I cannot imagine how added files get only taken into account after a reboot. When one gets to the make/model/driver list in system-config- printer, system-config-printer always re-queries the list from CUPS (you see that it takes some time) and CUPS always regenerates the list, so added files appear immediately. Did you restart system-config-printer after installing the Samsung packages? I checked again and it finally the driver appeared exactly with the filter language between parentheses, the only thing I did was to restart the computer. Since this machine works as a server for files, printing and licensing it haves long up-times and although I restarted CUPS manually from terminal It seems that only after reboot they appeared. I have installed the packages and the PPD files and they appear in the "Drivers" field, usually with "Series" and the name of a printer language, like "SPL-C" in parentheses, and as the first entry. Note that system-config-printer does more sophisticated sorting and comparing of model names, to avoid duplicate entries of manufacturer and model names.
