Where I've seen them in eastern North Carolina (around the Pocosin Lakes NWR), they're not there for the benefit of environmentalists, but for motorists. They have the same purpose as "Deer Xing" signs - to warn drivers because hitting a deer (or a bear) can cause significant damage to your vehicle, and might cause injury to passengers. At one point there is a sign showing a Kudu in a jumping pose &, sure enough, when we got there, there were Kudus on the verge.
