First thing I did after buying the 2003 Jetta TDI for SWMBO was to buy and install the Panzer skid plate. Next was to bite the bullet and buy the Ross-Tech VCDS and Bentley manuals. Pretty spendy, but the VW computer interface is pretty complex and the diagnostic capabilities of this device are astonishing. I am not sure VCDS would pinpoint your trouble, but it is worth looking into. I pulled that quote on #1 boy and his SE. There are a whole bunch of fuses in that car. He spent about $30 on fuses and still did not get them all. I gave him the multimeter to test them for continuity. All tested good, so I told him to use emery cloth to scuff oxide off to be sure. Since the old ones worked fine, I am not sure it helped the car much. They can LOOK perfect but have a hairline crack. My 78 240D drove me crazy looking all over for relays, grounds, etc before I saw the fuse arc when my wife pressed the brake pedal! Heck I have 3 ignition switches (they all act the same) and 2 locks. I need to find the dash ground which is presumably under the dash somewhere. I already cleaned and retightened the main ground which is (ugh) under the battery and washer bottle. The outside of that ground looked gross but it didn't look bad once I got it apart. Since you have the original ignition switch, can you essentially trace power in and out on it and then try that on the car to see if indeed power is being received and transferred by the switch when you turn the lights on? Since so much of it is dead, I have to wonder if it is in the power feed to that switch. Don't trust meters on something like this. Use a test light. Sometimes there is enough power to indicate voltage on the meter but not enough to light up a test lamp. And you have power on downstream sides of those 7 fuses? Do you have power on UPstream sides with key ON? The 18 relay is the "load reduction relay" which turns off the daytime running lamps and such when you start the car. Mine seems to be good, I can apply power and make it click and see continuity. I can see power to it in the fuse box too. The other one is the 109 which is the main ECM (the computer basically). The thing is if that one fails usually the car won't start but mine does start and runs fine... 7 fuses involved Wilton. I pulled every fuse out, checked and cleaned it and put it back. Oh, yes, and it's still GREAT to get into the air. I love take off's and landings, and most of the in between stuff as well. I have a minor oil seepage that is spraying onto my NEW windshield that is driving me crazy, as well as intermittant hash noise i the intercom. Otherwise, I've got it sorted out and doing just fine.
