I think some versious of ICE will work with prints, but none will work 
with materials that have actual silver images.  My brain is getting a 
bit fried, I know why it won't work but can't explain it at the moment.

printed photos that will be scanned.

Any suggestions as to what features/characteristics to look for and what
to avoid?
Any particular models?

One of the models that he is considering is "Epson Perfection V37".
Any comments about it?

When I looked at the various Epson 500, 550, 600 scanners earlier in
response to this thread, I'm pretty sure one of the sites I found
Amazon, B&H or Adorama showed similar repair technology for scanning old
prints.

It may not be "ICE", but there's some kind of auto-repair that works
with print materials.

I'd have to vote for the V500 or its successor.  Although we have a 
couple Epson all in ones (a WF2530 and WF2540) which both do a decent 
job when all I need is a quick and dirty scan.  For serious scanning 
I'll fire up the V500.

I’ve had good results with my V600. But it does have a large footprint 
consistent with its large size flatbed.

I've got the Epson Perfection V600 Photo at work and it is a HECK of a
scanner. It comes with negative holders for 35mm film strips, 2"
slides, and 120/220 film. Not much more than the V550.
