on 18th March 2019 at Miramar beach next to Dayanand Bandodkar Samadhi or 
memorial.
Chief Minister's mortal remains were kept at Kala Academy for  public to pay 
last respect from 10.30am to 4.30pm.

Manohar Parrikar died of Pancreatic Cancer which was first  diagnosed in Mid 
February 2018

It is good that Chief Minister Manohar Parrikar has finally resumed work at
the Secretariat at Porvorim. But the huge inconvenience that is caused to
the travelling public while his convoy cheats its way from his Dona Paula
residence via Bambolim to Porvorim and back needs to be avoided. Halting
all traffic while Manohar Parrikar’s convoy moves on is unacceptable and
very offensive. The Chief Minister should understand the plight of the
people and not travel especially during peak hours further burdening the
motorists for whom travelling is already a nightmare. If only Manohar
Parrikar travels like the common man he would realize how bumpy and chaotic
commuting on Goa roads is.

Before becoming Chief Minister Manohar Parrikar had vowed not to use the
police escort jeeps. But now he is using not only two but three. These
police jeeps and the huge battalion of constables should instead be used
for policing the streets of a very anarchic Goa.

Chief Minister Manohar Parrikar should stop fooling the people of Goa.
Instead of all these stage managed photo stunts, the Chief Minister should
as usual attend the State Level Liberation Day function at Panaji on 19th
December and prove that he is physically and mentally capable of governing
the State.

It will soon be a year that Manohar Parrikar has been inaccessible to the
public. Goa has been without a Chief Minister and Panaji without an MLA.
This unprecedented state of affairs cannot continue any longer as Goa is
suffering while Manohar Parrikar is selfishly and shamelessly clinging to
the Chief Minister’s throne hoping that he will get a ‘Statue’

In the current scenario, if the BJP was in the Opposition they would have
raised a hell of a ruckus over an absentee Chief Minister. What is Good for
the Goose is Good for the Gander.

The Bombay High Court at Goa has very rightly sought by this Friday a reply
from the Goa Government to the Public Interest Litigation seeking a health
bulletin on Chief Minister Manohar Parrikar’s factual health condition.

There can be no secrecy on Manohar Parrikar’s health. The people of Goa are
entitled to know his true health condition, more so because the tax payers
have already coughed up around a whopping 14 crores on his health care. We
need to know whether Manohar Parrikar is physically and more importantly
mentally fit to continue as the Chief Minister of Goa.

It is very disgraceful that Manohar Parrikar is shamelessly clinging on to
the Chief Minister’s Chair so that he is guaranteed of his Statue. But with
Manohar Parrikar having allowed the concretization of every space
available, his Statue if any would have to be atop of either the new
Mandovi or Zuari bridge which is under construction or possibly on on one
of those many Casinos which Manohar Parrikar on account of his greed for
money has allowed to flourish while polluting the River Mandovi and
corroding Goa’s fabric.

declared that the health of Chief Minister Manohar Parrikar was very good.
So why the hell was he in hospital? And if he is fine why has he been today
airlifted to the All India Institute of Medical Science in Delhi. And if
there was medical treatment available in Delhi why were all those
taxpayer's crores of rupees squandered in taking him to New York.

No wonder the public do not believe the cock and bull stories of the
politicians.

Instead of graciously steeping aside, Manohar Parrikar is desperately
clinging on to the Chair and possibly is hoping that he will die as Chief
Minister. With all his sins of commission and omission, he should not
expect to be beatified. He has left Goa in a very sorry state of affairs
and owes Goa and Goans an apology.

Let us pray that the post Manohar Parrikar era will be one of Hope.

The reported decision by Manohar Parrikar to finally quit as Chief Minister
is a very great news for Goa and Goans. Infact Manohar Parrikar should have
heeded the medical advice given to him earlier this year and respectfully
packed his bags instead of through his cheap politriks desperately clinging
to that Chair.

So now the BJP stands totally exposed after having last week publicly and
very falsely claimed that Manohar Parrikar was fine and was even monitoring
the affairs of Goa around the Clock from New York.  What a blatant lie,
something the BJP by now are known for.

If Manohar Parrikar had graciously quit earlier he would have salvaged some
self respect which he has now absolutely  lost after over the last many
months having acted absolutely unconstitutionally and selfishly to the
detriment of Goa and Goans.

Manohar Parrikar has to be held accountable for all his acts of Omission
and Commission during his last few years as Chief Minister while he allowed
our Goa to be merrily looted and plundered. Infact Manohar Parrikar will go
down in history as Goa’s most ever corrupt, communal, casteist and
vindictive Chief Minister.

Mr. Manohar Parrikar, thank you for allowing Goa to finally move on, but
your successor will have a hell of time clearing the sheer mountain of mess
you have very high-handedly left our State in.  God and Goa may never
forgive you.

After so many missed dates and deadlines, let us hope that Chief Minister
Manohar Parrikar finally keeps to his assurance made in the recent session
of the Goa Legislative Assembly that the Casino Policy would be announced
by 31st August.

While as the Leader of the Opposition Manohar Parrikar had vociferously
branded Casinos as a “social evil” and had called them "dens of vice".
While spearheading that agitation against Casinos, Manohar Parrikar had
vowed to make sure that all Casinos were thrown out of Goa if the BJP came
to power. But in a dramatic U turn in March 2012 after usurping power, the
BJP has gone all out to promote, shield and increase the number of Casinos
in the name of promoting Tourism. Goa has been always a known tourist
destination without being converted into a Las Vegas. Due to lack of vision
and sheer greed of those in power, Goa’s Tourism industry is today in
shambles and dire straits with quality and high-end Tourists keeping away
from venturing into what was once the Paradise of the East.



Manohar Parrikar while branding the revenue from Casinos as “bad” money had
declared in the Goa Legislative Assembly that the revenue from Casinos
would be kept in a separate account and utilized only on homes for the aged
and those suffering from Alzheimer's. On that revenue earned by the
government from Casinos, Manohar Parrikar had firmly stated "We don't want
to use that money to buy computers for students. We don’t need that money
in the budget”. Addressing the Goa Legislative Assembly on 7th August 2012,
Chief Minister Manohar Parrikar had also categorically and confidently
stated that he did not require the revenue from Casinos for Goa’s
developmental works.



On 10th October 2013 Chief Minister Manohar Parrikar had assured the Goa
Legislative Assembly that all the Casinos would be removed out of the River
Mandovi by September 2015. in the River Mandovi. Does the government have
to be told the definition of off shore?



Ironically the RSS which sets and gears the agenda for the BJP is known to
be against gambling but their now convenient silence on Casinos is
deafening.  The BJP has fallen in passionate love with the Casino brigade
who are now getting the government’s abundant patronage and overwhelming
support. For the dismal number of jobs created for Goans by Casinos, the
overall damage that is being inflicted to the State is irreversible. While
the BJP is feasting and making merry with the abundant moolah flowing from
the Casinos, Goa has sadly become the country’s gambling hub with the
allied vices of Prostitution and the Narcotics trade also flourishing by
the day while the Crime rate is on a steep rise.

The BJP has time and again humiliated the Mapusa MLA Francis D’Souza. Over
the years he has been blatantly humiliated by the saffron brigade and
consistently politically undermined, despite his unflinching loyalty to the
Party. Last year after having dished him unwanted crumbs and leftovers,
Manohar Parrikar is now keen to displace the Mapusa MLA.

On account of his loyalty to the BJP, Francis D' Souza had to even endure
flak and wrath of the Church after claiming to be a Christian Hindu.

Being the then Deputy Chief Minister he should have been the obvious choice
to Chief Ministership in November 2014, when Manohar Parrikar moved  to
Delhi. And in March last year, to rub salt into his wounds, Francis D’Souza
was relegated to number 4 in the cabinet with the meagre Urban Development
portfolio.

The conduct of the BJP towards the altar boys only shows that they value
them no more than toilet paper. Less said the better on how in October 2000
then BJP coalition Chief Minister Francisco Sardinha was dispatched on a
voyage to see the Kangaroos in Australia and was here very unceremoniously
and deviously unsaddled from the throne.

More recently after having vowed to carry on Matanhy Saldanha’s legacy, the
BJP has reneged on everything he stood for. Even Alina Saldanha, despite
being the lone lady MLA, was craftily kept out of the cabinet. The BJP’s
deceitful saffron agenda is now in the open and there for all to see.

That the now very rancid Chief Minister Manohar Parrikar has also lost his
mental equilibrium is clear from his recent statement that  ”fringe issues
are overtaking the main ones as 5% of people who are evil-minded are
creating problems and are the most vocal trying to influence others”

Manohar Parrikar fails to realize that across Goa there is widespread anger
and discontent against this government and the BJP.  At the 2017 Assembly
elections despite all its manipulation, the BJP was reduced from 26 to 13
MLAs. With the utter disgruntlement all around, if Goa goes to polls now
the saffron brigade would struggle to even win five seats. And that is the
ground reality.

Do we need to remind Manohar Parrikat that as the Leader of Opposition he
had protested on almost any and every issue being part of various public
protests by even forcibly blocking major roads and even the Highways. He
used the activists and NGOs to rake up all sorts of issues against the then
government but once in Power turned his back on them all. After becoming
Chief Minister he displayed zero tolerance to any sort of protest or
agitation while wanting everyone to be at their best behavior and remain
silent spectators to the misdeeds by his government.

Manohar Parrikar had earlier vigorously used the Right to Information Act to
unearth the wrongdoings of the earlier regime but as Chief Minister he has
stifled and strangulated the implementation of the very Transparency law
while running his government under a cloak of secrecy. The bureaucrats
today have become caged parrots of the Ministers. There is no Freedom of
Press with even the Judiciary not spared with judges intimidated and
coerced to toe the government line or face the wrath.

After all that flooding and chaos that Goa’s capital city witnessed this
week, do we need any further evidence that the RSS indoctrinated Manohar
Parrikar has only fooled the people of Goa and the voters of Panaji in
particular.

The Panaji Constituency which includes Ribandar sadly remains a decaying
and sinking city despite Manohar Parrikar having been its MLA for over two
long decades, thrice the Chief Minister and even being the Defence Minister
of the country. With all the power at his hands, Manohar Parrikar could do
nothing for our State and his Panaji constituency. Couldn’t even clean up
the city’s stinking St Inez and Rua de Ourem creeks.

Manohar Parrikar has allowed Panaji and Goa to plummet while he has minted
a fortune for his family to merrily feast on for generations. Less said the
better on how his partners in Crime like Siddharth Kunkolienkar have risen
from Rags to Riches raking the moolah galore and now even not sparing that

Now that Chief Minister Manohar Parrikar who is also our MLA is back, he
has to attend on a priority to the long pending problems faced by Ribandar.
Though Ribandar is part of the Corporation of City of Panaji (CCP) but as
far as overall development and civic amenities are concerned Ribandar
remains utterly neglected and in a decaying state despite the very high
municipal taxes we pay. Even some villages in Goa are much better off.

Ribandar has for decades been demanding a football ground, a community hall
and a proper market but it is very anguishing that these long standing
demands of Ribandarites are yet to be fulfilled. We do not have a
Children’s park or a garden nor a public library and there is lack of
proper sanitation with garbage strewn all over. Erratic power and water
supply has been the order of the day. And for the Fonduvem Ward of Ribandar
even the dead are denied of a proper crematorium to Rest in Peace.

In August last year amongst a mountain of other assurances, Manohar
Parrikar while luring us for votes during that by-election had promised the
residents of Ribandar that he would ensure that within three months Medical
services are made available at the old Goa Medical College Hospital in
Ribandar. But that has not happened. Our Ribandar cannot continue being
stuck in the dumps. And that too despite being in the Chief Minister’s
Constituency.

will be recovered. The current very partisan probe is an exercise in
futility which will only further drain the State Exchequer and be a
criminal waste of judicial time.  Less said the better on the credentials
of that Special Investigation Team (SIT) which is geared and manipulated by
the BJP with police officers of doubtful integrity on board.


Vedanta Group-owned Sesa Goa Ltd, one of the main company indicted by
Justice MB Shah Commission in the Rs 35,000 Goa crore mining scam has been
deviously left out from being under the scanner of the SIT only because
Manohar Parrikar's side kick Atmaram Nadkarni is the legal Messiah for
Vedanta.


And that mining case registered by Manohar Parrikar himself against
Vishwajit and Pratapsingh Rane is set to be now closed after the Junior
Rane joined the BJP.


That mining plunder of Goa which accelerated from the year 2000 has been
an all party venture and loot with the Congress, BJP, NCP and MGP
having all feasted from the pie with Manohar Parrikar himself having also
been the Chief Minister of Goa from 24 October 2000 to 2nd February 2005.
And why has the SIT not sought the custodial interrogation of Manohar
Parrikar in this massive scam?

The one topic diaspora Goans do not write or talk about is the local elections. 
That is natural as most may not the needs and desires of the locals.  However 
some diaspora Goans do follow the issues (if any) of Goan politics.with

again on 30th May 2013 he reiterated that the Navy could be shifted to
allow Dabolim become a fully fledged civilian Airport. While in the
Opposition Manohar Parrikar had also repeatedly demanded that land
including that in Panaji given to the armed forces be immediately reverted
back to the State.



But the irony is that even after taking over as the Defence Minister
on 9th November
2014, Manohar Parrikar despite having all the powers in hand did not move
an inch to even get a square meter of land back.



Infact despite Goa’s scarce land, in a total volte-face Manohar Parrikar
has been volunteering to freely give away more land without keeping Goa’s
future needs in mind.



Over the years Manohar Parrikar’s skewed cheap politricks and rhetoric
theatrics have stood exposed. He is now well known for all his
U-turns, rampant Corruption, nepotism and abuse of power. Even his very own
mentor Prof Subhash Velingkar has publicly dubbed him as a master liar and
a most unworthy person. It couldn’t get any worse for the IITian who is now
nothing but rancid pickle. And the people of Panaji Constituency having
been duped by him for over two decades are now looking forward to the very

mouth of the Chief Minister of a State is even more damning. What does he
seek to convey to the common man about the judiciary? **His statement is
outrageous and displays total disrespect to the Majesty of the Court. That
the BJP which is geared and guided by the RSS ideology wants Goa to be a
dry State is another issue.*


*The recent March 31st highway liquor ban modified order of the Supreme
Court was passed by a bench **comprising** of Chief Justice Jagdish Singh
Khehar, Justice **Dr.** D.Y. Chandrachud and Justice L. Nageswara Rao. If
any review petition or application for modification is moved it will always
come up for hearing before these very same judges unless any of them has
retired.*


*So is Chief Minister Manohar Parrikar waiting for Chief Justice Jagdish
Singh Khehar to retire on 27th August this year? The other two judges have
a long way to go with Justice **Dr. **D.Y. Chandrachud retiring on
10th November 2024 and Justice L. Nageswara Rao on 7th June 2022.*


Any litigant and more so the Government must be sincerely honest to the
Court and make out a case to obtain the needed relief. And after having
slept over the issue for three long months, why should it now take another
three months for the BJP Government to move the Supreme Court? The now
power intoxicated Manohar Parrikar should mind his words and should not
have even remotely spoken of Bench hunting.

Manohar Parrikar should not forget that he had to once tender an
unconditional apology to the Bombay High Court at Goa when he was hauled up
for contempt.


As an officer of Court I will not abdicate in my responsibility in now
pointing out to the Supreme Court this contumacious conduct by Goa’s Chief
Minister Manohar Gopalkrishna Prabhu Parrikar so that the law can take its
own course for him having acted in clear contempt of the Supreme Court of
India.

In an attempt to keep the now politically dazed Goa Forward MLAs
entertained, Chief Minister Manohar Parrikar has over the last two weeks
repeatedly blurting the word ‘Goenkarponn’.  It now seems that Governor
Mridula Sinha is also singing the chorus, both not knowing the essence of
Goem, Goenkar and Goenkarponn.


For Manohar Parrikar all his politically geared double talk has over the
years been the order of the day. Fortunately, he can no longer fool the
people of Goa through his empty deceptive talk.


When he assumed office as Chief Minister on 9th March 2012, Manohar
Parrikar pointed out that Goa’s exploding migration population needed to be
quickly frozen.


In an apparent bid to seek and arouse passions over the issue of Special
Status for Goa, Manohar Parrikar had expressed concern that Goa was on the
brink of ethnic dilution as the uncontrolled migration into Goa was
diluting the State’s ethnic character.


"Unrestricted migration and whole-scale transfer of land is beginning to
submerge the unique Goan identity” is what Manohar Parrikar had exactly
said.


Mr. Parrikar had further stated that "The apprehension is that Goans will
become an alienated microscopic minority within their own State"


But as Chief Minister and later as Defence Minister he did nothing
whatsoever to preserve Goa’s identity. Infact the same deceitful Manohar
Parrikar in June 2013 amidst much fanfare inaugurated the Dawoodi Bohra's
residential colony at Socorro in Porvorim.


In his speech there Manohar Parrikar said “As 80% of your  community
members are into business, I would like to invite and welcome more people
from your  community to come to Goa" while assuring them all help in their
endeavours in Goa.


And now he has the audacity to display his fake concern for Goem, Goenkar
and Goenkarponn.

Cutting the hype: There wasn't really much to Manohar
Parrikar's stint as defence minister

With the Prime Minister's
Office holding much of the
reins, there wasn't much the
Goa chief minister could do.

After 28 months as the Union Minister of Defence, Manohar
Parrikar returned to Goa as its chief minister last week, a
post he had reluctantly vacated in 2014 when he was shifted
to Delhi after the Bharatiya Janata Party won the national
elections. Parrikar's departure from the Cabinet, after the
BJP staked claim over the government in Goa that saw a hung
Assembly, generated a flurry of fawning articles that almost
described him as the greatest defence minister ever.

But lost in the din of the largely positive coverage was a
dichotomy: if he was such a great defence minister, why was
Prime Minister Narendra Modi allowing him to leave for a
state that has only two seats in the Lok Sabha and barely
makes a blimp on national politics? Wasn't national security
much bigger than state politics, especially for a party that
has made nationalism its key calling card?

  There is little doubt that Parrikar brought fresh
  energy and a lot of integrity to the ministry that
  has usually been the hub of scandals for decades.
  But his purported achievements make for a rather
  boring, if not depressing picture. In short, there
  were a bunch of committees, some purchases, two key
  foreign policy agreements and some controversial
  statements.

Looking West

If there is any key achievement during his 28-month-stint at
the helm, it was the signing of the Logistics Exchange
Memorandum of Agreement, or LEMOA -- an agreement for close
military cooperation -- with the US in August. In many ways,
this was a major departure from India's foreign policy
objective to avoid any military pact with a foreign power.

The move was almost as much of a divergence as the decision
to invite the Japanese Navy to participate in the Malabar
naval exercises, that have been conducted with the US every
year since 1992. The fact that the Japanese and US share
India's concerns on China’s maritime ambitions was not lost.
Not only did this see naval ships from the three nations
exercise jointly but also its Naval Special Forces coming
together, setting a new bar to the annual effort.

But can Parrikar be credited with a foreign policy initiative
that, under the current regime, has largely been the preserve
of the Prime Minister's Office? Clearly, this was Parrikar
going along with a major policy shift towards increased
cooperation that has been crafted by Modi.

  This was also seen in the mysterious move to cancel
  the order for a 126 Rafale fighter aircraft from
  France and instead buy 36 at almost the same cost.
  This inexplicable move was announced when Prime
  Minister Modi was on a trip to France in 2015 and
  it is safe to assume that Parrikar was not in the
  loop when the announcement came.

There were a flurry of articles justifying this piecemeal
purchase of 36 aircraft when the Indian Air Force clearly
needed much more. In some ways, the Prime Minister's Office
had subsumed the defence and external affairs ministries, the
two departments it shares space with in South Block.

  This, to a degree, also explains the nature of the
  relationship Parrikar shared with Modi. The Goa
  chief minister was one of the first BJP leaders to
  openly support Modi as the party's prime
  ministerial candidate for the 2014 Lok Sabha polls,
  long before others ditched veteran leader LK
  Advani. Parrikar did it with conviction because he
  believed that Modi was the future. A senior BJP
  leader explained their relationship as follows:
  "There is a mutual respect shared by the two, and
  Parrikar accepts Modi as the clear leader, and was
  always happy to play a second or even a fourth
  fiddle to him, depending on what the circumstances
  were. This also worked well for the prime
  minister".

Technocrat in office

The fact that Parrikar was from the Indian Institute of
Technology, Bombay had added to his mystique even when he
took over the reins as the Chief Minister of Goa for the
first time in 2002. He was the quintessential technocrat who
would suddenly leave office in his Hyundai Santro to inspect
government works in different parts of the state. Parrikar
brought the same attitude to the defence ministry, which came
to be appreciated and resented at the same time. A number of
officials spoke about how Parrikar would often remind them
about his IIT heritage, especially when contentious issues
were under discussion.

  But a seasoned politician would have been able to
  navigate the defence ministry maze better. Instead,
  Parrikar remained angular on contentious issues. He

At Matanhy Saldanha’s funeral on 24th March 2012 at the St Thomas Church in

had publicly vowed to carry on Matanhy’s legacy and everything he stood for.
 But Manohar Parrikar miserably reneged on that pledge.


Matanhy must be rolling in his grave that his once trusted friend Manohar

The very first decision of the Goa cabinet today to appoint a very immature
Dattaprasad Lawande as the Advocate General smacks of utter nepotism and
contrary to the laid down law. Dattaprasad Lawande has been appointed only
because he is a very close relative of Manohar Parrikar’s side-kick the
notorious Atmaram Nadkarni. And that too, when the BJP led Government
already had their own man – a Senior Counsel Saresh Lotlikar as AG, now to
appoint a junior counsel as AG – would this not be clear to the naked eye
as to what runs behind the curtains? The Government has also lost sight
that the law requires that the Advocate General should be a person who
qualifies to be a High Court Judge.


The poor knowledged Dattaprasad Lawande’s first appointment as Additional
Government Advocate was the beginning for the looting followed by his
appointment as Public Prosecutor and then the Assistant Solicitor General
of India – all at the behest of Atmaram Nadkarni and was being paid
handsomely.


The Cabinet today should have asked for a list of the cases handled and
argued by Dattaprasad Lawande which have contributed to laying down of any
legal precedents which surely would not be available and it would be seen
that after entering appearances, Dattaprasad Lawande made disappearing acts
never to turn up at the final hearings of heavy matters.


The Supreme Court in a recent judgment (State of Punjab and Ors. vs.
Brijeshwar Singh Chahal and Ors) while holding that power in appointing
Government advocates must be exercised only to promote public interest has
held that the power cannot be exercised arbitrarily, whimsically or in an
un-canalised manner for any such exercise will fall foul of Article14 of
the Constitution of India and resultantly Rule of law to which the country
is committed. The Supreme Court has held that merit should be the sole
criteria while Government appoints its law officers.


By the way how did Vijai Sardesai and his gang who had vowed to be Watch
dogs of this government allow the cabinet to approve such a blatantly
nepotic and malafide decision? Is Atmaram Nadkarni wanting to remote
control the AG, as he found Saresh Lotlikar tough to handle?


Is this avenue as Advocate General being created to now push for the
elevation of Dattaprasad Lawande as High Court Judge? This is an utter
disgrace to the August post of the Advocate General which is being brought
to ridicule for selfish interests. May the Judiciary not succumb to saffron
pressures. Temples of Justice are last bastion for the common man seeking
Justice.

On August 7th 2008 Manohar Parrikar while in the Opposition had publicly
stated that it would be worthwhile to shift the Navy out from Dabolim and
again on 30th May 2013 he reiterated that the Navy could be shifted to allow
 Dabolim become a fully fledged civilian Airport. While in the Opposition
Manohar Parrikar also repeatedly demanded that land including that in
Panaji given to the armed forces be immediately reverted back to the State.

But the irony is that even after taking over as the Defence Minister on 9th
November 2014, Manohar Parrikar despite having all the powers in hand has
not moved an inch to even get a square meter of land back. Infact despite
Goa’s scarce land, in a total volte-face Manohar Parrikar has been
volunteering to freely give away more land without keeping Goa’s future
needs in mind.

Over the years Manohar Parrikar’s skewed cheap politricks and rhetoric
theatrics have stood exposed. He is now well known for all his U-turns, rampant
Corruption, nepotism and abuse of power. Even his very own mentor Prof
Subhash Velingkar has now publicly dubbed him as a master liar and a most
unworthy person. It couldn’t get any worse for the IITian who is now
nothing but rancid pickle. Amen

It was very appalling and virtually a national disgrace to see Defence
Minister Manohar Parrikar dozing off at the all very important Republic day
function in Delhi. It must be after all that hangover of his political
hara-kiri and loitering in Goa.

Instead of ably leading the Defence forces, Manohar Parrikar’s devious
focus has been to keep himself embroiled even in Goa’s petty municipal and
panchayat politics. Manohar Parrikar relishes inaugurating toilets, roads,
culverts, all and sundry while disgracefully lowering the lofty esteem and
honor the very high position that the Defence Minister entails.

And with the Defence Minister so often caught sleeping at even official
functions, how safe are our borders. This is something Prime Minister
Narendra Modi would have to seriously ponder on.

There you have a group of Admirals including the  Chief of Naval Staff, Admiral 
Sunil Lanba, and a retired officer of high rank dressed to the hilt for a 
ceremony that ranks as one of the most vital in the Indian Navy's history. In 
the same picture, we have Parrikar,  dressed casually in chappals (slippers) as 
if out for a Sunday afternoon stroll.

What sort of a person goes on board a naval ship as the senior most VIP wearing 
chappals, with an untucked shirt hanging out of his trousers?

It was not too long ago, that several goanetters wrote demanding an apology to 
Goans from the PM for his attitude to Goa's CM when the PM came down to Goa to 
inaugurate an estimated 400 crore MOPA project.  I saw the video!
The ire against Mr. Parrikar is justified.  But when I look at the photographs 
of Goan events, his attire is what majority of Goan politicans and Goans wear 
for formal occasions.
I think it is time that Goans decide they either want to move forward into the 
21st century or retreat into a state of mind and social attitudes - 
colloquially called 'back in the boonies'.   Frankly on occasion I have a 
problem figuring out that when I read posts of resident Goans.
These comments are not meant to offend anyone.  I will be happy to extend my 
apologies to anyone;  if the thrust of may message gets through. 
BTW -  Happy belated feast of SFX.  What happened to al those Goans who through 
out the year complain that their identity if being taken away by "bhaile."  Now 
is the time to show it off.

Is it really that difficult to understand that a dress code carries a
certain sanctity with it? In the armed forces, how you dress makes a major
difference. Each uniform has a role and is worn with a certain
unquestionable elan. It has a meaning, a certain sartorial arrogance that
is necessary for morale.

But it seems that Defense Minister Manohar Parrikar was not aware of this
when he showed up to commission INS Chennai, an indigenously designed
guided missile destroyer, in Mumbai on Monday. Photographs doing the rounds
on social media highlighted his casual attire, saying that he was dressed
in a 'sloppy, slovenly rude manner.'

Imagine, you go to commission a destroyer and end up 'destroying' the
ambience of the occasion. There you have a group of Admirals including the
Chief of Naval Staff, Admiral Sunil Lanba, and a retired officer of high
rank dressed to the hilt for a ceremony that ranks as one of the most vital
in the Indian Navy's history. In the same picture, we have Parrikar,

he been dressed ethnically, one could have probably accepted the open-toed
footwear; but sadly, that was not the case either.

When you go to a glittering ceremony where sailors are all lined up in
their glorious best, proud to wear 'INS Chennai' on their caps and are
cheering the commissioning of their floating arsenal and home, damn it
man!, the least you can do is honour them for their brief, shining moment
in the sun. Crisp marching, the sound of music and a chief guest in
slippers!

Even the ladies invited on board were advised not to wear high heels
or chappals.

This is not a grotesque version of the 'see what a straightforward guy I
am' approach. It is actually an insult of the armed forces as Parrikar
was conducting the ceremony to induct the third guided missile destroyer in
the Kolkata class.

Didn't anyone tell him about ethics, a code, a certain courtesy that you
display to the officers who are honouring you. How can you not dress
properly...or adequately.

This is not the first time he is doing it either. We have seen photos of
him taking a guard of honour as if he was strolling down Miramar beach in
Goa.

The point is that it is a big deal, it is really important and you are duty
bound by the numerous perks and privileges you get as the defence minister
– if nothing else – to rise to the occasion with grace and dignity.

Yes, there are those who will say, so what, it's okay, there are bigger
things in life. But disrespecting the armed forces cannot simply be ignored
because we equate it with being spartan and spiritually ascetic.

You are shabby sir and it is not done. And it is not as if your prime
minister is setting the low standard. On the contrary, Narendra Modi has
become sartorially elegant and raised the bar ever since he assumed office.
Suggest you do the same and follow your chief's example before your ship
sails away.

Until then, do not be derisive of our armed forces and their traditions.

Under what authority of law is Defence Minister Manohar Parrikar
interfering and dictating terms to officials on matters pertaining to the
State administration? He is a Member of Parliament from Lucknow in Uttar
Pradesh and not Goa. Equally guilty are Government officials including the
Chief Secretary who have been attending meetings called illegally and very
high-handedly on by Manohar Parrikar on State matters. He has no business
to interfere with the State’s administration and the Officers who are
running at his back and call, need to be suspended and dismissed.


Manohar Parrikar cannot be transgressing beyond his Defence portfolio at
the Centre. He should be concerned about our jawans who are being
slaughtered on a daily basis, rather than hobnobbing and trying to
unlawfully usurp power in matters concerning the Goa Administration.


Known for his double talk and u-turns the very corrupt and ego-centric Manohar
Parrikar’s true colours are now on public display. His skewed cheap
politricks and rhetoric theatrics stand exposed. Even his mentor Prof
Subhash Velingkar has now publicly branded him as a master liar and a most
unworthy person.


We have now the misfortune of having a very despotic Prime Minister and a
nincompoop as the Defence Minister. God Save India and our now vanishing
Democracy.

Stoking a controversy, Defence Minister Manohar Parrikar Thursday
questioned India?s No First Use (NFU) policy on nuclear weapons but then
said that ?this is my thinking? and the nuclear doctrine ?has not changed?
under any government.

Speaking in New Delhi at the launch of Brigadier (retd) Gurmeet Kanwal?s
book The New Arthashastra, Parrikar said: ?Why a lot of people say that
India has No First Use policy. Why should I bind myself to a? I should say
I am a responsible nuclear power and I will not use it irresponsibly. This
is my thinking. Some of them may immediately tomorrow flash that Parrikar
says that nuclear doctrine has changed. It has not changed in any
government policy but my concept, I am also an individual. And as an
individual, I get a feeling sometime why do I say that I am not going to
use it first. I am not saying that you have to use it first just because
you don?t decide that you don?t use it first. The hoax can be called off.?

A spokesperson for the Defence Ministry later clarified that the Minister
had confirmed that this was his personal opinion.

In its manifesto for the 2014 Lok Sabha elections, BJP had promised to
?study in detail India?s nuclear doctrine, and revise and update it, to
make it relevant to challenges of current times?. No such study has been
publicly announced. Nor has the BJP-led government proposed any change in
the doctrine or the NFU.

India?s NFU policy is part of its nuclear doctrine. Under the doctrine,
India has a policy of credible minimum deterrence based on a ?No First Use?
posture and non-use of nuclear weapons against non-nuclear weapon states.
This means that India won?t be the first to use nuclear weapons in a
conflict. In contrast, Pakistan does not have an NFU policy for its nuclear
arsenal.

India has always held its commitment to NFU policy as proof of it being a
responsible nuclear power. In April, when US President Barack Obama
suggested that India and Pakistan reduce their nuclear arsenal, the
spokesperson for the Ministry of External Affairs said: ?There seems to be
a lack of understanding of India?s defence posture. Conventionally, India
has never initiated military action against any neighbour. We also have a
no-first use nuclear weapons policy.?

Critics of the NFU policy argue that the increasing stockpile of Pakistani
nuclear weapons and China?s expansionist designs in the region warrant a
change in the doctrine. Since it is a declaratory policy, with no binding
legitimacy, Pakistani officials have claimed that India can revoke its
unilateral declaration anytime if the situation so warrants.

In 2003, the then Defence Minister George Fernandes had ruled out any
revision of the NFU policy. In 2011, BJP leader Jaswant Singh had asked for
abandonment of the NFU policy but the UPA government decided to maintain
status quo.

Responding to Parrikar?s remarks, Congress party communication in-charge
Randeep Surjewala said: ?Defence Minister Parrikar has no business or
authority to speak in personal capacity at a public function. He reflects
the thrust and intent of India?s national security policy. If India?s
policy on NFU has to be changed, it must be decided after deliberation with
the government and stated publicly. Casual, immature and off-the-cuff
remarks by India?s Defence Minister, for which he has become famous, are
not in India?s interest.?

CPM general secretary Sitaram Yechury said: ?This is a most irresponsible
comment coming from the Defence Minister. It runs against India?s ethos of
seeking a nuclear-free world. When a minister speaks, it has to be the
considered opinion of the government. This statement would be taken
indignantly by the rest of the world and hurt India?s interests globally.?

That the extremely eccentric and ever so erratic Defence Minister Manohar
Parrikar has raked up the dead controversory over Aamir Khan comes as no
surprise. His undue and uncalled for jibe at Aamir Khan was only to
distract the attention of the nation, something Manohar Parrikar is known
for. Manohar Parrikar has shown scant respect even for the Judiciary and is
well known to do everything possible to muzzle and manipulate the press. He
has virtually shown his true colours in being vindictive and revengeful.
And his acknowledgement that the Sangh Parivar has been behind all the
intimidatory tactics, including with Snapdeal, proves what many had already
suspected.

Despite Manohar Parrikar having presided over a heap of alleged scams and a
string of U turns during his three year tenure as Chief Minister of Goa,
that he was taken to the centre, only displayed Narendra Modi’s political
bankruptcy.

We thought Manohar Parrikar would have learnt from his past mistakes and
turned a new leaf. But sadly no. It has been the same old Manohar
Parrikar puffed
up with arrogance and devious in his deeds while displaying scant respect
for our democratic framework.

It is a matter of great concern that the all important Defence of our
country has been entrusted in wrong and soiled hands of someone who has
time and again proved to be a loose canon. A very loose one indeed. And
that too, the Defence Minister of our country!

The eccentric and erratic Defence Minister Manohar Parrikar has been unduly
and very unfairly targeting NGO’s and activists.  While probing the funding
of NGO’s, we should first be informed as to how Manohar Parrikar, some of
his cronies and the BJP in Goa has grown so wealthy over the last four
years.



While as Opposition leader Manohar Parrikar used all the activists and NGOs to
rake up all sorts of issues against the then government but turned his back
on them all on deceitfully usurping power in March 2012 after making all
those false and fake promises.



As Leader of Opposition Manohar Parrikar had protested on almost any and
every issue. He was at all public protests and even forcibly blocked major
roads and even the Highways. After becoming Chief Minister the double faced
Manohar Parrikar has displayed Zero tolerance to any sort of protest or
agitation while wanting everyone to be at their best behavior and remain
mere silent spectatators to the BJP’s rampant corruption and bad
governance.

I was not at all surprised when informed yesterday by two Senior Officers
that the Defence Minister of India Manohar Parrikar and Advocate General of
Goa Atmaram Nadkarni are clandestinely behind the false and malicious
complaint filed against me by the Colva Panch Calvert Gonsalves under the
guidance of Adv. Rajeev Gomes and in collusion with Padmashree Remo
Fernandes.


Manohar Parrikar and Atmaram Nadkarni who over the last four years have
been exposed for their misdeeds have been desperately trying to settle
scores with me and may have felt the Rajeev Gomes troika may now come in
handy. But to their sheer dismay only the truth will prevail.


On August 18th last year while addressing a BJP media management session
held at Hotel Mandovi in Panaji, Defence Minister Manohar Parrikar publicly
had aggressively exhorted his party workers to go all out in targeting me.


Known for his very vindictive nature, Manohar Parrikar has been working
overtime to try and corner me while yearning to catch me on the wrong foot
but I strictly at all times act within the parameters of law. The only law
which I could be claimed to be violating is in riding a two wheeler without
a helmet but have a medical certificate to that effect too.


My life has been an open book and over the last 40 years raising issues
against the illegalities of successive government has not been an easy
task. Truth hurts but it is only truth that will always ultimately prevail.
In the issues I have raised over the years it has never been personally
against individuals but the wrong doings of those in power regardless of
which party has been ruling. During the Congress regime I was branded
as a BJP man, now the BJP may feel the reverse. But I am what I am,  having
from the Lower Courts to the High Court and the Supreme Court of India done
my duty in raising a whole range of issues concerning the public at large.


We should never compromise or surrender our fundamental right to speak out
openly and candidly against anything that is wrong.  Let us never hesitate
in taking the bull by the horn.


I have had nothing personal against anyone about whom I have raised issues
over the years. When highlighting an issue, it is bound to hurt some. Have
I hurt one too many? One has to have the spine to speak out against things
that are wrong. It shall always continue to be my endeavor with added vigor
to carry on the cumbersome task of highlighting any injustice that I see.
Nothing will ever deter me and my commitment in this regard. Even the risk
of losing one’s life is a small price one may have to pay in the bigger
battle against corruption, nepotism and injustice.


Perhaps, the public statement yesterday by our Honourable Deputy Speaker,
Vishnu Surya Wagh, that “tolerance towards Opposition has declined in
Assembly” rings true throughout the country, in exposing the true face of
the party and the Government in the State and  at the Centre. We will all
one day depart, but the remains of our once beautiful Goa must live for
posterity.

Find some (for lack of a better word) perceptual artists/seers (whose inner

more. At least you folks won't be ip shits creek over and over, or "in
saecula saeculorum." Reading him and the other "lenduks" should have been
baby stuff,** but what more can I say lest folks think I am administering

Get a grip to on Matthew 10:16: Behold, I send you forth as sheep in the
midst of wolves: be therefore wise as serpents, and harmless as doves.

But Matthew 10:16 is not simple. There is persecution which is real as
Aires so succinctly puts it. We have to understand what faith is. Use the
Christian faith to test where our sensibilities lie, and why do we keep
lying to ourselves, and those in our ambits. Is it about success? I am far
from throwing scripture at anyone, but as with law it helps see things.

I also cannot but ponder that the other side/s is testing just that verse,
and not to forget the notion of Christian love, which in any case is quite
complex. But the "phandooses" (It will hep to read that word as Pharasees)
will test your love over and over and over.

It was sometime in November 2014. Manohar Parrikar, then Chief Minister of
our State, was in New Delhi when news first poured in he was going to be
elevated as Defence Minister of our Country. For our tiny state, it was a
prestigious moment. The first time one of our political leaders would take
up a position so high in the Union Ministry. Ironically, for some time,
there was despondency and gloom among his supporters. Perhaps naturally,
with fears looming that the glorious innings of Manohar bab, the supreme
leader of the BJP in Goa and the party’s most vocal face in the Assembly,
would soon come to an end. The feeling was that of disbelief, something
like when a sporting icon retires at the top of his game and fans ask, “Why
now”. Not many of his supporters realized how huge a moment this was for
Goa and Goans as the huge news did not yet sink in.

Next day, the moment came when bhai, as he’s fondly called, came back to
Goa. We were informed he would address Panaji karyakartas at Mahalaxmi
Trust Office in Panaji and everyone rushed there. My younger son gave me a
bouquet to welcome bhai but I was in a state of shock & disbelief, as were
so many others who had gathered there. Our faces crestfallen and tears in
eyes. “This is such a sad moment for us and you are going to give a
bouquet, what would bhai think? Do we want him to leave Goa”, they all felt
in unison.  I too was reluctant and caught in two minds. Nobody else had
brought flowers; I was the odd one out and felt very nervous. But with my
son coercing and pestering me, I had very little choice. “If bhai does say
something, just say the flowers are for him for becoming a grandfather”,
were my son’s words to give me some confidence. I greeted bhai with the
bouquet just before he addressed us all. Bhai smiled. The media was there.
The karyakartas were there. Everybody smiled back, clapped and cheered.
The magic of bhai’s smile and persona had done wonders of instantly
changing the mood of the karyakartas from despondency to jubilation. From
tears of sorrow, there were now tears of joy.

Later, bhai addressed the karyakartas and explained the reasons and
circumstances under which Narendra Modi-ji wanted him in New Delhi. The
Defence Ministry had come to a virtual standstill and the Prime Minister
wanted a dedicated and trusted person having good administrative abilities
and skills to do justice to the Ministry and the Nation. Bhai assured us
that though he would be going to the Centre, his heart would always be here
in Goa, a promise which he has kept ever since, much to our delight. After
his address, bhai made a point to spend some quality time with his
well-wishers. He took a selfie with every single karyakarta who was there,
which they proudly uploaded as their profile pictures on Facebook &
Whatsapp. For next few days, his elevation became the most favourite topic
of discussion on social networking groups with few discussing anything
else.

Manoharbhai was sworn in as the Country’s new defence Minister few days
later.  On his arrival from New Delhi for the first time in Goa as a
Defence Minister, there was an atmosphere of excitement and hysteria all
around. From airport to the route leading up to the BJP head office in
Panaji, well-wishers and legions of his fans from all across Goa gathered
spontaneously to have a glimpse of him and to wish him. His prestigious
elevation was now just about sinking in as hundreds assembled to greet him,
gleaming with pride, waving out flags and chanting slogans. The simple and
humble “aamcho bhai” had now become a political rock star with a cult like
status around him as the celebrations began.

In Goa’s political arena, Manohar Parrikar, will undoubtedly be its tallest
leaders who has few parallels. An IIT Graduate, he led the BJP’s 2012
Assembly elections campaign which not many thought the party would win. At
a time when money and muscle power were considered as essential ingredients
to win or lose elections, it was Bhai’s charm and charisma that took the
party to an unprecedented victory and form the present Government, the
first time it had reached the simple majority mark in our history.

Manoharbhai changed the very complexion of governance in Goa giving good
governance an entirely new dimension and meaning. His tenure as Goa’s Chief
Minister from 2000 to 2005 will undoubtedly rank as its best in history,
when he demonstrated how doing what is right is more important than doing
what is popular. In this period, through his zeal, focus, sincerity,
simplicity, honesty and dedication, he achieved wonders for our state.
There was a monumental change in functioning of Government Departments
which were otherwise known to work in a tardy and lethargic manner. Files
began moving swiftly and development works, from roads to bridges to
infrastructure, were created at a rapid pace. Many schemes were introduced

At the Sports Authority of Goa (SAG) ground in Campal at Panaji on 9th
March 2012 Manohar Parrikar had been pompously and amidst must fanfare
sworn in as the Chief Minister of Goa. But that ray of a most wanted hope
soon dwindled. Goa landed from the Frying pan into deep Fire.


Today it is an irony that on 13th December 2015, that very same SAG ground
at Campal would stand desecrated to be witness to the now Defence(less)
Minister of India’s political funeral.


On his 60th birthday Manohar Parrikar would have to first account for his
mega Century of U- turns. Even that fake and fraudulent promise of that
misleading fictional Special Status for Goa was his much skewed gamble.
Less said the better on Manohar Parrikar’s other slanted promise to get Goa
rid of Casinos. On all the Corruption nothing more needs to be said. Amen

taxis?and restaurants (given lack of?Russian and British tourists). 

Goans have to start counting their blessings. And the dialog should be how to

Chennai, he cancel his 60th birthday fiesta scheduled at Panaji on December
13th.

It would be highly improper and infact a repeat of Nero fiddling while Rome
was burning if the Defence Minister of the country is merry making in Goa
while the country is shocked and has to remain in solidarity with the
victims of the colossal Chennai disaster.

Let us hope that Manohar Parrikar would rise to the occasion and truly act
as a Statesman considering that he is now the Defence Minister of the
country and not a petty local leader.

It would be appropriate for the Defence Minister to be infact spending his
birthday at Chennai helping out in the relief operations. It would afford
an opportunity for Manohar Parrikar to demonstrate that he is a true Goan
who is compassionate and an undisputed nationalist who would help his needy
brethren in such dire straits.

Manohar Parrikar should also ensure that the crores of rupees collected for
his mega gala birthday celebrations be sent to Chennai as Goa’s contribution
towards helping out those victims and in their rehabilitation.

Is it not an irony that Union Defence Minister Manohar Parrikar has had the
audacity to now ask Rahul Gandhi to disclose what he did and wore in
Thailand?

Manohar Parrikar is no stranger to Thailand. He was been to the infamous
“Walking Street” at Pattaya along with his side kick the flamboyant Atmaram
Nadkarni who sadly today is the Advocate General of Goa.

When questioned by the press on that Bangkok trip, Manohar Parrikar had
publicly stated that his visit to that red-light district renowned for its
brothels was not to have sex but that he merely enjoyed two Thai massages.
Do I have to go so far for sex, is what the then Chief Minister Manohar
Parrikar had said.

We all know exactly what transpired during his Pattaya sojourn, but less
said the better, now that he is the Defence Minister. All said and done
Manohar Parrikar went to Thailand as a widower and Rahul Gandhi as a
bachelor. The only person who may have to explain his adventure /
misadventure at the ‘Walking Street’ is Atmaram Nadkarni, who is currently
the First Law Officer of the now lawless Goa.

Manohar Parrikar’s double faced talk is nothing new. Some years ago he had
vowed that he would not have anything to do with a person like Mickky
Pacheco and would rather sit in Opposition. But soon for the sake of coming
to power he befriended his once foe despite the string of criminal cases
pending against him.

All said and done Manohar Parrikar will be remembered as one of Goa’s worst
Chief Minister for all the U turns and his nauseating politics of revenge.
He has proved that for power he would go to any extent. That as the
de-facto Chief Minister of Goa he allowed a High Court convicted Mickky
Pacheco to be inducted as a Minister on 15th November last year speaks to
what levels he can stoop.

It was on Sunday 25th December 2011that the then Leader of Opposition
Manohar Parrikar telephoned a lot of people in Panaji Constituency under
the guise of wishing us for Christmas. What Manohar Parrikar was infact
wanting was to extract our votes for the Assembly polls which were
scheduled for 3rd March 2012.


At Christmas 2012 and Christmas 2013 Manohar Parrikar did not bother or
care nor feel the need to call and wish the voters of Panaji  as he had
already planned to make that next Christmas call only on 25th December 2016
in time for the 2017 Assembly elections.


But the political prankster Manohar Parrikar has now pre-poned that call
and will call us all on this Thursday not to really wish us for Christmas
but use the pretext to seek that we vote his man Friday at the ensuing
by-elections to the Panaji Assembly Constituency.

When I just started reading your letter in Goanet about  "Promoting Family"
  I thought you are saying about Parrikar's  family who had just an another
addition in his family.
 He was in Mumbai on assigned duty by Modi, when his daughter-in-law
delivered a child. It seems he had to rush to Goa after cutting  short his
duty to see his grand child. Now,since he became a "Grand Pa" he has to
devote some time with his grand son and surely less in politics.
Just see the difference between both of us. When I was on official field
tour in Southern India for pipeline geological and geophysical surveys my
wife delivered a baby girl and I did not come home, after leaving my job
entrusted to me. My ex-Boss late Dr. H.N. Siddiquie and later as Director
of NIO said to me, < Dias you did a good thing by completing your
assignment>
 He also told me when he had gone to mount Everest on Himalayan
geophysical expedition, he continued to work when his wife delivered  a
baby boy and told us many times " what will he do if he had to cut short
his tour", = his son cannot recognize him=. So all our NIO scientists are
been following his footsteps and doing sincere job , that should be the
spirit.

While as the Leader of the Opposition Manohar Parrikar had consistently and
vehemently opposed the Casinos while branding them as a ‘social evil’ and
had vowed to throw them out of the River Mandovi if he came to power. Manohar
Parrikar had called Casinos as "dens of vice", and had even led an
agitation to demand their closure.


But since coming to power on March 9th 2012 Manohar Parrikar is firmly
aboard in love with the Casino brigade. We all know why the Casinos are
today enjoying Chief Minister’s total patronage and unstinted support.


The awful side effects and the irreversible after effects of Casinos are
there for all to see. They are known to provide other services besides
gambling to its rich and mighty customers. The government should have taken
remedial measures to arrest the alarming crime levels and the degradation
in social standards that Goa is sadly witnessing today. One would have
expected the Chief Minister to be at least sensible especially since his
close family member has fallen victim after frequenting the Casinos. But
Manohar Parrikar has got his priorities wrong. For this U Turn made on the
Casino issue the people of Goa may never forgive the Chief Minister.

Mr Borkar supported by Mr. Nitin Sawant member secretary of GSBB and others
without ascertaining or observing factors which are causing mortality in

 This statement is totally misleading the people of Goa that clams are
dying due to “unknown mysterious reasons”, when in fact, that negligent Goa
Government and other scientific bodies were unable to detect the obvious
reasons of pollution leading to the clam destruction.

Some scientists even went to the extent of blaming the physical parameters
of temperature and salinity as causes of clams’ annihilation. For the last
one month, clams and other marine life is facing dangers of pollution not
only the river Sal, but episodes of clam death is observed in river
Chapora, Mandovi, Zuari, Tiracol , D.Paula and elsewhere too.

It is high time that the Goa Government owes responsibility and the Goa
Minister of Environment comes out clear on the aspect of pollution killing
our marine life, and very soon the mining operation shall starts, clams
will face the threats by mining dusts entering water bodies.

Statement made by Hon. Minister of Environment and her associates, said
that there are no external poisoning found in the river Sal. ICAR
organization says that salinity in tidal zone always varies and so also
temperature keeps on changing to season to season and from day and night
they never remain constant.

The clams are adapted the variation in temperature and salinity including
water pressure in centuries and therefore, it is absurd to attribute these
above causes, instead of pin pointing at pollution, sewerage and effluent
discharge by trawlers, hotels, commercial and housing complexes along with
the river bank.

 NIO earlier have carried out extensive research project work and many
reports and publications are available in their library, and therefore it
is absurd to attribute or believe that there are mysterious circumstances
with no external poisoning or evidence of land based discharge of
contaminants/pollutants.

Interestingly, I quote exactly what the Hon. Minister of Environment and
her members of the board had to say about the mass destruction mortality of
the clams.

 QUOTE: < On Monday Environmental Minister Alina Saldanha requested the Goa
State Biodiversity Board ( GSBB), to carry out an urgent field visit,
following which the team consisting of Nitin Sawant, Member Secretary of
GSBB, Manoj Borkar, its member and others visited several sites along the
river Sal. The team interacted with the Velim Panchayat, local fisherwomen
and visited Musher jetty and a clam bed site in Velim. This team examined
the litoral zone and the surface waters but would not find any evidence of
land based discharge of contaminants/pollutants.> Unquote.

The ethics and moral principles in Goa’s political spectrum is sinking to a
very new low. There was high expectation that Manohar Parrikar would have
kept his promise to cleanse up the political rot. But his hobnobbing and
flirting with the corruption tainted Mauvin Godinho leaves much to be
desired. If Manohar Parrikar had vowed that his mantra was Zero tolerance
to Corruption, how is he so obsessed with Mauvin Godinho who is well
immersed into the infamous Power Scam Case which is now before the Supreme
Court. Ironically Mauvin Godinho was charge sheeted in that Power Scam case
on the very complaint of Manohar Parrikar himself.



That Mauvin Godinho is desperately trying to creep into into the BJP is no
surprise. He has been a known defector who would stoop to any level to
secure his ever so ambitious political and personal interests. Mauvin
Godinho has recently claimed that he was a student leader and social
activist. Could he make public his contribution if any to the student
movement and social activism? For now all we know is his tale from Rags to
Riches.



That Manohar Parrikar has bent to such low levels in embracing the  A. Raja
and Suresh Kalmadi of Goa Mauvin Godinho should be an eye-opener. Infact

Manohar Parrikar and Narendra Modi have a lot in common. They have scant
respect for democratic values and believe in a one man rule. They are both
extremely intolerant to any criticism while going all out in crushing any
voice of dissent. The only difference between the two is that Narendra Modi
knows to dress well to the occasion.


In arrogance, revenge and dictatorial traits, Manohar Parrikar is a carbon
copy of his Guru Narendra Modi.


At the mercy and blackmail of Manohar Parrikar is former Power Minister and
currently Dabolim MLA Mauvin Godinho on account of the power scam which may
soon land him in jail. Ironically, it was on Manohar Parrikar's complaint
that Mauvin Godinho was arrested and jailed on 16th May 2001 in that power
scam case. The matter is currently pending before the Supreme Court.  Now
for political expediency Manohar Parrikar has embraced Mauvin Godinho and
is all set to aid him wriggle out of the case.


Similarly Manohar Parrikar has also tamed debt and crime soaked Nuvem MLA
Micky Pacheco who is facing EDC loan recovery of over Rs.5 Crores.


May God guide these two BJP archangels, whom Manohar Parrikar is now
misusing to garner votes for the Lok Sabha elections. But the astute voters
have sensed the game plan.

Rajan has given us a true no-holds barred analysis of the political situation 
in Goa.
All true, true, true !
But what options do Goans have ?  The utterly corrupt Congresswalahs, the 
clueless and anarchic Aam Admi who are only good at rabble rousing and Manohar 
Parrikar's BJP which has promised a lot, but failed on all fronts this far.  
When the BJP came to power, it was announced that all house taxes would be
abolished.  No idea what prompted this.  The only ones to benefit would not be 
the poor who have older homes and pay a miniscule amount in house taxes, but 
those who built new homes or acquired flats in the new concretized Goa.  In 
2012 when I went to pay my substantial house tax, expecting to pay Rs. 1/- I 
was told that the law had not yet been passed.
In 2013 when I went to pay my Rs. 1/- house tax, I was told that while the law 
had been passed, reducing all house taxes to Rs. 1/- per huose, the law had not 
been
"notified".  Dont know what this means, but as far as I am concerned this is 
another
gimmick by politicians. Another broken promise.
This gives credence to the saying by some great person that "Politics is the 
last refuge of rascals"  Very true.  Rascals the whole lot !!!

The return of Manohar Parrikar to power in March 2012 was greeted with 
overwhelming relief and widespread optimism in Goa.  He had been given a clear 
mandate by Goans to take charge, clean house, and usher in a new kind of 
political climate.  They had forgiven the blunders and excesses of his past 
stints in the hope that the lessons of experience would lead an intelligent man 
like him to forge a new beginning.  Many Goans believed that a wiser Manohar 
Parrikar would be the way out of the nightmare wrought by the criminal and 
corrupt Congress governments.  For the first time in Goa’s post-Liberation 
history, Hindus and Catholics came together to place their aspirations and 
hopes in one man.  And thus began in March 2012, on a high note, the new 
innings of Manohar Parrikar.

Early on, there were a few red flags that didn’t go unnoticed.  Within days of 
assuming office, the complete reversal on casino policy and his silly verbal 
contortions to justify it dismayed many of his ardent supporters.  Then within 
a few weeks he announced his plan to go ahead with a new airport at Mopa, 
surprising many, given the catalogue of far more urgent issues that needed 
attention.  For a project of such magnitude, drawing on enormous resources of 
coin and land, you expected a strong case to be placed before the public, one 
borne out of a thorough study, a clear statement of the costs and benefits 
trade-off matrix.  To our surprise, Manohar did nothing of the sort.  When 
confronted with serious questions, he pulled out the rabbit of “freight” as the 
new justification for a new airport.  None of his ad hoc explanations even 
passed the smell test and it took a strong pushback to slow down the Mopa 
proposal. 

After that we got the obscene hike in salary for his Advocate General and even 
more egregious, the attempt to sneak in a toothless Lokayukta.  By this time, 
some 6 months into his term, the level of skepticism as regards Manohar-bab’s 
intentions and his intended direction for Goa had come under a cloud and the 
label “U-turn Parrikar” had stuck.  Compounding matters was another 
unbelievable utterance that there was “no illegal mining in Goa” after the 
Supreme Court had halted all mining activity in the state. 

Be that as it may, Goans by and large were forgiving of these early missteps.  
The overriding sentiment was, give him some time to settle in and set things 
back on course.  After all, the foul mess he had inherited from the Congress 
governments was not something that could be swept away overnight.  On every 
conceivable front, Goa was in a terrible place.  Fair-minded Goans were willing 
to cut him a lot of slack in the belief that he would eventually point the ship 
in the right direction.

Which brings us to today.  We are now two years into his term and it is time to 
take stock of the situation. 

The very first casualty of his term was the pre-election pledge he made to 
Goans: zero tolerance to corruption.  It is now abundantly clear that it was 
simply a slogan that he had no intention of honoring.  Right now there is not 
even a pretense.  Cronyism, dipping into the public treasury for lavish 
personal domestic and foreign travel, looking the other way while favoured 
builders/contractors/friends/associates flout rules and regulations – all this 
is par for the course in this administration.  There is no difference 
whatsoever as regards the vile public corruption of the Digambar Kamat era and 
the Manohar Parrikar era.  Only the names in the list of beneficiaries have 
changed.

Not a single corrupt individual of any significance has been held to account by 
Manohar Parrikar’s government.

On everyday issues that matter the most to ordinary Goans – meaningful jobs for 
locals, hospitals and health care, water, primary schools, law & order, traffic 
safety – Manohar Parrikar and his team have been ineffective on each of these 
fronts.  This govt’s idea of currying favour with Goans is to turn them into 
beggars via the doles and schemes that are periodically announced.

Environmental destruction of Goa continues at a furious pace with Manohar’s 
blessings.  Hills and forests continue to be depleted for construction 
projects, most of them aimed at outsiders.  Goans are being rendered alien in 
their own land while the uncontrolled influx of migrants from all ends of the 
economic spectrum continues unabated. 

Manohar’s laughable defense when construction violations are brought to his 
attention is that the permissions to destroy Goa were approved by the earlier 
government!  The reality is that the Manohar Parrikar govt is willfully looking 
the other way while their pals – the casino honchos and megabuilders – rake in 
the big bucks, Goa be damned.

This govt has turned its back on many crucial issues such as curbs on the sale 
of land to outsiders, rampant land conversion and so on.  The Regional Plan has 
been deliberately put on the back burner to allow builders

none of the other alternatives holds hope for India either.

Back to the topic - Kejriwal is a consequence of a real angst brewing inside 
Indians and 
Manohar Parrikar in Goa furnishes a case study for its roots. Overwhelmingly 
Goans voted 
Manohar back to power after the 7 years nightmare of Congress rule in which Goa 
was 
ushered into the Indian sewer. What Goans hoped for was a departure from the 
culture of 
corruption, cronyism, destruction of Goa’s environment and the general 
degradation all 
around. Instead, in the 2 years that he has had to at least stem the rot if not

Generalize this to India and it explains the Kejriwal phenomenon. Boundaries

The projection of Goa Chief Minister Manohar Parrikar as a Simple Simon is
fallacious and far from reality. When he assumed power on March 9th 2012 he
had vowed to move around like an Aam Aadmi and that he would never use
police security. However he soon started using two police escort jeeps and
his official and private residences now well guarded at the cost of the tax
payer.  Manohar Parrikar had promised good governance by way of total
transparency but has done everything possible to scuttle the RTI Act and
even appointed a Yes Man Lokayukta in a very dubious manner, who soon
resigned.


In a cleverly orchestrated silent operation Manohar Parrikar has appointed
his family and friends in all strategic positions. He should make public
the assets acquired by him and his immediate family over the last 22 months
while he has been the Chief Minister of Goa. He needs to explain as to why
he has after coming to power fallen in love with the Casinos, mining and
the builder lobby. The recent wedding of his younger son for which grand
multiple receptions were held does not sound to be something of a simple
man. That the official machinery was grossly misused for those occasions is
another issue. The days of ancient Rajas have not yet died.


Manohar Parrikar had promised Zero tolerance to Corruption. But in reality
only the agents, brokers and beneficiaries of corruption have changed.
Without money being pumped in he would not have been able to host the
recent multi crore very extravagant ‘Vijay Sankalp” rally.


On all the U turns made by Chief Minister Manohar Parrikar less said the
better. He cannot stand criticism and does not believe in democratic
values. This and his puffed up arrogance leaves much to be desired. That is
the reason he has gone all out to silence the very vocal and his very own
BJP MLA Vishnu Wagh on whom that 19th December gruesome attack was
masterminded by the Chief Minister himself. But the wounded tiger is well
on the prowl.


Manohar Parrikar make attempt to make people feel that he lives a simple
life but that is very deceiving as we all know by now the real Manohar
Parrikar. Pillion riding with Caitu on a two-wheeler and his other
despicable stunts are for cheap publicity which the Chief Minister has now
become obsessed with. His Ministers and MLAs privately disclose the
autocratic and dictatorial functioning of the Chief Minister.


Even the North Goa MP Sripad Naik must have himself seen how he has been
humiliated and side-lined for being from the Bahujan Samaj. But he dare not
speak, lest the blue-eyed boy of Narendra Modi may knock him off.


After having miserably failed on all counts as Chief Minister of Goa one
wonders how on earth the cronies and sycophants around Manohar Parrikar
even have the audacity to think of his name as a suitable person to be the
Prime Minister of India. And a Simple Simon does not pop out all the way to
Pattaya in Bangkok for a Thai massage and that too accompanied by Goa’s
legal eagle.

This year the feast of Saint Francis Xavier at Old Goa is being held as a
dry day for the first time.  This malicious order of the Manohar Parrikar
government prohibiting the sale and consumption of alcohol within the
limits of the Old Goa Panchayat is very high handed and illogical. On these
festive days the people are being asked to have a drink in the outskirts of
Old Goa at Corlim, Carambolim or Ribandar. The BJP’s hidden agenda is
slowly but surely surfacing silently and that too, commencing with such an
important religious festival.


For the next year, will the traditional sale of sausage bread and sorpatel
be also banned by these communal fanatics? Is this not the same Chief
Minister who during his first tenure had attempted to do away with the Good
Friday and the 3rd December public holiday as well?


Getting a few cronies to write letters seeking such a ban and taking a
decision promptly on the same, is no justification for such a slanted
decision by the Government, which is duty bound to ensure the larger
interests of the State and not of a few propped up persons. Is there any
material on record, including report of the Police and other authorities of
any law and order situation being the cause for such an outrageous ban?


Will the skewed reasoning behind this ban be applied to all such events and
festivities? Consequently, will the Panaji traditional feast on 8th
December be also a dry affair? And will it be a black Christmas this year.
Will people be allowed to drink juices and gulp water only at the Sunburn
and other festivals too? Or is this selective targeting?

I shall keep this brief.

When Manohar Parrikar was swept back to power in March 2012 with a mandate, 
there was widespread 
acceptance among Goans that this was divine intervention and that Goa may have 
finally gotten a reprieve.  
As someone who rooted for Manohar-bab, I was relieved and cautiously 
optimistic.  As was my good 
friend, Dr. Anil Desai.  It is not that we were unaware of his past mistakes 
and failings.  But we hoped 
that given his intelligence he would have learnt some hard lessons, and that 
distance from power had 
afforded him the time to reflect on Goa and its problems.  Furthermore, the 
alternative was - well, 
there was none.  Goa had been held hostage by a criminal cabal, the Digambars, 
the Pratapsings, 
the Vishwajeets, the Churchills, the Monserrates, all deserving of jail time. 

I have laid out in some detail in Goan forums what I think are the core issues 
before Goa: indiscriminate 
construction & megaprojects, destruction of Goa's environment, land conversion, 
migrant influx, misguided 
tourism policy, law & order, garbage, and so on.  And I have had the 
opportunity to have a one-on-one 
with Manohar-bab on more than one occasion to trade ideas on these matters.  
This had given me a 
measure of confidence and under his leadership I looked forward to a new 
direction for Goa.  I knew 
for certain that the beautiful, pleasant, peaceful Goa we grew up in was now 
history.  The best we 
could do was arrest its decay into the Indian gutter.  All you need do is look 
around you and see 
what Indian cities and towns have become.  We still had a chance to keep Goa a 
somewhat pleasant 
and civilized place (relatively speaking).

It is now almost 15 months into the Parrikar administration.  Not only has 
Manohar-bab not addressed 
the crucial issues, he has entered upon a mission to make things worse.  From 
almost Day 1, he wanted 
to go ahead with Mopa, a project that, if pursued, will forever change the face 
of Goa.  We saw no

It is becoming abundantly clear that Manohar Parrikar is selling Goa out to 
influential people from Mumbai 
and Delhi, all in the name of "development."  Wasn't this the same mantra of 
the earlier Congress 
criminals, that they were doing it all for "development"?  How are you any 
different, Manohar-bab?

Manohar Parrikar has shown himself to be a coward for he had a great 
opportunity to chart a new course, 
bring in a new political culture, share a bold new vision (one that did not 
involve land and concrete).  He has 
failed to lead.  And there is no excuse; he had a political majority and Goans 
were for months solidly 
behind him.  He is a coward for he has avoided meeting those who would dare 
question him on his 
dubious decisions and links to nefarious wealthy outsiders.

To sumamrize: Manohar Parrikar is corrupt, deceitful, and a coward.  Other than 
that he is the 
greatest IITian or whatever.

That Manohar Parrikar is a Metallurgical
Engineer from India’s premier institute is a well established fact. That he is
an astute administrator is undoubted. These two facts are indisputable. But the
facts and reality of Manohar Parrikars capability and sincerity as a politician
went beyond the obviously irrational and unsound mind of many Goans who waged 
their hopes
on Parrikar as the savior of Goa.

Manohar Parrikar, the most contemptible
and fraudulent IITician turned politician was not difficult to fathom.
Unfortunately many pseudo intellectual Goans chose to back Parrikar to the 
utmost
as the savior and dynamic leader of future Goa. Ironically some Goans gave him
as little as three months to turn around some of the ills Goa spiraled into.
Simply illogical. Hasty and warped thinking; a trait of Goans so called 
intellectual
mindset.  


How on earth could, Manohar
Parrikar, who failed as opposition leader to curb and fight the rampant
corruption during the long rule of Congress in Goa, be considered to be the 
savior
and leader of a better Goa. Commonsense dictates that when Congress looted
Parrikar was part of the gang and booty. Now in reverse positions while
Parrikar is gearing up to loot and take Goans for a ride Congress will remain a
silent spectator. Reasons; Manohar Parrikar as CM and all the power he wields
has a dossier of all the Congress Ministers now in the opposition and as result
has the key to keep the Congress silent while he goes on a looting spree. 
Nothing
will change under Manohar Parrikar. 


Things will be worse and you
can see them by now in less than three months of BJP take over.  Congress with 
all the crimes committed while
in power and blood on their hands will be forced into silence. Parrikar’s 
attitude
of “I am in charge and I know what will work”, egoistical “I have an IIT degree”
and closed mind to the people who put him in power is indicative that Goa is on
the path of total obliteration. 


Great thinking by “we the people’’ in choice
of our leader. 


By the way another word for
insanely irresponsible is idiotic.

Marlon,

You are as fair to Soter as he is to Manohar Parrikar and also as equitable I 
expect Sandeep Heble will be to Manohar Parrkar.

My position is similar to the position taken by Rajan Parrikar i.e. PLEASE 
allow the man to do the job he has been elected to do - understanding that a 
TON of mess has to be cleared and another TON of work has to be done.

Work does need time to be done. Those who are unable to fathom this, probably, 
have NEVER headed a department which achieved anything else besides 'noise 
generation'.

In summary: 100 undisturbed working days would be a good time to review and 
critique the performance.

Perhaps a person like Soter would better fit into your model. Unlike a person 
such as Claude who has been steadfast in defending Goa's environment, folks 
like Soter gave the prior administration a token slap on the wrist, (or was it 
a pat on the back?), thanks to their apparently "secular" credentials. For a 
person so deluded into publicly predicting on Goanet that Kamat's Korrupt 
Kangress party was headed for a victory, the final results surely must have 
come as a shock.

Folks keep forwarding to me letters to CM supposedly written by Claude Alvares
asking for action on this mine or that.  Apparently, Claude has a laundry list 
of
items he wants addressed faster than the speed of light.  He is not alone.  An
entire army of Goans has suddenly awakened (strictly on Facebook) and want 
this issue fixed, that officer fired, that electrical hazard tended to.  And 
let's not 
get into the sudden flowering of Goan economists in the past 4 weeks, armed with
the magic mot du jour: "revenue."

Claude has a lot of patience, sometimes running into decades, when he pursues
his cases in courts of law.  It is perplexing that he gives no breather to 
Manohar
Parrikar, who has just completed 4 weeks in office.  Is Claude unaware that for
the last 7 years we had a criminal raj?  The Kangress crime syndicate that ruled
Goa shat on it and looted it.  Now you want a fix in a month or two or three?  
Which
la-la land is Claude living in?  Surely he and we will have plenty of time to
slam Manohar-bab if he does not deliver.

To be sure, I sympathize with Claude and others like him.  Things have gotten
so bad that we want to will an immediate solution.  I myself have a long
roster - 2 lists, one for Panjim, the other for Goa - of action items that needs
attention.  I met Manohar-bab in February, a couple of weeks before the 
election,
and gave him a quick presentation.  He was very receptive and agreed with me
on every point except one (which one, I may have more to say, in the coming
week/months).

I say, give the administration time.  For me, 100 days will be a very 
preliminary
assessment, 6 months would indicate the trend.  That time period won't be 
sufficient 
to solve any of the big ticket issues, but will signal intent.  Others will 
have their
own timeline and that is perfectly fine.  Even bozos with half a brain know 
that 
one month is not it.  Even a corrupt dirty old politico like Pratapsing says 
that 
he will watch for 100 days before giving his 'verdict' (why didn't the patracar 
vomit on him?).

Chief Minister Manohar Parrikar was seen drinking coffee at breakfast this 
morning,
thus breaking yet another pre-election promise he had made to the Goan voter.
Mr. Parrikar had earlier vowed to drink chao and only chao on Sundays if
elected to office.  But our secular correspondent RSS Ferns reports that
