That's the downside of giving someone's email into hands of a big company
instead of self-hosting or hosting at a small ISP.

If these 300 domains would use 200 different hosters instead of just one,
and one of these 200 hosters would mess things up, the impact on email
ecosystem as a whole would be much less.

The Internet was meant to be distributed, not centralized!

That was exact the problem. After changing ip addresses back again it now works.

I have not seen the error message anywhere anymore since yesterday 17:20 UTC. 
Are you still using the new outgoing IP addresses? Maybe they have no 
history/reputation and are therefor limited by Microsoft.

Not for us in UK.  Of MXs that give
  451 4.7.500 Server busy. Please try again later from ... (S77719)

about 50% self-identify as EU, but also many from
eop-AUS01.prod.protection.outlook.com
namprd02.prod.outlook.com
eop-gbr01.prod.protection.outlook.com etc.  So no correlation for us.
It's throttling that causes delivery delays of over 10 hours in some cases.

Problem began around 0100 UTC.  MS has little public apart from

We have detected the same issues on our side, by rerouting the mail 
traffic to a lower volume server group it got temporarily solved for us.

We see this happening for different from-domains as well for different 
sender-IPs since about 0300 UTC and have also reports
of other ISP having the same issue. We are using their SNDS and none of the 
sender-IPs are flagged on their side.

Maybe someone from MS could take a look into this as our queues are piling up.

Hello all,

since a few hours we have problems with sending to Microsoft. We get hundreds 
of messages like in the subject with the reference to S77719. Also colleagues 
from other companies in germany are seeing the same in their logs. All mails 
that are blocked here are from Microsoft customers, but they are redirected 
through our servers.

Trying to unblock the IP e.g. via https://sender.office.com/ shows that the IPs 
are not blocked.

Anybody have any idea?

I'm glad you're bringing this up. We're seeing this here as well.
Microsoft status pages seem unaware of this issue (at least as of yet).

Hi Andreas

We encounter the same thing. My guess is that issue is caused somewhere 
in Redmond. Hence I doubt there is anything we can do (except recommend 
using proper mail hosting operators...)
