Hi Bob,   I choose not to fight this battle of skegs because there seems to 
be bigger fish to fry.  Ill vote, when called upon, according to my 
constituency.  
I think 99% of soaring pilots can, and have used good judgment about these 
matters.   And, Lets trust our contest directors to act upon unsafe 
situations that may occur.  And my personal account is that skegs hinder the 
looks and performance of a great aerodynamic plane anyhow.

I suggest, keep the words simple:   

   A skeg(s) will be allowed

 I agree with your observations and conclusion except that I believe no words are necessary on this subject. I have been an active contest participant and CD for the past 10+ years and have never witnessed a problem caused by a skeg. In contrast, I have seen many shins whacked by an errant RES ship sliding through the landing area without a skeg.. I believe you are much more likely to be injured by a wing or fuse than impaled by a skag.

 I recommend we vote no on any words detailing skegs and get on with more important issues like rubber propellers.

 A rule for the sake of a rule is no rule.

I fall in line with Don Richmond on this issue. Don hits the nail on the
head with:

There really isn't much of a safety issue here. 
For some however the issue is generally more astetic and I'm guessing
this was Bob's attempt at compromise.
But again, the CD for a contest can disallow, or allow skegs (or is it
skags? I really like skags) by posting in contest announcement. A CD also
has the authority to, and should not allow unsafe gear or practices,
whatever that might be.
again, to quote Don, who also is a fine gentleman. I've also found him to
be very wise as he says:

OK

This is going back to the same thing as the nose radius on a plane 
way back when.

OK, picture this in your mind:  You are standing there and there is a 
3-5 lb flying projectile (aka missile) aiming at you. It is 
approaching fast(30+mph) and all you worry is that little thing 
sticking out of the bottom of this flying projectile?  This 
projectile also has a pointy little nose that shaped like a bullet, 
and a horizontal protrusion that is about 10 feet wide with a sharp 
leading edge.

Which bother you more??

And to make this worst, sometimes this missile is control by an 
unrxperience person!!!

If the rule is about safety, I think we should ban flying!! Use the 
safety banner to form a new ruler is bad.

Pilots- I agree with a skeg device to control the stopping point of an 
AMA , TD plane.  Seems landings are what most contest are about anyway.  And 
when called upon to land downwind, or on wet ground, severe down hill slopes 
, or a well trampled landing circle, I think skegs make landing more 
predictable and in  some cases, safer.

The problem with a long drawn out skeg rule is its cumbersome.   Kinda like, 
I want a  wristwatch but Im  told about all the parts of the watch and its  
design history before I buy it.   way boring!!
Could you imagine the length of a rule and actual field procedures  that 
would protect us against a 200 to 300 meter winch line launching a plane?  
Please dont go there !!
