Down here a guy was punished not long ago (card revoked, I think) after picking 
up his wheelchair-bound wife from a mall.  He parked in a handicapped space 
with the appropriate card displayed in the car, but someone saw him get out and 
walk into the mall and complained to the relevant authority.

Apparently the rule is that he had to find a regular parking space, go and get 
his wife, wheel her over to the handicapped space then bring the car over.

It does sound a little heavy-handed but I think it needs to be as it's too easy 
to abuse otherwise.  I'd recommend that you double-check the fine print just in 
case.

That's not allowed (although that doesn't stop everybody, as we both know).
Maybe if a few more people lost their handicapped placards because of it
there'd be a bit less of this kind of abuse (and other similar activities;
apart from allowing you to park in a handicapped spot, a handicapped
placard also means you can ignore time limits on parking bays, and to
park in a metered bay without paying).

Even when my wife *is* in the car we won't always use a handicapped spot;
if I can get a reasonably close parking spot, and most of the handicapped
spots are full, I'll park elsewhere in case somebody with a wheelchair
wants the spot.  But that's got harder over the last year; I've noticed
that the number of handicapped spots has been reduced in several parking
lots.  I don't know why, but it has been a significant change.

One thing that is legal, although liable to get a raised eyebrow, is
using a handicapped spot when my wife stays in the car and I nip out
to make a quick purchase at a store.  Again it's not something I'll
do very often, but it is permitted - if my wife needs to come after
me for any reason she doesn't want to walk further than necessary.

When we go to Infineon Raceway the California Highway Patrol are out
at the entrance to the handicapped parking lots.  If you don't have
the appropriate paperwork with you in the car (even if Grandma is
present) the tags get confiscated.


Too bad everybody doesn't enforce it like that.

That doesn't cover everything anyway. There's not enough cops in the 
whole country to monitor EVERY handicap parking space, especially where 
they aren't in separate lots.


Unless the police actually see a driver pull into a handicap space, how 
are they going to know if the person assigned the tag is actually not 
there? I doubt they've got time to sit there like a cat outside a mouse 
hole just waiting to see if it's some scofflaw who comes back to the 
vehicle.


Still doesn't address my other gripe. The diner had three handicap 
spaces out front and two of them didn't give handicap access.


The two left hand spaces needed to be around the corner on the front 
right so they'd be where the handicap ramp is located. Anybody who uses 
those spaces has to walk/roll/creep/crawl all the way around the right 
most space to get to the ramp.


Get that sorted out, and then we can talk about how fugly the handicap 
signage is.


Ain't no skin off my nose, 'cause I can't/won't park there anyway. But 
it does lean on my irritation button to think someone who DOES deserve 
it can't get to it because of some abuser.

My question isn't what kind of cars someone with a handicap placard 
should be driving or being driven around in. I don't care.


What I do question is whether you or any other person who is NOT 
eligible for the handicap placard should be using her placard to park in 
the handicap spaces when she's not there with you?


It doesn't really matter to me, since I don't have a handicap placard 
and don't park in handicap spaces, but I can see it might be a

handicap space because of non-handicap persons abusing the system.


It's kind of obvious when some guy pulls into the handicap space, JUMPS

Oh, yes - she also has severe arthritis in both hips, and
one artifical knee (and will be getting a second one later
this year).  She's comparatively mobile apart from that -
she can walk tolerably well with the aid of a cane - but
apparently that isn't handicapped enough for some folks.

It turns out that the seating position in the roadster is
more comfortable for her than in many other cars; she can
keep her leg stretched out fairly straight in front of her.
She can drive it just fine, too - the gearbox and clutch
are electronically operated, so she only needs one foot
to operate the accelerator and brake pedals.

Being fit enough to drive (and even get into or out of a
low-riding car) doesn't mean you are fit enough to walk
any further than necessary.

I'm going to tell a true strory.  My father had congestive heart 
failure.  even though he could barely stand up and walk, due to both 
lack of strength and pain in his legs due to pore blood circulation. His 
doctor once opined that he shouldn't be able to get out of bed in the 
morning let alone climb a flight of stairs, which he did every day, to 
get to his office with quite some difficulty. For the last 5 years of 
his life he refused to get a handicapped permit, even though he easily 
qualified, because he wouldn't take a space from someone who needed it 
more than he did.  Everytime I see someone who can easily exit a sports 
car and walk a couple hundred yards in one of those spaces it makes my 
blood boil, just a little.

One of the truly aggrevating things about my disability is it severely 
interferes with my photography, especially places I cannot access in my chair.  
I get bored seeing everyones butt and navel.  Alternatively it has forced me to 
rethink my photographic style and methods, an ongoing effort.

handicapped parking spot. I haled him down and explained that those spots were 
for the "physically" handicapped.

I don't begrudge the handicapped an accommodation, it's only common 
courtesy. But I do notice the handicap spaces are often abused by the 
non-handicapped.

The other thing I noticed in the image is the handicap spaces aren't 
really convenient to the actual handicap access. Looks to me like the 
two spaces on the left ought to be moved around the corner on the right 
to put them where they'd be more convenient to the ramp.


But I bet they're where they are because "the law" says that's where 
they're supposed to be without regard to where they need to be to 
actually accommodate the people they're supposed to accommodate.

Well, I also drive a sports car (87 Alfa Romeo spider) with my chair stuffed 
into the boot.  Took a bit of shadetree engineering to let me operate the 
clutch since my left leg is amputated below the knee.  I use knee pads to let 
me crawl to and from the trunk to access my chair.  Truth is, you can't tell 
since many disabilities are internal (i.e. heart, lung problems), but I am also 
angry about disability cheaters.  Have to depend on the honesty of the doctors 
since they have to attest to the disability, at least in Texas and here in 
Arizona.

Gets your attention. Many parking spot painted signs are very badly worn and 
difficult to make out, especially in rainy weather. All such spaces, as I 
understand it, at least in California, must have a sign at the head of the 
space at 'prox eye level, to make a fine actionable in the event an 
unauthorized (non-sign carrying) vehicle mistakenly parks there.
