The reason why i wrote this tread was because it seems to me that it is
possible to have sv_cheats set to 1 on the client even if the server is
set to sv_cheats 0. I'm sorry I cannot test that, but maybe anyone else can.

well i guess you allready gave an explanation why these cheats are
working...
sv_cheats 1 enables the build in methods for cheating...
any normal gameserver on the internet has sv_cheats 0...
so not one of your so called cheats will work ;-)

I found this in a forum today - havent testet it yet since i dont own cs:s by
now but it might be usefull.
Maybe there is some way to block these commands:

NOTE: Enter these commands in the console before you join a game.
Here are some commands that I have found and will be searching for in
order to
give you guys the edge in your server.
mat_fullbright - Fullbright on any map
mat_normals 1 - Haven't fully tested, but makes players have spikes, my
theory
is that if you increase the value, you increase the size of spikes. This cuts
your fps a lot.
mat_depthbias_normal 1 - XQZ Wallhack BABY!!!
mat_loadtextures 0 - No Sky!!!
mat_luxels 1 or 0 i forget which - overlays the map with a thick blue
grid (no
wireframe)
mat_fillrate 1 or 0 i forget - Full Wireframes
mat_reversedepth 1 - Another XQZ wallhack
mat_depthbias_normal 2 - the same as 1 but weapons aren't see through, they
are just normal
(if it doesn work try making a game, type sv_cheats 1, then disconnect, then
put your commands in )

you can set it to 1 on a client but it won't pay any attention since
it's a server variable... o.O

I'd imagine that maybe the best approach for this kind of thing would be the
follow the usual exploit notification - send it to Valve directly first and give
them a week or so to make a fix, and let them know that you'll be making other
admins (and whoever else is on this list) aware after x date.
That at least gives Valve a chance to fix it before it becomes (more) public.
But at the same time, the exploit that we're talking about here was already
posted on a public forum, so it's not like it wasn't already (at least kinda)
public.

That is a good plan but this bug/cheat/exploit/whatever is already public. I
have ready it many many times. Hell it even was on my website that has a
small following.
