We should dutifully think, "Kicking sand in Goa’s eyes." :)

I remember, many years ago, one of CCs distant relatives, a very young
woman popped shot (airgun) into the "culo" of one of the "sand
scavengers." The police jumped up and down. F¨ˆ∆˙ƒ© leyin cholonk
sorle ( walk the legal path). It got dealt with sans any further
trauma to her, who was strictly protecting the family's property.

We have to alter our mindsets as to how we see ourselves as Indians.
The idea is not to shake hands with all around, run around with those
goofy grins, indulge in bullshit jokes, nod that we are all the same,
allow thoughts and constructs to be diminished. In doing so we have
nothing left other than a few tchotchkes, pointless baubles, a
somewhat fancy kurta, a sherwani, a diwan and worse ( ADD HERE ). Feni
and choris pau do not make a culture, other than stiffening up
slacking spines, and only just a bit! We do not have to be anything
that any force/s around us say or attribute our being to.

The Goa division has informed that one PA/clerk is short at Chinchinim Post
Office at present. However all services of DOP are provided to the members
of public and preference is given to senior citizens. Shortage of staff in
Goa division is a genuine problem. The suggestion of complainant is kept in
view and after the recruitment of staff , one PA will be provided to the
Chinchinim Post office. Case is closed on 16.10.2015

The postal committe of Chinchinim post, Nelson Lopes, Martin Pereiira,
Frank B Martinst approached with a pettion, superintendent od Post at
Mapusa, highlighting practical daily difficulties of users
It is not service . but quality of service and inconveniences caused to
public for the last two years was the issue, That it is taking more than
two years, inspite of being aware of shortage of sanctioned staff being not
replaced is the cause of concern The answer is evasive as to when such
request will fructify and why the delay in replacement , enhancing the
agony of users, Yearly review has not convinced so far about replacement We
are yet to hear from Margao head office where the representation is
directed as a matter of information and not for action

The legislation on the issue dissuades, prohibits display on NH within
state, requiring a distance of 40 meters. This provision is observed more
in breach, with authorities turning a blind eye, These commercial
advertisement boards are not only an eyesore , disfiguring the sky line,
but also distracts the motorists, blocking their vision leading to
avoidable  serious accidents,. Very often the advertisers, owners  do not
even have  mandatory licence from concerned authorities in the Panchayat
and municipal limits, requiring payment of fees from the licencee, These
violators need not be warned, but the display boards be confiscated, taken
down and fined for the costs involved The advertisers do not also confirm
to restrictions on heights,   advertisers name , period and licence  details

In most of the western countries this nuisance is not permitted so
blatantly, but advertisers resort to newspapers for publicity

At least the existing regulations be enforced rigorously and defaulters
made to feel the pain with stiff penalties ,which will be  a discouragement
to such vision obstructing, dangerous vandalizing of sky line

[Goanet] PANAJI NEEDS A FULL TIME, HONEST AND TRANSPARENT COMMISSONER

The Goa Government has sought an explanation from Sanjit Rodrigues the
Managing Director of the Goa State Infrastructure Development Corporation
(GSIDC) who is also the Commissioner of the Corporation of City of Panaji
(CCP) over his three week absence from work last month.


In a letter to Sanjit Rodrigues, the Under Secretary Personnel has sought
Sanjit Rodrigues’s comments on the complaint filed against him last month.


In a complaint to the Chief Secretary last month it was pointed out that
Sanjit Rodrigues was untraceable and that nobody at either the CCP or GSIDC
knew about Sanjit Rodrigues’s whereabouts. Sanjit Rodrigues who had been
last seen at CCP on 4th September returned back only on September 28th
after a three week long absence.


As Sanjit Rodrigues has been frequently travelling abroad, his passport
needs to be scrutinized and also ascertained whether he was obtaining
necessary clearance from the Vigilance department to leave the country.


Action must be taken against Sanjit Rodrigues for his high-handed behavior
and unauthorized absence from work. The conduct of Sanjit Rodrigues is
contrary to the service rules and the laid down protocol for government
officers.

Sanjit Rodrigues has been habitually disappearing without even informing
his immediate subordinate officers. This conduct is also contrary to the
government’s much publicized mantra of Good Governance and Transparency in
Administration.


In September last year Sanjit Rodrigues had similarly left Goa without
informing and was later found trapped in the Kashmir floods.

For Panaji to even dream of being a Smart city, the Corporation of City of
Panaji would first need to have in place a full-time Commissioner who is
honest and very transparent.

former India Captain Mr. Bhaichung Bhutia as the “Advisor” for “overall

AIFF President Mr. Praful Patel tweeted on Sunday morning from his Official
account *@praful_patel* saying: ‘Have appointed Bhaichung Bhutia as Advisor
to #AIFF and myself for the overall issues of the game and the Federation.’


Mr. Patel followed it up in another tweet saying: ‘Welcome on board
#Bhaichung. First call improving the #Indian National team and readying the
boys for World Cup U17. #AIFF’


Speaking to www.the-aiff.com, AIFF general Secretary Mr. Kushal Das said:
“We look up to Bhaichung to advice us on improving the National Team’s
performance and also help in the development of the squad for the 2017 FIFA
U-17 World Cup.”


“Furthermore, we look forward to his advice on the licensing criteria of
State FAs, development of Clubs and all other domestic Competitions, both
men and women and across all age groups,” Mr. Das stated.


Mr. Bhutia, who is already the Chairman of AIFF Technical Committee, told

to the role.


“I intend to work and coordinate with all stakeholders including the Clubs

There is one more case before the Supreme Court that might possibly
change this scenario. The National Legal Services Authority (NALSA),
the government-appointed legal advocacy group, has filed a public
interest litigation which petitions the court to intervene decisively,
arguing "rivers are being plundered by a powerful mafia controlling
the sand-mining business" and "communities are exposed to the peril of
disastrous consequences of reckless and indiscriminate sand mining
along riverbanks and beds". But that case has not been heard yet.

In the meanwhile, by consensus, sand smugglers and black-market
traders have become the most powerful and well-connected criminal
mafias in the country, with ample political blessings. This "minor
mineral" is where easy money can be made in construction, the one
segment of India's economy that continues to enjoy an extended boom.
What is more, the Modi government has called for a trillion dollars in
new investment in infrastructure in the next five years alone: that
means three times more concrete, three times more sand, than is used
today.

In an industry already thoroughly saturated with illegality—manifold
labour malpractices, black money estimated to constitute 30% of all
transactions—buying truckloads of illegally-mined sand is an obvious
cost-cutter. After all, legitimate market prices have tripled in the
past five years, and continue to rise. Thus, there is a strong
probability every contractor in the country is buying illegally-mined
sand regularly, and it's a good bet that every builder in Goa is doing
it when possible.

Here, a broad, somewhat philosophical question could be asked. Does it
make sense to deplete delicate, irretrievable ecosystems for
second-home speculators, and grandiose white-elephant infrastructure
that lies empty most of the year? Just in Mumbai, 50% of new houses
that are bought stay vacant. And eight of the hugely expensive
airports India constructed in the last five years have not yet
received a single flight. Here in Goa, the extortionately costly
Lusofonia stadia steadily deteriorate, empty and unused.

The Sal, Tiracol, Chapora and Baga, Saleri, Talpona, Zuari and the
majestic Mhadei which cascades as the broad Mandovi towards the
Arabian Sea, all these ancient, tidal, rain-fed rivers are the
lifeblood of Goa, and define the geographic and social contours of the
territory's identity.

They are the water source, the mother of all irrigation, the once and
future transportation hubs. Almost all Goans live close to a river.
These waterways have incalculable value that absolutely cannot be
risked for obscure short-term gains, for some pocket-lining for a few
contractors with connections. It is highly irresponsible of Goa's
government to even consider legalizing the menace of sand mining.


[Goanet] Bicholim plagued by parking woes

Bicholim: Bicholim has been facing traffic problems for the past
several years including a lack of adequate parking spaces and no
proper signboards. The failure in implementing the designated traffic
plan initiated on trial basis by the BMC chairperson Karuna Govenkar
and other councillors has resulted in haphazard parkings.

The ex-deputy collector Biju Naik had taken keen interest to improve
traffic system in the town. The spots for one way traffic, no entry,
no parking were identified and accordingly sign boards were installed.
The traffic police took the matter seriously for implementation but
within a weed the rules were forgotten.

The councillors had not taken the issue seriously despite residents
who had to undergo a lot of hard ship.  The main area to be identified
is parking space for two wheelers, four wheelers, motorcycles, pick-up
tempos and auto rickshaws. The auto rickshaws and motorbike pilots
have been allotted space at the KTC bus stand which lacks sufficient
space for parking of buses. This results in traffic chaos at the entry
and exit points of the bus stand.  The designated parkings are not
identified, however some spots near the town centre building, new
market complex, near Goa Bagayatdar bazaar are marked for parking
vehicles. However the space being inadequate and narrow roads have
resulted in traffic blockages.

The union government had sanctioned funds for widening of roads in the
town.  The funds were utilised by the Bicholim Municipal Council (BMC)
for parking of two and four wheelers. However, the insufficient width
on the roads has resulted in traffic chaos. During the Bazaar day,
most vehicles are parked in a haphazard manner and a police constable
along with home guard stationed in the market find it virtually
impossible to manage the area.

Another decision of the council to allot space for some of the vendors
in front of BMC new market complex which is reserved for parking of
vehicles has ruined the basic purpose of providing parking facility
for people visiting the market for purchases.

The issue of stray animals in Bicholim causing traffic blockades and
accidents on the road and highway is turning worse by the day due to
the lackadaisical attitude of the administration towards the issue.
The council has failed to take any measures against the stray cattle
menace in the town. A source has said that the BMC must cooperate with
traffic and police officials for strict implementation of the traffic
plan. Residents of the town should also obey the traffic rules for
smooth flow of traffic.

Vishwanath Dhawaskar, a cloth merchant said that the council members
have a biased attitude which has resulted in vendors using the open
space besides encroachments. He said that to get rid of such corrupt
practices residents must vote for sincere and capable candidates in
the Bicholim municipal elections.[NT]

[Goanet] Is the Goa College Principal's Forum and DHE WILLFULLY IGNORANT of the Goa University Amendment Act 2006

Please look at the attachment below and read it in the light of Clause 15 B
of Goa University Amendment Act 2006:


“Bar on University and its authorities – The Goa  University and or for
that matter any authority under the Goa University Act, 1984 (Act  of
1984), shall not have any powers to make any statue dealing with the age of
retirement or extension in service of any teaching staff or any other
employee of the University or any teaching staff or any other employee of
aided or non-aided Colleges affiliated to the said University if any such
powers stand conferred on any on any authority under the provisions of the
said Act, 1984, they shall, to the extent, stand repealed. Any statute so
made or existing shall, to the extent it contravenes any of the provisions
of the Goa University (Amendment Act,) 2006, be deemed of be void and of no
effect.”



But the director of education has issued a letter to the Goa University
dated 9/10/2015: “to request the University to amend the Statute 5A-6
immediately providing that the Vice Chancellor shall hold office for a term
of five years from the date on which he enters his office irrespective of
his/her age.” If this request has received the endorsement of the Atorney
General (see attachment), then it is a clear case wilful ignorance on the
part of these authorities.


Interestingly the original request is from the VC and it appears this is
also a case of wilful ignorance ("If there is knowledge that you could have
had and should have had but chose not to have, you are still responsible.")



And the Principal's Forum also appears to be willfully ignorant.
Incidentally it is touching that the Principal's forum chooses to appeal to
the DHE to enhance the retirement age of College Professors & Associate
Professors apart from themselves, the Vice
Chancellor and Registrar. I am sure that the College Professors and
Associate Professors will be suitably impressed by this touching gesture.

*NEW DELHI:* The AIFF U-17 Colts bagged what they had dreamt off. The AIFF
Academy cadets, deserving Champions of the Subroto Cup Football Tournament
were handed over the Subroto Cup Champions Trophy by KING Pele at the
Ambedkar Stadium in the Capital on Friday.



The AIFF Academy cadets came back from behind to rout Little Angels
Paradise Secondary School, Manipur 4-1 in the Final.



With KING Pele himself watching from the stands, the Indian Colts, playing
their hearts out making a spectacular comeback which will remain etched in
hearts for long.



AIFF President Mr. Praful Patel congratulated the boys on the feat.
‘Congratulations to the AIFF academy U-17 boys team on their emphatic
victory in the Subroto Cup final’ he tweeted from his personal account
@praful_patel moments after the final whistle.



The AIFF Academy cadets, who came into the final on back of a 2-0 win
against Indonesia, however, weren’t off to a good start as they conceded
one as early as the 6th minute.



Not to be deterred the Indian Colts mounted their own attacks shortly
after. In the 11th minute Edmund found Bedeshwor in an attempt to release
him on goal but the latter was caught by the rival defence.



Seconds later, the rival Manipuri Goalkeeper timed his onrushing to
perfection, thus denying Bodo from getting past him.



The AIFF boys by then were slowly taking over the reins and the crowd was
treated to some exquisite through balls.



After wriggling past the opposition defence, Edmund shot onto goal, but the
lanky forward’s shot was inches wide off the intended target in the 18th
 minute.



Eventually, the AIFF U17 Colts equalized in the 25th minute as Jaya’s
delicious cross-in, after a lung-bursting run was tapped home by Bodo as
both Teams headed to the interval tied 1-1.



Changing over, the Indian colts came close to taking the lead immediately
but Bodo’s shot went agonizingly past the goal. Seven minutes later, the
Colts were fostered a brilliant opportunity to take the lead as a whipped
in cross from the right flank failed to be converted by Bedeshwor with the
goal at his mercy.



With the Colts piling pressure and taking the game by the scruff of its
neck whilst dominating possession, attacks on the Manipuri defence came in
plenty. An Ashraf free-kick in the 46th minute of the edge of the penalty
box flew inches over the bar, after ricocheting off the Manipuri wall.



It was only a matter of time the AIFF colts scored and they did in the
54th minute
with style. Rahul Yadav unleashed a swirling shot from 25yards which went
past the Manipuri custodian.



Minutes later, the AIFF Colts doubled the lead -- this time Edmund slotting
the ball past the Manipuri custodian to give the Colts a two goal advantage.



A minute later, Edmund made it 3-1 and then, the AIFF cadets scored their
fourth -- Nijwm converting from the spot.



Thereafter it was all about patience for the Indian Colts and at the end of
time the score-line read 4-1 as the AIFF U17 Colts lifted the coveted
Trophy, that too from KING PELE.

It was  first mooted by the  then Congress party after imposition of
emergency. Indira Gandhi openly advocated the need for committed judiciary
 to protect themselves. The judgment has emphasized Indira`s statement to
legitimize their majority verdict by 5 to2, They have also rejected
further  reference, to an enlarged bench agreeing grudgingly only to
improve existing collegiums system, thereby admitting its deficiencies, In
strong voice the Act NJAC 2014 is declared as unconstitutional and void .
The UPA was not able to legislate on  the issue as it lacked confidence,
moral authority being continuously rocked by serious  scams, corruption
.The  BJP Govt. with its majority and image construction  brought in 99
amendment   for NJAC and which was ratified by 20 states The act had broad
political consensus, Parliamentary committees several commissions, public
debates. It does not appear that with opposition uncertainty in the
Parliament, BJP will burn its hands too soon on revival of the issue .It
certainly appears to be a confrontation between Judiciary and Executive and
remains to be seen how this conflict of primacy  wrested by judiciary and
converted into its prerogative will be resolved in near future. BJP has
called it setback to the supremacy and sovereignty of Parliament and defacto.
and de-jure subverted the Constitution to abrogate rights to itself .The
opposition tom toms  unbridled independence of judiciary fundamental to
 healthy, vibrant democracy with rider of  transparency, accountability and
responsibility It also suggests that it should not be viewed narrowly as
confrontation between two authorities It is also argued that flaws are
germane to any system, but the magnitude is what is to be considered and
rectified, Legal luminaries are also divided based on their political
affiliations and other hidden interests Nevertheless the constitutional
amendment should have been given a fair chance, before shooting it from the
hip and in view of legislative support But  the  learned judges opine that
NJAC would be disastrous to independence and delivery system with 2 CJI,
one law Minister and eminent person raising  doubts about the definition of
eminence. The balanced committee of 4 envisaged in NJAC is designed to
abuse of power either by judges or politicians Fortunately even in the
dissenting verdict, there is no room for ambiguity

Art 217 (1), 124(2)provided appointment by President after consulting
CJI,Governor
except for CJ and states CJ .The system was in vogue from 1950 till 1981.
In 1982 Sc reduced the role of consultation with Judiciary giving primacy o
Executive.A seven judge bench held that consultation did no  connote
concurrence and no primacy to to CJI as per constitution., Several
enlightened debates by  legal luminaries, legislators  followed on
distinction between consultation and concurrence. In  1993, in 7 to 2
judgment, primacy shifted to CJI  in appointments, transfers against the
spirit of framers of Constitution, but committee was now  enlarged to 4
members. Late Justice Verma accepted erring as a judge and routed for
consultation between judiciary and Executive.

It may be noted that in USA Supreme court judges are appointed by the
President and ratified by senate One has rarely heard of any bias or
partiality In UK, independent committee recommends to P.M , then forwarded
for approval of the queen

long ago. His programmes make one no wiser. There is no debate or
discussion. Every one on the panel speaks at the same time. Each one tries
to outshout the other. Arnab does not allow anyone to complete a sentence,
keeps interrupting, keeps posing questions without giving an opportunity
for an answer. Takes biased stands depending on his mood on that day. It is
a Circus where one watches only for entertainment and not for knowledge or
thought.

In the last few months the term “special status” keeps appearing in the Goa 
press.   What exactly is this may I ask?   Are we special at being 
spectacularly  good for nothing when it comes to family life or in 2015 just 
good for dancing, music and chasing money.   



For your information, the word “special status” for Goa has been discussed 
since 1543, approximately 472 years ago.   In a letter dated 20 October 1543, 
St Francis Xavier wrote to Father Ignatius Loyola to persuade the Pope in Rome 
to change the Lenten season in Goa mainly because people were not fasting.   
Had this been agreed all those years ago, Catholic Goa would be out of step 
with the rest of the world.     As you know, gospel readings on a Sunday are 
the same wherever you are today and cannot be changed  ….Just saying and 
sharing with you information on our DNA past and present. Timing is everything. 
 Even today examples like World Goa Day which is the 19/20 August is celebrated 
by our people around the world in different months according to weather and 
hall availability.    If people were not given a time to get to work they may 
never turn up at all.
 
I give below an extract from page 141 of the above mentioned letter which is 
from the book The Life and Letters of St Francis Xavier by Henry James 
Coleridge.  This letter is dated Goa Oct 20,1543 to the Father Master Ignatius 
of Loyola from St Francis Xavier 
Quote
And, as I said before, in the season of Lent all the troops take arms and go on 
board the vessels for a sea campaign, and the merchants in like manner are in 
perpetual motion to and fro.   For the Portuguese here, having greater command 
of sea than of land, are engaged in commerce, and support themselves and their 
families thereby.   Thus, what with the excessive heat which I speak of, and 
what with the almost continual voyages of the Portuguese, Lent is disregarded 
and few persons observe the law of fasting.   The Governor has charged me to 
lay all these facts carefully before you, and to beg of you in the name of God, 
that if such a thing be possible, you will get the Pope to change the time of 
Lent in these parts to the months of June and July, at which time of year the 
heat begins to relent, and there is much less navigation, on account of the 
roughness of the sea.   So the milder temperature would make it easy for most 
people to fast, and the return of Lent at that time would be a sort of 
remainder, and they would then easily obey the precepts of the Church as to 
confession and communion.   This measure is one which seems of the greatest 
importance for the service of God, unless you see any objection to it.   The 
Governor entreats you earnestly not to let anything that can be done in this 
matter be left unattempted through any want of exertion on the part of his 
advocate.   You will be rewarded for your trouble by the gratitude of all the 
inhabitants of these countries and you will have a share in the fruits of the 
divine worship and the merits which will be acquired in consequence of all 
those graces.

Academy’s triumph in the recently concluded Subroto Cup where they lifted
the Trophy from the hands of KING PELE, little did they understand that the
seeds for the same were sown four years back as part of AIFF’s Academy
Programme.



In an exclusive interview, www.the-aiff.com catches up with AIFF Technical
Director Scott O’Donell on relevant issues concerning Youth Development in
the Country.



In the first of the three-series interview, O’Donell reflects on the
significance of the triumph in the Subroto Cup, the reason for fielding a
Team in the Tournament, the scouting process from the Tournament and much
more.

*It’s always maintained that Youth Development is never about results. So
what significance does the triumph in the Subroto Cup have?*



It is always nice to win but it should not be the priority in Youth
Development. I said to the boys before the game, that if they play the way
we know they can play, then the result will take care of itself.



Winning the Subroto Cup was very pleasing for Floyd and the boys but for me
the experience of playing in a competition and playing the final in front
of such a big crowd and particularly in front of Pele, was extremely
beneficial for the boys.



*What was it about playing in front of fans?*



If they are going to become professional Players they have to learn to cope
with the pressure of playing finals, of playing in front opposition fans,
etc. That is also part of their development.



*Why did you enroll the Team in the Subroto Cup? What played on your mind?*



We wanted a Competition for the boys to play in and also wanted to test
them against other Teams across the Country. Remember, most of these boys
were selected three years ago but due to infrastructure problems at
Bangalore Stadium, they didn’t commence training until one year later.



Then due to the planned renovation of Bangalore Stadium, again the
Programme was disrupted. But now they have now been settled in Goa for the
last 10 months, we are now focussing on preparing for the U19 AFC
Qualifiers in 2017.



*What did you say to the boys?*



I spoke to the boys before our first game against Bangalore and told them
that this is the chance to show me and the Coaching staff that they deserve
to stay in the Academy. They were up against Teams that wanted to show us
that they are better than our current lot. That was their challenge and I
am happy to say that we have identified some very talented Players and will
be looking forward to seeing them in the coming months.



*AIFF had placed their scouts in both the age-categories in the Subroto
Cup. Does AIFF have specific plans for the boys whose names have been
jotted down?*



We have had our scouts present throughout the junior and sub junior
categories of the Subroto Cup and plan to call up those boys identified for
trials. We are particularly interested in the 1999 born boys for the next
U19 team and 2002 born boys for our next U16 squad, but like our different
age group Academies, the door will always remain open. We are always
looking for better Players to strengthen our squads.

certain citizens above the law.

The GBA reiterates that the IPB policy can fit well into definitions of
existing State Acts, especially the Regional Plan and does not need to
override anything, least of all the jurisdiction of courts.

*UNCONSTITUTIONAL PARAGRAPHS -*

They are itemized below and need to be removed immediately.

*1 - Overriding all centrally mandated State Acts with regard to land
distribution, by-laws, policy and governance, which includes the Regional
Plan. *

*2 - Protection of members, no courts have jurisdiction over suits filed
with respect to IPB Act.*

Overriding constitutionally mandated Acts as well as keeping a group of
citizens above the law is not acceptable, and your office is responsible to
check such unconstitutional Acts from being legislated. These are clauses
that come into effect during a national emergency.

Shockingly, the new draft bill for *"Regularisation of Unauthorized
Structures and Encroachments Act, 2015" *is another that seeks to repeat
these clauses.

We wish to officially bring this to your notice for action as Chief
Secretary of State, and as evidence that we as a concerned group
representing civil society has informed your office of the same before
pursuing any other avenues.

These clauses need to be removed with immediate effect from the IPB Act, as
well as from any draft Bill that seeks to do the same.

to an audiovisual presentation by Udaya Lakshmi of The Arrival by Shaun Tan
on Friday , 30 October at 6.00 pm followed by a discussion.

The Arrival is a graphic novel by Australian author, Shaun Tan. Published
in 2006, the book tells a sepia-tinged migrant story through a series of
photo-realistic images. The unique challenge of reading this visual book is
in discovering the clues used to tell a universal tale of struggle and
hope, unfettered by words yet shared in its experience.

Udaya Lakshmi is a communications professional with a weakness for the
visual arts and stories in any form. Graphic novels (and very select
comics) remain her worst indulgence on an out-of-control bookshelf.

appoint judges to the higher judiciary, government today questioned the 
transparency of the old collegium system which has been revived with the 
verdict.

Comment: 

While it is quite right to question the Transparency or lack thereof of the 
'Collegium System' of appointing Judges to the Higher Judiciary,  the Govt's 
argument of Parliamentary Sovereignty is flawed.

Does this mean that IF Parliament tomorrow enacts a new law(say) BANNING the 
consumption of Fish  and Dal except on First Fridays, would that 'Parliamentary 
Sovereignty' mean that the Courts could not overturn that Law?

And What about the Separation between the three pillars: Executive, Legislature 
and Judiciary and the need for Checks and Balances?

Luís de Menezes Bragança (Konkani: लुईझ दॆ मॆनॆज़ॆस ब्रागान्सा; 15 January 1878 
– 10 July 1938), alternatively spelled as Luís de Menezes Braganza, was 
a prominent Indian journalist, writer, politician and anti-colonial 
activist from Goa. He was one of the few Goan aristocrats who actively 
opposed the Portuguese colonisation of Goa. During his lifetime, Menezes 
Bragança was widely hailed around the Lusosphere (Portuguese speaking 
world) as "O Maior de todos" ("The Greatest of all [Goans]") and in the 
Indian mainland as "The Tilak of Goa".

This is wishing our dear friend Rohidas (Daad) Dessai all the very best on
his 75th birthday today. A freedom fighter, Dadd has always been very
affable, gregarious and a down to earth person ready to always reach out
helping the needy.


After initially running the Ritz Restaurant near the Panjim Municipal
Garden, Daad later started the Ritz Classic in the city and more recently
yet another Ritz Classic at the Patto Plaza.


Unlike some politicians who have risen from rags to riches, Dadd has toiled
for everything he has been able to attain in life by his sheer hard work.


Long live our Dadd.  A true and living role model on how an ideal citizen
should be.

[Goanet] POLITICIANS SHOULD LAY THEIR HANDS OFF THE JUDICIARY

Justice V.R. Krishna Iyer had said “Even so, the creed of judicial
independence is our constitutional ‘religion’ and, if the executive use
Article 222 to imperil this basic tenet, the Court must ‘do or die’


So the Supreme Court of India has rightly nixed the National Judicial
Appointments Commission (NJAC) which was proposed by the Narendra Modi
government to craftily encroach and undermine the independence of the
judiciary.


If the Judiciary is reduced to a mouth piece of the government, the Courts
will lose all relevance and end up as dens of chicanery and jugglery. The
Judiciary should never be manned by persons who are tilted or aligned to
any political party. Judges should have the spine to crack on illegalities
done by all politicians, regardless of how high positions they hold. It has
to be ensured that judicial accountability is maintained at all times with
all judges conforming to the highest standards of uprightness and integrity.
If Judges cannot independently balance the scales of Justice, the temples
of Justice become pointless.


The current Collegium mode is the safest and surest way to preserve the
Independence of the Judiciary but it cannot continue being reduced to a
cabal. It cannot be a very secret club with the proceedings not being a
public record. This veil of secrecy is untenable and must go. The colleguim
system must be given a constitutional status with all its deliberations
being very transparent and brought within the ambit of the Right to
Information Act.


Caroline Kennedy had very rightly said “The bedrock of our democracy is the
rule of law and that means we have to have an independent judiciary, judges
who can make decisions independent of the political winds that are blowing”
