Wait! You want to CANCEL the TSO (The TCAS one?) address space? Are 
there any TSO session(s) there? What are they doing? Waiting for something?

What is D R,R showing? D GRS,C? Verify D A,TSO with D A,L and look for 
zeroes onder TS USERS. If so, then something is then wrong with TSO (TCAS 
address space.)

Also, what is D NET,MAJNODES telling you about the top most PU (Correct 
term?) for TSO?

Last thing, from where are you issuing those commands? Perhaps RACF is 
blocking you at all.

D TS,L - zero under TS USERS

D NET,MAJNODES - vtam not active , but when i do /D A,VTAM = vtam address
space is still active.

I am issuing all this commands from console.

I think the correct command to shutdown TSO is F TSO,SIC or F
TSO,FTSOP (Force Stop).  This is documented in the MVS Commands manual under
the MODIFY TSO/VTAM section.

Rarely have I ever seen TSO cancelled or forced from the system.  Only
MODIFY'd out.

TSO can be shutdown or restarted any number of times after an IPL.  

Why were you shutting it down?  Perhaps there as a WTOR you needed to
respond to

What did that Telnet server (or its TSO users using it) does that it was 
preventing TSO to be purged?

That indicates there was probably a TSO session in the logging on status
(waiting for user id).  Those would show under the Starting for address
space name. Bringing down the TN3270e server would break those connections
and stop the Starting address spaces.

 I think the correct command to shutdown TSO is F TSO,SIC        or    F
 TSO,FTSOP (Force Stop).  This is documented in the MVS Commands manual
 under
 the MODIFY TSO/VTAM section.

 Rarely have I ever seen TSO cancelled or forced from the system.  Only
 MODIFY'd out.

 TSO can be shutdown or restarted any number of times after an IPL.

 Why were you shutting it down?  Perhaps there as a WTOR you needed to
 respond to

all on the console? Or just that there were no WTOR messages
outstanding when you started?

I can't guide you, but I can ask you some questions that may help you
think about what you are trying to accomplish, and how.

Do you understand what any of the above commands actually do? For
example, can you explain the difference between STOP and CANCEL and
FORCE,ARM and FORCE, and why you would choose one over another? My
impression is that you think that each is just a matter of hitting TSO
harder and with a bigger hammer, and eventually one hit will be strong
enough to get rid of it.

Why do you think that adding a=ASID to your FORCE,ARM would help in this case?

What do you mean by purged and purgeable? Are you confusing the
MVS STOP command with some sort of PURGE command, possibly the JES2
$P?

No. Purge is something different.

Why did you want it down? Did you first ask your users to log off?

Why not MODIFY?

2) force tso,arm - No luck

A CANCEL is not a good idea except as a last resort. I'm not sure
whether TCAS will clean up everything if you don't let it shut down

I tried Purging the tso but it was not coming down. The commands used to
stop tso was :

1) stop tso - No luck
2) force tso,arm - No luck
3) force tso,arm,a=ASID - No luck

I even tried looking for any outstanding message in console but there were

I gave : force tso,arm - command accepted. When I do D A,TSO - still the tso
address space is up.

If yes, then cancel that user id and then try to stop TSO with P TSO 
command.
