Date: 18 June, 2016 *Press note for kind favour of publication* The *Goa Su-Raj Party- GSRP* wants to come clear on the issue of 'floating Casinos' in the Mandovi River, which issue has been giving sleepless nights to the well meaning and concerned citizens of Goa, and also, on the issue of the current ongoing national debate over the 'Offices of Profit' held by Elected Represented of the People. With regards to the Floating Casinos in the Mandovi River is concerned, this Party is concerned about the government clearing the way for the floating casinos to be relocated into the Chapora River. The Central Government is preparing to dredge Goa's sensitive rivers in the guise of clearing the silt but the actual intention is to relocate the floating casinos deeper inside the hinterland rivers, especially in the Chapora River, to make it easy for the tourists who will land at the future MOPA Airport to descend on this exclusive entertainment enclave cut out into the Chapora River. The Party is with the people of Chapora and the surrounding areas who are agitating against such dredging and placement of floating casinos at the mouth of the Chapora River. This Party's one point programme on floating casinos is that these shall be shifted to off-shore locations and Goa's rivers shall be freed from the curse of being polluted with sewage generated by these floating citadels, as also hinder the free movement of the normal river traffic, especially when this Party intends to put up a qualified river transportation system in place to decongest the road traffic on Goan roads. With regards to the ongoing debate on the Offices of Profits enjoyed by Elected Representatives, this Party has deliberated on this issue threadbare during its formation some 15 years ago when it emphatically decided that no elected representative must hold any office of profit. The result of these deliberations was the inclusion of Article 38 in the Constitution of the Party which Article features in the Articles of the Constitution which cannot be amended throughout to lifespan of the Party. The Article 38 reads as follows: Article 38: *APPOINTMENTS OF CHAIRPERSONS & DIRECTORS OF GOVT. CORPORATIONS & INSTITUTIONS.* *The members of the Party who are elected to the Legislative Assembly as MLAs and who are not included in the Cabinet shall be in-elligle to be appointed as Chairpersons and/or Directors of Government Corporations and Institutions.* If this very Article in the Constitution of this Party is not the 'futuristic planning and foresight', then we do not know what futuristic planning is all about. Today, the run is on the tax-payer's money. It must be squandered on the maintenance of Government's line toting yesmen and yeswomen, to re-habilitate them in more ways than one, rather than seeing to it that the tax-payer's get the benefit of their hard-earned money which goes into paying their taxes. In the future, tax-payers shall do well to question the governments of the day on how their hard-earned money is used and for what purpose. The police violence against the citizens of Goa afftected by the mining is re-visiting us when a 80 year old Dora D'Souza was jailed at Aguada for protesting against illegal mining and ore transportation some years ago. The probe over this grievous assault on Ravindra Velip must be handed over to a High Court retired judge for a thorough investigation and the culprit jail attendant/s brought to book. Goans shall not tolerated lawlessness at the hands of the government authorities. Their raison d'etre is to protect the citizenry of Goa who pays their taxes and have every right to voice their displeasure about the non-functioning of the government machinery. Bismarque Dias in GOA's activism to save whatever is left of Goa after its loot and plunder by vested interest since 1961. The Party shares the grief of his family members, near and dear ones, and wishes them the courage to face this unparalled and excruciating tragedy. The undersigned Party's executive member has been the signatory to the 'inquest panchanama' conducted on his body this morning by Dy. SP (Panjim) Nelson Albuquerque and rules out suicidal/accidental death not ruling out homicide. The Party hopes that the same will be reflected in the Post Mortem report conducted at the GMC Morgue this afternoon and no stones shall be spared to be turned to bring Fr. Bismarque's assailants to justice. In Fr. It is with a heavy heart that GSRP views the ongoing 'rape' charges against the Editor of a dynamic publication such as Tehelka where a junior colleague is the victim. Human beings will always be human beings and the animal instinct cannot be taken away at best of times, however much it may be sought to be suppressed. But there are societal norms to be observed and clean robes to be adorned. We could have understood the 'dog eat dog' today's world wherein any and all allegations could be pinned on personalities for ulterior motives. And there are laws, rules and regulations, plus authentic investigations under which these allegations are segregated, pushed forward or crimped and thrown into the dust-bin with the alleged victim punished appropriately for trying to tarnish the image of a person in the society for various reasons starting with avenging minor indiscretions to intent to gain appreciation and/or monetary benefits which are not actually due. All said and done, w.r.t. the Tehelka Chief, with whom we had the pleasure of shaking hands in the initial stages of the Tehelka set up, and more recently, welcoming him to the village of Moira, which village hosts the headquaters of the Party, we believe in the cardinal law of nature where one speaks out only what one is totally and absolutely in true harmony of conviction. We, tend to believe, that Tarun Tejpal is guilt of rape as suggested, because, these are his words [more or less] when he spoke at the previously organized 'Think Fest' in Goa. Anthony, a new MIG-29K Squadron of fighter jets in Goa on May 11, 2013 at INS Hansa. The government of Goa as well as the mighty Indian Navy must realize that when 'GOANS' are sought to be taken for a jolly good ride, and when their proverbial inexhaustible patience [SUSCEGAD attitued to things] runs out, only the Almighty will be able to save their enemies, as has been proved time and time again. As per the report, it is evident that despite the Goa Police Intelligence Services were fully capable of bringing this investigation to a logical conclusion, the Government chose to pass the buck on to the CBI, Mumbai, in order to play for time and hoping that the matter of Cipriano's Custodial Death will die a natural death with the burial of his remains, which has been executed UNDER PROTEST, as the family was given an alternative either to take possession of the body or have the Government dispose it off as it deems fit. The Goa Su-Raj Party feels that, since the Government of Goa had informed the High Court of Bombay at Goa that it will hand over the case to CBI for further investigation to bring the culprits to book, it has now no alternative but to expedite the investigation entrusted to 'SIT' [Special Investigation Team] on urgent basis, so that Cipriano, not only gets justice for his custodial death, but also Goa is reassured that such dastardly crimes are not committed again by men in uniform, whose raison d'etre is to protect and not eliminate innocent citizens of Goa in their custody, to keep with their professed oath. Cipriano Fernandes was a citizen of Moira. On the day of his funeral [7 November, 2012], the Goa Su-Raj Party, headquartered at Moira, had, through an abundance of placards, demanded JUSTICE for Cipriano's Custodial Death and had let it known through the 'Press Interviews' that the Party will see to it that justice for Cipriano's custodial death is delivered and the culprit policemen involved in this custodial death are brought to book. This Party, therefore, requests the Government to take this matter seriously, now that it has bounced back into its lap again, and bring it to a logical conclusion, swiftly and determinedly, while 'CIPRIANO' is still alive in GOA's memory, failing which, this Party will be constrained to take up this matter with the High Court of Bombay at Goa. Sirs, The Goa Environmental Action Group [GEAG] which has been in the fore-front in bringing Loud Music Noise Pollution in Goa to it's heels since 1997, along with Goa Su-Raj Party [GSRP] lauds the news reports in the section of the press about the intensions of Mr. Vijay Singh, SP (North) to tackle this menace with an iron hand, which menace has been getting out of hand and disturbing peaceful life in normally quiet and pristine villages of GOA due to not only Rave Parties but also due to commercial/entertainment establishments including beach shacks in Goa resorting to indiscriminate loud music to promote their businesses. Only iron-handed supervision and the WILL of the enforcing agency, the Police itself, is the VITAL ingredient, as sufficient Laws, Rules and Regulations are well in place but what is totally missing is the strict implementation. We have full faith in the Collector (North) - Mr. Mihir Vardhan wanting to implement these Laws, Rules and Regulations as the Chairperson of the Anti-Noise Pollution Committee (North) put together by the Hon'ble High Court of Bombay at Goa, but the general refrain from Committee members such as the undersigned has been the lack of will from the police in implementation of the same. It is our hope that Mr. Singh does not turn out to be the 'ear-licking' POODLE of the POLITICIANS from the ROARING LION that he has come out to be on this issue of Loud Music Noise Pollution. We wish him well. Only time will tell if all the Laws, Rules and Regulations are only meant for the common aggrieved persons to complain about and not for those who make money out of it. The Goa Su-Raj Party is happy that GOA is racing against time to meet the deadline for the LUSOFONIA GAMES-GOA to kick-off on November 2, 2013. If nothing else, Goa's sportmen and sporting fraternity will be left with some quality sporting venues. However this Party has certain reservations over the conduct of the above games in GOA for the underlying reasons:- This Party is of the view that these Lusofonia Games should not have been allowed to take place in GOA in the first place for the express reason that the Portuguese, having ruled Goa for 450 years and having transformed the very psyche of GOANS, the Mario-Chavan CO-OPERATION TREATY of 1974 between Portugal and India was signed in New Delhi without taking GOANS into confidence. If this was done, then GOANS would have demanded the inclusion of the CLAUSE in the TREATY that Article 371 of the Constitution of India be amended to give GOA the Special Status to preserve and protect Goa's unique Identity, which even Pandit Jawaharlal Nehru had flogged before and after Goa's annexation.This singular act would not have reduced GOANS to the status of being 'beggars' asking for Special Status for GOA from the Union Government of India to protect it's land and it's valuable identity. This Party takes exception to the statement made by the General Secretary, Olympic Association (Goa), Mr. Gurudatta Bakta in the section of the press that Lusofonia Games in Goa will have a 50% participation of athletes from other states of India along with the Goan teams. It is very surprising that no one has informed and/or educated Mr. Bakta as to what the word 'Lusofonia' stands for and therefore the games. It is in deed, a consolation that Mr. Alberto Colaco and Mr. Elvis Gomes have stated their stand that Goa's Football team will be a team comprising of GOANS only. These tall Goans must prevail over the sentiments of ignorant others and not be cowed down in maintaining this stand. This Party has objections to Mr. Gurudatta Bakta sharing any executive responsibilities in sports bodies of Goa. GSRP is not against this scheme in particular, or any other schemes which are directed towards the betterment and well-being of the weaker sections of GOANS. In fact GOA should have been better prepared to help weaker sections of GOANS to face the difficult times when it has become difficult to make ends meet. 2. While GOA is borrowing heavily for it's up-keep, even to pay the salaries of Government staff and workers, with the ' debt trap' having crossed Rs. 5000 crores with it's interest payment implications, it is hardly prudent on the part of the Government to be over-generous while spending Tax-Payer's Money on grandiose schemes like 'Laadly Laxmi', etc., and get embroiled in controversies to the extent that such controversies reach the doors of the Bombay High Court at Goa. 3. There are other more important PRIORITIES that conscious governments should apply themselves to, priorities like settling the 'Garbage Menace' issue which has become intolerable and getting a bad name for GOA, potable water woes; non-traffic-management and parking chaos; sanitation and hygiene and most importantly, catering to providing decent JOBS for GOANS and especially the YOUTH who are being wasted. Goa's prime priority is to set up INDUSTRIES which will employ educated GOANs profitably, and not industries which will employ non-goans, so that they can take care of their off-springs with respect to their EDUCATION and their MARITAL requirements. 4. 'Laadly Laxmi' Scheme is hardly appropriate at times like these where the heavily borrowing government of the day is more preoccupied with getting GOA's Laadly Laxmis married. With all the controversies surrounding this scheme and the way the application forms have been distributed to favour the BJP MLAs, it is evident that the BJP in Goa is more preoccupied with establishing it's Party's VOTE-BANK rather than being preoccupied with the welfare of the people of GOA. 5. If at all such welfare schemes are put on the road for deserving GOANs, these should be controlled by autonomous cells especially set-up like 'CIVILIAN WELFARE SERVICES BOARDS' etc. for equitable and impartial distribution, not even Panchayats and/or other Government Departments which hardly qualify as impartial bodies but which are heavily controlled and at the beck-n-call of who is who in the Government. ISSUE NO. TWO: "DEMAND FOR SPECIAL STATUS FOR GOA" 1. This demand of GOANs has been ignored since 1961 even by Pandit Jawaharlal Nehru who was vocal nationally and internationally on protecting the 'westernized' 'Culture' and the unique 'Identity' of GOANS acquired over four and a half centuries. Such protection is linked to the protection and safe-guarding of the rights of GOANs to their LAND, which has gone missing since the early 70's. 2. Erstwhile Congress coalition Government of Mr. Digamber Kamat and the present Government of Manohar Parrikar are mixing 'Special Category' (which is purely financial in nature) with 'Special Status' ( which is the universal protection of Goa's Culture, Ethos and Land with it's resources) and which is specified under Article 371 of the Indian Constitution and which Article needs to be amended to suit GOA'S DEMANDS on the lines of Nagaland, Kashmir etc. 3. GSRP believes that the appellation 'SPECIAL CATEGORY STATUS' is purposefully coined-up to confuse it with the real demand for SPECIAL STATUS FOR GOA. Special Status for Goa is not only about getting more finances to the State from the Centre and the banning of sale of agricultural land to non-goans. A more comprehensive demand for Special Status for Goa must be made of the Centre through passing of an appropriate RESOLUTION in the Goa Legislative Assembly, prepared and compiled through genuine interaction with the Citizen's Groups and ignored conscious citizens of Goa, so that the Centre gets the correct picture of what Goans are aspiring for, with respect to the commitment of INDIA to GOANS prior to 1961, through promises made by India's first Premier, Pandit Jawaharlal Nehru himself. 4. The Goa Su-Raj Party is surprised over the upcoming Mapusa Bandh announcement for May 12 called in protest against faulty ODP by the All Goa Merchants Federation and Mapusa Merchants Association as reported in Herald edition of May 10, 2010 Goa Su-Raj Party is totally and completely against any 'bandh' and considers the bandh culture, as imported into Goa, as obnoxious and borders on goondagiri and extortion culture. As a part of the Citizen's movement of Mapusa to see Mapusa whole-somely and intelligently developed, the Party's members are involved in the 'MAPUSA NAGRIKANCHO EKVOTT' which has denounced the presently notified Mapusa ODP [Outline Development Plan] and has asked for it immediate modification on the lines of the requirements of the 'Memorandum' submitted to the Mapusa Municipal Council as well as to the Government by MNE. The Party is also aware, through its several members who are also a part of MNE that the proposed 'bandh' by the Mapusa Merchants Association is supposed to be a self-imposed bandh by the affected Mapusa Merchants and is not to be a total bandh as reported. If it is, then the Party strongly protests such a bandh and the authorities should take every action not allowed it at all. The Goa Su-Raj Party has always sympathized with the Mapusa Merchants and their long- standing genuine grievances, having been left to the winds by the so called authorities. As such the Mapusa Merchants have every right to protest against the non-functioning of the Mapusa Municipal Council as well as against the present Mapusa ODP, as it is entirely self-serving and caters to the vested interests and not the long-term interests of the Citizens of Mapusa, Goa and the world beyond, Mapusa, especially the Mapusa Market being a touristic attraction of the world. The Goa Environmental Action Group, jointly with the Goa Su-Raj Party has welcomed the news reports that the government has filed an affidavit in the honourable High Court of Bombay at Goa that it will recover Rs. 10.60 lacs from the three top officials of GSUDA (Goa State Urban Development Authority) namely the Member Secretary, Mr. Daulatrao Havaldar, Chief Project Officer, Mr. J.N. Chimulkar and the Asst. Project Officer, Mr. Amit Shirodkar, within a month for the demolition of the controversial project built at the Baina beach in violation of the CRZ norms, and are happy that a precedent is being set in this ever so lawless a State to correct the general malaise that has taken root in the government administration that its irresponsible acts of commission and omission on the part of its officials will go unchallenged. The norms that violators/polluters and people responsible for acts of careless misdemeanor, resulting in damages and/or losses to the public exchequer, pay. Only and only then the sense of responsibility and accountability will be respected through fear, with the prevailing 'whose father what goes" attitude going out of the window for once. There is no justice better than to 'pay from one's own pocket' for one's mistakes. It is sad to note that this prevailing attitude in the government administration has deprived a sincere and devoted government servant who held the post of ' Health and Nutrition officer' in the 'Health Department, Government of Goa' and who retired as such some over 10 years ago has been willfully denied his retirement benefits, in the carelessness with which our government administration is habituated to work. In this particular case, which has been amply documented with the appropriate 'administrative' as well as 'vigilance' authorities, such norms will not only see that justice is done but is seen to be done. Such speedy justice is the need of the hour, especially, when the person concerned may not live forever to see it entering his front door. This person is none other than Dr. N.S. Dumo, the President of the Goa Su-Raj Party. The hoarse cry of Manohar Parrikar that the Speaker, Mr. Pratapsing Rane, has murdered democracy is in fact an enjoyable joke played back on himself for his misdeeds when he was in control. He must remember that he himself had, just not murdered, but massacred democracy in 2002 when he had dissolved his government by lying to the then Governor that it was the wish of his cabinet colleagues and had forced fresh Elections prematurely on the Goan electorate for his own devious ulterior motives. He also must never forget that: (1) He had Filipe Neri Rodrigues physically removed from the house by force through the use of police and the house marshals to prevent him from voting and (2) Forged his signature on a trumped-up BJP membership form to support his case that Mr. Rodrigues had joined the BJP. The blood from these massacres of democracy has still not dried and has come back to stain him in his uncontrollable itch to sit on the chair of Goa's Chief Minister by hook or by crook. The Goa Su-Raj Party likes to inform Mr. Parrikar that his days are over and that Mr. Rane has done a great favour to Goa and Goans by keeping the 'dalals' that would sell Goa at bay. The Goa Su-Raj Party regrets to inform the general public of Goa that it is extremely disappointed with the visiting Election Commission's Chief, Mr. Gopal Swami Iyengar. The reasons for this are as under: This Party is a registered political party and it has been excluded from meeting with the CEC today at the 5-Star Marriot Hotel in Panjim. Mr. Negi, Goa's CEO when contacted in the morning had confirmed that registered political parties were excluded from meeting with the CEC. When objections were voiced and specifically told that we, as a registered political party cannot be excluded from meeting with Election Commission dignitaries for the simple reason that we have paid a hefty sum of Rs. 10,000/- (non-refundable) to the EC for the purpose of registering the party. The Goa Su-Raj delegation did ask to meet with the CEC after all national and recognized parties had finished their rounds at the Marriot Hotels this afternoon. However the refusal was surprisingly total. This Party has met with previous CECs like Shri. Krishnamurthy and Shri. Tandon in a most cordial manner. The Goa Su-Raj Party had the following points on its agenda to ask the CEC, especially after Mr. Negi's response:- (a) Whether the model code of conduct which was introduced in Goa from 18/4/07 was not applicable to the CEC itself. How come then the CEC was meeting the various political parties and other authorities at a 5-Star Hotel? What was wrong in conducting the meeting at the Election Commission' s premises at Altinho or at the Secretariat in Porvorim? (b) Whether the President's Rule would be imposed in Goa. Whether the CEC had seen the letter this Party had written to the President of India copied to it through registered-Ad, requesting President's rule in Goa as it was feared that free and fair elections will not take place with the Goan ministers and MLAs, specifically the Rane clan, poised to unleash the mega crores of rupees they have made on land deals, thanks to the concocted Regional plan 2011 that had to be scrapped through public demand. (c) Why the CEC had not replied to our letter asking the CEC on what basis it had allowed Mrs. Sonia Gandhi, the President of the Congress Party to re-contest Elections from the same constituency from where she was the elected MP. Did it not collude with the Congress Party? (d) By accepting the graciousness of the Goa Congress government in putting-up the CEC in a 5 Star hotel, was the CEC not compromised? Would Goa see free and fare elections? If so, how would the CEC guarantee it? (e) That the Goa Su-Raj Party had no faith in the ability of the CEC's machinery when it was observed that this autonomous body is already compromised to the extent that it has not only allowed itself to be pampered through 5-Star hospitality at this early stage but also it has refused the most basis democratic norms of lending its ear to a registered political party on some flimsy, unacceptable excuse. The Goa Su-Raj Party's previous fears that the Rane Government in Goa will have a field day during the forth-coming elections in Goa, which fears were portrayed to the President of India with a copy to the CEC to request President's rule in Goa, minus the present Governor Shri. S.C. Jamir, who is seen as already compromised and corrupt congressman, are now cent per cent confirmed today when Mr. Iyengar has accepted the 5-Star hospitality from the Goa's Rane government and refused to conduct himself in a democratic manner that is expected of the chief of an autonomous body overseeing democratic norms in the country.. Sir, Subject: Goa Legislative Assembly Elections-2007. The tiny State of Goa is scheduled to go into the Legislative Assembly Elections mode shortly, the official notification of which is awaited. This Party, which is Goa's youngest Regional Party, wishes to inform your excellency that Assembly Elections-2007, generally perceived, will be the most violent elections in Goa's history. And, it is also generally perceived that following the dissolution of the present Goa Legislative Assembly, in preparation for the Assembly Elections, Goa's Administration will be in the hands of a care-taker government of the present Chief Minister, Shri. Pratapsing Raoji Rane, who is understood will be contesting the Assembly Elections along with his son, Shri. Vishwajeet Rane, as a new entrant in the Goa's Legislative politics. This Party believes that Shri. Rane's care-taker government cannot and will not allow these coming elections to be free and fair by virtue of being in command of the government machinery, including the Election Commission and the Police. The reasons for such a belief are many-fold. For one, the recent notification of the Regional Plan 2011 for Goa was withdrawn after the massive agitation by the people of Goa, actively supported by all NGOs and all religious institutions, for the simple reason that the Chief Minister's son was one of the architects of this Regional Plan in collusion with the Town & Country Planning Minister, affording him and others to sell Goa to the highest bidder without an iota of concern for Goa's well-being. The Regional Plan has been tactically withdrawn on paper only, following the agitation, but its effects are taking a toll on fragile Goa's eco-balance where Goa's hills, agricultural fields and low-lying areas are the target of massively proposed developments without any thought for the infrastructural base to sustain this development. And it is feared that after the Election-2007, this Regional Plan will be revived leading to the destruction of Goa as a whole. Crores of rupees have exchanged hands by way of massive and indiscriminate conversions of Goa's fragile terrain for settlement and/or commercial purposes, and it is inevitable that this money will be used in these elections to intimidate the right-thinking people of Goa for electoral wins. This fact is not an exaggeration, as the same view point is widely expressed daily in the newspapers, and it is the view of the 'GOA BACHO ABHIYAN' a politically neutral People's Organization which has spearheaded the agitation against this destructive Regional Plan-2011. The only alternative to strengthen the hands of the law, more specifically, the hands of the Election Commission and the Police, is to put Goa under the President's Rule after the dissolution of the Goa Legislative Assembly. However, again, it is generally perceived that putting Goa under the President's Rule will also be hugely ineffective since the present Governor of Goa, Shri. S.C. Jamir is a Congressman at heart and he has amply shown his leanings towards the present Congress lead government, especially his leanings towards the present Chief Minister, Shri. C V Dhume to head Factories and Boilers Department as its Chief Inspector.] The Goa Su-Raj Party is intrigued by the news reports that heavy resentment has emanated from the rank and file of Goan industrialists, enough for them to consolidate their ranks to oppose the appointment of Shri. C V Dhume, the retired Chief Inspector of Factories and Boilers to replace the deposed Chief Inspector Shri. Suhas Redkar The Party has carefully noted the industrialist's grievances against the ex-Chief inspector, especially, that he has never been industry-friendly and that he harassed the industrialists while in office. This Party is of the general opinion that retired government officers should not be recalled to head departments unless there is a short-term emergency. This singular action goes a long way to demoralize those who are in line of promotions. At most, these retired officers should be put on the advisory committees to guide new-comers with their rich experience. This party feels that there are two aspects to the grievances nurtured by the industrialists at large against Shri. C V Dhume. Either Shri. C V Dhume is/was (1) a highly corrupt officer, who resorted to extortions, dishing out endless harassments to industrialist for not falling in line, or, (2) he was a stickler for rules and regulations not allowing industrialists to cut corners. This Party's general view is that the governmental watch-dog agencies such as this particular department; the Goa State Pollution Control Board; the Police etc. etc are required to be lax and tolerant. No wonder there is lack of law and order; pollution galore etc. in this State as a result of Goan general public wanting the heads of these departments to be overly lovable and tolerant, always looking the other way when it comes to punishing the law breakers. We have seen one such department, the TCP Department, bending to the extent of being floored with the notification of the controversial RP-2011, forcing the people of Goa to spill on the roads. Therefore, this Party feels that the onus is on the industrialists to call a spade a spade and expose Shri. C V Dhume if he was/is corrupt. If this is not forthcoming, then the government should go ahead with his appointment so that Goa's industry is made to behave itself and conform to the instituted rules and regulations. This will go a long way to clean the dirty backyard that has been left behind by the deposed, ever so drunken Chief Inspector of Factories and Boilers. This Party will not be surprised if the Goan Industrialists file a Writ Petition in the High Court wanting Shri. Suhas Redkar to be re-instated with full honours. End

Director of IEC by Dr. Kanekar, Director of IEC and as such would like to state the following. We do believe that what we have stated hereinbelow is true to the best of our knowledge and understanding of the present IEC imbroglio. Statement:- That Ms. Manorama Bakshi, the Dy. Director of IEC, whose services have been terminated recently on disciplinary grounds has accused the Project Director of Goa State AIDS Control Society for corruption and misappropriation of funds. That Dr. Prakash Kanekar is facing the music since the day he took over the chair of the Project Director of Goa State AIDS Control Society. That The National AIDS Control Organization (NACO) gives funds to Goa State AIDS Control Society for various budget heads, out of which IEC (Information Education and Communication) is an important component of the Awareness Campaign on HIV/AIDS. That the former IEC Dy. Director had formed a committee for IEC which is headed by Health Secretary which has many members including the Director for Information, it is this committee which decides on what type of IEC is needed for the awareness campaign. That the beach umbrellas and other umbrellas were ordered by the previous Project Director of Goa State AIDS Control Society. But having been transferred before the bill was paid, it was natural that the new Project Director i.e Dr. Kanekar had to pay the bill. That the umbrellas were then distributed systematically through Municipalities to be re-distributed to vendors, N.S.S. units of Higher Secondaries and NGOs. That the question of hoarding them does not arise and is a figment of imagination of a filthy mind wanting to get back at the Director for not colluding in dubious deals. That Dr. Prakash Kanekar is clean, transparent, God fearing person and a strict disciplinarian. That he arrives at the office at 9.30 a.m. sharp and expects his staff to do the same which is not liked by most. That he would not like to use the office car for personal works and will not allow others to do it. That for him work is worship and not a time pass. That one hardly comes across such type of a person, who uses philosophical thinking in execution of every chore, making a lot of enemies in the bargain who might want to capitalize on the execution of such chores. That Dr. Prakash Kanekar is a well informed intellectual but is misunderstood for his sincerity. That the Goa State AIDS Control Society has a team of dedicated staff but as is expected a rotten apple is bound to find itself in the basket. That instead of backbiting and going public on devilish issues, the staff of Goa State AIDS Control Society should dedicate themselves on eradicating and prevent of HIV in Goa, supporting and providing care for People living with HIV/AIDS and not involve themselves in petty, undesirable politics. for Goa Su-Raj Party.
