Changing /desktop/gnome/peripherals/keyboard/kbd/options in gconf-editor
or via the commandline makes AltGr work for, until next boot:

gconftool-2 --type list --list-type string --set
/desktop/gnome/peripherals/keyboard/kbd/options "[bla]"

("bla" is unknown and will be ignored)

This is no solution, but as a workaround, random options could be
written into the gconf key on session start.

Could anyone give me a hint as to how I could find an actual solution? I
can't find any xkeyboard-something binary on my machine...

Thank you. Sadly, this did not work for me. Also I noticed that the
keyboard layout selected via the (non-scim) keyboard layout panel applet
overrides the one set in the scim settings. (Selecting German in scim
and US Intl in gnome gave me a US-Intl without AltGr. Actually, AltGr
works as normal Alt key. So AltGr+E opens the Edit menu in firefox.)

Actually, I don't think this is scim related at all, for the problems
remains even with scim purged.

@kbit: I managed to workaround this only by manipulating scim. I first
uninstalled everything SCIM but I got the same effect as you did.

So next I installed the minimum scim packages (you'll have to convince aptitude 
to not install the recommends; I only have  libscim8c2a, scim, 
scim-gtk2-immodule and scim-modules-socket). And then I hacked around blindly 
in SCIM's configuration until it stopped annoying me. The configuration is 
available in System>Preferences>SCIM Input Method Setup. I don't know what 
exactly caused the bug to go away, but my config is like this:

  Keyboard Layout set to Dvorak (I use Dvorak, but a non-standard version, so I 
doubt this matters).
  Embed Preedit String... & Share the same input... options checked.
  Hotkeys: deleted all of them (the fields are empty)

  All checkboxes disabled (unchecked)
Panel > GTK
  Show: Never (I think this is the only one that matters)
  Embeded lookup table: checked

After setting SCIM as above and configuring my keyboard through the keyboard 
applet I have my primary keyboard working as expected, including AltGr (I have 
“Press right alt key to choose 3rd level” enabled in the keyboard options, but 
also some hacking in the custom keyboard layout; the latter didn't use to work, 
but I have no idea if it does anything now). However, there are still weird 
things happening with the secondary keyboard layout (different bug filled for 
that). YMMV.

Please report whether this is still the case after reboot.

For me, apt-get-removing all scim packages fixed the issue temporarily,
but after reboot, AltGr did not work (again).

I just reinstalled scim, but this did not change anything.

So, my current situation is this:

After booting, AltGr does not work. So I right click my keyboard panel
applet, select keyboard settings, switch to the second tab (layouts) and
press the layout settings button, which is located on the right side,
below the 'reset to defaults' button and above the 'try your settings
here' input box.

A dialog "keyboard layout settings' is opened. There, I expand Third Level 
Choosers. Actually, I guess I could take *any* of those expandable categories.
Now, I usually tick the 'Press Right Alt key to choose 3rd level'.
The interesting thing here is:
- If it is ticket already, I untick it
- If it is unticked, I tick it.
- In both cases, I can click twice, so that in the end I'm still having the 
same settings as before - and it still works.

This Changing-The-Keyboard-Layout-Settings, no matter in which way I
change them, brings back the AltGr key. (äåéëþüúíóö«»¬)

Now I would really like to know what happens inside the X keyboard server, and 
then autorun this on every boot. 
(=> I don't need a fix - a workaround would be far sufficient!)

More observations:

Earlier today, I found out that checking "Press Right Alt key to choose
3rd level" (which is not l10ned to German, by the way!) in the keyboard
layout settings did actually activate the AltGr keys for me. (äåéëþü for
qwerty while pressing Right Alt) So I thought, I got it, but:

Now, after rebooting, it did not work, again... so I went to the
keyboard dialog > layout settings again and *removed* the "Press right
Alt key to choose 3rd level" check mark again. Which made keys work
again.

Therefore, I guess that committing those settings, no matter how they
are changed, activates something (making AltGr work) that should be
activated on boot.

Another observation:

Whenever AltGr keys do not work, the window opening from "Show current
layout" in the context menu of the keyboard indicator applet does not
show a layout. It's just a big window in the UI background color. This
is only the case when AltGr keys are not working!

Hmm, hadn't tried that. I solved it by re-installing scim (only the
minimum required basic packages, no recommends), and then disabling
every of its features. (I just opened its settings and pretty much
unchecked every checkbox...) The dead keys work now.

I also have this problem, spanish keyboard. When trying to use accents,
it's impossible to get it done.

I used to remove scim and related packages, and also killing the
processes solved it, but now it does not work anymore. Neither with skim
in kubuntu, nor without scim and related packages.

I can confirm that removing SCIM caused my loosing dead-keys.

I uninstalled it for the same reason posted above, it kept switching to
weird input modes all the time for no obvious* reason. (*Actually, I
suppose it's because I use all sorts of key combinations all the
time—that's why I need dead keys, too—maybe some of them overlapped with
it.)

In my case, I have AltGr+some letters type accented characters directly
(which works) and AltGr+some keys working as dead keys (which used to
work, but now gives me the non-combining accent as soon as I type the
dead-key combination).

I've already answered on the other bug report (#200160) and seen that it was a 
duplicate.
I just wanted to point out that it seems to aim everyone that has a non-english 
kb layout and who also uninstalled SCIM.

The first condition is because english language doesn't need accents as often 
as spanish or french does, for instance.
The second condition is because SCIM seems to not have been tested enough in my 
opinion... I had to uninstall it because it turned into arabic layout all the 
time and for just no apparent reason!

with so many people coming here, I guess it can be confirmed. Note that,
however, this does not seem to affect everyone. I upgraded my desktop
and did not suffer from this issue, but on Amar's computer it was very
real. We ended up doing a fresh install and upgrading from hardy tribe
6. We don't know what was the cause, but the problem is gone and we can
"get things done".

The setxkbmap command didn't fix this for me, on the contrary, it caused
some letters, such as "h", to stop working. (I tried running xkbmap
-model pc105 -layout fi -variant fi).

Alt-gr + key works for me, but on a Finnish keyboard the alt-gr key
isn't used to type diacritics, so I'm not sure if that really answers
your question at all.

being from Portugal I tried a couple variations on that theme:

xmodmap /usr/share/xmodmap/xmodmap.pt
xmodmap /usr/share/xmodmap/xmodmap.pt-dead

These two appear to have no effect wrt this issue

setxkbmap -model pc105 -layout pt -variant sundeadkeys

appears to disable theses chars so ~ + a = a

Any hints?

It was suggested to me that one could try running:

xmodmap /usr/share/xmodmap/xmodmap.qc

and/or:
setxkbmap -model pc105 -layout ca -variant fr

If those two commands do not work, according to Pascal Potvin, the
problem would be "hardcoded into xkb". Otherwise, it would be "just
symbols in X declaration that have been modified".
