Fines for waste disposal Some writers get a brain wave for those disposing garbage by imposing fines. Universally it is a known fact that fines are no solutions to this issue. Fines can be justified only when people litter in spite of a system of collection being in place. Where will people living in the housing colonies dispose of the garbage, considering that there is some arrangement within the premises? Village residents may be able to tackle some garbage disposal, but not city dwellers, where open space is a big constraint. The roadsides , fields, water bodies become convenient places of disposal .The gigantic issue of collection and disposal needs to be tackled by the authorities at state, panchayat and municipal level., which are not at all serious, in spite of financial incentives . Residents can be held accountable for separation of garbage at source and pay a fee for the service. There is no consistent system of collection of garbage in operation. People do not deliberately dump garbage with pleasure, but resort to it does as there is no other alternative. There is place for everything, except for garbage treatment. Residents everywhere object to garbage treatment and are up in arms against any move by the State It is not the issue facing Goa, but all over the world there is a definite, regular system of collection of segregated waste on site at a cost .Our Govt legislators have travelled far and wide in search of illusive solution to garbage .Treatment of garbage profitably is the answer a the world does. State must take firm decision on this issue, especially when P.M is proclaiming Swash Bharat as a priority. Enough trouble and heartburns have caused the users by direct transfer into the saving accounts. There is no undertaking as to when the subsidy will be transferred. The banks mention that subsidy will be made available only when they receive and they have no control whatsoever. What is the way for the consumer to inquiry about no receipt of subsidy in a definite time bound manner. Poor people are put to great inconvenience in paying Rs 900=first and then wait for it indefinitely in hope. This is an on going battle for most cities. We are starting to see a real culture shift here. The TTC Communication Office is not huge, but its wired into the system well. The stats it collects and the feedback it receives, also provides upper-level management the kind of accurate and timely information it needs to better determine if the system is working, where it is breaking down, and what are better course corrections. AP message follows-- Message from TTC - November 5, 2014 System problems this morning illustrate the scale of our challenge Dear TTC Customers, This morning saw two major system failures on the subway. Here is what happened and here’s what the TTC is doing about it. Line 1 At 6:00 a.m. this morning, the signals at St George Station failed – the cause is still under investigation. We are limited to where we can reverse trains up or down the line when there is a problem. St George Station is one of those stations with cross-over track that allow us to reverse trains. But because the problem this morning was near St George Station itself, the next northern point with cross-over tracks is St Clair West Station; to the south, it’s Union Station. We implemented a shuttle bus service while crews worked to make necessary repairs. Service was restored on Line 1 about 90 minutes later. Line 2 Around 7:00 a.m., the system that detects a train’s presence on the tracks failed near Broadview Station. The system actually detected a train’s presence when there wasn’t one there. As a result, the signal fails safe to red, preventing any train from passing through the area. To overcome this until the problem is fixed, operators “key-by” – a process where the operator approaches the signal at 3-5 kph and observes the train stop on the track go down. If we don’t do this, the train is thrown into emergency stop, compounding the delay. TTC procedure dictates that the train must then operate at less than 15 kph to the next signal to ensure safety. The problem we had this morning resulted in us having to do this procedure on three consecutive signals (two entering Broadview Station and one leaving) making it incredibly slow across the entire line. The knock-on effect of such a delay, however, is the activation, then, of emergency alarms due to overheating and crowding on trains, as the entire line is affected by trains needing to move slowly through just one area. An emergency alarm can take anywhere from two to 20 minutes to clear, depending on the nature of the emergency. Here’s what we’re doing For two years now, the TTC has been closing portions of Line 1 for “signal upgrade” work. The existing signal system is 60-years-old in many places and should have been replaced 20 years ago. This work, though, takes time, but to replace the entire signal system with a modern, reliable system that is computer-based, and does not rely on fuses and relay switches, is about five years away from completion. Signal replacement for Line 2 is something we must also do and is part of the TTC’s 10-year capital budget program. Renewal of transit infrastructure is critical to keeping the system operating safely and effectively. According to drivers, the sanitary inspector has marked specific spots for commercial establishments from outside MMC jurisdiction to dump their waste and in return he gets monetary benefits; the sanitary inspector has countered the allegations and accused the drivers of stealing diesel daily. The sanitary inspector said, “Some drivers draw bills of 60 litres of diesel daily but only refill 40 litres of diesel into vehicles. They later fill the remaining fuel into their own vehicles that they give on rent,” adding, “These drivers collect waste from isolated places.” However, according to drivers, the sanitary inspector forces them to collect waste dumped in bins kept at border points and where hoteliers and poultry owners residing outside MMC jurisdiction dump their waste adding such spots are there near KTC, Osia complex etc. The drivers alleged that if they refuse to collect the waste, they are harassed by the sanitary inspector. This has brought administrative lapses in handling the collection and transportation of waste to light. MMC officials have been accused of being soft on taking action against illegal garbage dumped in its jurisdiction.

Dear Members and friends of Goa Chitra, On the eve of celebrating its 5th anniversary, Goa Chitra launched, Goan Quest 2014-15 on 2nd Nov. 2014, to showcase to its visitors the fast fading Tangible and Intangible Heritage of Goa. This event will be held every Sunday at Goa Chitra, through the season and shall commence from 5:00pm onwards until 10:00pm. The Goan Quest series is supported by the directorate of Art and Culture, Government of Goa. Intangible Cultural Heritage: represents the practices, representations, expressions, knowledge, skills – as well as the instruments, objects, artifacts and cultural spaces associated therewith. Goa because of its ancient culture and the European acculturation influence is rich in this intangible cultural heritage distinctive only to this part of the Indian Continent and all efforts are needed to preserve and showcase these special traditions. The curator of the museum Mr. Victor Hugo Gomes believes that by preserving and promoting these facets of Goan identity and promoting tourism on these lines a symbiosis can be created whereby Goan culture is sustained rather than endangered by tourism. With the backing of a strong research and development model, the Goan Quest conceptualized by Mr. Gomes, is a different model of engaging tourists with the heritage of this land without diluting the traditions and losing the identity of our ancestral past. The first Goan Quest held on Sunday, 2nd Nov. 2014, was well received by the Tourism stakeholders and was attended by interested tour companies and hotel representatives who are keen in promoting the unsung aspects of Goa's appeal; its traditions, rituals, oral expressions, distinctive cuisine, music, dance, costumes, and trades of the ethnic communities. After a welcome drink the guests were given colourful folk props and welcomed by a brass band. This was followed by a colourful Shigmo parade through the Goa Chitra property. Along the way the Guest could watch and participate in different live demonstrations of cane weaving, pottery, mat weaving etc and had the opportunity to interact with various artisans of Goa. Different folk dance performances and serenade’ s entertained them as they were taken on a guided tour of the Goa Chitra ethnographic museum and the newly opened Goa Chakra transportation museum. This was followed by snacks and a eleven course authentic Goan buffet as they watched different folk dances from different communities. The evening ended admits fun and dancing to the tune of popular Goan music by solo artists and a live band. “By promoting traditional communities who are the true ambassadors of our culture Goan identity is kept alive rather than be destroyed or diluted” states Mr. Gomes The objective of the Goan Quest-2014-15 is to revive and showcase traditional arts, crafts and folk forms for the benefit of visitors by involving the community members and will be held every Sunday Coming Sunday, 9th November 2014, selected artisans from the various communities will perform traditional dance forms and demonstrate and display their arts, crafts cuisine and music during the event. The visitors will also be given the opportunity to participate in these cultural activities thus empowering both the artist and the art.
