We understand that the Massachusetts Office on Disability has taken the position that remote participation in a town meeting is a reasonable accommodation for a person who cannot attend. In our opinion, allowing remote participation in an open town meeting is specifically prohibited by law and would fundamentally change both the nature and the conduct of a town meeting. As you are likely already aware, the Americans with Disabilities Act (“ADA”) requires public entities to make “reasonable modifications” to their procedures to accommodate persons with disabilities. What is “reasonable” is fact-specific and depends upon the nature of the program and the accommodation being sought. However, any change that would result in a “fundamental alteration” to the program or service is not required. The very purpose of a town meeting is for members of the community to gather together to debate and vote of legislative issues of the Town. The legislation extending such relief now states clearly that hybrid remote town meetings, i.e., with some people participating in person and some participating remotely, is permitted. [LincolnTalk] Questions for CCBC Re: Community Center- size considerations
Hi LT. I share Kathy Madison’s question (see her email below) about LEAP space. I have other questions as well, and just sent these questions to CCBC via their website’s Contact link. Meanwhile, perhaps some of you could reply to share what you know about these issues: 1) Importantly, on LincolnTalk, several residents have mentioned that there will be time restrictions on COA programming/use of the Community Center, namely, during school hours (roughly 9-2:30), to reduce concerns of pedestrian safety with increased traffic. Is that accurate? 2) Where may we see info on LEAP’s space & program requirements? I see on the FAQs on this website that LEAP already makes use of the gym. Perhaps other areas of the school could (or do) accommodate LEAP as well. 3) From the FAQs on this site, it appears that the school auditorium is largely available for use by community groups, outside of school hours and major events such as school plays and school concerts. Could CCBC obtain info on whether certain COA programs could make use of the auditorium (including the upper section, which would not interfere with the stage/play/music rehearsals) during after-school hours? 4) Generally speaking, it could be helpful for this website to include more FAQs (or possibly answers to infrequent but important questions). Much attention has been given to the question of cost. But without knowing the hours that this new Community Center could potentially be used, by COA and other community groups, it’s hard to gauge whether it would be a “community” center at all. It is a shame that up to now, the CCBC really hasn't listened to the public's concerns. I keep reading in the newspapers that seniors drivers often have unintended accidents driving into buildings that involve putting their foot down on the gas pedal instead of the brake. Why are we unnecessarily setting ourselves up for a potential tragedy. Let's stop this rush to build and build a newly renovated Council on Aging somewhere else in town like the Pierce House. Hi Andy. Great info from several people on Lincoln Talk. To your question, American Red Cross and other bins specify clothing, so in other textiles are best donated to Bay State Textiles. Alice is correct that the American Red Cross doesn’t give donated clothing directly to disaster victims. As Alice noted below, the entirety of the donations are given to a vendor. The vendor receives money by selling the donated textiles (to thrift stores or by weight for other uses), and the American Red Cross receives a portion of that money, which benefits their Disaster Relief Fund. Planet Aid donations are handled in a similar way. Their website says they get clothing to people in need, which may be strictly true; but their bins have terminology that indicates Planet Aid receives funds in the same way as the American Red Cross—by working with a vendor, which sells usable clothing to thrift stores, but does not give them free to people in need. Goodwill and Salvation Army are similar. If donated clothing is usable, it’ll be sold through their stores and benefit their programs. Unusable clothing is sold by weight (textile recycling) and yields money for their programs. There are many groups that accept usable clothing and distribute them free of charge to people in need. Those groups include St. Vincent DePaul; Cradles to Crayons (newborn to age 12); Circle of Hope (Needham), which distributes items free of charge to 25 area shelters and low-income programs in Boston; and Solutions at Work Cambridge/Children’s Clothing Exchange Cambridge/Green Street Shelter. Hi LT! The heat wave may just be ending, but cooler days will soon be here. Cradles to Crayons provides clothing and other essential items free of charge to children in need. In the month of September, I’m collecting gently used winter coats and clothing (youth sizes 0-20 through adult sizes small and medium) for Cradles to Crayons. See their email below.
