Sir, I read your articlePolice brutality and the protction of human 
rightson Sunday 18th December, 2022.The Police Act, 1861 vests the 
superintendence of the police directly in the hands of the political executive 
i.e the state government. At the present time, the Head of Police (Director 
General/ Inspector General) enjoys her/his tenure at the pleasure of the Chief 
Minister. S/he may be removed from the post at any time without assigning any 
reasons. Such a state of affairs has resulted in wide-spread politicisation of 
the police where increasingly, allegiance is owed not to the law but to the 
ruling political elite. The pervasiveness of this influence over the rank and 
file, as much as senior police officers in ways that are not keeping with 
police regulations means that there is lesser obedience to the law, chain of 
command and established procedures.

*7 KONKNNI MARTYRS MEMORIAL FUNCTION ON 4.09.2021*

The Kuwait Konknni Mogi (KKM) and Kuwait Konknni Kendr (KKK), both the
Konknni organizations which were instituted in Kuwait, and working actively
to promote and nurture Konknni in Romi script through its activities, has
renovated the historical 7 Konknni Martyrs Monument, in Agassiam Church
area. The 7 Konknni Martyrs Monumenr was was erected under the leadership
of Agassaim villager, who was working in Kuwait, and well known as late
Shaikh Agnel 34 years ago. Since the Monument was not maintained all these
years, it was seen that the Monument erected to remember and pay respect to
those who have laid down their lives for Konknni, was in a dilapidated
condition. Seeing the historical Monument in such a decrepited condition,
the KKM thought of renovating the same. As KKM took the intiative of
renovating the Monument, the famous Kuwait Konknni Kendr (KKK) came forward
to finance the full renovation work.

Accordingly, the 7 Konknni Martyrs Monument has been renovated, with the
financial help from KKK.

The re-inauguration will be held on 4th September, 2021 (Saturday), at
10.15 am, in Agassaim, near 7 Konknni Martyrs Monument.

The President of KKK, Elvino bab Rodrigues will be the Chief Guest for the
function.

Konknni lovers and well wishers as well as villagers, and people from
neighboring villages are requested to attend the function.

An Emergency Meeting was convened by Jagotik  Konknni  Songhotton (JKS), on
July 8, 2018, at Kalangann, Mangalore, to discuss the issue of – ‘Census
2011 registering a decline in the number of  Konkani speakers, in
comparison to the numbers of 2001’.

60 delegates, representing various organisations of various regions,
including one each from Saudi and Dubai, participated in the deliberations.

The following Speakers presented their point of view – Dr. Pratap Naik
(Scholar & Researcher), Goa, Dr. Devdas Pai (Ex-Registrar – Karnataka
Konknni Sahitya Academy - KKSA ), Mangalore, Narayan Kharvi (Ex-President –
KKSA), Kundapura,  Jose Salvador Fernabdes (President – JKS), Goa, Com.
Muneer Katipalla (Representing Byari Language), Katipalla, Paul Moras
(Researcher/Writer), Mangalore, JaisonSequeira (Poet/Singer/Composer),
GurpurKaikamba, Lingappa Gowda (Kudmi Writer/Activist), Neerkere, and
Arunraj Rodrigues (Actor/Playwright/Director) Mangalore. EshanFernandes
(Student), Al-Ain, (his point of view was placed before the gathering).

The speakers as well as the participants were unanimous in their answers to
the questions discussed. They concluded that –

(a) The Census figures do not truly represent the real numbers of the
Konknni people.

(b) The downslide reflects the decline of Konknni.

(c) More than the government and the people, the leaders of the Konkani
Movement are responsible for this situation.

(d) To redeem Konknni from this quagmire, the following was decided –

1.“VISION – 2021” (A massive Awareness Campaign among all Konknnis of every
region to be undertaken, to ensure that the 2021 Census will register a
remarkable increase in our numbers).

2. Jagotik Konknni Songhotton (JKS), at its Global Assembly on the 26th of
August, 2018, to chalk-out the plan of action and also to ensure its
implementation.

 Here are some areas, I believe, in which Society needs to change instead
of just being Disorderly:

1: Men and Women truly believe that Marriage/Partnerships work best when
both parties Help each other out.

2: Both parties work sensibly within Budgets, instead of just spending
Money (His or Hers).

3: Mothers and adult daughters develop close advisory and mutually
respectful relationships understanding that each will make errors.

4: Mothers treat the daughters with the same deference as they treat their
sons.

5: Mothers-in-law treat their daughters-in-law with mutual respect and
not as 'additional help for household chores'.

6: Mothers do not support Dowry demands or Force their daughters to marry
men they do not wish to.

7: Mothers do not support "Honour Killings", Genital Mutilation or Enforced
super-conservative attire.

Sodear WomenA lot of this is in your hands. Don't just protest and
hold slogans, DO Something. (Yes, the above list is only partial).

Those who believe Women are not oppressors of other Women (especially
within their own family or work place)...Think again. Look at the record of
Female leaders of countries or even organizations. Ask women IF they would
prefer to work with Female bosses or Male bosses?

Wino and Whino were debating which was worse: Excessive Wining or Incessant 
Whining.

Unable to come to any resolution, they decided to consult a well known doctor.

They each argued the benefits of their respective Passion ( or Predicament, if 
you will ). One argued that Wine was proved to be good for health, the other 
argued that Whining helped him feel better.

The doctor advised against too much of anything; Too much Wining was harmful to 
the liver, and Chronic Whining was bad for everything including the ability to

So, the doctor listened to the two of them for an additional hour and charged

I cannot disagree with Roland's assessment of Much of the train stations he 
refers to. However, I'd submit that his (above) view of KEM hospital (while GL) 
was likely to be there is quite incorrect.

From my knowledge, KEM hospital ( never mind the surroundings) was very clean 
and the patient beds had fresh sheets ( with KEM Hospital ) on them. They were 
changed daily. 

BTW: the weaving was done at the Thane Mental Hospital.

was going through a similar problem. She is visiting from abroad and has
not (for security reasons) carrying vast sums of money on her person. She

Health Care: Why US does not have an UK type NHS ?
(A question asked on Quora - I praphrase. The following is the answer I put 
forth)

The history of the origins of the UK NHS is worth reading. I believe that antes 
1945, there was a night and day difference between the care a few people 
received v that received by the vast majority. The NHS reportedly was excellent 
for the first 35–40 years. Then, it started to fall off the wagon. My personal 
experience with any enterprise (eg medicine) is that those who are 
professionally trained in medicine should lead the health care delivery. 
Patients do not come to seek advice from Administrators and Business Managers. 
The latter two are important but usually mess up the system when placed in 
charge. For obvious reasons, human beings and numbers are on different 
wavelengths. Any attempt at confusing the two necessarily destroys Patient 
Physician relationship and leads to a myriad of problems. Also worth lookin are 
the relative costs of hospitals top heavy with administrators.

The US has excellent health care facilities. However, for many reasons 
including fear of malpractice lawsuits, the demand for cutting edge imaging et 
al technology and the huge margins in prescription medications, health care has 
become very expensive.

The possible solution is (1) To provide reasonable quality of health care (like 
that still being provided in many European countries) to those who are unable 
to afford the exorbitant health insurance premiums, deductible, copays and 
other restrictions that Insurance companies impose on clients. They, by their 
very nature, are in the business of making money. They will make it one way or 
another. And when they are unable to do that, they will leave the market and 
leave their former clients to fend for themselves. (2) To negotiate bulk prices 
for prescription medications (3) Look at the New Zealand ‘no fault’ malpractice 
compensation system. Sure, the trial lawyers will jump up and down BUT, they 
will get used to it, like they did in New Zealand.

Those patients who wish to see their personal physician ( or dine at a 5 star 
place ) should have the freedom to do so.  Talking about dining options, the 
solution to so many folks going hungry at night, is not to force ALL 
restaurants to convert to fast food joints under administrators with No 
experience in the culinary field, with ‘food insurance’ or even a single payer. 
Is it ?

Under normal circumstances, VJP, it would be  reasonable to expect that. Sadly, 
the whole process of recruitment a la 'vozonn' is a deterrent to such a 
reaction.  

It is my impression that there is NO rapport between the police and the Goan 
populace. The problem possibly originates at the top and filters 'down ticket'. 
Not very sure what the training and backgrounds of the rank & file and the top 
brass are. Watching videos of their actions against non-violent Goan protestors 
hardly justifies any hope in a 'Police Parivartan'. Besides, it is highly 
unlikely that the average Goan will protest en masse in favour of the 
police.and the politicians are quite aware of that. They just might believe 
that they themselves might be lathi-charged by the very police they are 
peaceful protesting in support of, and that some of the protest leaders might 
even be Bismarked !

A lot has been rightly made of the unhygienic 'kitchens' in which the food for 
the police was prepared. Aires and GHRC are quite right to raise cane about it. 

The operative QUESTION is : Are Goans who frequent the various Eateries all 
around Goa provided with food cooked in any better surroundings?

My early childhood in Poona provided me many valuable lessons esp wrt the

groom's family. 

My early visual (commentary from my parents...overheard) was that of the 
Marwari money lender coming to the 'assistance' of the desperate parents of the 
bride for a "nominal" interest of 25% p.a. The hapless 'parents of the bride' 
remained indebted to the Money Lender for the rest of their lives ! .unless 
someone got a cash generating govt. job or 'went to the Gulf'.

It is good that our family has not been touched with the scourge of either 
evil. May it stay thus in the future too.

this the most important story that is being given prominence and are other more

I am very happy that you are able to watch Fox News through the day, BBC and

technicians and quality of the machines.

I am a cautious person. I do not make pronouncements based of the
statements of others... in another country with different sets of
individuals and machines. Hence, I thought that the pronouncement from Dr.
Shekhar Salkar was unwise, especially as he is not a research scientist. It
was a counterproductive statement which appeared to be 'matlabi' in nature,
even though they may not have been.

BTW: I also do NOT 'carte blanche' accept the pronouncements (on this

in order to get PAID,  and what information (do) you  place on it, albeit
in the form of numbers aka ICD codes"?

Mervyn responded: No patient has to deal with paper work to get treatment
in Ontario. The only time I had to deal with paper work was when someone in
Goa requested it.

I am perplexed here. Do patients in Goa have a Right to Medical
Confidentiality? IF so, HOW on earth do we have Aires Rodrigues making all
these statements about the health of patients admitted to GMC?

I understand why Aires states that the 'health prognosis' of a 'brain dead'
person 'MAY be gloomy' . He is obviously clueless about ''medical matters'
- unless English is a difficult language.

Now to the matter of Mr. Parsekar's "LIE" !

My questions are (a) What is a LIE? (b) What is the meaning of the term
"Stable"? - especially when spoken by a politician? (c) Did / Does Mr.
Parsekar have the Right to violate Mr. Wagh's Right to Patient
Confidentiality ? or Is there some Exclusion clause which applies to
politicians?

I believe that Dr Falcão is on the right track.

However, I'd give Aires the opportunity to explain himself.i.e WHICH Vital
and critical treatment did Mr. Wagh miss out on while at GMC.?

Of course, IF Aires merely 'mis-spoke' from his hip...He will not respond
to this.

Andwe will understand.
