Theoretically there are no technician (diploma equivalent). So I don't know why OUR government agencies can't do this, still hire diploma/degree person without skill even to do a simple w3c compliant website. Met several people who don't even graduate, or graduate with non IT degree, but perform better than the CS/IT grads. Anyway I blame the recruitment process. To be fair their responsibility much like PTD and their training more towards that. Administration work. Look like a gap need to fill between PTM and PPTM. Need technical only pegawai. Our frustration are known are JPA is doing something about it. I hope they can explain much more detail rather than keep us guessing. In private we also have this same problem.
