We had a similar situation with a desalinization plant here in Tampa.  Went way 
over budget, then failed the initial testing, especially when it came to 
output.  Seems that the engineer had simply scaled up a much smaller system, 
and when doing so, found that things didn't work when you made them bigger

Not sure government control of your river is necessarily a good thing - we have 
just that in the American West with the Colorado River, and water rights are 
probably one of the most hotly contested issues in that part of the country.

American western water rights do not seem to be gobberment control.
While the gobberment provides the judicial system through which water
rights issues are adjudicated, and states administer the number of
rights for a given water source, pricing is all in the market.
Water rights are separate from land rights and are bought and sold at
higher premium than gold.  Man can live without gold, but without
water, man dies.  Water essentially defies the laws of nature.  Water
flows uphill... to money.

They are all alright but a bit shaken, apparently the liquefaction is 
back and made a mess.
However they are starting to get pretty annoyed with it all, people can 
only put up with so much before they snap.
Apparently according to the experts, the shakers are likely to go on for 
some time. Which presents the problem of why should we rebuild when 
it's likely to get broken again, some areas will never be rebuild and I 
suppose that there is little point in seriously rebuilding until the 
shakers stop or become insignificant.
