If you import into LyX the (heavily commented) sample .tex file 
contained in Valter's archive, LyX converts the comments to ERT boxes, 
and in particular puts a collection of ERTs in a standard environment 
between the title and author.  The presence of a standard environment 
between title and author is what causes the author environment not to 
appear in the compiled output.  Zapping the comments solves it.

Unfortunately I don't know what the problem is. I'll leave that to  
the LyX experts, but just wanted to let you know that it works under  
LyX 1.3.7. I saw the same behavior under LyX 1.4.3. Mac edition.

I'm running LyX 1.4.3-5 on Win XP, and when I use IEEETran and output to 
PDF, the author is displayed properly.


Do you use MikTeX and, if so, did you install the IEEETran class using 
the MikTeX?


Perhaps you should post a small example of a LyX file where the author 
does not display.  (I did not find one in the Zip file you linked to.)
