Hi all Recent reports are reaching us in the UK via various media that the tourist season in Goa is in "sorrow" mode. No-one however should be killing the fat goose, because after all these years, the fat goose has finally got it just right, laying the perfect golden "Win-Win" egg. The first win, our Niz Goykars in Goa must be rejoicing that their land is gradually being returned to them to live in peace. It must have been horrendous all these years to live in a place where a large amount of people descend during the tourist season causing conjection, traffic jams, loud noise, ear drum bursting music, crowded buses, extra garbage being strewn all over the place not to mention the rise in prices for their local commodities like fish, meat, vegetables and other essentials as well as the all important rise in airport landing fees in Dabolim and taxi fares, that is if you can get one! Rises that probably do not match their purchasing power or salary scales leaving local Goykars all disgruntled, fed up and wishing to obtain a foreign passport at any cost to escape far from the madding crowd rather than dealing with these issues themselves. The second win, tourists from all over the world have now come to realise that what they spend on their holiday in Goa on visas, air fares, chocolates and other presents, taxis, accommodation, eating in restaurants, etc. does not ultimately represent in monetary terms a "value for money" holiday for their hard earned cash. For those travelling from UK for instance, the sunnier parts of Europe are on the door step and present a good, clean and much cheaper option. The Russians, facing a drop in their local currency, are probably also being tempted by other holiday destinations of Egypt, Turkey, etc. who are competitive in their pricing. Added to this the problems in Goa of greed, rising crime, mounting garbage, lack of clean public toilets, mosquitos, flies, roaming stray dogs and other animals cannot be ignored any longer. This "Win-Win" egg has provided the perfect solution, Goa is gradually being returned to its people to enjoy the susegade way of life our ancestors were accustomed to before and ultimately to its former natural glory. Election to local bodies on party lines Now that ordinance is to be promulgated for Zillla Parishad elections are causing tremors in some parties. There should have been public debate preceding such a sudden strong measure of legislation The ruling party is trying to exploit and cash on their popularity. Nevertheless such a proposal was in the air for quiet sometime now. It is no secret whether it be Municpal, panchayat or zilla elections the main political parties were directly or indirectly always supporting, canvassing or even providing strong financial support to the proxies. Why are parties crying hoarse now? Don’t we hear that certain panchayats , municipalities are having allegiance to MLA`s, Ministers or parties and they interfere and destabilize local bodies uncomfortable to their cause in carrying their special, motivated agenda.? Standing for elections as independents is an option, when independents with party backing have been successful at assembly elections turning the apple cart. After the elections the members through political chicanery, inducements, threats are compelled to show allegiance to powers that be? It may only cost more to contest and average person may not find it easy with party entrants. The atmosphere at local level will be vitiated by political poison, further introducing local animosities, neighborhood wars due to party affiliations, As of now these bodies are constantly shifting allegiance thus creating instability of functioning at this micro level. With ordinance it will only confirm what always existed in reality and on the ground, but none wants to admit it. The control is intended to be further concentrated in the hands of legislators. Even to- day most of these bodies are left rudderless by constant interference making these bodies redundant or subservient to the will of the legislators or parties in power. It could be that the same team was taken well taken care of by number of such themes and it would be redundant, It is only a conjecture but no definite answer t o that respect. The selection committee in its wisdom, if not discrimination has left out some non BJP states in particular .Again that some states that were represented last year could be omitted does not cut much ice , since their inclusion this year too. Some states depicting fishing, bird sanctuary, cultivation of cardamom has no significance of cultural aspect at all. Can the National selection team on tableaus portraying diverse culture and growth publicly answer its objective criteria to set the matters right, when TMC is crying foul on discrimination and seeking to make political capital on exclusion without valid justification? Does the committee convey reasons of non inclusion to the states The Doordarshan cameras were prominently focusing on Kiran Bedi, seated in front row, the CM candidate of BJP, The argument that cameramen are not directed, instructed on such matters is an eyewash. It is well understood that Govt being in power and controlling the ministry would wish it so. It is blatant abuse of power to project Bedi and create an intended controversy to benefit her candidature, showing retrospectively Arwind of AAP in poor light in comparison. There is no protocol of inviting Ex CM of Delhi or any other state and if they wish to attend they must seek an invite. Kiran Bedi is invited as a special guest and as someone states, she is an important person at the moment .When asked for comment, Bedi jockingly, mockingly and sarcastically asks Kejrival to join BJP to secure an invite It is a ridiculous statement of condescending mind. The argument that last year on republic day Kejrival sat on dharna and threatened as the then CM to disrupt the function, which threat was not carried out. He cannot therefore be labeled as an anarchist, naxal revolutionist and anti national and totally discredited. To hold this grudge against AAP, when UPA was ruling at the centre is an unconvincing justification The fact of the matter is that AAP leader has not requested or made a grievance directly, but was only responding to a pointed question on the invite The double standard of BJP of inviting Bedi as an special guest seated in front rows and cameras focusing on her is not accidental, unintentional as they would like us to believe The servant knows what the expectations are of the masters to curry favour and make it appear innocuous act. Since the EIA displays the contempt of the government to the ecology and people of Goa.' Addressing mediapersons, Rebelo added, "The GFDO is still waiting for a reply to its letter addressed to chief secretary Kewal Sharma dated January 19, 2015. Although the report states that data on biological study has been obtained from secondary sources like published literature, for obvious reasons, it has failed to mention the sources/references to authenticate its data. Various vulnerable species of flora, fauna, butterfly and fish have not been considered as Schedule I and II species in the EIA as they actually are, thus skewing the study and raising doubts about the credibility and the motives of this EIA. The government spends crores on Goa university that has the best intellectuals in most fields who are silent when they ought to speak out and let the truth be known about the ill-effects of such big projects. In such a massive project covering 84 lakh sqm of land in an eco-sensitive zone, the government should have shown some seriousness in using up-to-date and recent data as the basis for the environmental impact assessment (EIA) rather than relying on some outdated and perhaps, irrelevant records collected way back in 2011. Before announcing a public hearing, it was the government's duty to scan the EIA and check its scientific basis and validity through its environmental bodies like the Goa state biodiversity board (GSBB) and the Goa state pollution control board (GSPCB), besides others which are being funded by the Goan tax payer for this very purpose," Rebelo stated. "The environmental bodies should also take responsibility and accountability by publicly certifying that the the Mopa plateau is an eco-sensitive zone. Since it is located next to the Western Ghats that serve as a key barrier to intercept the rain-laden monsoon winds and is home to innumerable water bodies. Till date, there has been no response or effort from any of the authorities to address people's very serious and justifiable doubts on the validity and accuracy of the EIA. The land acquisition had been undertaken prior to the EIA that has now suddenly been submitted, claiming to have been done in 2011 which is therefore very suspicious and a big farce," said Jose Maria Miranda.

GOACAN to organise GRAMSABHA ZAGRUT ZA a Citizens Awareness Campaign on the occasion of National Voters Day GOACAN will organise GRAMSABHA ZAGRUT ZA a Citizens Awareness Campaign on the occasion of National Voters Day being observed on 25th January. The focus of the month long campaign is to make democracy work at the grass root level by enlisting the participation of the new young voters who become members of the Gram Sabha of the village after they are listed on the electoral rolls and issued a voters identity card. It has been noticed that a large number of students & youth do not actively participate in the meetings of the Gram Sabha and thereby are alienated from the functioning of the Village Panchayats. Many of the students & working youth who are equipped with various skills besides being academically well qualified are not drawn to participate in the activities of the Gram Sabha. During the Campaign, GOACAN volunteers will circulate information about the Village Panchayats 24 fortnightly meetings wherein voters can send petitions to their ward members with copies to the Secretary of the Panchayat. The Campaign will also focus on the 8 meetings of the Gram Sabha to be convened by the Sarpanch in a financial year. The four ordinary meetings are to be held on any Sunday of April, July, October and January while the four Special Meetings are to be held on 15th August, 2nd October, 19th December and 26th January. The Campaign will encourage the young voters to exercise their civic rights by submitting proposals on social, economic and environmental issues at these Gram Sabha meetings and ensure the passing of resolutions on the same. The young voters will also be encouraged to examine the minutes of the meetings and seek Action Taken Reports (ATRs) on a quarterly basis. The young voters will be encouraged to review the Budget Estimates, Annual Development Plan, Utilization Certificates, the various Gazette notifications and the circulars issued by various Departments, the District Collector, Taluka Mamlatdar and the Block Development Officer. The Campaign will encourage the young voters to join & support the various Committees of the Village Panchayat on Garbage Management, Health & Sanitation, Road Safety, Water & Sanitation, Child Protection and Ward Development by assisting in their site visits and report preparation. The Campaign will also highlight the need for all Village Panchayats to develop their own Website, Citizens Charter and use email for communications with the young voters. Besides to achieve transparency, the Campaign will advocate the uploading of all Gram Sabha minutes, Budget and the Annual Development Plans on the Panchayat website in due course. In a surprising developement despite change of guard at the Centre, The Flag Officer Commanding, Karnataka Naval Area, India, Commander Pradeep Agnihotri vide letter No:FOK/ADM/100/Anjediv dated 13th January, 2015 received by this writer on 21st January, 2015 in reply to the letter dated 1st January, 2015 stated"quote Anjadiv Island is a notified "prohibited place" in addition , the prevailing security situation at this Base does not allow for visitors to be permitted during this period" .unquote, which means that the Feast of Our Lady of Springs "Nossa Senhora de Brotas " would NOT be celebrated on the Island for the 11th year in succession. Ironically immediately on the ex CM of Goa Mr Manohar Parrikar being catapultated relunctantly to the Centre as Union Defence Minister " Raksha Mantri " Govt of India Ministry of Defence, in November, 2014 , this writer had pleaded with him to ensure the celebration of this Feast now that he is in the saddle. It may be recalled that Mr Parrikar had in April 2002 donated to this writer a sum of Rs,25,000 for the upkeep of the Church at Anjediv which was in a paritally dilapidated state. Moreover at the request of this writer he had painstakingly pleaded in with the then "Raksha Mantri" Mr George Fernandes to ensure the celebration of two customary feasts on 2nd February and 4th October of St Francis de Assisi in terms of the order of the Govt of Goa in December, 1987 handing over the Island for the prestigious "Sea Bird Project" . The Island till date has not been ceded either to the Govt of India or the State of Karnataka and continues to be a part of South Goa District, Canacona taluka another devotee from Karwar Mr Peter Gonsalves who spoke to this writer late evening yesterday.. In fact later the "Raksha Mantri" Mr Parrikar had assured the section of the press end November, 2014 to resolve the issue within six months. One would have expected Mr Parrikar to accord this issue " 'TOP MOST PRIORITY" which would have been a major fulfillment of a long pending promise moreso as he believes that the problem was created by the erstwhile Indian National Congress at the Centre. It is however not too late in the day for the Raksha Mantri to overturn the Naval authorities views and to ensure that by 2nd February, 2015 the faithful from Goa and Karwar have access to the Island with due security conisderation -(photo identity by the faithful) to partake in two masses planned viz forenoon and afternoon (to avoid overcrowding) and the Naval authorities at Sea Bird could provide for the logistic arrangements viz free transport, safe drinking water ,washrooms and even the events photographs on request by the faithful and at costs ) which would earn them the goodwill of the civilians. Meanwhile when this writer had a teletalk (08382-230532) this morning with Fr A. Lopez Parish Priest of St Annes Church at Binaga Karwar (who at the request ot the Archdiocese of Goa and Damanoverlooks the arrangement for the Feast at Anjediv) to test the waters for the safe conduct of the Feast; he reported that a section of the print media viz Karavalli munj in around 16th January, 2015 had reported strong objections to hold the Feast on the Island. This is obvious because of ignorance of those opposing who despite evidence to the contrary believe that the Island belongs to State of Karnataka even . This writer had with documentary evidence refuted this belief and also gave an interview to the press in Karwar to the same daily four years ago. Yet another "faux pas" committed by the then Dy Commissioner of Uttar Kanara Mr Ritesh Kumar Singh (present incumbent is Mr Ujvan Kumar Ghosh ) was to enter into an agreement with the seabir 08382-226303 authorities to declare the island as prohibited for civilians on 23rd October,2004 This order has been in dispute since then as the island is still a part of Goa and the DC Uttar Kanara had acted beyond his jurisdiction. It is also believed that activists of the banned outfit "Ram Sena" of the expelled Bajrang Dal activist and its leader Mr Pramod Mutalik is behind the opposition to score political browny points. However this should not deter the people of Goa access to the Island which belongs to them though access is via Arga or Binaga of Uttar Kanara District Karnataka. The earlier access is via Galgibag in Goa via sea route and this could be put into reuse once Navy is brought in line and the order of the DC revoked. GODFREY J. I. Manohar Parrikar has been deceptively projecting himself as somebody simple with no flunkeys, no security, carrying his own luggage and flying economy class on low-cost airlines. But true to the saying that ‘power corrupts and absolute power corrupts absolutely’ the Defence Minister has been misusing the Indian Air force aircraft AVRO on some of his very frequent politicking visits to Goa. The AVRO has been ferrying Manohar Parrikar to Goa and remains parked in the naval base at Dabolim Airport till Manohar Parrikar finishes his political chores and is ready to fly back. Manohar Parrikar in gross abuse of power has been craftily fixing some odd defence Ministry related symbolic official functions in and around Goa to be able to camouflage it as an official visit to misuse the AVRO and unnecessarily burden the tax payer. The AVRO can be used only for official work by the Defence Minister besides the Chiefs of the Army, Navy and Air force. The AVRO is a twin engine turboprop aircraft having a capacity of 48 passengers with a maximum cruise speed of 452 km an hour. Having left Goa leaving a mind boggling long trail of rampant corruption and nepotism over the two and a half years as Chief Minister, we would now have to keep a very watchful and vigilant eye on all those defence deals being knotted by Manohar Parrikar.
