Debian has version 1.8.3-2 of pcsc-lite and do not have these problems.

$ grep lib /usr/lib/i386-linux-gnu/pkgconfig/libpcsclite.pc
libdir=${prefix}/lib/i386-linux-gnu
usbdropdir=/usr/lib/pcsc/drivers
Libs: -L${libdir} -lpcsclite

libpcsclite-dev do not provide any .la file

Maybe Ubuntu could upgrade pcsc-lite to the latest version.

Also, do not touch to usbdropdir unless you know EXACTLY what you are doing. 
And I guess you don't.
You can't install drivers for different architecture. You don't need that 
(unless you use a proprietary driver only available for 1 architecture). Also 
note that only one pcscd can be used at the same time.

the same pcscd can be used by two libpcsclite in 32 and 64 bits at the same 
time.
So if your application is 32-bits only you can still use it on a 64-bits system

Your reader is correctly detected and used by pcscd. No problem on this side.
But pcsc_scan can see it.

Start pcscd in debug mode as you did: sudo /usr/sbin/pcscd -f -d
and in another windows starts pcsc_scan.

Send me the complete output of pcscd_scan and the new logs lines from
pcscd.

It looks like you are using a smart card reader NOT using a USB port. So the 
access rights on /dev/o2scr0 are not correct and pcscd fails to open the device.
You compibled the OZSCR driver by yourself (it is installed in /usr/local/). 
Maybe you should report the problem to the driver author so the driver can 
create the device file /dev/o2scr0 with the correct access rights.

You did not follow the procedure correctly.
Use PCSCLITE_PCSCD_ARGS=-df pcsc_scan on the SAME line
And be sure to kill any running pcscd process before.

have a Gemalto GemPC Twin reader.

I don't know why this USB device is probed by MTP. I guess the udev rule

My problem was that I have to reconnect the reader AFTER installing the
CCID driver (libccid). The libccid udev rule file is used only on device
plug. So the access rights are updated only on the device plug after
libccid is installed.

I guess the problem is that OpenSC do not find the libpcsclite.so.1 library.
The problem is not with the card but with the way OpenSC uses the PC/SC library.

OpenSC uses dlopen() to load the library. Maybe dlopen() should be
modified to support Multi Arch. Or the problem is elsewhere.

00 is: An ICC is present and active (power is on and stable, RST is inactive)

But in the case of the HP we have:
81 00 00 00 00 00 xx _01_ 00 01
01 is: An ICC is present and inactive (not activated or shut down by hardware 
error)
The last 01 is: Clock stopped in state L

Something (the reader? the BIOS?) decided to stop the reader clock.

You log pcsc_scan output show that the card is working since the ATR is 
returned.
I guess it is a bug in your Java program or a mis-configuration.

It means that the driver is working correctly.

You can remove the /usr/lib/pcsc/drivers/ifd-acsccid.bundle driver. It
is for 32 bits only.

I could not find a problem in your log. But the card never worked in this trace.
I think you have a real problem with your card. Try with another card.

The readers report card present and then card absent. The driver can't
do much to know this is not correct and must trust the reader.

So the device is not visible at the PC/SC level. I have no idea what is 
happening. I suspect a reader firmware bug.

I do not see the pcscd crash in this log. Can you run pcscd inside gdb?
$ gdb /usr/sbin/pcscd
(gdb) set args -dfa
(gdb) run
remove the reader do make pcscd crash
(gdb) backtrace

Then send me the complete gdb trace.

patched driver.

This change has been introduced in version 1.4.15 of the CCID driver.
Drivers up to 1.4.14 should work with your reader.

Can you rebuild pcscd with hotplug debug enabled. No need to install
pcscd so you can't break your installation.

1. Get the source code of pcsc-lite, for example from

2. install the build dependencies using:
$ sudo apt-get build-dep pcscd

3. edit the file PCSC/src/hotplug_libudev.c and change the line 66 from
#undef DEBUG_HOTPLUG
to
#define DEBUG_HOTPLUG

4. configure pcsc-lite using "./configure"

5. run pcscd using:
$ sudo ./src/pcscd -dfa

6. try to reproduce the 100% CPU consumption problem

This may generate a lot of logs if the problem is with libudev.
