into
water, But there is no trust between the two, in which C,M might feel
displaced from the lime light he is used too, But the position at the
centre will throw  C.M in lime light, which has not envisaged. It is
scaling upwards and one has to live behind in trust, that it is safe to
have   faith in his successor His opponents might heave a sigh of relief of
his imposing personality, but it is a small price to pay to rise to a
different level and more than that someone is reposing faith in his
abilities, which chance may not repeat again, Gadkari has not taken kindly
the cry for his heading Maharashtra politics The contribution of C.M will
remain etched in the minds of grateful Goans .Best of luck C.M

MARGAO: Just three months after the start of the door-to-door garbage
collection drive in Margao, drivers of Margao Municipality’s garbage
collection vehicles and its sanitary inspector are at loggerheads. While
drivers are accusing senior sanitary inspector of allowing hoteliers and
other commercial establishments from other areas to dump their waste in
Margao for ulterior financial gains, the sanitary inspector is accusing the
drivers of looting MMC by pilferage of diesel.

According to drivers, the sanitary inspector has marked specific spots for
commercial establishments from outside MMC jurisdiction to dump their waste
and in return he gets monetary benefits; the sanitary inspector has
countered the allegations and accused the drivers of stealing diesel daily.

The sanitary inspector said, “Some drivers draw bills of 60 litres of
diesel daily but only refill 40 litres of diesel into vehicles. They later
fill the remaining fuel into their own vehicles that they give on rent,”
adding, “These drivers collect waste from isolated places.”

However, according to drivers, the sanitary inspector forces them to
collect waste dumped in bins kept at border points and where hoteliers and
poultry owners residing outside MMC jurisdiction dump their waste adding
such spots are there near KTC, Osia complex etc. The drivers alleged that
if they refuse to collect the waste, they are harassed by the sanitary
inspector.

This has brought administrative lapses in handling the collection and
transportation of waste to light. MMC officials have been accused of being
soft on taking action against illegal garbage dumped in its jurisdiction.

The battle royal continues as Sporting Clube de Goa take on Pune FC in the
second Semi-final of the Durand Cup at Raia Panchayat ground, on Thursday.
The kick off time is 3pm and entry is free.

Sporting Clube de Goa qualified for the Semi finals after defeating United
Sports Club 3-2 and Air India 4-1, which propelled them to the top of group
B with 6 points.

Pune defeated Churchill Brothers 3-0 and Vasco Sports Club 1-0 to top group
D with 6 points and will be looking to continue their good form against
Goan opposition.

Sporting Goa Coach Oscar Bruzon watched Pune play against Vasco and came
back to the training ground with a 12-point program for his players to
follow for success, as they look to unravel the chinks in their opponents
armour.

“You have to be in love with the pass and the breaking move, just as a
husband and wife come together to marry,” instructed Oscar during a light
practice session on the eve of the big game.

Oscar has come up against Pune three times and remains unbeaten against the
Red Lizards. Last season in the I-League Sporting Goa defeated Pune 2-0
with Victorino Fernandes and Pratesh Shirodkar scoring to end Pune’s long
unbeaten run in the league. In the away leg, Beevan D’Mello scored with a
splendid strike for the Flaming Oranje as the teams drew 1-1.

“If everybody is dancing the same dance, then we will come out on top,”
remarked Oscar, addressing his players after practice.

Sporting Goa Captain Boima Karpeh who has netted three goals in the
competition so far will be playing against his former club, while Sporting
Goa’s former Captain Mathew Gonsalves is set to make an emotional return
with Pune, after leaving the Flaming Oranje in the summer after nearly a
decade with the Goan club.

Dear Members and friends of Goa Chitra, 
On the eve of celebrating its 5th anniversary, Goa Chitra launched, Goan Quest 
2014-15 on 2nd Nov. 2014, to showcase to
its visitors the fast fading Tangible and Intangible Heritage of Goa. This
event will be held every Sunday at Goa Chitra, through the season and shall
commence from 5:00pm onwards until 10:00pm. The Goan Quest series is supported
by the directorate of Art and Culture, Government of Goa.

 

Intangible Cultural
Heritage: represents the practices, representations,
expressions, knowledge, skills – as well as the instruments, objects, artifacts
and cultural spaces associated therewith. Goa because of its ancient culture
and the European acculturation influence is rich in this intangible cultural
heritage distinctive only to this part of the Indian Continent and all efforts
are needed to preserve and showcase these special traditions.

The
curator of the museum Mr. Victor Hugo Gomes believes that by preserving and
promoting these facets of Goan identity and promoting tourism on these lines a
symbiosis can be  created whereby Goan
culture is sustained rather than endangered by tourism.

 

With
the backing of a strong research and development model, the Goan Quest
conceptualized by Mr. Gomes, is a different model of engaging tourists with the
heritage of this land without diluting the traditions and losing the identity
of our ancestral past. 

 

The
first Goan Quest held  on Sunday, 2nd
Nov. 2014, was well received by the Tourism stakeholders and was attended by
interested tour companies and hotel representatives who are keen in promoting 
the
unsung aspects of Goa's appeal; its traditions, rituals, oral expressions, 
distinctive
cuisine, music, dance, costumes, and trades of the ethnic communities. 

 

After
a welcome drink the guests were given colourful folk props and welcomed by a
brass band. This was followed by a colourful Shigmo parade through the Goa 
Chitra
property. Along the way the Guest could watch and participate in different live
demonstrations of cane weaving, pottery, mat weaving etc and had the
opportunity to interact with various artisans of Goa. Different folk dance
performances and serenade’ s entertained them as they were taken on a guided
tour of the Goa Chitra ethnographic museum and the newly opened Goa Chakra
transportation museum. This was followed by snacks and a eleven course
authentic Goan buffet as they watched different folk dances from different
communities. The evening ended admits fun and dancing to the tune of popular
Goan music by solo artists and a live band.

 

“By
promoting traditional communities who are the true ambassadors of our culture 
Goan
identity is kept alive rather than be destroyed or diluted” states Mr. Gomes 

 

The objective of the Goan Quest-2014-15 is to
revive and showcase traditional arts, crafts and folk forms for the benefit of
visitors by involving the community members and will be held every Sunday 

 

Coming Sunday, 9th November 2014,
selected artisans from the various communities will perform traditional dance
forms and demonstrate and display their arts, crafts cuisine and music during
the event. The visitors will also be given the opportunity to participate in
these cultural activities thus empowering both the artist and the art. 

 

The highlight of the evening is a exclusive Six
member acoustic band, Rythem and Blues-Acoustix.
