 estradas regionais: Should we use "ER32" or "R32"? Thanks in
 advance for your help.

I just did some quick Google research. The pictures shown on this page: 
http://www.cbrd.co.uk/international/portugal/
indicate that the road signage for "Estradas nacionais" is always 
starting with just "N" and not "EN". Based on the prevailing rule "tag 
what you can see on the ground" wouldn't it be better to tag them just 
"N329"? Besides it would result in shorter signs on the map ;)


Currently the tagging in Portugal seems to be 50% with "EN" and 50% with 
"N".


And while we are at it:
Do you have a tagging scheme already for the relation which group each 
way that forms a complete auto-estrada/estrada nacionais? Like we do 
have in Germany for Autobahns: 
http://www.openstreetmap.org/browse/relation/21451
In Portugal we would need a network, like "pt:national". The operator 
for most bigger roads would probably be Brisa.

Viva no Wiki diz explicitamente:
*highway=primary*. Estradas Nacionais (EN, lista
aqui).

E na lista das estradas de Portugal (oficial) tem EN
http://www.estradasdeportugal.pt/index.php/prn/152-complementar-ens
Nos mapas convencionais (em papel) sempre apareceu assim.

Não diz nada sobre o ref.
E a pagina :
http://wiki.openstreetmap.org/wiki/Rede_das_principais_estradas_de_Portugal
Uso o N e não EN.

E um ponto que precisa ser esclarecido, cada pais tem o seu sistema (em
frança por exemplo usemos o N e não RN, e temos um espaço entre a letra
e o numero : N 2).
